Abstract:
Objective This retrospective study aimed to explore the appropriate application and implications of Mental Health Act 2007 (NSW) (MHA) certificate use in a metropolitan generalist hospital in New South Wales. Methods A de-identified MHA certificate review was undertaken within acute generalist medical and surgical specialties between June 2012 and May 2013. To assess differences, data were separated into two categories according to whether certificates were completed by psychiatry trainees or generalist medical officers. Analysis of indications for detention was also undertaken and qualitatively matched against legislative criteria. Results A total of 43 MHA certificates were included in the review, which highlighted missing elements in most certificates. Differences were found when professional consensus by the researchers was used to match documentation to legislative criteria. The researchers disagreed with nine of the 16 indications (mental illness/mental disorder) by the generalist medical officers and only one indication by a psychiatry trainee. Six of the certificates appeared to be related to lack of capacity and need for treatment of medical conditions, thus more related to Guardianship Act 1987 (NSW) applications. Conclusion This study highlights inconsistencies in legislative knowledge and requirements between professional groups. Education and training opportunities have been identified to ensure greater consistency in application of the MHA, preservation of patient rights and avoidance of stigma. MHA use in this setting should be exercised with caution and by appropriately trained individuals. What is known about the topic? The MHA and its state and territory counterparts provide for the treatment, care and support of people who have a mental illness and the protection of a person’s rights therein. Despite not being intended for application in generalist facilities, mental health legislation is widely used in generalist facilities and certificates are completed by generalist health professionals with limited training in this area of practice. What does this paper add? This study adds to the limited body of knowledge in relation to MHA detention in acute generalist facilities. Disparate preparation of medical officers in the use of this legislation has been identified, which has potential wider implications for patients beyond immediate care. What are the implications for practitioners? Inadequate attention to correct completion of MHA certificates and associated documentation could potentially invalidate detention, leaving healthcare professionals and institutions open to litigious claims that restrictive or coercive practices subsequent to the certificate’s completion were technically unlawful. Further, detention under the MHA, albeit temporarily, has potential human rights issues attached and wrongful detention could lead to longstanding issues relating to stigma.

Abstract:
This study aims to analyze people's perceptions of the urgency of a marriage certificate in Linggo Sari Baganti District, Pesisir Selatan Regency. This research method is Qualitative Descriptive, with several informants as data sources that are determined based on appropriate criteria through direct observation on the object of research and interviews. Secondary data that supports this research are obtained from the documents available at the object of research. To test the validity of the data used Triangulation Technique. Based on the information from the informants of this study, it can be explained that the public perception of the marriage certificate still considers the marriage certificate as not urgent and not important so that the administrative management is not completed because it considers it not urgent so the community neglects the marriage certificate. The community still perceives the management to be long and complicated, even though after the author compares the data in the field regarding the management procedures, it is not difficult to take care of it. Obstacles in the management of marriage certificates faced by the community are related to customary arrangements and the lack of file requirements submitted to KUA. Efforts made by KUA to deal with these obstacles are like conducting counseling to each village about the importance of marriage certificates. Based on the research above the recommendations that the writer can suggest to the community are expected to be willing to take part in socialization and counseling about marriage registration. So that people can know and understand the importance of marriage certificates. Responsible parties such as KUA, P3N and the government are expected to be able to increase socialization regularly.Keywords: Community Perception, Urgency, Marriage Deed.

The goal of this presentation is to compare the governance of protecting patients among different parts of the world.BackgroundUnderstanding the relevance of the judicial committeemen in psychiatry is an essential part of good psychiatric practice. A majority of patients who need inpatient psychiatric treatment fall into one of the following categories: dangerous to self, dangerous to others, or gravely disabled.In the United States, the Parens Patriate doctrine has had great application in the treatment of mentally ill persons, children, and other individuals who are legally incompetent to manage their affairs. The states, which act as parens patriae, can make decisions regarding mental health treatment. State law governs involuntary commitment, and procedures may vary among states.MethodOne of the essential duties of St. Tammany Parish Coroner Office, Louisiana, USA is Mental Health Service, From January 2017 to October 2019, 887 Order of Protective Custody (OPC), 17,838 Physician Emergency Certificates (PEC), and 13096 Coroner Emergency Certificates (CEC) were issued. These certificates allow legal authority to transport a patient to the nearest ER for assessment by physician and mental health providers.ResultPatients with active Physician Certificate are examined by a coroner according to patient's mental history and clinical presentation. Coroner Certificate helps the treatment facilty detail the patient for diagnosis and treatment for fifteen days.ConclusionSt. Tammany Parish Coroner Office is fulfilling its responsibility to provide proper mental health to psychiatric patients. It is necessary for each country/state/parish to have legal structure and provide proper care who are dangerous to self or others, or gravely disabled. The procedures of OPC, PEC, and CEC will be presented.

Policy portfolios that include tradable green certificates have been introduced in several European countries to foster market-driven penetration of renewable energy sources. Another widely analysed type of market-based instrument in the energy sector is the tradable emission allowance. Recently tradable certificates for energy savings as a tool to stimulate energy efficiency investments and deliver energy savings have attracted the attention of policy makers. While such schemes have been introduced in different forms in Italy and the Great Britain and considered in other European countries, there is an ongoing debate over their effectiveness and applicability. The paper describes the concept and main elements of schemes that involve tradable certificates for energy savings (TCES) and how these have been put into practice in Italy and the Great Britain. It then compares TCES schemes with energy taxation and mandatory demand-side management (DSM) programs using a set of four criteria. Integration with green certificates and CO2 emissions trading schemes is examined and some possibilities for practical implementation are outlined.

