Taking account of the currency contagion effect, our results indicate that sharply higher interest rates helped to support the exchange rates of South Korea, the Philippines, and Thailand. AbstractThe final chapter concludes that there is currently insufficient systematic attention to distributive justice in Dutch climate policy. Various distributive principles are often overlooked in policymaking. The key message therefore is that all climate policy should take the fair distribution of climate costs into account. In addition to effectiveness and legality, climate measures should also be assessed from the perspective of justice. Failure to do so could erode public support for climate policy, and so delay or even prevent the implementation of the policy measures.

Abstract:
Financial dollarization in Latin America has been growing over time in spite of a major reduction in inflation and a shift toward central bank independence. After discussing the key stylized facts of dollarization and dedollarization in the region, we discuss the risks this process poses to the region. In particular, we explore the validity of concerns about the effectiveness of monetary policy in a dollarized economy and about a loss of seigniorage revenue in such an economy. After concluding that to a large extent these concerns lack empirical support, we focus on the main reason for concern

This paper studies from an empirical and theoretical perspective the systemic and bank-level effects of imposing reserve requirements (RR) in foreign currency in an economy with a heavily dollarized financial system. The paper empirically characterizes banks responses to the RR carried out by the Peruvian Central Bank since 2008 with the objective of stabilizing the financial market and meeting its policy targets. The results suggest that the RR is effective in reducing the overall level of credit in the economy and that banks response in terms of credit and deposits is very heterogeneous depe

Abstract:
This paper examines the efficacy of class-size reductions as a strategy to improve pupils’ learning outcomes in India. It uses a credible identification strategy to address the endogeneity of class-size, by relating the difference in a student’s achievement score across subjects to the difference in his/her class size across subjects. Pupil fixed effects estimation shows a relationship between class size and student achievement which is roughly flat or non-decreasing for a large range of class sizes from 27 to 51, with a negative effect on learning outcomes occurring only after class size incr

This study's third phase evaluates the regulatory impact analysis (RIA) of policy recommendations aimed at enhancing the Philippine Retirement Authority's (PRA) retirement program, focusing on competitiveness and sustainability. Utilizing methodologies such as benefit-cost analysis, breakeven analysis, cost-effectiveness analysis, and regression analysis, the study compares targeting foreign retirees aged 40 and above with those aged 50 and above, assesses the cost-effectiveness of current PRA policies, and determines breakeven volumes. As a foreign policy tool, the EU’s strategic partnerships are a legacy of the post-Cold War era. Although they have long underpinned the EU’s quest for effective multilateralism, the effectiveness, coherence and sustainability of strategic partnerships in today’s fraught global landscape in question in their current form. What constitutes an EU strategic partnership and what exactly is ‘strategic’ about it has become increasingly unclear. To enhance these partnerships, we suggest that the EU take a series of steps, which we outline below. 1. Rethink the EU’s strategic partnerships in a compreh

The EU’s Common Foreign and Security Policy (CFSP) is subject to “specific rules and procedures” that seem to stand in the way of its effectiveness. This Working Paper assesses the special legal nature of the CFSP and explores the legal possibilities to enhance decision-making procedures. It argues that current EU Treaties should not necessarily be amended to achieve better outcomes. In fact, the Treaty on European Union (TEU) provides for some “sleeping beauties” that have rarely been used. In particular if there is (political) willingness, the Treaties enable the wider use of qualified major

Countering financing of terrorism (CFT) has been a core component of counter terrorism strategies since the 9/11 attacks on the US in 2001. Key CFT measures are criminalisation of terrorism financing; sanctions and assets freezing/seizure; and use of financial intelligence. CFT assessments focus on implementation of these measures, rather than on impact in terms of preventing terrorist activity. This rapid review therefore looks at the effectiveness of different CFT measures. It draws on a mixture of academic and grey literature, including policy papers and reports from agencies involved in CF
