Abstract:
Road is a land transportation infrastructure and transportation route that is very vital at this time. Damage to the road is a big problem for some people who use the road every day. Kampar Regency during 2020 damaged roads including high, lightly damaged asphalt surface conditions 59.20 km, gravel heavily damaged along 4.00 km, and heavily damaged dirt road surface conditions along 2.80 km. Damage to roads in Kampar Regency can cause various kinds of losses, such as obstruction of road access to the destination, accidents, and damage to vehicles due to passing through bumpy and potholed roads, thereby increasing vehicle repair operational costs. Damage to roads can be overcome by making plans in a web of public complaints to the authorities in reporting the location of damaged roads. The purpose of this research is to help make it easier for the public when reporting damaged roads to PUPR by using the online damaged road reporting system by entering their name and email. The research method used in this research is the waterfall method. This waterfall method has a sequential flow of software starting from planning. The design of this system uses the Unified Modeling Language (UML) and Object-Oriented Analysis Design (OOAD).

Abstract:
Roads are infrastructure built to facilitate regional development. Good road conditions will certainly provide a sense of comfort for every vehicle that will pass through it. For that, care and attention to road conditions needs to be done. The occurrence of damage to the road will hinder the development process. Currently, detection of damaged roads is still done manually using human resource. It makes the detection process take quite a lot of time to determine how bad the damage is. So there needs a way to help improve time efficiency and accuracy in detecting damaged roads. One of them is by utilizing machine learning technology. In this paper, we will discuss what methodology can be use and their comparisons to be able to use appropriate and effective methodologies to detect cases of damaged roads

Abstract:
After the occurrence of significant natural disaster, the resulting damaged roads interrupt the rapid emergency response for disaster, and therefore, the disaster relief department is desperate for the destruction condition of roads in the devastated region, which can help make relief decisions and deploy rescue actions. In view of the practical needs of the disaster relief department and the objective fact that at present there is not any special, high automatic damage detection system of roads, we develop Road Damage Detection and Evaluation System (RODDES). Using the basic road data in GIS (Geographical information system) as the prior knowledge, the system extracts the pre-disaster and post-disaster roads from post-disaster remotely sensed imageries, and then detects the damaged regions and evaluates the destruction condition. This paper emphasizes the overall design of the system and the submodule design and their functions. The system is applied in detecting and evaluating the damaged roads in Wenchuan County, China and the experiment results show that nearly all producer’s and user’s accuracies of the road extractions and damage detections are above 75%, and it accurately evaluates the destruction condition of roads.

Abstract:
Highways are a connection between an area or region to another destination. The rapid construction of highways in big cities is not comparable to the improvement and rearrangement of damaged roads in several areas. Most of the damaged roads are caused by heavy vehicle traffic or heavy loads with quite frequent intensity, as well as natural disasters such as floods and earthquakes. This of course disrupts the traffic system, and is quite dangerous for drivers who often pass through areas where there are many damaged roads. With these obstacles, this study aims to build a system that can detect road damage through digital image capture using the convolutional neural network method. The results of this study obtained a road damage detection accuracy value reaching 80%.

Abstract:
Indonesia is a massive archipelago of 1.919.400 km², containing roads that span at 542.000 km across various terrain conditions. This diverse geographic environment is a challenge to road constructions and repairs across the country, which has lead to disruption in public service and traffic accidents each year. We propose the Geographic Information System for Mapping and Complaint of Damaged Roads, a solution which can provide users a digital interface to report damaged roads to the transportation department in their area. This research uses Google Maps API to digitize and make a complaint about damaged roads. The result of this research is an android application for the users and a website application for the road managers. The android application is used by the users to make complaints of damaged roads. The web application is used by road managers to draw the road on Google Maps using polyline feature. With this our goal is to systematize the handling of damaged roads information, leading to faster service times and hopefully help reduce the level of traffic accidents in Indonesia. Abstract:
Road network data and information and spatial supporting infrastructure are important to a road database management planning process. Medan Amplas District, Medan City has a road network divided into national authority roads, provincial roads and city roads, which is 143.14 km. The study area in this research is a flexible pavement-type secondary local road with a length of 33.12 km. The method used in this research is the Surface Distress Index (SDI) Method. SDI divides road conditions into 4, namely good condition, moderate condition, lightly damaged condition and heavily damaged condition. According to RCS or SKJ 2011, there are only 4 elements that are used as support for calculating the SDI value, namely % crack area, average crack width, number of holes, and average rutting depth. From the results of the analysis of the level of road damage in secondary local roads with flexible pavement type in Medan Amplas District, namely 51 road sections in good condition (98%) and 1 road section in fair condition (2%). It can be concluded that the condition of Secondary Local roads in Medan Amplas District is in good condition and only requires routine maintenance at certain points on each road section. The condition of the Secondary Local roads in Medan Amplas District using the SDI Method is in Good Rating, but the Denai River Inspection Road section has a rating of moderate damage.

