Full textIn the quest to increase the proportion of sustainable transport, the bicycle plays a key role - it is therefore important that cities are planned to prioritize cyclism as much as possible. Most of the research in the subject has a clear focus on big cities. This essay puts the small town in focus, with Ystad kommun as a study object. The study contributes with knowledge of how commuting between urban and rural areas is experienced and how it can be understood from a planning perspective. Through a case study and document analysis we have been able to experience how it is to commute in the municipality, and how the continued development is planned for.Sweden in general and not least Scania have great plans for increasing bicycle use. We can see the difference between conventional transport planning with the car as the main focus and today’s focus on the bike and other sustainable modes of transport. One of several challenges is that this shift occurs relatively slowly as most of our infrastructure is adapted to the car. The fact that many of the cycle paths that are constructed are placed in the same distance as existing motorways often goes against the stated criteria for cycle paths which must be safe, secure and accurate. Despite bicycle plans, strategies and policies to promote increased bicycle use, cycling has instead declined. Ystad kommun has been studied based on how they, through their transport and bicycle plans, reach towards increased bicycle levels and what concrete measures are planned for these to be achieved. Transport is in many ways linked to efficiency, where the most attractive transport choice has the highest time efficiency and is experienced most smoothly. When plans become reality and the bicycle becomes the most attractive mode of transport for daily commuting, it can challenge the car about the street space.

Full textTo be able to meet the growing needs of the future regarding traffic jams and sustainability in the traffic sector, the bike must be prioritized in the region. An investigation of the Stockholm and Copenhagen region will be made with the purpose to look at good regional planning for the bicycle grid through cooperation of the municipalities. The report will look more closely at proposed actions in planning documents and how the cooperation looks in reality. The plans for the making of the Stockholm regional bicycle grid is quite similar to the ones in Copenhagen, which has been seen as a great example for the regional plans in Stockholm. The regional och municipality plans contains standards of shape, maintenance, and finance of the regional bicycle lanes. In additional to the plans is experiences of the cooperation processes in real life. Cooperation between the municipalities in the region is made via the the regional bicycle council in Stockholm and Copenhagen. In Copenhagen, the municipalities work together through the whole process of making a regional bicycle lane, they apply for state financing together and write a contract of cooperation which states that they must keep to the agreed standards. I the region of Stockholm the municipalities work more independently, they apply for state financing themselves and only cooperates regarding maintenance and signage. The municipalities of Copenhagen were involved from the start in the process of making the regional bicycle plan. The municipalities of Stockholm had a more marginalized role. It is important to let the municipalities be a part of the process regarding integrating the thinking about the regional bicycle lanes in the municipalities. Actions which could be implemented in Stockholm with Copenhagen as an inspiration includes making more space for the bicycle on the streets while decreasing space for the car, that all the involved municipalities of regional bicycle lane cooperates closely to make safe a great standard and to also increase the size of the regional bicycle council. The council could contain a group which is responsible to see to that all the regional lanes has the same standard. The council can also grow in personnel to make sure that all the municipalities have the conditions which is needed to make the bicycle more prioritized. Stockholm could also like Copenhagen work to create routes for the bicycle which work more as a shortcut through green belts, over water and over highways without having to consider the routes of cars.

Full textThis thesis aims to research how municipalities can work with sustainable bike planning in correlation with accessibility, security and traffic safety. A case study of the project ”Cykellänken” in Linköping was constructed to answer three research questions regarding accessibility, security, and traffic safety. A content analysis of relevant municipal planning documents and an observation of three different places along ”Cykellänken” are the methods used for this thesis. TRAST (Traffic for an attractive city) is a tool which presents guidelines for how sustainable and attractive traffic planning should look, and these guidelines have been used to evaluate ”Cykellänken” in the analytical process. The results of this thesis establish that accessibility, security, and traffic safety are important aspects to take into account when planning for new and existing bike infrastructure. With the help of physical implementations like traffic separation, wide paths, satisfying lighting, vegetation and sign displaying has the municipality succeeded in working for a sustainable bike planning.

