PurposeThe purpose of this paper is to explore the dark side of supermarket-driven sustainable dairy supply chains. This paper raises questions about the unintended consequences of implementing sustainable supply chain management in the dairy food supply chain. It critically questions whether unintended consequences were actually, anticipated, as the course of action taken by retailers reinforces the dominant profitability discourse.Design/methodology/approachThrough a critical management studies approach, this paper challenges the dominant discourse to shed light on the social consequences of the win-win sustainable supply chain management in the dairy food supply chain. The focus of this paper is on the experiences of farmers, taking their viewpoint of sustainable supply chains rather than taking the perspective of the multinationals who have traditionally been the focus of supply chain management research (e.g. McCarthy et al., 2018; Quarshie et al., 2016).FindingsThe study illuminates how retailers have bolstered their dominant position through using sustainable supply chains to exert further control over their suppliers. The management of sustainable supply chains has been a further catalyst in economically and socially dividing rural communities and creating tensions between dairy farmers.Originality/valueThis paper uses an ethnographic study to provide in-depth stories of the changes that took place within one farming community. It exposes the hidden ways in which the introduction of a sustainable dairy supply chain has created social and economic division, further reducing the collective power of dairy farmers through creating a dual supply chain.

Case overview This case presents an industry leading company – Nestlé’s sustainable initiative in its dairy supply chain in China. The case begins with the background of China’s dairy industry, followed by an introduction of the case company. The case then moves on to the comparison of Nestlé’s fresh milk supply chain operation before and after 2008 and different approaches to help the dairy suppliers’ transformation. The focus is on Nestlé’s innovative industry collaboration platform, the Dairy Farming Institute. Abstract:
Recently, the concept of supply chain management has been applied in the food chains with the idea of transforming agribusiness through networking and trustful partnership in the food chains. In this regard, it is important to consider the empirical knowledge of the interface among the variables of factors in the supply chain governance structure choices, the chain actors’ choice of governance models, and the effects of these on the supply chain performances. The aim of this study was to empirically verify the relationships between factors existing in the business scenarios, the chain actors’ governance structure choice, and supply chain performances of dairy chains in Ethiopia. The chains were assessed using the survey data that were collected from 215 chain actors and analyzed using structural equation modelling and IBM SPSS and IBM AMOS of version 24 software. The data collected were tested for the Cronbach’s alpha reliability test for the internal consistency and using the different model goodness of fit measure tests. The results showed that the transaction cost, trust, and uncertainty significantly (P<0.001) predicted the chain actors’ supply chain governance model choice. On the other hand, uncertainty, willingness to collaborate, and collaborations advantages explained trust significantly (P<0.001). The correlations analysis among the factors showed that there existed negative significant correlation between transaction cost and willingness to collaborate. The correlation between willingness to collaborate and collaborative advantages was found positive and significant. Similarly, the correlation between uncertainty and transaction specific investments was found positive and significant. Moreover, chain actors’ supply chain governance structure choice significantly explained the supply chain performances, such as efficiency, flexibility, level of dairy losses, and level of integrations in the dairy chains. Promoting established dairy chain governance system, either through dependable relational governances or through formal contractual structure has been found improving the performances of the studied dairy chains.

Abstract:
The objective of this study is to identify extent of coordination among the supply stakeholders; measure supply chain performance and to study the impact of supply chain coordination on supply chain performance. The study is based on primary data collected from dairy supply chain stakeholders namely farmer-producers, bulk milk coolers (BMC), processing unit, wholesalers and retailers. The data was collected through combination of personal interviews, telephonic interviews and e-mail. The total sample size of this study is 420 spread across 28 firms with each firm representing a total of 15 respondents. Linear regression was performed to study the impact of supply chain coordination on supply chain performance. The results of this study reveal that supply chain coordination positively impacts all the supply chain performance metrics namely efficiency, responsiveness, flexibility and quality. Supply chain coordination has highest impact on supply chain responsiveness followed by supply chain quality, supply chain flexibility and supply chain efficiency. In case of impact of supply chain coordination on overall supply chain performance, there is an evidence of strong impact of supply chain coordination on supply chain performance.

