Abstract:
This study examines the effect of understanding accounting, tax regulations, tax knowledge and tax sanctions on MSME taxpayer compliance. This study also explores the moderating effect of tax sanctions on the link between accounting expertise, tax knowledge, and MSME taxpayer compliance. The population uses MSMEs in Jambi City with a sample of MSMEs engaged in the food and beverage sector with specified criteria. Thus, the participants of this study amounted to 74 respondents. The research questionnaires were distributed using hand delivery systems and processed using SEM PLS (Warp PLS 7.0). The results of the study show a variety of findings where understanding accounting does not affect MSME taxpayer compliance in Jambi city. Understanding tax regulations and punishments might influence MSME taxpayers in Jambi directly or indirectly. This study's paradigm and analytical methods are fresh and enriching. This study's results contribute practically and theoretically, especially by the government, to MSME tax socialization.

Abstract:
City branding has become a massive effort by many cities as tourist destinations to promote the city nationally and internationally. Ambon City, the Capital of Maluku Province, known as the “City of Music,” and the City of Solo with “Solo the Spirit of Java,” are examples of city branding. In North Maluku Province, Ternate City has a long history of colonialism, international trade, and a developing city. Unfortunately, inconsistencies still exist in how the city should be known. This study aims to identify and define city branding by using the constructivist grounded theory method. The themes identified were quality tourism, economic value, community engagement, stakeholder consensus, legendary ancient leadership, and historic and renowned commodity. Six main themes are theoretically based on how to branding Ternate city and involving seven important participants. These themes are then used to define the branding of Ternate City. Current research offers a testable model to brand a place or city based on the identified subjects. At the same time, potential future studies are also suggested regarding the weaknesses of the current study.

Abstract:
Drawing from three phases of a social research programme between 2002 and 2008, this paper proposes a framework for underpinning the development of urban water transitions policy and city-scale benchmarking at the macro scale. Through detailed historical, contemporary and futures research involving Australian cities, a transitions framework is proposed, presenting a typology of six city states, namely the ‘Water Supply City’, the ‘Sewered City’, the ‘Drained City’, the ‘Waterways City’, the ‘Water Cycle City’, and the ‘Water Sensitive City’. This framework recognises the temporal, ideological and technological contexts that cities transition through when moving towards sustainable urban water conditions. The aim of this research is to assist urban water managers with understanding the scope of the hydro-social contracts currently operating across cities in order to determine the capacity development and cultural reform initiatives needed to effectively expedite the transition to more sustainable water management and ultimately to Water Sensitive Cities. One of the values of this framework is that it can be used by strategists and policy makers as a heuristic device and/or the basis for a future city state benchmarking tool. From a research perspective it can be an underpinning framework for future work on transitions policy research.

Abstract:
Historic and cultural districts reflect the cultural memory of a specific historical period, but they are also the physical space where real people live and move around, and therefore their conservation is an important part of urban development. This study takes the old district renovation project of Enning Road in Guangzhou as an example, describes the current situation after the renovation, discusses the problems, refers to successful cases of renovation at home and abroad, and proposes renovation measures from the perspective of visitors sense of experience. From the end of the 19th century to the present day, a series of renovation policies have revitalised Enning Road, and the transformation has gradually changed from large-scale demolition and construction to micro-renewal of the city. The development of Enning Road, as a commercial centre with a local historical character, has revealed a lack of renovation for the experience of tourists in terms of travel and safety, as the number of tourists attracted has increased year by year. This paper proposes zoning and beautification of shop decoration, enhanced traffic safety planning in the scenic area and the development of special tourist routes under the conditions of tourist demand.

Abstract:
Groundwater depletion and pollution pose significant challenges to water security in Herat City, Afghanistan. Utilizing data collected from monitoring and research wells up to March 2023, this study assesses the static water levels and quality parameters across various regions. The analysis reveals a consistent decline in groundwater levels from 2015 to 2022, with reductions exceeding 10% in some areas. Additionally, water quality assessments based on WHO standards highlight elevated levels of electrical conductivity, salinity, and pH, indicating contamination and unsuitability for consumption and irrigation. Salinity levels in certain wells exceed recommended limits, reaching up to 1400 mg/L. Moreover, increased pH levels suggest pollutant infiltration from agricultural and wastewater sources. To address these challenges, sustainable management strategies are proposed, including centralized and decentralized wastewater treatment, standardized irrigation practices, and the promotion of responsible water usage. Collaboration among stakeholders and robust governance frameworks are essential for implementing these measures and ensuring long-term groundwater sustainability in Herat City. Continuous monitoring of water quantity alongside quality is emphasized to track progress and adjust strategies accordingly, safeguarding the availability and quality of groundwater resources. The outcome underscores the urgent need for comprehensive interventions to safeguard public health and secure access to safe drinking water in Herat City, Afghanistan.

