Abstract:
The purpose of this study was to empirically examine two empirically examine two main areas of concern in selecting criteria for validation studies: the development of the criterion and the multiple criteria versus composite criterion debate. Evidence was found for the ability of the various weighting schemes used to generate composites that were statistically and conceptually different from one another. Knowledge of the nature of each composite, along with the multiple criteria approach, proved essential to understanding the composite criterion to the validation process. Selection and treatment of the criterion apparently consist of judgment and individual estimations.

Abstract:
In recent years, Sweden has adopted a criterion-referenced grading system, where the grade outcome is used for several purposes, but foremost for educational evaluation on student- and school levels as well as for selection to higher education. This thesis investigates the consequences of using criterion-referenced measurement for both educational evaluation and selection purposes. The thesis comprises an introduction and four papers that empirically investigate school grades and grading practices in Swedish upper secondary schools. The first paper investigates the effect of school competition on the school grades. The analysis focuses on how students in schools with and without competition are ranked, based on their grades and SweSAT scores. The results show that schools that are exposed to competition tend to grade their students higher than other schools. This effect is found to be related to the use of grades as quality indicators for the schools, which means that schools that compete for their students tend to be more lenient, hence inflating the grades. The second paper investigates grade averages over a six-year period, starting with the first cohort who graduated from upper secondary school with a GPA based on criterion-referenced grades. The results show that grades have increased every year since the new grading system was introduced, which cannot be explained by improved performances, selection effects or strategic course choices. The conclusion is that the increasing pressure for high grading has led to grade inflation over time. The third paper investigates if grading practices are related to school size. The study is based on a similar model as paper I, but with data from graduates over a six-year period, and with school size as the main focus. The results show small but significant size effects, suggesting that the smallest schools (<300 students) are higher grading than other schools, and that the largest schools (>1000 students) are lower grading than other schools. This is assumed to be an effect of varying assessment practices, in combination with external and internal pressure for high grading. The fourth and final paper investigates if grading practices differ among upper secondary programmes, and how the course compositions in the programmes affect how students are ranked in the process of selection to higher education. The results show that students in vocationally oriented programmes are higher graded than other students, and also favoured by their programmes’ course compositions, which have a positive effect on their competitive strength in the selection to higher education. In the introductory part of the thesis, these results are discussed from the perspective of a theoretical framework, with special attention to validity issues in a broad perspective. The conclusion is that the criterion-referenced grades, both in terms of being used for educational evaluation, and as an instrument for selection to higher education, are wanting both in reliability and in validity. This is related to the conflicting purposes of the instruments, in combination with few control mechanisms, which affects how grades are interpreted and used, hence leading to consequences for students, schools and society in general.

Abstract:
This study concerns the relationship between student evaluation of instruction and student achievement in the field of management at the community college level. Purposes of the study were to determine the subjective student evaluation of instructor performance in introductory classes of management, student achievement in the class upon completion of the course, and the relationship between the student evaluation of instructor performance and student achievement in knowledge of the course. The population studied was all 10 sections of the Principles of Management course taught by 8 instructors at Del Mar College in Corpus Christi, Texas during the fall semester of 1988. A pretest-posttest design was used to determine student achievement scores. The College Board provided sufficient copies of two versions of the College Level Examination Program (CLEP) tests for Introduction to Management for the pretest and posttest. A special statistical technique using multiple regression was used to calculate an achievement score for each student that was adjusted for entry level knowledge. Student evaluations of instructor performance were paired with the achievement scores and grades students received from the instructor. Additional confidential demographic data was obtained about the students and the instructors. Major findings of the study concluded there is no significant relationship between the student achievement scores and student evaluation of instructor performance. There was a wide variance in correlation of student grades and student achievement scores when individual sections or individual instructors were examined. The overall correlation of grades and achievement scores was statistically significant and was the highest of any of the factors studied. The study recommends using more objective measures of student achievement in evaluating faculty performance.

Professional school counselors frequently use career interest inventories as part of a comprehensive guidance program to help students create a post-secondary school plan. The present study evaluates the validity of three commonly used interest inventories, the Myers-Briggs Type Indicator, Self-Directed Search, and Strong Interest Inventory on field of study choice for graduating high school seniors (N = 616) from a large, suburban high school in Texas. Students identified their intended postsecondary field of study category, were randomly assigned using stratification to three groups, and each group completed a different inventory. Group membership was evaluated to establish covariate balance on a wide variety of indicators. Data from each group was evaluated to determine the extent to which the inventory predicted the chosen field of study, as well as Other and Undeclared categories using logistic regression models. None of the inventory models suggest that the inventory accurately predicts Other or Undeclared outcomes. For students selecting intended postsecondary fields of study, the Self Directed Search predicts such outcomes better than other measures. Professional school and career counselors should consider the SDS in addition to narrative counseling strategies to add greater precision with career decision making among clients and students.