Abstract:
Due to the large difference between normal conditions and damaged road images, geo-location in damaged areas often fails due to occlusion or damage to buildings and iconic signage in the image. In order to study the influence of post-war building and landmark damage conditions on the geolocation results of localization algorithms, and to improve the geolocation effect of such algorithms under damaged conditions, this paper used informative reference images and key point selection. Aiming at the negative effects of occlusion and landmark building damage in the retrieval process, a retrieval method called reliability- and repeatability-based deep learning feature points is proposed. In order to verify the effectiveness of the above algorithm, this paper constructed a data set consisting of urban, rural and technological parks and other road segments as a training set to generate a database. It consists of 11,896 reference images. Considering the cost of damaged landmarks, an artificially generated method is used to construct images of damaged landmarks with different damage ratios as a test set. Experiments show that the database optimization method can effectively compress the storage capacity of the feature index and can also speed up the positioning speed without affecting the accuracy rate. The proposed image retrieval method optimizes feature points and feature indices to make them reliable against damaged terrain and images. The improved algorithm improved the accuracy of geo-location for damaged roads, and the method based on deep learning has a higher effect on the geo-location of damaged roads than the traditional algorithm. Furthermore, we fully demonstrated the effectiveness of our proposed method by constructing a multi-segment road image dataset.

Abstract:
Poorly maintained roads can cause lethal automobile accidents in various ways. Thus, detecting and reporting damaged parts of roads is one of the most crucial road maintenance tasks, and it is vital to identify the type and severity of the damage to help fix it as soon as possible. Several researchers have used computer vision and detection algorithms to detect and classify road damages, including cracking, distortion, and disintegration. Providing automatic road damage detection methods can help municipalities save time and effort and speed up maintenance operations. This study proposes a method to classify road damage and its severity based on CNN and trained on a newly curated dataset collected from Saudi roads. Hence, this study also presents a dataset with labeled classes, which are cracks, potholes, depressions, and shoving. The dataset was collected in collaboration with maintenance employees in the municipality of Rabigh Governorate using a smartphone device and reviewed by experts. In addition, several deep learning algorithms were implemented and evaluated using the proposed dataset. The study found that the proposed custom CNN (RoadNet) has higher accuracy than pre-trained models.

This paper is focussed on the Department of Transport and Main Roads (TMR) initial geotechnical response to damages caused by Tropical Cyclone Jasper (TC Jasper) to road infrastructure and batter slopes along the state-controlled road network in TMR’s Far North Queensland (FNQ) District of Queensland, Australia. TC Jasper delivered extreme rainfalls over six days between 13 and 18 December 2023 in FNQ District. The highest accumulated total being 2,096mm in the area of Port Douglas and Mossman north of Cairns. Within areas of the TC Jasper path, rare to extremely rare rainfall occurrences resulted in severe flooding and geotechnical damage and closure of key state-controlled roads in FNQ. The roads closed included all four range crossings providing access to the Northern Tablelands. Communities were isolated, and tourism and regional transport severely impacted. This paper provides a report on the geotechnical damage caused by TC Jasper to seven key state-controlled roads in TMR’s FNQ District, and outcomes from the event reconnaissance approach used by TMR’s Engineering and Technology Geotechnical Section in collaboration with TMR FNQ District office and RoadTek teams to re-open most of the closed roads and secure significantly damaged road sections within four days of the cyclone passing. Ongoing recovery efforts are progressively re-opening remaining roads.

