AbstractEquity, fairness, and justice are related concepts widely discussed in several areas of study but remain an open field in terms of spatial justice and support decision systems application. Uneven spatial development have shown a tendency to amplify social inequalities alongside territories. To better understand the spatial configuration and spatial distribution of resources for different social groups, multiple objective criteria can be used to formulate optimal resource allocation. This work discusses spatial justice by utilitarianism and Rawlsian difference principle perspectives to formulate two models based on facility location problem (FLP) framework. Assuming the proximity to a desired opportunity (service or resource) as a measure of wellbeing and satisfaction, we weight the distances to the nearest facility by a social factor based on exponential function. Optimization results tend to favor outliers for weighted FLP, while the regular distances FLP formulation tend to favor heavy urban areas. We found that results are heavy context based, as the distribution of social groups are determinant in optimization process.

AbstractRecent devastating earthquakes outlined the importance of quantifying losses and the amount of resources needed for the reconstruction process. The restoration of public or residential buildings in the aftermath of the seismic event may significantly affect national economy. This remarks the primary role and crucial need of having accurate predictions of direct and indirect costs for reconstruction in order to plan effective risk mitigation strategies and perform reliable loss scenarios. The recent Italian seismic events have been a unique occasion to collect observational data on existing buildings. The present work, based on the Italian experience of recent earthquakes, aims at discussing the main aspects related to the damage assessment of residential buildings and reconstruction models together with the huge amount of data collected in the reconstruction processes. In particular, an in-depth analysis of the data provided by the reconstruction process of 2009 L’Aquila earthquake is reported focussing on repair and strengthening intervention costs as a function of the empirical damage,repairability issues, and assistance to population costs. The data are discussed separately for reinforced concrete and masonry residential buildings and refers about 10,100 buildings located Outside Historical Centres (OHC) and Inside Historical Centres (IHC). Finally, the criteria adopted for the definition of the building seismic risk classes at the base of the Italian guidelines for seismic risk classification of constructions are presented together with recent policies adopted in Italy in terms of fiscal deduction for strengthening interventions on private residential buildings.

This chapter researches pilot and air traffic controller collaborative decision making (CDM) during flight emergencies for maximum synchronization of operators' technological procedures. Deterministic models of CDM by the Air Navigation System's human operators were obtained by network planning methods; their adequacy is confirmed by full-scale modeling on a complex flight simulator. For the sequential optimization of the collaborative two-channel network “Air traffic controller-Pilot” to achieve the end-to-end effectiveness of joint solutions, a multi-criteria approach was used: ensuring the minimum time to parry flight emergency with maximum safety/maximum consistency over the time of operators' actions. With the help of the multiplicative function, the influence of organizational risk factors on flight safety in the air traffic control was evaluated. The design of optimal patch configurations is a generic problem relevant to many spatial planning exercises. Spatial pattern affects processes in the natural and manufacture of environment and should be incorporated as a criterion in planning. Currently, while geographic inormation systems (GISs) are adequate for data storage, analysis, and visualization they do not provide sophisticated spatial decision-making functions. With the help of GISs, pattern can be incorporated into spatial decision-making explicitly, using ad hoc procedures, or implicitly, through visualization of alternative plans. Other computer technologies like remote sensing and decision support systems facilitate decision-making by supplying timely data and techniques for solving multi-criteria evaluation problems. There are now a number of artificial intelligence techniques that can be coupled with GIS to address a variety of hard spatial problems. Genetic algorithms are particularly attractive for optimization problems because they are efficient and effective in complex search spaces. Landscape ecologists use the twin concepts of patch and matrix to describe the spatial structure of the environment (McGarigal & Marks, 1994). The matrix is the dominant landscape element and patches are distributed within it. Patches can be crisp objects with well-defined boundaries, such as administrative areas, or inferred objects with fuzzy boundaries, such as vegetation or habitat patches in natural environments. In the former case, patches can be adequately represented by polygons in a vector GIS. In the second case patches are inferred from a continuous spatial distribution of attribute values. The raster data model is the most common representation of continuous fields within a GIS and is preferred to vector models in environmental applications because it is a better representation of the continuous variation characteristic of natural phenomena. There is a need for decision support tools that use raster GISs when spatial criteria relate to natural phenomena. Patch design involves many complexities: in a raster GIS it is also a complex problem in spatial geometry. This chapter describes a genetic algorithm for designing patch configurations in raster GISs. The genetic algorithm is coupled with GIS and multicriteria evaluation functions to build an autonomous system that explicitly includes pattern as a criterion in the design of patch networks. Conceptually, the problem is to extract from an infinite set of possible spatial patterns a single pattern that is optimal by some criterion.

