Abstract:
The authors of the article investigate the current state and new trends in ensuring food security of subjects at various levels: from global to household level based on the application of an approach that includes the study of production aspects, economic availability of food, various components of the problem of food consumption, as well as the preservation of the current situation in the medium and long term. Special attention is paid to new factors affecting the state of food security: the growth of living standards in developed and some developing countries leads to increased requirements for the quality and safety of food; the new "green agenda" transforms agro-food systems towards greater sustainability. In the course of the study, diagnostics of the current state of food security was performed, as a result of which a number of certain negative trends were identified, among which: a decrease in the economic availability of food for the population of the Russian Federation as a whole, and especially for such individual groups as large families living in rural areas, families with disabilities, as well as families consisting of from unemployed pensioners. There is also a problem with an incomplete system for assessing the quality of food, as a result of which goods are falsified, the level of trust in public authorities decreases, and negative consequences for people's lives and health arise.

With the development of online data, text categorization has become one of the key procedures for taking care of and sorting out content information. Text categorization strategies are utilized to order reports, to discover fascinating data on the world wide web. Text Categorization is a task for categorizing information based on text and it has been important for effective analysis of textual data frameworks. There are systems which are designed to analyse and make distinctions between meaningful classes of information and text, such system is known as text classification systems. The above-mentioned system is widely accepted and has been used for the purpose of retrieval of information and natural language processing. The archives can be ordered in three different ways unsupervised, supervised and semi supervised techniques. Text categorization alludes to the procedure of dole out a classification or a few classes among predefined ones to each archive, naturally. For the given text data, these words that can be expressed in the correct meaning of a word in different documents are usually considered as good features. In the paper, we have used certain measures to ensure meaningful text categorization. One such method is through feature selection which is the solution proposed in this paper which does not change the physicality of the original features. We have taken into account all meaningful features to distinguish between different text categorization approaches and highlighted the evaluation metrics, advantages and limitations of each approach. We conclusively studied the working of several approaches and drew conclusion of best suited algorithm by performing practical evaluation. We are going to review different papers on the basis of different text categorization sections and a comparative and conclusive analysis is presented in this paper. This paper will present classification on various kinds of ways to deal and compare with text categorization.

This subject is of great interest to all involved in the shipping industry, as it is one of the industry's major components. There are many yards that specialize in ship-repair and bear the necessary equipment and facilities to meet shipowners' needs and specifications. The service mix varies though, depending upon the strategic decisions made by the different shipyards so as to optimize their efficiencies. Different shipyards and geographical regions offer different varieties of services and specialization. Thereby, my aim is to define, analyze, and understand the mechanisms of the ship-repair market. To do so, I will first look on the market as a single unit. I will then segment the whole ship-repair industry into geographical regions, analyze them separately, and compare them. Through this process, I shall establish a way for a shipowner to more appropriately choose the shipyard that best meets his needs. So as to carry out the above analysis, I will have to compare the different yards on a common basis. For that purpose, a dry docking specification for an existing 34,000 dwt bulk-carrier vessel was sent to numerous yards around the globe on request for offers. Collecting data was not trouble-free; some shipyards did not respond to our drydocking specification at all, while others did not have free space to facilitate the vessel. After several attempts, more than thirty offers from around the world were aggregated, providing an ample set of data to carry out the necessary calculations. This Thesis is an evaluation of Pastoral Care Systems through the experiences. of Black Pupils in a sample of comprehensive schools in a large industrial city in the North. of England. The Study is essentially qualitative in its approach and uses case studies with interviews as the main tool for data collection. Fifty Third Year Black Pupils were interviewed from the sample of schools along with their Form Tutors, Heads of Year end Headteachers. The data collected gave an overall picture of how Pastoral Care was implemented in those schools and the evaluation of that provision from the pupils' perspectives. The Study concluded that there were many deficiencies in the ten areas of Pastoral Care provision which were investigated. Additionally. the conclusion is made that the Pastoral needs of Black Pupils warranted special focus within the conceptualisation organisation and practice of Pastoral Care within those schools.