Abstract:
Tarakan City has several road segments on provincial roads that have experienced significant damage in the form of sinkholes and substantial potholes on the road surface. These deteriorations are primarily attributed to the impact of traffic, excessive traffic loads, subgrade soil conditions that fall short of requirements, and the use of pavement materials that do not meet the specified standards. To devise effective road repair plans, the collection of field data is crucial. Two distinct methods are employed for data collection to assess pavement conditions: the International Roughness Index (IRI) and the Surface Distress Index (SDI). The IRI method measures road roughness using the Rough meter III instrument, while the SDI method focuses on parameters like crack area, crack width, pothole count, and wheel path rut depth. The surveyed road sections encompass Amal Lama, Gunung Selatan, Aji Iskandar, Bhayangkara, Aki Pingka, and the Ring Road of Tarakan City. Research findings reveal the surface damage level of roads in Tarakan City using the SDI and IRI methods, with the following breakdown: roads in good condition account for 42.86%, those in moderate condition make up 51.90%, slightly damaged roads constitute 4.8%, and heavily damaged roads represent 0.44%. Additionally, the study has determined the percentage of each type of maintenance required: Routine Maintenance at 94.77%, Periodic Maintenance at 4.8%, and Reconstruction at 0.44%.

Abstract:
Road maintenance or upkeep is not an easy problem to do because it requires quite a large amount of money. This is what causes the government to appear slow in repairing road damage so that the damaged roads become worse and wider. In reality, so far the government has carried out road maintenance and repairs when the road was in a condition that was in serious disrepair, so it is certain that the costs required will be very large and it can also be ascertained that the losses suffered by road users while the road is damaged, are also very large. big or even worthless. However, in implementing the preservation program, proper management is required so that the preservation program can be carried out effectively and efficiently. The aim of this research is to determine the type of damage found on concrete roads in Maluku Village, Kec. Maritengngae District. Abstract:
Roads with damaged conditions can cause traffic accidents and hinder society's economic and social progress. Roads that are left hurt and no repairs will further worsen the condition of these roads. For this reason, it is necessary to analyze the modeling of estimated road damage, which is needed to get an informed picture of future road pavement changes. This study aims to predict road conditions for five years, with the research location being on six roads in Malang Regency. This research method uses interviews and secondary data collection using Markov chain analysis. The method used in this study is the Markov Chain method, which is a method that studies the properties of a variable in the present based on its past properties to determine the properties of these variables in the future. The results of modeling road damage are when road repairs are not carried out, and the injury worsens yearly. On the roads studied, road damage increased from year 0 to year 1, and there were many increases ranging from 2% -7%, and for years 1 to 5, there was an increase of 1%. The conclusion of this study is that road damage is increasing because there is no repair at all, so more funds are needed for road repair costs.

Abstract:
In our daily lives, we are often faced with the challenge of broken roads that can affect our travel. To solve this problem, a web-based map system has been developed. The system uses road data from OpenStreetMap and the A-star algorithm to find the shortest route that avoids bad roads. The website is built using JavaScript, PHP, HTML, and CSS, with the support of a MySQL database that stores information on damaged roads and user accounts. The process of using the system starts with registration and account login. Users can view the map on the main page, report the damaged road with photo evidence equipped with a time watermark and coordinate data, and view their initial route. The admin then validates the damaged road data, and the system automatically constructs an alternative route that avoids the verified damaged roads. The accuracy of the A-star algorithm in finding routes depends on the amount and correctness of the damaged road data entered by the admin. In further development, special attention is paid to admin validation, data security, integration with location service provider APIs, and performance optimization. Richer reporting features, multi-platform support, and notifications to users could also be valuable additions. With good documentation and thorough testing, the system is expected to provide an effective solution and be well received by users.

Abstract:
The problematic reality of national roads in rural and urban areas is that they are often damaged and unfit for use. This is due to nationwide road repairs that rely only on the central government's responsibility, resulting in development delays that could endanger the safety of road users. The method used in this research is social legal research to observe law in the dynamics of social life in the context of the role of district and city governments in dealing with damage to national roads. The role of the government in dealing with damage to national roads is to carry out supervision to prevent workers from committing irregularities, misappropriation, and wastage of funds, as well as to overcome obstacles that may occur during the repair process. In addition, the government has a role in carrying out road construction and accommodating policies regarding road construction. Thus, even though national roads are the responsibility of the central government, district and city governments also need to take responsibility for national roads.