Syftet med studien är att undersöka hur cykelplanering kan genomföras för att städer ska bli mer hållbara. Studien kommer undersöka Cykellänken i Linköpings kommun för att svara på frågeställningarna: Hur har Linköpings kommun planerat för Cykellänken? Hur uppfyller cykelplaneringen av Cykellänken aspekterna säkerhet, tillgänglighet och framkomlighet? Det teoretiska ramverket består av konceptet Travel demand management, samt aspekterna säkerhet, tillgänglighet och framkomlighet. Metoderna för studien är intervjuer och observationer. Slutsatsernaär att det finns några generella förbättringsåtgärder, vilket är säkrare korsningar, reducera maktspelet mellan bil och cykel, sänkt hastighet, förbättrad marknadsföring och information samt fler utvärderingar.

Full textThe City of Malmö has for a long period of time ensured that the ambition to become a successful bicycle city continuously remains in the bicycle planning, with the aim to achieve a bicycle infrastructure and sustainable traffic and mobility goals. The aim of this study is to achieve an understanding for the bicycle priorities in the City of Malmö as a means of transport in the traffic planning of infrastructure, with account to sustainable traffic and mobility planning in the central city and in the periphery. With the intention to answer the purpose and question at issue of this study, we have used a qualitative research approach, more specifically a document analysis of three policy documents; Cykelprogram för Malmö Stad 2012-2019, Malmö Stads trafik- och mobilitetsplan och Översiktsplan för Malmö. From these policy documents it is easy to conclude that the goals and vision of Malmö City show that the bicycle will have an increased priority in planning for a sustainable city and bicycle infrastructure. In addition to the above-mentioned policy documents, we have also used a theoretical basis in the overall analytical discussion. We used Kaufmanns, Bergmans & Joyes (2004) alignment on mobility, Koglins (2015) statements regarding vélomobility, Scheepers et al. (2016) standpoints regarding accessibility, Dahlström Westerlunds & Karlssons (2013) definition of passability, Rietvelds & Daniels (2004) theory about safety and finally geographical exclusion which Lucas & Musso (2014) and Dargay (2002) discloses. The result of this study show that the City of Malmö motivates the bicycle's priority in central and semi-central sub-areas that are considered to have the greatest potential to achieve a sustainable traffic distribution. In the overall traffic and mobility plan this is characterized as the main goal. At the same time, it appears that the peripheral sub-areas remain un-prioritized when it comes to the planning of bicycle infrastructure in Malmö. This seems to be based on the current politics in regards to traffic, mobility and economic budget.

Full textMany municipalities in Sweden have high ambitions to increase the number of cyclists in their particular municipality. But the fact is that only two municipalities in Sweden, Linköping and Malmö, have successfully developed a bicycle plan that has been approved by the government. One of many municipalities that have failed is Södertälje. The two main reasons that bicycle routes between municipalities are not build is because lack of funding, from the city itself and also from the government. And also because the municipalities own planning for regional bike paths are inadequate. Based on a commuting perspective, the aim of the thesis to provide a basis for the planning of Södertälje regional bike routes, and is as example of a method that can be applied during the design of cycle paths between municipal boundaries. The study highlights the problems of cooperation between municipalities. It also provides suggestions for possible cooperation measures and funding for bike path over Södertäljes municipal boundary.