Abstract:
Genetic gain studies in the past have been used to evaluate the historical improvement of different traits and give insight into what magnitudes of gain might be possible in the future. Additionally, they have been carried out to defend the role of genetics during periods of stagnant or decreasing yield trends. This study was conducted over a 2-year period (2003 and 2004) and included nine current or obsolete cotton (Gossypium hirsutum L.) cultivars grown in 5 plant densities designed to evaluate varying levels of interplant competition. Plant densities were single plant culture with plants spaced 3m x 3m, 2m x 2m, 1m x 1m, 1m x 0.3m, and two commercial populations with plants spaced 1m x 0.1m. Results were analyzed for each trait to determine whether genetic gains are interrelated with tolerance to interplant competition or strictly under genetic control. The rates of genetic gain for lint yield were highest in the 1m x 0.1m, 1m x 0.3m, and 1m x 1m treatment with slopes of 8.7, 8.2, and 7.1 kg ha-1 yr-1 respectively. The slopes were each significantly smaller in the 2m x 2m and 3m x 3m spaced populations with gains of 3.6 and 1.5 kg ha-1 yr-1 respectively, implying that for lint yield, genetic gains have been made for tolerance to interplant competition. Similarly, modern maize hybrids only out perform obsolete hybrids at higher plant densities. Genetic gain for lint yield, fiber length, fiber strength, and fiber micronaire made in the context of tolerance to interplant competition is due in large part to the excellent performance of Deltapine 491 (2002) at higher plant populations.

Thesis (MNutr)--Stellenbosch University, 2013.<br>ENGLISH ABSTRACT: Background: Omega-3 fatty acids and supplementation is very topical, attracting both public and interest from the industry. Findings from various research studies led a number of authorities to encourage the general population to consume more omega-3. This is the first study of its kind to be conducted in this population. Objective: To determine the current knowledge and trends of omega-3 (n-3) supplementation in parents of children at public primary schools in the City of Cape Town. Design: An observational and analytical and descriptive and cross-sectional study was performed. Methods: Purposive sampling was used to select a minimum of 150 parents from the six (6) randomly selected public primary schools. The schools were then divided into three different living standard measure (LSM) groups. The research questionnaire was made available at the Parent Teachers meetings where all parents had the option to complete the questionnaire anonymously at the meeting. Results: Six hundred and fifty seven (n=657) parents, mostly mothers, with a mean age of 37 years, completed and returned the questionnaires. The mean monthly income (p=0.00, SD=2.63) and the education level (p=0.00, SD=1.37) differed significantly between each of the three LSM groups. Prior to the study, 80.1% of parents (n=526) had heard of omega-3 supplements and overall knowledge of omega-3 was significantly better in this group (p=0.00) when compared to the group that had not heard of omega-3 previously. The overall mean omega-3 knowledge score for the three LSM groups (n=657) was 71%. The high and low LSM groups differed significantly in terms of omega-3 knowledge (p=0.02), but not statistically significantly once adjusted for income and education level (p=0.75). The main sources of information, where all parents (n=526) indicated having heard of omega-3 supplements, was from television (n = 230, 35%), books (n= 220, 33.5%) and the health worker (n=199, 30.3%). A total of 38.5% (n=253) of parents indicated that they gave their children omega-3 supplements. The overall omega-3 knowledge was significantly better (p=0.00) in parents who gave their children omega-3 supplements than the group that did not give supplements to their children. Income and the education level differed between all three LSM groups for those giving their children omega-3 supplements, but these variables did not influence the choice to give omega-3 supplements. Doctors (n=58, 22.9%) and the parents’ own decision (n=60, 23.7%) to supplement were the most favoured sources of recommendation indicated overall. Most parents indicated that the omega-3 supplement they administered was from a marine source (n=105, 41.5%). Only 35.2% (n=89) of parents giving omega-3 supplements indicated they knew the dose they were administering. Most of the children (n=90) were taking 500 mg omega-3 supplements daily. Conclusions and Recommendations: Statistically significant differences existed between the three LSM groups regarding various aspects of omega-3 knowledge and the sources from which parents had been informed and those who gave their children omega-3 supplements. Recommendations include education and public health programs supplying information to parents on omega-3 supplementation, as well as on omega-3 in the children’s diets.<br>AFRIKAANSE OPSOMMING: Agtergrond: Omega-3 vetsure en supplementasie is ‘n baie aktuele onderwerp, wat beide die belangstelling van die publiek en industrie betrek. Bevindinge van verskeie navorsingstudies het daartoe gelei dat verskeie instansies die algemene publiek aanmoedig om meer omega-3 in te neem. Dit is die eerste studie van sy soort wat in dié populasie groep gedoen is. Doelwit: Om die huidige kennis en tendensies/neigings in omega-3(n-3) supplementasie in ouers van kinders by publieke laerskole in die stad Kaapstad te bepaal. Ontwerp:’n Waarnemende- en en analitiese en beskrywende- dwarsdeursnitstudie is gedoen. Metode: Daar is gebruik gemaak van ‘n doelgerigte steekproefneming om ‘n minimum van 150 ouers uit ses (6) ewekansig geseleteerde publieke laerskole van uit te kies. Die skole is in drie verskillende lewenstandaardgroepe (LSM) verdeel. Die navorsingsvraelys is by ‘n Ouer-Onderwyservergadering beskikbaar gestel en alle ouers het ‘n geleentheid gehad om die vraelys anoniem by die vergadering te voltooi. Resultate: Seshonderd sewe-en-vyftig (n=657) ouers, meestel moeders, met ‘n gemiddelde ouderdom van 37 jaar, het die vraelyste voltooi en teruggegee. Die gemiddelde maandlikse inkomste (p=0.00, SD=2.63) en vlak van opvoeding (p=0.00, SD=1.37) het noemensvaardig tussen elk van die drie LSM groepe verskil. Aluminum is an ideal material for building in corrosive environments and for building structures where small dead loads are desired. This has led to the increased use of aluminum in industrial areas and bridge retrofitting projects. By replacing conventional concrete decks of a bridge with aluminum decks, not only is the dead load red load capacity of the bridge is increased. However, there are design issues related with aluminum construction that must be carefully considered. Issues such as welding and temperature effects play a major factor in the application of aluminum in design and construction. Depending on the alloy and temper, welding of aluminum can reduce the strength of an aluminum alloy by half in heat-affected zones. A life cycle assessment of aluminum production is discussed. Green-house gas emissions from aluminum production over the past several decades have declined consistently due to new smelting technologies. In addition, a great amount of aluminum in use today is recycled aluminum. As engineers and architects look for more sustainable solutions and the price of the metal continues to decline, aluminum offers designers an attractive and viable solution.<br>by Michael Chen.<br>M.Eng.