The aim of this research is to determine law enforcement against operators of damaged roads which result in traffic accidents and to find out what are the obstacles in implementing law enforcement against operators of damaged roads which result in traffic accidents. This research uses an empirical legal research method where the researcher uses a statutory approach and a case approach and data collection is carried out using literature studies and interviews. The results of the research show: firstly, the police in the Bone Bolango Police area carry out law enforcement against drivers who maintain damaged roads that cause accidents. traffic in a preventive and repressive manner. Bone Bolango Regency Police have been carrying out repressive actions such as education and legal action; However, due to a number of obstacles experienced by the Bone Bolango Police, no legal action can be taken until the trial, which only requires making a case report. Both the internal and external operational environment of the traffic police are some of the challenges faced by the Bone Bolango Police. The Bone Bolango Police Traffic Accident Unit lacks personnel and expertise, and the officers' attitude towards drivers is less firm. One of the internal problems faced by the traffic police is this problem. Public ignorance of laws and regulations related to damaged roads and lack of community involvement in reporting damaged roads are two examples of external variables handled by the Traffic Police. Apart from that, there is ambiguity in Law Number 22 of 2009 concerning Road Transport and Traffic. The meaning of "road managers" and the difficulty of law enforcement in enforcing these regulations, especially Article 273, which emphasizes the importance of considering the potential legal consequences for "road managers" who fail to repair damaged roads immediately, which can result in traffic accidents.

Abstract:
Many abiotic and biotic factors affect the health of roadside vegetation, including the application of magnesium chloride (MgCl 2) dust suppression products. Three hundred seventy kilometers (230 mi) of forested, shrubland, meadow, rangeland, riparian, and wetland roadside habitats were surveyed along major nonpaved roads in two Colorado counties. Dominant species composition and visible damages of woody roadside vegetation were quantified. The majority (72.3% to 79.3%) of roadside vegetation surveyed was considered healthy (less than 5% damage to crown or stem), depending on slope position from the road. Severely damaged (greater than 50% damage) vegetation ranged from 6.4% to 11.4% of roadside cover, with the most severely damaged vegetation occurring downslope from the road. Percent of plants with severe or moderate damage increased with increasing MgCl 2application rates for roadside aspen, Engelmann spruce, and lodgepole and ponderosa pines. Further research is needed to determine the distribution of MgCl 2ions, nutrients, and interactions between MgCl 2and incidence of potential biotic damage agents in roadside soils and plants.

Abstract:
In Kampar Regency, congestion occurs at many points, both on protocol roads and village roads. In addition to the fact that Kampar Regency has a large population, the density of transportation or congestion that occurs is also caused by damage to roads. This is also a factor that causes traffic accidents on the highway. The damage to the road could not be handled quickly by the Kampar government. This is because Kampar Regency has a fairly large area, and the survey process that must be carried out is quite time-consuming and costly. Difficulties are also experienced by the community who wants to report a road damage, including because they do not know the procedure that must be done to report it. The Road Reporting System, offers a reporting mechanism, where the reporter can send his report anywhere in Kampar Regency to the Department of Highways of Kampar Regency. The purpose of this research is to make it easier for the public to report damaged road conditions using a damaged road reporting system website that can be accessed online. . The research method used in this research is the waterfall method. This waterfall method has a sequential flow of software starting from planning, analysis, design, implementation, testing, and maintenance. This study analyzes the road conditions in Sumbawa Regency and plans pavement solutions to address road damage. The data shows that there was no significant improvement in road conditions in 2020 compared to previous years. Good and fair road conditions only accounted for 69.29% of the total road length, while damaged and heavily damaged roads accounted for 6.57% and 24.14% respectively. Jalan Osapsio is one of the roads that has been damaged due to poorly maintained drainage. This research utilizes the Pavement Condition Index (PCI) method to assess the level of road damage and the Component Analysis method to design the pavement thickness. Based on the findings, several road segments exhibit different conditions. There are 13 segments with a Good rating and PCI values of 100 and 98, 1 segment with a Serious rating and a PCI value of 16, and 6 segments with a Failed rating and PCI values of 0. The segments with a Failed rating require urgent pavement reconstruction. Considering the PCI values, it is recommended to construct new pavement with appropriate thickness for the priority segments, namely a 6 cm thick Laston Surface Layer, a 20 cm thick Broken Stone Upper Base Layer, and a 15 cm thick Sirtu/Pitrum Lower Base Layer. This study provides an important contribution in understanding the road conditions in Sumbawa Regency and offers concrete solutions to address the road damage on Jalan Osapsio. The findings and research methodology are expected to serve as a reference for immediate improvements on Jalan Osapsio and provide insights for future research in Sumbawa Regency.

