Abstract:
The US economic embargo against Cuba has been in place for fifty years. During that period, its rationale and goals have not changed. As it is stressed in the article, principal purpose of the US sanctions strategy is either to modify the international behavior of Cuba, which Washington regarded as a threat to US strategic interests in the Latin America region, or to eliminate the Cuban political regime entirely. Measured against these goals, the sanctions clearly have failed. Author examines key factors having restricted sanctions’ ability to achieve American proclaimed goals regarding to Cuba. In this context, it is underscored that controversial maintenance of the US embargo against Cuba among US allies directly affected the results of sanctions strategy against Cuba. It is stressed that since the early 1960s, when the United States imposed a trade embargo on Cuba, the centerpiece of U.S. policy toward Cuba has consisted of economic sanctions aimed at isolating the government. The United States embargo against Cuba is a commercial, economic, and financial embargo imposed by the United States on Cuba. An embargo was first imposed by the United States on sale of arms to Cuba on the 14th of March 1958, during the Fulgencio Batista regime. On October 19, 1960 the U.S. placed an embargo on exports to Cuba except for food and medicine after Cuba nationalized American-owned Cuban oil refineries without compensation. On February 7, 1962 the embargo was extended to include almost all imports. Currently, the Cuban embargo is enforced mainly through six statutes: the Trading with the Enemy Act of 1917, the Foreign Assistance Act of 1961, the Cuban Assets Control Regulations of 1963, the Cuban Democracy Act of 1992, the Helms–Burton Act 1996, and the Trade Sanctions Reform and Export Enhancement Act of 2000. The stated purpose of the Cuban Democracy Act of 1992 is to maintain sanctions on Cuba so long as the Cuban government refuses to move toward democratization and greater respect for human rights. The article emphasizes that The Helms–Burton Act further restricted United States citizens from doing business in or with Cuba, and mandated restrictions on giving public or private assistance to any successor government in Havana unless and until certain claims against the Cuban government were met.

Abstract In May 2014 a team of atmospheric and geodetic scientists from UNAVCO and the University Corporation for Atmospheric Research (UCAR) sent and helped set up a global positioning system (GPS) receiver to measure atmospheric water vapor at the Grupo de Óptica Atmosférica de Camagüey (GOAC) at the Camagüey Meteorological Center in Camagüey, Cuba. The GPS receiver immediately began to produce observations of precipitable water, which are being shared with the international meteorological community. Obtaining permission from both sides to send a highly sensitive instrument from the United States to Cuba was not easy. This paper describes the series of events that led to this achievement, beginning with a North Atlantic Treaty Organization (NATO) workshop in Rome, Italy, in 1994 in which Alan Robock met a young Cuban scientist named Juan Carlos Antuña and accepted him as a graduate student at the University of Maryland, College Park. The GPS meteorology connection began with a March 2007 visit of a delegation from the United States headed by then American Meteorological Society (AMS) President Richard Anthes to Havana, Cuba, at the invitation of the Cuban Meteorological Society president, Andrés Planas. These two threads led to this remarkable cooperation between Cuban and U.S. scientists. Several visits to Cuba beginning in 2010 by Robock, who met former President of Cuba Fidel Castro and the science advisor to the president of Cuba, played a significant role. This is another instance (the visit of the AMS delegation to China in 1974 was a prime example) of how communication and visits between meteorologists in countries that are at odds on many other issues can lead to lasting collaborations that benefit both countries as well as the international community.

Abstract:
For a comprehensive understanding, one as close to reality as possible, of the U.S.-Cuban relations it is necessary to study in detail the conceptual foundations and historical background of the U.S. foreign policy towards the Latin American region in general, and towards Cuba in particular. To this end, the author offers a retrospective overview of the U.S. policy in interaction with the Cuban state, taking as a starting point the very formation of the United States as a state from thirteen original colonies. The origins of the U.S.-Cuban interaction, the context of the victory of the Cuban Revolution in 1959, as well as the political motivation of American leaders, both Democratic and Republican, in the context of building relations with Cuba are examined. The political decisions of the U.S. leadership regarding Cuba are immersed into the global dynamics of world political processes and the positioning of the U.S. in the international arena in different periods. Building the sequence of the U.S. relations with the island the author comes to the conclusion that the dialogue with Cuba has always been from the position of force, and it is proven in the article that such approach, often accompanied by unfair destructive actions, remained in place even in the moment of warming, namely during the restoration of relations with Cuba in the years of Barack Obama’s presidency. The author is convinced that the solution of the conflict between the two countries will be realistically possible only when the U.S. government fully recognizes Cuba’s sovereignty and ambitions to be more actively involved in the regional and international agenda.

