Abstract:
Guidance and counselling constitute the best approach to help children and their families deal with life’s frustrating issues. In the school context, guidance and counselling services assist the school to manage discipline and deal with the influence of social evils on learners and the learning environment. However, for guidance and counselling services to be effective in schools, several factors must be put in place. Among these factors, the key is school management support for guidance and counselling services. In recognition of this fact, the study examined the influence of the schools’ management attitudes towards guidance and counselling on the implementation of guidance and counselling programmes in secondary schools in Baringo Central Sub-County. The study used the descriptive survey research method. It relied on a sample of 36 secondary schools with 36 principals and 72 teacher-counsellors. The research employed a questionnaire to collect the data. The collected data was then analysed using SPSS, version 22. The results of the study revealed that although most schools’ managers had embraced and recognised the role of guidance and counselling in their schools, little time and resources were availed to sustain these important services. This situation had negatively affected the implementation of guidance and counselling in schools. Therefore, it was recommended that guidance should be conceptualised in a broader and more comprehensive and holistic view, incorporating vocational and other aspects of development

Abstract:
The purpose – of this article is to assess the vocational guidance situation and development opportunities in Lithuania. Research methodology – Systematic analysis of the peculiarities of vocational guidance; identification of the main problems and possibilities for vocational guidance through the development of a qualifications system based on the results of statistical analysis, expert assessment, data grouping and interpretation. Findings – Vocational guidance as an important subsystem of the educational system is being underemphasised and underfinanced, career counselling is pursued in a fragmentary manner, mainly through project-based initiatives which are not be based on systematic information. A way to improve vocational guidance is to organise it as an integrated information platform linked to the qualifications system. Research limitations – The main limitation is the lack of official statistics in vocational guidance. The systematic collection and publication of statistics would make it possible to quantify and analyse the factors of the current vocational guidance situation and their impact on the development of human resources. Practical implications – The obtained results are useful for social and economic and educational policy-making. Originality/Value – The article contributes to the scientific literature by presenting a model of vocational guidance development related to the development of the qualifications system, which would allow providing the necessary access to information.

Abstract:
Since its genesis in vocational guidance, career guidance and counselling has followed the approach developed in the early 1900s in the work of Parsons (1909). Indeed, the profession has been well served by this approach which has come to be known as the trait and factor approach. However, since the time of Parsons the world of work has changed dramatically. We are living in a time of rapid change. Thus society's needs in terms of career guidance and counselling are significantly different. For career guidance and counselling to remain a relevant force in the next century, career guidance practitioners are being challenged to move away from strict adherence to the traditional model toward more client-centred approaches. One of the biggest challenges to existing practices comes from the influence of constructivism. The constructivist world view has been well documented in the field of counselling. In particular, it has influenced the development of solution-focused and narrative approaches to counselling, which are now well-established counselling modalities. However, it is only comparatively recently that the influence of constructivism has begun to be felt in career guidance and counselling. This paper will briefly examine the history and traditions of career guidance and counselling and discuss the changing nature of the world of work and the needs of clients. Following this, it will examine the nature of constructivism, the challenges and opportunities it presents, and its implications for career guidance and counselling practitioners.

The purpose of this study is to identify the needs of vocational and technical Anatolian high school students for guidance. A mixed research methodology is employed in this descriptive study. With the guidance needs analysis survey, quantitative data was collected about the needs of students for guidance from a total of 2228 participants including 1437 students, 304 teachers and 487 parents. The qualitative data in the research were collected from school counsellors employed in vocational and technical high schools, from the heads of guidance services employed in guidance research centres, from psychological guidance and counselling specialists working in the Ministry of National Education, from psychological counsellors representing Turkish Psychological Counselling and Guidance Association and those engaged by educational unions. The research revealed findings that the students need intensive guidance on topics such as identification of future career goals, learning effective studying methods, self-knowledge of interests and abilities, knowledge of professions and their basic requirements, focusing attention during lessons, protection from addiction, knowledge of developmental features of adolescence, university admission exams and opportunities for higher education. Furthermore, it was revealed that the guidance needs of the students were not met sufficiently, they needed services in all areas of personal-social, educational and career guidance, female students needed guidance services more than male students, and students felt more need of guidance services at higher grades. In line with the results of the study, further recommendations are presented to provide for the guidance needs of students.