Abstract:
Over Dimension and Overload (ODOL) vehicles are one of the factors that cause road conditions to be easily damaged and potholes and can cause the risk of traffic accidents. ODOL vehicles are considered very detrimental to road infrastructure and increase the risk of accidents, inefficiency due to damaged road conditions, and air pollution because of excess exhaust gases. Road damage due to ODOL also triggered an increase in the budget for the maintenance of national roads, toll roads, and provincial roads, with an average of Rp 43.45 T per year. Based on data from the National Police Corps from the Integrated Road Safety Management System (IRSMS) regarding accidents in 2018, ODOL trucks are one of the biggest contributors to traffic accidents. This study aims to determine the causes of vehicle overload and over dimension. The method used is to use the triangulation method. Triangulation of techniques means that researchers use different data collection techniques to obtain data from the same source. The results showed a relationship between vehicle modification and ODOL violations which were proven using Chi-square analysis. The chi-square value is 55,259 with a p-value of 0.000 at a significance level of 1%. This shows a significant relationship between vehicle modification and Over Dimension and Overload (ODOL) vehicle violations.

Abstract:
Regency roads are local roads which do not include roads connecting the district capital to other districts, but their network is diverse as a link for local activities, namely connector roads between villages, between sub-districts, production center roads and environmental roads in residential areas. This research focuses on roads in Kaur Selatan District and Maje District, Kaur Regency, Bengkulu Province with a total length of 128.50 km with a total of 68 sections. There are several sub-district roads which are a road network that is integrated with national roads. In general, this road section is often used by various types of vehicles, from light to heavy vehicles. Utilization of roads that do not match their class and the influence of the weather climate in areas that are quite extreme result in landslides so that the road body becomes narrow and heavily damaged. As a result of damage to existing roads, community activities are hampered. The purpose of this research is to provide information to the Bengkulu Regency government in preparing priority planning, determining the type of pavement that is appropriate to the location of the road section and determining the calculation of the costs required. The results of research and calculations show that the cost required for road repairs is IDR. 70,788,844,000 for a period of 5 years. The priority scale consists of 17 sections with a cost of Rp. 57,541,204,000.

Abstract:
Forest roads are important transportation equipment through forested areas in the rugged, mountainous terrain of northern Turkey. Forest roads harm forest ecosystems due to both the manner in which they are established and how they are used afterwards. Damage to trees that occur during road construction through forests stresses trees, which facilitates outbreaks of bark beetle populations. Bark beetles are significant risk to the health and productivity of Turkish pine forests and to pine forests worldwide. In particular, Ips sexdentatus (Boerner) (Coleoptera, Curculionidae, Scolytinae) is a particularly destructive species of bark beetle in Turkish forests. Their damage to coniferous trees threatens the sustainability of the forest ecosystems. This study primarily aims to assess the intensity of damage that I. sexdentatus inflicts on Pinus nigra J.F.Arnold stands relative to several parameters: the distance to the nearest forest road, aspect (shady - sunny), slope (0–15% or >15%), and other stand characteristics. In this study, we show how damage by an I. sexdentatus infestation in pure black pine stands varies with distance to forest roads and in situ edaphic factors. We sampled 45 plots (400 m2 each), slope, aspect and distances to the nearest forest road was determined using ArcGIS software and the region’s road network overlays. Results showed that trees located within 100 m from the nearest forest road were the most severely damaged ones. The intensity of I. sexdentatus damage was about 16% in a hectare. Trees that were in 16–20 cm diameter class were damaged more often. I. sexdentatus damage did not show any significant correlation with the slope, aspect or degree of canopy closure.

