Abstract:
Firms or organisations implement performance assessment to improve productivity but evaluating the performance of firms or organisations may be complex and complicated due to the existence of conflicting objectives. Data Envelopment Analysis (DEA) is a non-parametric approach utilized to evaluate the relative efficiencies of decision making units (DMUs) within firms or organizations that perform similar tasks. Although DEA measures the relative efficiency of a set of DMUs the efficiency scores generated do not consider the decision maker’s (DM’s) or expert preferences. DEA is used to measure efficiency and can be extended to include DM’s and expert preferences by incorporating value judgements. Value judgements can be implemented by two techniques: weight restrictions or constructing an equivalence Multiple Objective Linear Programming (MOLP) model. Weight restrictions require prior knowledge to be provided by the DM and moreover the DM cannot interfere during the assessment analysis. On the other hand, the second approach enables the DM to interfere during performance assessment without prior knowledge whilst providing alternative objectives that allow the DM to reach the most preferred decision subject to available resources. The main focus of this research was to establish interactive frameworks to allow the DM to set targets, according to his preferences, and to test alternatives that can realistically be measured through an interactive procedure. These frameworks are based on building an equivalence model between extended DEA and MOLP minimax formulation incorporating an interactive procedure. In this study two frameworks were established. The first is based on an equivalence model between DEA trade-off approach and MOLP minimax formulation which allows for incorporating DM’s and expert preferences. The second is based on an equivalence model between DEA bounded model and MOLP minimax formulation. This allows for integrating DM’s preferences through interactive steps to measure the whole efficiency score (i.e. best and worst efficiency) of individual DMU. In both approaches a gradient projection interactive approach is implemented to estimate, regionally, the most preferred solution along the efficient frontier. The second framework was further extended by including ranking based on the geometric average. All the frameworks developed and presented were tested through implementation on two real case studies.

Atualmente, o setor de saneamento básico brasileiro está passando por estudos para modernização das empresas responsáveis pelos serviços d água e captação de esgoto nos âmbitos regionais, estaduais e municipais, a fim de mapear, conhecer a qualidade, amplitude e eficiência desses serviços. Essa dissertação determinou o grau de eficiência técnica das 26 companhias estaduais de saneamento básico, através da metodologia DEA - Análise Envoltória de Dados (Data Envelopment Analysis), cuja metodologia baseia-se em procedimentos de programação matemática e possibilita a obtenção de uma fronteira não-paramétrica de eficiência. O procedimento selecionado para assegurar um resultado satisfatório foi à aplicação do software Analyst Frontier, com o propósito de avaliar a eficiência. Nesse sentido, é apresentada uma visão geral do tema e objetivos seguido por um estudo detalhado do setor de saneamento brasileiro e das fronteiras de produção e eficiência produtiva. Para isso, foram escolhidos os modelos a serem utilizados, a amostra, os inputs e output para aplicação às empresas do setor de saneamento. Finalmente são apresentados os escores de eficiência obtidos nos modelos DEA, os quais foram analisados segundo os critérios de localização, retornos de escalas e indicadores técnicos. As companhias estaduais de saneamento básico, de um modo geral apresentaram bons resultados nos dois modelos DEA. Entretanto, observou-se que, a ineficiência técnica foi mais expressiva que a ineficiência de escala

Airport benchmarking depends on airport operational performance and efficiency indicators, which are important issues for business, operational management, regulatory agencies, airlines and passengers. There are several sets of single and complex indicators to evaluate airports efficiency as well as several techniques to benchmark such infrastructures. The general aim of this work is the development of airport performance and efficiency predictive models using robust but flexible methodologies and incorporating simultaneously traditional indicators (number of movements and passengers, tons of cargo, number of runways and stands, area of terminals both of passenger and cargo) as well as new constraints as emerging situations and/or sudden natural phenomenon (ramp accidents and incidents, and volcano ashes and weather constraints, respectively). Firstly this work shows the efficiency evaluation of either a set of airports or the same airport along several years and under several constraints based on two multidimensional tools, Multicriteria Decision Analysis (MCDA, particularly through Measuring Attractiveness by a Categorical Based Evaluation Technique - MACBETH) and Data Envelopment Analysis (DEA). Secondly this work compares the obtained results using both MACBETH and DEA evidencing pros and cons of each multidimensional tool and searching for the best conditions to apply one or the other within airport management decision processes.

Performance measurement in higher education is examined during this study, in particular university performance indicators are reviewed and discussed. The conclusion is made that appropriate input and output indicators require some form of combination in order to allow practical consideration to be made. The technique of Data Envelopment Analysis (DEA) is reviewed and found to have a number of conceptual drawbacks. The model is considerably developed within the thesis, primarily by the introduction of weight restrictions on the variables. Taken as a whole the developments, coined the DEAPMAS process, create a technique which can be used to assess cost effectiveness rather than simply efficiency. Data for two examples of subject areas, defined by recognised accounting units, are applied to the program as inter-university comparison was felt to be impractical at institutional level; due to differing subject mixes. A considerable computer implementation of the developed theory was written and utilised to provide results over a number of data runs for the examples. It was concluded that the results obtained represented a considerable improvement over separate consideration of numerous performance indicators.

Abstract:
Companies face new challenges almost every day. In order to stay competitive, it is important that companies strive for continuous development and improvement. By describing companies through their processes it is possible to get a clear overview of the entire operation, which can contribute, to a well-established overall understanding of the company. This is a case study based on Stort AB which is a small logistics company specialized in international transportation and logistics solutions. The purpose of this study is to perform value stream mapping in order to create a more efficient production process and propose possible improvements in order to reduce processing time. After performing value stream mapping, data envelopment analysis is used to calculate how lean Stort AB is today and how lean the company can become by implementing the proposed improvements. The results show that the production process can improve efficiency by minimizing waste produced by a bad workplace layout and over-processing. The authors suggested solution is to introduce standardized processes and invest in technical instruments in order to automate the process to reduce process time. According to data envelopment analysis the business is 41 percent lean at present and may soon become 55 percent lean and finally reach an optimum 100 percent lean mode if the process is automated.
Företag står idag inför ständigt nya utmaningar. För att behålla sin konkurrenskraft är det viktigt att företag ständigt utvecklas och förbättras. Att beskriva företag genom deras processer och kartlägga alla flöden som genomströmmar företaget så uppstår en tydlig överblick över hela verksamheten som bidrar till en bra helhetsförståelse av företaget. Denna studie baseras på en fallstudie hos Stort AB som är ett mindre logistikföretag med specialisering på internationella transporter och logistiklösningar. Syftet med studien är att utföra en värdeflödesanalys med mål att effektivisera pakethanteringen och föreslå möjliga förändringsalternativ hur Stort AB kan effektivisera den befintliga pakethanteringen med fokus på tidsreducering. Efter värdeflödesanalysen användes data envelopment analysis för att beräkna hur lean verksamheten är idag och hur lean verksamheten kan bli genom förbättringsförslagen. Resultaten visar att pakethanteringen kan effektiviseras genom att minimera slöseri i form av onödiga rörelser och överbearbetning, införa standardiserade processer och genom att investera i teknik för att automatisera processen. Enligt beräkningar är verksamheten 41 procent lean i nuläget och kan inom kort framtid bli 55 procent lean och slutligen nå ett optimalt 100 procentigt lean-läge om pakethanteringen automatiseras.