Abstract:
The study examined the inclusion of guidance and counselling programme into basic education curriculum for quality assurance in basic education. The study employed the use of descriptive research design. The sample consisted of two hundred basic education teachers in primary and junior secondary schools in Ondo West Local Government Area of Ondo State. Four research questions were raised. The use of self – designed questionnaire was employed which was validated by experts from curriculum studies and Educational Foundations and Counselling. The data gathered was analyzed with mean rank and standard deviation. The findings of the result shows the various guidance and counselling programmes to be included into basic education curriculum, the benefits derived from the inclusion of guidance and counselling programmes into basic education curriculum, the relationship between basic education and guidance and counselling and the challenges on the inclusion of guidance and counselling into basic education curriculum. Based on the findings, the study makes the following recommendations among others: Formal vocational education to be introduced at the Basic education level, so that pupils would be guided into the right thinking of appropriate careers to be perused, training and retraining of professionally qualified counsellors on regular basis and they should be involved in the formulation and implementation of curriculum for the basic education programme, well trained and competent Guidance and Counselling personnel, with thorough theoretical and practical knowledge, must be employed at schools. These people can help teachers to cope and deal with learners efficiently, government should provide adequate funds to all basic education in the country.

Abstract:
Introduction. In a modern dynamic society, new vocations and fields of activity are constantly emerging. The goal of the modern vocational education, information and counselling is to enable the individual to develop a career in the whole life course, full of changes and events. Former approaches have proved inadequate; therefore, new ways are being sought. Therefore, it is necessary to design approaches in managing careers, including those with special needs, and which counselling approaches for a career are best suited to an increasingly dynamic labour market. Aim and task. The basic research goal is to find all those innovations in theories and practices that appear in newer career guidance and career counselling approaches. For that purpose,, an longitudinal analysis of articles, studies, guidelines has been carried out that are accessible on web portals. Thus, the most important innovations that are often found in recent theories and practices are revealed. Results. System theories and constructivism in career guidance represent an urgent response to changes in a dynamic society, but still include some parts of previous theories and practices. Meaning, the present essentially implies the accumulating and merging of previous approaches that deal with individuals in a way that individuals become agents who manage their own careers. The most important innovations are: learning as the individual's own project, narrative approach with storytelling, reconstruction of self-esteem, self-determination, nonlinear career, empathy in counselling, decision-making autonomy, no directed counselling. So new constructivist perspective continues to influence career theory and practice. Conclusions. The study shows that it is impossible to talk about the best universal theories or approaches in the field of career guidance and career counselling, but about the most usable ones, in the given circumstances. The development of practices in career guidance and counselling is most influenced by psychology, and recently also by social-cognitive psychology, but the influence of other disciplines, such as sociology, ethics, economics and others, is increasing. Innovations that have been identified show the integration of diverse concepts; in particular, the contextual view that appears also in other social sciences. In emphasizing the active nature of individuals as self-building, self-renewing and self-organizing system within constructivist approach, it is viewed as important underpinning for the practice which is responding to ever changing times.

Creativity can be considered a key resource in human development, education and adaptation. It is often defined as the ability to generate novel productions (ideas or work) that are valuable in their context and are also frequently surprising. In the context of the 21st century skills movement, creativity is systematically cited as a life skill, together with critical thinking, collaboration and communication skills. In this article, we explore the role of creativity in vocational guidance and suggest how it may be further integrated into discussions of career counselling. The article first offers a collection of perspectives from the French guidance counselling literature, educational guidance and training perspectives. This material illustrates the pivotally important modern expansion of the field’s mission from helping students making career choices to that of providing individuals of all kinds with the skills and perspective necessary to begin the lifelong process of building their own ‘life project’. In this expanded vision of career counselling, we argue that the understanding and development of an individuals’ creativity becomes even more centrally important.

