Abstract:
This paper, which is a reworked version of the inaugural lecture of the Chair of Penology delivered on 24 May 1995 at the University of Edinburgh, sets out an account ofthe relationship between penology and criminology which reverses the conventional understanding ofthe relationship between these two disciplines. Instead ofviewing penology as an applied sub-discipline of criminology, it is argued that criminological ideas should be viewed as part of the object ofstudy of penological research, insofar as criminology comes to function within penal practices. This conception of penology is illustrated by an analytical account of contemporary penal policies and the role of criminological ideas within them. The analysis suggests that the character of recent crime control policy is not so much punitive as ambivalent. The social fact of high crime rates, together with the increasingly recognised limits of state action as a means of governing crime, have created a new predicament for policy makers and for politicians. The article identifies adaptive strategies and strategies of denial, as well as the different criminologies that accompany them, and outlines a Durkheimian account ofsocial development that situates these developments sociologically.

Abstract A great deal has been written about the changing nature and direction of criminology over the past two decades, including claims that we are moving into a “new penology.” Many of these claims are suggestive rather than authoritative. In contrast to most commentaries on the subject, this article provides longer historical overview and attempts to sketch out how the central structures or “pillars” of the criminal justice system have become weakened and eroded over the last 200 years and how the emergence of body of “new crimes” and their regulation is challenging what might be called the “old criminology.” The emergence of new relations between victims and offenders, criminal justice and social justice, as well as the development of innovative modes of regulation are, it is argued, changing the social and criminological landscape. This raises issues of theory and practice that challenge traditional conceptualisations of crime and punishment.

In the first half of the nineteenth century phrenology, which was claimed to be the first science of the mind, experienced enormous popularity in the western world. It gave rise to a widespread movement attracting the attention of the professional and lay members of society. In Australia, as elsewhere, it had influence in penology and criminology, psychiatry, notions of racial inferiority, education, anthropology and popular application. By the second half of the nineteenth century, following advances in the knowledge of neuro-anatomy, it became relegated to the status of a pseudo-science. As such, it remained popular with charlatans and the public well into the twentieth century.

Paradigms of punishment and diagnosis of offendersIn contemporary penology, efforts have been made in order to integrate knowledge about the criminal penalty developed within various scientific disciplines. One of the complex, multidisciplinary penological problems is the impact of paradigms of punish­ment on the diagnosis of offenders. The development of the concept of the diagnosis of offenders took place during the period of the domination of the positivist paradigm in criminal law and criminology. Currently, the development of the risk paradigm can be noticed. It causes, among others, a resignation from the traditional, clinical method of diagnosing offenders in favor of a risk and needs assessment by means of structured tools. The need for using such tools in the criminal justice system has increasingly been raised in the Polish scientific literature.

Turn-of-the century Argentine political leaders were deeply influenced by new ideas about the origin and treatment of criminality developed by the Italian positivist school of criminology. According to this school, crime was not the fruit of the criminal's wickedness, as classic penology had claimed, but was rather the result of a complex web of social and psycho-biological determinations of which the criminal had been a victim. This pathology called “crime” could be corrected if its origin was scientifically determined and if the new methods of rehabilitation prescribed for criminals and potential criminals were enforced. Although not all of the premises of the criminological school led by Lombroso, Ferri, and Garofalo were accepted uncritically in Argentina, the basic principles of the new science were widely adopted by jurists, doctors, hygienists and psychiatrists. These ideas were received in the context of massive European immigration, accelerated urbanization, and the emergence of a large working class.

