Résumé L’objectif de cet article est d’examiner comment les opérations de maintien de la paix sont parvenues à façonner de manière aussi marquante la culture stratégique canadienne depuis plus de cinquante ans. Il s’agit plus précisément d’en analyser une dimension particulière, soit le processus de légitimation de l’usage de la force militaire par les élites politiques canadiennes, grâce à l’utilisation du symbole que représente le maintien de la paix pour les Canadiens. L’un des impacts de ce processus, vis-à-vis de pratiques militaires qui correspondent de moins en moins au symbole du maintien de la paix, est le développement d’un écart significatif entre la rhétorique et les faits. Il en résulte une crise de légitimation de l’usage de la force militaire au Canada, qui s’exprime par une ambiguïté croissante quant au rôle des Forces canadiennes sur la scène internationale, et dont l’actuel engagement militaire en Afghanistan représente le point culminant.

Selon certains observateurs, il ne semble pas exister une grande originalité dans les premières politiques conservatrices en matière de sécurité internationale. Mais qu'en est-il vraiment pour le maintien de la paix, domaine par excellence de l'improvisation, de la réaction a posteriori pour tout gouvernement de moyenne puissance, mais plus encore pour tout gouvernement canadien qui se fait une gloire d'y participer ? Malgré l'importance des événements qui se produisent au début des années 1990, il faut éviter de percevoir le maintien de la paix canadien comme une simple caisse de résonance des événements internationaux. La politique du gouvernement canadien en matière de maintien de la paix ne constitue pas, en ce sens, une simple réponse passive aux demandes des Nations Unies, mais est en fait soumise à deux pôles d'attraction: la culture politique intérieure et les pressions exercées par le contexte international. Dans cette perspective, on devrait s'attendre à ce que le premier mandat du gouvernement Mulroney illustre la continuité de la politique canadienne alors que le second mandat serait plutôt caractérisé par une mutation fondamentale du contexte et de la pratique du maintien de la paix.

AbstractIn this article I consider the Kantian preference for natural beauty from a socio-political point of view. Instead of only regarding the “intellectual” significance of beauty in nature as a symbol of morality, I show that the aesthetic appreciation of natural beauty must also be understood in its dialectical relation to society as “the place of antagonism.” By highlighting this dialectical understanding, I point out the socio-political contribution of aesthetic experience for the cultural progress of humanity. The fragility of beauty in the context of culture can be further interpreted as a symbol of the temporality of the project of perpetual peace in politics.

Résumé Les femmes, comme l’a montré Olga Davidson, jouent un rôle central dans le Shāhnāma de Firdawsī, épopée affectionnée par les aristocrates persans comme turcs au cours de la période médiévale. Les programmes iconographiques renforcent le rôle de ces épouses, mères, fiancées, sœurs, qui attendent les guerriers et chantent leurs exploits. L’Université ouvrière de Genève a été créée au début du siècle par des syndicalistes, des intellectuels progressistes pour « intéresser les milieux ouvriers à la culture ». Principalement financées par l’État et la Ville de Genève, les activités de l’UOG s’adressent plus particulièrement aux couches sociales défavorisées et comprennent aussi bien des cours de formation syndicale que des cours d’alphabétisation et de français pour les travailleurs immigrés que des activités culturelles variées. L’auteur souligne l’absence de véritable politique de formation des travailleurs en Suisse qui, dans le contexte de la « paix sociale » conclue entre les organisations syndicales et patronales, rend à la fois originales mais limitées les initiatives de l’UOG, si l’on pense que la formation peut être un des éléments moteurs des luttes ouvrières.

Abstract:

P110 Our prior work has shown that astrocytes inhibit fibrinolysis of brain capillary endothelial cells (eg, Stroke 1999:30;1671–1677). The complex cellular microenvironment at the blood-brain barrier includes pericytes, which are adjacent to and share basement membrane with brain capillary endothelial cells. We analyzed the hemostatic regulatory role of pericytes in a blood-brain barrier model consisting of human brain pericytes cultured on transwell membrane inserts with human brain capillary endothelial cells. We measured fibrinolysis proteins and function in media conditioned by 48 hour co-culture of human brain capillary endothelial cells and human brain pericytes, as well as brain capillary endothelial mono-cultures. Compared to endothelial mono-cultures, pericyte-endothelial co-cultures exhibited levels of tissue plasminogen activator (tPA) protein reduced by 50±15% (p<.05). Co-culture preparations showed 32±13% (p<.05) increase in levels of plasminogen activator inhibitor-1 (PAI-1) protein, the primary inhibitor of tPA. tPA activity of co-culture preparations was 54±17% (p<.05) of endothelial mono-culture preparations. These data demonstrate that human brain pericytes have an important hemostatic regulatory role for endothelial-dependent fibrinolysis in vitro. These findings provide further support for brain-specific hemostasis, with pericytes as well as astrocytes playing key regulatory roles.

Abstract:

SummaryThe effects of specific components in culture medium on embryo physiology have been extensively investigated to optimize in vitro culture systems; however, little attention has been paid to antibiotics, the reagents used most commonly in culture systems to prevent contamination. To investigate the potential effects of routine use of antibiotics on cultured embryos, mouse zygotes were cultured with or without antibiotics. In both groups, the developmental rate and cell number of blastocysts appear to be normal. The proportion of embryos with blastomere fragmentation increased slightly when embryos were cultured with antibiotics. In contrast, the presence of antibiotics in the embryo culture system significantly disturbs expression of zygotically activated genes, damages chromatin integrity and increases apoptosis of cultured embryos. These results provide evidence that, when cultured with antibiotics, embryos with normal appearance may possess intrinsic physiological and genetic abnormalities. We demonstrate that the adverse effects of antibiotics on mammalian embryos are more severe than we previously presumed and that antibiotics are not essential for sterility of embryo culture system therefore abolishing antibiotic supplementation during embryo culture.

Abstract:

Cultural Translation (CT) in general and translation of cultures in particular has come into the new horizon in a few years. Both diversity and homogeneity of cultures circle around translators' cynosure. Notwithstanding the fact that cultural diversification acts as the primary role in cultural translation, much attention has been paid to homogeneity and future of cultural translation in translation studies. In this direction, one of the latest movements in cultural translation is rooted in source-target culture reconciliation known as HomoKult (capital K) model. The core principle of HomoKult lies in four types of cultures namely: (1) purposive culture, (2) ameliorated culture, (3) circulated culture, and (4) diglossic culture. The present study opens up the new insight in cultural translation on the basis of purposive and diglossic cultures of HomoKult model for reconditioning off the futurity of intercultural translation between source and target languages.
