Największym wkładem Darwina do nauki jest to, że dopełnił on rewolucji kopernikańskiej, przenosząc na grunt biologii koncepcję natury jako systemu materii w ruchu, który podlega prawom przyrody. Wraz z odkryciem doboru naturalnego Darwin sprowadził zagadnienie pochodzenia i przystosowania organizmów do sfery nauki. Adaptacyjne cechy organizmów można obecnie wyjaśnić, podobnie jak zjawiska świata nieożywionego, jako rezultat procesów przyrodniczych bez odwoływania się do Inteligentnego Projektanta. Rewolucje kopernikańską i darwinowską można postrzegać jako dwa etapy jednej rewolucji naukowej.

ZusammenfassungDie Digitalisierung der Arbeitswelt erhöht die Gefahr zeitlicher Überforderung von Beschäftigten bei komplexer Wissens- und Innovationsarbeit infolge inadäquater Zeitvorgaben, was gesundheitliche Beeinträchtigungen nach sich ziehen kann. Adäquate Zeitvorgaben setzen das Wissen um nachhaltige Zeitbedarfe voraus. Für komplexe Wissens- und Innovationsarbeit existiert jedoch kein Verfahren zur Ermittlung nachhaltiger Zeitbedarfe. Daran anschließend wird im Beitrag die Entwicklung eines Verfahrens zur Ermittlung nachhaltiger Zeitbedarfe für komplexe Wissens- und Innovationsarbeit vorgestellt. In einem ersten Schritt werden Schwierigkeiten der Zeitbedarfsermittlung für komplexe Wissens- und Innovationsarbeit herausgearbeitet und ein Zeitermittlungsverfahren für algorithmische geistige Arbeit vorgestellt, welches einen möglichen Ansatz bietet, diesen Schwierigkeiten zu begegnen. Daran anschließend wird das zweischrittige Fallstudiendesign erläutert, mit welchem untersucht wurde, wie das Verfahren für die Anwendbarkeit auf komplexe Wissens- und Innovationsarbeit weiterentwickelt werden kann. Die Fallstudienergebnisse werden im vierten Abschnitt vorgestellt. Den Abschluss des Beitrags bildet die Darstellung des entwickelten Verfahrens zur Ermittlung nachhaltiger Zeitbedarfe bei komplexer Wissens- und Innovationsarbeit.

Pembentukan peraturan perundang-undangan adalah proses pembuatan peraturan perundang-undangan pada dasarnya dimulai dari perencanaan, persiapan, teknik penyusunan, perumusan, pembahasan, pengesahan, pengundangan, dan penyebarluasan. Di antara rangkaian proses di atas ada proses yang tidak disebutkan secara tegas tetapi mempunyai peran yang sangat penting, yaitu proses harmonisasi. Dengan demikian, harmonisasi merupakan salah satu dari rangkaian proses pembentukan peraturan perundang-undangan. Harmonisasi dimaksudkan agar tidak terjadi atau mengurangi tumpang tindih peraturan perundang-undangan. Permasalahan kajian ini adalah bagaimana pentingnya harmonisasi pembentukan peraturan perundang-undangan yang disusun merupakan suatu keniscayaan dengan tujuan untuk mengetahui pentingnya harmonisasi pembentukan peraturan perundang-undangan sebagai pengayaan dan manfaat dalam penyusunan peraturan perundang-undangan. Metode kajian ini menggunakan metode penyusunan yang berbasis metode penelitian hukum. Dalam kajian ini dipergunakan metode pendekatan yuridis normatif artinya dilakukan melalui studi pustaka yang menelaah data sekunder, baik yang berupa peraturan perundang-undangan maupun hasil penelitian, dan referensi lainnya. Hasil kajian ini diharapkan agar harmonisasi peraturan perundang-undangan tidak terjadi tumpang tindih maupun bertentangan dengan peraturan perundang-undangan lain, baik yang lebih tinggi, sederajat, maupun yang lebih rendah.