Abstract:
Data envelopment analysis (DEA) is a relative technical efficiency measurement tool, which uses operations research techniques to automatically calculate the weights assigned to the inputs and outputs of the production units being assessed. The actual input/output data values are then multiplied with the calculated weights to determine the efficiency scores. Recent variants of the DEA model impose upper and lower bounds on the weights to eliminate certain drawbacks associated with unrestricted weights. These variants are called weight restriction DEA models. Most weight restriction DEA models suffer from a drawback that the weight bound values are uncertain because they are determined based on either incomplete information or the subjective opinion of the decision-makers. Since the efficiency scores calculated by the DEA model are sensitive to the values of the bounds, the uncertainty of the bounds gets passed onto the efficiency scores. The uncertainty in the efficiency scores becomes unacceptable when we consider the fact that the DEA results are used for making important decisions like allocating funds and taking action against inefficient units. In order to minimize the effect of the uncertainty in bound values on the decision-making process, we propose to explicitly incorporate the uncertainty in the modeling process using the concepts of fuzzy set theory. Modeling the imprecision involves replacing the bound values by fuzzy numbers because fuzzy numbers can capture the intuitive conception of approximate numbers very well. Amongst the numerous types of weight restriction DEA models developed in the research, two are more commonly used in real-life applications compared to the others. Therefore, in this research, we focus on these two types of models for modeling the uncertainty in bound values. These are the absolute weight restriction DEA models and the Assurance Region (AR) DEA models. After developing the fuzzy models, we provide implementation roadmaps for illustrating the development and solution methodology of those models. We apply the fuzzy weight restriction models to the same data sets as those used by the corresponding crisp weight restriction models in the literature and compare the results using the two-sample paired t-test for means. We also use the fuzzy AR model developed in the research to measure the performance of a newspaper preprint insertion line.

Data envelopment analysis (DEA) is used to assess the efficiency of 15 container terminals in Africa. The models proposed by Charnes, Cooper and Rhodes (1978) and Banker, Charnes and Cooper (1984) are used to determine and rank the efficiencies of the container terminals for 2013 and 2014. The results show that selected South African container terminals can improve on their operations relative to some of their neighbours to the North. Bootstrapping methods are used to investigate and clarify the results. The Malmquist Productivity Index (MPI) model is used to track and explain changes in efficiency over the period of assessment.

A DEA (Data Envelopment Analysis) ganhou reconhecimento mundial, através da sua aplicação em diversas áreas, que vão desde a educação, saúde, banca e seguros, entre outros. Neste trabalho procura-se demonstrar que a DEA é uma ferramenta capaz de calcular a eficiência relativa num campo de aplicação relativamente pouco explorado, como é o caso das redes colaborativas, através do estudo de uma amostra de 12 empresas pertencentes á rede colaborativa Virtuelle Fabrik. No estudo efectuado, foram utilizados três inputs, Qualidade, Fiabilidade e Situação Económica (ES - Situação Económica) e três outputs, Benefícios Externos (EB), Benefícios de Contribuições Sociais (SCB) e Colaboração. Através da aplicação dos indicadores referidos, nos modelos CCR (Charnes, Cooper e Rhodes) e BCC (Banker, Charnes e Cooper), procura-se encontrar as DMUs que são eficientes e quais as DMUs que têm de melhorar o seu índice de eficiência.

Esta tese tem por finalidade avaliar as práticas de análise de projetos de desenvolvimento do Sistema Finor (Fundo de Investimentos do Nordeste), em seus critérios de seleção e análise de pleitos, no período de 1962 até o ano de 2001. Depois da exposição do histórico do incentivo, e da própria experiência da Sudene (Superintendência do Desenvolvimento do Nordeste), foi executada uma análise dos critérios de seleção dos projetos que abrangeu desde o "34-18", passando pelo Finor debêntures, até o fechamento do incentivo para novos projetos, no ano de 2001. Foram feitas aplicações de modelos não-paramétricos e paramétricos na seleção e análise de projetos de desenvolvimento como sugestões de aplicação ao sistema. Um dos empregos contou com o DEA Data Envelopment Analysis e o outro envolveu a investigação do custo de oportunidade, dos projetos Finor, com o auxílio de modelos de regressão (método dos mínimos quadrados) e de indicadores financeiros. The purpose of this study is to determine whether the Data Envelopment Analysis (DEA) can be applied to Chief Executive Officer (CEO) remuneration of companies listed on the Johannesburg Stock Exchange (JSE) by defining inputs in terms of remuneration factors and outputs in terms of business factors in order to establish a benchmark for CEO remuneration. An exploratory study is conducted, using cross-sectional data from a secondary source. The sample consists of 221 companies listed on the JSE that disclosed their financial and non-financial information during 2010. The DEA was performed to estimate the relative technical efficiency of CEOs to convert their remuneration into company performance indicators. Base Pay, Perquisites and Pension, Annual Bonus Plans and Long-term Incentives were used as the inputs to the DEA model and company performance and size, measured by Return on Equity (ROE) and Total Assets respectively, were used as the outputs to the model. The empirical results prove that the DEA can be successfully applied as a benchmarking model for CEO remuneration that incorporates multiple inputs and outputs and establishes benchmarks and potential improvements for overpaid, inefficient CEOs. The CEOs from 80 of the 221 companies included in the sample emerged as the benchmark CEOs and formed the efficiency frontier against which inefficient CEOs were compared in order to determine the potential improvements for these CEOs. From a research perspective, this study contributes to the advancement of CEO remuneration research by introducing an alternative model by which CEO remuneration can be analysed. Future studies can analyse CEO remuneration by using other variables or time series data in the DEA model or combine the DEA with other methods like the regression analysis to perform more comprehensive investigations. From a practical perspective, the DEA can be used to establish a benchmark for CEO remuneration. Remuneration committees can use the results of the DEA as a guide to determine acceptable remuneration levels and decrease the pay gap between CEOs and the average worker. The originality of this study lies in the fact that it is the first South African study that used the DEA instead of the regression analysis to analyse CEO remuneration of companies listed on the JSE. This study also disaggregated Total CEO Remuneration into Base Pay, Perquisites and Pension, Annual Bonus Plans and Long-term Incentives to provide more accurate benchmark information. In addition, this is the first study that established benchmark CEO remuneration levels and suggested improvements to the remuneration package structure of overpaid, under-performing CEOs of companies listed on the JSE.

