<p>An increasing growth in the number of e-learning sites at universities and other educational institutions led to necessary of develop and adopt a standards element to assess these sites to ensure efficiency, rival, and educational quality. Therefore, this study proposed an assessment criterion to evaluate the e-learning sites as a guide for decision-makers in order to purchase and development e-learning sites in which these assessment criterions are commensurate with the learning process. An experts’ opinion from universities professors who specialize in the field of teaching in different Jordan universities have been considered in order to develop a proposed assessment criterion, the result shows that the assessment criterion to evaluate the e-learning sites has twenty six criterion under five main categorizes namely: website design, and scientific knowledge content, technical elements, operational elements and finally with credibility of information sites. Given that the proposed assessment criterion to evaluate e-learning sites is guide for students, teachers, owners and developers about the benefits of e-learning sites.</p>

The usual approach to language disorders relies on standardised evaluations in which pattern-tests characterise the subject's status according to the classical aphasiological typology. Those data are then analysed to support a traditional prevalent criterion for the distinction between "normal" and "pathological" linguistic performance, which is strictly focused on a quantitative approach. In the present study a method for evaluation and treatment of aphasia is proposed in which socio-cultural conditions are emphasised, in order to expand this conventional criterion as to encompass a qualitative (individualised) one. Although the methodology draws the attention, the results here obtained also point to the importance of re-evaluating what is presently considered as the most appropriate criterion for "normal" cognitive processes, particularly those related to language.

The brittle failure finite element method is widely used in arch dam safety evaluation, but it also has some problems, the concrete strength criterion is different, the dam failure range is different. This article first introduces brittle failure constitutive relation and three strength criterions, then takes a high arch dam as an example to compute, obtains some conclusions that the relative failure range of foundation plane corresponds to blaxial strength criterion is slightly bigger than the result of uniaxial strength criterion, is almost the same as the result of triaxial strength criterion. Because the influence of the third principal stress is compressed stress to the dam crack is taken into account under multiaxial strength criterion, therefore using multiaxial strength criterion is more reasonable.

Kernel is a key component of the support vector machines (SVMs) and other kernel methods. Based on the data distributions of classes in the feature space, this paper proposed a model selection criterion to evaluate the goodness of a kernel in multiclass classification scenario. This criterion is computationally efficient and is differentiable with respect to the kernel parameters. Compared with the k-fold cross validation technique which is often regarded as a benchmark, this criterion is found to yield about the same performance with much less computational overhead.

Abstract:
Cross-efficiency evaluation approaches and common set of weights (CSW) approaches have long been suggested as two of the more important and effective methods for the ranking of decision making units (DMUs) in data envelopment analysis (DEA). The former emphasizes the flexibility of evaluation and its weights are asymmetric, while the latter focuses on the standardization of evaluation and its weights are symmetrical. As a compromise between these two approaches, this paper proposes a cross-efficiency evaluation method that is based on two types of flexible evaluation criteria balanced on interval weights. The evaluation criteria can be regarded as macro policy—or means of regulation—according to the industry’s current situation. Unlike current cross-efficiency evaluation methods, which tend to choose the set of weights for peer evaluation based on certain preferences, the cross-efficiency evaluation method based on evaluation criterion determines one set of input and output weights for each DMU. This is done by minimizing the difference between the weights of the DMU and the evaluation criteria, thus ensuring that the cross-evaluation of all DMUs for evaluating peers is as consistent as possible. This method also eliminates prejudice and arbitrariness from peer evaluations. As a result, the proposed cross-efficiency evaluation method not only looks for non-zero weights, but also ranks efficient DMUs completely. The proposed DEA model can be further extended to seek a common set of weights for all DMUs. Numerical examples are provided to illustrate the applications of the cross-efficiency evaluation method based on evaluation criterion in DEA ranking.

The method also brings an influence on product design works in evaluating online. By the way of imposing weight on criterion after expert evaluation, it provides an approach for designer to learn more about how can a new product be assessed on computer screen. The weighting on criterion supports the new product design efficiently. Abstract:
The analysis of damage resulted from concentrated out-of-plane impact forces is a concern in case of fiber reinforced polymeric composite aerostructures. Thereby, it can be quantified in terms of resulting size/damage type by drop weight impact testing. The aim of the present research was to evaluate the impact response of CFRP laminates by FEA and experimental tests. For FEA, two failure criterions were used, energetic criterion and Tsai Wu criterion. In both modeling scenarios the laminate was fractured. In case of the energetic criterion it was observed a meandering crack along with internal delamination of the material plies, while in case of the Tsai Wu criterion the impactor passes through the specimen, destroying the impacted area. Experimental tests performed at 0.7 meters height and 33 J of impact energy showed that all material plies were visible damaged, but the impactor didn’t pass through all specimen thickness. Different damage modes were observed on the tested specimens, the impacted face of the specimen presented a combined damage consisting in large cracks with fiber breakage indentation/puncture and a dent while on the non-impacted side of the specimen splits, cracks and a small swelling were observed. Considering the results from FEA and experimental tests, it can be said that regarding the damage shape, the experimental results are in a good agreement with a combination of the results obtained from the two failure models of FEA.