Abstract:
Objective:To identify all cases of sudden unexpected death in epilepsy (SUDEP) among people in Sweden during 1 year and to determine the SUDEP incidence in relation to age, sex, and psychiatric comorbidity.Methods:We included all individuals with a hospital-based ambulatory care or hospital discharge diagnosis of epilepsy in the Swedish National Patient Registry during 1998–2005 who were alive on January 1, 2008. Deaths during 2008 were identified by linkage to the National Cause of Death Registry. Death certificates, medical charts, and police and autopsy reports were extensively reviewed to identify SUDEP cases.Results:Of 57,775 epilepsy patients alive on January 1, 2008, 1,890 died (3.3%) during 2008. Of these, 99 met the Annegers SUDEP criteria (49 definite, 19 probable, and 31 possible). SUDEP accounted for 5.2% of all deaths and 36% of deaths in the 0–15 years age group. The incidence of definite/probable SUDEP was 1.20/1,000 person-years, and higher in men (1.41) than in women (0.96). All SUDEP cases <16 years were in boys. SUDEP incidence at ages <16, 16–50, and >50 years was 1.11, 1.13, and 1.29, respectively, per 1,000 person-years. The incidence was 5-fold increased among female patients with psychiatric comorbidities compared to those without. Epilepsy was mentioned on the death certificate in only 62 of the 99 (63%) SUDEP cases.Conclusions:Methods relying on death certificates underestimate SUDEP incidence. SUDEP risk has been underestimated especially in boys and in older people regardless of sex. Patients with psychiatric comorbidities, women in particular, are at increased SUDEP risk.

Abstract:
During 2021, different worldwide initiatives have been established for the development of digital vaccination certificates to alleviate the restrictions associated with the COVID-19 pandemic to vaccinated individuals. Although diverse technologies can be considered for the deployment of such certificates, the use of blockchain has been suggested as a promising approach due to its decentralization and transparency features. However, the proposed solutions often lack realistic experimental evaluation that could help to determine possible practical challenges for the deployment of a blockchain platform for this purpose. To fill this gap, this work introduces a scalable, blockchain-based platform for the secure sharing of COVID-19 or other disease vaccination certificates. As an indicative use case, we emulate a large-scale deployment by considering the countries of the European Union. The platform is evaluated through extensive experiments measuring computing resource usage, network response time, and bandwidth. Based on the results, the proposed scheme shows satisfactory performance across all major evaluation criteria, suggesting that it can set the pace for real implementations. Vis-à-vis the related work, the proposed platform is novel, especially through the prism of a large-scale, full-fledged implementation and its assessment.

BACKGROUND: Death is a common complication from myocardial infarction, although little information exists about the pattern of mortality from myocardial infarction and factors associated with this pattern. OBJECTIVES: To identify the periods of greater-than-expected mortality from myocardial infarction in hospitalized patients and to determine whether an association exists between time of death and age of the patient. METHODS: A convenience sample of 1045 death certificates that met selection criteria was reviewed. Time of death and age were documented as they appeared on the death certificate. Data were analyzed by log-linear analysis. RESULTS: Frequency of mortality was determined to be greater than expected between 6 and 6:59 AM, 9 and 9:59 AM and 7 and 7:59 PM. The interaction between time of death and age was statistically significant. DISCUSSION: The periods of greater-than-expected mortality coincide with periods when nurses are occupied with other functions and also coincide with temporal patterns of physiologic events. CONCLUSIONS: A temporal pattern of mortality from myocardial infarction existed for this study. Age was found to be associated with time of death.

AimsTo audit the completion of Adults with Incapacity (AWI) documents (Assessment of Capacity, Section 47 Certificate of Incapacity and Treatment Plan) to ensure they met the legal standards required. We hypothesised that the forms were not all completed comprehensively, particularly with regards to the Treatment Plans.MethodIn addition to being legal documents, AWI documents provide an important framework to guide clinicians when giving treatment and balancing patient safety with patient autonomy. Correctly completed documents help provide vulnerable patients with ethical and lawful treatment that allows them to be treated with respect and dignity.An audit was conducted across two Old Age Psychiatry wards at Ayrshire Central Hospital during October 2020. We assessed all AWI documents available on the wards (n = 20) using criteria based on the standards set by the Mental Welfare Commission for Scotland to ensure legal competence.Result95% of the forms were signed and dated, and the nature of the incapacity was given in 100% of the documents. On the other hand, 35% of the forms gave no indication of the presence or absence of a guardian. Only one of those identified as having a guardian was consulted with regards to the treatment plan. Another member of staff was consulted on the Treatment Plan in 45% of cases. 30% of the Treatment Plans were not precisely worded enough to be considered justifiable for treatment. In the Certificate of Incapacity, two out-of-date certificates were found, and staff were notified immediately. 45% of certificates were considered over-generalised with regards to the description under medical treatment.ConclusionOverall, the forms were mostly signed and dated, with the nature of incapacity given. The two areas that appeared to be the most problematic were the issue of identifying and discussing plans with a guardian, and the specification of treatment covered by both the Certificate of Incapacity and the Treatment Plan.Discussion with members of the healthcare team found some confusion over how to complete the forms and many cited a lack of formal training as the main reason for their uncertainty. In addition, accessing clear information online or on the wards on how to complete the forms was challenging. We intend to improve the completion of these documents by implementing teaching and a guidance poster, based on the areas that we identified as being problematic, and completing the audit cycle.

