Abstract:
The scripts of 288 television episodes were analysed to determine the extent to which vocabulary reoccurs in television programs from the same subgenres and unrelated television programs from different genres. Episodes from two programs from each of the following three subgenres of the American drama genre: medical, spy/action, and criminal forensic investigation were compared with different sets of random episodes. The results showed that although there were an equivalent number of running words in each set of episodes, the episodes from programs within the same subgenre contained fewer word families than random programs. The findings also showed that low frequency word families (4000-14,000 levels) reoccur more often in programs within the same subgenre. Together the results indicate that watching programs within the same subgenre may be an effective approach to language learning with television because it reduces the lexical demands of viewing and increases the potential for vocabulary learning.

Abstract:
In recent times, critics have charged that tabloid news emphasizes and sensationalizes criminal behavior - thereby violating the journalistic ideal of providing objective information to the citizens of a democratic society. Yet, these claims have not been subjected to systematic investigation. This study compares tabloid and traditional broadcast news magazine programs in terms of their emphasis on crime and the content of their crime narratives. Results indicate that tabloid shows are more likely than traditional shows to feature crime stories. Both types of programs give crime stories similar prominence, and the content is relatively similar. However, tabloid shows are more likely than traditional shows to present the criminal as belonging to the middle or upper class. By contrast, traditional shows are more likely to present the criminal as belonging to the working class.

Abstract:
People have been fascinated by detective novels and complicated investigations since the advent of the detective novel as a literary form in the mid-19th century. The progenitors and early popularizers of this genre, such as Edgar Allan Poe and Arthur Conan Doyle, prepared the ground for later authors of this popular genre. In the meantime, from the beginning to the present day, the techniques and methods of criminal investigations have been immeasurably improved. Criminal and detective fiction has followed innovations, so it has always remained relevant and representative in relation to real-life investigative techniques and methods. Significant development of the TV series as a medium and a massive increase in the quality of the recorded program through a significantly more serious approach and involvement of professionals from the film industry, somewhere since the beginning of the XXI century, has led to a change in approach to procedural and criminal TV series. Instead of the previously trendy but unrealistic and pseudo-scientific procedural programs and detectives whose characterization did not correspond to reality, a new wave of crime series has emerged that is significantly more grounded in reality and faithfully shows the methods and modalities of investigative actions and personalities of criminal investigators. We aim to identify common professional and psychological characteristics of subject investigators using media content analysis, narrative analysis, characterization analysis, and other appropriate analytical methods, and to propose a profile of a modern criminal investigator who, very importantly, corresponds with investigators in real life.

Abstract:
The paper is devoted to the analysis of similar images of the traits in Dostoevsky's novel ''The Brothers Karamazov'' and in Fox – Netflix's series ''Lucifer''. At the same time, the elements that make up the detective layer of the verbal and the visual work are demonstrated. The basis for comparing the products of high and mass culture is created not only by the forms of murder investigations, but also by their transformation into self-reflection. Devilish figures in both cases become humanized, which allows to look at them from a new point of view. They are hereby considered in the context of the conceptualization of sinfulness, the commission of a crime. The author of the paper also touches upon both the issue of moving the fantastic layer into reality, and the presentation of deep philosophical problems in the form of criminal investigation. It turns out that both in a literary work and in a television / streaming production, the techniques of the detective novel are promoted to the background due to the predominance of Christian ideology and creative poetization.