Data Envelopment Analysis (DEA) é usada neste estudo para determinar a produtividade relativa de 53 (cinqüenta e três) departamentos acadêmicos da Universidade Federal de Santa Catarina de 1996 a 1999. O modelo DEA simula uma escolha racional, pelos departamentos, de valorações para os indicadores de produtividade em um processo de avaliação cruzada. O modelo aplicado gerou uma distribuição de freqüência para cada um dos 53 (cinqüenta e três) departamentos analisados e mostra o índice de produtividade quando ele valora seus indicadores, bem como o índice de produtividade quando submetido a valoração dos demais departamentos. Os resultados evidenciam que houve um aumento nos índices de produtividade para a maioria dos departamentos, em relação aos índices encontrados em 1994/1995. A média da distribuição de freqüência foi utilizada como indicador da produtividade relativa dos departamentos.

An airport is an important piece of infrastructure in air transportation system. This project focuses on measuring and ranking the efficiency of airports in the United States using the basic DEA, Ranking DEA, Goal programming and DEA and TOPSIS. In general, airport authorities of relatively inefficient airports are trying to benchmark the operational strategies of efficient airports. This project focuses on evaluating hub airports in the United States. ATL, LAX, and MEM airports are relatively efficient among forty four hub airports in the United States based on the performances and airport facilities of the 2000 year when the results of all applied methods in this project, the basic DEA ranking, the Cross Efficiency ranking, the Andersen-Petersen ranking and TOPSIS ranking method, are compared. The implication of this project is that airport authorities in the United States would benchmark these three airports to maximize operation and management efficiency for their airports. In general, most of the airports are handling passengers and freight. Therefore, ATL and LAX would be the most efficient hub airports in the United States. The capacities of airport facilities and more appropriate input data like financial data should be considered in the follow up research.

The technical efficiency of production presents itself as a powerful tool to support decision making by providing tools for implementing actions that provide courses to graduate a better quality of teaching in their academic units. This work intends to analyze the technical efficiency of production of post-graduate of the UFC, with reference to the years 2007, 2008 and 2009 using DEA (Data Envelopment Analysis) - Data Envelopment Analysis. Other objectives that guided this study are: To provide information which could lead to increase actions to improve the methodology of intellectual production; Understanding the reasons why some courses to produce more and better than others so equated and growing; Provide grants to identify where efforts production should be concentrated. We applied the DMU (Decision Making Units) in the model that defines a boundary focused on efficient and inefficient units. In this application we used the DEA-CCR implemented by DEA-Solver software Pro8.0/CCR. Data were extracted from the Data Collection CAPES applications which meet the criteria for assessment of intellectual production, which highlights the nature of bibliographic production and concepts of distribution and production. The results show that the comparison between the most efficient and least efficient show that the basic characteristic is the use of available resources that came to add more and better production. The production values of course have no direct relation with the number of teachers or students, because it caused a drop in production value by observing these values compared between efficient and inefficient.
A eficiÃncia da produÃÃo tÃcnica se apresenta como uma poderosa ferramenta de apoio à tomada de decisÃes por oferecer instrumentos de implementaÃÃo de aÃÃes que asseguram aos cursos de pÃs-graduaÃÃo uma melhor qualidade de ensino em suas unidades acadÃmicas. O presente trabalho pretende analisar a eficiÃncia da produÃÃo tÃcnica dos cursos de pÃs-graduaÃÃo da UFC, tendo como referÃncia os anos de 2007, 2008 e 2009 utilizando a metodologia DEA (Data Envelopment Analysis) â AnÃlise EnvoltÃria de Dados. Outros objetivos que nortearam este estudo sÃo: disponibilizar informaÃÃes que possam permitir incrementar aÃÃes de melhorias na metodologia da produÃÃo intelectual; entender as razÃes que levam alguns cursos a produzirem mais e melhor que outros de forma equacionada e crescente; eornecer subsÃdios para identificar onde os esforÃos de produÃÃo devem ser concentrados. Aplicou-se a DMU (Decision Making Units) no modelo que define uma fronteira focada nas unidades eficientes e ineficientes. Nessa aplicaÃÃo foi utilizado o modelo DEA-CCR implementado pelo software DEA-Solver Pro8.0/CCR. Os dados foram extraÃdos do aplicativo Coleta de Dados CAPES os quais obedecem aos critÃrios de avaliaÃÃo da produÃÃo intelectual, em que se destaca a natureza da produÃÃo bibliogrÃfica e os conceitos da distribuiÃÃo e da produÃÃo. O modelo utilizou como variÃveis de insumo: Quantidade de docentes e Quantidade de discentes e como variÃveis de produtos: Total de trabalhos completos; PublicaÃÃes em Anais completos; PublicaÃÃes em produÃÃo tÃcnica; Projetos de pesquisa; Trabalhos de conclusÃo dissertaÃÃes; Trabalhos de conclusÃo Teses; Tempo mÃdio de titulaÃÃo (meses) mestrado; Tempo mÃdio de titulaÃÃo (meses) doutorado. Os resultados apontam que a comparaÃÃo entre as mais eficientes e as menos eficientes mostram que a caracterÃstica bÃsica à a utilizaÃÃo racional dos recursos disponÃveis que veio a agregar uma maior e melhor produÃÃo. Os valores da produÃÃo dos cursos nÃo tÃm relaÃÃo direta com o nÃmero dos docentes ou discentes, pois nÃo ocasionaram uma queda no valor da produÃÃo ao se observar estes valores comparativamente entre os eficientes e os ineficientes.