This article is focused on a sub domain of quality, namely, quality of service. Considering supply chain management, the authors believe that it is important to distinguish between a quality of product (also service) offered by producers and service providers and a quality of service which is achieved between any supplier and customer, not only a consumer, along a supply chain. Quality of product represents producer’s/service provider’s commitment and is subject of various quality certificates issued by inspection authorities. This research examines the quality of service, which is provided by a supplier to its customer along the supply chain, between any pair of chain elements fulfilling this relation, including the common retailer-consumer relation. The authors introduce measurement points into a consumer-centric supply chain model for the defined criteria and defined the method of their monitoring and overall supply chain quality of service evaluation. Finally, the authors assess the envisaged impact of the results of their measurements on supply chain excellence, providing management with an opportunity to identify weak spots.

Nowadays, the construction of lifelong education system has become the common trend of educational development in many countries. In China, credit accumulation and transfer as one of the effective measures to promote the lifelong education system was proposed in the National Medium and Long-term Educational Reform and Development Plan (2010 – 2020). It certainly poses a new opportunity and challenge to open universities in China, most of which are in transition from TV and radio universities and expected to play more important roles in the construction of lifelong education system in China. The paper presents the initial research and practice of Shanghai Academic Credit Transfer and Accumulation Bank for Lifelong Education (SHCB), which is led by Shanghai Municipal Education Commission and operated by Shanghai Open University as one of the initiatives of open universities in China since 2010. Focusing on continuing education for Shanghai citizens and cooperating with other universities and related institutions, SHCB has been established with the organisational structure, accreditation criteria for credits, credit accumulation and transfer system, learners' learning portfolios, technology service platform, and the detailed operating mode. By now, accreditation criteria of learner's credits of 166 courses and 139 non-degree certificates, and recognition of 541 non-degree certificates and 1549 leisure courses have been completed. SHCB has been open to the public from 24 July, 2002 to promote the exchange and transfer among the academic education, even between academic education and non-academic education, and ultimately promote the construction of the lifelong education system in Shanghai.

AbstractThis study deals with a set of coding directives that were conceived for trained coding clerks and rely upon knowledge of their cultural background. These directives were formalized and adapted for computer use and in this form must rely upon a background of explicit medical knowledge. Medical data on death certificates are an invaluable source of information regarding prevention of major causes of death. These causes are coded and tabulated worldwide by means of the International Classification of Diseases (ICD). The ICD manual issues directives to achieve uniformity of coding throughout the world. The coder is required to trace back the flow of events which caused death and to single out the most significant concept from the statistical point of view. After emphasizing the problems encountered in the formalization, the methodological contribution of this work to the identification of a modular architecture for a system which represents and “reshapes” knowledge from medical documents is presented. Therefore we focus on the features of the two kinds of knowledge that must be supplied to a knowledge-based system, in order to enable it to perform semantic conversions on given medical data, namely: i) generic guidelines; ii) detailed medical knowledge.

Abstract The Association of Language Centres in Higher Education in Spain (ACLES) and the Association of Academic Foreign Language Centres in Poland (SERMO) established the mutual recognition of their English language competence certificates (CertAcles and ACERT examinations) in 2017, on the basis of previously performed analyses of routine pre-exam and exam procedures, specifications and applied evaluation criteria. This paper represents a further step towards comparability by reporting the results of a quantitative and qualitative analysis of data from a summer examination session in 2018 carried out with Spanish and Polish students who took a commonly developed English exam combining the features of both certification systems. The exams were carried out at Universitat Politècnica de València (ACLES) and Poznan University of Technology (SERMO) and the data was collected by means of test scores, student and teacher questionnaires, and semi-structured interviews. The results obtained are encouraging and provide a strong basis for further collaboration between the certification systems. Furthermore, they give support to the mutual recognition of our certificates while encouraging similar studies with other non-commercial university accreditation frameworks. These initiatives are in line with the objectives of the Bologna Process, facilitating student and staff exchange between institutions within the European Higher Education Area.

The article provides a comparative analysis of the use of ISO standards in the hospitality industry among 46 European countries. The study confirms the hypothesis that the more actively ISO 9001 standards are distributed in European countries, the higher is the level of implementation in the hospitality industry and other ISO standards for management systems (ISO 14001, ISO 45001, etc.). The degree of ISO standards distribution can be a non-formal criterion of the degree of population’s involvement in the technological, technical, organizational culture of the European society. The degree of correlation relationship between the Rating of countries by the number of issued ISO 9001 certificates and the Travel & Tourism Competitiveness Index (TTCI), Global Competitiveness Index (GCI) and Global Innovation Index (GII) rankings of countries is examined. The authors offer the clusterization of the European countries according to three criteria: the number of obtained ISO 9001 certificates; the time of accession to the EU (and the existence of the membership status of countries, candidate countries or potential candidates); the presence of common characteristics according to the technical, socioeconomic, sociological and technological level, as well as moral and ethical norms formed in these countries during the existence of two political and socioeconomic system.