RetractedModern dairy product supply chain management systems help minimize the production and distribution of unsafe or substandard products. The purpose of this article is to assess the capabilities and level of development of planning and quality control systems in the field of supply chain management in the dairy industry using the example of Russia, Kazakhstan and Lithuania. Through a systematic analysis of statistical information, descriptors of the effectiveness of logistics supply chains and development directions of the dairy industry in the field of improving planning and quality control are identified. This study uses secondary statistics from open sources as a basis for comparative analysis. The main indicators selected for analysis are: the efficiency index of logistics, the number of dairy products, milk and dairy products and other indicators of the dairy industry. It is concluded that an effective supply chain plays a very important role for the development of the dairy industry and improving food safety in the supply chain of these products.

Abstract:
The presented paper investigates the technical efficiency of small dairy farmers in India using the stochastic production frontier function approach. The study reveals that building the supply chain can increase the efficiency of dairy farmers, as the milk producers who are part of a cooperative supply chain experienced a higher technical efficiency as compared to those who do not follow the modern supply chain practices. The milk producers in the supply chain are found better crisis managers as their inefficiency is the least attributed to their own decisions. The possession of the crossbred livestock, schooling of the manager and the institutional finance have been found affecting the efficiency of the dairy farmers positively and significantly. The study recommends the expansion in the supply chain network of the cooperative milk societies for enhancing the efficiency and profitability of the dairy sector along with the provision of more crossbred livestock and an easy availability of finance.

Cold Chain involvement has been a huge contribution to the dairy sector as it has helped the sector to flourish more as well as to unfold to its maximum potential. Cold chain statistics provides the information to know about the present status of cold chain in the nation. Cold chain in the country is still under development and hasn’t been used to its utmost advantages and uses which will be explored in the forthcoming years. The reason or challenges encountered by the cold chain while its practice are the major drawback for the lack of cold chain application in the country which also have been tapped upon in the study. The present scenario of the dairy sector with the application of cold chain helped to minimise the losses of the dairy sector by a huge margin. The application of cold chain in dairy sector is practised in the storage and transportation of milk and its value based products hence government also provides schemes and initiatives for the usage of cold chain supply s it ensures zero wastage, affordable product, accessible product, healthy and nutritious products. The cold chain supply has essential steps of storage and transportation which have been explained in the study through the considerations of the appropriate design of cold storage based upon the product to be stored. There are various types of cold storage which must be taken into consideration while designing of cold storage. The cold chain supply of milk and its value added products varies from product to product and it must be ensured for preservation of quality and its shelf life throughout the cold chain supply by inhibiting the product from microbial attack hence the maintenance of the ambient temperature is absolutely necessary throughout the cold chain which is done by various practices in the dairy sector as mentioned in the study. The study in brief provides with the overview of the cold chain supply in dairy industry along with its challenges, applications, present scenario, statistics and assessment of the dairy sector for milk and its value added products from farm to consumers ensuring that there is no breakage of the cold chain until the product reaches the consumers.

Emerging digital transformation in industry is noticeable among others in Supply Chain Management (SCM). For instance, applying new-generation digitalized technologies in the Dairy Supply Chain (DSC) enables an increase of manufacturing productivity, improves planning and forecasting, and also enhances competitive capabilities according to Industry 4.0 assumptions. It is worth mentioning, that in modern DSC, high visibility of raw materials, components, products, and processes by all contributors on all stages of DSC is crucial. This article focuses on the transparency aspect of the DSC supported by IoT-based technologies enabling interoperability among all DSC participants. The paper addresses the problem of effective integration of heterogeneous data sources, i.e., deployed new technological IoT solutions with traditional SCM systems and a third-party software component. The main objective of this report is to propose the IoT-based DSC model comprising four chain stages: milk production, milk transportation, milk processing, and dairy products distribution. Moreover, the comprehensive DSC domain ontology as a knowledge model is formulated and described. The ontology aims on improvement of the DSC management efficiency by facilitating interoperability within DSC. The applicability of the proposed ontological model is verified using a sustainable-oriented case study, which estimates the environmental footprint at the milk transportation stage of the DSC.