Abstract A Comprehensive numerical model has been developed for computing corrosion rates generated by CO2 saturated aqueous solutions in an internal flow configuration. The fundamental fluid flow is characterized by numerical solutions to Navier-Stokes conservation equations for mass, momentum and energy, accompanied by models to capture turbulence generated by the flow. Particularly, the near-wall flow is captured using advanced wall treatment approaches to accurately track the viscous sub layer behavior generated by the turbulent flow. The corrosion rates are then computed by modeling the electrochemical processes occurring at the metal substrate such as the cathodic reduction of carbonic acid, hydronium ions and the anodic oxidation of the metal component. Ionic species in the solution, such as the H+, H2CO3, Fe2+ are explicitly tracked for their dissolution and generation during the overall corrosion process. Both charge and mass transfer components of limiting current components are computed while calculating the overall corrosion current. While CFD provides the species convection and diffusion information near the metal surface to characterize the mass transfer limiting current density, exchange current density computed using Tafel’s correlation are used for charge transfer current limitations. The flow coupled corrosion model is validated against recorded corrosion rates occurring under tested pipe flow conditions at different pH, flow velocity, pressure and temperature conditions. Model is also tested against data generated by flow variations induced by geometrical non-uniformity, such as pipe geometry involving constriction, protrusion and expansion, to test the ability of the numerical model to integrate variations in hydrodynamics into the corrosion predictions. In all the cases presented, very satisfactory trends in the corrosion data are predicted. In sum, the overall predictive capability of a CFD coupled corrosion calculation process is demonstrated.