Abstract:
In 2017, the Center for Quality Assessment in Laboratory Medicine conducted, in accordance with the adopted annual schedule, 28 editions of interlaboratory tests as part of the general program and the central program. The general program included tests in the field of clinical chemistry, acid-base balance parameters and ISE electrolytes, hematology, coagulology and immunochemistry (basic, extended and cardiac markers). In the common chemical program, four editions of tests were carried out, evaluating 8 different control materials. The remaining programs were carried out with the frequency of 2 editions a year and evaluated only 4 different control materials, with the exception of the acid-base balance program and ISE electrolytes (6 control materials per year). General program tests were available to all MLD who performed routine testing of analytes within the scope of individual testing programs (over 1,500 medical diagnostic laboratories), and chemical tests under the central program, implemented for over 40 years, concerned about 250 selected laboratories. In all completed editions of the tests, a slight increase in the odometer of results assessed as correct according to the adopted assessment criteria was observed. In 2017, participants of the programs were provided with a new certificate format with annual regularity assessments and for the first time in a general program in the field of clinical chemistry, quality certificates were issued in accordance with the Regulation of the Minister of Health of 15 December 2017.

This research aims to analyze the influence of third party funds, Bank Indonesia Certificates, and non-performing loans on return on assets and loan deposit ratio and the effect of loan deposit ratio on return on assets of commercial banks in Indonesia. The sample of this research is commercial bank listed Bursa Efek Indonesia period 2011 - 2015. There are 15 banks that meet the criteria as research samples with assets above IDR 50 Trillion. Hypothesis testing uses path analysis techniques. The results of this research indicate that TPF, BIC and NPL are partially and simultaneously influential and significant to the LDR, while TPF, BIC, NPL simultaneously also have an effect and significant effect on ROA, and LDR affects ROA but is not significant.

The positive effectiveness of energy policy instruments such as national carbon emissions reduction target (CERT) and energy performance certificates can be achieved by encouraging the voluntary participation of the public in the energy-saving campaign. Towards this end, this study aimed to develop a dynamic incentive and penalty program for improving the energy performance of existing buildings. Four types of incentive programs and four types of penalty programs were established based on three comparison criteria. As a building-level, the first comparison criterion is the averaging approach based on similar cases that can be retrieved using a simplified case-based reasoning model. As a community-level, the second comparison criterion is one-step higher operational and letter rating than the grade of a given building. As a national-level, the third comparison criterion is the operational and letter rating as the minimum criteria for achieving the national CERT. In this study, an elementary school facility located in Seoul, South Korea was selected to validate the applicability of the developed program. As a result, besides the category benchmark, the various comparison criteria should be provided to the public to encourage the voluntary participation of the public in the energy-saving campaign.

Today, nonprotected public release may not be the most appropriate mechanism. Intellectual property (IP) protection as it pertains to the plant germplasm and cultivars is involved and complex. Unlike other scientific areas, in the United States there are three distinct mechanisms to protect plants—namely, utility patents, plant patents, and plant variety protection certificates. Each of these mechanisms offers different criteria for protection and covers different types of plants. This article is a practical tool to help research institutions and scientists decide when to consider releasing a germplasm or cultivar, which factors to consider, who should be involved, and whether IP protection is appropriate.

The model starts by identifying the main criteria (quality, price, delivery, and service) using the main criteria ranking based on the opinions of experts using AHP. The second stage is identifying the sub criteria (materials supplied halal and equipped with halal certificates, sample tests and physical observations, price of goods, maximum and continuous capacity and supply capacity, discount price levels and certain purchases, the existence of supplier offices and cooperation and reference commitments) and their ranking based on the main criteria. The results of this study indicate that the Analytical Hierarchy Process (AHP) method can produce a decision support system that the right results according to field data at Virgin Cake and Bakery. The results of this study indicate that overall the best supplier to be chosen by the company to be use as a long-term co-worker is supplier A because overall this supplier has the highest value compared to the other three suppliers.

Purpose As the awareness of environmental preservation and of sustainable development have become increasingly pronounced among various stakeholders, such as governments and communities, many businesses, in response, commence to introduce environmental-friendly measures and/or implement an environmental management system (EMS) in their daily operations. Even a service-oriented industry such as property management is no exception. To showcase their commitment to this cause, property management companies tend to obtain different environmental certifications. This study aims to investigate the effect of green property management, through environmental certifications, on property price. Design/methodology/approach The hedonic price model is used to determine the impacts of different environmental certifications on prices of selected residential properties in Hong Kong. Three districts from different parts of Hong Kong, including 16 private residential developments, are covered in this study. Findings The results show that ISO 14001 certification itself is not statistically significant in explaining property price. It is only when a property management company has obtained other local environmental management awards/certificates that varying levels of (positive) property price premiums are found. Nonetheless, the authors also find that controlling for other housing attributes, obtaining as many environmental certifications as possible does not necessarily result in the highest property price premium. Research limitations/implications Nonetheless, the data sample has its limitations, such as its relatively small size and the unavailability of housing attribute(s) such as orientations. Practical implications For the implications, the value of environmental management awards/certificates, from the perspective of the end-users of property management services, is based on the scopes of these environmental certifications; the promotional effort on the part of organizations behind these awards/certificates; the disclosure of information about the EMS itself and the assessment criteria; and the public’s perceptions as to the companies’ rationale behind such certifications. Originality/value The study has provided some insights regarding the effect of various management standard certifications in property management, from the perspective of the end-users of the service (i.e. homeowners and potential homebuyers). This serves as a reference for developers, property managers, buyers and users alike.

