In people' s consciousness, this phenomenon is similar to various violent events broadcast on medias like street fittigs destruction, thefts, aggressions.These violent acts have most of the time, no other consequences than the loss of things or grievous bodily harms. Now, Crime can not be reduced to a simple urban phenomenon that will be listed by the police as statistics, it is also a urban production factor. This studyunderlines its different consequences, visible and invisible on urban space : transformation of the terri tory, appearance of new ones, disruption of people's spatial awareness and how they use it accordingly. Full textIn spite of the narrowness of the Reunion Island (2510 km²), there are some very remarkable regional disparities. During the colonial period, the Lowlands were differentiated from the Plains and costal slopes which were in turn differentiated from agricultural plantations in the Highlands, and the sparsely populated mountainous interior with an economy of subsistent farming. From 1946, the departmentalisation of the island brought about a huge development of the tertiary sector and a significant increase in population growth resulting in fast and massive urbanisation. The North and North-western parts of the island consisting of saint-Denis, the capital and Le Port represent the dominant "centre", leaving the rest of the island as the outskirts. Their development has overlapped onto the west coast tuning it to into residential and seaside resort. The three southern towns of Saint-Louis, Le Tampon, and Saint-Pierre are trying to build "a second centre" that will spread out over the South. In contrast, the Highlands, "les Hauts" and the Southwest form the rural outskirts/periphery whose development is slow whilst the Eastern plains (Saint-André/Saint-Benoît) or the coastal regions of Petite-Ile/Saint-Joseph are in the intermediate position. In light of these disparities and the important economic and demographic growth, traffic is a big problem and a competition for space - a rare commodity - as well as the environmental impact it has. There disparities are not quite curbed in spite of the existence of a regional development plan of the Highlands. Big projects are reserved for the reinforcement of the Northern and north-western metropolitan regions. An aggressive regional development plan of the territory is inseparable from Reunion Island's new project of durable development. The aim of this project is to bridge the territorial gap, to manage a restrained space in a thrifty manner and to foresee the consequences of global warming

Full textUrban sprawl and transport are two dominating problems in Reunion Island. In a context of strong population growth where the demographic million is planned for 2030, the question of the land use becomes essential. The relief of the island is so difficult, that almost two-thirds of the island are unavailable to urbanization. Thus, the urban sprawl question is becoming increasingly important. At the same time, the road network of Reunion Island is also limited by the relief and already saturated. The transportation problem occupies an important place in the development concerns, like the Route du Littoral. This interaction between transport and planning is particularly important. This thesis proposes to discover, on the scale of urban areas, various forms of urban sprawl visible in Reunion, and questions on possible similarities with territories not limited by relief. Indeed, a question is raised: do the island environment favors specific forms of urban sprawl? Similarly, the relationship between transport and urban sprawl is highlighted through examples of the three main urban areas of the island: Saint-Denis, Saint-Paul- Le Port and Saint-Pierre. From their evolution since 1990, we offer a few evolution scenarios that allow to alert the need for a transportation-planning in future development projects on the island of Reunion Island

Full textOn Reunion Island, cities have extended for 20 years. This extension promoted the urban sprawl. Now on this area, only 20 % of lands are building. So, a balanced development is actually promoted. But, can we base on the inhabitants' perception to manage to do this harmonious development? The district area seems to be relevant to deal with this subject. This scale represents the neighbourhood, a basic element of the town. By basing on a lot of soundings, we know the inhabitants expectations and the regulations which constrain the leaders. Four our territorial foresight exercise, we examine the trend of three relevant variables: population, economic activities, environment (buildings, agriculture and parks). This variables are controlled at the same time by the leaders and the users which picture them. To coclude, it is only by balancing these two visions that can achieve a more coherent developmet that give satisfaction to the developers as well as users

Full textThe urban sustainability is a contemporary preoccupation, because of the international environnemental & social events which take place at the end of the 20th century. Sustainable neighbourhoods are solutions proposed to take in account the new societal stakes into the urban sphere. The intervention scales seems to be adequate to test new conceptions solutions. This phd tried to describe how the concept is adapted into tropical field. In a first part we propose to describe the general concept of sustainability, its emergence conditions, its majors principles and the subjects that gathered or drove apart the scientific community. In a second part we present some specificities of tropical cities, we propose conceptions principles adapted to the climate. We create a tool to evaluate urban sustainability in tropical neigbourhoods. Composed of fifty urban indicators separated into three majors axis, this tool allows to evaluate the durability nivel of urban projects at a quarter scale. We propose three nivel of performance to evaluate durability: Basis, Performant, Very Performant. In a third part of the document, we apply the tool on Ravine Blanche quarter, located into a humide tropical climate, in Reunion island (Indian Ocean). According to the results, thanks to sustainable project of renovation applied on the quarter, Ravine Blanche reaches a Basis level of durability.This phd, allows to evaluate in tropical territories how the concepters take in account the sustainability, comparing to the general concept. It proposes to the urban concepters adapted solutions to deal with the hot climate