The purpose of this study is to enhance the DeLone and McLean information system success by adding a SERVQUAL instrument to evaluate the service quality dimension. An integrated model for evaluating the information system has been proposed. One of the most popular multi criteria decision making techniques, namely AHP was used to determine the weights of each criterion and sub-criterion of the model in order to identify the most influential criterion on information system’s evaluation. System quality dimension has a strong influence on information system success (0.39) followed by information quality (0.22). The proposed model could be used to enhance information system performance evaluation.

Multicriteria group decision making (MCGDM) with different evaluation criterion sets is a special kind of MCGDM problem, where criterion sets considered by multiple experts may be different, while research concerning this issue is still relatively scarce. The objective of this paper is to develop a method for MCGDM with different evaluation criterion sets. In the method, according to different criterion sets, several criterion subsets are first constructed, where each criterion subset includes the criteria concerned by the same group of experts. Then, with respect to each criterion subset, a ranking of alternatives is determined by normalizing the decision matrix and calculating the ranking value of each alternative with respect to the criterion subset. Next, according to the ranking of alternatives with respect to each criterion subset, a ranking possibility matrix of alternatives with respect to the criterion subset is constructed. Further, the weight of each criterion subset is determined according to weights of the experts and weights of the criteria in the criterion subset. Moreover, an overall ranking possibility matrix is constructed by aggregating the ranking possibility matrices and weights concerning different criterion subsets, and the final ranking result of alternatives is determined by solving a linear assignment model, where the elements in the overall ranking possibility matrix are regarded as the benefits on assigning each alternative into different ranking positions. Finally, a numerical example is given to illustrate the use of the proposed method.

This article mainly puts forward a new type of criteria named ACS-DR that can rapidly to have an evaluation of compartment thermal comfort, which is based on the research of the international indoor air thermal comfort evaluation criteria of buildings. Using the common advanced fluid software STAR CCM+ to have a comparative study between the ACS-DR criterion and the PMV-PPD criterion, for the PMV-PPD criterion is widely used in the vehicle. The result of this study shows that ACS-DR criterion can be good meet with minibus cabin thermal environment comfort evaluation requirement, moreover, the ACS-DR criterion is more convenient and quick than the PMV-PPD criterion in the same condition environment. This can provide an advantage for engineers, while engaging in automobile development.

Abstract Through the institute of public procurement a considerable volume of financial resources is allocated. It is therefore in the interest of contracting entities to seek ways of how to achieve an efficient allocation of resources. Some public contract-awarding entities, along with some public-administration authorities in the Czech Republic, believe that the use of a single evaluation criterion (the lowest bid price) results in a more efficient tender for a public contract. It was found that contracting entities in the Czech Republic strongly prefer to use the lowest bid price criterion. Within the examined sample, 86.5 % of public procurements were evaluated this way. The analysis of the examined sample of public contracts proved that the choice of an evaluation criterion, even the preference of the lowest bid price criterion, does not have any obvious impact on the final cost of a public contract. The study concludes that it is inappropriate to prefer the criterion of the lowest bid price within the evaluation of public contracts that are characterised by their complexity (including public contracts for construction works and public service contracts). The findings of the Supreme Audit Office related to the inspection of public contracts indicate that when using the lowest bid price as an evaluation criterion, a public contract may indeed be tendered with the lowest bid price, but not necessarily the best offer in terms of supplied quality. It is therefore not appropriate to use the lowest bid price evaluation criterion to such an extent for the purpose of evaluating work and services. Any improvement to this situation requires a corresponding amendment to the Law on Public Contracts and mainly a radical change in the attitude of the Office for the Protection of Competition towards proposed changes, as indicated within the conclusions and recommendations proposed by this study.