CONTEXT: Up until a few years ago, maternal mortality did not merit much attention as a worldwide public health issue. The health and social development indicator almost exclusively used was infant death. OBJECTIVE: To study the number, characteristics, basic causes and avoidance of maternal mortality (MM) among women living in the city of Campinas, which occurred between 1985 and 1991, identified from all death certificates of women aged 10 through 49 years. DESIGN: Retrospective and descriptive population-based study. SETTING: University Referal Center. SAMPLES: All eligible death certificates classified as declared and presumed maternal deaths according to the Laurenti criteria for the cause of death were selected and complementary studies of the clinical records were performed. MAIN MEASURES: Day of the week and place of occurrence of death; period of occurrence; transfer from another hospital; number of days from delivery/abortion to death; blood transfusion; opportunity for transfusion; complications; autopsy; basic cause of death. RESULTS: Initially 39 declared maternal deaths were identified and a total of 62 were confirmed by the end of the study. This corresponds to an under-registration rate of 37.1% and to an MM ratio of 45.5 per 100,000 live births. Around three-fourths of these maternal deaths were due to a direct obstetrical cause and were considered avoidable. CONCLUSION: Maternal mortality still is high in the municipality of Campinas, although lower than the mean estimated for Brazil. The predominance of direct obstetric causes and avoidable deaths reinforces the need for public health interventions directed towards avoiding them

Marble is a financially important and highly versatile material used extensively in construction, decoration and art. The marble industry however is generated with low production efficiency, high waste material generation, high production costs and overall lack of sustainable resources management. A step towards improving the energy efficiency and environmental performance of the marble sector would be the adoption of ecological schemes that are already into force both at national and international levels. The most commonly used schemes are Environmental Management Systems that are focused on the general environmental performance of the enterprise, such as the EU EMAS (Eco-Management and Audit Scheme) and the international EN ISO 14001:2004 standard and ecolabelling schemes, such as the EU Ecolabel, focusing on specific products or services. The present work aims to provide a concise summary of the technical requirements and procedures for obtaining such environmental certificates, assess the current state of the art in terms of environmental performance of a typical marble plant and enhance the ecological awareness of the sector. A detailed analysis of the technical requirements for achieving EMAS III registration and obtaining the EU Ecolabel for hard floor coverings is presented and the potential for a typical SME marble industry for meeting the above requirements is quantified. Possible measures that may improve the overall environmental impact are proposed. It is further shown that the process of meeting the necessary criteria for obtaining the above certificates will also lead to the adoption of best engineering practices and the production of high added value products.

Abstract The article analyzes the development of voluntary forest certification by the Forest Stewardship Council (FSC) system in Russia. The article is based on the review of diverse information sources, analysis of the reports of timber processing enterprises, personal observations during certification audits, discussions in workgroups, and information collected at training courses. We evaluated the present state of voluntary forest certification in Russia, analyzed non-compliances of the activity of Russian wood processing enterprises with the national standard FSC-STD-RUS-V6-1-2012 and indicated possible reasons for non-fulfillment of the requirements. We also presented problems in the development of forest certification in Russia and possible ways for its further development. By the end of 2015, about 40 million hectares were certified, approximately 160 certificates were issued on forest management and 440 certificates on chain of custody. The 6th principle of the national forest management standard is the most problematic for logging enterprises. The principle concerns the requirements on the evaluation of impact of enterprise’s activity on the environment. About 40% of non-compliances identified by auditors referred to the indicators of the 6th principle. We argue that the main problems of forest certification development in Russia are contradictions between the principles and the criteria of FSC and the requirements of Russian forest legislation, retention of biodiversity and high conservation value forests, lack of economic incentives for introduction and implementation of certification requirements, and high cost of audits. Despite the existing problems, the certification remains one of the most important instruments for achieving sustainable forest management in Russia.

ABSTRACTBackground: Recognition of bioterrorism-related infections by hospital and emergency department clinicians may be the first line of defense in a bioterrorist attack.Methods: We identified unexplained infectious deaths consistent with the clinical presentation of anthrax, tularemia, smallpox, and botulism using Connecticut death certificates and hospital chart information. Minimum work-up criteria were established to assess the completeness of diagnostic testing.Results: Of 4558 unexplained infectious deaths, 133 were consistent with anthrax (2.9%) and 6 (0.13%) with tularemia. None were consistent with smallpox or botulism. No deaths had anthrax or tularemia listed in the differential diagnosis or had disease-specific serology performed. Minimum work-up criteria were met for only 53% of cases.Conclusions: Except for anthrax, few unexplained deaths in Connecticut could possibly be the result of the bioterrorism agents studied. In 47% of deaths from illnesses that could be anthrax, the diagnosis would likely have been missed. As of 2004, Connecticut physicians were not well prepared to intentionally or incidentally diagnose initial cases of anthrax or tularemia. More effective clinician education and surveillance strategies are needed to minimize the potential to miss initial cases in a bioterrorism attack. Modern ship simulators enable simulations of reality using available environment and ship models. When choosing a specific vessel from a catalogue, however, it is not always immediately apparent as to how true a simulation is to the original vessel. Its makers are required only to have software certificates, which does not ensure the exact modelling of a ship in the simulation. This paper presents research in continuation of previous work presenting a general methodology for the evaluation of the degree of accuracy of a simulated ship model compared to its real-world counterpart. In this paper, the results are shown of a comparative analysis based on actual measurements with the use of one of the methods of multi-criteria analysis. Furthermore, the methodology for the construction of ship models is presented. The paper concludes with a test verifying the accuracy of the assumptions.

This research examines renewable energy (RE) project manager competencies required by USA labor market using the analyses of project manager Internet job advertisements. It was realized by collecting and coding the requirements from the job advertisements in April 2017. 1500 vacancies were found by the website, but only 150 of them were relevant for this work (they were filtered according to some formal criteria). From the data obtained from advertisement analyses, the pool of job candidate’s competencies required by the market was compiled. The most common requirements were compared with IPMA and SOVNET competency standards for project managers. The research shows that companies are seeking a candidate with bachelor degree in engineering, project management and specific sectorial certificates, 6 years of professional experience related to project management. Some competencies coincide with the standards and the other are referred to specific RE skills.