O objectivo desta tese é o estudo dos casos de ausência de soluções admissíveis e desenvolvimento de modelos que contornem esse inconveniente que surge nos modelos de determinação de eficiência. Na prática esse problema só se põe nos modelos com rendimentos de escala variáveis (Variable Returns to Scale), o vulgo modelo BCC. São expostas várias soluções para esse problema, que passam quer pela relaxação da restrição da convexidade, conduzindo a um modelo novo e original – O Modelo Homotético; quer pela relaxação da restrição da não negatividade conduzindo a problemas de decomposição facial, bem como soluções baseadas em técnicas de regressão e simulação e ainda pela introdução de Unidades Organizacionais fictícias. Dadas as boas propriedades do modelo de Bougnol e Dulá, no que respeita quer à invariância (referente à escala, ou à origem dos eixos) quer à admissibilidade, esse modelo foi alvo de uma formulação completamente nova baseada em programação linear binária mista, obtendo-se resultados muito mais rápidos que os usuais que chegavam a usar dias de CPU. Outro objectivo proposto que também foi conseguido foi a implementação de um sistema original de ajuste dos pesos por técnicas não lineares de Programação por Metas. Esse sistema articula-se com o primeiro problema, o da ausência de soluções admissíveis, e mostra-se com um caso de aplicação prática a resolução desse problema pelas técnicas de ajuste de pesos. ### /ABSTRACT - The aim of this thesis is to study Universal Feasibility and to develop a new Multiplier Adjustment in Data Envelopment Analysis. Infeasibility in Data Envelopment Analysis appears after the introduction of the deleted domain or superefficiency technique by Banker et al. in 1989, but this technique was really put to use by Andersen and Petersen in 1993. This technique, especially in the variable returns to scale models, originated unfeasible programs. It is an interesting field of research to study under which conditions such problems arise, and find some solution for it. Relaxation of the convexity constraint leads to a new original model, the homothetic one. By relaxing the non-negativity constraint one delves in programs of facial decomposition. Solutions by simulation and regression are studied, as well as the inclusion of artificial points. In the spirit of universal feasibility, Bougnol and Dulá developed a new model in 2001 that has very good properties concerning invariance (scale and translation invariance) and feasibility; it had a drawback of being demanding in time and computation. In order to solve this problem an original faster mixed integer linear formulation was developed. The problem of unfeasibility is related to unboundness in its dual, so a properly tuned scheme of weight restrictions can fix that problem. This is accomplished as a subproduct of the new weight adjustment technique. Finally, the removal of unfeasibility by this new weight adjustment scheme is demonstrated in real data.

This dissertation proposes use of Data Envelopment Analysis (DEA) as methodology to quantify the concept of social exclusion, with application to the city of Recife. The primary advantage of DEA is that, besides associating a quantitative value (index) to each of the considered geographical units (districts or census sectors, in DEA terminology Decision Making Units - DMUs), it also provides optimum levels (goals) for all the variables considered, that should be attained by each of the units in order to eliminate social exclusion. In addition, being a non-parametric method, DEA does not require introduction of any arbitrary parameters, which might compromise the analysis. Social exclusion is analyzed here considering four utopias: education, living conditions, income and equality, which are treated both individually, and all together. For each of the five considered contexts numerical values of the exclusion index, the optimum variable level, and the corresponding geographical exclusion maps, are provided for the city of Recife, on the level of districts and census sectors. Within the context of the current choice of utopias under study, and the corresponding input and output variables, these results make it possible to identify districts and census sectors that present highest and lowestvalues of the inclusion index. In particular, it is found that only 19% of the districts of the city of Recife demonstrate an optimum level of social inclusion index, while for all the other districts concrete goals for reaching social inclusion are established, within the current context. Therefore, the applied methodology fills a gap in the existing practice of analyzing social exclusion by supplying the optimum variable levels for each considered unit, which may be used for urban planning and optimization of investments.
Esta dissertação propõe o uso de Data Envelopment Analysis (DEA) como uma metodologia para quantificar o conceito de exclusão social, com aplicação para a cidade do Recife. A principal vantagem de DEA é que além de associar um valor quantitativo (índice) para cada uma das unidades geográficas (bairros ou setores censitários, na terminologia DEA denominadas Descision Making Units - DMUs), ela também fornece um nível ótimo (meta) para todas as variáveis consideradas, para todas as DMUs fora da fronteira de inclusão, metas que deveriam ser alcançadas por cada DMUs afim de que, seja possível eliminar a exclusão social. Adicionalmente, o método não paramétrico DEA, não requer a introdução de algum parâmetro arbitrário, o que poderia comprometer as análises. A exclusão social é analisada aqui considerando quatro utopias: Autonomia de Renda, Desenvolvimento Humano, Equidade e Qualidade de Vida, o qual são tratadas aqui individualmente e em conjunto. Para cada um dos valores numéricos considerados neste contexto de índice de exclusão, o nível ótimo da variável e o seu correspondente mapa geográfico da exclusão, são realizados para a cidade de Recife, no nível de bairros e setores censitários. Dentro do contexto de escolha atual de utopias e variáveis de entrada e saída,esses resultados possibilitam a identificação de bairros e setores censitários com o maior e o menor valores de inclusão social. Em particular foram encontrados apenas 19% dos bairros em situação de inclusão social, enquanto para todos os outros metas concretas a serem alcançadas foram estabelecidas dentro do contexto atual. No entanto a metodologia aplicada nesta dissertação preenche uma lacuna na prática existente da análise de exclusão social, por fornecer níveis ótimos de variáveis para cada unidade considerada, este fato pode ser usado no planejamento urbano e na otimização de investimentos.

Tertiary education at Connecticut's Community Colleges, in the United States, is facing a public outcry for a higher level of accountability for the resources appropriated to higher education. This study utilized Data Envelopment Analysis (DEA) to determine the technical efficiency of and provide Improvement guidelines to these twelve Community Colleges. Three research questions were used to direct this study: Question #1: How do institutions of the Community College System of Connecticut compare to each other regarding their levels of Efficiency? Question #2: What conditions may account for the differences in the level of success within similarly efficient colleges? Question #3: What factors or constraints create the varying score among the inefficient colleges? Data for eleven variables, seven inputs and four output, were collected on each of the twelve Community Colleges, but due to the high level of correlation that existed between the variables only three inputs and four outputs were used to characterize each college in the model. The analysis indicated that seven colleges were being run efficiently and five had less than 100% efficiency. However, the small numbers of colleges in the study handicapped the DEA procedure, since the number of colleges could not be changed the number of variables was decreased. This resulted in a decrease in the efficient units. The study concluded that DEA was, in principle, well suited for the performance assessment of the colleges. However, the validity of the model is compromised if only a small number of colleges can be entered into the analysis; either a very small number of variables can be considered ( which violates one's conception of the ways colleges are to be judged, and the number of independent variables that can be considered), or the requirements of the model are violated (which necessarily produces the result that a large number of colleges are spuriously designated as 100% efficient).

