Abstract:
The issues of setting goals, planning and forming a system of indicators of the effectiveness and efficiency of the penal system are considered. The criteria for determining the goals-tasks that are adequate to the public goals of the system are justified. Quantitative indicators corresponding to the criteria were developed, based on the contribution of the criminal justice System to reducing the socio-economic losses of society from recidivism. The contribution of the system is determined by changes in the criminal potential of convicted persons during the period of serving a sentence under a court sentence. Criminal potentials are estimated by predictive values of the aggregate of three groups of characteristics of the criminal potential of convicts, determined by the stages of the cycle of recidivism. The practical results of the use of sound methods and developed tools are based on the use of a significant amount of empirical data on the institutions of the criminal justice system and its systematic expert and statistical analysis. The monograph is a generalization and development of the works carried out by the authors during 2012-2017 in the process of preparing masters of Management for the penal system. It is intended for managers and specialists of the bodies and institutions of the Criminal Justice System, researchers, teachers of higher educational institutions who train specialists for law enforcement agencies.

In modern conditions, an integrated quality management system (ISMC) that meets the requirements of several international standards and contributes to improving the efficiency of enterprise management, creating conditions for its sustainable development, as well as the competitiveness of the enterprise and its products is becoming more and more popular. The monograph considers theoretical and methodological approaches to quality management at the enterprise. The relevance of the application of an integrated quality management system, including at the enterprises of the military-industrial complex (MIC), consisting in the most effective management of the enterprise, energy efficiency and resource conservation, is justified. The assessment of the use of quality management tools at the defense industry enterprises was carried out, the trends in the development of defense industry enterprises were substantiated, a marketing approach was applied to the classification of defense industry enterprises, in particular by market type, which allows identifying potential consumers of enterprises ' products, the degree of production diversification. Organizational and economic approaches to the formation of an integrated quality management system are presented. The procedure for creating an ISMC is considered. The methodology and criteria for evaluating the effectiveness of ISMC are substantiated. The presented material is of practical importance and can be useful to specialists in quality management, graduate students, researchers, teachers.

Sometimes the sequence of events is important for establishing rights and obligations, and sometimes it is not. For example, if a nuisance was there before the neighbouring residences arrived, the nuisance is sometimes allowed to continue in the same location under the doctrine of coming to the nuisance. When and why should the doctrine be (or not be) upheld? While many concepts in law and economics do not explicitly have a time dimension, once we start thinking about ex ante versus ex post, a large number of seemingly unrelated areas of the law involve similar issues of sequence. When new regulations are imposed, sometimes pre-existing businesses are exempt and sometimes not. In accident law, negligent behaviour by the first actor may require the second actor to take action beyond the ordinarily efficient actions as can be seen in the doctrine of last clear chance. What is the underlying rational for the application of this rule? Rights typically go to the highest bidder, but at 4-way stop signs, rights are granted according to who was there first. In other areas involving traffic, being first accedes to other criteria such as majority rule. As a final example, priority in bankruptcy gives the right to the first creditor of the same secured debt, but not to the first creditor of unsecured debt. Why? This article presents an efficiency-based framework for answering these questions.

Strong magnetic fields of the order of a tesla require special devices. Operation in harsh environments such as those encountered in oil well logging requires performance at high temperature (200 °C) and in situations of high shock and vibration expressed in terms of power spectral density. Rugged PMTs can meet all these requirements. Applications at cryogenic temperatures, such as liquid argon, can also be met with special PMTs.

Chapter 6 presents a new formulation of Adam Smith’s ‘invisible hand’ argument. The underlying idea is that markets are valuable because they provide opportunities for voluntary transactions (rather than because they satisfy preferences). I propose a ‘Strong Interactive Opportunity Criterion’ which requires that all opportunities for feasible and non-dominated transactions within groups of individuals are made available to those individuals. I define competitive equilibrium without making assumptions about the rationality of individuals’ choices and show that the Strong Interactive Opportunity Criterion is satisfied in every competitive equilibrium of an exchange economy. This result is analogous with the classic theorems that every competitive equilibrium is Pareto-efficient and is in the ‘core’ of the economy. I extend these results to ‘storage economies’ in which trade and consumption take place over time and in which individuals’ choices may be dynamically inconsistent.