<p>Roads that have been functioned are in good condition, slightly damaged, moderately damaged, and heavily damaged, therefore road maintenance is needed. Road maintenance uses costs, and the available costs are often insufficient to carry out road repairs as a whole, so it is necessary to determine the priority scale of road repairs. The Surface Distress Index (SDI) method is a method used by the DGH to determine the level of road damage, furthermore as a basis for determining the priority scale for road repairs. Along 2.25 km of Jalan Merdeka 1, Sukabumi City, it is the sampling location for the study to determine the condition of road damage. Each investigation point is determined to be 200 m long, starting from the initial STA 0 + 000 - 0 + 200 to the last STA 2 + 200 - 2 + 250. The results showed that the road conditions consisted of moderately damaged, lightly damaged to heavily damaged, so it needed maintenance at STA 0 + 000 - 0 + 400, it needed rehabilitation at STA 0 + 400 - 1 + 800 and STA 2 + 200 - 2 + 250 , as well as need reconstruction at STA 1 + 800 - STA 2 + 200. Abstract: Most of the rural or the urban municipalities and road authorities have hard times to map the surface damages caused due to various reasons such as heavy rains, natural calamities or other factors which lead to cracks and holes to appear on the surface of the roads. These organisations or private entities look out for solutions to implement automated methods of reporting damages on a surface of the road. In most cases, they lack the technology required for the purpose of mapping the damages on the roads. One of the biggest problems for commuters is that they have to face a lot of damaged sections of road which leads to frequent reduction of the speed at which they travel, wasting a lot of time and effort from the riders perspective, which thereby increases the travel time to their destinations. Damage to the road can be fatal many times when travelling at higher speed and all of a sudden meeting a damaged part of the road. Moreover, commuters are at more risk while driving at night time due to improper visibility of the damage to a part of the road. Artificial Intelligence and Machine Learning has the potential to make traffic more efficient, ease traffic congestion in most parts of the road network in an urban or rural area, reduce driver's time and efforts. As AI helps to keep road traffic flowing, it can also enhance the efficiency of fuel consumption to an extent which are caused by vehicles idling when stationary and improve air quality of a city and urban planning for road networks. Moreover, it has the potential to detect frequent congestion and the reason behind it and also propose a solution for the same. Most of the time these congestion are caused by damages to the road making the commuters travel at a much lesser speed than what is recommended.

Road as a transportation system has an important role in Indonesia compared to other modes of transportation such as air and sea transportation. As road is found to be important, this condition must be maintained to keep it in a good condition. In fact, road damage still occurs that it can bother the road users and disrupt the pace of the economic activities of the community. Therefore, a research is needed to get to know factors that cause damages to the road segments of Pemalang - Tegal. This research belongs to descriptive research conducted by previously testing the validity and reliability of the research approach. It is done by looking for factors that cause damages to rigid pavement roads in terms of implementation, and factors causing the type of dominant damage and how to handle it.This resarch was conducted to 70 respondents using a questionnaires previously tested for validity and reliability. Abstract:
Sukabumi Regency has a very important role in moving the economic and social wheels of society, so it needs to be supported by good flexible pavement conditions. Conditions based on Bina Marga 2020 data show that there are several roads that are heavily damaged in several sub-districts of Sukabumi Regency. Poor implementation, inappropriate planning, excessive traffic loads and standing water on the road surface are the causes of road damage, so to find out this requires a road damage analysis. For this research using the Pavement Condition Index (PCI) method. The results of this research show that the level of damage to all road surfaces studied according to the PCI method was taken from the average value of each STA, namely, the Caringin Cikukulu road section 62.25. So that the damage that has occurred to the road section does not become worse, it is necessary to immediately take repair action on the damaged units, so that it does not cause further damage. The choice of location for the author's research on the Caringin Cikukulu road was chosen because according to 2020 Bina Marga data the road was badly damaged.

Abstract:
Roads can be significant traffic lifelines that can be damaged by collapsed tree branches, landslide rubble, and buildings debris. Thus, road damage detection and evaluation by utilizing High-Resolution Remote Sensing Images (RSI) are highly important to maintain routes in optimal conditions and execute rescue operations. Detecting damaged road areas through high-resolution aerial images could promote faster and effectual disaster management and decision making. Several techniques for the prediction and detection of road damage caused by earthquakes are available. Recently, computer vision (CV) techniques have appeared as an optimal solution for road damage automated inspection. This article presents a new Road Damage Detection modality using the Hunger Games Search with Elman Neural Network (RDD–HGSENN) on High-Resolution RSIs. The presented RDD–HGSENN technique mainly aims to determine road damages using RSIs. In the presented RDD–HGSENN technique, the RetinaNet model was applied for damage detection on a road. In addition, the RDD–HGSENN technique can perform road damage classification using the ENN model. To tune the ENN parameters automatically, the HGS algorithm was exploited in this work. To examine the enhanced outcomes of the presented RDD–HGSENN technique, a comprehensive set of simulations were conducted. The experimental outcomes demonstrated the improved performance of the RDD–HGSENN technique with respect to recent approaches in relation to several measures.

