The Cynefin model (Kurtz & Snowden, 2003) is a common concept for designing the most logical response from decision-makers in certain situations. This model is general, so it can be used in several applications, such as knowledge transfer, which is the focus of this article. The author aims to describe in detail, both the characteristics of the domain and the decision-making model, with the concept of causal ambiguity (Reed & Defillippi, 1990), absorptive capacity (Zahra & George, 2002), and pragmatic view of knowledge (Carlile, 2004). One of the managers' common mistakes in managing organizational knowledge is the failure to identify situations accurately. Using the case study method, the results of this study are expected to help practitioners minimize these mistakes and determine the right decisions in forming a sustainable competitive advantage (SCA). The discussion of this paper is divided into several sections; dynamics of cynefin model, absorptive capacity, pragmatic view of knowledge, integration of concepts, and conclusions.

Most active teachers, in the past year, have taught both in-person and on-line. Using the Cynefin Framework, a decision-making framework which is based in complexity science (Snowden & Boone, 2007, p.70), I examine the pedagogical changes made by teachers in the emergency teaching situation brought about by the COVID-19 pandemic.
When using the Cynefin Framework, issues facing an organization can be categorized in one of five possible contexts, simple, complicated, complex, chaotic and disorder, depending upon the severity of the disruption. In a regular classroom most disruptions would be in the simple or complicated context and teachers will solve those problems by making decisions based on prior practice. In the complicated contexts, the same teachers may seek advice from senior teachers, or experts, to solve situations. A problem in the complex context would require the teacher or administrator to find an emerging path through the situation. The disruption I am examining is, according to Brown, the original disruptor—a pandemic, namely COVID-19 which caused school instruction to move from face-to-face to emergency on-line teaching. While much of the beginning on-line teaching began in a chaotic context, that is not the only category that is identified by use of the Cynefin Framework.
With data drawn from three interviews given by teachers or administrators recorded on YouTube for the Global Teacher Prize dating from March 2020 forward, I examine how both teachers and schools are changing their use of technology. I look at changes and modifications to pedagogy that the teacher has instituted and have determined work. I will then determine if the change is primarily beneficial for the teacher, student, or another party—uncovering the silver linings and innovations in the ways that teachers have changed their use of technology and their pedagogy during the emergency on-line teaching of COVID-19.

Purpose The purpose of this paper is to apply the aspects of decision theory (DT) to performance measurement and management (PMM), thereby enabling the theoretical elaboration of volatility, uncertainty, complexity and ambiguity in the business environment, which are identified as barriers to effective PMM. Design/methodology/approach A review of decision theory and PMM literature establishes the Cynefin framework as the basis for extending the performance alignment matrix. Case research with seven companies explores the relationship between two concepts under-examined in the performance alignment matrix – internal dominant logic (DL) as the attribute of organisational culture affecting decision making, and the external environment – in line with the concept of alignment or fit in PMM. A focus area is PMM related to sustainable operations and sustainable supply chain management. Findings Alignment between DL, external environment and PMM is found, as are instances of misalignment. The Cynefin framework offers a deeper theoretical explanation about the nature of this alignment. Other findings consider the nature of organisational ownership on DL. Research limitations/implications The cases are exploratory not exhaustive, and limited in number. Organisations showing contested logic were excluded. Practical implications Some organisations have cultures of predictability and control; others have cultures that recognise their external environment as fundamentally unpredictable, and hence there is a need for responsive, decentralised PMM. Some have sought to change their culture and PMM. Being attentive to how cultural logic affects decision making can help reduce the misalignment in PMM. Originality/value A novel contribution is made by applying decision theory to PMM, extending the theoretical depth of the subject.

