Abstract:
The Cultural Center: Architecture as Cultural Policy in Postwar Europe examines how culture became an explicit domain of state policy in postwar Europe and why the modern architecture of cultural centers and culture halls became central to such policy. Kenny Cupers uses a variety of archival and primary sources to analyze maisons de la culture in France and Kulturpaläste or Kulturhäuser in the German Democratic Republic during the 1960s and 1970s. Focusing on the roles of bureaucrats, policy makers, and designers, he reveals how architecture articulated cultural politics in which participation was harnessed to bolster the intervention of the state in everyday life—whether through unqualified support, as in France, or through often-oppressive regulation, as in the GDR. This premise is what shaped the design approaches of programmatic integration, polyvalence, and communication for new cultural institutions across the Cold War divide.

Abstract:
Landak Regency is one of the areas in West Kalimantan that is rich in cultural heritage. Various forms of cultural heritage come from 2 large ethntic, it is Dayak and Malay ethnic. Nevertheless, all the wealth and cultural heritage has not been integrated and has a special container. From the potential and problems, it is necessary to hold a container that can shelter and accommodate all components of cultural activities in the landak regency. This refers to the Cultural Center of Landak Regency. The design method used in the design of the Cultural Center is a seven-step design method, which starts from the search for ideas, data collection, data processing, data analysis, determining concepts and deciding the design results. This method refers to an area-scale Cultural Center design whose all variants of activities will be sheltered by the composition of several building times implemented based on their functions and activities, this Cultural Center will be supported by the application of a sheath system that will be implemented through the typical patterns of culture of Landak Regency with the emphasis of the concept more to modern minimalist buildings but rich in cultural value.

Cultural center of a city is mainly composed of large or important cultural facilities and institutions, whose development has a close connection with the construction and future of the city. In this paper, by analyzing the influence that the cultural center has on the development of the city and researching design practice of domestic and foreign cultural centers. Attempting from programming point of view, we can demonstrate an excellent main idea and method of cultural center planning and design which is praised by urban residents, meanwhile clear an urban planner’s design content in cultural center planning and design. Through the planning and design of Shenyang cultural center project analysis, we can provide some reference and experience to the planning and design alike of cultural center.

Community centers are a type of community development services that promote social relationships and mutual support, develop a sense of self-reliance, social responsibility and community cohesion, as well as empowering individuals and families to solve common social problems. In doing so, community centers enhance, one way or another, the community's quality of life. The successful design of community centers ought to accomplish a set of goals in different aspects ;1- Socially, providing a safe place to practice various activities, 2- Environmentally, ensuring a healthy environment through utilizing natural ventilation, lighting, among other passive techniques, 3-Recreational, offering different kinds of entertainment activities, either indoor or outdoor, such as commercial spaces and sports facilities, 4-Economically, attracting different visitors and promoting tourism, 5- Educational, providing a pleasant environment for educational services for the illiterate and children. The importance of the above-mentioned goals is greatly escalated in urban contexts with diverse social, urban and status, as in the case of " Magra Al " district. A rich historical area that has been severely affected by population growth, deteriorated urban state, plethora of social, economical, and environmental problems. The main aim of the research is to provide an overview of the design criteria of community centers taking into consideration the mutual impacts between the design and the surrounding context, focusing on the significant value of " Magra Al " district as one of Cairo's heritage sites, thus ensuring its sustainability.

The remnant of the eastern European Jews that arrived in Israel after the Holocaust established a vibrant center of Yiddish culture in Tel Aviv. This paper tells its story. It spotlights the uniqueness of the Tel Aviv center in comparison with similar cultural centers established by eastern European Jews in other cities around the world, both before and after the Holocaust. It portrays the Jewish cultural activists and leaders that composed the Tel Aviv Yiddish center, the special conditions that awaited them in Israel, the institutions that they established, and their aftermath. Finally, it considers the Tel Aviv Yiddish cultural center as a test case for examining the social role of the Jewish cultural center after the Holocaust.

In 2016, the Smithsonian’s National Museum of the American Indian (NMAI) and the Poeh Cultural Center, owned and operated by the Pueblo of Pojoaque in New Mexico, begin work on a loan of 100 ceramics in NMAI’s collections to the Poeh Cultural Center. Making loans to other institutions is regular practice for NMAI. In making loans to tribal museums and cultural centers, a loan can take on cultural and spiritual significance, which was the case for the Poeh Cultural Center and the community members it supports and represents. This article addresses the importance of connecting Native peoples with museum collections, which has the potential to contribute to community well-being, by featuring the partnership between NMAI and the Poeh Cultural Center.

