Over the past twenty years the arts and culture have become a popular vehicle through which local economic development can be pursued. Whilst this relatively new local economic development tool has generated much interest amongst academics, many have been content to simply provide descriptive accounts of its development. Where theoretical frameworks for analysis have been applied, they have failed to adequately examine and assess those local factors which have contributed to the development of these strategies. This is accompanied by my own autoethnographic observations and reflections since the data was collected, affording me a wide lens through which to contextualise the study. Nonetheless, growing duopolist hegemony in the form of the U.S. two-party system has greatly diminished a long and lively history of third party resistance. This thesis demonstrates that advertising is an important and neglected site of racialisation. It argues that advertising plays a crucial role in the cultural politics of 'race' but that, in order to examine this role, we need a more subtle understanding of the production and consumption of advertising meanings. That the relationship between advertising and racialisation remains understudied is arguably a result of traditional academic approaches to the media which have tended to focus exclusively on textual interpretations of media products by academics themselves. In cultural work, the idea of expertise is commonly associated with a specialised knowledge of cultural forms and products, often possessed by art critics, dealers and cultural intermediaries. In the majority of literature on cultural work, the status of these ‘experts’ is mostly treated as normative and accepted as legitimate, with little attention paid to the expertise of the primary producers of the cultural forms which are judged.
