Abstract:
Against the backdrop of a community-based fishery management institution called kadakkodi, this paper addresses the question of how institutions evolve, innovate, or disintegrate. It explains how institutional evolution is determined by factors like relative resource endowment, technology, cultural endowment, and inherited institutional structures. The strength of such informal institutions in facilitating effective resource management admitted, the paper argues that in the wake of increasing resource-related, technological, cultural and institutional heterogeneities, they may fail to perform and hence are no panacea to the problems of resource management. Such predicaments may call for complementary formal institutions whose supply, however, would depend on the cost of collective action.

Abstract:
The cultural heritage of the nation is protected by memory institutions, which consist, largely, of museums. One of the largest cultural institutions in Slovakia is the Slovak National Museum. Its archive has become a permanent source of information both on the institutional development of this longest continuously operating national cultural institution and the development of museum management in Slovakia. The article provides a brief overview of accessible archival sources on the history of the Slovak National Museum and, moreover, recalls the merits of some important personalities from the Czech Republic working in the field of preservation for Slovakia’s cultural heritage.

Abstract:
Implementation of Scrum Elements in a Cultural Institution Since March 2020, managers of cultural institutions have had to dynamically adapt their methodologies for teamwork, project management, and ongoing institutional tasks to the COVID-19 restrictions and guidelines handed down by public authorities. Following the initial downtime in the spring season and the reopening in June 2020, the Pod Atlantami Municipal Library in Wałbrzych took vigorous measures to adapt its cultural project management to the new conditions, drawing on the experience of the broadly understood business sector. These measures included the implementation of certain elements of Scrum as an agile framework for project management. The goal of the paper is to showcase the pilot implementation of Scrum elements in project management in the selected cultural institution. The analysis relied on structured questionnaires and open questions, visualisation meetings, and semi-structured interviews. Data analysis showed the applicability of backlog management, iterative planning, and iterative task execution to projects pursued by cultural institutions, along with potential for winning the employees’ approval. However, a properly executed implementation is necessary, in which regard this paper offers a set of recommendations arising from the analysis.

Purpose This paper aims to examine the role of institutional framework of regulative, normative, and cultural-cognitive in promoting financial literacy by microfinance deposit-taking institutions in developing economies with a specific focus on rural Uganda. Design/methodology/approach Data were collected from a total sample of 400 respondents who are clients of promotion of rural initiatives development enterprises microfinance deposit-taking institution using a questionnaire and analysis of moment structures (AMOS) was adopted to analyze the data to examine the role of institutional framework of regulative, normative, and cultural-cognitive in promoting financial literacy by microfinance deposit-taking institutions in developing economies with a specific focus on rural Uganda. Findings The results indicated that institutional framework of regulative, normative, and cultural-cognitive significantly and positively promotes financial literacy by microfinance deposit-taking institutions in developing economies, especially in rural Uganda. The existence of institutional framework of regulative (codified rules and laws), normative (shared beliefs/values and norms), and cultural-cognitive (shared conception and interpretation) promotes financial literacy by microfinance deposit-taking institutions in rural Uganda. The structural equation model constructed by use of AMOS revealed that the institutional framework of regulative, normative, and cultural-cognitive explains 27 per cent of the variation on the role of microfinance deposit-taking institutions in promoting financial literacy in rural Uganda. Research limitations/implications This study was purely cross-sectional with data collected at a specific point in time. Therefore, future studies through longitudinal research design can be adopted to test for the hypotheses derived under this study. In addition, only quantitative data collected by use of a semi-structured questionnaire was used in this study. Further studies may consider the use of interviews to get in-depth responses from the respondents. Practical implications Advocates of financial literacy programs in developing economies should consider the existence of institutional framework of regulative, normative, and cultural-cognitive, which helps in promoting financial literacy by microfinance deposit-taking institutions. Indeed, the existence of state legislation to teach people about how to manage their money can promote financial literacy. Besides, normative behavior among individuals within a social setting can lead to increased likelihood that they will engage and participate in a particular financial literacy drive. Correspondingly, cognition, especially fluid intelligence that changes as people age may also help individuals to invoke several dimensions of cognitive skills to make informed financial decisions. Originality/value The current study adds to the existing body of knowledge by examining the role of institutional framework of regulative, normative, and cultural-cognitive in promoting financial literacy by microfinance deposit-taking institutions in developing economies. There is deficiency in the link between the institutional framework under the theory of institutions and financial literacy, especially in developing economies where there is great need for financial literacy among the poor.