Abstract:
The reconstruction of clubs and cultural centers is one of the current trends in architecture. The research carried out within this framework is aimed at reviving the spectacular buildings of the second half of the XX century as urban centers of attraction, leisure and additional education. To date, it is necessary to review the methods of reconstruction of cultural centers of the Soviet period, the search for new approaches in solving the problems of reconstruction of the object and the adjacent territory. The study suggests the use of a conflictological approach in the analysis of the territory adjacent to the cultural center. This will allow exploring its potential, identifying and classifying urban conflicts between participants in urban development activities in relation to the territory, to determine the main ways to resolve them. On the example of the territory adjacent to the cultural center "Yubileyny" in Belgorod, urban planning conflicts in the studied territory are identified and classified: regulatory, property, socio-functional, land use, transport, which are a set of elements with positive or negative connections between them. According to the identified and classified conflicts, models of their structure with the participants of urban development activities and their interests in relation to the territory under consideration are constructed. The analysis of urban conflicts and their classification became the basis for the development of recommendations for urban development of the territory, which will allow to resolve a number of identified urban conflicts and develop a project proposal for the reconstruction of "Yubileyny"

Heritage restoration and revitalization contribute to the development of cultural tourism, protecting local history for future generations. So that, it's relevant to preserve and prepare site to receive visitors when it becomes an attraction in the tourist offer. This article aims to present the interrelationships between cultural tourism and heritage, through a case study about the Gymnasium Nossa Senhora das Dores, located in Porto Alegre Historic Center, State of Rio Grande do Sul, Brazil. Methodologically, the study is supported by a bibliographic review and interviews. It was found that the future Centro Cultural La Salle, to be installed on the site, could become a new tourist attraction, in Porto Alegre Historic Centre. In the same way, the build restoration enhances and prepares it to integrate not only tourist offers, but may also provide new meanings for local inhabitants.

This study examines the impact of a cultural center on students’ views and perceptions of their own cultural competency learning and ability to manage their college experience at a large metropolitan university. This exploratory analysis highlights the views of ten students who frequently engaged with a cultural center. Emerging themes include: (a) how students at a metropolitan university defined cultural competence; (b) challenges, difficulties, and problems participants experienced interacting with people from other cultures (e.g. nationality, ethnicity); and (c) successful interactions participants experienced with people from other cultures. Findings and discussion from this study suggest: (a) identity, exposure, and critical awareness; (b) navigating and negotiating conflict; and (c) engaging cultural resources are the skills students develop, through experiences with a cultural center, that impact their ability to manage their college experience. This project studied a culturally mixed group of students using personal experiences, interviews, and focus group discussions to describe meaningful and defining moments. This study and its findings are noteworthy because there is little research in this subject area. All participants were frank, cooperative, and candid throughout the process. They offered insights and shared information regarding cultural competency at Metropolitan University (MU).

Design and implementation of smart cards in the Social Security Organization as one of the health centers reduce costs, prevent abuses of medical insurance, increase productivity and accelerate response time. In this study, readiness of the outpatient treatment centers of social security to implement health smart card assessed. Methods: this practical and descriptive study was conducted in nine outpatient treatment center of Khorasan Razavi Social Security center in 2016-2017. Total proposed number of outpatient treatment center was reduced to 9 center because other centers did not take part in this review .A questionnaire with three areas of technical readiness, organizational culture and leadership and management was used. The data were analyzed using spss 19 software Results: Finding showed Average scores of technical and leadership and cultural organization readiness were ordinary in all centers. Leadership and cultural organization readiness in 4 center were more than others. Average scores of technical were more than of leadership and cultural organization readiness .Technical readiness had significant difference between the studied centers. Conclusion: Finding showed appropriate technical readiness in Social Security, therefore we suggest to implement smart cards, educating staff to enhance technology skills and to promote its use culture. Readiness of management and leadership scope is impressive in designing and implementing smart cards; So implementing smart cards should be organization`s strategy and the road map should be determined, and its benefits should be clearly explain for social security center managers.