Abstract:
Greened public spaces which include urban parks transform under the influence of the growing needs of the population in qualitative, imbued with meaning, places with various functions. The new understanding of the parks, which are created on unsuitable for construction territories, wasteland and former industrial use areas, is becoming topical for modern European cuties. The trends in world park construction are considered in the article, innovative parks with an unconventional interpretation of natural materials and new filling of park areas are analyzed. The main problems of development of the urban Russian parks, among which the author emphasizes the standard approach to environment formation, lack of usability and functionality, low technical level of arrangement, lack of emotional component in composition, are explored based on comparative analysis of park spaces. Along with disadvantages, there are advantages of Russian parks: availability and opportunity of arranging city events, outdoor recreation in the city. The principles and features of ecological parks, which gain popularity in foreign and native urban planning practice, are explored. A concept of ecological park, maximally preserving natural landscape, using unpretentious plants and modern technologies of recourse consumption, is uncovered. It is proved that designing and building of the ecological park is optimal for natural systems in the city. The analysis of the state of public green spaces of the city of Kursk is presented; the ways of solving the problem of improving comfort of the urban environment are planned; the necessity to include the riverside areas into the list of improvement zones of the Municipal Program "Building a Comfortable Urban Environment" for 2018-2022 is justified.

Abstract:
The paper presents the results of inventory surveys of tree and shrub plantations on six riverfronts of the city of Uzhhorod: Pravoslavna, Kyivska, and Slovianska are on the left bank, Botanichna, Nezalezhnosti, and Studentska are on the right bank. The taxonomic composition of the dendroflora was determined and analysed, the ratio of introduced and native species, as well as the distribution by age and height were established. The general condition of green areas was characterised. The main species that dominate the plantings are species of the genus Tilia L., Aesculus L., Populus nigra L. var. italica Duroi, Platanus acerifolia (Ait.) Willd., Sophora japonica L., Ginkgo biloba L., and less often highly decorative, flowering sakura Cerasus serrulata (Lindley) G. Don ex Loudon, Malus niedzwetzkyana Dieck ex Koehne, Catalpa bignonioides Walter, as well as coniferous trees of Pinus sylvestris L., Platycladus orientalis (L.) Franco. Among the exotic species, S. japonica and P. acerifolia have proved to be particularly well established in the landscaping of Uzhhorod. Trees of these species in Uzhhorod are durable, resistant to falling out, and differ little in size and shape in plantings, so they retain their aesthetic appearance for a long time and are suitable for forming linear plantings. In total, 1147 specimens of 51 species of trees and shrubs belonging to 23 families grow on the five riversides of Uzhhorod city (excluding Botanichna). The most widespread is linden, with different species totaling 332 specimens present on four riverfronts (Nezalezhnosit, Studentska, Kyivska, Slovianska). By origin, 33 species (63.5 %) are introduced. Trees are represented by 37 species, shrubs by 15 species. Among the species represented, the total number of introducing is 984 specimens (68 % of the total number). The age gradations of the riverfront tree species coincide with the historical periods of planting: Czechoslovakian (70-90 years), Soviet (30-50 years), and modern (5-25 years). Most of the trees on the riverfronts, even those that have been growing since their planting, have not yet reached the limit of their biological age and have a good or satisfactory condition. The analysis revealed the need for a number of measures to improve the riverfronts in order to improve the existing landscapes and enhance their recreational properties.