Abstract:
This paper explores the relative impact of four career counselling interventions on six outcome measures for final year students in a Brisbane high school. The six measures used were: vocational identity, degree of decidedness, number of jobs listed, congruence of expressed (occupational choice) and measured interests, internal consistency of expressed interests and the occupational status of the most preferred occupation. Comparison of pre- and post-test measures showed that for the low identity group, there was an increase in vocational identity, congruency, and a listing of fewer jobs after the intervention. It was concluded that no changes were accounted for by individual counselling interventions. However, there seemed to be some evidence that changes resulted from a group career guidance program in which all students participated. The changes noted indicated that students gained in vocational awareness and maturity and showed greater selectivity in career decision making over time. Differences were found between male and female students in career related attitudes and career choices. Several applications of the findings for current practice were considered including the use of the My vocational situation and Career information survey instruments for streamlining service delivery and prioritising student access. The need for further research to resolve some of the issues raised by the study was discussed.

The present article delves into one of the most promising computer technologies in education - virtual reality. Current usage of virtual reality technology in education is quite low, though it has a large number of advantages compared to other modern information technologies and provides possibilities that other technologies do not have. You can find a small amount of articles that highlight usage of virtual reality technology in different fields of education and almost no articles about possibility of using virtual reality technology for vocational guidance in school. Therefore, the main objectives of this article are, first, to describe and analyze potential possibility of usage of virtual reality technology in the modern educational process and vocational guidance. Second, to consider a virtual reality software product “VRAnalytics” that is currently under development. The main three objectives of “VRAnalytics” are: 1. Serve as an information environment aimed at informing the user about the modern world of professions and different specialties that exist nowadays. 2. Create tasks for the user in the form of a set of different puzzles that he/she needs to solve in the virtual reality. The purpose of such tasks is to provide the user with knowledge of the specificities of various professions and information about his/her abilities and skills, as well as their level of development in these skills. 3. Analyze and storage received information for further usage in vocational guidance and counselling. In addition, in the article we compare VR technology with other modern computer technologies and describe advantages and disadvantages of using virtual reality technology in educational process and vocational guidance, such as visibility, security, interactivity, immersion and focusing.

School guidance and counselling is a programme that is complementary to the education process and is seen as a support service for the pupil. The aim of this study is to examine the primary school administrators' views on psychological counseling and guidance services in their schools. The research was carried out with 20 school principals and vice principals who have been working in schools for at least one year with a psychological counselor. In the study, a semi-structured interview form developed by the researchers was used as a data collection tool. Considering the field studies, studies were carried out on three main principles: educational guidance, personal / social guidance, and vocational guidance, and three categories of studies, evaluations and suggestions for each theme. According to the findings, school guidance services were it is not considered sufficient in many respects and it is emphasized that the system has deficits. The main deficiencies mentioned can be expressed as the lack of expert personnel in the field, problems arising from infrastructure and central structure and equipment.

Abstract:
This research investigated students’ needs, awareness, perception and use of Guidance and Counselling Services (G&CS) in Federal University of Agriculture, Abeokuta (FUNAAB). Simple random sampling technique was used to sample 283 respondents across the ten (10) colleges in the institution. Data were collected with the aid of questionnaire and analysed using descriptive statistics such as frequency, percentages, and mean. The questionnaire was subjected to a pilot study that revealed psychometric properties of Cronbach’s Apha 0.86. Result revealed that 91.1% of the respondents were aware of G&CS and 74.6% of the respondents currently using the services indicated that it was very helpful. The rating of the counselling needs of the respondents revealed that academic issues with a mean of 3.62 ranked first, and exam pressure management had a mean of 3.51 ranked second. Furthermore, the rating of the perception of students on the quality and effectiveness of G&CS indicated that organized orientation services for fresh students ranked first (mean = 2.55), while effective counselling on personal, social, academic and vocational challenges ranked second (mean = 2.49). The study concluded that the G&CS needs of the students across the colleges differ due to the dissimilarities in their disciplines across the University. The G&CS was assisting students to attain competencies needed to overcome academic, career and personal concerns. The fresher’s orientation service received the highest perception (mean = 2.55) among respondents on the quality and effectiveness of G&CS in the institution. The present study attempts to investigate the training needs (in terms of guidance, methodology, responsiveness to specific group - target) of Vocational Consulting, who worked in the "Plan Support of Socially Vulnerable Groups," held by the Prefectural Committee for Adult Education (NELE) Larissa from September 2006 until September 2008. Firstly, it investigates the knowledge of the Executive Advisory body to the meaning and role of the Advisory as a science. Subsequently, it investigates the awareness of training needs specifying areas and linking those needs with the requirements of the group and the target which is supported. The analysis of the results and their connection to the research questions suggests that the Consultants consider their role especially important, realizing the essence and importance of the process and, moreover, that a further training in counselling skills is needed. This is a view expressed both by the most experienced executives, who have been involved in the process of training at least once, and the younger executives, who have not ever attended a training program in counselling.