The unrevealing scandals in the Swedish dairy industry demonstrate severe deficits in terms of animal keeping. Given the advanced code of conduct and sustainability standards presented by Swedish dairy corporations, confusion has arisen, and the demand for transparency within the supply chain has increased. Here is where the concept of transparency becomes relevant and vital. This thesis aims to examine the linkage between transparency and sustainability within dairy supply chains. Further, the aim is to investigate transparency within the supply chain and if and how it influences sustainability within the Swedish dairy industry. This study follows an interpretive research paradigm based on multiple case studies. The approach follows a deductive approach and qualitative method, conducted by semi-structured interviews with different actors along the Swedish dairy supply chain. The main findings of this study show that transparency and sustainability appear to be interrelated. However, as transparency seems to be time and money-consuming, it might emerge in added barriers and complexity in the implementation. Despite this, transparency occurs to prevent any disclosure of information that displays a relation between visibility and trustworthiness.

Thesis (MAgricAdmin)--Stellenbosch University, 2011.<br>ENGLISH ABSTRACT: Concentrated market power and information asymmetry represent forms of market failure within the South African dairy supply chain. Following deregulation, instead of large numbers of buyers and sellers so that no buyer or seller holds significant amount of power to influence the market; and perfect information availability and accessibility, the supply chain is characterised by market concentration at processor and retailer level as well as information asymmetry. South Africa‘s number of dairy farmers has declined by up to 50% since 1997, and they face a small number of processors which have regional dominance. These processors sell to a concentrated retail sector which is the main distribution channel for milk and dairy products. As processors and supermarkets emerge as major drivers within the dairy supply chain; processors in South Africa utilise the information asymmetry to engage in anticompetitive behaviour while supermarkets exert their power through the conditions of sale in contracts with processors as well as the threat of in-house brands. Farmers have less bargaining power and receive lower farm gate prices than they would have in the absence of concentrated market power and information asymmetry. Consequently, these market failures are detrimental to allocative efficiency and the enhancement of equity objectives. By method of a literature based comparative analysis, this study investigates the nature and extent of concentrated market power and information asymmetry within the selected dairy countries namely; South Africa, Australia, Canada, New Zealand, UK, and USA. The dairy supply chains in these countries show a spectrum of government control, such as Canada‘s system of supply management, Australia‘s deregulated system, and the US system which is mostly characterised by government intervention. The study then analyses how the selected countries address market failure within the dairy supply chain. An analysis of agricultural and dairy policies and strategies within the selected countries shows that systems that are designed to consider broader social goals (equity) apart for economic efficiency are more successful in preventing problems of concentrated market power and information asymmetry. The ways that the selected countries address the problems of concentrated market power and information asymmetry are analysed for applicability to the South African dairy supply chain. Is it recommended that in order to position the South African dairy supply chain to address problems of concentrated market power and information asymmetry effectively, a departure from the strict adherence to the market, to move towards a reregulated system in which broader social and environmental goals are considered by multiple stakeholders in formulating policy and strategy within the supply chain is required.<br>AFRIKAANSE OPSOMMING: Markkonsentrasie en inligting asimmetrie as vorme van markmislukkings kom voor in die Suid-Afrikaanse suiwelbedryf. Sedert deregulering het die getalle kopers en verkopers steeds nie voldoende toegeneem sodat geen van hulle genoeg bedingingsmag het om die mark beduidend te beïnvloed nie. Verder is markinligting se beskikbaarheid en toeganklikheid steeds ontoereikend. Die suiwelaanbodketing word gekenmerk deur markkonsentrasie op verwerkings- en kleinhandelvlak. Inligting asimmetrie heers ook steeds. Die getal suiwelprodusente in Suid-Afrika het sedert 1997 met 50% gedaal. Die suiwelprodusente verkoop melk aan 'n klein getal melkverwerkers wat die mark op plaaslike vlak oorheers. Hierdie verwerkers verkoop weer aan 'n gekonsentreerde kleinhandelsektor wat as