La tesi si pone l'obiettivo di esaminare la letteratura riguardante la misurazione dell'efficienza produttiva delle istituzioni culturali; in particolare si concentra sull'analisi degli studi empirici della metodologia Data Envelopment Analysis (DEA) applicata al settore culturale. Tale approccio permette la misurazione dell'efficienza senza necessitare di una chiara funzione di produzione. La difficile selezione delle attività che rientrano della definizione di “settore culturale” è l'oggetto della prima parte del lavoro, seguita poi da un approfondimento sulla valutazione delle performance di tale settore. La tesi prosegue con la presentazione dei modelli DEA sviluppati da Charnes, Cooper e Rodhes e le successive variazioni. Utilizzando gli studi applicati al settore culturale, così come definito dallo studio di KEA per la Commissione Europea, si è potuto raggruppare e riassumere la letteratura che fino ad oggi si è occupata di valutare l'efficienza delle istituzioni culturali tramite la metodologia DEA.

DEA, Data Envelopment Analysis, is a non parametric modeling technique which came about in 1976 when three prominent researchers, Charnes, Cooper and Rhodes were in search of a procedure to evaluate productivity/efficiency without recourse to price information. Soon after, new and more complex models were developed with wide acceptance among researchers mainly in the Management Sciences field. Nowadays, DEA finds its use in areas like hospitals, banks, industries, universities and capital markets. This research aims at using DEA as a tool to evaluate the top Brazilian companies listed in the local stock exchange based in a model which simultaneously combine several inputs to generate income and net profits. A second step evaluates how shareholders value the income and profit generated by the firms. A third step evaluates how efficiently each firm succeeds in directly transforming its endowments in shareholder´s value. The proposed model goes further in that it uses outputs produced by a first stage evaluation, like income and net profit, as inputs to the second phase evaluation. Furthermore, this research combines DEA with the Malmquist Productivity Index providing information on how the largest companies went along in between 2001-2006, as far as productivity and efficiency is concerned.
DEA, Data Envelopment Analysis, é uma técnica não paramétrica que surgiu em 1976 quando os pesquisadores Charnes, Cooper e Rhodes procuravam uma metodologia para calcular eficiência e produtividade em situações onde as informações sobre preços de insumos e de produtos não eram disponíveis. Ao longo dos anos seus métodos se sofisticaram, passando de um simples modelo que exigia a restrição de que todas as empresas operavam em uma situação de retornos constantes de escala a modelos mais complexos que levantaram tal restrição. Atualmente, DEA é utilizada em áreas tão diversas como finanças empresariais, mercado de capitais, avaliação de universidades, bases aéreas, bibliotecas, etc. O modelo utilizado nesta tese para avaliação de desempenho empresarial se baseia na modelagem matemática de DEA que permite a utilização de vários inputs e outputs simultaneamente para a determinação da eficiência/produtividade de cada firma. A avaliação de desempenho das empresas é realizada sob 3 óticas distintas: (i) avalia a eficiência da empresa em gerar receita e lucro, (ii) avalia como o mercado valoriza a receita e o lucro produzidos pela empresa, e (iii) analisa também como a empresa consegue transformar seus fatores de produção diretamente em valor ao acionista. DEA permite distinguir os conceitos de eficiência e produtividade, fornecendo relevantes informações para tomada de decisões estratégicas. Como parte do processo de análise, obtém-se uma fronteira das melhores práticas entre as empresas analisadas permitindo a identificação da situação de retornos de escala de cada uma das empresas estudadas. Ademais, torna possível a associação com os conceitos do Índice de Malmquist, possibilitando uma avaliação da trajetória de cada empresa ao longo de um período estudado e identificando como ela evoluiu em termos de eficiência e/ou produtividade e se ela conseguiu acompanhar as inovações tecnológicas de seu grupo.

A Data Envelopment Analysis (DEA)-based approach, the Method of the Area of the Efficiency Score Graph (AES) is proposed. Rather than assessing the alternatives with respect to the fixed original alternative set as done in the existing DEA-based ranking methods, AES considers the change in the efficiency scores of the alternatives while reducing the size of the alternative set. Producing a final score for each alternative that accounts for the progress of its efficiency score, AES favors alternatives that manage to improve quickly and maintain high levels of efficiency. The preferences of the Decision Maker (DM) are incorporated into the analysis in the form of weight restrictions. The utilization of the AES scores of the alternatives in an incremental clustering algorithm is also proposed. The AES Method is applied to rank MBA programs worldwide, sorting of the programs is also performed using their AES scores. Results are compared to another DEA-based ranking method. The history of natural gas in Turkey started in 1970s by the usage of domestic gas in cement factories. However, natural gas began penetrating the energy market in 1980s with the usage of natural gas in Ankara. In the following years, the number of cities using natural gas reached six. Then, a new era started with the enactment of Natural Gas Market Law in 2001 and 53 distribution tenders have been realized by Energy Market Regulatory Authority until 2009. This thesis analyzes the performance of 38 Turkish natural gas distribution companies by using a non-parametric method, Data Envelopment Analysis. The results are used to determine the most proper model specification, to detect the important criteria affecting the efficiency levels and to find the common characteristics of the most inefficient firms. The results show that public firms compared to private firms, non-tender firms compared to tender firms, large firms compared to small firms and firms operating in more developed areas compared to firms operating in underdeveloped areas utilize resources and manage costs more efficiently. However, we can not get a certain conclusion about the comparison of old firms and new firms. Lastly, we try to detect the common characteristics of the most inefficient firms and find that the major problem is low delivery amount.

Plantea el uso de dos escenarios (financiero/gestión y de venta) para el cálculo de la eficiencia global y técnica de cada oficina y propone un sistema de ranking en base a la eficiencia media, análisis de ventana de tiempo y recurrencia como referencia en las soluciones para brindar a la gerencia una herramienta útil de gestión de la red de oficinas. El análisis fue realizado sobre una muestra de 110 oficinas sobre un horizonte temporal de 6 meses, con una aplicación del enfoque Output en su forma envolvente. Las variables de entrada consideradas incluyeron los arribos a los diferentes canales de atención de la oficina, cantidad clientes y capacidad instalada. Por otro lado, las variables de salida estuvieron relacionadas a las ventas, saldos, margen financiero y volumen de transacciones.

