The Cultural Center: Architecture as Cultural Policy in Postwar Europe examines how culture became an explicit domain of state policy in postwar Europe and why the modern architecture of cultural centers and culture halls became central to such policy. Kenny Cupers uses a variety of archival and primary sources to analyze maisons de la culture in France and Kulturpaläste or Kulturhäuser in the German Democratic Republic during the 1960s and 1970s. Focusing on the roles of bureaucrats, policy makers, and designers, he reveals how architecture articulated cultural politics in which participation was harnessed to bolster the intervention of the state in everyday life—whether through unqualified support, as in France, or through often-oppressive regulation, as in the GDR. This premise is what shaped the design approaches of programmatic integration, polyvalence, and communication for new cultural institutions across the Cold War divide.

Abstract:
Landak Regency is one of the areas in West Kalimantan that is rich in cultural heritage. Various forms of cultural heritage come from 2 large ethntic, it is Dayak and Malay ethnic. Nevertheless, all the wealth and cultural heritage has not been integrated and has a special container. From the potential and problems, it is necessary to hold a container that can shelter and accommodate all components of cultural activities in the landak regency. This refers to the Cultural Center of Landak Regency. The design method used in the design of the Cultural Center is a seven-step design method, which starts from the search for ideas, data collection, data processing, data analysis, determining concepts and deciding the design results. This method refers to an area-scale Cultural Center design whose all variants of activities will be sheltered by the composition of several building times implemented based on their functions and activities, this Cultural Center will be supported by the application of a sheath system that will be implemented through the typical patterns of culture of Landak Regency with the emphasis of the concept more to modern minimalist buildings but rich in cultural value.

El trabajo de investigación propone como espacio cultural un Centro Cultural Étnico Amazónico en la Ciudad de Puerto Maldonado con énfasis en el regionalismo local. En primer lugar, se obtuvo un análisis de la situación actual el cual refleja la necesidad de un equipamiento cultural que promueva la cultura local mediante las etnias amazónicas originarias. Por tanto, se indago sobre el lugar en cuanto a su gran potencial cultural, natural, turístico que posee como región y las problemáticas sociales, culturales y educativas. Actualmente, es necesario una propuesta de espacio cultural que complemente y fomente al sector educación y cultura, revalorando las costumbres, tradiciones locales. También, se obtuvieron modelos no arquitectónicos mediante espacios culturales referenciales a nivel global, nacional y regional que nos aproxima a las actividades a desarrollar en el espacio cultural. Asimismo, se analizaron libros y proyectos referenciales de la tipología y del énfasis de regionalismo con la finalidad de obtener pautas de diseño en cuanto a los aspectos de ubicación, la forma, la función y los aspectos tecnológicos más adecuados y pertinentes para la intervención de los espacios culturales.
The research proposes as a cultural space an Amazonian Ethnic Cultural Center in the City of Puerto Maldonado with emphasis on local regionalism. First, an analysis of the current situation was obtained which reflects the need for cultural equipment that promotes local culture through the original Amazonian ethnic groups. Therefore, we inquired about the place in terms of its great cultural, natural, tourist potential that it has as a region and the social, cultural and educational problems. Currently, a proposal for a cultural space that complements and encourages the education and culture sector is necessary, revaluing customs, local traditions. Also, non-architectural models were obtained through referential cultural spaces at a global, national and regional level that brings us closer to the activities to be developed in the cultural space. Likewise, reference books and projects of the typology and emphasis of regionalism were analyzed in order to obtain design guidelines regarding the aspects of location, form, function and the most appropriate and pertinent technological aspects for the intervention of the cultural spaces