Abstract:
The world environmental problems have suffered from a prolonged period of seclusion in the eyes of the global community. Nevertheless; after the world has experienced a leap in various disciplines, preserving the environment has become a universal concern. Consequently, discussing the issue of “Innovative approaches towards preserving the environment” is a conversation of critical importance to alternate the societal way of thinking, moreover; shedding the light on the focal role of academic research is crucial to start reaching goals, instead of counting failures. The dire state of the world environmental problems demands innovative solutions that have the ability to tackle complex issues. The society is obligated to adopt dynamic approaches to successfully address the matters at hand. For instance, if we look closely at the topic of climate change, it is quite apparent that the issue needs to be examined from different angles, and inventive solutions need to surface. The preservation of the environment is every person’s concern as it impacts climate change, biodiversity, energy efficiency, renewable energy, recycling, land degradation, natural resources protection, natural disaster rates and agricultural production. In order to reach a permanent solution, a set of skills and modernized knowledge of multiple fields need to be put in action, such as behavioral science, community involvement, politics and economics. The execution of the answers to numerous environmental problems must be implemented through harmoniously coordinating the efforts of the participants with their different backgrounds. The bearing of these solutions through time has to be achieved through acknowledging the complexity of the issues and the readiness to change the current hierarchy of the environmental management. Although the environmental issues are measurable, researchers are always faced with some level of scientific uncertainty, in addition to the uncontrollable factor of the ever-changing nature of the climate. Hence, society needs to adopt a dynamic mindset to flourish in prosperity.

Abstract:
This article sought to develop a critical account of the ever-increasing role of ICTs in cities and urban governance discourses, captured by a growing interest to ‘smarten up’ our cities, for their inclusiveness of citizens more broadly, and that of children, in particular. In revisiting rights-based approaches, it gives particular attention to the (political) premises of two urban concepts, that is, child-friendly cities and smart cities. The focus here is on how these current concepts encompass and direct the make-up of children′s relationship to the city, which brings the question to the fore of ‘whose version is it?’ A predominant provider′s perspective and a normative discourse are revealed which seem to overlook emergent logics of children′s social needs and experiences in the city. It is therefore proposed to revisit and revise our existing ideas, thus critiquing the current potential of the emerging ‘rights-based’ agendas in improving outcomes for children by urging cities to become child-friendly in their smart city ideals.

The housing sector is the most important area of society’s development, in which housing needs are met. The article presents the results of a study of the state housing policy in the modern large city of St. Petersburg. The paper presents the results of a study of the state housing policy in the modern large city of St. Petersburg. The article identifies the most significant trends in the transformation of the housing sector of the Russian Federation, shows the inconsistency of the processes of their implementation. The necessity of taking into account the positive experience of minimizing social inequality in the housing sector is substantiated. Attention is drawn to the existence of contradictions in the priorities of the State Program «Providing citizens of the Russian Federation with affordable and comfortable housing», which results in the restriction of the right of citizens to meet their housing needs. It seems that the analysis of contradictory trends in the development of the housing sector, which is the purpose of the presented work, will be a definite contribution to the study of the modern housing sector in Russia, as well as the development of practical recommendations aimed at improving the state housing policy and its implementation.

Abstract:
In a smart city, technologies are designed to assist people in their everyday lives, like in intelligent homes, public transportation, and e-services. However, this can lead to new kind of marginalisation if people do not fit into the idea of smart citizen. In this article, I consider how the smart city ideology of Oulu in northern Finland becomes lived in the everyday practices of senior citizens; and how they sense themselves as “smart citizens.” Through generating ethnographic composition of ICT-biography and walk-along interviews, and series of workshops with seniors, city officials and researchers; and thinking this process as collaborative knowledge-making, the configuration of ageing in a smart city has emerged. In this configuration, the city is understood as an assemblage with dynamics of temporalities, structures, communities and individuals; and as part of global power-geometry. Though the seniors support the smart city ideology as regional strategy, they want to make a voluntary decision to become a smart citizen. Current smart city is made for and by technology enthusiasts, and it often excludes other citizens. To become a smart community the city must include variety of citizens in the making of their city. Many seniors are willing to take up this challenge.