Purpose – The purpose of this paper is to analyze the disciplines and thematic study of scientific production in police training over the period 1988-2012. Design/methodology/approach – Introduction and homogenization of keywords and assigning of descriptors to documents, thematic categorization of journals and, analysis of indicators of productivity and relationship of descriptors and thematic areas has been the used methodology. Findings – Totally, 59 different descriptors of a total of 585 assigned to the 182 articles that were published in 95 journals belonging into 20 different subject areas have been identified. The most frequent descriptors are “skills,” “management development” and “violence” and the main thematic areas have been “Criminology and Penology” and “Psychology”. Totally, 47 relationships between 30 descriptors in more than two works, 35 relationships between 20 thematic areas and, 78 relationships between 43 descriptors and eight subject areas in more than two articles have been identified. Originality/value – Characterize the disciplines and thematic of study of the articles and journals in the scientific production on police training, as well as to identify the relationships between descriptors, subject areas and among these.

Los criterios de calidad empleados por las revistas científicas, las temáticas más actuales y los autores más relevantes, son de gran interés para los investigadores de los distintos ámbitos. El objetivo principal de este estudio es proporcionar información actualizada de las revistas Jurídico-Forenses afines a la Psicología, atendiendo a los siguientes indicadores: a) Journal Citation Reports (JCR) con la última información disponible del 2018, y b) análisis bibliométrico y de contenido (del 2014 al 2018) de los artículos de las revistas objeto de estudio indexados en Web of Science (WoS). Se analizaron las 19 revistas en las categorías de Criminology & Penology y Law en JCR, afines a la Psicología. Se incluyeron un total de 5.289 artículos. La revista con el Factor de Impacto más alto es The European Journal of Psychology Applied to Legal Context (3,682). Además, es llamativo que el Factor de Impacto de las revistas analizadas ha aumentado en el 50% de ellas, en comparación con el JCR de 2017. Se observa una amplia frecuencia del uso de términos relacionados con “crímenes” y “agresiones” en los artículos publicados en los últimos cinco años. Es importante seguir potenciando el desarrollo de revistas de calidad para la Psicología Jurídica y Forense.

SummaryObjective – This paper reviews 28 studies on the epidemiology of homicide committed by mentally disordered people, taken from recent international academic literature. Methods – The studies included were identified as part of a wider systematic review of the epidemiology of offending combined with mental disorder. The main databases searched were Embase, Medline, HealthStar, Psyclit, Mental Health Abstracts, Applied Social Sciences Index and Abstracts, and Criminology Penology and Police Science Abstracts. A comprehensive search was made for studies published since 1990, supplemented with key studies from the 1980s identified through citation tracing and personal contacts. Results – A summary is given in tabular form of the content and quality of each study. There is then discussion of the studies in eight categories: descriptive studies, studies of trends, comparative studies amongst homicide offenders, amongst prisoners and including general populations, studies of homicide of relatives, follow-up studies, and studies of recidivism. Conclusions – There is an association of homicide with mental disorder, most particularly with certain manifestations of schizophrenia, antisocial personality disorder and drug or alcohol abuse. However, the quality of epidemiological research in this area is not adequate to answer key questions, and prediction of potential for homicide remains elusive. Further research is needed.

This original and ground-breaking interdisciplinary article brings together perspectives from gerontology, criminology, penology, and social policy to explore critically the nature and consequences of the lack of visibility of prisons, prisoners, and ex-prisoners within global research, policy and practice on age-friendly cities and communities (AFCC), at a time when increasing numbers of people are ageing in prison settings in many countries. In addition, the COVID-19 pandemic continues to pose challenges in the contexts both of older peoples’ lives, wellbeing, and health, and also within prison settings, and thus it is timely to reflect on the links between older people, prisons, and cities, at a time of ongoing change. Just as there is an extensive body of ongoing research exploring age-friendly cities and communities, there is extensive published research on older people’s experiences of imprisonment, and a growing body of research on ageing in the prison setting. However, these two research and policy fields have evolved largely independently and separately, leading to a lack of visibility of prisons and prisoners within AFCC research and policy and, similarly, the omission of consideration of the relevance of AFCC research and policy to older prisoners and ex-prisoners. Existing checklists and tools for assessing and measuring the age-friendliness of cities and communities may be of limited relevance in the context of prisons and prisoners. This article identifies the potential for integration and for cross-disciplinary research in this context, concluding with recommendations for developing inclusive research, policies, and evaluation frameworks which recognise and include prisons and older prisoners, both during and after incarceration.

