Abstract:
One of the most popular item selection methods in the design of adaptive testing is Maximum Information Method. This method provides the items with the maximum information at a certain level of selecting ability. The lack of this method is rarely accurate in estimating the level of ability of the examinees at the beginning of the test and tends to select items with higher discrimination-parameter value than items with lower discrimination-parameter. It creates problem in maintaining item bank. Therefore, another method should be found. The objective of the study is to determine the performance of the application of the estimation method Balanced Efficiency Information (EBI) on the design of an adaptive test. This research was carried out through a simulation study in the setting of organizing the Open University final exams. Item bank for the purposes of simulation models based on 3 parameters Item Response Theory was contructed a total of 900 items were generated base on the ideal parameter of the item specifications. Two selection criteria items were simulated, namely Information Maximum and EBI Maximum. Those two criteria were also designed to meet the content balancing. This is to ensure that the algorithm is appropriate with the applicable UT modular learning, meaning items of each module were proportionally represented and suited the blueprint. The tests will be stopped at when the standard error of estimate ( standard error of estimation = SEE ) is 0.3.The study summarized that the algorithm of EBI was more accurate than the Maximum Information criteria in estimating performance capabilities of participants. This is indicated by the value of the bias and the standard deviation of EBI is smaller than Maximum Information criterias. Another advantage of the application of the EBI Maximum is optimally utilizing of the item bank. The items with low level of the discrimination-parameter will also be chosen at the begining of the test. The maximum information criterion is more efficient in terms of test length but less optimally of the item bank utilization. Aturan pemberhentian tes menggunakan kesalahan baku estimasi (standard error of estimation=SEE) sebesar 0,3.

Abstract:
Logical-methodological culture is a set of logical tools (techniques, methods, rules, laws, etc.) that a person or social group speaks. A person may possess some logical culture, even if he did not study logic. There is even an opinion that the ability to reason logically is inherent in people by nature. This view is mistaken. However, if the logical-methodological culture is not given to man by nature, how is it formed? They possess logical culture in the course of communication, learning, in the process of reading literature. Meeting repeatedly with various methods and reasoning and logical-methodological techniques, people gradually learn them and begin to understand which ones are correct and which are incorrect, which ones increase the efficiency of pedagogical work and which are not. The specified way of the formation of logical culture can be called “natural”. It is not the best, because people, not having studied logic, as a rule, do not possess these or other logical methods, and in addition, they have different logical culture that is not conducive to learning. The study of logic is the most productive way of forming and development of the logical-methodological culture of teachers. The article insists that the profession of the person imposes special requirements to the level of his logical and methodological culture. Because the goal of teachers is the dissemination of scientific knowledge, the article formulates the criteria of scientific character and scientific knowledge. The main criterias of scientific knowledge are expressions the meaning of which is known, using the techniques of clarification of terms, the distinction between empirical and theoretical knowledge, etc.

Abstract:
The authors in the research article consider benchmarking as an effective management tool. This method usually is used in marketing, marketing research, but benchmarking can also be used to increase the economic efficiency of financial management of the company. The article identifies the principles and peculiarities of benchmarking analysis, the authors propose new stages of benchmarking on the basis of generalization of approaches of different researchers for this issue. Researchers use methods such as cluster analysis, factor analysis, component analysis, regression analysis and discriminant analysis, because there is a need to divide the objects of research into separate groups according to the main strategic priorities. The authors choose discriminant analysis, which was performed using MS Excel software. Benchmarking analysis of financial security was conducted on three indicators - coverage ratio (from the group of liquidity indicators), concentration coefficient of equity (from the group of financial stability indicators)and ROS (from the group of profitability indicators). The sample of competing companies was formed, consisting of 15 joint-stock companies of Kyiv region and Kyiv with the main activity - construction of residential and non-residential buildings. Two sub-samples have been identified, each containing 4 objects: the first group includes the best companies, where the threat of financial crisis is not high, while the second group includes the worst companies with inefficient financial management. Subsamples formation criterias are the maximum and minimum of the average value of three indicators. Efficiency of financial management, probability of financial crisis and getting of benchmarking companies in a particular group is determined according to the discriminant analysis with the help of an integrated indicator.