Ruang udara terbuka ASEAN merupakan bentuk kebijakan untuk membuka wilayah udara antara sesama anggota negara ASEAN. Kebijakan ruang udara terbuka ASEAN adalah bagian dari tujuan pembentukan Masyarakat Ekonomi ASEAN dalam upaya untuk meningkatkan perekonomian di kawasan ASEAN untuk meningkatkan daya saing di fora internasional sehingga perekonomian dapat tumbuh merata, juga meningkatkan kehidupan masyarakat, dan hal utama adalah untuk mengurangi kemiskinan. Ruang udara terbuka ASEAN menawarkan akses ke pasar yang besar, keuntungan besar, meningkatkan daya tarik wisata, serta frekuensi penerbangan akan meningkat. Permasalahan dalam kajian ini adalah bagaimana ruang udara terbuka ASEAN di Indonesia dalam kaitannya dengan kedaulatan udara Indonesia dengan tujuan untuk mengetahui upaya pemerintah Indonesia dalam menangani pelaksanaan dari kebijakan langit terbuka ASEAN. Metode kajian ini menggunakan metodologi yuridis normative. Hasil kajian adalah Penerapan prinsip cabotage dan proses pemberlakuan secara bertahap dalam wilayah Indonesia merupakan bentuk pelaksanaan dan sekaligus upaya perlindungan terhadap pemberlakuan ruang udara terbuka dalam wilayah udara kedaulatan Republik Indonesia.

Biologists are fond of saying that Darwin was misled by an inadequate theory of inheritance—his the-ory of “pangenesis”—and that this was remedied by the rediscovery of Mendel’s experiments in 1900: . . . As long as no coherent theory of heredity existed, the basis of natural selection could not be understood. Darwin’s theory of pangenesis was an unfortunate anomaly. It was almost his only venture into the field of pure speculation. . . . One might speculate whether Darwin would have formulated his theory of pangenesis if he had been aware of Mendel’s experiments. (J. L. Stebbins, 1977, p. 14; see also, e.g., Mayr, 1963, p. 10; 1966, p. xxvi; Selander, 1972, p. 185) . . . I have argued that some aspects of development can be related to natural selection by visualizing the phenotype as a mosaic of semi-independent sub-units that are dissociated, recombined, lost, and recalled during evolution and that adaptive plasticity plays a role in evolutionary change. Darwin insisted on the same view in The Variation of Animals and Plants under Domestication (1868), where he gave the most complete exposition of his ideas about development and evolution. In a section titled “The Functional Independence of the Elements or Units of the Body,” Darwin (1868a [1875a], p. 364) wrote that “the whole organism consists of a multitude of elemental parts, which are to a great extent independent of one another. Each organ . . . has its proper life, its autonomy; it can develop and reproduce itself [in descendent individuals] independently of the adjoining tissues” (p. 364). And, “[T]he body consists of a multitude of organic units, all of which possess their own proper attributes, and are to a certain extent independent of all others. Hence it will be convenient to use indifferently the terms cells or organic units, or simply units” (p. 366). Furthermore, Darwin insisted that an acceptable theory of inheritance had to include development: “Two distinct elements are included under the term ‘inheritance’—the transmission, and the development of characters; but as these generally go together, the distinction is often overlooked”.

Im Abfall steckt sowohl direkt wie auch indirekt viel Energie. So werden in der Schweiz pro Jahr Siedlungsabfälle mit einem Energiegehalt von rund 60 Petajoule verbrannt. Die daraus direkt zurückgewonnene Energie deckt etwa 4 Prozent des Endenergiebedarfs. Das grösste Potenzial der Abfallwirtschaft liegt aber meist darin, beim Recycling sekundäre Rohstoffe zu gewinnen und so indirekt die energieintensive Produktion von primären Rohstoffen zu verhindern.