Abstract:
With theoretical foundations in welfare theory, the cost benefit analysis (CBA) technique is a powerful tool for assessing benefits particularly where markets do not exist or would fail (for example due to the existence of public goods) or have become potentially politically excluded (such as the health sector). Unlike other economic evaluation techniques, costs and benefits are measured in monetary terms allowing for comparisons within and between different sectors of the economy for resource allocation decisions. Using contingent valuation (CV) techniques, people's preferences for goods are determined by finding out what they would be willing to pay (WTP) for specified benefits or improvements; or accept (WTA), as compensation for withdrawal or loss of benefit. While the use of WTP methods has grown in other sectors, the uptake in health has been limited. A long-standing criticism is that stated WTP estimates may be poor indicators of actual WTP, calling into question their validity and the use of such estimates for welfare valuation. The aim of this thesis is to investigate the criterion validity of CV-WTP studies. A four-pronged approach including critical appraisals of the available literature and evidence on criterion validity and empirical analyses was adopted. The thesis established the scarcity in criterion validity assessments, particularly in the health sector and that evidence on the criterion validity of CV-WTP is more varied than authors are presenting. The variety in the methods used to assess and report criterion validity assessments is demonstrated. Further, the impact of the analysis of hypothetical WTP on criterion validity assessments and conclusions thereof is demonstrated. The empirical analyses further demonstrate the differences in predictions and predictors of WTP analyses, discussing the effect of these on criterion validity assessments and conclusions. Finally, the thesis offers suggestions for the reporting of criterion validity assessments, in efforts to improve the method.

Corrugated board is a composite sandwich type material used in the packaging industry worldwide. In the design of corrugated boxes, the stacking strength is an important design parameter. Current research shows that box failure is influenced by the flexural rigidities of the panel and its transverse shear rigidities. McKinlay proposed a new method to measure the MD transverse shear stiffness of corrugated board. This research was aimed at designing a fixture to perform the MD shear test and to evaluate its performance. In addition, the properties that influence box strength were to be investigated. These properties were then to be used in improved box strength predictions. It was found that the designed MD shear fixture was able to measure the transverse shear stiffness of corrugated board in the MD direction with a high degree of accuracy and reproducibility. This method was much easier to perform than the standard block shear test method and also much quicker. This was a very important factor considering the application of this testing method in a research and development environment. In addition, the stiffness test exhibited good possibilities for use as a quality control tool. Extensive testing showed that the material used in the manufacture of corrugated board had a strong influence on board and box strength. In addition, it was found that the separation of the faces in a corrugated board structure had an influence on the strength and stability of the box. Factors such as the manufacturing process and board structure were also found to have an effect on box strength. Box strength predictions were performed using the methods available in the literature. These predictions had good correlation with the experimental box compression values. It was shown that box strength can be accurately predicted from liner and fluting properties and this capability is an important tool in box strength design.

Individuals with autism often have deficient intraverbal repertoires. Previous research has found success in using a blocked trials procedure to facilitate discrimination training. A previous study (unpublished) from our laboratory extended this procedure to intraverbal training. The current study continued this line of research by exploring the outcomes of probing the criterion performance more frequently. Three children with autism, ages 7-13, participated. Eight question pairs were taught. One question was presented repeatedly until a specified number of consecutive correct responses occurred, then the other question was presented. Contingent on specific mastery criteria, the trial blocks were faded into smaller blocks until the questions were presented in quasi-random order. Between each step, a criterion probe was conducted to determine if further steps were necessary. The procedure has been successful for two of the three participants. Criterion probe performance showed that not all teaching steps were needed every time. The procedure may have facilitated acquisition over time, because the number of trials to mastery generally decreased over successive targets.

Problem. This study assessed the predictive validity of criterion-referenced tests in a military setting with cutoff scores set by the Angoff and conventional score-setting methods.;Procedure. Thirty-six instructors and thirty-six specialists assessed each test item for job relevance and the probability that a minimally competent person would answer each question correctly, resulting in a new test cutoff score. Intragroup variability and interrater reliability of judgments were calculated. Test predictive validity assessment compared classroom test scores, supervisory rating scores, and skill qualification test scores of 100 job performers based on the two score-setting methods. Sample sizes varied from 17 to 100. Behaviorally anchored rating scale was used to estimate soldier performance effectiveness. Hypotheses were tested using analysis of variance, a correlation procedure by Ebel, t-test, and Pearson Product-Moment correlation. Null was accepted or rejected at.05 level of significance.;Results. Findings follow: (1) intragroup variability and interrater reliability of judges' estimates were statistically significant; (2) strengths of correlation coefficients for classroom test scores (CTS) and supervisory rating scores (SRS) under Angoff method exceeded r values for scores under conventional method; (3) strength of correlation coefficient for CTS and skill qualification test (SQT) scores under conventional method exceeded r value for scores under Angoff method; (4) correlation coefficients for CTS and SRS were statistically significant for Angoff "accepts" but not for Angoff "rejects" in three of four job performance areas, and means of SRS of the two groups of job performers were significantly different; and (5) correlation coefficient for CTS and SQT scores was statistically significant for Angoff "accepts" but not for Angoff "rejects" and means of SQT scores of the two groups of job performers were significantly different.;Conclusions. The Angoff cutoff score-setting method provides an effective means for setting criterion-referenced test cutoff scores. The Angoff and present score setting methods yield significantly different test standards. The score derived by the empirical method is a better measure of minimum job requirements of an entry-level performer, thereby enhancing the predictive validity of the classroom test. Recommendations for future research are included.