Considering the ratio of male and female professionals in social pedagogy, a smaller number of male professionals is no‑ ticeable. In an effort to expand the understanding of this social phenomenon, research has been conducted that is inspired by the deliberations on the characteristics of men who choose to become social pedagogues and how they feel about studying and working in a profession where women are the majority. An additional significance of this topic is that it is mostly unexplored in the context of social pedagogy. The aim of the paper was to explore the experience of studying social pedagogy from the perspective of male students. A qualitative approach was used in the research in which the data was collected by using the focus group method. Focus groups included thirteen male students of undergraduate and graduate studies of Social Pedagogy enrolled during the academic year 2015/2016. The results indicated that male students who enrolled in the study of Social Pedagogy are motivated by their interest in criminology and penology subjects and the uniqueness of social pedagogical work. Participants noticed positive discrimination towards male social pedagogues in employment and work. The results also pointed to student satisfaction with the study programme and their experience of increasing personal awareness during the study. Since Social Pedagogy is focused on taking care of individuals/groups, it is important to consider the impact of professionals’ gender roles in their everyday work. Accordingly, the paper focuses on the professional and personal perspective of male social pedagogues and thus contributes to the development of new topics related to gender roles and professional identity of social pedagogues.

A Review of: Enger, K. B. (2009). Using citation analysis to develop core book collections in academic libraries. Library & Information Science Research, 31(2), 107-112. Objective – To test whether acquiring books written by authors of highly cited journal articles is an effective method for building a collection in the social sciences. Design – Comparison Study. Setting – Academic library at a public university in the US. Subjects – A total of 1,359 book titles, selected by traditional means (n=1,267) or based on citation analysis (n=92). Methods – The researchers identified highly-ranked authors, defined as the most frequently cited authors publishing in journals with an impact factor greater than one, with no more than six journals in any category, using 1999 ISI data. They included authors in the categories Business, Anthropology, Criminology & Penology, Education & Education Research, Political Science, Psychology, Sociology/Anthropology, and General Social Sciences. The Books in Print bibliographic tool was searched to identify monographs published by these authors, and any titles not already owned were purchased. All books in the study were available to patrons by Fall 2005. The researchers collected circulation data in Spring 2007, and used it to compare titles acquired by this method with titles selected by traditional means. Main Results – Overall, books selected by traditional methods circulated more than those selected by citation analysis, with differences significant at the .001 level. However, at the subject category level, there was no significant difference at the .05 level. Most books selected by the test method circulated one to two times. Conclusion – Citation analysis can be an effective method for building a relevant book collection, and may be especially effective for identifying works relevant to a discipline beyond local context.

Through this paper, I do not aim to reflect and explain everything as it is more widespread than what it is thought, but what I want to convey is terrorism as a criminal act of the highest form and barbarism, once and for all should be identified so it can be combated. The fight against crime, undoubtedly constitutes one of the greatest challenges faced by today's society. Terrorism is a form of equally young and old crime manifested in different forms which today poses a threat to global security. The phenomenon of terrorism has become a major concern of the international community and countries around the world. Terrorism flies and stems like waves, at some point collides brutally with our lives and then withdraws by hiding as if nothing had ever existed, to strengthen and then hit again. Conflicts and wars have followed humanity from antiquity to the present day. One of the global challenges in the present time is international terrorism. Currently there are many social and forensic sciences who study terrorism as criminology, penology, global sociology, conflict sociology, religious sociology, political science etc. After Sept. 11, international terrorism became the central theme in the context of security and world peace. Border control was increased. The Americans experienced the feeling that everything they had been building for years was destroyed overnight. More and more today, we hear about terrorist acts. It is impossible to browse the newspaper and not find something that has no content for terrorism. These are modest reasons and incentives to explore and reflect on international terrorism as a real tendency to resist. However, it appears that international terrorism has reached multidimensional dimensions, it includes terrorist behaviors, causes and reasons for the occurrence of terrorist acts, the social context in which they may arise, research methodology of terrorism recognition, how to prevent and control terrorist acts, etc. Despite the commitment that I have indicated, I am aware that I have not been able to touch all the nuances of international terrorism, so all suggestions are welcome.