Full textStockholm as a city, at this moment, is experiencing a massive, and extensive, change, which is most of all recognizable from the large construction of housing. What once was considered as the city limit, has now changed. Along with this development the bicycle, as a mode of transportation, has gained more attention, since approximately the late 1990s, within the municipal politics and planning. A mode of transportation which the city once rather disregarded and built away, is on its way back. The vision is for Stockholm in the future to be able to profile itself, as a bicycle city. In the city’s strategic governing documents, is demonstrated clearly, how an important part of the future city is a transportation system which has a great, long-term, focus towards sustainability. A transportation system which will prioritize bicycles, instead of cars. This paper aims at investigating the importance, and part, bicycling play in the city’s urban development. The relationship between the visions, aims, and strategies, set for the future traffic, and how it’s proved in actual planning. The paper investigates the comprehensive state of the bicycle, generally, of how Stockholm is planning, and then comparing with a specific project called Södra Solvallastaden. Which is a new development, in the Bromma area of Stockholm, were its stated how the area is being developed as a ‘bicycle city’. The theory focuses on the two concepts ‘helhetssyn’ (comprehensive view) and ‘samverkan’ (collaboration), common in the strategic documents, and important for what is known as a ‘samordnad planering’, meaning a more collaborative planning, which focus on how a more sustainable urban development is possible when a more inclusive planning of traffic and housing development is practiced. The differences between the perspectives are highlighted, and the aim here is to reveal which the preconditions for planning are. Decision making, and the decision-making process, within in planning is centred. Additionally, two complementing theories are used, which also focus on the process from a power, and organizational, perspective. The empirical part consists of qualitative data from both interviews with planers at Exploateringskontoret, Stadsbyggnadskontoret, Trafikkontoret, and the private developer in Solvallastaden, and the strategic governing documents for Stockholm, and earlier research within traffic and bicycle planning, sustainable development and sustainable transportation systems. The empirical material has then been analysed with help of the theory of how decisions happen in organizations, active participation and democratic processes, and as well collaborative planning – comprehensive perspective, collaboration and preconditions for planning. This study show that even if the strategic governing documents advocate how bicycling should be prioritized, and have a significant part of a long-term sustainable urban development, the bicycle, in projects, hasn’t always an inclusive part of the planning process. Planning for bicyclist is foremost thought of on a larger, regional, commuting level, outside of development and more through green park grounds. In the more local, urban space, there’s a very weak focus towards bicycling. This depends on the planning preconditions bicycling has, which is affected by how the city is organization itself, traffic planers involvement in decision-making and planning processes, the local politics, separated interests and conflicts between administrations, the historical inheritance, the separated levels of collaboration, and whom are given the opportunity to take an active part and shape the comprehensive view of projects.

Full textThis study has started from the assumption that urban planning, through walking and cycling planning, could contribute more to increase the level of physical activity and thus contribute to improved public health. The purpose of the study has been to investigate how the public health perspective and health economy today are taken into account and influence actors who work with walking and cycling initiatives in the Stockholm region. Furthermore, it was also investigated how the public health perspective and health economic values could have a greater influence in planning and decision-making processes. This has been investigated through a questionnaire study with the municipalities in the Stockholm region and semi-structured interviews with the City of Sundbyberg, Södertälje Municipality and Region Stockholm. The results show that the public health perspective has gained a greater influence in planning and decision-making processes in recent years and that the perspective is on the rise within the field of urban planning. Public health is seen as an incentive to implement walking and cycling initiatives among other arguments, but it does however have a low priority in relation to other perspectives, and the work with the health perspective takes place mainly through unstructured discussions and processes. The results also show that public health is primarily used as an argument rather than a goal or tool and that those who work with municipal traffic planning are generally not integrated into municipalities' overall work with public health. More knowledge about public health concerning active travel and traffic planning could thus contribute to more integrated and strengthened public health work. Public health is well connected with other aspects of urban planning, and public health is used as a 'disguised' argument in walking and cycling planning to strengthen, among other things, the environmental and climate perspective. Due to the multidisciplinary knowledge area of public health, cross-sectoral cooperation is seen as a key to including the public health perspective in a holistic way. The actors who participated in the study have not yet fully paid attention to the health economic tools that exist and what role these can play in strengthening public health. There is a concern that the inclusion of an additional perspective and value in planning can make an already complex planning process more difficult, and there are also divided opinions regarding who should be responsible for the investments in walking and cycling. Finally, there are great opportunities but also challenges in developing and integrating the health perspective and health economy in walking and cycling planning to improve public health.