Purpose This study aims to explore the role of planned, sudden shifts in lived experiences, in influencing learner capabilities towards improved problem-solving for sustainable development outcomes. The authors responded to employers of engineering and built environment graduates observing limited “real-life” problem-solving skills, beyond using established formulae and methods, in spite of attempts over more than two decades, to train engineers and other built environment disciplines in areas such as whole system design and sustainable design. Design/methodology/approach A grounded theory approach was used to guide the analysis of data collected through ethnographic methods. The process involved reflecting on authors’ efforts to develop context appreciation within a course called “International Engineering Practice”, using two years of collected data (archived course information, including course profile; completed assessment; lecture and field visit evaluations; and focus groups). The study is built on the authors’ working knowledge of Bloom’s Taxonomy and Threshold Learning Theory, and the well-established role of “context appreciation” in complex problem-solving. After the first iteration of the course, the authors looked for additional theoretical support to help explain findings. The Cynefin framework was subsequently used to augment the authors’ appreciation of “context” – beyond physical context to include relational context, and to evaluate students’ competency development across the four domains of “clear”, “complicated”, “complex” and “chaotic”. Findings This study helped the authors to understand that there was increased capacity of the students to distinguish between three important contexts for problem-solving, including an increased awareness about the importance of factual and relevant information, increased acknowledgement of the varying roles of professional practitioners in problem-solving depending on the type of problem and increased appreciation of the importance of interdisciplinary teams in tackling complex and complicated problems. There were several opportunities for such courses to be more effective in preparing students for dealing with “chaotic” situations that are prevalent in addressing the United Nations’ 17 sustainable development goals (UNSDGs). Drawing on the course-based learnings, the authors present a “context integration model” for developing problem-solving knowledge and skills. Research limitations/implications The research findings are important because context appreciation – including both physical context and relational context – is critical to problem-solving for the UNSDGs, including its 169 targets and 232 indicators. The research findings highlight the opportunity for the Cynefin framework to inform holistic curriculum renewal processes, enhancing an educator’s ability to design, implement and evaluate coursework that develops physical and relational context appreciation. Practical implications The study’s findings and context integration model can help educators develop the full range of necessary problem-solving graduate competencies, including for chaotic situations involving high degrees of uncertainty. Looking ahead, acknowledging the significant carbon footprint of global travel, the authors are interested in applying the model to a domestic and/or online format of the same course, to attempt similar learning outcomes. Originality/value Connecting Bloom’s taxonomy deep learning and threshold learning theory critical path learning insights with the Cynefin framework context domains, provides a novel model to evaluate competency development for problem-solving towards improved holistic physical and relational “context appreciation” outcomes.

Purpose – The purpose of this paper is to identify the wicked problems inherent in socially responsible marketing and to provide practical insights into their management. Design/methodology/approach – This paper applies learning from three related conceptual areas (the Cynefin framework, complexity science and wicked problems) to think about sustainable marketing in new ways. Findings – Sustainability challenges the effectiveness of traditional marketing thought and action. New and emerging approaches and tools in sense-making, complexity science and problem recognition are needed to help ensure the successful development and implementation of sustainable marketing. Originality/value – Growing concern for so-called “wicked problems” appears in the literature of a number of disciplines in both the hard and soft sciences. Although the concept has appeared in the management and strategy literature, it is relatively unknown in marketing.

The potential for monitoring, evaluation and learning (MEL) to enhance innovation and impact in agricultural research and development is receiving increasing attention. New Zealand’s AgResearch Limited and Australia’s CSIRO Agriculture and Food are working with their scientists to support the organisations to achieve greater innovation and impact by embedding MEL into research programs and projects. However, both organisations have found it challenging to systematically demonstrate the value of their MEL initiatives. While there is an increasing number of case studies and anecdotes pointing towards the contribution of MEL to fostering innovation that delivers social, economic and environmental impacts, there is limited evidence, collated through systematic and rigorous methods, to substantiate this. This article presents an evaluation framework drawing on insights from complexity science (the Cynefin framework), evaluation practice and research (complexity-aware M&E and reflective practice) and innovation capacities (learning, reflection and adaptation). The framework is intended for research organisations working in agricultural innovation systems to be able to demonstrate the value of their MEL initiatives as well as carry out comparative analyses. It also supports organisational learning to better inform evaluative strategies and actions.