Introduction: the article considers the goals of punishment, their essence, evolution, and modern legal and doctrinal interpretation; these issues are among fundamental problems of penitentiary science. Aim: to study the legal nature, social conditionality, and achievability of the goals of punishment so as to identify their compliance with the modern criminal policy of Russia. Methods: the research is based on a dialectical approach to the study of social processes and phenomena. We use methods such as analysis, synthesis, comparative legal, retrospective, formal legal, logical, comparative methods; all of them are commonly used by the sciences of criminal law and criminology. We also apply private scientific methods such as the legal-dogmatic method and the method of interpretation of legal norms. Results: we conclude that the time has come to change the conceptual foundations on which the institution of the goals of punishment is based. We believe it is necessary to prevent crimes by combining criminal responsibility with education and prevention. The level of recidivism, the empirical non-verifiability of reformation, and the scientific inconsistency of the phrase “restoration of social justice” (how can we restore what should be an unshakable axiological guideline?) indicate that Russian penology should radically revise the existing punitive paradigm. The paper substantiates the thesis that no goal of punishment in the current form is fully achievable. It is known that general prevention is based on fear. However, according to criminological studies, those who are inclined to commit crimes, as a rule, are not afraid of punishment (their contempt for punishment, law and society as a whole is obviously cultivated by the criminal subculture). And law-abiding people do not commit crimes because of their inner beliefs, upbringing and culture. Thus, general prevention as a goal is ineffective. Reformation and special prevention are too formalized and do not assume scientifically verifiable (at least, legally enacted) criteria for their achieving, that is, the state of reformation itself. With regard to the restoration of social justice, this formulation seems absurd due to a misunderstanding of justice as such. In our opinion, it is an objectively established axiological system, which essentially cannot be violated by a crime, but represents a standard and a measure of evaluation. It is for a reason that it is legally defined as a requirement for a court sentence in the Criminal Procedure Code of the Russian Federation. The goal of punishment ultimately consists in the punishment itself and in the implementation of its functions (punishment, retribution, public condemnation of the crime, protection of society from criminal encroachments). Conclusions: the present research has substantiated the necessity to carry out a legislative reform of the concept of the goals of punishment. We find this problem quite relevant, because the effectiveness of judicial and penal enforcement activities and the fate of meaningless financial costs for achieving unattainable goals depend on finding a solution to it. The obtained results proved that crimes, connected to drugs abuse, their legislation become an essential part of the issues. At the same, developing of government control, medical standards, improving quality of medical education balancing the «medical mistake – injury to human’s health – jurisprudence consequences» triangle in the tendency of the injury, damage and harm in criminal laware becoming very important to the healthcare system due to increasing requirements of regulators, customers and shareholders. The paper aimed to analyse the tendency in the literature on the injury, damage and harm in criminal law, which published in books, journals, conference proceedings etc. to identify future research directions. The methodological tools are VOSviewer, Scopus and Web of Science (WoS) software. This study covers 1072 papers from Scopus and WoS database. The time for analysis were 1970-2020. The Scopus and WoS analyse showed that in 2012-2019 the numbers of papers on the injury, damage and harm in criminal law issues began to increase. However, the topics changed from general issues to the problem of decriminalisation of drug trafficking, and the corresponding paradigm shift in the punishment of some crimes, increasing interest in punishing corporations for violating environmental regulations. In 2017 the number of documents dedicated to injury, damage and harm in criminal law was increased by 667% compared to 2012. The main subject areas of analyses of the injury, damage and harm in criminal law were the next: Law, Public environmental, occupational health, Criminology penology, Substance abuse, Psychiatry, Medicine. The biggest amount of investigations of the injury, damage and harm in criminal law was published by the scientists from the USA, United Kingdom, Australia and Canada. In 2019 such journals with high impact factor as International Journal of Drug Policy, International Journal of Law and Psychiatry, The Lancet etc. published the number of issues, which analysed of the injury, damage and harm to human health in criminal law. Such results proved that theme on the injury, damage and harm to human health in criminal law is actually in the ongoing trends of the modern jurisprudence and regulation. The findings from VOSviewer defined 6 clusters of the papers which analysed the injury, damage and harm to human health in criminal law from the different points of views. The first biggest cluster (with the biggest number of connections) merged the keywords as follows: criminal justice, law enforcement, public health, health care policy, harm reduction, drug legislation, drug and narcotic control, substance abuse, homelessness etc. The second significant cluster integrated the keywords as follows: criminal behaviour, crime victim, adolescent, violence, mental health, mental disease, prisoner, young people, rape, police etc. The third biggest cluster concentrated on criminal aspects of jurisprudence, criminal law, human right, legal liability, social control, government regulation etc. The obtained results allow concluding that balancing the triangles «medical mistakes – criminal – education» and «drugs – criminal – justice» and «abortion – criminal – women/children» form an important part of the injury, damage and harm in criminal law issues. Abstract:
The writings of Friedrich Nietzsche have much to offer criminology. To date, however, his work has been largely neglected in this scholarship. Taking this lacuna seriously, this article reads Nietzsche’s second essay of On the Genealogy of Morals and explicates its importance to criminology. Specifically, focus is cast upon Nietzsche’s exposition of crime and particularly punishment, pertaining to the production of a calculating and calculable being upon whom pain and suffering can be inflicted and the ways that concerns over excesses of punishment come to be framed as problematic. Via this reading, it is claimed that On the Genealogy of Morals can serve, among others, as an important critique to many of the presuppositions that ground the classical school of criminology, epitomized in the work of Cesare Beccaria and Jeremy Bentham. The article concludes by locating the importance of Nietzsche to penology specifically and criminology more broadly.

