Abstract:
This paper is a study on cutting analysis of three-layer laminated plates after machining. The outer layers of the milled object were stainless steel and Cr-Mo steel plates, sandwiching a middle layer of aluminum plate. As for the tool, the cylindrical cutter used for groove making was chosen as the model. Analysis was performed in two-dimensional plane mode. As for analysis results, the change in chip shape according to cutting tool travel distance was shown in a series of diagrams, and the cutting temperature, strain rate and required cutting force, etc., were found. It is expected that these results can be utilized in machining processes and work conditions for the machining of multi-layer structures made of layers of different materials.

Abstract The concept “structural strength of tool materials” got further development. The refusals of cemented carbide cutting plates, when heavy machining were analyzed. It was shown that 70…80% of refusals are the microchipping of cutting edges, tool cutting part chipping, cutting plate macrofracture. To assess cutting plate total carrying capacity and the influence of different methods of cemented carbides modification, bending tests were held. Local fracture resistance and damageability of cutting edge were assessed under its continuous scanning.

Abstract:
Dimensional inaccuracies induced by thermal cutting processes have not received sufficient attention in the open literature. A series of recent research initiatives, including this one, have demonstrated that thermal cutting can contribute significantly to dimensional inaccuracies in the form of two major mechanisms:thermally induced part distortions andplate movements as the residual stresses in the original plate are relieved to achieve new equilibrium conditions during cutting. For the former, laser cutting and managing heat sink conditions are effective in minimizing the cutting-induced distortions. For the latter, considerations must be given to the residual stress conditions in the plates to be cut so that a proper cutting sequence and layout plan can be developed to mitigate the plate residual stress effects on part/plate movements during cutting. In this paper, a major research program recently completed under the auspices of the Gulf Coast Regional Maritime Technology Center will be summarized. Some of the major findings are as follows:Although steel mill processes and parameters vary significantly from mill to mill, the important residual stress features that are relevant to cutting accuracy are dominated by only a few mill process parameters.Localized short-range residual stresses are not detrimental to cutting accuracy, even if the short-range residual stress magnitude can be high. Long-range residual stress distributions that achieve equilibrium conditions at a length scale of plate width are most important for cutting sequence planning purposes. As a result, a generalized residual stress distribution (long range) has been established for cutting planning purposes, although the detailed features may vary from mill to mill.Through a detailed series of parametric analyses using advanced modeling techniques, it was found that cutting sequencing is very important in mitigating the plate residual stress effects. It is important and practical to ensure the consistency in steel conditions so that a set of cutting procedures can be developed for mitigating plate residual stress effects on cutting accuracy, rather than trying to eliminate residual stresses in mill plates.

Abstract:
The new method of rock breaking based on the combination of circular sawblade and conical pick was proposed to improve the effectiveness of hard rock breaking. The numerical simulation method was applied to research the conical pick cutting arc rock plate by ANSYS/LS-DYNA. The conical pick cutting arc rock plate numerical simulation model was established to research the influence of arc rock plate structural parameters and cutting parameters on cracks formation and propagation of the arc rock plate and the cutting force in the process of conical pick cutting arc rock plate. The amount of cracks is positively correlated with arc rock plate thickness, the cutting speed, and distance of cutting point to arc rock plate central axis and negatively correlated with the cutting angle. The mean peak cutting force is positively correlated with the thickness of arc rock plate and the distance of cutting point to arc rock plate central axis; however, it is negatively correlated with the arc rock plate height and width and cutting angle of conical pick. The simulation results can be used to predict the conical pick work performance with various cutting parameters and structural parameters.

Abstract:
Investigation results of the influence of high-temperature annealing in the air environment on the phase structure and structure of hafnium diboride films, received on substrates from steel 12Х18Н9Т and cutting plate Т15К6 are presented. It is shown that in the course of annealing on a surface of HfВ2 film the oxide layer of HfО2, with monoclinic structure is formed. Thus, annealing temperature increase from 600 to 1000 С leads to increase in thickness of an oxide layer from 100 to 600 nanometers and to formation of a multilayered covering of HfB2 - HfO2. On substrates of steel 12Х18Н9Т the coating is destructed at the temperature higher on 800 C than for Т15К6. Full text
Abstract:
The propositional satisfiability problem (SAT) is a fundamental problem in computer science and combinatorial optimization. A considerable number of prior researchers have investigated SAT, and much is already known concerning limitations of known algorithms for SAT. In particular, some necessary conditions are known, such that any algorithm not meeting those conditions cannot be efficient. This paper reports a research to develop and test a new algorithm that meets the currently known necessary conditions. In chapter three, we give a new characterization of the convex integer hull of SAT, and two new algorithms for finding strong cutting planes. We also show the importance of choosing which vertex to cut, and present heuristics to find a vertex that allows a strong cutting plane. In chapter four, we describe an experiment to implement a SAT solving algorithm using the new algorithms and heuristics, and to examine their effectiveness on a set of problems. In chapter five, we describe the implementation of the algorithms, and present computational results. For an input SAT problem, the output of the implemented program provides either a witness to the satisfiability or a complete cutting plane proof of satisfiability. The description, implementation, and testing of these algorithms yields both empirical data to characterize the performance of the new algorithms, and additional insight to further advance the theory. We conclude from the computational study that cutting plane algorithms are efficient for the solution of a large class of SAT problems.