die belangrikste verspreiders van melk en verwerkte suiwelprodukte dien. Die verwerkers en kleinhandelaars is die pasaangeërs in die suiwelaanbodkanaal. Die verwerkers gebruik inligting asimmetrie in onmededingende optrede jeens primêre produsente en supermarkte oefen hul markkrag jeens verwerkers uit deur middel van verkoopsvoorwaardes en afdreiging met voorkeur vir eie handelsmerke. Primêre produsente se bedingingsmag krimp en hulle ontvang laer plaashekpryse as wat hulle sou ontvang in die afwesigheid van markkonsentrasie elders in die aanbodkanaal en in die afwesigheid van inligting asimmetrie. Hierdie markmislukkings benadeel die mark se allokasiedoeltreffendheid en die bevordering van billikheidsoorwegings. Hierdie ondersoek behels 'n vergelykende ontleding van die aard en omvang van markkonsentrasie en inligting asimmetrie in geselekteerde suiwellande gegrond op 'n literatuurstudie. Die suiwellande is Suid Afrika, Australië, Kanada, Nieu Zeeland, Verenigde Koninkryk en die Verenigde State van Amerika. Die suiwelaanbodkettings in hierdie lande bevind hulself op 'n wye spektrum van regeringsbeheer, byvoorbeeld Kanada se aanbodbestuurstelsel, Australië se gedereguleerde stelsel en die VSA se stelsel wat die groter mate van statutêre regulering verteenwoordig. Die ondersoek fokus op die wyse waarop die geselekteerde lande markmislukkings in hul onderskeie suiwelaanbodkettings aanspreek. Die ondersoek toon dat daardie suiwelaanbodkettings wat ingerig is om breër sosiale doelwitte soos billikheid te verreken, en dus wyer te fokus as bloot ekonomiese doeltreffendheid, meer suksesvol is om magskonsentrasie en inligting asimmetrie te voorkom. Die wyse waarop die geselekteerde lande magskonsentrasie en inligting asimmetrie hanteer word geevalueer in terme van die toepaslikheid daarvan vir die Suid-Afrikaanse suiwelaanbodketting. Teen hierdie agtergrond word aanbeveel dat afgewyk word van 'n streng navolging van die vrye mark beginsel om die probleem van markkonsentrasie en inligting asimmetrie effektief aan te spreek. The paper considers how the agile concept can be included in the User Driven Design framework. This design method combines requirements and constraints of users and stakeholders. The agile concept can be treated as one of the requirements, which should be considered differently by various users and stakeholders. The design process depends on the application fields and has to be implemented accordingly to their characteristics. The case study of this research is a monitoring and management system that enables an adaptation of the conventional dairy supply chain to the agile supply chain strategy. Due to the personalised needs of every milk supplier and daily variation of the milk production, the efficient dairy supply chain requires a real-time data regarding adaptations to the changes. The system should accommodate not only changes dependent on external environmental conditions, but also unpredictable internal circumstances. The agile-based supply chain could help to maintain the high responsiveness and flexibility among the dairy plant, transportation provider and milk suppliers. An engineering solution evaluates the agile strategy. It includes hardware and software, which monitor and manage transportation as a part of the dairy supply chain. The solution is implemented and tested at a medium-sized dairy company.

When governments lack in essential facilities, in order to ensure the well function of their supply chains, companies have to properly deal with this situation by themselves. An example is a situation happening in Rio Grande do Sul, Brazil, since 2013, where a sequence of investigations focused on the dairy industry. Due to a lack of regulation, milk was the target of adulterations throughout the supply chain processes of the companies. The frauds affected processes of companies from different sizes and nationalities. However, in this context, a local cooperative called Cooperativa Languiru, one of the leader dairy companies in the state, has different practices with its suppliers and was not affected by this contingency. Thus, the purpose of this research, through a case study, was to analyze the relationship between a dairy buying company and its suppliers in this environment of regulatory institutional voids. Aiming to have a wider perspective, this qualitative study explored how the lack of institutions affected the sector. As results, it was verified that political and economic interferences affect the chain as well as political lobby acts. Likewise, the lack of inspectors and infrastructure impact the well-functioning of it. Nevertheless, the close relation between the Cooperativa Languiru with its suppliers abled the company to have record results without having situations in terms of adulteration. Thus, this study proposed a research framework conceptualizing that firms must closely manage their relations with suppliers in order to deal with institutional voids.