Abstract:
According to brain-based learning theory, learning is enhanced by challenge and inhibited by threat. Effective learning occurs when students are immersed in the educational experience, challenged yet not threatened, and encouraged to actively process information. All of these components are part of simulation or role-play games. With these basic concepts in mind, we approached the challenge of enhancing student learning in a plant identification course taught in a large class setting. Considering that plant identification requires some basic detective skills, and the popularity of criminal investigation television programming, we designed a role-play exercise involving case files, investigation zones, and detective teams. As a spin-off from the television shows “CSI: Crime Scene Investigation” and “CSI: Miami,” the exercise was coined “CSI: Manhattan, Conifer Site Investigation in Manhattan, Kansas.” It was designed to fit into a 50-minute class period. Throughout the exercise, detective teams (students) needed to collectively locate and identify plants based on previous knowledge and clues within the case files and at the sites. Upon completion, plant specimens were checked in and identification logs discussed in order to provide immediate feedback and reinforcement of learning. Students enjoyed the exercise, offering positive feedback and conversations about the exercise throughout the balance of the semester. Six months later, while walking past one of the investigation sites, students remembered the site, exercises performed, and the plant name. The exercise includes both interactive and experiential learning components. This session will discuss the “CSI” exercise and its value in linking action to information.

As DNA profiling becomes more sensitive and is utilized in more cases, it is critical that public and professional expectations are based on reality rather than television crime drama. In the pursuit of justice, DNA evidence is a useful and neutral instrument. DNA evidence will play an increasingly essential part in investigating crimes in the future, whether it helps convictor absolve persons. As a result, victims will receive better justice, and communities will be safer. This article discusses the vitality of DNA in the criminal justice system and provides an analysis pertaining to international practices.

Abstract:
The article is devoted to the problem of identifying the competitive advantages of journalistic TV works. The analysis technique is based on a comparison of the format-forming features of two TV programs that are similar in terms of display subject, subject matter, functions, genres, and other features. The issues of current trends in the television industry are considered. The author focuses on the specifics of the development of criminal journalism on Russian television. The material of a comparative analysis of the programs “The investigation was conducted ...” with Leonid Kanevsky (NTV) and “Legends of the Soviet detective” (TK “Zvezda”) did not become the subject of wide study, despite the rather long existence of the projects. It is argued that due to the fact that on domestic television today there are a large number of programs that are largely identical in terms of format-forming features, it becomes important to understand the benefits that further provide the viewer’s attention and the rating of the TV channel. It is shown that a comparative analysis allows understanding the needs of the audience, based on which in the future it is possible to model the conceptual features of programs. It is concluded that journalistic projects develop according to the laws of marketing: those products that have the following advantages are “sold” more successfully: emotional values, functions unusual for journalism, art values, etc.

Abstract:
Due to the immense availability of Closed-Circuit Television surveillance, it is quite difficult for crime investigation due to its huge storage and complex background. Content-based video retrieval is an excellent method to identify the best Keyframes from these surveillance videos. As the crime surveillance reports numerous action scenes, the existing keyframe extraction is not exemplary. At this point, the Spatio-temporal Histogram of Oriented Gradients - Support Vector Machine feature method with the combination of Background Subtraction is appended over the recovered crime video to highlight the human presence in surveillance frames. Additionally, the Visual Geometry Group trains these frames for the classification report of human-detected frames. These detected frames are processed to extract the keyframe by manipulating an inter-frame difference with its threshold value to favor the requisite human-detected keyframes. Thus, the experimental results of HOG-SVM illustrate a compression ratio of 98.54%, which is preferable to the proposed work's compression ratio of 98.71%, which supports the criminal investigation.

Abstract:
This article reflects the trend within the stylistics of drama towards the analysis of film and television discourse by examining dialogue from HBO’s popular organised crime drama The Sopranos. A major theme of the series focuses on the consistent attempts of the authorities to bring Soprano gang members to justice for their crimes. To gather evidence, investigators rely on electronic surveillance and surreptitious listening devices worn by collaborating witnesses who agree to testify for the government against their former associates. FBI agents are additional participants in recorded conversations and they perform a range of discourse roles in these encounters. Cooperating witnesses employ a range of conversational strategies to accommodate FBI ‘eavesdroppers’, whilst the major criminal characters adopt tactics of conversational vigilance in their ‘crime talk’. Gangsters exercise a level of caution in their interactions which has important implications for conversational cooperation. This article will use Goffman’s (1981) participation framework to analyse how recorded crime talk is affected by the presence of investigating authorities and cooperating witnesses. The divergent conversational intentions of targets and cooperators also affect adherence to Grice’s (1975) conversational maxims. These seminal models will be applied to selective dialogue extracts from The Sopranos in order to demonstrate that criminal topics of conversation can have a significant effect on the structure and strategies of interactions in a television drama. Characters employ conversational caution when addressing incriminating acts which they consider it unwise to discuss explicitly. In many cases the external television audience is accommodated by being shown these crimes whilst internal overhearers are frustrated by the tactical vigilance adopted in characters’ talk.