Although classroom assessment is one of the most frequent practices carried out by teachers in all educational programs, limited research has been conducted to investigate the dependability and validity of criterion-referenced tests (CRTs). The main purpose of this study is to develop a criterion-referenced test for first-year Japanese university students in a general English program. To this end, four research questions are formulated: (a) To what extent do the criterion-referenced items function effectively?; (b) To what extent do the facets of persons, items, sections, classes, and subtests contribute to the total score variation in two CRT forms?; (c) To what extent are two CRT forms dependable when administered as pretests and posttests?; and (d) To what extent are two CRT forms valid when administered as pretests and posttests? Two CRT forms made up of vocabulary (k = 25), listening (k = 20), and reading (k = 25) subtests were administered to 249 students using a counterbalanced design. Criterion-referenced item analyses showed that most items were working well for criterion-referenced purposes. Both univariate and multivariate generalizability studies indicated that the most of the variance was accounted for by the interaction effect, followed by the items effect, and then by the persons effect. FACETS analyses showed the separation for all the facets accounted for in the analyses and showed that item separation was greater than person separation. This indicated that the students' ability estimates were similar due to their having taken a placement test, whose results were used to form proficiency-based classes. Both univariate and multivariate decision studies indicated that the CRT forms were moderately to highly dependable. The content validity of the CRT forms was supported because the test content was strongly linked to what was taught in class. The construct validity was supported mainly because a fair amount of score gain was observed. This study elucidates how the statistical analyses used in this study can be applied to CRT development, and how CRT development can be carried out as part of curriculum development.

Abstract:
This thesis examines the plight of the innocent person who has been wrongly convicted. It starts from the premise that such a fate is abhorrent and that the criminal justice system should have effective mechanisms in place to correct such errors. The Court of Appeal (Criminal Division) (CACD) has stated that it is not part of its function to consider ‘innocence’. Only the safety of a conviction is within its purview. The Criminal Cases Review Commission (CCRC) cannot correct an error itself, but can invite the CACD to consider doing so if it, CCRC, considers that there is a ‘real possibility’ of the CACD quashing the conviction. My hypothesis was that, in the light of these stated positions, neither the CACD nor CCRC does treat ‘innocence’ as a discrete criterion in determining appeals and applications respectively. I tested this hypothesis by examining CACD judgments delivered in 2009 and judgments on CCRC conviction referrals in the period 1997-2011. I examined 404 case files at CCRC. I found that neither body gave consideration explicitly to whether the applicant/appellant was ‘innocent’. I then considered whether ‘innocence’ could and should be an explicit consideration for either body. I argue that while ‘innocence’ could be designated a material consideration it should not be. The most important change that Parliament should make is to CACD’s application of the appeal test: that is the real obstacle for appellants who claim they are innocent. I propose that the CACD should be required by statute to receive fresh evidence more readily, and in some fresh evidence cases required to remit the case for retrial. Such changes would impact positively upon CCRC, which would then be able to refer more cases in which the applicant might be innocent.

"In the prediction of phenomenon behavior there is a presupposition that a similarity exists between model and phenomenon. Success of application is derived from that similarity. An example of this approach is the use of similarity conditions such as Reynolds number in flow problems or Fourier number in heat transfer problems. The advent of performance-based codes has opened up opportunities for many diverse avenues of fire model implementation. The reliability of models depends upon model correspondence uncertainty. Model correspondence uncertainty is incomplete and distorted information introduced into a simulation by a modeling scheme. It manifests itself as 1) the uncertainty associated with the mathematical relationships hypothesized for a particular model, and 2) the uncertainty of the predictions obtained from the model. Improving model implementation by providing a method for rank-ordering models is the goal of the Model Validity Criterion (MVC) method. MVC values can be useful as a tool to objectively and quantitatively choose a model for an application or as part of a model improvement program. The MVC method calculates the amount of model correspondence uncertainty introduced by a modeling scheme. Model choice is based upon the strategy of minimizing correspondence uncertainty and therefore provides the model that best corresponds to the phenomenon. The MVC value for a model is quantified as the sum of the length of two files. These files are individual measures of model structure correspondence uncertainty and model behavior correspondence uncertainty. The combination of the two uncertainty components gives an objective and structured evaluation of the relative validity of each model from a set of likely candidate models. The model with the smallest uncertainty files has the lowest MVC value and is the model with the most validity. Ultimately the value of such a method is only realized from its utility. Example applications of the MVC method are demonstrated. Examples evaluate the rank-ordering of plume physics options used within the computer zone model WPI-Fire when validated against upper layer temperature data from compartment-fire test scenarios. The results show how candidate models of a set may be discriminated against based on validity. These results are powerful in that they allow the user to establish a quantitative measure for level of model performance and/or choose the most valid model for an application."

Abstract:
This exploratory, mixed-design study investigates whether intelligibility is "enough," that is, a suitable goal and an adequate assessment criterion, for evaluating proficiency in the pronunciation of non-native English speaking graduate students in the academic domain. The study also seeks to identify those pronunciation features which are most crucial for intelligible speech.
Speech samples of 19 non-native English speaking graduate students in the Faculty of Education at McGill University were elicited using the Test of Spoken English (TSE), a standardized test of spoken proficiency which is often used by institutions of higher learning to screen international teaching assistants (ITAs). Results of a fined-grained phonological analysis of the speech samples coupled with intelligibility ratings of 18 undergraduate science students suggest that intelligibility, though an adequate assessment criterion, is a necessary but not a sufficient condition for graduate students to instruct undergraduate courses as teaching assistants, and that there is a threshold level (i.e., minimum acceptable level) of intelligibility that needs to be identified more precisely. While insights about the features of pronunciation that are most critical for intelligibility are inconclusive, it is clear that intelligibility can be compromised for different reasons and is often the result of a combination of "problem areas" that interact together.
The study has some important implications for ITA training and assessment, for the design of graduate student pronunciation courses, and for future intelligibility research. It also presents a first step in validating theoretical intelligibility models which lack empirical backing (e.g., Morley, 1994).