Conselho Nacional de Desenvolvimento Científico e Tecnológico<br>This study aimed to describe and analyze the key business processes by the small-scale dairies in the region of Alto Uruguai Catarinense and characterize the governance structure adopted in the coordination of their chains. That option was chose due to the fact that the current scientific literature indicates the use of the concept of supply chain together with the concept of productive chain for the study of aspects of relationships among companies in the agribusiness sector. At the same time, they also indicate the notion of supply chain as an approach under construction and able to incorporate elements which are found in the study of different realities for the composition of broader concepts. From mapping a supply chain of four dairy agribusiness organizations in the studied region, performed by applying an analysis model developed from the literature review, the nature of supply chain management in such segment was intended to be understood. The method of obtaining and analyzing data was case study by using interviews. The study indicates that the related companies manage their supply chains with a hybrid governance structure, but with marked differences to one extreme or another, depending on the link to which they relate. In the link of raising raw materials, the governance through the market is predominant. Yet, in the link of trading there are cases varying from vertical integration in the first tier to the building of partnerships. The management processes prioritized by those companies are basically those located in the first tier of suppliers and customers, but not all of them. The prioritization of processes related to closer links is due to the fact that the management structure is very lean and companies do not adopt a management version of their supply chains. Finally, companies in the study, besides the scarcity of resources, may adopt a system to manage a portion of their key processes and thereby gain competitive advantages in the regional market.<br>O presente trabalho teve como objetivo central descrever e analisar os processos-chave de negócios na cadeia de suprimentos de laticínios de pequeno porte do Alto Uruguai Catarinense, e caracterizar a estrutura de governança adotada na coordenação de suas cadeias. Tal opção deveu-se ao fato de que a literatura especializada aponta o uso da noção de cadeia de suprimentos em conjunto com a noção de cadeia produtiva para o estudo de aspectos das relações entre empresas no setor agroindustrial. Ao mesmo tempo, também aponta a noção de cadeia de suprimentos como uma abordagem em construção e apta a incorporar elementos encontrados no estudo de realidades distintas para a composição de conceitos mais abrangentes. A partir do mapeamento da cadeia de suprimentos de quatro organizações agroindustriais de laticínios da região estudada, realizado mediante a aplicação de um modelo de análise desenvolvido a partir da revisão bibliográfica, buscou-se compreender a natureza da gestão da cadeia de suprimentos no referido segmento. O método de obtenção e análise dos dados foi o de estudo de caso, com a técnica da entrevista. Chegou-se à conclusão de que as empresas estudadas gerenciam suas cadeias de suprimentos com uma estrutura de governança híbrida, mas com acentuada variação para um extremo ou outro, dependendo do elo com que se relacionam. No elo captador de matéria prima, predomina a governança via mercado. Já no elo de comercialização há casos desde integração vertical na primeira camada, até a formação de parcerias. Os processos gerenciais priorizados por estas empresas consistem basicamente naqueles situados na primeira camada de fornecedores e clientes, mas não todos. A priorização dos processos relacionados aos elos mais próximos deve-se ao fato, de que a estrutura de gestão é bastante enxuta, e de que as empresas não adotam uma versão de gerenciamento de suas cadeias de suprimentos. Conclui-se que as empresas estudadas, apesar da escassez de recursos, poderiam adotar um sistema para gerenciar uma parte de seus processos-chave e assim obter vantagens competitivas no mercado regional.