Abstract:
Polymethylmethacrylate (PMMA) has been widely utilized to manufacture the covers of aircraft cockpits, naval vessels, car windows and so on, due to their high transmittance, low density, easy processing formability, high corrosion resistance and excellent mechanical properties. Under special conditions such as ejection lifesaving, the PMMA plate needs to be split precisely by explosion cutting technology. Hence, an accurate numerical simulation of PMMA structures is significantly important in engineering application. This paper aims to study the cutting behavior of PMMA plate numerically and investigate the influencing factors on cutting performance of PMMA plates. First of all, the simulation of explosion cutting process of PMMA plate is carried out by a non-linear explicit solver in LS-DYNA software using the fluid-solid coupling method. Jones-Wilkins-Lee (JWL) equation of state is used to simulate the relationship between the transient pressure and specific volume of explosives during explosion. The material model considering failure behaviors is used in the simulation. Additionally, the influence of explosive dosage as well as explosive type on the cutting performance of PMMA plate is investigated. Furthermore, the effect of PMMA geometry size on cutting performance is discussed. This study contributes to the knowledge for the design of PMMA structures which needs explosion cutting and the selection of explosive dosage and explosive type.

Abstract:
The objective of the present study is to develop an Artificial Neural Network (ANN) in order to predict the bevel angle (response variable) during CNC plasma-arc cutting of St37 mild steel plates. The four (4) input parameters (plate thickness, cutting speed, arc ampere, and torch standoff distance) of the ANN was selected following the results (relative importance) of the Analysis Of Variance (ANOVA) performed based on seven (7) factors (plate thickness, cutting speed, arc ampere, arc voltage, air pressure, pierce height, and torch standoff distance) in a previous study. A multi-parameter optimization was carried out using the robust design. An L18 (21 × 37) Taguchi orthogonal array experiment was conducted and the right bevel angle was measured, aiming at the investigation of the influence of plasma-arc cut process parameters on right side bevel angle of St37 mild steel cut surface. The selection of quality characteristics, material, plate thickness and other process parameter levels and experimental limits was based on the experience and current needs of the Greek machining industry. A feed-forward backpropagation (FFBP) neural network was fitted on the experimental data. The results show that accurate predictions of the bevel angle can be achieved inside the experimental region, through the trained FFBP-ANN. The developed ANN model could be further used for the optimization of the cutting parameters during CNC plasma-arc cutting.

Abstract:
Titanium alloy plate formed in rolling has anisotropic properties. The effect of anisotropy on cutting force should be considered in determination of the cutting parameters. A force model of anisotropic materials is presented to predict the cutting forces in milling. In the force model, three-dimensional chip flow is made by piling up the orthogonal cuttings in the planes containing the cutting velocities and the chip flow velocities, where the chip flow direction is determined to minimize the cutting energy. In the anisotropic material model, the shear stress on the shear plane is defined as a function of the orientation angle of the cutting edge in milling. Therefore, the cutting force depends on the feed direction of the end mill. The force model for milling of Ti-6Al-4V is verified in comparison between the simulated and the measurement.

Baral, Aniruddha, Jeffrey Roesler, M. Ley, Shinhyu Kang, Loren Emerson, Zane Lloyd, Braden Boyd, and Marllon Cook. High-volume Fly Ash Concrete for Pavements Findings: Volume 1. Illinois Center for Transportation, September 2021. http://dx.doi.org/10.36501/0197-9191/21-030.

Full text
Abstract:
High-volume fly ash concrete (HVFAC) has improved durability and sustainability properties at a lower cost than conventional concrete, but its early-age properties like strength gain, setting time, and air entrainment can present challenges for application to concrete pavements. This research report helps with the implementation of HVFAC for pavement applications by providing guidelines for HVFAC mix design, testing protocols, and new tools for better quality control of HVFAC properties. Calorimeter tests were performed to evaluate the effects of fly ash sources, cement–fly ash interactions, chemical admixtures, and limestone replacement on the setting times and hydration reaction of HVFAC. To better target the initial air-entraining agent dosage for HVFAC, a calibration curve between air-entraining dosage for achieving 6% air content and fly ash foam index test has been developed. Further, a digital foam index test was developed to make this test more consistent across different labs and operators. For a more rapid prediction of hardened HVFAC properties, such as compressive strength, resistivity, and diffusion coefficient, an oxide-based particle model was developed. An HVFAC field test section was also constructed to demonstrate the implementation of a noncontact ultrasonic device for determining the final set time and ideal time to initiate saw cutting. Additionally, a maturity method was successfully implemented that estimates the in-place compressive strength of HVFAC through wireless thermal sensors. An HVFAC mix design procedure using the tools developed in this project such as the calorimeter test, foam index test, and particle-based model was proposed to assist engineers in implementing HVFAC pavements.