The needs of external stakeholders have a keen interest in what it does in organization and may influence decision-making that is committed by the membersin the group to satisfy the needs of its co-external stakeholders in a certain establishment. This study was conducted to determine the responsiveness of the Criminology program with the needs of the external stakeholders in terms of the qualification standards set by the following agencies like the Philippine National Police (PNP), Bureau of Fire Protection (BFP), Bureau of Jail Management and Penology (BJMP), Philippine Drug Enforcement Agency (PDEA), and the NationalBureau of Investigation (NBI). A questionnaire was formulated to determinethe level of proficiency of the respondents in terms of their skills in the six identified areas of the program. The respondents of this study were the 240 criminologygraduating students who have undergone on-the-job training and pre-review classes. The item statements in the survey were intended to determine the perception of the students on the implementation of the Criminology Program and how it matches with the qualifications and standards set by different agencies.Results showed the responsiveness of the Criminology Program in terms of the qualification standards set by the identified stakeholders indicated that the level of proficiency of the respondents learning skills in the identified areas were high. Editorial Board Social & Legal Studies The emergence of the feminist movement in the 1960s and 1970s became a primary influence of the field of feminist criminology. Feminist criminology has evolved over the past several decades and has remained impacted by and in dialogue with feminist thought and perspectives. Within the field, researchers have focused on producing and circulating women-centred knowledge. Despite this, tensions within the field highlight diverging approaches to what and who is studied. In Canada, the maturation of feminist criminology as a field has coincided with significant changes to women’s penology. In this essay, the development and changes to feminist criminology are mapped through an examination of key events and changes in Canada’s penal strategies for women. What emerges is the argument that feminist criminology must understand itself beyond narrow and discrete terms and instead must work with the tensions and debates of the field to keep women’s voices centred and the feminist social project alive.