The study explores decision-making practices among Air Traffic Controllers (ATCOs) in the Civil Aviation Authority of Malaysia (CAAM) in Sarawak, Malaysia, using the Cynefin Framework. The study intends to identify related factors that influence decision-making practices, explore how decisions are made during conflict resolution, and describe the coping strategies in decision-making practices by ATCOs. The qualitative phenomenology case study method was used to collect data and one-to-one interviews with the ATCOs. Content analysis is used to analyse the data. The findings showed that ATCOs types and working experiences influence the way they make decisions. Decision-making among ATCOs is like the Administrative Model in which they must follow Standard Operating Procedures (SOP) as their strategies in decision-making. Findings contribute toward an understanding of current decision-making practices, which would inform relevant policies and professional training development programmes.

Purpose This paper aims to explain the uncertainties associated with food security and, in doing so, classifies them within the context of volatility, uncertainty, complexity and ambiguity (VUCA). In using this lens to frame the challenges of food security, the viewpoint proffers the need to be even more sensitive to heightened levels of uncertainty and highlights the need of governments to be prepared to meet a wider variety of external forces, risks, opportunities and threats to mitigate food insecurity. Design/methodology/approach This research constructs a novel morphology of food security and food waste policy futures based upon a range of scenario types based on contextual narratives relating to constraint, collapse, growth and transformation. In doing so, offering a representation that suggests order, complexity and chaos occur across a range of four domains of interaction: known (repeatable cause and effect); knowable (cause and effect separated over time); complex (cause and effect are unique and non-repeatable); and chaos (no cause and effect relationship perceivable). This orientation is represented in the form of a novel morphology that can be used to support decision-making and policymaking/consideration. Findings The authors have presented and identified a combination of a structured and unstructured methods to develop and hence classify a range of food security scenarios. Using the VUCA worldview and classification, the authors subsequently identify seven underlying and seven United Nations (UN) Sustainable Development Goals (SDG)-derived factors, which when combined with the Institute for the Future (IFTF) four food security scenarios in a pairwise manner led to the generation of a further 16 subsequent VUCA-inspired scenarios composed within a morphological grid. These were subsequently reclassified against three sets of stakeholders and then finally mapped to the Cynefin framework as a set of ten scenarios to show the potential of making greater sense of the VUCA nature of food security. Practical implications The paper proposes a novel conceptual approach to framing and understanding the wider holistic aspects of explaining and providing foresight to the complexities of food security. Hence, this paper provides policymakers with two contrasting, yet complementary, food security scenario planning techniques (VUCA and Cynefin), which envelope 16 narrative food security scenarios which can be used with stakeholders and advocacy groups in facilitating discussion about complex, messy and “wicked” interlinkages within the food security domain. Originality/value This is the first time in the extant literature that a combination of structured and unstructured, problem-based versus mess-based, contrasting perspectives have been brought together and developed, with the intention of creating a normative family or portfolio of narrative-driven food security scenarios. The authors present and extend four existing scenarios from the extant food security literature, and subsequently, through interpreting these scenarios via a dual and combined lens (notably using UN SDG and VUCA elements), a grid of alternative food security scenarios is produced. By then using applying the Cynefin complexity framework to these new configurations, a thematic categorisation of alternative futures is presented, which may aid policy and decision-makers when considering this topic.

This paper explores two key concepts: resilience and complexity. The first is understood as an emergent property of the latter, and their inter-relatedness is discussed using a three tier approach. First, by exploring the discourse of each concept, next, by analyzing underlying relationships and, finally, by presenting the Cynefin Framework for Sense-Making as a tool of explicatory potential that has already shown its usefulness in several contexts. I further emphasize linking the two concepts into a common and, hopefully, useful concept. Furthermore, I argue that a resilient system is not merely robust. Robustness is a property of simple or complicated systems characterized by predictable behavior, enabling the system to bounce back to its normal state following a perturbation. Resilience, however, is an emergent property of complex adaptive systems. It is suggested that this distinction is important when designing and managing socio-technological and socio-economic systems with the ability to recover from sudden impact.