The commercial success of natural language (NL) technology has raised the technical criticality of evaluation. Choices of evaluation methods depend on software life cycles, typically charting four stages — research, advance prototype, operational prototype, and product. At the prototype stage, embedded evaluation can prove helpful. Analysis components can be loose grouped viz., segmentation, tagging, extracting information, and document threading. Output technologies such as text summarization can be evaluated in terms of intrinsic and extrinsic measures, the former checking for quality and informativeness and the latter, for efficiency and acceptability, in some tasks. ‘Post edit measures’ commonly used in machine translation, determine the amount of correction required to obtain a desirable output. Evaluation of interactive systems typically evaluates the system and the user as one team and deploys subject variability, which runs enough subjects to obtain statistical validity hence, incurring substantial costs. Evaluation being a social activity, creates a community for internal technical comparison, via shared evaluation criteria.

Medicalization of human behavioral diversity is a recurring theme in the history of psychiatry, and the problem of defining what is a genuine mental disorder remains an unresolved question since the origins of clinical psychopathology. This chapter presents an evolutionary view of mental health, placing functional capacities and biological adaptation at the core of attempts to define mental disorder instead of other criteria of morbidity that are commonly used . This theoretical shift depends on the fact that the evolutionary concept of mental disorder is consequence oriented: what makes a condition pathological are its consequences, not its causes or correlates. The chapter then provides, an evolutionary analysis, which reveals that the degree of efficiency of functional capacities is dependent on features of the environment. Optimal functional capacities are sets of coevolved traits that are best suited to increasing adaptation in specific environments. The same trait can be highly adaptive in one environment and minimally adaptive in another.