Abstract:
Crime news broadcasts on television are a part of press freedom to disseminate information to the public through printed or electronic media. Information delivery through electronic media such as television, particularly crime news, presents overviews of criminal events as if the audiences witness it straight from the crime scene. It shows the fact that. one on hand, crime news is broadcast widely on private television stations, while on the other hand there are rules for broadcasting crime news as regulated in Law Number 40 of 1999 on Press and Law Number 32 of 2002 on Broadcasting. Laws on press and broadcasting also regulate the establishment of Press Council that determines ‘journalist code of ethics’ and the Indonesian Broadcasting Commission (KPI) which sets the ‘broadcast program standards and broadcasting behavior guidelines’. These institutions supervise news or broadcasting as well as individuals or broadcasters that violate broadcasting rules or code of ethics. Crime news broadcasting that displays the face and identity of suspects or defendants is a violation to the principle of ‘Presumption of innocence’, that an individual should be assumed or considered innocent until the court proves that he/she is guilty. Crime news broadcasts impose effects on the suspects or defendants in receiving ‘due process of law’, and on the public prosecutor and judge investigating the case. Therefore, crime news broadcasting should be sought to not violate the code of ethics or rules as well as the rights of suspects or defendants.

Abstract:
Closed-circuit television (CCTV) surveillance cameras are widely used in public and private areas around the world. It is primarily used for tracking individuals and preventing criminal activities. It is necessary to balance the benefits of video surveillance and the risks it poses to individuals' right to privacy. The existing studies raised privacy issues of installing CCTV in public places. However, there is a lack of studies investigating users’ awareness of information security and privacy limitations in installing CCTV in private places. Thus, in this study, the author evaluated users' information security awareness of the value of CCTV and other forms of video surveillance. In-person interviews were conducted in Riyadh province, Kingdom of Saudi Arabia. A total of 77 individuals responded to the interview. A qualitative analysis was conducted to evaluate the participants’ perception of CCTV usage. The outcome of the analysis revealed four themes: Privacy invasion, privacy awareness, dilemmas in implementing security, and preventive measures. The findings revealed that the participants required strict privacy policies for installing CCTV video monitoring systems in private areas. In addition, they understood that CCTV is effectively reducing the fear of crime. The research contributes to understanding users' general awareness of information security and offers the necessary steps to protect the user's privacy in a CCTV surveillance environment. In addition, a data-sharing framework is recommended to share the data in a secure environment. Furthermore, researchers can utilize the study findings in conducting further similar investigative studies.

Abstract:
Television is a powerful medium through which to convey information and messages to the public. The recent proliferation of forensic science and criminal justice information throughout all forms of media, coupled with raised expectations toward forensic evidence, has led some to suspect that a “CSI effect” ( Crime Scene Investigation effect) is taking place. The present study contributes to the literature addressing the CSI effect in two ways. First, it examines whether the CSI effect exists in the Chinese population of Hong Kong. Second, using a mock-jury paradigm, it empirically examines a more integrative perspective of the CSI effect. It was found that, although the amount of media coverage involving forensic evidence does influence participants’ perception of legal evidence to some degree, such a perception does not affect participants’ legal decision making. Viewers of forensic dramas were not more likely to convict the defendant when forensic evidence was presented and not less likely to convict when only testimonial evidence was presented. The only significant predictor of the defendant’s culpability when scientific evidence was presented was participants’ ratings of the reliability of scientific evidence. Results from the present study lend no support to the existence of the CSI effect in Hong Kong.