Purpose The purpose of this study is to identify the prescribed formative elements of supply chain resilience (SCR) in literature, to compare them with the unique characteristics of high reliability organisations (HROs) and derive lessons useful for improving SCR. Design/methodology/approach Two systematic literature reviews are carried out as follows: one on SCR and the other on HRO, which identified 107 studies and 18 papers, respectively. The results from the review are presented, analysed and synthesised. Findings Findings suggest that despite significant similarities in some of the proposed formative elements for SCR and the characteristics of HROs, the strong managerial commitment exhibited in HROs is absent in SCR literature. More importantly, the most cited characteristic of HROs, which is their flexible decision making structure is pointed out as a prima lesson towards developing resilience in supply chains. Practical implications A decision making framework to facilitate flexible decision making for supply chains during crisis is presented. Further, practical lessons are pointed out from principles common to both streams of literature such as redundancy, human resource management, collaboration, agility, flexibility, culture and risk avoidance that can be implemented in supply chains. Originality/value This paper is the first study to systematically review HROs, adapt a HRO decision making framework and also apply the Cynefin framework to SCR. This, therefore, provides the basis to launch further research into the use of these theories and the role of decision-making in SCR creation.

This article describes the process of recognising and acquiring new capabilities in the frame of operational planning process. It refers to the changes in the operational environment which can be observed nowadays. Educating senior officers is a process which requires proper tools, techniques, methods and approach. War Studies University tries to respond to these appearing needs in the field of operational planning process, especially in understanding the operational environment. The article looks at the elements of this process. Implementing the design thinking may possibly be an offer that has to be tested. A general overview of the testing model is the aim of the second part of this article. A description of the experimental model includes control and experimental group, dependent and independent variables. Additionally, selected tools are presented. The conduct of the pilot research to verify methods and the way of conducting the experiment is also predicted. The article also refers to the problems of cultural adaptation of the scenario. First of all, the scenario has to be of complex context. This is the consequence of used typology of the operational environment. In the Cynefin framework, environment is divided into four types: simple, complicated, complex and chaotic. The article underlines the meaning of the research concerning the design thinking, as a divergent approach, in the process of implementing this into operational planning.

This case study demonstrates how we have designed a knowledge management project around story-telling ("narrative" feedback). The aim is to create a global virtual space for sharing of good and bad experiences from the commissioning pilot. This project is also designed to help senior managers understand the experiences of the pilot phase of a major change programme within the British Council. The change programme (referred to as commissioning change programme) is about introducing a new internal model/process to release funding to support new products and services' development and implementation. The research design is informed by Dervin's sense-making theory and Snowden's Cynefin framework and mass narrative representation tools. Telephone and face-to-face interviews were conducted with 30 colleagues in the UK and overseas. An initial indirect question was posed to respondents—"What was your experience with the commissioning pilot?"—to capture their stories. The stories told were transcribed and indexed and patterns were identified. The analysis helps to highlight the problematic areas as well as opportunities for improvement. This case study demonstrates the potential of using narratives to evaluate and capture learning points which can be viewed by managers and staff using multiple perspectives. This approach complements the traditional approach of producing an evaluation report which would be written for a specific group of audience, such as the senior management team.