Abstract A large independent oil and gas producer is currently undertaking a study of well casing failures in the Spraberry (Trend Area) Field located primarily in Midland County, Texas. Failure trend studies indicate a high incidence of external casing failures in the San Andres formation, a known saltwater-bearing and saltwater disposal formation. Several well casings were selected as candidates for down hole inspection logs to determine if cathodic protection could be a viable solution to the external corrosion problem. "Test" cathodic protection systems were installed and down hole tools were utilized both prior to and after energizing the systems to assess the external condition of the well casing. Anodic/cathodic areas and axial current flow patterns identified on the logs were correlated to previously conducted cement bond logs, casing inspection logs and gamma ray/neutron logs as well as areas of externally coated casing. Based on logging results and economic evaluation, implementation of a cathodic protection pilot project commenced on November 27, 2001.

Abstract Insulation provides an environment where corrosion can progress and remain undetected unless vigilantly monitored. Various approaches and inspection techniques are used to monitor the hidden losses. Current inspection methods often result in digital images – images that have improved corrosion under insulation (CUI) insights. Nevertheless, optimizing a CUI search remains challenging. Today’s digital world gives (almost) standardized inspection data more amenable to scrutiny than in the past. This paper examines piping CUI trends for thousands of piping circuits - after outlining steps followed during CUI surveys. The trends identified through data analytics are summarized through graphs evaluating multiple variables. Specifically, different insulation types and thicknesses, pipe diameters, and operating temperatures, among others, are compared. Finally, a predictive model to aid in selecting where to perform detailed inspections is outlined.

The present situation of education in Slovakia is affected by various negative factors, like decrease of students for demographical reasons, discrepancy between kind and number of secondary schools and disregard to reactions of labor market. But, the main reason is an underfinancing across the education. Allocation of public finance by means of normative funding is inadequate. Normative funding forced secondary schools to accept students with low study score to gain more public finance. In the result it is wrong that school must find another foreign or external financial resource like grants and projects of the European Union. The aim of this paper is to assess the economy of selected secondary schools. Ten Business academies, with pupils aged 15-19 years old, established in Banská Bystrica and Žilina self-governing regions were examined. We used panel data gathered in school year 2013/2014 – 2017/2018 from valuable and verifiable sources like Annual reports of education and financial statements of schools. In paper we use qualitative method of semi-structured interviews with professionals in field to find out which indicators are suitable for economy measuring. Based on qualitative method we determined quantitative and financial indicators, like rate of public and external finance. We´re editing data by part of multi-criteria analyze, in the concrete standardized method. We get the economy result of selected secondary schools by integral indicator of applied mathematical method. In the conclusion of paper, we create economy ranking of schools and we suggest the economical solutions for schools with under average results. Our finding is designed by hands of Business academies for comparison with competition, founders of secondary school and resort of education.

Current understanding of the cyber postures of China, Russia, the USA and the EU merits re-evaluation. It is often assumed that China and Russia are aligned, yet this is not always the case. Unlike Russia, which has an ongoing focus on information security, China’s official documents incorporate both information security and cybersecurity concerns that are similar to the USA and the EU. Moreover, while often paired, the USA and the EU have differing regulatory structures in cyberspace. Further, both actors increasingly mirror Russian and Chinese concerns about the impact of information warfare on domestic stability. By examining key trends in each actor’s cyber posture, this report identifies points of convergence and divergence. Its conclusions will inform a broader SIPRI project that maps cyber posture trajectories and explores trilateral cyber dynamics among China, Russia and the USA to assist the EU in navigating future cyber escalation and enhancing global cyber stability.