PurposeDuring the twentieth and twenty-first centuries, debate about the governance and management of national cultural institutions has largely focused on the problematic relationship between art and the economy. However, several more recent changes have made this discussion outdated. These include loss of autonomy in the art world, transformation of cultural production and distribution and instrumentalisation of cultural policies to generate a new context leading to the emergence of art managers.Design/methodology/approachIn terms of cultural policy, the interplay between the governance and management of national cultural institutions is currently problematic, with the work of art managers now replacing the previous “art versus economy” binomial. Here, we demonstrate the growing centrality of the governance paradigm and generation of public value in the local context, by qualitatively examining the discourses of politicians and national cultural institution managers in Barcelona.FindingsWe concluded that a new interface between policymakers and managers has appeared in twenty-first century cultural institutions, and that this has replaced the previous antagonism between artistic directors and managers. Finally, although there is a consensus that the objective of national cultural institutions should be to enhance public value, we also identified the presence of a symbolic battle over how this public value is defined and who should evaluate it.Originality/valueThis paper reveals the centrality of this new debate: policymakers and managers have developed discourses and strategies so that their vision of public value now predominates. In turn, this debate has become the new “battlefield” of cultural policy and reflects a rebalancing between the artistic and political spheres.

Abstract:
The present research featured official methods of efficiency assessment of cultural institutions. The existing system focuses on quantitative assessment and does not take into account the delayed social and economic effects associated with the quality of human capital. Therefore, the current system of indicators requires expansion. Cultural institutions acquire state or municipal support based on their compliance to efficiency criteria. The author analyzed the financial support provided for implementation of priority national projects. The amount of funds for the development of the cultural sphere appeared to be one of the smallest. The current global uncertainty and new challenges caused the budget funding focus to shift. Taking into consideration the growing variability of external environment, cultural institutions can become efficient only by using modern management tools. The author studied official approaches to assessing the efficiency of cultural institutions. The research objective was to justify the need to use modern management tools in order to increase the efficiency of cultural institutions. The study was based on the institutional approach, as well as the methods of analysis, synthesis, and comparison. The paper introduces some practical recommendations for the use of modern management tools and the application of national standards. The results can be of some interest to top management of cultural institutions. The author proposes systemic and process approaches for implementation of creative projects. She believes that PDCA methodology, benchmark and GAP analyses, and the method of key performance indicators will develop the dynamic capabilities of cultural institutions and increase their strategic flexibility in conditions of high external variability.

 The purpose of the research is to identify the interconnection between the institutional environment, the specifics of educational institutions’ activities and their management model based on national features in the social-cultural characteristics of countries of Eastern and Central Europe. The methodological basis of the research is a combination of theoretical and scientific methods, namely: analysis, synthesis, systematization and comparison, theoretical and logical generalization. Results. Two basic approaches to the management of educational institutions have been identified: the first one is based on the theory of general management, the second one centers around the specifics of educational services. The use of the second approach has been substantiated considering the influence of institutional factors on the management of educational institutions. Based on the analysis of data from different countries, collected in G. Hofstede’s 6-D model, the hypothesis of the existence of differences between the social-cultural features of countries of Central and Eastern European, the former Soviet Union and Western Europe has been tested.

Abstract:
Taiwan is an important trading and maritime channels for many countries since ancient time. Numerous relics lie underwater due to weather, wars, and other factors. In the year of 2006, Bureau of Cultural Heritage (BOCH) entrusted the Underwater Archaeological Team of Academia Sinica to execute the underwater archaeological investigation projects. Currently, we verified 78 underwater targets, with 78 site of those had been recognized as shipwrecks sites. Up to date, there is a collection of 638 underwater objects from different underwater archaeological sites. Those artefacts are distributed to different institutions and museums. As very diverse management methods/systems are applied for every individual institution, underwater cultural heritage data such as survey, excavation report, research, etc. are poorly organized and disseminated for use. For better communication regarding to Taiwan’s underwater cultural heritage in every level, a universal format of documentation should be established. By comparing the existing checklist used in Taiwan with guidelines that are followed in other countries, a more intact and appropriate underwater cultural heritage condition documentation system can be established and adapted in Taiwan.