Context: In Finland, vocational education has been competence-based and learner-orientated since the beginning of 2018. Teachers’ work has changed because there is a need to pay more attention to students and their specific personal needs. Learning processes are planned individually and more learning options are offered in the workplace.Approach: In this article we ask the following: What kind of teachers’ competencies can be identified in Finland? The metadata comprises twelve recent pieces of research on teachers’ competencies in the field of Vocational Education and Training (VET) in Finland. We apply data-driven content analysis.Findings: According to our results, the work of vocational teachers included 53 separate skills comprising seven categories of competencies and three main categories of scholarships as follows: Scholarship in teaching and learning relating to pedagogy, guidance and counselling, and interaction, Scholarship in authentic learning and development referring to pedagogical leadership, partnership and innovator competency, and Scholarship in evaluation and monitoring associated with assessment. Conclusion: The work of vocational teachers in Finland has become fragmented. The fragmented work of a vocational teacher may influence the teacher’s identity. The fragmented nature of the work of vocational teachers also raises the need to share expertise in educational institutions. The main challenge for teachers in vocational education in Finland is to adopt ways of authentic learning and development.

The article presents the history of the formation of psychological and pedagogical assistance as one of the directions of habilitation of children with disabilities, the stages of its development in Russia, and the current state of the industry. There are clued main concepts, purpose, tasks, and content of psychological and pedagogical activity in the process of restoring children’s health. The priorities of this work are indicated to be as follows: psychological-pedagogical diagnostics; counselling for children and parents (or legal representatives), medical and pedagogical workers; and correctional-developing work with children and parents for successful social adaptation of each who find themselves in difficult life situations; vocational guidance chronically ill adolescents and support during the period of vocational training and integrate into society. Abstract:
This study examined the current state of careers advice, guidance, and counselling (CAGC) services and programmes in the technical, vocational education, and training (TVET) system of Nigerian higher education institutions (HEIs). This was to determine how well current CAGC services and programmes foster students’ career development, aspirations, and choices. Forty-eight participants, who were members of the Nigerian National Board for Technical Education (8 participants), guidance counsellors (6), university TVET teachers (18), career experts from the National Directorate of Employment (7), and newly employed TVET graduates (9), volunteered for the study. A purposeful sampling procedure was adopted to recruit participants. Data were collected using a semi-structured interview approach, and we employed a thematic design for the coding and analysis of the transcribed data. The study found no CAGC services and programmes in the TVET system. It is recommended, therefore, that TVET systems should focus on providing career development enhanced learning rather than schooling only by revising the curriculum to include programmes and activities that promote CAGC activities and programmes.