Human Rights and Reformist Islam critiques traditional Islamic approaches to the question of compatibility between human rights and Islam and argues instead for their reconciliation from the perspective of a reformist Islam. The book focuses on six controversial case studies: religious discrimination; gender discrimination; slavery; freedom of religion; punishment of apostasy; and arbitrary or harsh punishments. Explaining the strengths of structural ijtihad, Mohsen Kadivar’s approach is based on the rational classification of Islamic teachings as temporal or permanent on the one hand, and four criteria of being Islamic on the other: reasonableness, justice, morality and efficiency. In the book, all of the verses of the Qur’an and the Hadith that are problematic in relation to human rights are abrogated rationally according to these criteria. The result is a powerful, solutions-based argument based on reformist Islam – providing a scholarly bridge between modernity and Islamic tradition in relation to human rights. The International Bar Association (IBA) Rules on the Taking of Evidence, first issued in 1999, were designed as a tool for parties and for arbitrators to promote ‘an efficient, economical, and fair process for the taking of evidence in international arbitration’. Article 3 of these Rules, concerning the taking and presentation of documentary evidence, is arguably the central provision given the important role played by documentary evidence in international arbitral proceedings compared to other means of evidence. However, disputing parties often debate the practical application and interpretation of Article 3-particularly relating to Article 3.3, which sets forth the positive requirements that a party must meet when submitting a request to produce documents that are in the control of an opposing party (a ‘Request to Produce’). This chapter explores the most debated criteria of Article 3.3 in order to identify the characteristics of a well-drafted Request to Produce. Meeting the Article 3.3 requirements will assist a party in advancing its case by obtaining the production of vital and specific documents in an adversary’s possession. Abstract:
Hard coal mining is characterised by features that pose numerous challenges to its current operations and cause strategic and operational problems in planning its development. The most important of these include the high capital intensity of mining investment projects and the dynamically changing environment in which the sector operates, while the long-term role of the sector is dependent on factors originating at both national and international level. At the same time, the conditions for coal mining are deteriorating, the resources more readily available in active mines are being exhausted, mining depths are increasing, temperature levels in pits are rising, transport routes for staff and materials are getting longer, effective working time is decreasing, natural hazards are increasing, and seams with an increasing content of waste rock are being mined. The mining industry is currently in a very difficult situation, both in technical (mining) and economic terms. It cannot be ignored, however, that the difficult financial situation of Polish mining companies is largely exacerbated by their high operating costs. The cost of obtaining coal and its price are two key elements that determine the level of efficiency of Polish mines. This situation could be improved by streamlining the planning processes. This would involve striving for production planning that is as predictable as possible and, on the other hand, economically efficient. In this respect, it is helpful to plan the production from operating longwalls with full awareness of the complexity of geological and mining conditions and the resulting economic consequences. The constraints on increasing the efficiency of the mining process are due to the technical potential of the mining process, organisational factors and, above all, geological and mining conditions. The main objective of the monograph is to identify relations between geological and mining parameters and the level of longwall mining costs, and their daily output. In view of the above, it was assumed that it was possible to present the relationship between the costs of longwall mining and the daily coal output from a longwall as a function of onerous geological and mining factors. The monograph presents two models of onerous geological and mining conditions, including natural hazards, deposit (seam) parameters, mining (technical) parameters and environmental factors. The models were used to calculate two onerousness indicators, Wue and WUt, which synthetically define the level of impact of onerous geological and mining conditions on the mining process in relation to: —— operating costs at longwall faces – indicator WUe, —— daily longwall mining output – indicator WUt. In the next research step, the analysis of direct relationships of selected geological and mining factors with longwall costs and the mining output level was conducted. For this purpose, two statistical models were built for the following dependent variables: unit operating cost (Model 1) and daily longwall mining output (Model 2). The models served two additional sub-objectives: interpretation of the influence of independent variables on dependent variables and point forecasting. The models were also used for forecasting purposes. Statistical models were built on the basis of historical production results of selected seven Polish mines. On the basis of variability of geological and mining conditions at 120 longwalls, the influence of individual parameters on longwall mining between 2010 and 2019 was determined. The identified relationships made it possible to formulate numerical forecast of unit production cost and daily longwall mining output in relation to the level of expected onerousness. The projection period was assumed to be 2020–2030. On this basis, an opinion was formulated on the forecast of the expected unit production costs and the output of the 259 longwalls planned to be mined at these mines. A procedure scheme was developed using the following methods: 1) Analytic Hierarchy Process (AHP) – mathematical multi-criteria decision-making method, 2) comparative multivariate analysis, 3) regression analysis, 4) Monte Carlo simulation. The utilitarian purpose of the monograph is to provide the research community with the concept of building models that can be used to solve real decision-making problems during longwall planning in hard coal mines. The layout of the monograph, consisting of an introduction, eight main sections and a conclusion, follows the objectives set out above. Section One presents the methodology used to assess the impact of onerous geological and mining conditions on the mining process. Multi-Criteria Decision Analysis (MCDA) is reviewed and basic definitions used in the following part of the paper are introduced. The section includes a description of AHP which was used in the presented analysis. Individual factors resulting from natural hazards, from the geological structure of the deposit (seam), from limitations caused by technical requirements, from the impact of mining on the environment, which affect the mining process, are described exhaustively in Section Two. Sections Three and Four present the construction of two hierarchical models of geological and mining conditions onerousness: the first in the context of extraction costs and the second in relation to daily longwall mining. The procedure for valuing the importance of their components by a group of experts (pairwise comparison of criteria and sub-criteria on the basis of Saaty’s 9-point comparison scale) is presented. The AHP method is very sensitive to even small changes in the value of the comparison matrix. In order to determine the stability of the valuation of both onerousness models, a sensitivity analysis was carried out, which is described in detail in Section Five. Section Six is devoted to the issue of constructing aggregate indices, WUe and WUt, which synthetically measure the impact of onerous geological and mining conditions on the mining process in individual longwalls and allow for a linear ordering of longwalls according to increasing levels of onerousness. Section Seven opens the research part of the work, which analyses the results of the developed models and indicators in individual mines. A detailed analysis is presented of the assessment of the impact of onerous mining conditions on mining costs in selected seams of the analysed mines, and in the case of the impact of onerous mining on daily longwall mining output, the variability of this process in individual fields (lots) of the mines is characterised. Section Eight presents the regression equations for the dependence of the costs and level of extraction on the aggregated onerousness indicators, WUe and WUt. The regression models f(KJC_N) and f(W) developed in this way are used to forecast the unit mining costs and daily output of the designed longwalls in the context of diversified geological and mining conditions. The use of regression models is of great practical importance. It makes it possible to approximate unit costs and daily output for newly designed longwall workings. The use of this knowledge may significantly improve the quality of planning processes and the effectiveness of the mining process.

This book presents computational interaction as an approach to explaining and enhancing the interaction between humans and information technology. Computational interaction applies abstraction, automation, and analysis to inform our understanding of the structure of interaction and also to inform the design of the software that drives new and exciting human-computer interfaces. The methods of computational interaction allow, for example, designers to identify user interfaces that are optimal against some objective criteria. They also allow software engineers to build interactive systems that adapt their behaviour to better suit individual capacities and preferences. Embedded in an iterative design process, computational interaction has the potential to complement human strengths and provide methods for generating inspiring and elegant designs. Computational interaction does not exclude the messy and complicated behaviour of humans, rather it embraces it by, for example, using models that are sensitive to uncertainty and that capture subtle variations between individual users. It also promotes the idea that there are many aspects of interaction that can be augmented by algorithms. This book deals with the issue of the quality of education systems by examining the key factors that influence learning outcomes, and by highlighting in a systemic way the determinants of this quality. I have shown the importance of considering the quality of learning outcomes as the ultimate and unavoidable objective of any education system that aims to be efficient and effective. I reviewed the theoretical bases that concern the politics, approaches and mechanisms of quality management applied to education. I developed a model called Elmandjra, which tries to explain the influence links that can exist between the inputs, the processes and the outputs of an education system, and how they must function to improve the quality of the learning outcomes. To answer the problem of the book, I compared the proposed model to the reality of the Moroccan educational system based on a research methodology that combines discussion within a focus group, and analysis of statistical data and results of international surveys concerning the Moroccan education system. The results of the work made it possible to establish a model for the quality of education systems comprising nine criteria. They also generated 52 indicators which use will enable other researchers to apply the model to the institutional assessment of education systems. I ended my book by presenting the conclusions on the state of the Moroccan education system that the exploitation of the Elmandjra model made it possible to draw, as well as by recommendations to improve the quality of the Moroccan education system, which other countries can to be inspired to improve theirs.