Abstract:
The layout applied on the production floor of the Department of Mechanic of PT. Jefta Prakarsa Pratama is not considered as an optimal layout. The reason triggered this optimal level, are some backtrack movements that reduce the effectiveness and efficiency of material handling activities. This research refers to two types of calculation methods. First, manual calculation, which is rectilinear distance measure. Second, computerized calculation, which is Quantitative Systems (QS) software. There are three critical criterias referenced in this research, i.e. straight flow of material, more minimal backtrack movement, and more minimal material moving distance. The iteration results using QS software are translated into block layout and then are made as a proposed layout. The rectilinear calculations performed manually are intended to calculate the total of material moving distance. The data processing obtained a re-layout solution which is more optimal for the production floor of the Department of Mechanic, because it could reduce backtrack distance by 75.28% and the material moving distance by 30.03%. The implementation of the proposed layout is expected to reduce the time of material moving activity on the production floor of the Department of Mechanic, so that the material moving process could run more effectively and efficiently.

Abstract:
In this research, novel genetic algorithm (nGA) is proposed for Bouc-Wen modle parameters esstimation for magnetorheological (MR) fluid dampers. The optimization efficiency is improved by modifying the crossover and mutation steps of a GA. In the crossover stage, the probability of reproducing offspring from the same parent (same mother and father chromosome) is done to be zero, which may happen in the standard GA, and the probability of a chromosome to be selected for mating is based on error rank weighting of the chromosomes. Additional fitness evaluation of chromosomes will take place in between the crossover and mutation steps to save the best chromosome found so far, which is not implemented in the standard genetic algorithm (GA). The model is validated by comparing its simulation output force ( Fsim) with experimentally generated MR damper force ( Fexp). The mean absolute error, standard deviation and number of generations for convergence are taken as a criterias for performance evaluation. With these ctriterias, the proposed novel GA outperform better than the other researches. The accuracy is improved by 46.67% compared to standard GA. The proposed novel GA for Bouc-Wen model parameter identification can be used for any MR damper control system with better accuracy.

This study aimed to evaluate the implementation of Good Manufacturing Practices (GMP) and Sanitation Standard Operating Procedure (SSOP) in bread processing of SMEs production. This research used observation methods, interviews, and questionnaires. Respondents in this research are supervisors and employees of “X” Bakery. The results of this study indicated that the GMP implementation achieved 58.3% and SSOP of 52.3%, implying this industry had been standing under a minimum of 60%. This industry had poor qualified of GMP and SSOP. Five aspects of GMP have be fulfilled, namely the location and environment, production equipment, process control, food labelling, and product recall. Although, nine elements that have not met, namely buildings and facilities, water supply, sanitation facilities and activities, pest control, employee health, storage, supervision by the responsible person, employee documentation, and training. Furthermore, three aspects of SSOP have met, namely the prevention of cross-contamination, food protection, and labelling. There are five elements have not fulfilled SSOP criterias, namely the security of water, surface hygiene, sanitation facilities, and employee health control and pest prevention. The weakest indicator for each GMP and SSOP implementation are supervision and employee's health control respectively. Therefore, it was necessary to increase the employee's knowledge, the addition of supporting facilities, and production supervision to improve the implementation of GMP, SSOP, and sustainable production.