This thesis is inspired by the experience of living in two places that both have distinctive cultures. Architecture being a form of culture motivated me to enter the school of architecture. After 6 years of study, this paper attempts to answer my initial concerns on architecture and culture. For me it is very important to understand what the relationship between architecture and culture and how they influence each other. How does one present culture and tradition in the design of architecture? How can architecture represent cultural identity in a foreign context, in a more respectful way? Can architecture become the platform to connect people with distinct cultural backgrounds? Last but not least, in the contemporary city of Cape Town, what is the multi-cultural intervention that one can create for immigrants, in this case, the Chinese community in South Africa? These are the essential questions that I want to discuss and investigate in my thesis. There are three sections in this paper. The first is an introduction to Chinese culture and its national identity, looking at traditional Chinese architecture and philosophies behind their making. The courtyard house will be studied as an example. Furthermore, contemporary Chinese architecture that looks at new approaches to representing the modern Chinese identity will be discussed. The second part explores spatial and urban manifestation in Chinese cities - how urban space affects one's cultural behavior. I will look at typical conditions of Chinatown and its architectural characteristic in the foreign context, including the new Chinatown in Johannesburg. In the last chapter, the paper will bring forward my thoughts through design development on site selection, programme and concept. I explored the subject of architecture and identity of nation and the way that cultural identity can be represented through architecture. I questioned how this can be translated into architecture when making its national image into a foreign country.

Además, este nuevo modelo de Centro Cultural podría adaptarse en otros distritos de Lima, ya que existe carencia de equipamientos que fomenten en niños y jóvenes actividades recreativa, culturales, deportivas.
The main proposal of this thesis project is to create an equipment architectural and urban, through the implementation of cultural activities, recreational and sports fosters in children and adolescents, educational values, cultural and sporting, in addition to show you through this new architectural proposal and with new techniques of learning how important culture is to the development of our professional lives . In addition, the project will foster the education for the job. These elements mentioned above, are part of the major criteria for the creation of this new center for recreation and entertainment that have as main focus the creation of new public spaces and the adaptation of those already existing. In addition, this new model of a Cultural Centre could be adapted in other districts of Lima, as there is lack of facilities that encourage children and youth activities recreation, cultural, sports.

El centro cultural islámico es un proyecto ubicado en el punto comercial y educativo más importante del distrito de Magdalena, en la ciudad de Lima. Se trata de un centro cultural que buscar darle una identidad arquitectónica propia a la comunidad musulmana para distinguirla y caracterizarla en Lima. Asimismo, cumple la doble función de elemento integrador entre los miembros de la comunidad musulmana de Lima y entre los miembros de esta comunidad con la sociedad limeña con una identidad más flexible y amplia para subsistir no sólo en el ámbito religioso, sino también en lo cultural y social.
The Islamic cultural center is a project located in the most important commercial and educational point of the Magdalena district, in the city of Lima. It is a cultural center that seeks to give its own architectural identity to the Muslim community to distinguish it and characterize it in Lima. Likewise, it fulfills the double function of an integrating element among the members of the Muslim community of Lima and among the members of this community with the Lima society with a more flexible and broad identity to subsist not only in religious sphere, but also in cultural and social sphere.

The article covers the modern multi-functional cultural centre as an institution of Russian culture of the 21st Century in the terms of the interaction of publicity and privacy. On the basis of the institutional approach in cultural theory and the philosophical and aesthetic analysis of the space of the cultural centre, the most important role of this institution in individual and personal assimilation of sociocultural values is substantiated. The ‘Yeltsin-Center’ in the city of Yekaterinburg was taken as the example not only for being orientated on the familiarisation of its visitors with the history of the Russian state and its culture of the late 20th century and the early 21st century, but also for the subjective experience of turning points of those times and the city where the personality and activities of the first Russian president were shaped and began. The calibre of the President’s personality, in this case, is diversely represented within the space of the Centre, and becomes crucial for understanding what was going on at that time. The ‘Yeltsin-Center’ is a principally new cultural complex, each component of which, and above all its central part - the Museum of the First President - is structured to show the turning point in Russian history as the President’s life journey and to encourage citizens to understand the past and present. The use of modern information technologies in this cultural complex, and primarily in its museum exhibition having been arranged as an artistic artefact, becomes crucial to the dialogue of publicity and privacy.