This exploratory study set out to evaluate how well a particular course in automotive engineering is set up to enable students to develop skills necessary to enter the workplace. The research set out to identify trends in student expectations and in the needs of employers at a time when this field of work is characterised by disruptive technological developments such as computerisation and automation. The intended outcome of the research is that the findings will assist the critical thinking of course designers as they reflect on modifications that might be necessary for Unitec Bachelor of Applied Technology (BAT) graduate attributes to fully meet future workplace demands. It is also an aim that this exploratory evaluation of a small cohort of students can, despite its limitations, identify trends for future pedagogical research in the ITP (Institutes of Technology and Polytechnics) sector. Although not a full course evaluation, this study invited feedback from students and recent graduates in relevant employment regarding the alignment of the Unitec Bachelor of Applied Technology (BAT) course design with their perceptions of skills necessary in the workplace. Another intention was to highlight any misalignments between the realities of the automotive engineering sector and student expectations of the course: To what degree are work capability expectations in agreement between the student stakeholders and the institution? Are the course goals realistic and in line with actual industry needs? How is the definition of work readiness changing? The paper also samples current speculative thinking about skills that are becoming progressively more important in the workplace, namely the so-called ‘soft skills’ in communication, problem solving, management and collaboration, and in dialogic and creative attributes relevant to increasingly automated and globalised workplaces.