Reverse logistics is a concept of recent introduction and little known in companies of dairy products sector in Zulia state (Venezuela), most of them have started in their implementation; either as part of an after-sales service, or as part of the production and / or marketing process. Apparently, it only needs to be structured integrally and give it a strategic dimension.In this article processes and operations binding aspects of Zulia dairy circuit with reverse logistics are presented. In this sense, the reverse logistics in the supply chain of dairy derivatives companies in Zulia is characterized. Guide strategies and reverse logistics activities as socially responsible practices are submitted. This becomes challenging, since implementing a reverse logistics system as an essential and potential strategy is a difficult issue given the country’s socio-economic and political situation. Reflections are presented to face the barriers in retro logistics implementation. The main one being the need to internalize in each individual rational resources using and acting effectively to engage with private companies and state organizations in the sustainable institutions operations.<br>El concepto de logística inversa es de reciente introducción y poco conocido en las empresas del sector de derivados lácteos del estado Zulia (Venezuela), la mayoría de ellas se han iniciado en su implementación; bien como parte de un servicio postventa, o como parte del proceso de producción y/o comercialización. Aparentemente solo necesita estructurarse integralmente y darle una dimensión estratégica. En este artículo se presentan los aspectos vinculantes de los procesos y las operaciones del circuito lácteo zuliano con la logística inversa. En este sentido, se caracteriza la logística inversa en la cadena de suministro de empresas zulianas de derivados lácteos y de cómo deben orientar estrategias y actividades de logística inversa como prácticas socialmente responsables. Lo anterior se torna desafiante, pues implantar un sistema de logística inversa como estrategia esencial y potencial, es un tema aún difícil dado la coyuntura socioeconómica y política del país.En lo particular, se presentan reflexiones para afrontar las barreras en la implementación de la retrologística. Siendo la principal, la necesidad de internalizar en cada individuo el uso racional de los recursos y la necesidad de comprometerse efectivamente con las empresas y las organizaciones tanto privadas como del Estado en las operaciones sustentables de las instituciones.

La hausse progressive des quotas laitiers jusqu’à leur suppression prévue en 2015 conduit à la perte, pour les producteurs laitiers, d’un outil de gestion de la concurrence entre producteurs et entre territoires. Ces évolutions politiques et la transformation consécutive des marchés peuvent remettre en cause la pérennité de la production laitière, en particulier dans certaines zones de montagne. L’objectif de ce travail est de proposer un cadre conceptuel d’analyse du changement de forme de concurrence dans le secteur laitier et de le valider empiriquement avec le cas des montagnes françaises.L’approche institutionnelle retenue permet de construire des outils analytiques et d’explorer le rôle de l’action collective, à différentes échelles, dans la capacité de réponse des territoires de montagne. Dans ce cadre, les régimes de concurrence désignent l’arrangement institutionnel des dispositifs de coordination, recouvrant à la fois les instruments publics et les structures de coordinations (professions, interprofessions et standards) ainsi que les dispositifs et acteurs de l’innovation. Ces institutions et, donc, ces régimes de concurrence se déploient à différentes échellesgéographiques. La France laitière étant diversifiée, ces arrangements institutionnels varient d’un territoire à l’autre, selon les modèles de production et d’entreprise, l’orientation des marchés, la nature des structures professionnelles et interprofessionnelles et, d’une manière générale, selon les relations entre acteurs des filières. Les systèmes régionaux de production se caractérisent donc par différents régimes de concurrence. L’extension de la notion de bien commun et l’adaptation du concept de régime de droits de propriété à la capacité à exercer un contrôle sur les prix (propriété intangible) permettent de déterminer la capacité des producteurs à accéder aux deux biens communs à l’origine de la différenciation d’un régime de concurrence : la structure de gouvernance (à l’origine d’une capacité d’innovation) d’une part et la réputation collective (à l’origine d’une prime de marché) d’autre part.La différenciation régionale des régimes de concurrence nous conduit à proposer une hypothèse empirique sur le devenir des bassins de production de montagne : leur viabilité pourrait reposer sur l’activation de ressources collectives sectorielles et territoriales spécifiques, permettant une différenciation des formes et des espaces de concurrence. Dans les systèmes déjà partiellement différenciés (Savoie(s) et Jura), les innovations pourraient être incrémentales alors qu’elles risquent de devoir être radicales dans les autres zones (Massif Central, Pyrénées, reste des Alpes).Une analyse des stratégies d’acteurs, réalisée à plusieurs