The objective of this study is to utilize measured temperatures for process monitoring in precision end-milling. Thermal expansion of machining workpiece deteriorates machining accuracy and is considered as an important phenomenon to achieve accurate end-milling process. Thermo-couples are typically employed to measure the temperatures of machining workpiece. This study proposes a method to select appropriate temperature measurement positions based on variations in conscious machining evaluation. The variations in the conscious evaluation of temperature distributions on the workpiece are calculated by extending a conventional nominal machining simulation. Variations in the machining process are generated by using different combinations of model parameters for process simulations. An orthogonal array is employed to assign the parameters to reduce the combination number. An evaluation criterion to select measuring points is calculated given the temperature distributions corresponding to the parameter combinations. Feasibility of the proposed criterion is investigated by evaluating a reported temperature estimation case study. Furthermore, an adaptability of the proposed criterion to different machining situations is evaluated by comparing selected measuring points corresponding to different cutter paths.

Key schedule algorithms play an important role in modern encryption algorithms, and their security is as crucial as the security of the encryption algorithms themselves. Many studies have been performed on the cryptographic strength evaluation of the encryption algorithms; however, strength evaluation of the key schedule algorithms often obtains less attention that can lead towards the possible loophole in the overall encryption process. In this paper, a criterion is proposed to evaluate the cryptographic strength of the key schedule algorithms. This criterion includes different methods of data generation from subkeys and a suitable set of statistical tests. The statistical tests are used to explore the cryptographic properties such as diffusion, confusion, independence, and randomness in the subkeys generated by the key schedule algorithm. The proposed criterion has been applied to some of the key schedule algorithms of different block ciphers. The results confirm that the proposed criterion can effectively differentiate between strong- and weak-key schedule algorithms.

The article considers problems and contradictions arising from applications of the concept of Pareto-efficiency as the most widely used criterion for evaluating efficiency of economic outcomes. The author shows that this criterion is inadequate when applied to ethical issues. An accent on utility and strict adherence to the principles of freedom of choice are impediments to the correct evaluation of perverse needs, waste of resources or preferences which are potentially harmful for others. The article proposes another efficiency criterion based on minimizing resource waste. This criterion is better suited for following the principles of equity and justice than the Pareto-efficiency concept.

This article is designed to better acquaint test users with the characteristics associated with the use and evaluation of criterion-referenced measures, particularly as they differ from norm-referenced measures. Guidelines are proposed for the evaluation and selection of standardized criterion-referenced measures as well as for the development and ongoing evaluation of informal criterion-referenced measures.

It is widely held that, in order for a resort to war or military force to be morally justified, it must, in addition to having a cause that is just, be proportionate. In this essay I argue for the need to use a counterfactual baseline when making the proportionality evaluation. Specifically, I argue that the relevant counterfactual baseline must contain a moral qualifier. In defending my proposal, I also contend that the relevant goods and harms that are weighed in the proportionality evaluation are not as open-ended as is sometimes presumed.

The exergoeconomic analysis is carried out on enhanced heat transfer surfaces at low temperature. A new criterion for evaluating the performance of enhanced heat transfer surfaces at low temperature is proposed. It can be applied to various augmentation techniques and generalizes the performance evaluation criteria obtained by means of the first and second law analysis. The validity of the new performance evaluation criterion is illustrated by the analysis of heat transfer characteristics at low temperature and assessment of the heat transfer cost of two types of enhanced heat transfer surfaces.

The Great Elliptic Sailing (GES), which can reduce sailing distance, is important to navigators. Whether a Great Ellipse (GE) is worth using depends on whether the distance saved is significant. Otherwise, the Rhumb Line (RL) is easier to steer. We propose a simple criterion to evaluate the difference in distance between the GE and the RL. The criterion is that the GE is worth using when the vertex lies between the departure and destination. In order to take the advantage of shorter distance, the GE is usually approximated as a series of waypoints. Unlike currently practised methods, we propose the Longitude Bisection Method (LBM) which determines waypoints with varying intervals. This approach can establish the appropriate number of waypoints to approximate the GE effectively. The proposed criterion and the LBM are demonstrated in practical examples.

Furthermore, workshop simulation models with Flexsim software were established, then obtained the value of makespan, the number of WIP and equipment utilization rate. Finally, according to the evaluation criterion of minimum makespan and number of WIP and maximum equipment utilization rate, evaluation performance function of hybrid assembly sequencing scheme was built and the optimal overall performance sequencing scheme was selected. In this paper, the car seat hybrid assembly production line was employed to analyze the sequencing as an example, and the obtained car seat production line sequencing scheme improves production capacity.