Abstract:
The level of crime recorded by CCTV (Closed Circuit Televison) cameras continues to increase, criminals who are proven to have committed certain criminal acts will be punished in accordance with statutory regulations. The problem is how a case recorded on a CCTV camera can be used as digital evidence at trial. And how to handle it if there is evidence that has been manipulated or changed by irresponsible parties to eliminate traces of digital evidence. Digital evidence is closely related to ensuring the security, privacy and integrity of data when following the stages of the forensic digital identification process. The identification model using the Generic Computer Forensic Investigation Model (GCFIM) Framework is used for the investigation stage in finding information related to video recording metadata on CCTV cameras, in order to provide structured and valid information to be accepted in court as digital evidence. The results of this study obtained information on the data testing process using the Generic Computer Forensic Investigation Model (GCFIM) framework and for the metadata analysis process using two tools, namely exiftool and mediainfo. Testing is done on the original video and tempering video. Regarding the metadata of the original video and tempering video, there is a very significant difference in the size of the original video 4.6Mb while the tempering video is 4.2Mb, the duration of the original video is 38s for the tempering video 32s and the modification date / time for the original video 2020:03:21 while the tempering video is 2022:08:04. It can be concluded that exiftool and mediainfo can be utilized to obtain metadata information from data, with the aim of strengthening digital evidence at the time of trial regarding the validity of the data

Abstract:
The installation of closed-circuit television monitors (CCTV) has rapidly increased in number ever since the 11 September attacks. With the advantages of direct visual inspection, CCTV systems are widely used on various occasions that require instantaneous and long-term monitoring. Especially for emergency response tasks, the prompt availability of CCTV offers EOC (Emergency Operation Center) commanders much better action reference about the reported incidents. However, the heterogeneity among the CCTV systems impedes the effective and efficient use and sharing of CCTV services hosted by different stakeholders, making individual CCTV systems often operate on their own and restrict the possibility of taking the best advantages of the huge number of existing CCTV systems. This research proposes a metadata-driven approach to facilitate a cross-domain sharing mechanism for heterogeneous CCTV systems. The CCTV metadata includes a set of enriched description information based on the analysis from the aspects of Who, When, Where, What, Why and How (5W1H) for CCTV. Sharing mechanisms based on standardised CCTV metadata can then suffice the need for querying and selecting CCTV across heterogeneous systems according to the task at hand. One distinguished design is the modelling of the field of view (FOV) of CCTV from the 3D perspective. By integrating with the 3D feature-based city model data, the 3D FOV information not only provides better visualisation about the spatial coverage of the CCTV systems but also enables the 3D visibility analysis of CCTV based on individual features, such that the selection decision can be further improved with the indexing of CCTV and features. As the number and variety of CCTV systems continuously grows, the proposed mechanism has a great potential to serve as a solid collaborated foundation for integrating heterogeneous CCTV systems for applications that demand comprehensive and instantaneous understanding about the dynamically changing world, e.g., smart cities, disaster management, criminal investigation, etc.