O presente trabalho propõe como objetivo uma análise sobre a utilização dos signos da cultura em um shopping center, tendo como objetivos específicos, a identificação dos signos da cultura predominantes no shopping center e a descrição da percepção destes signos, para contrapor os cenários simulados deste varejo e a diversidade que se encontra em um ambiente de mestiçagem cultural urbano. São utilizados conceitos como simulacros, simulações e mitos, além de estudos relacionados à semiotica urbana. A pesquisa de caráter qualitativo, descritiva e exploratória, utiliza diferentes fontes de convergência que caracterizam estudo de caso, os instrumentos utilizados foram a pesquisa bibliográfica e a entrevista semiestruturada. O resultado apontado mostra que a percepção do objeto demonstra uma utilização dos símbolos visuais referentes aos colonizadores ingleses da cidade de Londrina, seu uso histórico como simulacro cultural, remetendo aos signos culturais indicativos da colonização de Londrina, no entanto, a superficialidade dos signos torna o repertório histórico e cultural do habitante, essencial à compreensão do seu referencial histórico.

Cultural centers are historically known for successfully serving the greater responsibility of supporting minority students and sharing their culture, traditions, and values with the larger campus community. Despite their previous successes, recent research suggests that culture centers are now losing their effectiveness and are no longer resonating with students. Furthermore, there has not been any research to examine the state of general ethnic and multi- cultural centers since their evolution in the late ‘90s. Nor, has anyone published research that analyzes students’ perceptions towards helping identify recommendations for cultural center success. This preliminary research study examines students’ perceptions of ethnic and multicultural centers at predominantly white institutions. This study will specifically evaluate students’ beliefs on the purpose, impact, and future of cultural centers at predominantly white institutions with a minority population of seventeen percent or less. Using a mixed method approach, student responses were analyzed and also resulted in themes that coincide with the initial purpose of cultural centers back in the late 1960s. This research study suggests that students do understand the purpose of cultural centers and there is a need to investigate the disconnection between students’ perceptions of cultural center and the actual implications of these same centers.

Enlightenment as well as cultural and educational activity plays a key role in forming cultural values. But educational activity of academic library is perceived in a limited context, that is why the article objective is to analyze an academic library activity as an educational and cultural center. The activity is expressed by a set of educational-information, leisure and cultural events as instruments to promote and develop scientific knowledge, to stimulate users’ reading activity, to form general human culture and specific competences. The article describes different approaches of understanding the educational activities, the emphasis is made on cultural and educational activities of university libraries, federal state educational standards of higher education and higher vocational training in various fields are analyzed to reveal the essence of the libraries activity. In the process of comparative analysis of cultural-educational activities authors studied sites and public reports of Russian university libraries (a case of South Ural State University Scientific Library) and world libraries (library complexes of Oxford University, Munich Technical University, Harvard University, University of Oslo). As a result, main forms of cultural-educational activities were identified and systematized taking into consideration advantages and problems of implementation.

AbstractThroughout the annals of history, many societies have imagined that places integral to their religious, political, or cultural life should be considered “centers.” These centers are often represented by symbolic constructions, mythologies, and ideological statements. In many cases, notions of centrality are accompanied by claims that a particular space should be considered the “center” or “middle” of the earth; in the Classical World, such a place may also be referred to as the “navel of the earth,” with theomphalosconnected to the oracle at Delphi being the examplepar excellence. Yet Delphi did not hold a monopoly on Classical notions of centrality. From the archaic period to Late Antiquity, critical responses to Delphi emerged, sparking the appearance of other, competing, centers throughout the Mediterranean. New centers show striking similarities to one another in their associated ideologies, physicality, and mythography, and could be represented through programmatic cartographic, literary, and architectural statements. Regardless of the medium, all avenues of representation are indicators of the myriad ways in which these societies understood their physical and metaphorical place in relation to other civilizations of the ancient Mediterranean. This paper will argue that, through intense cultural contact, societies of the ancient world created imagined centers as a direct—and oftentimes competitive—response to other imagined centers in the Mediterranean, and beyond. All of these reconfigurations and manipulations of fictional and real space can be associated with fundamental shifts in the socio-cultural operations of the society in which the new “center” appears.