Abstract:
This study investigates the self-perceived problems among Malaysian pre-university students in a public research university in Malaysia. A survey study using Mooney Problem Checklist of Measurement was conducted in Universiti Putra Malaysia (UPM). A total of 278 pre-university students were selected using simple random sampling. Results indicated that the level of problems faced by pre-university students is low. The study found that the main problems faced by the pre-university college students are related to their future-vocational and educational, followed by adjustment to school work, personal-psychological relations, moral and religion, social-psychological relations, health and physical development, home and family, curriculum and teaching procedures, social and recreational activities, finance, living conditions and employment, and finally, courtship, sex and marriage issues. This study shows that there are major related problems faced by the students at the pre-university level. These findings highlight the importance of considering guidance and counseling services to assist pre-university students to ensure that these self-perceived problems will not affect their emotional and academic achievement. Implications of college counseling were discussed in relation to the COVID-19 pandemic. Background: Career is one of the factors that determine the future of an individual. Vocational dimension is an important one which may influence the health of a person. The objective of this study was to find out the career choices among secondary school students in district Baramulla of the Kashmir valley and to find out the career related self-reported stress among the students.Methods: It was a cross-sectional study carried out in 2018 for a period of one month. A self-administered pre-designed questionnaire was distributed among students of class 9th and 10th availing tuitions from a private tuition centre. The information was collected regarding the socio-demographic characteristics, career choices, other information related to career, and self-reported career related stress. The data was entered in Microsoft excel 2010 and analysed using SPSS version 23.Results: A total of 100 students participated. Mean age of the students was 15.19±0.84 years with 57% females. Ninety seven percent of the students had been thinking about their career for quite some time. Most of the students wanted to pursue MBBS (52%) followed by engineering (14%). Seventy-four percent of the students were of the opinion that career counselling was necessary. Nineteen percent of students were stressed about their career.Conclusions: Most of the students had already decided on their career but many were stressed and unsure about what path to choose. About 74% of the students were of the opinion that there should be career counselling and guidance available for the students so that they are able to take the right decisions at the right time.

Contemporary career guidance and counselling approaches with particular interest to subjects which concern the development of career management skills since these skills are considered important means for the active exploration of the vocational course and the development of a career. The development of skills related to career adaptability and self-efficacy in the planning of a career could help students who are finishing Upper-secondary School (Lykeio) to approach creatively their career aims, and to deal effectively with the transitions or unexpected events by applying appropriate actions. The present study employed the survey research strategy in order to examine the level of the career adaptability and self-efficacy in the planning of a career with male and female students (N = 240) of Upper-secondary Schools (General Lykeia - GEL) and Vocational Upper-secondary Schools (Vocational Lykeia - EPAL) in Greece. Specifically, it examined the level of skills which students declare that they possess regarding the type of school, their gender and the educational level of the parents. The finding that the levels of career adaptability differentiated not only as regards the gender of the students but also the studies of the father and the mother has presented particular interest while the students who study at the General Lykeia were found to have higher scores in the areas: “career interest” and “curiosity” in the Career Adapt-abilities Scale (CAAS) compared with students who study at the Vocational Lykeia (EPAL). Finally, the motif of the scores in the B’ Class of Lykeio showed that the students of EPAL excelled in all the skills apart from the factor “career interest” while correspondingly in the C’ class of Lykeio students of the General Lykeio (GEL) excelled in all skill categories. The aim of this study was to find out motivation for occupational preference among Regional Maritime University students. The cross-sectional survey design was chosen for the study and the stratified sampling technique was used to select a sample of 305 students from three departments constituting major programmes of study. Motivation for Occupational Preference Scale was used to gather data from the sampled population. The Independent samples t-test and Analysis of Variance (ANOVA) were used to analyze the data gathered. Results showed that, extrinsic values influenced occupational preference more than intrinsic values, both Ghanaian and International students were influenced equally by extrinsic factors in their preference for occupation, there was no significant gender difference in the influence of extrinsic factors on occupational preference and there was a significant difference in the intrinsic factors that influence occupational preference among students from different programmes. It is therefore recommended that, regular career guidance and counselling sessions are held at various levels of education to inform and educate students especially at the university on the benefits of career preference based on intrinsic factors than solely on extrinsic factors. In conclusion students must be encouraged to assess their vocational interest or career preference so that they pursue programmes and courses that they have the natural inclination for and not only make a choice of vocation or career just for extrinsic values or rewards.