Abstract:
For decades, the population of the European eel has been in severe decline. In 2007, the European Union decided on a Regulation establishing measures for the recovery of the stock, which obliged Member States to implement a national Eel Management Plan by 2009. Sweden submitted its plan in 2008. According to the Regulation, Member States shall report regularly to the EU-Commission, on the implementation of their Eel Management Plans and the progress achieved in protection and restoration. The current report provides an assessment of the eel stock in Sweden as of spring 2024, intending to feed into the national reporting to the EU in August this year. This report updates and extends previous evaluation reports by Dekker (2012, 2015) and Dekker et al. (2018, 2021). In this report, the impacts on the stock - of fishing, restocking and mortality related to hydropower generation - are assessed. Other anthropogenic impacts (climate change, pollution, increased impacts of predators, spread of parasites, disruption of migration due to disorientation after transport, and so forth) probably have an impact on the stock too, but these factors are hardly quantifiable, and no management targets have been set. For that reason, and because most factors were not included in the EU Eel Regulation, these other factors are not included in this report. Our focus is on the quantification of silver eel biomass escaping from continental waters towards the ocean (current, current potential and pristine) and mortality risks endured by those eels during their whole lifetime. The assessment is broken down on a geographical basis, with different impacts dominating in different areas (west coast, inland waters, Baltic coast). In the last decade, a break in the downward trend in glass eel recruitment has been observed, with recruitment no longer declining consistently. Whether that relates to recent protective actions, or is due to other factors, is yet unclear. Nevertheless, recruitment levels remain at historically low levels. This report contributes to the required international assessment, but does not discuss the causing factors behind the recent recruitment trend and the overall status of the stock across Europe. For the different assessment areas, results summarise as follows: On the west coast, a commercial fyke net fishery on yellow eel was exploiting the stock, until this fishery was completely closed in spring 2012. A fishery-based assessment no longer being achievable, we present trends from research surveys (fyke nets). Insufficient information is currently available to assess the recovery of the stock in absolute terms. Obviously, current fishing mortality is zero (disregarding the currently unquantifiable effect of illegal fishing), but none of the other requested stock indicators (current, current potential and pristine biomass) can be presented. The formerly exploited size-classes of the stock show a recovery in abundance after the closure of the commercial fishery, and the smaller size classes show a break in their decline in line with the recent global trend of glass eel recruitment. In order to support the recovery of the stock, or to compensate for anthropogenic mortality in inland waters, young eel has been restocked on the Swedish west coast since 2010. Noting the quantity of restocking involved, the expected effect (ca. 50 t silver eel) is relatively small, and hard to verify – in comparison to the potential natural stock on the west coast (an order of 1000 t). However, for the currently depleted stock, the contribution will likely constitute a larger share of silver eel escapement. For inland waters, this report updates the 2021 assessment, with substantial changes in methodology being the use of a new natural recruitment model, and the full separation of Trap &amp; Transport catches from the fisheries statistics. The assessment for the inland waters relies on a reconstruction of the stock from information on the youngest eels in our waters (natural recruits, assisted migration, restocking). Based on 78 years of data on natural recruitment into 22 rivers, a statistical model is applied which relates the number of immigrating young eel caught in traps to the location and size of each river, the distance from the trap to the river mouth, and the year in which those eels recruited to continental waters as a glass eel (year class). The further into the Baltic, the larger and less numerous recruits generally are. Distance upstream comes with less numerous recruits. Using the results from the above recruitment analysis, in combination with historical data on assisted migration (young eels transported upstream within a drainage area, across barriers) and restocking (young eels imported into a river system), we have a complete overview of how many young eels recruited to Swedish inland waters. From this, the production of fully grown silver eel is estimated for every lake and year separately, based on best estimates of growth and natural mortality rates. Subtracting the catch made by the fishery (as recorded) and down-sizing for the mortality incurred when passing hydropower stations (percentwise, as recorded or using a default percentage), an estimate of the biomass of silver eel escaping from each river towards the sea is derived. Results indicate, that since 1960, the production of silver eel in inland waters has declined from over 700 to below 300 tonnes per year (t/yr). The production of naturally recruited eels is still falling; following the increase in restocking since 2010, an increase in restocking-based production is expected to be starting right around now. Gradually, restocking has replaced natural recruitment (assisted and fully natural), now making up over 90 % of the inland stock. Fisheries have taken 20-30 % of the silver eel (since the mid-1980s), while the impact of hydropower has ranged from 25 % to 60 %, depending on the year. Escapement is estimated to have varied from 72 t in the late 1990s, to 175 t in the early 2000s. The biomass of current escapement (including eels of restocked origin) is approximately 15 % of the pristine level (incl. restocked), or almost 30 % of the current potential biomass (incl. restocked). This is below the 40 % biomass limit of the Eel Regulation, and anthropogenic mortality (70 % over the entire life span in continental waters) exceeds the limit implied in the Eel Regulation (60 % mortality, the complement of 40 % survival). Mortality being that high, Swedish inland waters currently do not contribute to the recovery of the stock. The temporal variation (in production, impacts and escapement) is partly the consequence of a differential spatial distribution of the restocking of eel over the years. The original natural (not assisted) recruits were far less impacted by hydropower, since they could not climb the hydropower dams when immigrating. Since 2010, inland restocking is increasingly concentrated to drainage areas falling to the Kattegat-Skagerrak, also including obstructed lakes (primarily Lake Vänern, and many smaller ones). Even though Trap &amp; Transport of silver eel - from above barriers towards the sea - has contributed to reducing the hydropower impact, hydropower mortality remains the largest estimated contributor to silver eel mortality in inland waters. Without restocking, the biomass affected by fishery and/or hydropower would be only 5-10 % of the currently impacted biomass, but the stock abundance would reduce from 15 % to less than 3 % of the pristine biomass. In summary: the inland eel stock biomass is below the minimum target, anthropogenic impacts exceed the minimum limit that would allow recovery, and those impacts have been increasing. It is therefore recommended to reconsider the current action plans on inland waters, taking into account the results of the current, comprehensive assessment. For the Baltic coast, the 2021 assessment has been updated without major changes in methodology. Results indicate that the impact of the fishery continues to decline over the decades. The current impact of the Swedish silver eel fishery on the escapement of silver eel along the Baltic Sea coast is estimated at 0.3 %. However, this fishery is just one of the anthropogenic impacts (in other areas/countries) affecting the eel stock in the Baltic, including all types of impacts, on all life stages and all habitats anywhere in the Baltic. Integration with the assessments in other countries has not been achieved. Current estimates of the abundance of silver eel (biomass) indicates an order of several thousand tonnes, but those estimates are extremely uncertain, due to the low impact of the fishery (near-zero statistics). Moreover, these do not take into account the origin of those silver eels, from other countries. An integrated assessment for the whole Baltic will be required to ground-truth these estimates. This would also bring the eel assessments in line with the policy to regionalise stock assessments for other (commercial) fish species (see https://ec.europa.eu/oceans-and-fisheries/fisheries/rules/multiannual-plans_en). It is recommended to develop an integrated assessment for the entire Baltic Sea eel stock, and to coordinate protective measures with other range states.