This study analyzes different types of Popular Financial Reports (PFR) identifying the main characteristics responsible for achieving effective transparency and improving participative democracy. A model is suggested gathering core information and formatting techniques from national and international governmental experience on publishing reports designed to be intelligible to citizens. The crosschecking of criteria fixed by seven international awards/certificates provides the directives sustaining the proposed model, which also considered the four initiatives adopted in Brazil. When applying the results obtained to the PFR elaboration experiences developed in Brazil, it was found that there is already an evolution when adopting a more attractive look and a wider dissemination, however, the Brazilian reports are still long compared to international ones, and, the content and technical language of official reports still prevail, which makes it difficult for Brazilian citizens who do not have financial or accounting training.

Objectives. To determine the impact of the implementation of new WHO diagnostic criteria for gestational diabetes mellitus (GDM) on prevalence, predictors, and perinatal outcomes in Croatian population.Methods. A cross-sectional study was performed using data from medical birth certificates collected in 2010 and 2014. Data collected include age, height, and weight before and at the end of pregnancy, while perinatal outcome was assessed by onset of labor, mode of delivery, and Apgar score.Results. A total of 81.748 deliveries and 83.198 newborns were analysed. Prevalence of GDM increased from 2.2% in 2010 to 4.7% in 2014. GDM was a significant predictor of low Apgar score (OR 1.656), labor induction (OR 2.068), and caesarean section (OR 1.567) in 2010, while in 2014 GD was predictive for labor induction (OR 1.715) and caesarean section (OR 1.458) only. Age was predictive for labor induction only in 2014 and for caesarean section in both years, while BMI before pregnancy was predictive for all observed perinatal outcomes in both years.Conclusions. Despite implementation of new guidelines, GDM remains burdened with increased risk of labor induction and caesarean section, but no longer with low Apgar score, while BMI remains an important predictor for all three perinatal outcomes.

'Forest management' aims to maintain forests as producers of goods and services, while ensuring their conservation for future generations. Forest certification has become one of the most widely used mechanisms to encourage and recognize this 'forest stewardship', with the Forest Stewardship Council (FSC) among the most well-known systems worldwide. FSC is widely used in several Management Units on the American Continent, which is home to large forest areas. Therefore, we evaluated the main difficulties in complying with the principles of the FSC standard in 18 American countries based on verification of non-conformities generated in the process. The data were obtained from information contained in the certification audit reports available on the FSC official website, covering all organizations with valid certificates from 1995 to 2013. We found that the United States presented the lowest mean of non-conformities per audit, which may indicate better capacity of managers to implement practices of its forestry activities. Regarding the deviation type, the United States and Canada presented higher indices in relation to the adequacy of the environmental impacts (P6) of their activities. Meanwhile, the greatest non-conformities in the Central and South America countries occurred in the labor and social area (P4), followed by environmental issues (P6). All organizations presented some type of non-compliance with the criteria set by the FSC and needed to adapt. The major difficulties encountered were related to compliance with environmental requirements. The need to implement corrective actions to maintain the certificate demonstrates a change of management influenced by the forest certification process, thus contributing to minimizing socio-environmental impacts resulting from forest operations.

MAN Asahan is an educational institution that selects new students every year. MAN Asahan sets certain criteria in choosing new students so that selected students are of high quality. The criteria determined are the Al-Qur'an test scores, national exam scores, Academic Potential Test scores and achievement certificates. In selecting new students who were accepted as many as 271 of the 530 registrants the school still used the manual process so that it needed accuracy and a long time. In this study a decision support system was created that could be a solution to assist the selection process according to school criteria. The system will applied is MOORA (Multi-Objective Optimization on the Base of Ratio Analysis) method and TOPSIS (Technique for Order Preference by Similarity to Ideal Solution) with the weighting method of ROC (Rank Order Centroid). Then the sensitivity analysis is done to determine the appropriate method to be chosen to obtain optimal results. This research was conducted with the help of the MATLAB GUI as a computing tool. The GUI that is built can simplify and speed up the selection process. Based on the results of the study, the average percentage value of sensitivity for the MOORA method is -1.61% while the TOPSIS method is -7.96%. Abstract Construction waste makes up a large part of the waste produced in Europe. Therefore, the European Commission has developed policies to create an economic cycle and increase waste recycling. These solutions have been developed reduce the destructive effects of the environment, including various certificates such as LEED in different countries to encourage building debris management. However, not all construction waste can be recycled and reused, often buried in the environment. Although these wastes are extracted from natural resources, the process of making them changes their original nature, and it is not possible to estimate the exact time of their decomposition and reversibility of waste in nature. Thus, a large part of them is landfilled due to their Non-Recyclability. Moreover, every year, a large area of fertile and usable land is allocated for their burial. This paper aims to clarify the non-recyclable part of landfilled construction waste in the environment, highlighting the need for importance and research in this area. It can improve and preserve the sources, land, and health of the environment and human beings in EU member states threatened by landfilling.