échelles géographiques, et reposant sur la combinaison d’études de cas et de méthodes économétriques, apporte une vision nouvelle de la diversité des mécanismes territoriaux de la restructuration laitière.Quarante-trois territoires de montagne, regroupés en quatre principaux ensembles – montagne à AOC forte, montagne à potentiel AOC, montagne générique dense, montagne générique peu dense – sont distingués et cartographiés. Ces différences territoriales montrent que le cadre juridique proposé par l’acteur public dans le cadre du Paquet lait n’est pas suffisant pour assurer la stabilité des marchés après la suppression des quotas, en particulier dans les zones difficiles sans régime de concurrence différencié. Ce cadre juridique repose en effet sur une incitation (i) au développement de relations contractuelles entre opérateurs de la filière et (ii) à la constitution d’organisations de producteurs. Il ressort qu’il sera nécessaire d’accompagner en parallèle les producteurs dans la construction d’une offre de lait et de services territorialisés, offre qui doit être adaptée à la demande des industries et des pouvoirs publics (collectivités locales, État, Europe)<br>With the gradual increase of the milk quotas until their abolition planed in 2015, dairy farmers loose a mean to control competition among producers and between areas. This political change and the consequential markets’ transformation question the future of mountain dairy farming. The objective of this work is to propose a conceptual framework to analyse the change of competition regime in the dairy industry and to validate it empirically with the case of the French mountainous production areas.The scientific approach corresponds to an inclusion in the field of institutional economics. It enables the building of analytical tools and the exploration of the role of collective action, at various scales, in the response capacity of mountainous production areas. In this framework, competition regimes correspond to the institutional arrangement of coordination instruments that covers political instruments and coordination structures (professions, joint-trade organisations and standards) as well as innovation networks. These institutions and thus competition regimes spread over various scales.The French dairy industry being diversified these institutional arrangements vary across regions, based on the enterprises and production models, on markets’ orientation, on the nature of professional and interprofessionnal organisations, and finally on the general relationships among supply chains’ operators. Regional production systems are thus characterised by various competition regimes. The field of common pool resources has been extended and the concept of property rights regimes has been adapted to the ability to control prices (intangible property). Thus the dairy farmers’ capacity to access to the two common pool resources at the origin of the differentiation of a competition regimes, namely governance structures (at the basis of an innovation capacity) and collective reputation (at the source of a market premium), can be understood.The regional differentiation of competition regimes suggests the following empirical hypothesis: the viability of mountain production areas could rest on the activation of various territorial and sectional resources that enables a differentiation of the competition regimes. Innovations’ strategies could be incremental in areas with an already partially differentiated regional production system (Jura and Savoie) whereas it may have to be radical in other areas.The analysis of economic players’ strategies at various scales, based on an articulation of three case studies and of an econometric analysis, contributes to the understanding of the diverse territorial mechanisms of the dairy restructuring.Forty-three mountainous areas, gathered in four subsets – mountainous areas with strong PDO cheese, areas with a potential for PDO cheese, areas targeting generic markets either with high farm density or with low farm density –, have been distinguished and mapped. These regional differences shows that the new legal framework laid down by the public actor within the context of the Milk Package maynot be sufficient to enable market stability especially in some mountainous areas, once the quotas have been abolished. This legal framework rests indeed on an incentive (i) to establish contracts among supply chains’ operators and (ii) to constitute farmers’ organisations. It comes out that it may be necessary to support at the same time the dairy producers’ abilities to build a supply of milk and territorialised services ; a supply that has to match the demand of the industry as well as the one of the public-players (local administrations, state, Europe)