The program evaluations conducted so far have yielded growing knowledge about what works, what does not work and what is promising, especially regarding recidivism outcomes. However, policymaking in Latin America remains ignorant to the available evidence, and most crime prevention policies, practices and programs are still being based on tradition, opinions, ideology, trends and anecdotal evidence rather than scientifically validated studies. On the basis of a review of the current literature on evidence-based crime prevention and an extensive search, analysis and systematization of the most recent program evaluations in policing, courts and corrections, this paper summarizes a series of lessons for Latin America and proposes a research and policy agenda for the region.

Abstract:
New and emerging transportation technologies, driven by automation, connectivity, and electrification, could potentially help address the transportation sector’s persistent and pervasive problems, including those associated with safety, mobility, and energy use. For this reason, the state of Indiana, uniquely positioned to serve interstate truck traffic, sought ways to identify and incorporate these new technologies on Indiana’s highways. This report addressed the challenges and opportunities regarding the integration of transformative technologies in Indiana’s truck operations, with a particular focus on truck platooning. This report started with a review of current literature about disruptive technologies in general and truck platooning specifically. This included published information on the impacts of platooning on transportation outcomes—energy use, mobility, safety, truck operators’ comfort, infrastructure condition/longevity, emissions, and other impacts. Regarding these impacts, this report presents existing simulation models for analyzing/evaluating truck platooning. Driver comfort, in terms of the platoon inter-truck headways, was investigated using a driving simulation study in the Center for Connected and Automated Center (CCAT) human factors laboratory at Purdue. This report also identified and discussed opportunities and challenges to truck platooning, and a process was developed to identify truck-platooning sections and a multi-criteria framework for ex poste or ex ante evaluation of platooning segments. Finally, the report discusses the future trends of freight transportation in Indiana (including challenges and opportunities) in truck platooning policy and development.

Abstract:
This study presents a comprehensive process evaluation of the Department of Education's Alternative Learning System (ALS) in the Philippines, examining its effectiveness in providing second-chance education opportunities for out-of-school youth and adults (OSYAs). While the ALS plays a vital role in the Philippine education system, systematic evidence on its implementation effectiveness, operational processes, and institutional capabilities has been limited thus far. The study employs a mixed-methods approach, combining quantitative analysis of administrative data with key informant interviews, focus group discussions, and an online survey of 4,933 past and current ALS learners. This multifaceted methodology provides both broad insights into system-wide patterns and a granular understanding of implementation challenges. The evaluation reveals significant institutional strengths, particularly in teacher dedication and program adaptability. However, severe resource constraints hinder program effectiveness. Key findings demonstrate that the ALS faces substantial operational challenges. Most notably, despite serving only 0.8 percent of basic education learners, ALS receives merely 0.1 percent of the Department of Education's budget. This resource disparity manifests in concerning ways: a pupil-teacher ratio of 75:1 (compared to an ideal of 25:1), inadequate facilities—with 61 percent of Community Learning Centers below standard size requirements—and limited learning materials. Results from the online survey indicate high satisfaction with teaching quality (95%); however, only 54 percent of program completers are employed, with 51 percent reporting a high alignment of their jobs with their skills. Balancing work and study emerges as a significant challenge, particularly for working learners (45%), while financial difficulties affect 22 percent of participants. Gender disparities are notable, with female employment rates significantly lagging behind those of males, particularly in the 25-35 age group (34% versus 65%). The analysis also examines trends in the out-of-school youth population, considering the complementary effects of other interventions such as the Pantawid Pamilyang Pilipino Program (4Ps). Projections suggest this population could decrease to approximately 500,000 by 2035, requiring strategic recalibration of the ALS program's scope and delivery models. This potential reduction raises fundamental questions about the program's "endgame"—specifically, what constitutes a manageable level of out-of-school youth based on the Philippine context and international standards. The recommendations emphasize the need for increased funding, improved resource allocation, enhanced teacher training, stronger coordination among stakeholders, and innovative approaches to curriculum design and delivery. Additionally, the study calls for better alignment between ALS and other social protection programs, clearer metrics for measuring program effectiveness, and more targeted support for working learners and female participants. These findings are expected to inform evidence-based policymaking and catalyze strategic reforms to enhance the accessibility, quality, and relevance of alternative education in the Philippines.