Abstract:
Given the complex nature of consciousness, many agree that in order to study it properly we need a non-reductive, pluralistic and synthetic (i.e. systemic) approach. Despite the relative popularity of the systems methodology in the vast field of the study of consciousness, system approach (i.e., modeling something as a system) is very well used for a reductive purposes, and there is no consensus on the issue of a clear understanding of the non-reductive use of one or another system approach in area. Hence, the purpose of my research is methodological reflection on the problem of the adequacy of the system approach for the non-reductive deliberation on the problem of consciousness. I formulate criteria of adequacy in a form of three principles that should be followed in any non-reductive (not just systemic) study of consciousness. The principle of structural-ontological (or metaphysical) neutrality is the first one. This principle suspends all metaphysical solutions to the problem of consciousness and plays the role of a necessary precondition. Many pointless disputes in the field could be avoided if the disputing parties adhered to this principle. The second principle of differentiation of ontic modes of experience and epistemic perspectives retains the multifaceted complex structure of consciousness after it is stripped of its metaphysical baggage. The principle of embodiment adds some feedback dynamics to the story. At the next step I implement the principles of adequacy in a particular case of the General parametric systems theory, developed by a philosopher and logician Avenir Uyemov. The conceptual foundations of this theory in relation to its compliance with the criteria of adequacy are revealed. It turns out that two of three principles exist at the meta-language of the theory. The principle of neutrality follows by definition of the General system theory – i.e., theory applicable to all kinds of systems. And the principle of embodiment exists as a feedback of the substrate to the structure of a system. The principle of differentiation in this case is the most crucial. If this theory is not enriched at the level of object-language with epistemic perspectives and ontic modes of experience, then we won’t get a no-reductive explication of consciousness, even if it remains systemic by definition. In the end I give a systemic definition of consciousness through its basic feature which is (I conjecture) modeling of reality or different kinds of experience through epistemic perspectives, where complex structural ontology of consciousness ‘in-forms’ or structures its epistemology, which in turn models it in accordance with the needs of a conscious system.

The chapter deals with distributed multi-agent reconfigurable embedded control systems following the component-based International Industrial Standard IEC61499 in which a Function Block (abbreviated by FB) is an event-triggered software component owning data and a control application is a distributed network of Function Blocks that have classically to satisfy functional and to meet temporal properties described in user requirements. The authors define a new reconfiguration semantic where a crucial criterion to consider is the automatic improvement of the system’s performance at run-time, in addition to its protection when hardware faults occur. To handle all possible cases in industry, the authors classify thereafter the reconfiguration scenarios into three forms before the authors define an architecture of reconfigurable multi-agent systems where a Reconfiguration Agent is affected to each device of the execution environment to apply local reconfigurations, and a Coordination Agent is proposed for any coordination between devices in order to guarantee safe and adequate distributed reconfigurations. A Communication Protocol is proposed in our research work to handle coordinations between agents by using well-defined Coordination Matrices. The authors specify both the reconfiguration agents to be modelled by nested state machines, and the Coordination Agent according to the formalism Net Condition/Event Systems (Abbreviated by NCES) which is an extension of Petri nets. To verify the whole architecture, the author check by applying the model checker SESA in each device functional and temporal properties described in the temporal logic “Computation Tree Logic”, but the authors have also to check any coordination between devices by verifying that whenever a reconfiguration is applied in a device, the Coordination Agent and other concerned devices should react as described in user requirements. The chapter’s contributions are applied to two Benchmark Production Systems available in our research laboratory.

The technology of distribution and execution of work as a process of functioning ofthree-phase multi-channel mass service system is proposed. The discipline of applications servicein such a system is determined by solving the task of work distribution between the channels,and the results of modeling of its functioning cycles allow us to determine the channel occupancyby the time of distribution of the current work package. Mathematical models of single-criteriaand multi-criteria tasks with target functions of financial (material), time costs and quality of workare proposed. Double-criteria tasks with different combinations of local criteria are partialvariants of the multi-criteria task model. The parameters of the proposed models allow takinginto account channel occupancy at the moment of distribution of the current work packageand costs for their readjustment after previous work performance. In multicriteria models, it isproposed to use an accuracy-complexity effective function of utility of local criteria and universaladditive-multiplicative convolution of criteria on the basis of Kolmogorov–Gabor function.The practical use of the proposed models will allow in practice to obtain the more effectivesolutions to the tasks of their distribution by taking into account the employment of channelsand the cost of their reconfiguration after the previous work.

Uncertainty quantification of civil engineering structures are often time consuming. Hence, one has to rely on equivalent models (EM) that represent the original functions with a specific level of accuracy. In this chapter, a fully equivalent operational model, referred as, Polynomial Correlated Function Expansion (PCFE) has been discussed. PCFE facilitates a systematic mapping between the input and output by expressing the output as a ranked order of component functions, with higher order component functions representing higher-order cooperative effect. The component functions are expressed in terms of extended bases and the unknown coefficients associated with the bases are determined by employing homotopy algorithm (HA). HA determines the unknown coefficients by minimizing the least-squared error and imposing an additional criteria defined as an objective function. Implementation of PCFE has been illustrated with two large scale problems. Results obtained have been compared with other popular techniques. For both the problems, PCFE outperforms popular EMs available in literature.