The modernization of the dairy market is a fact that covers all regions and companies depend on the quality of raw material, especially when it comes to food products. The process of classification and selection of suppliers must undergo a higher level of qualification and several criteria must be considered. Due to the increase in the number and nature of the evaluation criteria, it also increases the search for methods that facilitates the decision making process. One of the strategies that can be adopted in the search for partnerships is the ranking of suppliers. In this process managers can create classes or groups of suppliers so that it will be evaluated according to the business need or market availability. This research aimed to classify suppliers in milk processing industry, through a multi-criteria methodology for supporting the decision maker. Using as a case study of a company in the municipality of Serra Talhada, wilderness of Pernambucano, most populous city in the region. The milk production in the region of Serra Talhada before sold “in natura” at certain points of sales, is almost entirely reverted to the processing mills. According to the characteristics of the region, the productivity by supplier is low, which leads industries to seek a larger number of suppliers, then a greater difficulty in controlling the quality of milk. The classification allows the decision maker to split the suppliers into groups, enabling better supply chain management. Therefore, it was used as an exploratory research methodology with qualitative approach by interviewing the managers of the processing companies, identified through systematic observation. 08 suppliers were classified into 03 classes, considering 05 criteria. In applying the model, ELECTRE TRI, we found that none of the suppliers was rated MBOM, even in the case of a model that provides the analysis of the criteria for non-compensatory manner. According to the survey data was possible to identify some difficulties that region is facing, among them the low productivity of dairy farmers, and due to this, the processing companies work with minimum capacity.The importance of this research came from the lack of scientific studies related to the topic and study area, contributing with both market and with academic field.<br>A gestão da cadeia de suprimentos é vista no mercado como ferramenta primordial de competitividade. A modernização do mercado de laticínios é um fato que abrange todas as regiões e as empresas dependem cada vez mais da qualidade da matéria prima, principalmente quando se trata de produtos alimentícios. O processo de classificação e seleção de fornecedores deve passar por um nível de qualificação mais elevado e vários critérios, passam a ser considerados. Em virtude do aumento no número e na natureza dos critérios de avaliação aumentam também a busca por métodos que facilitem o processo decisório. Uma das estratégias que podem ser adotadas na busca por parcerias é a classificação de fornecedores. Neste processo os gestores podem criar classes ou grupos de fornecedores de forma que este sejam avaliados de acordo com a necessidade da empresa ou disponilidade no mercado. A presente pesquisa teve como objetivo classificar fornecedores na indústria de transformação de leite, através de uma metodologia multicritério de apoio ao decisor. Utilizando como estudo de caso uma empresa do município de Serra Talhada, Sertão Pernambucano, cidade mais populosa da região. A produção de leite da região de Serra Talhada antes vendida in natura em pontos de vendas é quase toda revertida para as usinas processadoras. De acordo com as características da região a produtividade por fornecedor é baixa o que leva as indústrias buscarem um número maior de fornecedores, logo uma maior dificuldade em controlar a qualidade do leite. Foi utilizada como metodologia a pesquisa exploratória, com abordagem qualitativa através de entrevista com os administradores das empresas processadoras, identificados através de observação sistemática. Foram classificados 08 fornecedores, em 03 classes, considerando 05 critérios. Na aplicação do modelo, ELECTRE TRI, foi possível identificar que nenhum dos fornecedores foi classificado como MBOM, mesmo tratando-se de um modelo que oferece a analise dos critérios de forma não compensatória. A importancia desta pesquisa surge da carência de estudos científicos relacionados ao tema e a região estudada, contribuindo tanto com o mercado quanto com o meio acadêmico.

Abstract:
The Mississippi Valley Division (MVD) has maintained the Mississippi River banks for over 80 years. The Mat Sinking Unit (MSU), built in 1946, was considered state-of-the-art at the time. This system is still in operation today and has placed over 1,000 miles of Articulated Concrete Mats along the Mississippi River from Head of Passes, LA, to Cairo, IL. A new MSU has been designed and is expected to be fully mission capable and operational by the 2023 season, which is expected to increase the productivity from 2,000 squares/day up to 8,000 squares/day with double shifts and optimal conditions. This MSU supply study identifies and optimizes the supply chain logistics for increased production rates from the mat fields to the MSU. The production rates investigated for this effort are 2,000 squares/day, 4,000 squares/day, and 6,000 squares/day. RiskyProject® software, which utilizes a Monte Carlo method to determine a range of durations, manpower, and supplies based on logical sequencing is used for this study. The study identifies several potential supply and demand issues with the increased daily production rates. Distance to casting fields, number of barges, and square availability are the major issues to supply increased placement rates identified by this study.