This study investigates the process of securing the evacuation safety of the residents of Go-Si Won, which is known as the most dangerous commercial building structure. Thus, it aims to analyze the fire characteristics of the ignition room regarding effective fire escape means. To achieve the research objective, the fire simulation was conducted and analyzed under various conditions at the honeycomb-shaped Go-Si Won. Consequently, the simulation showed an increase in escape permit duration, which was 32 to 36 s longer when operating the smoke control and sprinkler systems than opening smoke windows. The evacuation time shortens as emergency exit stairs are added. The fire facilities are difficult to operate and maintain because of malfunction caused by the building’s deterioration. To enhance the evacuation safety of the honeycomb-shaped Go-Si Won, institutional improvements are needed to strengthen the issuance criteria for facility safety completion certificates, depending on the number of implemented evacuation steps.

Partographs are guidelines for childbirth observations that will facilitate labor assistants in first identifying emergency cases and complications for mothers and fetuses. Preliminary survey at the Sigi Community Health Sub-Center (Pustu) of the 8 Pustu midwives found two midwives (25%) to complete a complete partograph, six midwives (75%) incomplete. The purpose of this study was to determine the determinant factors associated with the use of partographs in labor. The design of this study used observational analytic methods with a cross-sectional approach. 24 BPM survey results were obtained with 30 samples of midwives who met the research criteria and data completeness. The sampling technique was by the total population. Data analysis used logistic regression. The multivariate analysis results showed that APN training was the most influential factor in the use of partographs in labor by midwives. Statistical test results obtained a POR value of 37.7 (95% CI 12.1 - 60.2). This study suggests that midwives must have APN certificates to be valid in providing services.

The purpose of the considerations is, taking into account the scope of derogations from the requirements of organic production and the competence of certifying authorities, to answer the question whether in comparison to Regulation No 834/2007, new Regulation No 2018/848 serves to ensure the quality of organic products. The authoress takes a positive view on limiting possible exemptions from the requirements of organic production to natural disasters and linking them to the provisions on rural development. At the same time she expresses a negative opinion on the possibility of seeking exemption from the requirement to obtain certificates. In relation to the competences of the certifying authorities, the new Regulation retains a greater terminological precision in determining the subject of control and certification and defines more precisely the criteria for delegating tasks in the organic farming control system to institutions. This issue, however, needs to be detailed in the legislations of European Union Member States.

In Spain doctoral studies underwent a major legal reform in 1998. The new legislation has brought together the criteria, norms, rules, and study certificates in universities throughout the country, both public and private. A brief description is presented here of the planning and structuring of doctoral programs, which have two clearly differentiated periods: teaching and research. At the end of the 2-year teaching program, the individual and personal phase of preparing one's doctoral thesis commences. However, despite efforts by the state to regulate these studies and to achieve greater efficiency, critical judgment is in order as to whether the envisioned aims are being achieved, namely, that students successfully complete their doctoral studies. After this analysis, we make proposals for the future aimed mainly at the individual period during which the thesis is written, a critical phase in obtaining the doctor's degree. Not enough attention has been given to this in the existing legislation.

BackgroundStrong links exist between juvenile and adult depression, but comorbid conduct disorder may be associated with worse adult social difficulties.AimsTo test the impact of comorbid conduct disorder on social adjustment and dysfunction, suicidality and criminality of adults who had had depression as youths.MethodSubjects (n=149) assessed at the Maudsley Hospital in 1970–1983 and meeting DSM–IV criteria for major depressive disorder with (CD–MDD; n=53) or without (MDD; n=96) conduct disorder were interviewed 20 years later. Data were collected on lifetime psychiatric disorders and adult social/personality functioning. Death certificates and criminal records were obtained.ResultsThe suicide risk was 2.45%, and 44.3% of the sample had attempted suicide once in their lives. Compared with the MDD group, the CD–MDD group had higher rates of suicidal behaviours and criminal offences, and exhibited more pervasive social dysfunction.ConclusionsAdolescent depression is associated with raised risks of adult suicidality and with persistent interpersonal difficulties. Youths with CD–MDD show more severe and pervasive social dysfunction.

Abstract Modern materials and construction solutions draw more and more attention to ecology and building certification. Among the criteria appearing in revitalization, an important element is bringing plants back into heavily urbanized areas. In its natural form, this is not possible to carry out everywhere, often requiring large amounts of space. Nowadays, however, there are a number of green roofs and green wall systems, allowing “greener” construction without making significant changes in the urban environment. The article includes a presentation and analysis of selected solutions of biological surfaces known as green roofs and green walls, specifying various solutions and their most important features. The case study focuses primarily on material and design solutions, as well as the potential benefits, risks and limitations in their use. Plants structures on the surfaces of vertical and horizontal partitions continue to be a very interesting alternative to take into account when applying for grants, such as LEED or BREEAM certificates.

For the survey about medical civic assessment, an 18-item questionnaire was sent to all physicians drawing up medical certificates prior to placement under guardianship in one urban (Paris and the three surrounding departments) and one rural area of France (the 10 most rural French administrative departments).Main outcome measuresThe analysis of jurisprudence explores the situation concerning protected adults’ voting rights and the reasons for magistrates’ decision. The survey about medical civic assessment explores the means of medical assessment (persons consulted, information collected), the content of the medical certificate, the physicians’ opinions regarding their role.ResultsThe analysis of the jurisprudence demonstrates that 30% (51/171) of protected adults kept the right to vote. The survey shows that medical assessment varied according to the physician’s gender, specialty and geographical location. Voting capacity was the main criterion common to both physicians and magistrates in the decision whether to maintain voting rights. 27% (34/124) of physicians would like the official texts to be more precise, and one-third (41/133) wished to have tools to facilitate assessment of civic capacity.ConclusionsOfficial guides need to be drawn up to detail the criteria for and means of medical assessment of the civil capacity of protected adults, with a view to ensuring transparency and homogeneity in the exercise of justice.

