EU security governance is different from regular states, which different member states and institutions cooperate according to the normative principles. Since September 11 Attacks happened in the United States, European Union has start to put emphasis on countering terrorism, making many action plans and establishing counter-terrorism institutions. However, EU member states have different views of the concept of terrorism and combating measures, also, the administrative procedures are various in these states, thus generates the needs of political and institutional coordination. EU proposed to set up the positon of EU Counter-terrorism Coordinator (CTC) in Declaration on Combating Terrorism in 2004, in hope to coordinate EU counter-terrorism affairs and representing EU to cooperate with third countries or international organizations. Through the analysis of EU CTC, we can learn the coordination progress of EU counter-terrorism policy, and the role of CTC in the process of coordination among various counter-terrorism actors. First, this study would explain the development of EU counter-terrorism policy and the reason for the need of CTC. Next, this study would analyze the reports written by CTC and the meetings he participated by using international actorness analysis framework to evaluate his actions. In this way, we could understand whether CTC is the effective international actor who can represent EU to coordinate EU counter-terrorism institutions and cooperate with third countries and international organizations.

After U.S. was attacked by terrorist on 11 September 2001, U.S. national security policy was faced significant challenge. It’s also broken the faith that U.S. homeland will not be attacked. Therefore, U.S. must adjust the National Security Strategy to adapt the international situation change if they try to avoid the threat and attack from the terrorism. On the principle of "Bush doctrine", U.S. insists "unilateralism" foreign policy and maintains "pre-emptive strike" power. After the Obama administration took office in 2008, anti-terrorism will become U.S. priority issue of global security while they implement a number of important meetings and the National Security Strategy report. While China face U.S. change its National security strategy to adapt the new pattern of international situation and national security needs, China must use the rise of overall national strength to become international key player. Meanwhile, U.S. and Russia will not ignore any ideas which come from China. China will use the name of fighting terrorism to master this "period of strategic opportunities" and to expand of international influence. Those include coordination and cooperation in Northeast Asia, Southeast Asia, Central Asia and the Middle East anti-terrorism issues. In the international situation, China also has different ideas of anti-terrorism with U.S. because it can show the strength of a big country. Therefore, the study will focus on China’s Counter-Terrorism Strategy under U.S Counter-Terrorism Strategy; try to understand the level of anti-terrorism cooperation between China and U.S., and working with neighbor countries.

The study is concerned with an analysis of the United Kingdoms counter-terrorism as it has evolved since the late 1960s. The first part of the study is devoted to an investigation of the nature of the terrorist phenomenon itself, the definitions and the classifications of the government and the academia. Although the definitions are different, no one can deny that the definitions of the government are broader of the both. We can also conclude some basic factors of terrorism: (I) it is concerned with the use or the threat of the violence; (II) the actions can not be predicted; (III) the victims have the symbolic value; (IV) the terrorists hope to catch somebody’s eyes; (V) terrorism is politically motivated. The main focus of the second part examines the United Kingdom’s response to terrorism, especially in respect of security legislation, policy and anti-terrorist personnel. Most contemporary British experience with terrorism has been connected with Northern Ireland and it is that has shaped most significantly the government response. To make a comprehensive survey of the United Kingdom’s response and of the counter-terrorism mechanism, the legal measures taken have been to increase investigative and coercive powers of the security forces, to modify judicial procedure quickly in Northern Ireland and to create new criminal offences. It is worth for the world learning the United Kingdom’s experience.

New security concept to guide China to counter-terrorism operations, in the strategic means focus on treating the symptoms, emphasizing the use of political, economic, military, diplomatic, cultural and other methods, virtually eliminating poverty and resolve conflicts. In the campaign against terrorism, military force is necessary, but definitely not the only military forces, simply rely on force, it is difficult to fundamentally eliminate the breeding ground of terrorism. China''s advantage in terms of counter-terrorism strategy, China has the high degree of autonomy of counter-terrorism policy that China has the advantage of the institutional , and in the rule of law and build on the diversity of legal norms for the nominally counter-terrorism strategy take the de jure assurance, furthermore China has a powerful armed forces , it has sufficient military strength to maintain a certain level of strategic security, by these good foundation, making China''s counter-terrorism strategy to achieve the advantages of foreign representations. The "strategic research approach" will be used in this thesis, on China''s counter-terrorism strategy purpose, methods, means to study and explore in depth the operation of China''s counter-terrorism strategy mechanisms. according to the research of my thesis, we can find China on purpose of counter-terrorism strategy in terms of ideology based on mutual trust, mutual benefit, equality and cooperation as the core of the "new security concept", as China''s guiding principle of counter-terrorism strategy, to stick the concept of "building friendship and partnership with neighboring countries", actively promoting harmony, security and prosperity to neighbors of the policies and proposals, to obtain beneficial to China''s counter-terrorism strategy environment. then, counter-terrorism strategy with China''s foreign policy simultaneously, actively participate in counter-terrorism diplomatic activities as well as international organizations, supplemented by the international counter-terrorism treaties, and held the counter-terrorism military exercise, with the domestic counter-terrorism and anti-money laundering work of the legislative process, strengthen against the "three forces" of legitimacy. All as, not only highlight the China government''s determination of counter-terrorism to against the "three evil forces" and protect national security internally, but also justifiably get more relevant issues of the right to speak to increase China''s international influence and the overall image externally.

With the establishment of Japan’s counter-terrorism policies, we can take a deeper look into the evolution of Japan’s counter-terrorism efforts, as well as East Asian countries’ responses in the age of counter-terrorism. Currently Taiwan government’s efforts to collect intelligence on terrorism and prevent terrorism financing are mainly regulated by the National Intelligence Service Law, the Immigration Act, as well as the Terrorism Financing Prevention Law, which, in terms of application and purposes, are different from a specific law against terrorism. In addition, due to the lack of a clear definition and understanding of terrorism and terrorist attacks, the enforcement of the above-mentioned laws is subject to administrative discretion. Furthermore, convicting terrorists with the existing criminal law is not enough to deter terrorists from killing random people, attacking critical infrastructure, or committing crimes that should be punished with harsher penalties. By analyzing Japan’s experience in establishing counter-terrorism policies and legal system, we can review Taiwan’s mechanism of enforcing international counter-terrorism acts, and accordingly come up with suggestion for formulating counter-terrorism policies that better safeguard national security and social order.