Employee selection research identifies and makes use of associations between individual differences, such as those measured by psychological testing, and individual differences in job performance. Artificial neural networks are computer simulations of biological nerve systems that can be used to model unspecified relationships between sets of numbers. Thirty-five neural networks were trained to estimate normalized annual revenue produced by telephone sales agents based on personality and biographic predictors using concurrent validation data (N=1085). Accuracy of the neural estimates was compared to OLS regression and a proprietary nonlinear model used by the participating company to select agents.

This thesis investigates the problem of model identification in a Vector Autoregressive framework. The study reviews the existing research, conducts an extensive simulation based analysis of thirteen information theoretic criterion (IC), one of which is a novel derivation. The simulation exercise considers the evaluation of seven alternative error restricted vector autoregressive models with four different lag lengths. The quality of the processes involved in language regeneration strategy formation is critical to the creation of an effective language regeneration strategy and this, in turn, is critical to the achievement of successful language regeneration outcomes. The overall aim of this research project was to evaluate, using a range of effectiveness criteria, the processes involved in the creation of a marae-based te reo Māori regeneration strategy in the hope that others involved in similar projects in the future would benefit and in the hope that the Whakamārama whānau will themselves derive benefit from it in reviewing what has already been achieved. In Chapter 1, the background to the research project and its rationale are outlined and the research questions and research methods are introduced. Chapter 2 provides a critical review of selected literature in the area of strategic planning aspects of language regeneration and relevant aspects of mātauranga Māori. Using an ethnographic approach, the processes and immediate outcomes (in terms of a survey report and a regeneration plan for Whakamārama marae) of the language regeneration project are outlined in Chapter 3. In Chapter 4, effectiveness criteria are derived on the basis of the literature review in Chapter 2. These include criteria relating to leadership, participation, Kaupapa Māori values, environmental analysis and outcomes. The criteria are then applied to the analysis and evaluation of the processes and outcomes outlined in Chapter 3 in order to identify their strengths and weaknesses. The overall conclusion is that Whakamārama's language regeneration activities to date can be regarded as successful in many ways, including the fact that they have resulted in the production of high quality documentation that is widely appreciated by the whānau in the form of a maraebased language survey and a marae-based te reo Māori regeneration plan. Working voluntarily and often under difficult circumstances, core group members demonstrated that they possessed the essential characteristics of commitment, motivation and determination, in addition to the willingness and ability to use existing skills and knowledge effectively and to develop further skills and knowledge as the project proceeded. Perhaps most important, they developed a caring and effective working culture. However, the weaknesses of the project included a lack of preparation and planning prior to the commencement of the project which resulted in a build up of work at a number of stages. This, in turn, lead to delays in producing outcomes and some loss of momentum. It also led, indirectly, to the views of two or three members of the core group being overrepresented in the reo plan goals. The information and analysis provided here have relevance to any language community involved in micro-level language regeneration activities of a similar type. It is hoped therefore that this thesis may help others to not only avoid the problems experienced by the Whakamārama whānau but also to benefit from their successes.

The demand for innovative end users of information technology is increasing along with the proliferation of computer equipment within the workplace. This has resulted in increasing demands being made upon educational institutions responsible for the education of computer end users. The demands placed upon the teachers are particularly high. Large class groups and limited physical resources make the task especially difficult. One of the most time consuming, yet important, tasks is that of student evaluation. To effectively assess the practical work of information technology students requires intensive study of the storage media upon which the students'efforts have been saved. The purpose of this study was to assess the suitability of criterion-referenced testing techniques applied to the evaluation of end user computing students. Objective questions were administered to the students using Question Mark, a computer-managed test delivery system which enabled quick and efficient management of scoring and data manipulation for empirical analysis. The study was limited to the classroom situation and the assessment of primary spreadsheet skills. In order to operate within these boundaries, empirical techniques were used which enabled the timeous analysis of the students' test results. The findings of this study proved to be encouraging. Computer-mediated criterion-referenced testing techniques were found to be sufficiently reliable for classroom practice when used to assess primary spreadsheet skills. The validation of the assessment technique proved to be problematic because of the constraints imposed by normal classroom practice as well as the lack of an established methodology for evaluating spreadsheet skills. However, sufficient evidence was obtained to warrant further research aimed at assessing the use of computer-mediated criterion-referenced tests to evaluate information technology end user learning in situations beyond the boundaries of the classroom, such as a national certification examination.

New Spanish versions of the Minnesota Multiphasic Personality Inventory-2 (MMPI-2) and the Personality Assessment Inventory (PAI) were assessed with the Spanish translation of the Diagnostic Interview Schedule (DIS) as the gold standard. Findings from categorical and dimensional analyses suggest that, although the degree of diagnostic concordance of both measures with the DIS was found to be moderately high, the MMPI-2 clinical scales yielded greater specificity but lower sensitivity than the PAI scales on two of four diagnostic categories (i.e., Major Depression, and Schizophrenia). Both measures failed to correctly diagnose Anxiety Disorders, while the MMPI-2 also showed poor diagnostic accuracy with Alcohol Dependence.