Abstract:
This study analyzes the legal responsibility of road organizers, legal protection for road users, and public participation in the maintenance of provincial roads in East Java. The background of this research is the significant road damage, covering 154 kilometers, which impacts the safety of road users and the smoothness of socio-economic activities. This research is based on Law Number 22 of 2009 on Traffic and Road Transportation (UU LLAJ) and Law Number 38 of 2004 on Roads, which regulate the obligation of road organizers to ensure safe and adequate infrastructure. The research method used is a juridical normative approach with an analysis of legislation, using primary and secondary legal materials, with data collected through library studies and deductive analysis. The results show that the government is legally obligated to repair damaged roads, place warning signs on roads that have not been repaired, and allocate funds to prevent traffic accidents. However, various challenges such as limited budgets and geographic conditions affect the implementation of these obligations. Additionally, the Citizen Lawsuit mechanism grants the public the right to sue negligent organizers. This study recommends strengthening road maintenance management based on risk, improving transparency and accountability, and empowering the public to ensure safe roads that support regional economic growth.

Abstract:
The type of road pavement directly influences the way vehicles are driven. It’s common to find papers that deal with path detection but don’t take into account major changes in road surface patterns. The quality of the road surface has a direct impact on the comfort and especially on the safety of road users. In emerging countries it’s common to find unpaved roads or roads with no maintenance. Unpaved or damaged roads also impact in higher fuel costs and vehicle maintenance. This kind of analysis can be useful for both road maintenance departments as well as for autonomous vehicle navigation systems to verify potential critical points. For the experiments accomplishment upon the surface types and quality classification, we present a new dataset, collected with a low-cost camera. This dataset has examples of good and bad asphalt (with potholes and other damages) other types of pavement and also many examples of unpaved roads (with and without potholes). We also provide several frames from our dataset manually sorted in surface types for tests accuracy verification. Our road type and quality classifier was done through a simple Convolutional Neural Network with few steps and presents promising results in different datasets.

Abstract:
In developed countries, the development of road infrastructure plays a vital role in driving economic development. The involvement of public authorities is very necessary in providing funds for infrastructure development, considering that roads are a very important form of public infrastructure. However, there are still some areas, such as Palembang, where damaged roads are still a serious problem. The Palembang regional government is suspected of being less proactive in improving road infrastructure in their area. In an effort to fight for the government's attention to road conditions in Palembang, the public uses social media as a means to voice complaints. A number of tweets, posts, and submissions using the keyword "Jalan Rusak Palembang" on Twitter, Instagram, and TikTok revealed that sentiment was found to be only 1.8% showing positive sentiment, 13.3% neutral sentiment, and 84.9% sentiment negativity towards damaged road conditions dominates. In order to collect further data regarding public perceptions of road conditions in Palembang, research was conducted using the Naïve Bayes algorithm. The test results show that the Naïve Bayes model provides an accuracy of 91,20, precision of 92,32%, recall of 91,20%, and F1 score of 91,26%, showing excellent performance in classifying public sentiment towards damaged roads in Palembang.