Abstract:
The aim of this research is the consideration of the cultural heritage policies of European institutions (the European Union and the Council of Europe) and the impact of such policies on the national heritage policy of two member States (Greece and Italy). The analysis focuses mainly on the national and supra-national heritage legislation. The EU by means of policies and laws has gradually emerged as an important factor in the field of national heritage management. The impact of the EU in the fields of heritage terminology and legislation is a fact. New concepts concerning things 'national' are being directly 'imported' from the EU to its member States. The use of heritage in the political arena has a long history in nation States, with regard to issues of identity. By taking this one step further, the EU aims to construct a 'European' identity which will eventually replace the different 'national' ones. A historical narrative proves the logic behind EU action. The cultural heritage has been used by the EU throughout the years for a variety of political and economic purposes. The amendment of national laws and the introduction of EU concepts into national heritage law are results of an imposed change, not of legal evolution. The comparison of the two EU member States emphasises the complexity of issues involved in both the national and supra¬ national level. The conclusions aspire to arouse awareness of the powers that EU enjoys over national heritage legislation. The thesis also endeavours to highlight the power of law to create and construct public attitude towards the heritage, enhancing or denying claims for identity. It assesses the political will behind legal acts and policies with regard to the heritage. It addresses the attempt made by European institutions to create 'uniformity' in both laws and concepts related to heritage in a Europe of diverse heritages.

<p> Between 1990 and 2010 changing perceptions of water-scarcity and evolving adaptation strategies to water stress transformed water management in San Diego, California. This project examines how perceptions of water scarcity affect the programmatic variety, geographic scale, and types of adaptations that are undertaken. It also investigates whether a cultural consensus developed within San Diego County as a whole about what causes particular water problems. Lastly, the research shows how adaptation responses to the collective action problem of water provisioning contributed to resolving the other collective action problems of wastewater production and water conservation. The project presents San Diego as an example of polycentric governance arrangements that were adaptive to the challenges of a changing social-ecological system. </p><p>

The Pompidou Center is a State-funded presidential museum project, with the mission to make modern art in all its expressions accessible to the wider public. The Sesc Pompeia is a multidisciplinary center for culture and sports financed by tax-money and managed by the Commerce Federation. The Sesc Pompeia is dedicated to the provision of informal education through the cultivation of the mind and the body. The study examines whether resource- and power-dependence theories can be used to conceptualize the relationship that the Pompidou Center & the Sesc Pompeia have with their financial stakeholders. More specifically it will be discussed to what extent the degree of power-dependence in the relationship influences the management strategy of the institution. The objective is to answer the question: what strategies do the institutions adopt to reduce their power-dependence on their main financial stakeholders? Finally some practical management implications will be drawn from the parallel between the strategies of the two institutions.<br>A presente pesquisa foi conduzida na forma de um estudo de caso de duas instituições culturais no contexto francês e brasileiro. O Centro Pompidou é um projeto presidencial de museu financiado pelo Estado, com a missão de tornar a arte moderna em todas as suas expressões acessíveis ao público em geral. O Sesc Pompeia é um centro multidisciplinar de cultura e esporte - financiado pelo dinheiro dos impostos e administrado pela Federação do Comércio. O Sesc Pompéia é dedicado à oferta de educação informal através do cultivo da mente e do corpo. O estudo examina se as teorias de dependência de recursos e de poder podem ser utilizadas para conceituar a relação que o Centro Pompidou e do Sesc Pompéia tem com seus stakeholders financeiros. Mais especificamente, será discutido em que medida o grau de dependência influencia a estratégia de gestão das instituições. O objetivo é de responder a pergunta seguinte: quais são as estratégias que as instituições adotam para reduzir sua dependência com relação a seus principais stakeholders financeiros? Abstract:
This thesis investigates the understanding and practices of contemporary Mongolian management since the 1990s. In particular, it focusses on the shared experiences of local managing practitioners in Mongolia by exploring the conceptions of a manager, management, and managerial roles from the participants’ perspective and the contextual influencing factors on their understanding. Since the 1990s Mongolia has undergone a series of cultural and institutional changes in relation to its political, economic and societal development. The country has fluctuated between having the fastest growing economy and the world’s worst performing currency. Mongolia itself has become the land of opportunity for many by attracting foreign direct investment, however, the knowledge of local management practice is as yet little understood as there have been no academic or empirical studies conducted in English before. Therefore, this research aims to build an understanding of the concept of management in Mongolia by examining the narratives of thirty five local managers in relation to their experiences during and after the socialist period. Moreover, it investigates the contextual influencing factors from practitioners’ perspectives with an ethnographic approach. This qualitative study draws on interviews with three groups of local managers in Mongolia, who are described as socialist-era, transitional-era and non-native managing practitioners. There are some similarities and differences amongst these identified groups, but each was distinguishable by their formal training, work ethic and management approach. Furthermore, this research found that the intertwining contextual factors of a nomadic cultural heritage, socialist legacy, and the pressures of the current economic and societal changes and political interference influence management thinking in equal measure in contemporary Mongolia. The importance of this study lies in its theoretical and empirical contributions. By evaluating the relationship between classical management literature and indigenous management concepts with a focus on the varieties of contextual factors, this study attempts to provide an original insight into non-Western management practices. It aims to extend the current theories of crossvergence, indigenous management studies, and understand the nature of managerial work in a cross-cultural context. By carrying out the first academic study to examine Mongolian management perspectives in English, it contributes empirically to global management knowledge, and to the local business community.