Abstract:
The concept of management the technical condition of fixed assets of the elevators facilities are considered. This concept summarizes the technical and economic measures for reliability and provides the ability to make decisions for improve the level of efficiency at all stages of their life cycle. According to the normative values of separate elements technical resources of fixed assets allocate separate groups which are subject to replacement in 10, 15 and 20 years. This allows to systematize the periodicity of technical impacts and optimize decisions on the further use of elevators facilities fixed assets before reaching the normative 25 years. That is to solve questions of expediency further use: repairing with prolongation of operation period, full modernization, renewal or utilization. The target function are considered in the article. This target function include costs of maintenance and scheduled and unscheduled repairs. According to the target function, the total cost of maintenance and repair of elevator fixed assets should be within the established minimum-expediency costs while ensuring the appropriate quality and available or practically possible resources. The decision of questions of renewal, prolongation of operation period by repairs or modernization of fixed assets conducted with account available volumes of financing, a level of a technical condition and service life. Modernization of elevator facilities fixed assets is the perspective way to bring the elevator’s industry from the crisis. During modernization of elevators the costs are reduced by 25-30% as opposed to replacement a new elevator. The economic, social and technical factors, wich needed for modernization the elevator facilities fixed assets are systematized. Deciding on the need to modernization the elevator fixed assets in the work is recommended to take into account two criterias of expediency. The first criteria of expediency of modernization is determined by the purpose of improvement quality rendering of services at the initiative of owners of elevators, consumers of services, etc. The second criteria of economic feasibility of modernization shows the difference in the cost of providing services to home tenats of basic and modernized fixed assets. The calculations shown that during the modernization of the base elevator, unlike the buying of a new one, it is possible to achieve in the cities of Ukraine an annual economic effect of more than 200 thousand UAH.

The relevance of the research is due to the fact, that a number of parts of marine vessels and structures must be made of corrosion-resistant steels. These are specialized stainless steels. They have a lot of chrome and nickel. It makes difficult to process blanks of details by metal-cutting tools. Its durability period is insufficient. The aim of the research is to increase the efficiency of turning such steels. Efficiency here means an increasing of the service life of a metal-cutting tool without decreasing of the processing performance and the quality of the machined surface of the detail. The software environment Deform was used as a method of the simulation research. Initial and output criterias have been developed for it. For this purpose, the software environment is adapted to the solving problem. As input parameters, the architecture of the coating is set, when applied to the hard-alloy material, an increase of the tool life is expected. The following results were obtained. Coatings for turning tools, providing the increase of the tool life to 2 or more times, were designed. The output. The setted goal has been achieved. The service life of the metal-cutting tool is increased to 2 or more times without decreasing of the processing performance and with an increase of the surface quality of the processed details.

Abstract:
t. Efficiency is the most important characteristic of purposeful systems, regardless of their nature – technical, economic, socio-political, organizational, etc. At the same time, various meanings are put into this concept. Another problem of understanding the essence and analyzing economic efficiency is the multiplicity of points of view based on which efficiency and effectiveness are assessed. Various definitions and performance criteria are discussed. The efficiency of the activity of one and the same economic entity may appear to be very different from the standpoint of minority and key shareholders, top managers and other employees, creditors, clients, the state (tax service), public organizations and society as a whole. Thisis due to the discrepancy between the goals and objectives of various participants in the socio-economic system, including those integrated into the business in question. Based on the analysis of various concepts, it seems appropriate to distinguish between two levels of efficiency: in the narrow and in the broad sense. Efficiency in the narrow sense (tactical) is assessed over a standard time interval; exclusively within the framework of financial indicators; without taking into account the strategic guidelines for the development of the subsystem and its interaction with the supersystem – economic, environmental, social. Efficiency in a broad sense (strategic) is assessed for a characteristic period by a set of indicators, including non-monetary values, taking into account the interaction with the supersystem. The final part of the article is devoted to the problem of assessing the efficiency of regional systems. Based on the simplest DEA-model with two inputs (the number of employees and the cost of fixed assets) and one output (gross regional product), an analysis of the Pareto efficiency of the regions of the South of Russia is carried out. The most efficient economy within the framework of this model is the economy of the gas producing Astrakhan region. The next group of effective regions is Krasnodar Region, Volgograd Region and the Republic of North Ossetia – Alania. The least effective are Sevastopol, the Republic of Crimea, the Chechen Republic and the Republic of Ingushetia.