Abstract:
The article is devoted to the issue of formation and development of the detective genre on the Soviet cinema screen. Detective is one of the favorite genres of the mass audience. It came from literature in the intriguing story of the American writer Edgar Allan Poe — “The Murders in the Rue Morgue” (1841). It is there that the author formulates the main features of the detective genre. The detective shows a person “strained to the limit” of his mental and physical capabilities. Another peculiarity of the detective is an appeal to the logical capabilities of the recipient. Cinema has turned its attention to the detective since its early years. The founder of this genre was the French director V. Jasset, who directed a series about detective Nick Carter in 1908-1909. “The Rumyantsev Case” (1955) is considered to be the first Soviet detective movie. Probably, this film laid the foundation of the Soviet detective film: psychologically in-depth image of the protagonist, that often weakened the plot, dramaturgical content of other characters, including negative, understanding and desire to support a missteped person, emphasized the moral aspect. The times of the “Khrushchev Thaw” especially accentuated the problem of choosing between the official law of society and the human individual conscience. In 1966, the film “Beware of the Car” was released. It was probably one of the latest outbreaks of the “thaw” era in a desperate desire to defend one’s dreams and ideals, to adjust the system by conscience. The end of the 1960s was marked by the coming of the so-called “Stagnation”. Cinematographers, like tightrope walkers, balance on a thin and sometimes dangerous line between the laws of the genre and the efforts of editors (they were also ideological censorship), because the Soviet detective had to not only entertain but also educate both aesthetically and morally, because no one is allowed to break the law, the thief will always be found and punished. Cinema, as it could, delighted its viewers with not frequent, but such desired detectives. In the late 1960s, purely Soviet detectives appeared: “The Master of the Taiga”, “Village Detective”, and their sequels. In the 1970s, everyone’s favorite series, “Investigations Held by ZnaToKi”; a trilogy about our Commissioner Maigret – Colonel Zorin (“The Return of Saint Luke”, “The Black Prince”, “The Colonel Zorin’s Hypothesis”), appeared on television. Ukrainian film studios also did its part in the development of the detective genre: “Born to a Revolution”, “The Meeting Place Cannot Be Changed”, “The Man in the Courtyard”, “Criminal Inspector”, “Inspector Losev”, “Criminal Investigation Weekdays”, “Vertical Race” and others. The Soviet film detective had its disadvantages, but it also had its advantages. There was not much blood, brutal killings, loud shootings, and breathtaking persecution. However, there were psychologically filled, interesting images with their history, life experience, faith in man, though a kind of naive, but sincere attempts to correct it, to help in difficulties.

In 22 years, this method of establishing the truth from the little-known, mythical, and since the 30s of the last century, traditionally unacceptable by our lawyers, has become well-known and generally praised by society. Publications on the positive results of polygraph examinations on high-profile criminal proceedings, official investigations, personnel inspections in law enforcement agencies and special services have contributed to the growing popularity of the method. The use of a polygraph in filming and television broadcasts on a number of Ukrainian channels, checking politicians for integrity, and public polygraph calls to political opponents and business competitors have become traditional. Analysis of attempts to introduce polygraph technologies in different countries shows that after the initial accumulation of knowledge and experience, the formation of a positive attitude of society, then especially important is the direction of regulatory and theoretical and methodological framework for the use of polygraph. Blind copying of someone else’s experience is inevitably accompanied by copying someone else’s mistakes, the harmful dependence of the pace, quality and vector of development of the polygraph of a particular state on outside influence.

Abstract:
This study builds on the research concerning television viewing and aggression by extending the external validity, or generalizability, of the dependent variable. We assess the relationship between self-reported television viewing at 8, 10, and 12 years of age and the subsequent commission of a violent criminal act. This study is based on interview data from 48 males incarcerated for violent crimes and 45 nonincarcerated, nonviolent males matched on age, race, and neighborhood of residence during adolescence. Results show that the extent of a respondent’s reported television viewing was not, in and of itself, predictive of violent criminal acts. Instead, it was the interaction of heavy doses of television viewing and exposure to either maternal or paternal abuse that related to violent crime. These findings support the efforts of some recent scholars in their attempts to understand why television has a negative effect on only some viewers. The results are discussed in light of the cognitive formulations of neoassociationism, encoding specificity, and the double-dose effect.

Abstract:
Television is an overlooked tool of state building. We estimate the impact of televising criminal proceedings on public use of government courts to resolve disputes. We draw on survey data from Afghanistan, where the government used television as a mechanism for enhancing the legitimacy of formal legal institutions during an ongoing conflict. We find consistent evidence of enhanced support for government courts among survey respondents who trust television following the nation’s first televised criminal trial. We find no evidence that public confidence in other government functions (e.g. economy, development, corruption) improved during this period. Our findings suggest that television may provide a means of building state legitimacy during war and other contexts of competition between political authorities.