Purpose – This study aims to aid theory building, the use of decision theory (DT) concepts in sustainable supply chain management (SSCM) research is examined. Design/methodology/approach – An abductive approach considers two DT concepts, Snowden’s Cynefin framework for sense-making and Keeney’s value-focussed decision analysis, in a systematic literature review of 160 peer-reviewed papers in English. Findings – Around 60 per cent of the papers on decision-making in SSCM come from operational research (OR), which makes explicit use of DT. These are almost all normative and rationalist and focussed on structured decision contexts. Some exceptions seek to address unstructured decision contexts via Complex Adaptive Systems or Soft Systems Methodology. Meanwhile, a second set, around 16 per cent, comes from business ethics and are empirical, behavioural decision research. Although this set does not explicitly refer to DT, the empirical evidence here supports Keeney’s value-focussed analysis. Research limitations/implications – There is potential for theory building in SSCM using DT, but the research only addresses SSCM research (including corporate responsibility and ethics) and not DT in SCM or wider sustainable development research. Practical implications – Use of particular decision analysis methods for SSCM may be improved by better understanding different decision contexts. Social implications – The research shows potential synthesis with ethical DT absent from DT and SCM research. Originality/value – Empirical behavioural decision analysis for SSCM is considered alongside normative, rational analysis for the first time. Value-focussed DT appears useful for unstructured decision contexts found in SSCM. Modern cloud computing makes available a plethora of scalable cloud computing offerings. The cloud is increasingly becoming the backbone of the highly complex modern knowledge-economy that includes Social, Mobile, IoT, Big-Data and AI. Knowledge-based products and services follow fat-tail distributions such as the power-law that poses major opportunities and challenges for the designer. The Axiomatic Designer is uniquely positioned in designing for the de-novo situations that the fat-tailed distributions expose. Also, the cloud frees-up the architectural decision-making away from the legacy compatibility-burden, and towards various cloud-native (i.e., de-novo/solution-neutral) as well as hybrid (on-prem/cloud & cloud/cloud) architectures. Purpose The complex and occasionally chaotic nature of health care has been previously described in the literature, as has the broadening recognition that different management approaches are required for different types of problems rather than a “one size fits all” approach. The CYNEFIN framework from Snowden outlines a consistent cognitive approach that offers the leader and leadership team an ability to urgently apply the correct actions to a given situation. This paper proposes a variant CYNEFIN approach for healthcare. Design/methodology/approach Consistent and accurate decision-making within health care is the hallmark of an effective and pragmatic leader and leadership team. An awareness of how one’s cognitive biases and heuristics may adversely impact on this cognitive process is paramount, as is an understanding of the calibration between fast and slow thinking. Findings The authors propose a variant CYNEFIN approach for health care of “act-probe-sense-respond” to resolve complex and time-critical emergency scenarios, using the differing contexts of a cardiac arrest and an evolving crisis management problem as examples. The variant serves as a pragmatic sense-making framework for the health-care leader and leadership team that can be adopted for many time-critical crisis situations. One of the few certainties we have in dealing with corruption lies in its adaptive nature. Over time, corruption has in fact proved to be able to change, evolve and adapt within all political systems. Such an adaptive nature calls for close scrutiny of the setting or space where corruption spreads out. Therefore, this raises questions about the unappreciated risks and immeasurable opportunities for corruption in the ever-changing and interconnected world of techno-social systems we live in. This article aims to advance the policy and regulatory debate surrounding corruption by focusing on its complex and adaptive nature. In applying the main tenets of complexity theory, the analysis builds on the well-known Cynefin framework. This decision-aiding framework proves to be an insightful tool for shedding light on some critical features of corruption (eg its perception and the affected confidence).

The paper explains how the three strands come together to form a "braid" of interaction contexts that influence the needs of those interacting. The braid is used to consider design issues in software that helps people interact, both in a general survey of social software and in specific response to some influential papers in the area. Special attention is given to interactions surrounding the collaborative development of open source software and information.

Since innovation evolves through generations, the present study aims to unravel and define innovation intelligence, considering this transformation, and discuss how environmental uncertainty is resolved in each one. Design/methodology/approach This article is a conceptual paper that employs a typology and model approach in its research design Findings Contexts are categorized into ordered and unordered (according to the Cynefin framework), in which intelligence with prediction and control approaches are applied for uncertainty management, respectively. Also, the three generations of innovation management, namely, technology push, market pull and a combination of these two (hybrid), intelligence benefit from a prediction approach, and in the networked (collaborative) generation, intelligence takes advantage of a control approach. Research limitations/implications The conceptual approach adopted in this research is limited to, and focused on, understanding intelligence, innovation intelligence and presenting preliminary insights into their relationship with uncertainty management. Practical implications This research guides decision-makers to adopt the appropriate intelligence approach to manage uncertainty during their innovation management process and illustrate it by the industry uncertainty matrix and COVID-19 pandemic situation. Originality/value This study proposes a typology of intelligence based on different knowledge pyramids. Also, it introduces innovation intelligence and its relation to knowledge management and environmental uncertainty management that has not yet been clearly addressed in the literature. Moreover, it determines the uncertainty management approaches for each variant of innovation intelligence.