Abstract:
Cuba has had many challenges to healthcare and education, particularly for its urban poor and rural citizens. The healthcare and education programs were restructured following the Cuban revolution led by Fidel Castro in 1959. The United States imposed an embargo on the country and ceased diplomatic relations in 1961. With the support of the Soviet Union, Cuba established programs that provide free healthcare and free education to all from preschool through university. The literacy rate in Cuba exceeds 99%. Its programs in health diplomacy and literacy promotion have worldwide recognition. With the end of the Cold War, Cuba was able to continue its programs of healthcare and education without Soviet support. In July 2015 a group of speech-language pathologists (SLPs) and hearing specialists visited Cuba to gain an understanding of the Cuban health diplomacy and education systems for persons with communication disorders. This article will look at healthcare services, health diplomacy, services for the deaf, and education in Cuba. With brief review of Cuba pre-and post-revolution it will present a review of Cuba healthcare and education today and a look at the future as the United States moves toward normalization of relations with Cuba.

The article examines Russia's position on the War of Independence in Cuba (1868-1878), which marked the beginning of a long process of national liberation. The tone of the reports of Russian diplomats from Spain and the United States was determined by the policy of neutrality and non-interference typical of Russia's foreign policy towards Spain after Аlexander II's accession to the Russian throne in 1855. Events of the liberation struggle of the Cuban people, methods and forms of liberation movement, the policy of the United States and Spain in relation to the war of independence in Cuba received coverage in the liberal Russian press, such publications as "World Illustration", "The Case", "The Herald of Europe". Articles and notes contained objective information about the events taking place in Cuba, expressed feelings of solidarity and support for the Cuban people, condemned the policy of Spain, which sought by any means to suppress the revolutionary process, criticized the Cuban policy of the United States, persecuted their vested economic interests and not interested in the independence of Cu-ba.

We examine Cuban GDP over time and across space. We find that Cuba was once a prosperous middle-income economy. On the eve of the revolution, incomes were 50 to 60 percent of European levels. They were among the highest in Latin America at about 30 percent of the United States. In relative terms, Cuba was richer earlier on. Income per capita during the 1920s was in striking distance of Western Europe and the Southern United States. After the revolution, Cuba slipped down the world income distribution. Current levels of income per capita appear below their pre-revolutionary peaks.

Abstract:
The proposed thesis intends at quantitatively measuring the Cuba anti-American propaganda associated with the effects of the September 11, 2001 terrorist attack on America. We propose to analyze the Cuban government run international newspaper service, Granma Internacional, to determine if the amount of aggressive propaganda changed as a result of the September 11 terrorist attacks on the United States. The question answered is: Did the amount of anti-American propaganda decrease, increase, or remain relatively the same in Cuba?s international newspaper during a time span of one year after the terrorist attack compared to one year before the terrorist attack. In order to answer this question, a content analysis approach will be defined and conducted on the Cuban international media outlet, Granma Internacional. The process will take into consideration front page analysis of headlines and content analysis of relevant media stories to aggregate a value that will determine the intensity of aggressive propaganda for the time span indicated of one year before and after the terrorist attack.

Abstract:
In the post-cold war era, debate has been renewed regarding the United States' foreign policy towards Cuba. One aspect of this debate concerns the link between U.S. policy and prospects for future democratisation in Cuba. The thesis examines three theories ("squeeze", "communication" and "normalization"), which suggest that either increasing or decreasing economic and diplomatic ties with Cuba will encourage prospects for democratisation. The paper assesses the validity of these theories by using a theoretical framework to explain regime legitimacy, and considers which policy offers the greatest potential for regime change. Next, the paper looks at the current Cuban political and economic environment to understand the strengths and weaknesses of the Castro regime. To conclude, the author suggests that the current U.S. policy of opposing trade and diplomatic links with Cuba will have a counter-productive effect in encouraging democratisation.

