Abstract:
This article describes the extreme right in the Czech Republic, where, in contrast to several other countries of Central and Eastern Europe, this part of the political spectrum has been unsuccessful for the past ten years. The aim of this article is to analyse the position of the extreme right in the Czech party system and the internal ideological and strategic cleavages within the extreme right. The conclusion of this article is that organized party-political extremism is after two decades of modern political development only a marginal part of the Czech political spectrum, with many internal problems and without real chances of significant success in the near future.

Abstract:
The author investigates political radicalism in the Czech Republic, a rather heterogeneous current considering the structure of participants: from political parties to the extremist organizations. The peculiarity of the Czech party system is the existence, along with typical radical parties, of other non-radical parties whose representatives support xenophobic, nationalist and anti-Islamic statements. This is primarily the Civil Democratic Party, known for its critical attitude towards European integration, and the Communist party of the Czech Republic and Moravia, which opposes Czech membership in NATO and the EU. Among the Czech politicians, who are close to radical views, analysts include the well-known for its anti-Islamic position of the Czech President M. Zeman and the leader of the movement ANO, billionaire A. Babich. Voters vote for them not because their economic or social programs are particularly attractive to the electorate, but because of dissatisfaction with the economic situation in the state. Almost all right populist parties oppose European integration, interpreting it as an anti-national project run by an elite distorted by a deficit of democracy and corruption. Keywords: Czech Republic, right-wing radical political parties, European integration, nationalism.

Abstract:
In the 2017 Czech parliamentary election, the Czech Pirate Party (Pirates) gained 10.79% of the votes – an unprecedented success, compared to most of the pirate parties across Europe. However, as their electoral gain varies widely across the Czech Republic’s territory, this article analyses all (more than 6000) Czech municipalities in the elections of 2010, 2013, and 2017 to explain this variation. Overall, the success of the Pirates was driven especially by obtaining much more support in larger municipalities with younger populations (although not only those aged 18–24 but also older ones), lower unemployment, higher turnout, and lower support for leftist parties. Thus, from a spatial perspective, the patterns of Pirate voting largely resembled long-term spatial support for Czech rightist parties and we can conclude that the Pirates made considerable inroads to regions which had historically been strongholds of the Civic Democratic Party, as the former main party of the right, but also strongholds of minor right-wing (‘liberal centre’) parties of the 1990s and early 2000s. Success of the Pirates thus was based especially on votes from municipalities located in more developed areas, where the Pirates received many more votes than in structurally disadvantaged regions.

Abstract:
The Importance of Euroscepticism on the Political Scene of the Czech Republic. Conditions and Consequences Czech society is one of the most eurosceptic in the European Union. One of the reasons is a low degree of trust in authority (government, parliament) in general, also at the supranational level. Consequently, Czech political parties have eurosceptic slogans in their programs that do not prevent voters from supporting them, both in the elections to the Czech and European Parliaments. The political system is dominated by parties presenting the so‑ called „soft euroscepticism” (according to Taggart’s and Szczerbiak’s approach), such as: Action of Dissatisfied Citizens (ANO 2011), Civic Democratic Party (ODS) or Communist Party of Bohemia and Moravia (KSČM). In the 2017 election, they received a total of almost 50% of the vote. However, euroscepticism is not a threat to the Czech presence in the EU. Extremely eurosceptic parties do not enjoy great public support.

The analysis of sections on the foreign policy of the official programme documents of the Czech parliamentary parties is given. A wide range of preferences has been revealed – from adherence to «a hard core» in the European Union, to calls for reforming the EU and for a referendum on the withdrawal from it. It is noted that the Czech voters are quite pragmatic about the foreign policy orientation of the Czech Republic. This was indicated, in particular, by the results of the presidential elections held in January 2018. The right to occupy the highest state post was granted to Miloš Zeman, who adheres to the concept of the multi-vector foreign policy of the Czech state.

AbstractThe aim of this article is to analyse the role and importance of leaders in the Czech populist parties and movements, as well as determining significant factors which condition their institutionalisation. The main focus will be placed on the role of leaders in establishing their respective parties, their formal position and intraparty selection processes in VV, ANO, SPD and ÚPD. Examples of actions taken by the leaders of ANO and SPD show that building populist parties on the foundation of the strong, formal and official position of the leader in their party as well as becoming open to more members prove effective when it comes to the discussed issues...

Abstract This paper is focused on the issue of corruption perception in the Czech Republic. After introducing the general framework for corruption perception in post-communist countries, this paper uses the Czech Republic as an example of the ways in which corruption is perceived, the areas Czech citizens feel are most plagued by corruption, and the ways in which corruption perception has transformed in terms of post-communist developments. This paper points out the differences in corruption perception among Czech citizens, the media and political parties and their representatives. The conclusion of the paper attempts to answer the question of how corruption perception has affected the overall perception of the democratic regime in the Czech Republic. It also asks questions regarding how this has influenced the evaluation of democracy and the relationship between Czech citizens and political institutions, including individual political parties.