Price, Roz. Climate Adaptation: Lessons and Insights for Governance, Budgeting, and Accountability. Institute of Development Studies (IDS), December 2020. http://dx.doi.org/10.19088/k4d.2022.008.

Abstract:
This rapid review draws on literature from academic, policy and non-governmental organisation sources. There is a huge literature on climate governance issues in general, but less is known about effective support and the political-economy of adaptation. A large literature base and case studies on climate finance accountability and budgeting in governments is nascent and growing. Section 2 of this report briefly discusses governance of climate change issues, with a focus on the complexity and cross-cutting nature of climate change compared to the often static organisational landscape of government structured along sectoral lines. Section 3 explores green public financial management (PFM). Section 4 then brings together several principles and lessons learned on green PFM highlighted in the guidance notes. Transparency and accountability lessons are then highlighted in Section 5. The Key findings are: 1) Engaging with the governance context and the political economy of climate governance and financing is crucial to climate objectives being realised. 2) More attention is needed on whether and how governments are prioritising adaptation and resilience in their own operations. 3) Countries in Africa further along in the green PFM agenda give accounts of reform approaches that are gradual, iterative and context-specific, building on existing PFM systems and their functionality. 4) A well-functioning “accountability ecosystem” is needed in which state and non-state accountability actors engage with one another. 5) Climate change finance accountability systems and ecosystems in countries are at best emerging. 6) Although case studies from Nepal, the Philippines and Bangladesh are commonly cited in the literature and are seen as some of the most advanced developing country examples of green PFM, none of the countries have had significant examples of collaboration and engagement between actors. 7) Lessons and guiding principles for green PFM reform include: use the existing budget cycle and legal frameworks; ensure that the basic elements of a functional PFM system are in place; strong leadership of the Ministry of Finance (MoF) and clear linkages with the overall PFM reform agenda are needed; smart sequencing of reforms; real political ownership and clearly defined roles and responsibilities; and good communication to stakeholders).

Kelly, Luke. Emerging Trends Within the Women, Peace and Security (WPS) Agenda. Institute of Development Studies (IDS), January 2022. http://dx.doi.org/10.19088/k4d.2022.019.

Full text
Abstract:
This report has identified emerging issues within the women, peace and security (WPS) agenda. Climate change has long been identified as a key cross-cutting issue and several potential avenues for WPS policy are identified. Other issues such as artificial intelligence (AI) have been highlighted as potentially relevant, but relatively little discussed with respect to WPS. The WPS agenda focuses on addressing the gendered impact of conflict and seeking to prevent conflict through increased women’s participation. In this report, WPS is understood as a body of UN Security Council resolutions (UNSCRs) and state national action plans (NAPs) labelled as WPS; as well as other UN and state policies using the language and ideas of WPS; and actions and ideas produced by civil society and academics inspired by the United Nations (UN) agenda or sharing ideas with it. The report focuses on new and emerging issues identified by academics and policymakers as relevant to the WPS agenda. Emerging trends and issues are broadly understood as: • Parts of the WPS agenda that are increasingly part of policies formulated by the UN, member states or civil society actors. • Parts of the WPS agenda that scholars or policymakers think have been neglected or not implemented sufficiently. • Re-interpretations of the framing of the WPS agenda. • New areas to which it is argued WPS should be applied. • Parallel international policy agendas with conceptual or legislative overlap with WPS. Emerging trends and issues are discussed with reference to their status in policy and implementation; normative debates about their place in the WPS agenda; and evidence on their implications for and applicability to certain contexts. The report does not seek to predict or assess the future trends or their relative importance, beyond highlighted existing interpretations of their status, implementation and potential implications. The report discusses a variety of emerging issues. These include issues where the WPS agenda has already been applied, but where its implementation –or lack thereof – has been criticised, such as in counterterrorism and arms control, or the conceptualisation of gender. The ability of WPS instruments to address changing forms of conflict has also been criticised. Issues to which it is argued that WPS should, and could, be applied more thoroughly, such as gang violence and trafficking, are discussed. The report includes new fields such as cybersecurity and AI, about which there is relatively little literature linked to WPS, but agreement that it may be relevant.