Abstract:
Toll roads are public roads that are part of the road network system and as national roads, for which users are required to pay tolls. The existence of toll roads is very important in the smooth flow of traffic along with the increasing amount of traffic caused by the increase in the number of vehicles and the condition of arterial road pavements that have been damaged (wavy and cracked) at several locations on the road and congestion that occurs due to damaged roads. damaged. The benefits of toll road operations are to influence regional development and economic improvement, as well as increase mobility and accessibility of people and goods, also provide benefits to users in the form of saving vehicle operating costs (BOK) and time compared to passing through non-toll roads, as well as providing returns on investment, maintenance, and toll road development for the Business Entities involved. One form of cooperation between the government and the private sector is the construction of the Pasuruan-Probolinggo (Paspro) Toll Road. Through the Toll Road Business Entity (BUJT) PT. Trans-Java Paspro Toll Road, the government cooperates in the construction of a 31 km toll road. PT. Trans-Java Paspro Toll Road received a 45-year concession to operate the toll road. The purpose of this study was to determine the investment feasibility of the Pasuruan-Probolinggo Toll Road based on the investment feasibility parameters of Net Present Value (NPV), Benefit Cost Ratio (B/C Ratio), Internal Rate Return (IRR), Payback Period (PBP), and determine the length of time. payback period (Payback Period) Pasuruan-Probolinggo Toll Road, and get a comparison of Vehicle Operating Costs (BOK) between Toll Roads and Arterial Roads. The final result of the analysis obtained that the NPV value was negative Rp. -1,773,803,000,000, and the IRR value is 9.56%, which is smaller than WACC = 13.07%, and the BCR value is less than 1.00, which is 0.763 so that it can be seen that the investment is not financially feasible for investors. However, BEP < 45 years concession period is April 2043, so it can be seen that it is still in the feasible category. The Vehicle Operational Cost (BOK) for arterial roads is Rp. 3,647/km for Goal I, Rp. 6,413/km for Gol II, Rp. 9,498/km for Gol III, Gol IV, and Gol V. Meanwhile, BOK for toll roads and added toll tariffs of Rp. 3.226/km for Goal I, Rp. 6,767/km for Gol II, Rp. 7,763/km for Gol III, Rp. 8.113/km for Gol IV and Rp. 8,463 for Gol V. From the analysis it is known that the cost of passing through the toll road is cheaper than going through the arterial road for all vehicle classes and is certainly very beneficial for toll road users.

Abstract:
Currently, many roads in Indonesia are damaged. This is due to the presence of large vehicles and large loads that often pass. The more omissions are carried out, the more damaged and severe the road is. The central government and local governments often carry out road repairs, but this problem is often a problem. Damaged roads are indeed many factors, one of which is the road load. The road load is caused by the number of vehicles that carry more than the specified capacity. There are many methods used to monitor roads for road damage. The weighing post is a means used by the government in conducting surveillance. This research is not a proposal to monitor the road, but this is only to create a model for the purpose of detecting heavily or lightly loaded vehicles. This research is to classify using Convolutional Neural Network (CNN) with pre-trained Resnet50. The model generated from the Convolutional Neural Network training process reaches above 90%. Generate Image deep learning algorithms such as the Generative Adversarial Network currently generate a lot of synthetic images. The testing dataset that will be used is generated from style transfer. The model is tested using a testing dataset from the generated style transfer. Style transfer is a method of generating images by combining image content with image styles. The model is pretty good at around 92% for training and 88% for testing, can it detect image style transfer? The Convolutional Neural Network model is said to be good if it is able to recognize the image correctly, considering that the accuracy of the model is very good. One of the reasons why the training model is good but still makes errors during testing, then the image dataset is overfitting

Abstract:
Abstract Road Maintenance needs to consider environmental issues, which is an important step to ensure that road maintenance not only improves transportation quality but also protects the environment. Road conditions play a crucial role in reducing potential environmental damage, as quality and well-maintained roads can reduce negative environmental impacts, such as vehicle emissions, air pollution, and minimize damage to surrounding ecosystems. Conversely, damaged roads can cause vehicles to emit more vehicle emissions, and disrupt ecosystems. Therefore, timely road condition assessment and road maintenance are important steps to ensure that roads remain safe and efficient for users while protecting the environment from negative impacts Jalan Raya Timur Kendal road is a national road in Kendal city, The results showed that the condition of Jalan Raya Timur Kendal road experienced significant damage is There are 12 types along the flexible pavement on Jalan Raya Timur Kendal with the area of each damage with The largest damage is Patching & Util. Cut Patching damage with a damage area of 182,466 m2 for CO 2 emissions generated by vehicles travelling on the Jalan Raya Timur Kendal are 11.942,68 kg/year, it can be concluded that the condition of the road surface affects the emissions released by the vehicle, where the more damage to the pavement, the vehicle speed will decrease so that the vehicle will produce more CO emissions, and the technical treatments that can be applied to the pavement are P4 (Crack Filling), P5 (Patching) and P6 (Leveling).