In Sweden, the rock mass is commonly used for construction of tunnels and caverns. The rockmass is also used as a foundation for large structures such as bridge abutments and dams. Forthese structures, the understanding of the rock mechanical properties play a key role for reachingan acceptable safety level and minimizing cost. One of the properties that has a high uncertaintyis the shear strength of rock joints. These rock joints constitute the weakest link in the rock massand often govern it´s strength. The uncertainty lies in the amount of factors that affect the shearstrength such as the degree of weathering, the matedness, the roughness of the surface and thescale. Various authors have tried to develop a failure criterion that can predict the peak shearstrength of rock joints and takes into account the influence of the various factors.The aim of this thesis is to evaluate the ability of the newly developed Casagrande et al.criterion to determine the peak shear strength for perfectly mated and natural rock joints withdifferent degrees of matedness. All samples analyzed in this thesis have been scanned andcustomized to run in the programmed version of the Casagrande et al. criterion. This iterativeprocess will stop as the application reach the apparent dip angle where the total shearing force issmaller than the total sliding force. This angle combined with the basic friction angle gives thepeak friction angle for calculations of the peak shear strength.The result show that the Casagrande et al. criterion can predict the peak shear strength forperfectly mated joint. However, for the natural rock joint, as the degree of matedness decreases,the accuracy of the prediction of the peak shear strength decreases. The conclusion of this studyis that the Casagrande’s criterion cannot determine the peak shear strength of natural rock jointsand that further development of the Casagrande et al. criterion is needed taking this parameterinto account.

En av de egenskaper som har stor osäkerhet är skjuvhållfastheten förbergsprickor. Osäkerheten ligger i de många faktorer som påverkar skjuvhållfastheten, såsomgraden av vittring, passning, ytans råhet och skala. Olika författare har försökt att anpassa ettbrottkriterium för bergsprickor som tar hänsyn till faktorernas inflytande och som kan användastill att uppskatta den maximala skjuvhållfastheten.Syftet med detta examensarbete är att utvärdera förmågan hos det nyligen utveckladebrottkriteriet av Casagrande et al. att bestämma den maximala skjuvhållfastheten för perfektpassade sprickor och naturliga sprickor med olika grad av passning. Alla prover i detta arbetehar skannats in och anpassats för att köras i den programmerade algoritmen som beräknar denmaximala skjuvhållfastheten enligt kriteriet av Casagrande et al.. Kriteriet använder sig av eniterativ process som pågår tills algoritmen når den vinkel där den totala skjuvkraften är mindreän den totala glidkraften. Denna vinkel kombinerad med sprickans basfriktionsvinkeln ger denmaximala friktionsvinkeln för beräkning av skjuvhållfastheten.Resultaten visar att Casagrande et al. kan förutspå den maximala skjuvhållfastheten förperfekt passade sprickor. När passningsgraden minskar för naturliga bergsprickor minskar kriterietsförmåga att prediktera den maximala skjuvhållfastheten. Slutsatsen från detta arbete äratt kriteriet av Casagrande et al. kan prediktera skjuvhållfastheten för perfekt passade sprickormen saknar förmågan att beakta inverkan från passning, vilket leder till att skjuvhållfasthetenöverskattas om kriteriet användas på naturliga sprickor som inte är perfekt passade. Fortsattforskning krävs för att vidareutveckla kriteriet så att graden av passning kan beaktas.

O presente estudo pretendeu, por meio de uma abordagem qualitativa investigar quais os critérios utilizados pelas professoras das pré-escolas públicas do município de Osasco para promover alunos com necessidades educacionais especiais, assim denominados por apresentarem deficiência intelectual, de uma fase para outra e após essa etapa de escolarização. O suporte teórico fundamentou-se na legislação educacional nacional, estadual e municipal, além de produções de autores renomados na área sobre educação infantil, educação especial e avaliação da aprendizagem. Utilizaram-se, também, documentos internacionais que subsidiaram a elaboração de legislação nacional referente ao atendimento de pessoas com necessidades educacionais especiais. Foram selecionadas duas escolas, uma na zona Norte e outra na zona Sul do referido município. Fizeram parte da amostra cinco professoras e cinco alunos que se encaixavam no objetivo da pesquisa. Para complementar os dados coletados junto às professoras, foram entrevistadas também as ex-diretoras das escolas, assim como especialistas da Equipe de Apoio Interdisciplinar. Da análise das entrevistas, verificou-se que as professoras apontaram a idade como sendo critério para promoção dos alunos, tanto de uma fase para outra, como após a pré-escola. Contudo, em alguns casos, os alunos permaneciam por mais tempo na pré-escola o que era justificado pelas necessidades específicas apresentadas por eles e a permanência nessa etapa por mais tempo era avaliada, nesses casos, como benéfica para seu desenvolvimento e aprendizagem. A partir dos dados coletados, verificou-se que as escolas que fizeram parte da amostra da pesquisa adotam, para a quase totalidade dos alunos, a concepção de avaliação utilizada na Lei de Diretrizes e Bases da Educação (Lei nº 9394/96) para a educação infantil, não tendo, assim, finalidade de promoção nem mesmo para acesso ao ensino fundamental.
This study aimed, using a qualitative approach, to investigate which criterion were used by the preschool teachers in public schools in the municipality of Osasco to promote students with special needs, so called for presenting intellectual deficiency, from one phase to another and after this stage of education. The theoretical support was based on the national, state and municipal educational legislation, besides the productions of famous authors in the area on preschool education, special education and evaluation of learning. It was also used international documents that helped the development of the national legislation about attention to people with special educacional needs. Two schools, one in the North zone and another one in the South zone of the city that had been selected. Five teachers and five students, who fit in the objective of the research, had been part of the sample. The formerdirectors of the schools had also been interviewed, as well as specialists of the Equipe de Apoio Interdisciplinar to complement the data collected from the teachers. From the analysis of the interviews, it was verified that the teachers had pointed the age as the criterion of student´s promotion from one phase to another and after preschool. However, in some cases the students remained for more time in the preschool, what was justified by the student´s specific needs and their longer permanence at this stage was evaluated as beneficial to theis development and learning. From the collected data, it was verified that the schools that had been part of the sample of the research adopt, for almost all students, the conception of evaluation used in Lei de Diretrizes e Bases da Educação (Law nº 9394/96) to early childhood education, so it does not have the purpose of promotion, nor the access to primary school.