Background This report responds to a need to update the available information about incompatible living-donor kidney transplantation (LDKT) previously published in 2014 which, based on 14 case series and 1 cohort study, concluded that this type of transplants could be a therapeutic option with survival, graft and patient outcomes, adequate and similar to a compatible living-donor kidney transplant, however, these report only included ABO-incompatible information. Objective The purpose of the report is to provide updated evidence on effectiveness and safety in terms of graft survival and survival of patients undergoing incompatible LDKT. Method To answer the question a systematic review of the literature was carried out, by updating the structured searches of the previous existing report. The selection of the references was carried out first by title and abstract. Next, the full-text papers were selected by applying the inclusion and exclusion criteria, defined a priori, by a single researcher. In the same way, we proceeded to extract the data from the articles finally selected, and their synthesis in tables similar to those of the previous report, with special attention to the HLA incompatibility LDKT data, since no information was collected in the previous report. Results From 232 localized references, 35 papers on incompatible LDKT have finally been included, 16 with information on HLAi transplant patients and 19 with ABO incompatible transplant patients. In all cases, case series with or without a control group and a very limited number of patients were treated, only 1 study registered more than 1000 patients undergoing incompatible LDKT in 22 centers (Orandi et al. 2014) in the case of HLAi. The information on graft survival in patients undergoing HLA-incompatible LDKT at 1 year is between 90 % (Laftavi et al. 2011) and 100 % (Blumberg et al. 2013; Yamanaga et al. 2013), while the data recorded over five years survival were lower, from 69 % (Couzi et al. 2015) to 94.7 % (Jakson et al. 2015). The 1-year patient survival registered was found between 90.5 % by Sharif et al. 2014 and 100 % (Blumberg et al. 2013 and Laftavi et al. 2011). The 5-year patient survival recorded is in the range of 59.2 % (in one of the subgroups described by Orandi et al. ) when the other HLAi subgroup does offer similar figures to the rest of the studies, around 86 % survival and the 5-year value provided by Kim et al. which registered 95.8 %. In general, for LDKT with ABO incompatibility, the results of the previous review from 2012 are maintained, with a 1-year graft survival in ABOi-type living donor kidney transplants recorded in up to 8 of the 19 included studies and one 84 % minimum (Bachmann et al. 2018). For patient survival at 1 year, it is 100 % or very close in all the studies on ABOi and figures are high, but somewhat lower, for patient survival at five years (between 92 % of Melexopoulus et al. and 97.7 % from Subramanian et al.). Conclusions There is great variability in the information presented by the studies, so that it make difficult to group together. The quality of the evidence is very limited, as these are case series studies with a high risk of bias, many without a control group, and others with comparative cohort results (historical retrospectives). However, the results shown are consistent and the claims of the previous 2012 report are maintained. Graft survival and patient survival for patients undergoing HLA-incompatible LDKT are high and comparable to values offered by ABOi transplants and ABO compatible transplants. In the studies on LDKT with ABOi data, the results collected on both survival variables maintain the statements of the previous report, remaining at high values. A single localized study about economic efficiency aspects was carried out in the United States, the authors conclude that the LDKT can be an efficient option in terms of cost per QALY, although this conclusion is not directly transferable to our National Health System.