The study pertains to the parenting stress, which is believed to be the resultant of child disability and further assesses the needs of the families across selected pockets of Himachal Himalaya. Perceived Stress Questionnaire (PSQ) and Need Assessment Scale were used for the purpose. For assessing the stress level among the parents, PQS was administered among two hundred parents having disabled children, herein called experimental group and two hundred parents with normal children, herein called control group. A three point Need assessment scale was used to measure the needs of 200 families on five different parameters. The result of t-test shows the significant difference between experimental and control groups indicating that the parents of disabled children experience more stress than their control counterpart. The study indicates that people need proper guidance and information regarding a child’s disability, nutritional requirements of a child, vocational training and child management. There is a need for proper counselling for parents suffering from stress and creating consciousness among parents of children with disabilities and in the society.

A través de análisis estadísticos como la T de Student y ANOVAs realizamos una evaluación del tipo y grado de dificultades que experimentan los jóvenes en el desarrollo de su proceso de decisión vocacional, y analizamos las diferencias existentes entre éstas en función del género, el curso académico y los intereses profesionales. Para ello se ha realizado la adaptación y validación de una escala basada en la teoría del procesamiento de la información denominada Escala de Dificultades en la Toma de Decisión de la Carrera. Tras los análisis realizados observamos que en líneas generales se confirman las hipótesis planteadas ampliando el marco de la investigación en Orientación Vocacional. Finalmente se presentan las conclusiones, limitaciones e implicaciones del estudio.ABSTRACTThe purpose of this research is to deepen on the vocational behaviour of 2.783 Spanish students aged between 14 and 18. Through statistical analysis like T Student and ANOVA, we analyze the difficulties that this sample experiments, and we investigate if it experiments different kinds or levels of difficulties based on variables like gender, academic grade, and professional interests. To do that we have adapted and validated a Career Decision-Making Questionnaire based on Processing Career Information Theory. Introduction. The article is devoted to the 100-year period (1921-2021) of the development of medical professional orientation (MPO) and medical professional counseling (MPC) in Russia. The aim of MPO is a helping student to develop their professional self-determination, taking into account the state of their health and the possible adverse impact of occupational factors on the pathogenesis of existing health disorders. MPO is performed by a doctor in two forms. The first is to introduce adolescents and their parents to the medical problems of choosing a profession. The second - MPC - individual counselling of persons with health disorders and specific recommendations on occupations, places of study and rational employment. Medical professional counselling is a necessary element of medical support for schoolchildren. Over the past 100 years, the theoretical and methodological approaches to conducting MPO and MPC have changed. The purpose of this expert-analytical study is to determine the relevance, prominent trends, features and challenges of professional medical counselling in current socio-economic, scientific and technical conditions. Material and methods. scientific literature and methodological documents on the issues of occupational health of adolescents, MPO and MPC; 35-year experience of conducting MPC of adolescents in Yaroslavl (more than 3,500 schoolchildren), the experience of teaching the basics of MPC to students at the pediatric faculties of Sechenov University and Yaroslavl State Medical University, and experience of conducting career guidance work in the “Medical Sechenov Pre-University.” Results. The concept, principles, methods, and regulatory documents required for the MPO and MPC have been established to have undergone specific changes in connection with scientific and technological progress, new scientific data on the impact of occupational factors on the health of adolescents, changes in the structure of school morbidity, transformations in the system of vocational education and the reform of socio-economic conditions in Russia. Conclusions. Professional medical consultation remains relevant, methodological approaches require changes in connection with the digitalization of the economy, and the circle of consultants should include adolescents and young people.