Abstract:
With the turn of the century, Kenya’s capital, Nairobi, has had its share of terrorist activity. Due to their nature, global media houses have centred on these occurrences as they have formed the focal point during their immediacy. This has led to the rise of media; in all its variety, as a reliable ate truthful source of information: on the other hand, terrorists have used the media as a veritable and strong propaganda tool. This is in line with the main aim and intent of terrorism; the spread of fear and it also feeds to the belief by various terrorist groups that media is one of their biggest investments. This study sought to examine media’s role in televised media coverage and it’s influence on terrorist attacks in Nairobi County, Kenya. The sample size for the study was derived from 110 officers from the Anti-Terror Police Unit, a section of the Directorate if Criminal Investigations and informants numbering to 14 from television editors, freelance reporters, and across civil society. The data was collected through questionnaires and interview guides for the officers from ATPU and respondents from the media and civil society respectively. It was further analysed using SPSS and presented through the use of frequency distribution tables and bar graphs; other modes include inferential statistics of linear regression and Chi square. The study revealed that there was a significant effect on the security situation in Nairobi due to televised media coverage of terrorist attacks. The study revealed a significant relationship between media coverage of terrorist incidents and increased insecurity in Nairobi. (χ2 = 9.499a, p = 0.023). The recommendations include the development of proportionality in the reporting on terrorist attacks. This is because an overemphasis on terrorist threats has an inadvertent advancement of terrorism and terrorist activities. There is therefore a need for care by journalists lest they be used as vehicles of propaganda by terrorists. This is due to the power that is inherent in misinformation in denying the general public independent reporting and the resultant understanding that comes with it. It is recommended that there be a limit as to the amount and type of information released to the media and eventually to the public in the event of a terrorist attack; this helps in averting the spread of terrorist propaganda and the misinformation of the public.

Abstract:
This study aims to reveal how differences in criminal monstrosity are portrayed in Red Dragon novel (1981), with the adaptation of his television series titled Hannibal (2013). The problem discussed is the blurred norms as the form of criminal monstrosity development in Hannibal. The theory used is the criminal monstrosity developed by Alexa Wright (2013). This research uses analytical descriptive method. Data from novels and television series are described and compared to get the grand concept of criminal monstrosity. The results showed that the blurred norms in Hannibal can be seen through normalization of cannibalism by using culinary aesthetic, the role of Will Graham from FBI to Hannibal’s crime partner, and a more intimate relationship between Will and Hannibal. These blurred norms created a new monstrosity narrative: a monstrous criminal nature behind a person who looks normal and able to function properly in society.

This study examines the influence of crime-related media consumption on individuals’ perceptions of the most important purpose of criminal sentencing, using a statewide survey of 4,245 California residents. Consumption of various forms of crime-related media was regressed on four goals of criminal sentencing (punishment, incapacitation, deterrence, and rehabilitation) using multinomial logistic regression. The results suggest that consumption of television news and crime-based reality programs increased the odds of selecting punishment as the most important goal of criminal sentencing as opposed to rehabilitation. The more hours of television watched, irrespective of genre, the more likely respondents were to support punishment, deterrence, or incapacitation rather than rehabilitation. These results hold even after controlling for various sociodemographic characteristics and experiences with crime such as fear, past victimization, and prior arrests.