Las deficiencias de calidad en la educación superior están entre las principales debilidades del Perú reportadas en el ranking mundial de competitividad, por ello, se determinó la eficiencia técnica (ET) de las universidades públicas peruanas mediante el Análisis Envolvente de Datos (DEA) y, también, se analizaron las relaciones entre la experiencia (antigüedad) y calidad de las instituciones (medida por ranking del CSIC) con la ET. El estudio abarcó las 42 universidades públicas registradas para el año 2016, a la cuales se les midió un único insumo: presupuesto en millones de soles de cada universidad y dos productos: número de investigadores adscritos al programa Actual Renacyt y número de estudiantes de pregrado, maestría y doctorado (Matrícula), con base en la información reportada por la Superintendencia Nacional de Educación Superior Universitaria (SUNEDU). Se concluyó que: 1) Las universidades públicas peruanas presentan funciones de producción de rendimientos constantes a escala (ETG promedio= 56.8%), modelo que sirvió de base para clasificar a las instituciones en cuatro categorías según sus orientaciones estratégicas (alta o baja) hacia la investigación o masificación educativa, la cual muestra disparidades significativas entre las instituciones y 2) Se verificó que la ET no se relaciona con la experiencia o la calidad de la institución educativa.

The focus of this thesis is the application of data envelopment analysis to understand and evaluate the performance of diverse animal welfare organizations across the United States. The results include identification of the most efficient animal welfare organizations, at least among those that post statistics on their operations, and a discussion of various partnerships that may improve the performance of the more inefficient organizations. The Humane Society of the United States estimates that there are 4000 - 6000 independently-run animal shelters across the United States, with an estimated 6-8 million companion animals entering them each year. Unfortunately, more than half of these animals are euthanized. The methods shared in this research illustrate how data envelopment analysis may help shelters improve these statistics through evaluation and cooperation. Data envelopment analysis (DEA) is based on the principle that the efficiency of an organization depends on its ability to transform its inputs into the desired outputs. The result of a DEA model is a single measure that summarizes the relative efficiency of each decision making unit (DMU) when compared with similar organizations. The DEA linear program defines an efficiency frontier with the most efficient animal shelters that are put into the model that "envelops" the other DMUs. Individual efficiency scores are calculated by determining how close each DMU is to reaching the frontier. The results shared in this research focus on the performance of 15 animal shelters. Lack of standardized data regarding individual animal shelter performance limited the ability to review a larger number of shelters and provide more robust results. Various programs are in place within the United States to improve the collection and availability of individual shelter performance. Specifically, the Asilomar Accords provide a strong framework for doing this and could significantly reduce euthanasia of companion animals if more shelters would adopt the practice of collecting and reporting their data in this format. It is demonstrated in this research that combining performance data with financial data within the data envelopment analysis technique can be powerful in helping shelters identify how to better deliver results. The addition of data from other organizations will make the results even more robust and useful for each shelter involved.

Abstract:
Data Envelopment Analysis (Charnes et al, 1978) is a technique used to evaluate the relative efficiency of any process or an organization. The efficiency evaluation is relative, which means it is compared with other processes or organizations. In real life situations different processes or units seldom operate in similar environments. Within a relative efficiency context, if units operating in different environments are compared, the units that operate in less desirable environments are at a disadvantage. In order to ensure that the comparison is fair within the DEA framework, a two-stage framework is presented in this thesis. Fuzzy clustering is used in the first stage to suitably group the units with similar environments. In a subsequent stage, a relative efficiency analysis is performed on these groups. By approaching the problem in this manner the influence of environmental variables on the efficiency analysis is removed. The concept of environmental dependency index is introduced in this thesis. The EDI reflects the extent to which the efficiency behavior of units is due to their environment of operation. The EDI also assists the decision maker to choose appropriate peers to guide the changes that the inefficient units need to make. A more rigorous series of steps to obtain the clustering solution is also presented in a separate chapter (chapter 5).

There are four chapters in the thesis where different approaches to efficiency are briefly presented. The method of data envelopment analysis (DEA) with its modifications is described in detail -- basic models, CCR, BCC and additive model. The main part of the work is presented in the second part of this thesis where I describe how to work with each program and summarize its advantages and disadvantages. The last chapter applies prior knowledge on real situation -- the evaluation of the efficiency of the regional police stations in the Czech Republic.

I denna uppsats har vi mätt produktionseffektiviteten vid Sveriges 21 polismyndigheter i syfte att identifiera vilka polismyndigheter som är relativt mest produktiva. Vidare har vi beräknat hur stor förbättringspotentialen är för de polismyndigheter som är improduktiva. Beräkningarna grundar sig på Data Envelopment Analysis (DEA), en metod som används i syfte att beräkna den relativa produktionseffektiviteten. Metoden tillåter multipla variabler vilket möjliggör en analys av flervalsproduktion, d.v.s. en analys av enheter som producerar flera prestationer (outputs) med hjälp av flera insatsfaktorer (inputs). Populationen av prestationer och insatsfaktorer finns att tillgå i den nationella resultatmodell som utvecklats av Rikspolisstyrelsen och polismyndigheterna med avsikt att förbättra styrningen av det polisiära arbetet. Urvalet av vilka prestationer och resurser som har legat till grund för beräkningen är sex-sju till antalet och reflekterar de viktigaste produktionsförutsättningarna för respektive polismyndighets inriktning. Resultatet av studien tyder på en stor variation vad gäller produktionseffektiviteten mellan respektive polismyndighet. Endast fem av samtliga 21 polismyndigheter är relativt produktiva, d.v.s. att de erhållit ett resultat på 100 procent inom samtliga inriktningar, nämligen Stockholm, Kronoberg, Gotland, Blekinge samt Örebro. Dessa är till antal något färre än vad vi hade förväntat oss innan genomförd undersökning. Att det är så pass få produktiva polismyndigheter tyder emellertid på en stor förbättringspotential vid nästan samtliga polismyndigheter.

The issues of performance measurement and efficiency analyses for transit industries have been gaining significance due to severe operating conditions and financial constraints in which these transit agencies provide service.

In this research, we present an approach to measure the performance of Urban Transit Networks, specifically, bus routes that comprise the network. We propose a math programming model that evaluates the efficiencies of bus routes taking into consideration, the service providers, the users and the societal perspectives. This model is based on Data Envelopment Analysis (DEA) methodology and derives from Network Theory, Network Modeling in DEA, Goal Programming & Goal-DEA and 'Environmental' Variables. This approach enables the decision maker to determine the performance of its units of operations ('bus routes' in our case), optimally allocate scarce resources and achieve target levels for 'externality' variables for these bus routes and for the whole network. We further recommend modifications to the model, for adaptation to other modes of transportation as well as extend its applicability to other applications/scenarios.