The main purpose of this article focuses on identifying specific Information and Communication Technologies skills, particularly those related to web pages and e-mail, useful in the implementation of Guidance functions and tasks. To this end, it was designed a competence map overlaid on those of a technological and coach and also produces a matrix that considered seven areas of focus grouped by International Association Educational and Vocational Guidance: evaluation, educational guidance, career development, counselling, information management, research and evaluation and placement. It also took into account three types of approaches to the counsellor regarding the use of ICT in guidance, as a resource, medium and development of guidance materials and two of these tools (websites and e-mail). The effective integration of Information and Communication Technologies and effective use of them, by guidance professional is based on their competences in them. This resource, open and flexible, requires a continuous updating in order to be useful in the implementation of guidance tasks, in self-assessment of competence by professionals; diagnosis of deficits in the design, planning and development training and guidance actions. It is also an instrument of great relevance and usefulness to guidance practitioners to explore the training needs and their occupational profile and to motivate their professional development. El propósito del presente artículo se centra en identificar determinadas competencias TIC, concretamente las relacionadas con las páginas web y el correo electrónico, de utilidad en la implementación de funciones y tareas de Orientación. Para ello, se diseñó un mapa de competencias en el que se entrecruzan las de carácter tecnológico y orientador, y se elaboró asimismo una matriz integrada por siete áreas de Orientación seleccionadas por la AIOEP: valoración, orientación educativa, desarrollo de la carrera, asesoramiento, gestión de la información, Investigación y evaluación y colocación. Identity creation is the major psychosocial task identified by Erikson and Marcia who made elaborate studies on adolescents. If proper guidance is not provided, adolescents struggle and wobble in their steady growth and identity creation. Influenced by peers, adolescents are confused and confronted by realities which are beyond their aptitude and interests. As career choice takes precedence in identity creation, identifying the aptitude and interests and, relating this to their vocational preference plays a major role. This case study elaborates the identity struggle and the role of vocational guidance and counselling intervention in helping an adolescent in his growth and development.

AbstractGuidance counsellors hold an important role in youth’s educational and vocational choices, well-being and future careers. Central Norwegian policy documents recommend dividing counselling practices in schools into two functions: (1) career guidance and (2) educational welfare guidance. Policy documents also promote a holistic view of the pupil and the value of safeguarding the pupils’ best interest. This study explores how counsellors interpret these potentially conflicting recommendations for counselling practice. Our findings indicate that counsellors act as street-level bureaucrats and interpret the recommendations in relation to professional values and local contexts. Our analysis reveals three perspectives on how separate forms of counselling can be practised. The first view suggests an integrated, holistic approach. The second suggests a collective holistic approach. The third view indicates a reductionistic approach to career guidance. Counsellors appear to base their views on occupational professionalism, with the ideal of guarding the pupils’ best interest at its centre. Hence, the different understandings of separate counselling services, a holistic approach and of what is in the pupils’ best interest appear significant for implementing the policy recommendations in schools.

School counsellors’ unique role makes them ideal coordinators and leaders in implementing sustainable development and effective disaster management in schools which teachers and students play a role. This study investigated the emerging trends of counselling for sustainable development among students and teachers of secondary schools in Southern Senatorial District of Cross River State. Five research questions and one hypothesis were raised for this study. Descriptive survey research design was used for this study. Structured questionnaire were administered to 180 respondents using stratified random sampling procedure in selecting 4 secondary schools from four Local Government Areas of the Senatorial District. The data were subjected to descriptive and inferential statistical analyses and interpretation. The study found that, schools lacked adequate physical and human resources needed for effective counselling service delivery. Thus, the level of patronage of the counselling unit in schools was low. As a result, majority (43%) of the students preferred going to their parents/guardians for counselling, (32%) consult their classmates and friends, while (21%) feel free to consult their school counsellors. It was observed that issues students sought for Guidance and Counselling were education, vocational and private while the teachers visit the counsellor on personal issues mostly (61%). Counsellors used one-on-one methods commonly. The respondents (75%) stated that Guidance and Counselling programme is not carried out by schools adequately due to poor funding and negligence. Counselling services rendered in private schools were not significantly different from that of public schools. Therefore, the specialized skills of the school counsellors need to be tapped to prevent, and treat increasing psychosocial problems of the students and teachers to provide sustainable development and reduce personality disaster in secondary schools. It is recommended that, all schools should provide basic resources for guidance and counselling; funding of the Guidance and Counselling programmes in schools should be increased; more school counsellors should be employed.

As an individual goes through Senior High School education, s/he encounters situations which require them to take appropriate educational, vocational and social decisions. This highlights the need for guidance and counselling services in learning institutions. Its importance cannot be overstated. Research has shown that young people think about careers within the context of life more than in terms of qualifications and training. This study explored the knowledge of senior high school students in the Agona East district, about career counselling and how career guidance has been of benefit to them. The qualitative approach of descriptive survey using the purposive sampling technique was adopted. The data gathered was analysed using two main themes consisting of several sub-themes. It emerged from the study that for each occupation, different interests, abilities, personality traits and professional values are required. The findings also revealed that career counselling helps students to link what they learn to their interests, capacities, aspirations, and match these with existing opportunities. Going forward, the study recommends that schools assist students to identify their interests and make them aware of the importance of academic qualifications in making career choices. It further recommends to policy makers; especially the government of Ghana, to reinforce Guidance and Counselling programmes in senior high schools.