Thesis--United States should reassess its Public Diplomacy strategy toward Cuba and the key role that Public Diplomacy plays in preparing the Cuban people to transition to a free and democratic state. RATIONALE: The Castro Regime has a monopoly on all media and information in Cuba, which permits the regime to control what the Cuban people see and believe about the outside world and indeed their own country. Therefore, the people of Cuba are Castro's center of gravity and as such are the key force for transition and change to a free and democratic Cuba. The Informational Element of Power and Public Diplomacy are the premier tools the United States has to shape the message to the Cuban population. This tool is designed to provide objective and unbiased information to the Cuban population. As Castro ages and approaches the end of his regime, the United States has a window of opportunity to educate the Cuban population. It is imperative that the United States maximize this window of opportunity. Public diplomacy has the responsibility to shape the informational battlespace and the mandate to address the misconceptions that the populous might have. The United States can not wait until Castro's departure to engage the Cuban people. The United States needs to change its current engagement strategy and directly engage the Cuban people now. APPROACH: After a brief history of United States-Cuban relations, to include the current state of this relationship, this strategy research paper evaluates the Informational Element of Power, but most specifically, the role of public diplomacy and Cuba. Next, it looks at the current United State-Cuba situation through the Basic Five Ring Model developed by John A. Warden, III. The paper then applies Warden's model to the Cuban public diplomacy message. Next, the paper proposes a way ahead for the public diplomacy strategy toward Cuba. Finally, this paper recommends changes to current public diplomacy policy to set the strategy for a post-Castro era.

Abstract:
This study examined the leadership practices of Cuban women managers in Cuba and in the US, and whether preference for these practices by country of residence moderated career success or career entrenchment. The participants consisted of 348 managers across a variety of careers and professions who completed a 33 item survey. Demographic data was also gathered. While the study was quantitative, interaction with the Cuban respondents allowed the researcher to apply certain qualitative axiological assumptions. Descriptive statistics and regression analyses were computed to analyze the data. The findings from the study indicated several associations between leadership practices and country of residence. Overall, the data suggests a positive relation between country of residence and enabling others to act and career success, and a negative relation between any of the practices and career entrenchment. In general, the results support the argument that managers (leaders) should give high priority to the construct of developing, inspiring and enabling subordinates and upholding a leadership development framework and aligning their followers to that framework. The data also revealed that leadership practices in and out of Cuba can be similar, even though there is a marked difference in political ideology. These findings provide insight for those interested in the debate on whether women managers actually existed in Cuba and their leadership practices. Although there is now evidence that Cuban women managers are extant, there is a lack of substantive research into the examination within the field of leadership for this group. This study represents an important contribution to the existing literature regarding Cuban women, as it provides a framework for future stakeholders in Cuba to use in leadership development design. The themes can also be utilized to create professional development opportunities for business leaders, which can support initiating, implementing, and sustaining outstanding organizations in Cuba. Future studies of Cuban women managers that extend the understanding of the interrelationships between leadership practices and career success, career entrenchment and the role of country of residence would be valuable.

Abstract:
In the immediate post-Cold War period, as the security rationale for the U.S. embargo disappeared, the United States tightened rather than eased sanctions on Cuba. This dissertation focuses on the competition between Congress and the executive for control of policy towards Cuba, and the domestic interests which shaped policymaking and led to the passage of two major pieces of legislation fiercely resisted by U.S. allies. The dissertation begins with an analysis of U.S. policy towards Cuba in the summer of 1989, before the collapse of communism in Eastern Europe. Five days of congressional hearings called by Representative George Crockett (D.Michigan) in his attempt to spark a reassessment of relations between the two countries form the basis for a review of policy over the preceding thirty years. The first chapter will also introduce the Cuban American National Foundation, the pre-eminent domestic interest group in U.S. policy towards Cuba in 1989-1996, and the U.S. campaign to have Cuba condemned for human rights violations at the United Nations Human Right Commission. The second chapter examines the policy debate in 1989-1992, focusing on the provision of information to Cubans, the intensification of economic sanctions, and the continuation of the human rights campaign. The third chapter analyses the role of migration from Cuba to the United States between 1959-1992, arguing the main objective of U.S. policy. Chapter four looks at continuity and change under the Clinton administration, and in particular at the administration’s handling of the rafter (migration) crisis of 1994 and the resulting agreements reached with the Cuban government. The primary focus of the fifth chapter will be the struggle between the executive and Congress over the Helms-Burton legislation, signed by Clinton in March 1996.

On 24 February 1996, two US-registered civil aircraft operated by members of the anti-Castro organisation Brothers to the Rescue were shot down by Cuban fighters. This action was denounced by the United States and the majority of the international community on the grounds that international air law, as reflected in Article 3bis of the Chicago Convention, prohibits the use of force against civil aircraft. However, at the time of the incident, the 1984 Protocol introducing Article 3bis in the Chicago Convention was not in force nor had it been ratified by Cuba or the United States. This thesis will examine the international legal rules applicable to the incident and will assess the legality of the Cuban action.