Os níveis de eficiência com os quais as empresas transformam os insumos em produtos podem conduzir as organizações para o aumento da sua capacidade competitiva. No entanto, a literatura apresenta uma escassez de métodos que possibilitem a avaliação de desempenho das operações nos sistemas produtivos, considerando todos os seus componentes. Assim, o objetivo deste trabalho é propor uma análise de eficiência em um sistema produtivo utilizando o OEE e a DEA integradamente. Para atingir o objetivo proposto é realizado um estudo de caso em uma empresa fabricante de ônibus. Foi conduzida uma análise comparativa com os resultados obtidos por meio da utilização da DEA/OEE confrontados com os resultados do OEE medido em uma operação da empresa estudada. A eficiência medida com o uso da DEA/OEE apresenta diferenças em relação aos resultados do OEE. A análise das causas dessas diferenças apontou que as ações tomadas para melhorar o indicador OEE reduziram a eficiência da operação analisada. O estudo aponta que as tomadas de decisão focadas na melhoria do OEE, em si, podem conduzir a um incremento do consumo de recursos em uma operação. Esse aumento de recursos não necessariamente eleva os níveis de produção, ocasionando, assim, a redução da eficiência técnica.
The levels of efficiency with which firms turn inputs into products can lead organizations to increase their competitive capacity. Nevertheless, the literature presents a shortage of methods that allow the evaluation of the performance of the operations in the productive systems, considering all its components. Thus, the objective of this work is to propose an analysis of efficiency in a productive system using the OEE and the DEA integrated. To achieve the proposed goal a case study is carried out at a bus manufacturer. A comparative analysis was conducted with the results obtained through the use of DEA/OEE and the results of OEE measured in an operation of the company studied. The efficiency measured with the use of DEA/OEE presents differences in relation to OEE results. The analysis of the causes of these differences pointed out that the actions taken to improve the OEE indicator reduced the efficiency of the analyzed operation. The study points out that decision-making focused on improving OEE itself may lead to an increase in resource consumption in an operation. This increase in resources does not necessarily raise production levels, thus reducing technical efficiency.

Recent years, the development of biotechnology has been widely focused by many industries. Due to the economic potential that biotechnology can bring, government on Taiwan considers biotechnology as one of ten newly risen industries and invests heavily in biotechnology. Therefore, how to measure the performance of related enterprise, and to improve internal productive environment of company is the subject of this study. The purpose of this study is to develop a systematic and effective method to improve production environment of biotechnology, increase its capacity, and most important, to measure the performance of biotechnology-related business. Data Envelopment Analysis and Malmquist were used to evaluate companies’ performance during the year between 1994 and 1996. The results reveal that most biotechnology-related business didn’t operate efficiently. Suggestions were provided to individual enterprise to improve its performance.

Due to the lack of nature resources in Taiwan, maintaining economical development is heavily dependent on international trading. Majority of the trade utilizes surface shipping. In the 70’s and 80’s, economy in Taiwan grows dramatically under the government’s operation averaging a growth rate of 50 percent every five years. However, because of the increasing international competition and prosperity in china’s economy, the range of growth in cargo throughput has decreased. Currently major ports face hardship in growth of cargo throughput. It is imminent for the navigation industry to operate in an efficient manner and influence domestic economy. How to evaluate operation performance for navigation industry effectively, increase competitiveness, and offer a suggestion will be an important issue presently. This research was to examine the operation performance and the changed of productivity for eleven public navigation industries by using Data Envelopment Analysis (DEA) and Malmquist Productivity Index. In this research, the task is to compute the efficiency in input and output for navigation industries by variety of indexes, find the most efficiency and most inefficiency industries, and evaluate factors which effect efficiency during 2004 to 2006. The input variables are total asset, operation cost, operation expense, and number of employee, and the output variables are operation revenue, and gross profit. The result will provide for decision makers’ reference and improve industry operational efficiency.

O presente relatório enquadra-se na sequência do estágio curricular realizado no Banco Santander Totta com vista à obtenção do grau de mestre em Economia pela Faculdade de Economia da Universidade de Coimbra.A primeira parte deste relatório consiste na apresentação do Banco Santander Totta e numa breve descrição das tarefas por mim realizadas ao longo do estágio. A segunda parte consiste num breve estudo sobre a eficiência dos principais bancos a operar em Portugal entre 2006 e 2015 através da aplicação da metodologia Data Envelopment Analysis. Neste âmbito, é ainda efetuada uma comparação entre os bancos mais eficientes a operar em Portugal e são destacados os efeitos em termos de eficiência dos eventos mais importantes ocorridos durante o período em análise, tais como o programa de assistência financeira a Portugal ou o caso da resolução do Banco Espírito Santo.Com a realização deste estudo foi possível encontrar a existência de bancos com melhores níveis de eficiência face a alguns dos seus concorrentes. É ainda de destacar a conclusão de que, considerando retornos constantes à escala, os bancos de média dimensão apresentam melhores resultados face aos de maior dimensão. Já com retornos variáveis à escala a grande maioria dos bancos é considerada eficiente com destaque para os bancos de maior dimensão. Por fim verificou-se ainda que o período de pior desemepenho da banca portuguesa ao nível da eficiência coincidiu com o a vigência do Programa de Assistência Económica e Financeira a Portugal entre 2011 e 2014.
The present report fits in the sequence of the curricular internship held at Banco Santander Totta in order to obtain a master’s degree in Economics from the Faculty of Economics of the University of Coimbra. The first part of this report consists of the presentation of Banco Santander Totta and a brief description of the tasks I have accomplished during the internship. Next, this report contains a study about the efficiency of Portuguese banks between 2006 and 2015 through the Data Envelopment Analysis methodology. In this context, a comparison is also made between the most efficient banks operating in Portugal and the efficiency effects of the most important events occurring during the period under analysis, such as financial assistance program for Portugal or the resolution of Banco Espírito Santo. With the accomplishment of this study it was possible to find the existence of banks with better levels of efficiency compared to some of its competitors. It is also worth noting the conclusion that, considering constant returns to the scale, medium-sized banks present better results than the larger ones. The only large bank considered to be efficient is a state-owned bank. With variable returns to scale, the vast majority of banks are considered to be efficient, with the largest banks being the most prominent. Finally, it was verified that the period of poor performance of the Portuguese banks in terms of efficiency coincided with the implementation of the Program of Economic and Financial Assistance to Portugal between 2011 and 2014.