Scene understanding is a central field in computer vision that attempts to detect objects in a scene and reason about their spatial, functional and semantic relations. While many works focus on things (objects with a well-defined shape), less attention has been given to stuff classes (amorphous background regions). However, stuff classes are important as they allow to explain many aspects of an image, including the scene type, thing classes likely to be present and physical attributes of all objects in the scene. The goal of this thesis is to restore the balance between stuff and things in scene understanding. In particular, we investigate how the recognition of stuff differs from things and develop methods that are suitable to deal with both. We use stuff to find things and annotate a large-scale dataset to study stuff and things in context. First, we present two methods for semantic segmentation of stuff and things. Most methods require manual class weighting to counter imbalanced class frequency distributions, particularly on datasets with stuff and thing classes. We develop a novel joint calibration technique that takes into account class imbalance, class competition and overlapping regions by calibrating for the pixel-level evaluation criterion. The second method shows how to unify the advantages of region-based approaches (accurately delineated object boundaries) and fully convolutional approaches (end-to-end training). Both are combined in a universal framework that is equally suitable to deal with stuff and things. Second, we propose to help weakly supervised object localization for classes where location annotations are not available, by transferring things and stuff knowledge from a source set with available annotations. This is particularly important if we want to scale scene understanding to real-world applications with thousands of classes, without having to exhaustively annotate millions of images. Finally, we present COCO-Stuff - the largest existing dataset with dense stuff and thing annotations. Existing datasets are much smaller and were made with expensive polygon-based annotation. We use a very efficient stuff annotation protocol to densely annotate 164K images. Using this new dataset, we provide a detailed analysis of the dataset and visualize how stuff and things co-occur spatially in an image. We revisit the question whether stuff or things are easier to detect and which is more important based on visual and linguistic analysis.

Test coverage criteria introduces metrics to measure the adequacy of a test suite as well as defined rules for performing software testing. This makes it possibly to formally define requirements for testing in various industries where software quality is essential, such as in aviation. This bachelor thesis aims to study the effectiveness of 11 different coverage criteria in two ways. Firstly how effective they are at finding faults and secondly their cost effectiveness. Test cases were created for each individual criteria for three different programs. The effectiveness of these test cases was then measured using mutation analysis. The results revealed that the scale of the experiment was too small to truly draw any conclusions regarding effectiveness. It was however shown that due to the “test noise” effect, the effectiveness of the test criteria can differ notably. It was also shown that test coverage criteria alone may not be sufficient in order to perform efficient testing.

The income evaluation is one of the basic methods to establish a price of a real estate. It deals with a discount rate. But there is any obligatory methods how to establish the discount rate. The principle of yield property valuation method is the determination of future net profits transferred to the present value. The amount of the discount rate is affected by the large amount of criteria that take into account the risks associated with the property. The risk represents the financial loss which the owner of real estate created if the immovable thing ceased to produce such income, which is calculated in the valuation. But at present experts the risks associated with the real estate does not quantify and discount rate is determined mostly by the professional estimate. The main aim of the Ph.D. Theses is to propose a methodology to more accurately determine the discount rate. This methodology will be based on the free risk rate and risk premiums. The free risk rate shall be determined on the basis of income on government bonds, which are considered the least risky asset. Risk premiums will reflect the technical quality of the property, economy of real estate and legal level of real estate through eleven criteria. The discount rate could be by this methodology simply calculated using the software support of Microsoft Excel.

The purpose of the study was to determine if teacher appraisal instruments used in Indiana public schools contained teacher performance criteria identified by teaching effectiveness researchers. Student scores from the 1986 Indiana Basic Competency Skills Test were examined to determine the relationship to the use of teaching effectiveness criteria on teacher evaluation instruments, per pupil expenditure, and other selected variables.A questionnaire was mailed to each Indiana public school superintendent along with a request to return the teacher evaluation instrument currently being used. Each evaluation instrument was judged to determine the percent of teacher evaluation criteria matching the twenty effective teaching criteria identified by Manatt and Stow. Data obtained from the questionnaire and teacher evaluation instruments were analyzed using frequency tabulations, percentages, and statistical treatment. The Spearman Rank Order of Correlation and the Kruskal-Wallis one-way analysis of variance were used to determine significance between student test scores, effective teaching criteria and selected variables. P=<.05 was used as the statistical measure to determine the level of statistical significance.Among others, the following conclusions were drawn:1. There is no significant difference between student achievement scores on the Indiana Basic Competency Skills Test and school corporations having a higher or lower percentage of research-based criteria on teacher evaluation instruments, except in 6th grade Math.2. There is no significant difference between student achievement scores and school corporations spending more or fewer dollars per pupil.3. Students from school corporations with larger student enrollments score significantly lower on the Indiana Basic Competency Skills Test.