Abstract:
Supporting micro enterprises within inner-city communities is a viable strategy to promote economic development, combat poverty, and alleviate social costs. Some authors suggest that micro entrepreneurship is essential to maintain a healthy economy within low-income communities. This paper is aimed at highlighting the profile and functioning of micro enterprises in inner-city Buffalo, New York with regards to aspects such as size, financial and non-financial assistance, goals and barriers experienced by micro entrepreneurs. Data from an exploratory survey of 100 micro enterprises suggest that micro entrepreneurs encounter several problems that impact negatively on their profitability and viability. The data also suggests that these entrepreneurs are constrained not only by financial factors but also non-controllable factors such as the economy of the city, availability of reliable labor, and insurance requirements. This paper concludes with a brief discussion of the implications of the survey findings for developing strategies to address issues facing micro enterprises in inner-city communities

Abstract:
Throughout our observations, the coastal area of Tegal has not been equipped with geological data and oceanographic data, especially the distribution of ocean current patterns around the coastal area of Tegal City. It is very important to know the nature of the pattern of ocean currents near the coast because the coastal area is for recreational activities and shipping activities to and from the port. The speed of ocean currents and where they are heading needs to be described so that the users of the coastal area can monitor well about the danger or not. In the study of the current pattern at the coastal area of Tegal City, the tool used was designed based on the Lagrangian method and the Helmholtz method to obtain the direction and magnitude of the ocean current's velocity. The problem in determining the current pattern is that the current signal is the result of various signals having a certain frequency generated by several different forces. The next problem in determining the height of the waves, the initial coordinate point is needed as the zero point. From this problem, researchers are interested in the current pattern that is formed. Ocean currents are the mass movement of seawater from one place to another, either vertically (upward motion) or horizontally. The purpose of this study finds the energy of ocean currents and the physical properties of oceanography near the coast, to get the level of danger if used for recreational areas, shipping activities, and research activities.

Abstract:
The need to rethink the role of urban debt policy in accordance with the growing needs of urban communities and their sustainable socio-economic development is identified. In Ukraine, the legal preconditions for the formation of cities' own debt policy and the implementation of borrowing in both domestic and foreign nancial markets. The current state of local budgets and decentralization processes only highlight the need for cities to develop debt policy. The formation of the institution of local borrowings in Ukraine is analyzed and an in-depth analysis of borrowings of city councils in 2014-2019 is carried out with the definition of three periods: 2014-2015 - increase in borrowed funds, but such borrowings were formed mainly due to debt activity of Kyiv City Council domestic local bonds; 2016–2017 - decrease in the amount of borrowed funds, which occurred under the inÀuence of macroeconomic, political and fiscal instability; 2018-2019 - resumption of debt activity of city councils that had experience of borrowing in the previous, relatively analyzed, period and diversification of forms of local borrowing. Based on the cluster analysis, the main characteristics of the modern debt policy of city councils of Ukraine, which is based on the di൵erentiation of city councils-borrowers, are determined. The main borrower remains the Kyiv City Council (the share was about 67%), the activity of borrowings was noted in the following city councils: Zaporizhia, Dnipro, Lviv, Odessa, Ivano-Frankivsk. It is established that the debt policy of city councils is based on raising funds from NEFCO, state-owned banks and the Ministry of Finance of Ukraine. Improving the debt policy of city councils of Ukraine should be based on the synergy of actions of central government agencies: (Ministry of Finance of Ukraine, Debt Agency of Ukraine, NBU, National securities and stock market commission (NSSMC)Financial Control Ofice, etc.) and city councils. Vectors for improving the debt policy of city councils should be an integral part of the Strategy for the Development of the Financial Sector of Ukraine until 2025 and meet its key strategic goals and directions. Key words: debt policy, local debt, local borrowings, domestic local government bonds, external local government bonds, fiscal decentralization.

Abstract:
Auckland Council is lucky to care for the surviving portion of a city model made for the New Zealand Centennial Exhibition in 1940. The model represents a section of Auckland central, covering the area from Albert Park to Nelson Street, and Waitematā Harbour to what is now Aotea Square. The model was displayed in Dominion Court, one of a dozen models which represented New Zealand's main cities and towns. Fletchersʹ architects Ronald Muston and Lewis Walker were responsible for the design of Dominion Court and the interpretive models and dioramas within. Muston had a special interest in the models and even travelled to Hollywood to learn about current trends in movie model design and advertising techniques. The ingenuity of the model makers included ships that ʺsailedʺ on the harbours, faux glow worms in the papier mâché Waitomo Caves, and a model of Aoraki/Mount Cook which was over 7.5m high. Thousands of wooden model buildings were made and hand‐painted by artists and technical college students and were based on aerial and street‐level photographs and specific colour palettes for each city. The model came to Auckland City Council after the exhibition closed and has been displayed inside and outside of council. It was recently conserved and is once again on public display.
