This dissertation seeks to reengage the field of political economy to establish a political response to financial crisis, as well as the resulting social crisis of everyday life, using the political economy of Hyman P. Minsky. As an academic field, political economy is in a strange kind of limbo. The separation of politics and economics is easy enough to see, and even within economics, there is another cleavage between economics proper and the history of economics. This thesis reappraises Gramsci’s thought. It notes a discrepancy between his analysis and proposed reforms of the Italian ruling class and his Marxist proposals for the social transformation. Gramsci aimed to remedy the Italian ‘crisis’ by incorporating the masses into the ruling class and responding to their demands that others had neglected. By contrast, Gramsci’s Marxism aimed to achieve a communist society by overriding the very political distinction between the ruling class and the ruled, upon which this programme was based. This study examines the theoretical contradictions of 'cultural democracy' in Britain and the United States. Cultural democracy here refers to the claim that community participation in cultural activities (artistic production and consumption) leads to participation in a democratic society. In Britain 'cultural democracy' has been associated especially with the 'community arts' movement of the 1970s and 1980s.
