Industrial private forest landowners in British Columbia have traditionally viewed their forest lands as a raw material supply for their wood processing facilities. However, they are now experiencing social and political changes which are restricting the way their forests are managed. This paper is an overview of the British Columbia Crown Contaminated Sites Program, which addresses historic1 Crown contaminated sites, including historic mine sites. It reports on Crown Contaminated Sites Program components and current priorities and initiatives. Since the Program’s inception in 2003, all of the recommendations in an Auditor General’s audit report have been substantially addressed regarding management of Crown contaminated sites in British Columbia. In this thesis I offer a brief overview of the current legislative, regulatory and treaty frameworks impacting emergency management in British Columbia, with a particular emphasis on Crown-identified First Nation roles.