Abstract:
There has been an increasing relevance of the cultural sector in the economic and social development of different countries. However, this sector continues without much input from multi-criteria decision-making (MDCM) techniques and sustainability analysis, which are widely used in other sectors. This paper proposes an MCDM model to assess the sustainability of a musical institution’s program. To define the parameters of the proposed model, qualitative interviews with relevant representatives of Catalan cultural institutions and highly recognized professionals in the sector were performed. The content of the 2015–2016 season of the ‘Palau de la Música Catalana’, a relevant Catalan musical institution located in Barcelona, was used as a case study to empirically test the method. The method allows the calculation of a season value index (SVI), which serves to make more sustainable decisions on musical season programs according to the established criteria. The sensitivity analysis carried out for different scenarios shows the robustness of the method. The research suggests that more complex decision settings, such as MCDM methods that are widely used in other sectors, can be easily applied to the sustainable management of any type of cultural institution. To the best of the authors’ knowledge, this method was never applied to a cultural institution and with real data.<br>Universitat Oberta de Catalunya

Entrepreneurship research is becoming more critical to policymakers and scholars around the world. However, few scholars have explored the effect of national culture or institutions on the entrepreneurial activity using cross-national data. Furthermore, most previous scholars have been limited to formal institutions as a theoretical structure to explore the entrepreneurial activity across countries. It is crucial to include formal, informal institutions and culture to better understand about how much or why entrepreneurial activity differs across countries. To fill this gap, this study investigates how national culture and institutions impact the level of entrepreneurial activity across 30 countries using cross-national dataset from the World Bank Dataset, the GEM report, and Hofstede’s cultural dimensions during the 5-year period from 2009 to 2013. Moreover, this study used two distinct measures of the level of entrepreneurial activity as dependent variables (i.e., the rate of new start-up companies and Total Entrepreneurial Activity). The results showed that individualism, uncertainty avoidance, power distance, and long-term orientation are essential for explaining the level of entrepreneurial activity across countries. However, the results indicated that only one of the regulative dimensions (i.e., the number of start-up procedures) was significantly related to the level of entrepreneurial activity. Therefore, the finding of this study concludes that national culture may play more important roles than institutions regarding the level of entrepreneurial activity across countries.

Abstract This chapter examines the ways in which gendered structural inequality inhibits the just governance of land. Institutions of various kinds (legal, governmental, economic, social, and cultural) specify rules and norms for interaction. Rules and norms outline what types of action are permitted, required, or prohibited by certain groups of actors, as well as the formal and informal penalties for violating such rules and norms. Structural inequality exists when institutional rules and norms differentially restrict opportunities for certain groups to do and become things of value (e.g. being healthy, being employed, being educated) and differentially restrict the ability of certain groups to shape and define institutional rules and norms.