The aim of this book is to present the most important issues related to sustainable development (SD) and corporate social responsibility (CSR). They are discussed from a macro and micro perspective, both in the form of theoretical foundations of these concepts and practical examples of companies operating in Central and Eastern European countries that have implemented these ideas in their daily operations and translated them into corporate and functional strategies. The book consists of four parts. The first one is theoretical in its assumptions and is devoted to explaining the key concepts of sustainable development (SD) and corporate social responsibility (CSR). The authors describe the determinants of sustainable development in the contemporary world, including the most important ones, such as globalization, climate change, poverty, unlimited consumption, as well as limited access to natural resources - all in relation to the goals of sustainable development. The chapter also discusses the concept of corporate social responsibility (CSR), which is now recognized as the process by which business contributes to the implementation of sustainable development. How sustainable development (SD) and corporate social responsibility (CSR) are incorporated into the organization's strategies and influence the corporate strategy on the corporate and functional areas of the organization is presented in the last chapter of the first part of the e-book. The next part of the e-book helps readers understand the concepts of SD and CSR in the field of organizational strategy - in strategic management, and at the level of functional strategies—marketing, human resources, marketing research, accounting and operational management. The authors explain the reasons why companies need to consider the local and global perspective when setting SDGs, and the existence of potential conflicts within them. Taking into account the area of ​​marketing, the authors point to the increase in environmental and social awareness of all stakeholders, which translates into changes in the criteria for decision-making by managers and risk assessment. The issue of sustainability is also the subject of market research. Companies producing products and services, institutions dealing with environmental or consumer protection, scientists and students conduct many research projects related to, inter alia, much more. How to use secondary data for analysis and how to prepare, conduct, analyze and interpret the results of primary research in that area are discussed in detail in the next chapter of this section. The concept of SD also refers to the basic functions of human resource management (HRM)—recruitment, motivation, evaluation and control. They should take into account SD not only for the efficiency of the organization and long-term economic benefits, but also for ethical reasons. Thanks to the SHRM, the awareness and behavior of the entire organization can strongly express sustainable goals in the planning and implementation of the overall corporate strategy. The growing importance of the idea of ​​SD and the concept of CSR also resulted in the need for accounting and finance to develop solutions enabling the provision of information on the methods and results of implementing these concepts in entities operating on the market. This part of the book also examines manufacturing activities in the context of sustainability. As a result, many problems arise: waste of resources, mismanagement, excessive energy consumption, environmental pollution, use of human potential, etc. The chapter presents such concepts as: zero-waste, lean-manufacturing, six-sigma, circular production, design and recycling products in the life cycle as well as ecological and environmentally friendly production. The next two parts of the e-book contain examples of companies from Central and Eastern Europe that used SD goals in their strategies, questions and tasks for readers.

Abstract:
At the end of 2019 the world became aware of the existence of a new virus stemming from the Coronaviridae family and causing a specific disease – COVID-19. In less than three months, the virus and its consequences, developed from being a local public health problem in China to a daunting global problem we all had to face. On March 11, 2020 the World Health Organization (WHO) declared a pandemic of COVID-19. On the international scale, even in Bosnia and Herzegovina (BiH), the response of the professionals and scientists has been rapid, although not always consistently efficient enough. Despite the selfless cooperation of scientists and practitioners worldwide, countries with developed economies, good public health and a strong scientific system have had the advantage in the fight against the disease over developing countries. Despite the fact that by these criteria BiH is not one of the most resilient countries, so far, its response to the pandemic has seemed to be satisfactory. The Academy of Sciences and Arts of Bosnia and Herzegovina (ANUBiH) was one of the first institutions of the science system to respond to the pandemic. On the initiative and under the leadership of academician Mirsada Hukić, on March 22, 2020 the development of the project "Epidemic Location Intelligence System (ELIS)" and its Geoportal began on a voluntary basis, with the task of permanently monitoring the spread of COVID-19. Theoretical and professional parts of the project in the areas of medicine, public health and informatics were completed by April 2, 2020. Thanks to the support to the project by the Chairman of the Presidency of Bosnia and Herzegovina, Mr. Šefik Džaferović, the expert system received additional hardware support and was filled in time with data from across the country. This enabled the system to become operational as early as on April 8, 2020. The results of all these efforts are visible in this publication. Initially, the ELIS project was important for the epidemiological and public health area. The abundance of collected data and obtained virus samples enabled the extension of the project idea to the sequencing of viruses found in BiH and their typology. The transition of research to the clinical aspects of COVID-19 is the next phase in the development of the ELIS project. ANUBiH has already started the work on examining the economic and pedagogical consequences of COVID-19 in order to look at this medical phenomenon in the broadest possible context. All the results of ANUBiH in response to the epidemic challenges of COVID-19 are achieved due to the synergistic action of numerous individuals and institutions in different fields of science and public health in cooperation with government. Therefore, I believe that the ELIS project has shown the way to go in solving the burning problems of our society which we will encounter in the future.