The purpose of this paper is to suggest future direction of the Korean Culture Centers by conducting a comparative study with representative Foreign Culture Centers of Germany, Britain and France, To this end, case study and in-depth interview were undertaken based on BSC. The results are follow; first, at the financial perspective, Korean Culture Centers’ self-sustainability is lower than Foreign Culture Centers. Second, at the customer perspective, Korean Culture Centers require to develop diverse cooperative projects to enhance accessibility to the local. Third, at the internal process perspective, director of the Center manages entire number of staff and employ only 12% professionals. Furthermore, the Centers’ do not have autonomous system to manage performance. Lastly, at the learning and growth perspective, the Korean Culture Centers only focus on the role as public officer rather than professionality. This study holds implications as follows; it is required to expand Korean Center and the KOCIS needs to operate control tower.

Suryakencana Street in the Suryakencana Chinatown Area, Bogor City is famous for its culinary delights. Although currently the culinary diversity in Suryakencana continues to grow, the presence of other culinary spots in Bogor has made Suryakencana's culinary name start to fade. To be able to restore and strengthen the image of the Suryakencana Area as a tourist visit route, new attractors are needed. The existence of the new attractor can improve the image of the Chinatown area, elevate Chinatown culture and make the Suryakencana area a culinary tourism area and Chinatown culture. The urban acupuncture method is used in selecting points that need to be "healed" as well as selecting new functions as attractors with the aim of improving the image of the faded Chinatown area. The selection of cultural functions as attractors is realized in a cultural center that is not only a place for cultural performances, but also can accommodate the needs of the local community for the need for shared space, expression space, and commercial space. Suryakencana Cultural Center can be a new magnet for this area. This cultural center will also be a link between the northern area of ​​the area where there are temples and markets, with the southern area which is the culinary area. The presence of this cultural center makes the culture in the Suryakencana Chinatown area to survive in line with the development of the city of Bogor. Untuk dapat mengembalikan dan memperkuat citra Kawasan Suryakencana sebagai jalur kunjungan wisata, diperlukan attractor baru. Keberadaan attractor baru tersebut dapat meningkatkan citra kawasan pecinan, mengangkat budaya pecinan dan menjadikan kawasan Suryakencana sebagai kawasan wisata kuliner dan budaya pecinan. Metode urban acupuncture digunakan dalam memilih titik yang perlu di “sembuhkan” serta pemilihan fungsi baru sebagai attractor dengan tujuan meningkatkan citra kawasan pecinan yang sudah pudar. Pemilihan fungsi budaya sebagai attractor diwujudkan dalam sebuah cultural centre yang tidak hanya menjadi tempat pertunjukan budaya, tetapi juga bisa mengakomodir kebutuhan masyarakat setempat akan kebutuhan ruang bersama, ruang ekspresi, serta ruang komersil. Suryakencana Cultural Center dapat menjadi magnet baru bagi kawasan ini. Cultural centre ini juga akan menjadi penghubung antara area utara kawasan yang mana terdapat vihara dan pasar, dengan area selatan yang merupakan area kuliner. Kehadiran Cultural Centre ini membuat budaya pada Kawasan Pecinan Suryakencana dapat bertahan sejalan dengan berkembangnya Kota Bogor.

Abstract Recent studies on Singapore Chinese literature have employed analytical lenses such as the Sinophone and postloyalism, which are exogenous to the historical and everyday experiences in the region that produced the texts. This article proposes using the lens of the Chinese-educated to bridge local self-understandings with extralocal modes of interpretation, in order to better illuminate place-specific writing practices. As a salient category of both lived experience and analysis by local researchers, the category of the Chinese-educated occasions a form of “off-center articulation” that maintains strategic distance from Sinophone studies while also enriching the field's conceptual repertoire. Specifically, this analytical perspective highlights how literary representations of social class play a significant role, alongside language and ethnicity, in registering the historical diversity of the Singapore Chinese community. Through examining Singaporean Chinese writer Chia Joo Ming's novel Exile or Pursuit (2015), this article reinterprets the novel's gallery of characters and depictions of interpersonal relations to elicit fading memories of socioeconomic divides and gaps in cultural attainment among ethnic Chinese Singaporeans and their migrant predecessors. It ends by charting future directions for Southeast Asian Chinese literary studies that collectively track a broader locus of “Chinese-educated” literary and cultural practices, and that promote critical inter-referencing within the region.