The creative work, ¡Latin Jazz! is a 50 minute radio documentary to be broadcast on ABC Classic FM. It looks at the evolution of Latin jazz from Spain, Cuba and the United States. It examines the social effects on the style and specifically on the syncretic movement between the countries. The documentary traces my travel to Madrid, Spain and looks at Latin jazz through a deconstruction of the style, musical examples and interviews with prominent artists. Artists interviewed were Chano Domínguez, a Spanish flamenco jazz pianist, Bobby Martínez an American saxophonist, Alain Pérez a Cuban bassist and Pepe Rivero a Cuban pianist. The exegesis supports the radio documentary by examining the style in more depth, and is broken into three main sections. First it traces the historical relationship that occurred through the Ida y Vuelta (To and Fro), the similarities and influences through the habanera, the decíma and the religion of Santería. This is followed by specific musical elements within Latin jazz such as instrumentation, clave, harmony and improvisation, whilst the third section looks at the influences of the new syncretic movement back to Spain.

We will seek to fundamentally understand how each newspaper was positioned in relation to the Spanish-Cuban conflict and the subsequent U.S. intervention, what the privileged aspects of each were and whether there were changes in their positions in relation to the conflict that developed in Cuba

Abstract:
The change in the present conditions and the end of the United States embargo to Cuba is expected that is going to produce a big deal transformation in the whole production system. Cuba as an Island is bound to use the sea as the main way of transportation. That means that a huge increase in the use of the coastal waters as well as in the lands that will be occupied by the new ports facilities. This paper will deal with a modelization of the future development of the maritime transport and the effect that it will cause to the population and the environment. Different scenarios are going to be considered and an assessment of the affection of each one is going to be analyzed. The aim is to balance a legitimate future development that the population deserves with the preservation of the enormous value of the Cuban natural maritime assets.

Cuba has been for many years an important tourist destination for people from many countries, but almost forbidden for US citizens. The proximity of the USA, its amount of population as well as their great acquisition power will increase in a very substantial way the demand for accommodation and other uses in the proximity of the coasts. There will be a need to implement a package of measures that reduce the impact of such sudden increase in the coastal line. On the other hand that augment in tourism could be an opportunity to improve the standard of life of Cubans. The consideration of different possibilities of such development, the analysis of the damages that each one could cause as well as the measures that could avoid, ameliorate or compensate such effects are the goals that are going to be presented in this paper.

The influence of Pedro Luis Escrivá in the American colonial defense systemThe architect and military engineer Pedro Luis Escrivá (1490 ca. - sixteenth century), at the service of Charles V of Habsburg and the Viceroyal Court of Naples, built two bastioned fortifications designed to considerably influence the subject of territorial defense structures: The quadrangular Spanish Fort of L'Aquila (1534-1567) and the reconstruction of the Sant’Elmo Castle in Naples (1537), with an elongated six-pointed stellar plan, served as a reference point for the European and American fortifications of the period. Due to its size and versatility, the model adopted in L’Aquila was widely used in the Latin American context between the sixteenth and eighteenth centuries. It is found in countries that were Hispanic colonies such as Cuba, Mexico, Venezuela, Chile, Argentina and Uruguay; as well as in the Hispanic domains of the United States and in some of the dependent territories of the Portuguese crown, in Brazil. Based on a historical-architectural and contextual analysis of these structures, the effects of the “cultural transfer” between Europe and America will be investigated with respect to the model devised by Escrivá to promote its cultural valorization.

Abstract:
Since granted world heritage status by the United Nations Educational, Scientific, and Cultural Organization (UNESCO) in 1982, Old Havana has been the site of contested heritage practices. Critics consider UNESCO’s definition of the 143 hectare walled city center a discriminatory delineation strategy that primes the colonial core for tourist consumption at the expense of other parts of the city. To neatly bound Havana’s collective memory/history within its “old” core, they say, is to museumize the city as ”frozen in time,” sharply distinguishing the “historic” from the “vernacular.”While many consider heritage practices to resist globalization, in Havana they embody a complex entanglement of global and local forces. The Soviet Union’s collapse in 1991 triggered a crippling recession during what Fidel Castro called a“Special Period in a Time of Peace.” In response, Castro redeveloped international tourism—long demonized by the Revolution as associated with capitalist “evils”—in order to capture the foreign currency needed to maintain the state’s centralized economy. Paradoxically, the re-emergence of international tourism in socialist Cuba triggered similar inequalities found in pre-Revolutionary Havana: a dual-currency economy, government-owned retail (capturing U.S. dollars at the expense of Cuban Pesos), and zoning mechanisms to “protect” Cubanos from the “evils” of the tourism, hospitality, and leisure industries. Using the tropes of “heritage”and “identity,” preservation practices fueled tourism while allocating the proceeds toward urban development, using capitalism to sustain socialism. This paper briefly traces the geopolitics of 20th century development in Havana, particularly in relation to tourism. It then analyzes tourism in relation to preservation / restoration practices in Old Havana using the Plaza Vieja (Old Square)—Old Havana’ssecond oldest and most restored urban space—as a case study. In doing so, it exposes preservation/ restoration as a dynamic and politically complex practice that operates across scales and ideologies, institutionalizing history and memory as an urban design and identity construction strategy. The paper ends with a discussion on the implications of such practices for a rapidly changing Cuba.