This work aims to study the preservation of cultural heritage in the city of Rio Claro/SP. It seeks to understand the population's relationship with cultural heritage and their degree of feeling of belonging and identity with the city's historic center, which has been listed by the Condephaat (state preservation agency) and privileged area in terms of investments. However, this listing prioritized construction aspects, historical and architectural relevance and the tourist potential of the center, without the necessary intertwining with other values, such as affective and immaterials, resulting from social practices such as, for example, those related to railway´s remnants, also present in the center. This article discusses the different preservation actions on officially recognized property and other cultural references present in the center. As a result, it is expected to contribute to a critical review of the criteria for valuing and recognizing cultural heritage in order to support future municipal policies. During the years 1955–1991, the attempts and searches meant to impose qualities corresponding to the fundamental principles of socialism on the architecture led to the realization of buildings with distinctive features, qualified today as modernist-socialist. Over a period of more than three decades, Soviet architecture turned to a synthesis of Western paradigms and its own avant-garde, largely unbuilt heritage. Theater, cinema and music, considered to be fields of culture accessible to the masses at large, are the genres of art placed at the center of the cultural policy of the Soviet state. In addition to the old buildings readapted for cultural activities, new buildings are designed based on a rigorous transposition of functional requirements. Representative for this time period are the cinemas designed to meet the requirements of a growing audience and to be expressive architectural pieces in the new micro-districts. The large number of houses of culture built in the district centers on the basis of standard projects is significant. At the same time, unique architectural programs appear functionally reflecting the social superstructure.

The National Historic Preservation Act of 1966 (NHPA) established the National Register of Historic Places (NRHP), which requires federal agencies to address their cultural resources, defined as any prehistoric or historic district, site, building, structure, or object. NHPA section 110 requires federal agencies to inventory and evaluate their cultural resources. Section 106 requires them to determine the effect of federal undertakings on properties deemed eligible or potentially eligible for the NRHP. Camp Perry Joint Training Center (Camp Perry) is located near Port Clinton, Ohio, and serves as an Ohio Army National Guard (OHARNG) training site. It served as an induction center during federal draft periods and as a prisoner of war camp during World War II. Previous work established boundaries for an historic district and recommended the district eligible for the NRHP. This project inventoried and evaluated Camp Perry’s historic cultural landscape and outlined approaches and recommendations for treatment by Camp Perry cultural resources management. Based on the landscape evaluation, recommendations of a historic district boundary change were made based on the small number of contributing resources to aid future Section 106 processes and/or development of a programmatic agreement in consultation with the Ohio State Historic Preservation Office (SHPO).

This project was undertaken to provide the U.S. Department of Veterans Affairs National Cemetery Administration with a cultural landscape survey of Knoxville National Cemetery. The 9.8-acre cemetery is located within the city limits of Knoxville, Tennessee, and contains more than 9,000 buri-als. Knoxville National Cemetery was placed on the National Register of Historic Places on 12 September 1996, as part of a multiple-property submission for Civil War Era National Cemeteries. The National Cemetery Administration tasked the U.S. Army Engineer Re-search and Development Center-Construction Engineering Research Laboratory (ERDC-CERL) to inventory and assess the cultural landscape at Knoxville National Cemetery through creation of a landscape development context, a description of current conditions, and an analysis of changes over time to the cultural landscape. All landscape features were included in the survey because according to federal policy on National Cemeteries, all national cemetery landscape features are considered to be contributing elements.

Abstract:
The Army is tasked with managing the cultural resources on its lands. For installations that contain large numbers of historic farmsteads, meeting these requirements through traditional archaeological approaches entails large investments of personnel, time and organization capital. Through two previous projects, Engineer Research and Development Center, Construction Engineering Research Laboratory (ERDC-CERL) cultural resource management personnel developed a methodology for efficiently identifying the best examples of historic farmstead sites, and also those sites that are least likely to be deemed eligible for listing on the National Register of Historic Places. This report details testing the applicability of the methodology to regions across the country. Regional historic contexts were created to assist in the determination of “typical” farmsteads. The Farmstead/Ranch Eligibility Evaluation Form created by ERDC-CERL researchers was revised to reflect the broader geographic scope and the inclusion of ranches as a property type. The form was then used to test 29 sites at five military installations. The results of the fieldwork show this approach is applicable nationwide, and it can be used to quickly identify basic information about historic farmstead sites that can expedite determinations of eligibility to the National Register.