Abstract:
ABSTRACTThis study discusses the Analysis of the Content of Sensationalism in Criminal News (Case Study of the Inews Program of South Sulawesi and KompasSulsel). The basis of this research began because of the fierce competition between television, newspapers and radio and the limitations of the medium, making television shift from the emphasis on public conversation leading to entertainment. There was a tight competition in the Market News. This condition provides an increase in a phenomenon called "sensationalism". Criminal news is classified into sensational news because the topics and images displayed include sensationalism. In addition, criminal news also has the ability to attract the attention of the public. This study aims to compare the level of sensationalism in news programs, especially criminal news on InewsTv and KompasTv, through the InewsSulsel and KompasSulsel programs. From these comparisons, the research method used is content analysis by comparing messages from different sources. This can be seen in the news of Inews-Sulsel and Kompas-Sulsel which are packaged with the selection of certain words in the title, the use of graphics, interesting drawings and information, the borrowing of expert mouths to convey ideas, angle setting for media presentation, music use, songs and repetitive effects so that they are familiar and determine the agenda agenda [agenda setting]. The results showed that the Inews-sulsel news program was more sensational in presenting news about the chaotic case of the Kingdom of Gowa compared to the Kompas-sulsel program. Abstract:
Broadcasting of criminal news on television constitutes part of freedom of the press to provide information for the public through the print media or electronic media. Broadcasting of criminal news through television describes events of crime as if we directly see from the crime scene. There have been regulation and institution providing for and overseeing broadcasting, namely Law Number 40 Year 1999 regarding the Press and Law Number 32 Year 2002 regarding Broadcasting, the Press Council stipulating “journalists’ code of ethics” and the Indonesian Broadcasting Commission stipulating “Broadcast program standards and broadcasting code of conduct”. The presentation of criminal news by showing the faces and identities of suspects or defendants constitutes a violation of the principles of presumption of innocence, namely someone must be deemed or treated not guilty until there is a court ruling stating that he or she is guilty. In addition, the broadcasting of criminal news affects suspects or defendants in obtaining due process of law, public prosecutors and judges who examine the case. Therefore, it is necessary that the broadcasting of criminal news not violating code of ethics or rules and the rights of suspect or defendant be endeavored.

Abstract:
More than 20 years have passed since the entry into force of the Criminal Procedure Code of the Russian Federation. During this time, a huge experience of its application has been accumulated, which allows us to reasonably judge the advantages and disadvantages of legal regulation of criminal procedural activity. A large number of changes made during this time to the criminal procedure law indicates a desire to eliminate the shortcomings made during the creation of the Criminal Procedure Code of the Russian Federation, to further improve criminal procedure law. The solution of these tasks, however, is impossible without a critical analysis and rethinking of both previously existing and currently used procedural institutions, including the institution of returning a criminal case from the judicial stages to the pre-trial stage that preceded them. Therefore, the author has chosen as the main method of historical research of the regulatory framework and law enforcement practice, according to which he considers the historical prerequisites for the abolition of the institute of additional investigation at the end of the XX century as a tool for correcting investigative errors, as well as the role of the Constitutional Court of the Russian Federation in the liquidation of this institution and its subsequent revival. Judicial practice is also analyzed, which testifies to the use of the institution of returning criminal cases to the prosecutor not only in order to make up for the incompleteness of the preliminary investigation, but also to worsen the situation of the accused by charging him with committing a more serious crime after the court returns the criminal case. The analysis of the law and the practice of its application allow us to reasonably assert the gradual transformation of Article 237 of the Criminal Procedure Code of the Russian Federation from a way of removing obstacles to the judicial review of a criminal case and making a lawful procedural decision into a way of filling gaps in accusatory evidence and correcting deficiencies in the formulation of charges, which according to Article 252 of the Criminal Procedure Code of the Russian Federation should determine limits of judicial proceedings. As a result of the conducted research, the article concludes that the current version of Article 237 of the Criminal Procedure Code of the Russian Federation and its application in practice contradict the principles of criminal procedure, such as the independence of the court, the adversarial nature and equality of the parties, the presumption of innocence, as well as the purpose of criminal proceedings.

Technological developments have a positive role in handling and preventing crime in Indonesia, one of which is CCTV. This role is most relevant if it is related to criminal acts or theft crimes that occur in society. This article discusses the role of technology, especially CCTV, in disclosing criminal acts of theft. The research method used is normative juridical with a statutory approach and a legal concept approach in the form of law enforcement theory. CCTV has proven to be a very effective tool in uncovering crimes by recording incidents accurately and objectively, providing strong evidence at every stage of law enforcement, and even preventing criminal acts by making perpetrators feel watched. Legally, CCTV can be used as evidence or at least as an indication of the theft that occurred so that it is easier to find the perpetrator