Finite Element Method (FEM) is pervasively used in most of 3D elastostatic numerical simulations, in which Computer Aided Design (CAD) models need to be converted into mesh models first and then enriched with semantic data (e.g. material parameters, boundary conditions). The interaction between CAD models and FEM models stated above is very intensive. Boundary Element Method (BEM) has been used gradually instead of FEM in recent years because of its advantage in meshing. BEM can reduce the dimensionality of the problem by one so that the complexity in mesh generation can be decreased greatly. In this paper, we present a Boundary Element parallel computation method for 3D elastostatics. The parallel computation runs on Graphics Processing Unit (GPU) using Computing Unified Device Architecture (CUDA). Three major components are included in such method: (1) BEM theory in 3D elastostatics and the boundary element coefficient integral methods, (2) the parallel BEM algorithm using CUDA, and (3) comparison the parallel BEM using CUDA with conventional BEM and FEM respectively by examples. The dimension reduction characteristics of BEM can dispose the 3D elastostatic problem by 2D meshes, therefore we develop a new faceting function to make the ACIS facet meshes suitable for Boundary Element Analysis (BEA). The examples show that the GPU parallel algorithm in this paper can accelerate BEM computation about 40 times.

Earthquake is a devastating natural hazard which has a capability to wipe out thousands of lives and cause economic loss to the geographical location. Seismic stations continuously gather data without the necessity of the occurrence of an event. The gathered data is processed by the model to forecast the occurrence of earthquakes. This paper presents a model to forecast earthquakes using Parallel processing. Machine Learning is rapidly taking over a variety of aspects in our daily lives. Even though Machine Learning methods can be used for analyzing data, in the scenario of event forecasts like earthquakes, performance of Machine Learning is limited as the data grows day by day. Using ML alone is not a perfect solution for the model. To increase the model performance and accuracy, a new ML model is designed using parallel processing. The drawbacks of ML using central processing unit (CPU) can be overcome byGraphic Processing unit (GPU) implementation, since the parallelism is naturally provided using framework for developing GPU utilizing computational algorithms, known as the Compute Unified Device Architecture (CUDA). The implementation of hybrid state vector machine (H-SVM) algorithm using parallel processing through CUDA is used to forecast earthquakes. Our experiments show that the GPU based implementation achieved typical speedup values in the range of 3-70 times compared to conventional central processing unit (CPU). Results of different experiments are discussed along with their consequences.

Abstract:
In this paper, we propose a hyperspectral band selection method via spatial-spectral weighted region-wise multiple graph fusion-based spectral clustering, referred to as RMGF briefly. Considering that different objects have different reflection characteristics, we use a superpixel segmentation algorithm to segment the first principal component of original hyperspectral image cube into homogeneous regions. For each superpixel, we construct a corresponding similarity graph to reflect the similarity between band pairs. Then, a multiple graph diffusion strategy with theoretical convergence guarantee is designed to learn a unified graph for partitioning the whole hyperspectral cube into several subcubes via spectral clustering. During the graph diffusion process, the spatial and spectral information of each superpixel are embedded to make spatial/spectral similar superpixels contribute more to each other. Finally, the band containing minimum noise in each subcube is selected to represent the whole subcube. Extensive experiments are conducted on three public datasets to validate the superiority of the proposed method when compared with other state-of-the-art ones.

Abstract:
The parallelization of silicon anisotropic etching simulation with the cellular automata (CA) model on graphics processing units (GPUs) is challenging, because the numbers of computational tasks in etching simulation dynamically change and the existing parallel CA mechanisms do not fit in GPU computation well. In this paper, an improved CA model, called clustered cell model, is proposed for GPU-based etching simulation. The model consists of clustered cells, each of which manages a scalable number of atoms. In this model, only the etching and update of states for the atoms on the etching surface and their unexposed neighbors are performed at each CA time step, whereas the clustered cells are reclassified in a longer time step. With this model, a crystal cell parallelization method is given, where clustered cells are allocated to threads on GPUs in the simulation. With the optimizations from the spatial and temporal aspects as well as a proper granularity, this method provides a faster process simulation. The proposed simulation method is implemented with the Compute Unified Device Architecture (CUDA) application programming interface. Several computational experiments are taken to analyze the efficiency of the method.