<div><p><em>Education systems in the world today are acting as the main agents for social change. Learners attending this systems are always away from their parents and other elderly people who would help them cope with challenges they face. This has necessitated inclusion of guidance and counselling department services in most institutions. In Kenya the government introduced this in all learning institutions. Even with this, students studying in Institutes of Technology in Nyanza province in Kenya display a host of problems ranging from poor academic performance to low self-esteem, which drive them to open drunkenness, skipping of classes, stealing other people’s property, sexual misconduct and actual or attempted suicide. The problems exist despite the fact that guidance and counselling programmes are in place in these institutions. The purpose of this study therefore was to establish the impact of attitudes and facilities in effective implementation of guidance and counselling programmes in the Technical and Vocational Education Training (TVET) institutions in Nyanza province. The study employed the descriptive survey research design. It was carried out in Moi Institute of Technology (MIT) and Gusii Institute of Technology (GIT). The target population constituted of principals, the teacher counsellors and the students of the two institutions. Each institution had two teacher counsellors. MIT had 600 students and GIT had 1800 students making a total of 2400. The sample size was made of 2 principals, 4 teacher counsellors and 240 students. Purposive sampling was used to select the principals and the teacher counsellors. Stratified random sampling and simple random sampling were used to select the student’s sample. Data was collected using questionnaires and it was analyzed using descriptive statistics. The results of the study indicated that the major challenge facing effective implementation of guidance and counselling programs in the Institutes of Technology (ITs) was lack of sufficient facilities due to poor support by the principals and Board of Governors (BOG). The researcher therefore recommends that there is need for all principals of ITs in Nyanza to be taken through a thorough and informative training on the importance of giving full support to guidance and counselling programs in their institutions. There is also need to work towards changing the negative attitude towards guidance and counselling held by some students.</em></p></div>

This research is the development of research or research and development model of the Borg and Gall, by involving 317 students. The population of this research is the vocational high school students aged 15-19 years. The taking of the sample of this study using cluster random sampling, while the analysis used product moment pearson, cronbach alpha, test for normality and an analysis of the factors. This research resulted learning motivation inventory for vocational high school students consisting of 59 items statement declared valid, has a high level of reliability, data is normally distributed and has 15 correlating factors on each particular item. Abstract:
This policy research paper analyses employability factors and challenges contributing to youth unemployment and also provides working recommendations for further dialogue and engagement on youth employability in the East African community EAC Countries. The policy analysis is based on the theory of 4-Es as propounded by International Labour Organization ILO and Youth Employment Network literature. The field research survey, focus group discussion, combined observational and consultations with key informants were major research methods used in collecting secondary and primary data and information. Data analysis uses non-parametric methods, mainly frequency and cross tabulations. The paper found that costs of doing business among the youth in the formal and informal economies are significantly high. There are weak limited skills matching systems and provision of relevant curriculum that produce an updated knowledge base. The problem of rural-urban migration is related to inadequate rural infrastructures; lack of establishment of sustainable agro-processing industries, limited provision of rural vocation and training programmes to equip youth with skills for employability. The education and training systems do not comply with regional, international standards and technological changes in the world. There are weak career counselling and guidance centres for youth. There is a limited access to good quality education and thus decent jobs for youth with disability. The policy solution is to enhance employability conditions. Relevant policy strategies include reducing cost of doing business, enhance business skills development and matching; minimizing rural-urban migration; creating conducive environment for business for youth with disability; increasing agricultural mechanization to enhance productivity, increasing rural connectivity and accessibility; improving VET and higher education learning systems; increasing access to schools, technical and vocational training for youth with disability; improving conditions and quality of employment systems and enhancing provision of information regarding employment opportunities in these EAC countries.