Abstract:
AbstractThere is little doubt in the current comparative politics literature about the importance of political parties in modern democracies, nor is there any doubt about the centrality of political parties in the democratic transitions in Central and Eastern Europe after the fall of communism. This holds true for the Czech Republic as well. However, the three most recent general elections in the Czech Republic have shaken the country. Electoral earthquakes are becoming common in the region, and it seems that the Czech Republic is being affected by what has been described in the literature as the decline of political parties. The main aim of the article is to explore sources of public anti-party sentiment in the Czech Republic. The analysis of data from a public opinion survey shows that public anti-partyism can be explained by a perceived lack of political representation that stems from both economic conditions and a feeling of low political efficacy.

Abstract:

Abstract:
This paper targets the analysis of pensionable systems and proposals for their reformation for Czech Republic and Germany. These systems are built up on the same principle - continuous financing. Regardless this facticity my endeavour is to prove and to point out to similar and different characters of these systems. For centuries Germany have played very important role in Czech history. We can say that Germany affected today's present in our republic. This paper tries to show mutual coherence between these two pensionable systems. My analysis accentuates conformity and difference in historical development, contemporary structure of these systems, instituted reforms and political proposals for future development. The first part analyzes basic theory. The second part compares pensionable systems in Czech Republic and in Germany.

Abstract:
This paper, entitled "Development of Left-Wing Parties in Czech Republic and Slovakia (Comparison)", deals with the topic o f great importance for post-communist regimes. Aim of the paper is comparison of the situation in this field in both countries. After brief introduction (Chapter 1), the theoretical concepts o f used in analysis are described (Chapter 2). These include theory o f transitions to democracy and concepts for classification of political parties, namely theory o f cleavages and theory o f ideological families. These theoretical parts are followed by analysis of situation in each country, first the Czech Republic in Chapter 3 and then Slovakia in Chapter 4. For both countries, overall evolution of party system is described. Then, development of each party is examined more closely. Comparison is given in Chapter 5. The comparison showed that there are some similarities in development of Czech and Slovak left-wing political parties. Especially in the first period after the fall of Communist regime, both party systems were alike. However, differences emerged later. In the Czech Republic, party system developed standard western-like structure by the election o f 1998. On the contrary, development of Slovak party system was complicated and it is not finished yet. Abstract:
This work is about the renewal of the Czech party system in period of 1943-1945. The introduction focuses on the liquidation of the party system in 1938, the party system of the Second Republic and contextualisation of the work to party systems theories. Another part deals with the formation of concepts of domestic and foreign Czechoslovak resistance on the future shape of the party system, in particular the cooperation of Moscow and London exile. The thesis describes the relationships and actions of the Communist Party of Czechoslovakia, based in the Soviet Union and their democratic competitors, who were headquartered in London, where the President Beneš and the State Council were seated. In particular, these relationships are the starting point for this work's research thesis: how the negotiations between the exile in London and Moscow influence and determined the post-war party constitution. The hypothesis that the activity of the Czechoslovak Communist Party in the Moscow exile was vital for the post-war party development will be confirmed or disproved in the conclusion. The final chapter focuses on initial period of the restoration of the organizational form and policy programs of the party system in the years 1944 - 1945 and the beginnings of activity of the parties within the National Front...

Abstract:
The presented text of this thesis focuses on the issue of changing the organizational structure of a party, or on the transition of one type of political party to another, ie from the side of the cadres to the side of the masses. The work is based primarily on the Duverger's classification of political parties, on the basis of which the criteria are based on which the parties are judged. These criteria are defined in the first part of the text. In the second part of the text, this typology is applied to selected political parties. Each of the monitored parties is examined separately according to the criteria presented and defined in the first part of the text. The research sample of this work is made up of the so-called "five" parties, ie Agrarians, Social Democrats, National Democrats, Christian Democrats and National Socialists. The thesis deals with the extent to which the designated political parties correspond to one or the other type and what changes their internal organization has experienced. In other words, whether there has been a change in the organizational structure, ie the change from the cadre-type to the mas-type side and, if so, in what specific parameters.

Abstract:
Abstract The Czech diaspora counts approximately 2.5 million people with Czech origins, including some 912,000 people born in Czechia. Although the diaspora has not been of crucial concern to Czech authorities and political parties in the past decades, a greater interest can be seen in recent years. This chapter is a first attempt at presenting a consolidated overview of the institutional and policy structure towards the Czech diaspora in various areas, showing that Czechia’s engagement with its nationals abroad centers on cultural and educational policies and involves an extension of voting rights, while consular services are conventional and social protection is considered to be primarily the task of the migrants’ host countries. Some exceptions are noted in the areas of health care and pensions. This is being explained by the fact that emigration has not been perceived as a threat to the Czech economy in the past few decades, and the observation that many of the policies introduced came out from bottom-up efforts.