Abstract:
Introduction. In modern conditions, the problem of setting the criteria for evaluating the effectiveness of the form tutors’ activity is becoming relevant in virtue of the importance of education and the absence of a unified methodology and techniques for evaluating the efficiency of the form tutor’s activity. The purpose of the study is to develop and substantiate the criterial framework for evaluating the efficiency of the form tutor’s activity. Materials and methods. A total of 230 form tutors from educational organisations representing 7 regions of the Russian Federation took part in the survey. The service record of 54% of the respondents was over 20 years, 30% – 11 to 20 years and 16% – less than 10 years. Methods: the key theoretical methods were system analysis, synthesis and generalisation of scholarly literature on the problem of developing the criteria and efficiency parameters of the form tutor’s activity, modelling the criterial framework of evaluation. The following was used as the main empirical methods: questioning of form tutors, method of observation, expert examination of the developed criterial framework. Results. A criterial framework for evaluation of efficiency of the form tutor’s activity, based on the selected theoretical and methodological foundations, was developed, being structured as three blocks: personality, process and efficiency. Certain criteria and of efficiency indicators were selected for each block with regard for the key invariant directions of the form tutor’s activity: work with the learner’s personality, learners’ stream, parents, subject teachers, social partners. It was revealed as a result of the empirical research that the most important component in the developed criterial framework, according to 41% of the respondents, is the efficiency block; it is followed in importance by the process block (39%) and the personality block (20%). The necessity to include invariant directions of the form tutor’s activity in each block was noted by 75% of the respondents. The rating results on the each block criteria showed that 67% of the respondents noted the foremost importance, when considering the processual aspect, of the criterion “Organisation and facilitation activity aimed at education and socialisation of learners in cooperation with all actors of the educational process” (KP-4); when considering the personality aspect, 75% of the respondents placed the criterion “Competence in organisational and pedagogical support of educational process” (KL-4) at the top. When assessing the criteria of the efficiency block, the respondents’ rating showed that 72% and 87% of the form tutors placed the criteria “level of cohesion of children’s team, parents, teachers, the staff, the level of development of children and adult community” (KR-6) and “level of learners’ mature experience as based on the system of values inherent in a Russian citizen” (KR-7), on the first place. Conclusions. The obtained results confirm the importance and necessity of creating a criterial framework that acts as an evaluation matrix of the form tutor’s activity efficiency. The personality, processes and efficiency aspects forming its basis take into account the complex of the form tutor’s invariant activity. The further research will be connected with the creation of methods for assessing efficiency of the form tutor’s activity and those related with automation of this process.

Abstract:
The Strategic Water Storage & Recovery (SWSR) Project in Liwa, Abu Dhabi is a leading and unique hydrogeology project in the world because of both its financial and scientific dimensions. The objective of the project is to store desalinized water in the local Liwa aquifer, to be able to supply water to Abu Dhabi in case of emergency. A total of 315 recovery wells have been drilled in pursuance of the scope of the SWSR project. Out of the total 315 wells, 25 wells met construction problems and were removed from the study. The remaining 290 wells have been analyzed using step drawdown tests (SDTs) and the model of Rorabaugh. This provided a large and unique database regarding the parameters of this model: linear aquifer-loss coefficient (B), non-linear well-loss coefficient (C) and the exponent p. Analysis of this exceptional data set revealed noteworthy and novel findings: (1) the range of the exponent p values is found to be very extensive, varying from 0.35 to 6.01. For comparison, the highest values of p given in the literature very seldom exceed 4; (2) p behaves like a lognormal variable; (3) parameters C and p are closely correlated. A semi-logarithmic diagram displays a linear relation of p vs. log C, with a determination coefficient R² = 0.83; (4) A graphical and tabulated procedure, termed General Well Efficiency Criteria, is proposed to assess well efficiency. Given the very wide range of p values implied in this procedure, it becomes possible thus to assess the efficiency of any well analyzed with an SDT. This study finally raises questions about Jacob’s model validity, which assumes that p is constant and equal to 2.