Among the raft of information systems (IS) applications developed for use by local governments are those that attempt to introduce more open community engagement (CE) and facilitate e-democracy. In this paper, we report on a longitudinal study that reveals how the open nature of e-democracy challenges the practices of government bureaucracies. In 2012, we partnered with the Community Engagement Team of a Local Government Council in Australia, to study their planning for, and use of, IS for CE. Our study involved an action research intervention to gain a rich understanding of the contradictory demands of the bureaucratic imperative of the Council and the informal activities of the community. This was the first step of a longitudinal qualitative study of the Council’s e- democracy efforts over the ensuing seven years. Our analysis has been conducted through a dialectic lens, informed by the Cynefin sense-making framework. Our theoretical contribution is an e-Democracy Framework that incorporates the dialectic between the ordered environment of government and the community view that is ill-defined and unordered. As a practical contribution, government organisations can use the Framework to assess the current status of their CE and design a CE strategy to make interactions with civil society more meaningful.

As a major contributing factor adding complexity to this trend, social media is heavily used for health related knowledge, making it is difficult to determine which information is most trustworthy. Missed opportunities for immunization can result, leading to economic and health consequences for the healthcare system and population. Through analysis of the powerful impact social media has on this evolving trend and public health, an upstream recommendation for RNs to respond with is to utilize reliable social media to the parents’ advantage within practice. The healthcare system should focus on incorporating vaccine-related education into existing programs and classes offered to parents, and implementing new vaccine classes for the public.

Is it possible to provide context-relevant education to a diverse and dispersed body of students via online presented courses? Contextual relevance is called for by students and the public alike, as can also be seen in the #fallist movements. More traditional academics and institutions argue for retaining excellence from the past and known knowledge still to be taught. In this conceptual article, education is seen as a mastery of knowledge expanses by integrating Data and Information into Knowledge and Wisdom (D-I-K-W). Departing from the learning sciences, especially mind, brain and education science and its application in culturally appropriate learning, it is argued that including effective learning strategies in online courses, especially application-oriented strategies, can help students to apply knowledge from the past to contexts in the present, thereby attaining context-relevant education. However, the application of learnt material to situations brings forward another dimension, namely, the future, which is Volatile, Uncertain, Complex and Ambiguous (VUCA). In applying and making decisions, it is helpful to attend to the Cynefin framework, attending to the domains of the obvious, the complicated, the complex, the chaotic and the disorder. Excellence from the past and relevance in the present should, therefore, be augmented by abilities aimed at future readiness. Context-relevant online education should therefore attend to the past, the present and the future.

Purpose: The purpose of this paper is to analyse the nature of the South African dual manufacturing and services economy and the impact thereof on organisations from a management perspective. Problem investigated: Services account for over 65% of South Africa's gross domestic product (GDP) and reflects an escalating trend. The manufacturing sector of the economy is just over 26% of GDP. This by implication implies that the South African economy is dualistic in nature. The economy functions as an integrated component of the global economy, one that is highly competitive and turbulent in nature. The traditional management approach tends to be one based on a mechanistic, analytical and deterministic manufacturing perspective that is no longer effective in dealing with the services economy. Methodology: A literature study is undertaken and a narrative enquiry conducted by means of discussions with 24 South African executives to determine the impact of the dual economy on South African organisations and the influence thereof from a management perspective. The approach adopted was intentionally analytical-descriptive in nature. The narrative enquiry constituted open ended but structured discussions with executives in order to learn from their personal experiences in managing an organisation in what is termed to be the dual South African services and manufacturing economy. Findings: An important conclusion drawn from the study is that traditional paradigms of management that evolved within a mechanistic manufacturing economy is no longer effective for dealing with the unpredictable and disruptive changes of a highly competitive global services economy. A complexity theory based management approach it would appear may be more relevant in dealing with the emergent realities associated with a turbulent services economy. Value of the research: Seen within the context of the changing nature of the global and South African economy, the insights gained from the study could assist executives and managers in exploring alternative paradigms of management that would be more appropriate for dealing with the paradoxical nature of a dualistic economy. Conclusion: Appropriate management paradigms differ in terms of contextual realities confronting managers, namely dealing with ordered and un-ordered contextual conditions. The Cynefin Framework (Kurtz & Snowden, 2003) serves as a means of sense making in finding the most appropriate management response for dealing with the contextual realities associated with a dualistic economy.