Abstract:
Abstract Since the European refugee crisis 2015, the rather bureaucratic asylum and migration policy has become a highly politicised issue in ECE countries. The politicisation process started while political parties were involved with the policy. However, many studies have ignored the practice of executives’ and administrations’ action in this domain and knowledge of whether this public anti-EU rhetoric really resulted in non-compliance, therefore, remains limited. This chapter interlinks politicisation and non-compliance research in a comparative case study of Hungary and the Czech Republic. While combining findings of expert interviews, data on party manifestos and infringement procedures, it concludes that the partial politicisation did not lead to broader non-compliance in the Czech case, whereas the governmental-led politicisation in Hungary resulted in non-compliance. This difference is explained by the fact that in Hungary, the asylum-related administration, like other bureaucratic fields, has become increasingly re-politicised during the last decade.

Abstract This chapter explores illiberal trends in the party systems of the Czech Republic, Hungary, Poland and Slovakia. Focusing on ANO, SMER, Fidesz and PiS, it first provides a comparative analysis of the ideology these parties use to appeal to the voters. Secondly, it traces the parties in power and analyses how they are translating the illiberal political concepts into laws and policy-making practices. The overarching aim is to understand the relevance that rule of law and legal issues have for the self-positioning vis-à-vis the national public and EU. Based on comparison and the empirical findings, it provides a typology of Central European illiberalism based on the difference between pragmatic and ideological illiberalism.

Abstract:
AbstractThis chapter aims to investigate whether (restrictive) policy measures on migration across seven European countries (the Czech Republic, Denmark, Finland, Greece, Italy, Switzerland and the UK) are better explained by political factors, rather than the actual number of migrants/refugees/asylum seekers, their integration process or the effective European societies’ demographic and economic needs, within each national context. The analysis shows, indeed, that restrictive legislative and policy measures on immigration and integration issues seem to be not justified by the reality of immigration in the selected European countries. Conversely, these restrictive measures can be explained by some relevant political factors: prevalence of negative attitudes towards immigration among European citizens and salience of the immigration issue; electoral relevance of populist radical-right parties who mostly mobilized on immigration issues and significant diffusion of their authoritarian/traditionalist/nationalist positions within each country’s party system. These data confirm that citizens’ perceptions and party systems’ features are closely related phenomena, which influence one another and are all key factors that need to be considered to explain the law and policy-making of recent years on immigration issues.

The cooperation is built on negotiations that result in several side effects including also concessions and compromises in the program. This analysis focused on the fulfillment of the coalition party promises in the Czech Republic, specifically on Prime Minister Bohuslav Sobotka´s government. The input data of the research consisted of a prepared set of testable political promises from the pre-election programs of selected political parties. The promises were compared with the contents of the coalition agreement, the government’s policy statement. It was found that coalition political parties selected by the government within the framework of coalition cooperation managed to enforce approximately 36 % of their election promises. At the program level, 24 % of promises were enforced. In areas that increase the personal budget of voters, government political parties have pushed 76 % of promises. Regardless of their cooperation, they made approx. 52 % of the election promises during the parliamentary term. The dominant party of the government was the CSSD.

Abstract:
Students in the Czech Republic are increasingly interested in secondary school studies with a universal technical focus providing job security and a swift path to retraining according to existing labour market requirements. The aim of the paper is to find out how Czech students of secondary technical schools evaluate their professional development in the course of their secondary school studies. Qualitatively oriented research is focused on the quality of development of the secondary school studies as regarded by the secondary technical school students in the Moravian-Silesian Region of the Czech Republic. The research outputs provide suggestions for students to improve their professional development throughout the secondary school studies, as well as suggestions for procedures that may help remove the occurrence of barriers in their educational paths to a technically oriented profession. A partial output of the research questionnaire survey is to describe, characterise and evaluate the idea of secondary technical schools’ students about their future profession and the level of their motivation to study at Czech technical secondary schools. Students consider the low number of teaching hours per week for teaching new modern technologies and computer-controlled machines to be a critical external barrier in their professional development. They admit low motivation to learn a large amount of theoretical information, without linking theory with practice. Practical work in workshops belongs among popular subjects.

Abstract:
The main topic of the paper is the analysis of a state of physical education in primary and secondary education in the Czech Republic. The paper is engaged in an issue of the pupils (and their legal representatives) approach to the physical education as well as of the curricu-lar grounding of the physical education. The next viewpoint is an analysis of a general social and individual value of physical education with the respect to a quality of life of a certain in-dividual. As the last but not the least thing is that the paper evaluates current attitudes to the physical education. The main goal of the paper is to analyse some of main problems to which the physical educa-tion in the Czech primary and secondary education currently is facing (namely big increase of exemption in secondary school and motivation to attend physical education classes). Partial goals are on one hand to uncover less obvious problems connected with above-mentioned, on the other hand point out some of the causes of a current state of physical education. The last partial goal is to offer a possibilities of a solution of the certain state. The methodological background of the paper has a qualitative character, while the main method is the content analysis when the inductive approach prevails. A reason for using such method is its suitability for processing a new topic. Further, due to the interpretation of gained data we use also the phenomenological approach. Except of aforementioned, we realized open interviews with Heads of schools. The author finds out that the physical education is currently facing to serious problems when some of them markedly overlaps the sphere of the physical education and their solution is not committed only to the sphere of physical education. Among the other things, these problems may negatively influence a quality of life of the Czech population. Finally, the paper offers possibilities of solution of a current negative evolution.