After rapid development in TFT-LCD industry from 2000 to 2007, the production capability of TFT-LCD firms has expanded tremendously in Taiwan, Japan and South Korea. However, due to the global economic decline, the demand has reduced hurriedly in the third and fourth quarters of 2008. The fast change from boom-and-bust, of demand has coused Taiwan's TFT-LCD factory to encounter in operating difficult. This study selected 10 major TFT-LCD companies as the sample firms , 7 of them are Taiwanese firms listing at Taiwan’s firms that listed in Taiwan stock market, including CMO, AUO, CPT , Innolux, HannStar, TPO, Wintek, others are Sharp from Japan, and Samsung and LG from South Korea. Data envelopment analysis (DEA) is used in this study to rank the performance of firms for the sample firms. The research attempts to use Analysis of Efficiency, Slack Variable Analysis, and Malmquist Productivity Index (MPI) to measure the efficiency frontiers of TFT-LCD industry in Taiwan, Japan and South Korea In order to investigate efficiency frontiers from different perspectives, this study designs four Input-Output Models in the DEA analysis. The input variables include staff population, financial structure, total assets, cost of operating, research and development expense, intellectual capital at the beginning period, the output variables include business income, benefit before tax , business capacity, profitability, cash flow, and intellectual capital at the end of the period .The study tries to find the benchmark firms and the input and output slacks to understand the relative position of the sample firms. The results indicate that, about half of TFT-LCD firms in Taiwan are very competitive worldwide.Those firms that are not in efficient frontiers can learn form their benchmarking companies to understand how to adjust the scale of the firm to promote competitiveness and restructuring speed, increase sales profits, and increase profitability and total effectiveness. As a summary, it is suggested that (1) firms should put further backward integration on upstream components to reduce input costs. (2) firms should focus on niche and concentrate on the development of key technology to increase profits, (3) firm should try to own self-brand and try to expand marketing channels. It is also hope that the study findings can provide some suggestion of business efficiency improvement for Taiwanese TFT-LCD firms.

Steel industry is one of the basic industry in developed country and used to be the symbol of the national power and property. It is not only able to push other industry forward, but also be the role improving other industrial development. As a result of absence in resource, the efficiency and cost has been the essentiality. Since the steel industry was in-need in Taiwan, the price had changed obviously by other country. The international competition has been the most important issue in Taiwan after joining WTO. The specific factory with lots kinds of products and more than 50% market occupied was suitable to analyzed the competitive relationship between Taiwan and the global in steel industry. With application of Date Envelopment Analysis (DEA) approach, this study conducted with the performance analyzation among 31 steel mills, which was composed of one in Taiwan and thirty in the world. Listing the way and option the specific mill needed to improve. Also, this study investigated the efficiency change of those steel mills by the Malmquist index to complement the defect of DEA. In this study, the specific mill had not affected by the risen of the in-ternational steel price since 1998~2004 because of the stable performance, but not well done on the fourth extension in 1997. The specific mill has operating advantages on material cost and the amount of employees, and this is the key point of the input factor in DEA. How to make a long-term contract of material commerce is the first key in improving operating ef-ficiency in the mills lack of material. By Malmquist index, the specific mill had operated effectively since 1997~2004 but total factor productivity change had done less well than before cause by the technique decline since 2002~2004. In practical contrast, we found this had not resulted from the decline of the specific mill, but the growth, diversification and internationalization of industries in other countries. So the specific mill would better to use the positive financial management to promote the technique, scheme the new production line, raise up the product quality and strengthen the growth downstream factory to level up the competitive.

The objectives of this study are to understand the current state of healthcare systems’ operation in Taiwan, and to find out the approach to measure hospital efficiency objectively. We explored the relationship between implementation of strategy and efficiency among healthcare systems of hospitals above 100 beds, and inquired the strategies which enhance hospitals’ performance. This is a cross-sectional study combing primary and secondary data. A structured questionnaire was developed and mailed to chief executive officers of 88 hospitals of 6 healthcare systems. The questionnaire includes three sections: the healthcare systems’ operational situations, those executives’ viewpoints of franchise, and the strategies which they have been implementing more than one year. The response rate is 59 percent. Secondary data came from the Department of Health in Taiwan ( Service Volume and Current Status of Health Care Organizations in Taiwan Area 2000 ). Data envelopment analysis was used to measure efficiency score. Finally, multi-tobit analysis was employed to explore the relationships between strategies and efficiency scores. The results indicate that the operating efficiency scores of private healthcare systems are significantly higher than those of veteran, nonprofit proprietary, Department of Health affiliated, military, and municipal healthcare systems. Adjusted for the confounding variables of ownership, accreditation status, and scale, the following operation strategies are found significantly related to efficiency: (1) “contract management of specific specialty” and “increasing the responsibilities of hospitals’ chief” in directional strategy category; (2) “integrate education activities of employee” in human resource strategy category; (3) “establish long-term quality improvement objectives” in quality strategy category. The study suggests that implements the above operating strategies could significantly improve the healthcare systems’ efficiency.

It is a crucial topic to investigate the performance of financial holding companies with a diversified business as expected. The present study employs the data envelopment analysis (DEA) to demonstrate the operational efficiency and optimal scale under cross-industry alliance between the banking and security sectors of the domestic financial holding companies. In the first place, the CCR model is applied to obtain the technical efficiency (TE), followed by calculating the pure technical efficiency (PTE) using the BCC model. We finally obtain the optimal scale in terms of returns to scale (SE), efficiency reference and analysis and analysis of variance. Empirically, we show that the average technical efficiency of all financial holding companies is 0.672, which implies that 32.8% of the resource fails to show efficiency and results in the serious waste of resource and an insufficient output. Furthermore, the present study also finds that the key factor giving rise to a technical inefficiency of 53.41% for financial holding companies is due to a purely technical inefficiency. The scale inefficiency, however, is accounted for 46.59%. In addition to these, under the influence of the Financial Tsunami in 2008, the average efficiency of these 13 financial holding companies is 0.619, which is 5.33% lower than that during the period of the previous season. It should be concluded, from what has been said above, that the operating efficiency of the financial holding companies after cross-industry alliance between the banking sector and security sector, does not meet the synergy of integration as expected previously as facing the financial crisis.