Full textStäder utvecklas cykelplaner som ett verktyg för att uppmuntra hållbar stadsmobilitet. Cykelplaneringsprocesser är vanligtvis öppna för deltagande av nuvarande cyklister. I vissa fall uppstår en intensiv debatt bland de cyklister. Några av dem föredrar att cykla i blandtrafik medan andra förespråkar för dedikerad infrastruktur som separeras från motortrafik. Denna debatt uttrycks ofta i termer av vad som skulle vara mer värdefullt för potentiella cyklister. Uppsatsen tar detta komplexitet som utgångspunkt och utforskar cykelplaneringsnätet av intressenter som genereras av planeringsinitiativ. Två studiefall som presenterar olika intensiteter i debatten analyseras, Stockholm och Madrid. Forskningsprojektet identifierar intressenter engagerade i cykelplanering, både från institutioner och civilsamhället; karaktärisera deras relationer; och analyserar de påståenden som intressenterna gör i förhållande till potentiella cyklisters intressen. Forskningen är baserad på snöboll provtagningen, intervjuer, frågeformulär och datautvinning från sociala medier. De resulterande nätverken kombineras ett antal institutionella intresser som är inbäddade i en flernivå-system av cykelstyrning med några civilsamhällets enheterna, som många kännetecknas av organisatorisk informalitet delvis på grund av cykling virtuella gemenskaper relevans. Efter detta, informella kanaler för deltagande blir viktigare. Den analyserade debatten ger spänningar som är nära till övergående friktioner beroende på två samexisterande system av betydelser snarare än en ständig motsättning. Detta är förenligt med agonistiska planeringsteorier. Efter reflektioner kring dessa utmaningar, uppsatsen föreslår två strategiska tillvägagångssätt för utformningen av medborgardeltagande inom cykelplanering: disaggregerad intressentanalys för att fånga alla mångfalden av agenter; och användningen av bigdata källor för att analysera relationerna mellan intressenterna i syfte att få en första approximation till jämvikten och särdragen hos ett givet cykelplaneringsnät.
Muchas ciudades desarrollan planes ciclistas como herramienta para fomentar la movilidad sostenible. Dichos planes suelen ser abiertos a la participación de los ciclistas actuales, generando en ocasiones un debate intenso entre ellos: una parte defiende su integración en calzada junto a una pacificación del tráfico, mientras que otros prefieren dedicar infraestructura específica a la bicicleta separada del tráfico motorizado. Este debate se desarrolla habitualmente a través de referencias a la figura del ciclista potencial. Tomando esta cuestión como motivación, el proyecto explora las redes de agentes generadas por los procesos de planificación ciclista, analizando dos casos de estudio que muestran distintos impactos de dicho debate, las ciudades de Estocolmo y Madrid. El proyecto identifica los agentes involucrados en los planes ciclistas, tanto dentro como fuera de las instituciones; analiza sus relaciones; y estudia las referencias a los intereses del ciclista potencial. La metodología se basa en muestreo acumulativo tipo ‘bola de nieve’, entrevistas, un cuestionario y minería de datos de redes sociales. Las redes resultantes unen a una serie de agentes institucionales que operan en un marco de gobernanza multinivel con un gran número de agentes de la sociedad civil. Estos tienen una estructura cada vez menos rígida, en parte debido al impacto de las comunidades virtuales de activismo ciclista. En esta línea, se observa que las oportunidades informales de participación son muy relevantes. El debate sobre infraestructura ciclista produce tensiones, pero estas son fricciones transitorias causadas por la coexistencia de dos sistemas de pensamiento en torno a la bicicleta más que un antagonismo permanente, lo cual es consistente con el modelo de planeamiento agonista. Tras exponer estos retos, se sugieren dos estrategias que puede contribuir al diseño adecuado de procesos de participación ciclista: el análisis desagregado de agentes, para capturar la diversidad de entidades involucradas en planificación ciclista; y el uso de fuentes big data sobre relaciones entre agentes, para obtener una primera aproximación a los equilibrios existentes en las redes de planificación ciclista.