The tools and methods used to evaluate complex systems in terms of human systems integration (HSI) include software, hardware, models, simulations, processes, and techniques. Hundreds of such tools currently exist to evaluate complex HSI systems, and the number is continuously growing. Many HSI tools are developed in research settings, or in an ad-hoc fashion to meet specific project goals. As such, there is no standard repository of HSI tools. Additionally, as HSI systems become more complex and the number of HSI dimensions in which decision-makers evaluate systems continues to grow, the HSI cost-benefit trade space that explores the costs and benefits of a system on the HSI dimensions expands. Therefore, it becomes more difficult for decision-makers to determine if and to what degree a system meets their specific HSI criteria. Engineers, managers, and other decision-makers often have to evaluate complex HSI systems, such as the case of acquisitions in which decision-makers need to rate and compare particular systems. Since there are hundreds of tools that currently exist to evaluate the HSI aspects of systems, decision-makers may not be familiar with all of them. Additionally, with the HSI cost-benefit trade space continually expanding, decision-makers need a way to reduce the number of HSI tools, or downs elect, from the hundreds of HSI tools to a smaller set of desirable tools. This smaller set of desirable tools is defined by users' criteria, which is often vague and ambiguous. This research investigates the visualization techniques of such downselection tools and how the visual representation of information impacts the decisions of decision-makers. The results of this work show that salient information biases decision-makers' decisions when using decision support tools (DSTs). Also, information aggregation did not appear to have an effect on decision-makers' level of automation bias when using decision support tools. There did not appear to be any correlation between decision-makers' trust in DSTs and the extent to which they rely on the results presented in those tools. Additionally, decision-makers' perception of the ease of use of DSTs is correlated with their trust in those tools, although there appeared to be an influence of age on users' perceptions of such tools. While this thesis focuses on the specific example of downselecting a database of HSI tools for a decision maker, the overall processes and research in this effort can generally be applied to any downselection from a large database of elements to a smaller set of desirable elements using both objective and subjective decision criteria of decision-makers.

Abstract:
Innovation outside the company’s core business is essential for any company in a fast-changing environment. Companies that want to engage in strategic innovation in order to embrace emerging opportunities need ways of managing the innovation process. There is currently limited research on how to select among and evaluate innovation proposals for emerging opportunities in the context of intrapreneurship. This master thesis investigates how an incumbent high-tech company that promote intrapreneurship uses criteria in the selection process of innovation proposals. The study conducts an embedded single-case study of the case company, referred to as Company A, by collecting qualitative data through archival documents and 19 semi-structured interviews. The study uses Christensen’s theory of disruptive innovation to analyse the results. Findings show that an incumbent high-tech company uses a set of criteria that is a mix of the previous findings in the context of new product development and external investors. The criteria utilized in the selection process are within the dimensions market and value, product and technology, operations and financials, corporate alignment, and team. The conducted interviews exposed that personal considerations constitute additional informal criteria for the evaluators, and much emphasis is put on the intrapreneur’s characteristics and presentation. Findings from the interviews suggest that criteria should be utilized less strict in the beginning of the process, which is supported by previous researchers. Criteria also contribute with transparency to the innovation process and can be used as guidelines for the innovator. Christensen’s theory contradicts the use of the criteria market size, corporate alignment and to validate the innovation with a customer because of the nature of emerging markets and technologies.
Innovation utanför företagets kärnverksamhet är viktigt för alla företag på en snabbt föränderlig marknad. Företag som vill satsa på strategisk innovation för att kunna ta tillvara på nya möjligheter behöver metoder för att kunna hantera innovationsprocessen. Detta examensarbete undersöker hur ett etablerat högteknologiskt företag som främjar intraprenörskap använder kriterier i urvalsprocessen att välja mellan olika innovationsförslag. Studien genomför en fallstudie genom att studera ett bolag, benämnt företag A, och samlar in kvalitativa data genom arkivdokument och 19 semistrukturerade intervjuer. Studien använder Christensens teori om disruptiv innovation för att analysera resultaten. Resultaten visar att det studerade högteknologiska företaget använder ett antal kriterier som stöds av tidigare forskares resultat inom området produktutveckling och externa investerare. Kriterierna som identifieras i studien är inom dimensionerna marknad och värdeskapande, produkt och teknik, företagsverksamhet och ekonomi, hur väl innovationen passar företaget och team. Intervjuerna avslöjade att personliga överväganden utgör ytterligare informella kriterier för de som utvärderar, som lägger stor vikt på intraprenörens egenskaper och presentation. Resultaten tyder på att kriterierna bör användas mindre strikt i början av processen, vilket stöds av tidigare forskning. Kriterier bidrar också till insyn i innovationsprocessen och kan användas som riktlinjer för innovatören. Christensens teori stödjer inte användningen av kriterierna marknadsstorlek, hur väl innovationen passar företaget och att verifiera innovationen med en kund på grund av osäkerhet kring framväxande marknader och nya teknologier.