AbstractThe Curtin Open Knowledge Initiative (COKI) is an innovative research project that collects and analyses publicly available research output data to assist and encourage researchers, academics, administrators and executives to understand the actual and potential reach of openness in research, and to assess their progress on the path towards open knowledge institutions. By taking a broad global approach and using multiple data sources, the project diverges from existing approaches, methods and bibliometric measures in the scholarly research environment. It combines analysis of research output, citations, publication sources and publishers, funders, social media events, open and not open access to provide overviews of research output and performance at institutional, funder, consortial and country levels. The project collects and analyses personnel diversity data such as gender, focusing on widening the reach of data analysis to emphasise the importance and value of diversity in research and knowledge production. Interactive visual tools present research output and performance to encourage understanding and dialogue among researchers and management. The path towards becoming open knowledge institutions involves a process of cultural change, moving beyond dominant publishing and evaluation practices. This paper discusses how through divergence, diversity and dialogue the COKI project can contribute to this change, with examples of applications in understanding and embracing openness.

Abstract Creative tourism has emerged as a global trend in cultural tourism, replacing the previous notion of cultural tourism as being a mostly passive, attraction- and museum-based activity. Creative travellers are actively seeking out opportunities to become engaged in the local cultural fabric of the place they visit, be it during a cultural festival, an opportunity to meet the locals through hands-on workshops, or by participating in an activity offered at formal institutions, such as cookery schools. This chapter presents insights about types of creative travellers in Austria. Given the author's background as project manager in the association Kreativ Reisen Österreich (Creative Tourism Austria), the remarks made here are observations based on 10 years of experience in managing, networking, and promoting creative tourism to both national and international travellers. This has been done in co-operation with such high-profile partners as the Austrian National Tourism Board as well as several regional destination management organizations across Austria.

The frequency of the applied treatments in aesthetic medical institutions varies according to their clients' economic welfare, socio-cultural evolution of their society, sex, age range and many other sociological parameters. Today‚ audiovisual collections account for a large portion of the world’s memory. They are part of museums, serve as research documents for various types of scientific institution, register history and provide us with a tangible witness of our most precious memories. Even though sound and image collections are generally accepted as being part of our cultural heritage, determining how to open such collections to a large audience is far from simple. Although value and signi cance assessments are increasingly used as collection management tools, they are labour intensive and organizationally demanding activities for collection managers and institutions. Nevertheless such assessments are vital to ensure proper collection management today and in the future. Likewise they provide us with an excellent tool in communicating about audiovisual collections, prioritizing in case of digitization and rendering their management comprehensible. This paper outlines a three-step methodology designed to facilitate assessing value in audiovisual collections.

Academic Institutions utilize various ICT mechanisms to manage institution data, retrieve information, sustain financial activities, and deal with digital culture to create the learning and teaching setting. Thus, Enterprise Architecture (EA) is the ICT strategy employed in the domain to engage with radical changes and permuting trends. The purpose of EA is to organize and standardize Information Technology (IT) components to align with institution’s goals. Qualitative analysis was conducted to discover the factors that instigated the first academic institution in the Philippines to adopt EA as an ICT tool for its long-term strategy. The approach was an exploratory research design to closely examine data through thematic analysis, focusing on inductive reasoning that emphasizes the data convened from the semi-structured interviews with an open-ended question. The result of the interviews was graded as primary and secondary factors which influenced the adoption process. Primary factors are the elements that drives the EA adoption such as the organizational structure and human traits, while secondary factors consist of the characteristics of the transformation, specifically the intended techniques, proposed transformation capabilities, transformation obstacles and institutional perspectives. The purpose of this enquiry is to disseminate the primary and secondary factors, discovered from the first academic institution in the Philippines, to various academic institutions and other sectors with similar settings, as a learning ground and bedrock of future possibilities for EA adoption. Thus, the challenge for subsequent EA adopters is to utilize and strengthen the primary and secondary factors to boost the success of transformation for competitive advantage. The future research should gravitate towards factors of EA nonadoption in academic institutions and other sectors as EA is still emerging slowly particularly in the Philippines.