This issue is a subject of works and studies at the Civil Engineering and Geodesy Faculty of the Military University of Technology. The presented proposals of the modern facilities meeting the NATO standards are based on the technical solutions and the components manufactured in Poland. Moreover, they are fully compliant with the Unified Facilities Criteria published by the DoD USA and the International Building Code. It should be emphasized that the presented solutions of temporary mobile structures of accommodation for soldiers can be used in the near future in the Armed Forces of the Republic of Poland. The components are made in Poland and have the required certificates. Additional operating tests can be made at the Faculty of Engineering and Geodesy of the Military University of Technology. Currently, some works are being conducted concerning the preparation of documents for the Armed Forces. Field tests will determine the time needed for assembly and disassembly of variously configured objects and mobile, modular command posts. Objective.To determine survival and causes of death in an unselected and complete cohort of Norwegian patients with systemic sclerosis (SSc) compared to the background population.Methods.Multiple methods were used to identify every patient with SSc living in southeast Norway, with a denominator population of 2,707,012, between 1999 and 2009. All patients who met either the American College of Rheumatology criteria or the Medsger and LeRoy criteria for SSc were included. Every patient was matched for sex and age with 15 healthy controls drawn from the national population registry. Vital status at January 1, 2010, was provided for patients and controls by the national population registry. Causes of death were obtained from death certificates and by chart review.Results.Forty-three (14%) of 312 patients with SSc died during the study period. The standardized mortality rate (SMR) was estimated to be 2.03 for the entire cohort and 5.33 for the subgroup with diffuse cutaneous (dc) SSc. The 5- and 10-year survival rates were 91% and 70%, respectively, for dcSSc and 98% and 93% for limited cutaneous (lc) SSc. Causes of death were related to SSc in 24/43 (56%) patients, mostly cardiopulmonary diseases (n = 13), including pulmonary hypertension (n = 8). Factors associated with fatal outcome included male sex, dcSSc, pulmonary hypertension, and interstitial lung disease.Conclusion.Compared to the Norwegian background population, our cohort of 312 unselected patients with SSc had decreased survival. The survival rates observed were, however, better than those previously reported from SSc referral centers.

This is a evaluative research employing Discrepency Evaluation Model. Techniques of collecting data used are interview, queationaires, documentations study, and observation. Triangulation technique is used to support data validity. The results of this study are (a) the design of implementation of PAKEM learning has been formulated with regard to educators criteria including input, process, and output aspects, (b) there is still 2% discrepency in teachers’ certificates. Qualifications of teachers’ academic and teachers’ competencies in PAKEM learning are in line with the standards determined, (c) criteria of succesful PAKEM learning program have not been fulfiled entirely. Syllabus and lesson plan preparation reach 85%. Active learning process goes to low discrepency (13%). Creative learning process goes to moderate discrepency (31%). Effective learning process goes to low discrepency (18%). Fun learning process goes to low discrepency (15%). In learning achievement assessment, teachers have done their responsibilities well, (d) the products in PAKEM learning include achievement in affective aspect where 90% students gain predicate “good”, cognitive aspect where 80% students gain B-, and psychomotoric aspect where 79% students gain B-.</p>

For students, scholarships are important to ease the burden on parents, namely tuition fees.The large number of scholarship applicants is a challenge for FSM to be able to provide an appropriate, effective and efficient decision to manage data on scholarship recipients who are truly entitled to receive scholarships. Prospective scholarship recipients are selected based on the criteria determined by FSM.The criteria determined by the FSM are GPA (Grade Point Average), parent income, number of certificates, number of dependents of parents, semester, and electricity. The method applied to select 170 PPA scholarship recipients (Academic Achievement Improvement) is FSAW (Fuzzy Simple Additive Weighting) and FTOPSIS (Fuzzy Technique for Order Preference by Similarity to Ideal Solution) with entropy weighting. This entropy weighting does a combination of the initial weight that has been determined by FSM and the calculation weight. This research was conducted with the help of MATLAB (Matrix Laboratory) GUI (Graphical User Interface) as a computing tool. With the MATLAB GUI system built, it can simplify and speed up the selection process. FSAW and FTOPSIS calculation results are 96% the same, while FSAW with FSM is only 39% the same and FTOPSIS with FSM is only 42% the same.The FSAW and FTOPSIS methods are better used than the determination of the FSM, because the results of the FSM are not appropriate.FSM selects manually by looking at files collected by registrants. Higher education quality assurance and accreditation was officially implemented inVietnamover twelve years ago. From a totally centralized model,Vietnam’s accreditation system has been becoming more independent, especially with the establishment of accrediting agencies. The first accreditation certificates were also awarded to universities that met quality standards and criteria. This paper investigates the development ofVietnam’s higher education quality assurance and accreditation for the last decade since the national quality assurance organization was established. The study first synthesizes the results achieved within this system, both in policy and practice, leadership and management. It also discusses human resources development for quality assurance and accreditation in the national context. Next, the paper highlights the self-evaluation and external evaluation activities, two most important steps of the accreditation process. In addition, building quality culture within higher education institutions is also paid attention to. Finally, lessons from the establishment and development ofVietnam’s accreditation are drawn. This study looks at an overall picture ofVietnam’s higher education quality assurance system since its establishment with a focus on policy, practice, leadership and management. It also hopes to contribute to the literature related to accreditation ofVietnam’s higher education.