Abstract:
The problem of the study was to establish valid criteria for evaluating health-related World Wide Web [WWW] sites. From a table of specifications, a pool of 39 items was developed into a Criteria List. A nine member jury of experts composed of professionals from the discipline of Library and Information Science was used to determine content validity of the items. The items on the Criteria List were sent to the expert panel of jurors for the first review. To determine which items would be retained, revised or eliminated, the items were subjected to both a quantitative and qualitative review. The revised Criteria List was then sent to the expert panel of jurors for the second review. Responses from the second review were also subjected to qualitative and quantitative analysis. However, this time the quantitative review included the use of the Content-Validity Ratio [CVR]. All items on the Criteria List that were not statistically significant at p <.05 were eliminated. The final Criteria List contained 27 items from the 39 originally proposed items.

E-health is an emerging field in the intersection of information systems, healthcare and business management, referring mainly to healthcare services delivered and enhanced through the use of information and communication technologies (ICT). In a broader sense, the term characterizes not only a technical development, but also a wider way of thinking, an attitude, and a commitment for a network to improve and connect provider, patients and governments. Such a network will be used to educate and inform healthcare professionals, managers and healthcare users; to stimulate innovation in care delivery and health system management; and to improve the healthcare system locally, regionally, and globally. The evaluation of e-health services in both theory and practice has proved to be important and complex. E-health evaluation will help achieve better user services utilization, justify the enormous investments of governments on delivering e-health services, and address the aspects that are hampering healthcare services from embracing the full potential of ICT towards successful e-health initiatives. The complexity of evaluation is mostly due to the challenges faced at the intersection of three areas, each well-known for its complexity; healthcare services, information systems, and evaluation methodologies. However, despite the importance of the evaluation of e-health services, literature shows that e-health evaluation is still in its infancy in terms of development and management. The aim of this research study is to develop, and assess a cross disciplinary evaluation framework for e-health services and to propose evaluation criteria for better user’s utilization and satisfaction of e-health services. The evaluation framework is criteria based, while the criteria are determined by an evaluation matrix of three elements, the evaluation rationales, the evaluation timeframes, and the evaluation stakeholders. The evaluation criteria have to be multi-dimensional as well as grounded in, or derived from, one or more specific perspectives or theories. The framework is designed to deal effectively with the challenges of e-health evaluation and overcome the limitation of existing evaluation frameworks. The cross disciplinary evaluation framework has been examined and validated by adopting an interpretive case study methodology. The chosen case study is NHS direct which is currently one of the largest e-health services in the world. The data collection process has been carried out by using three research methods; archival records, documentation analysis and semi-structured interviews. The use of multiple methods is essential to generate comparable data patterns and structures, and enhance the reliability of conclusions through data triangulation. The contribution of the research study is in bridging the gap between the theory and practice in the evaluation of e-health services by providing an efficient evaluation framework that can be applied to a wide range of e-health application and able to answer real-world concerns. The study also offers three sets of well-argued and balanced hierarchies of evaluation criteria that influence user’s utilization and satisfaction of e-health services. The evaluation criteria can be used to help achieve better user services utilization, to serve as part of e-health evaluation framework, and to address areas that require further attention in the development of future e-health initiatives.

The research draws up the first draft according to the literature, add and delete some content by expert’s interview, and with teachers’ pre-test of Kaohsiung County network management. After the factor analysis we get five constructs: fundamental factor, course content factor, the multimedia characteristic factor, interface design factor and feedback factor, the accumulation explained the variation quantity is 61.578%, and go on valid-relied test. Finally, we named it: "The scale of primary school website’s evaluation criterion ", it contain 35 items. The researcher takes the national primary school as the popular group, sampling 1/3 of these schools, A total of 431 surveys were returned.   We take one-way ANOVA and T-test to process data, after the analysis ,we discovered: the answers of information administrators, system analyst, information executive secretary and the information teacher in between regions, school scales, school types with five construct, show the result of ANOVA analysis is no-significant, and the difference of their answers is not big; T-test is significant, the analyzes from the mean value was able to explain most answers’ tendency is “important” and ”very important”. The research suggest: fundamental factor’s items can be add, like age, academic degree, period of service and so on, or explored levels of schools, changed research’s method.

The developments of universities in every country have turned toward higher education and generalization. Taiwan’s graduate education will also face a situation of an excess of supply over demand. Under this influence, how domestic universities should cope with the quality of the students, the development of school’s special attributes, and the establishment of their own independent characteristics remains the subject of which every domestic university must place importance on in the future. Therefore, this research took the evaluation index rank of domestic universities, and used the Co-plot method to differentiate into a few strategic groups, while establishing independent characteristics for every group. This research continued the guidelines established for MBA courses by the United States and Britain, and it used the same statistical methods. We used Taiwan’s public university, private university, and university of Technology as research subjects, and discussed the influences that the academic performance index,school internationalization index, and school evaluation index had on the strategic groups. This research selected 11 public, 7 private and 5 technology universities as the sample sources. Also, 6 academic performance indexes, 5 school internationalization indexes, and 5 school evaluation indexes were selected as the variable sources. There were several group types classified through the Co-plot analysis, and they could be used for describing the characteristics and correlations. The result revealed that the universities could be classified into four group types as follows: Group 1: Fund-supported type. Group 2: Internationalization- developed type. Group 3: Research-oriented type. Group 4: Skills and profession developed type. On the other hand, they could be classified into four conical clusters: “internationalization degree”, “the practice results and the research potential of the teachers “, “the distribution ratio of the students and teachers”, and “students’ funds”. Every group and cluster could represent different characteristics. After comparing with the groups established by the U.S. and Britain’s past researches, in the end, we gave a conclusion and concrete suggestions in order to increase the competitive advantages of our country’s universities in the future.
