Abstract:
In China, debates on energy security are diverse and far beyond geopolitical analysis. Findings from the ever-expanding literature indicate two major schools of thought, namely the nationalist and globalist ones, while a pragmatic approach has been prevailing that integrates exploring domestic sources and engaging external actors when needed. The challenges of having to do whatever feasible to meet energy demands and at the same time, pursuing alternatives that reduce its negative impact on human health and environment, have led to growing pluralism in policy advocacy in China. While the two schools of thought on energy security will continue to compete against each other, the argumentative strength of each school shall be conditioned by many factors influencing China’s macro-economic fluctuations in general and energy economies in particular. The Chinese government’s energy policy-making is expected to reflect a dynamic balance between both schools.

Abstract:
Debate is a genre that has gained popularity due to its educational value on different levels of the education system. The essential advantage of using debate as an educational tool is that it prepares students to participate in public debate outside the classroom environment. The available models of teaching how to debate are rules-oriented (showing students the rules of conduct valid in the debate) or argument-oriented (teaching the balance between affirmative argumentation and refutation and proper ways of building arguments). This article offers a new, genre-oriented model of debate teaching based on showing the relationships between genres that compose the debate. Exemplified by the Karl Popper debate format, popular in Central and Eastern Europe, four genres ingrained in a debate are depicted: affirmative speech, refutation speech, summarizing speech, and cross-examination. What has been also described is the intricate web of relationships and influences between those genres which build the educational debate’s ecosystem. Using the genre-oriented model in teaching debates and showing the relationships between the four genres will enable students to increase their understanding of the debating process and help them visualize how big impact their actions have on the course of the debate.

Abstract:
This article provides theoretical and empirical insights into the effects of transparency on civil society empowerment by analyzing the Extractive Industries Transparency Initiative (EITI) in Myanmar. It identifies three processes through which the EITI (dis)empowers civil society: constituting, using, and debating transparency. Whereas most transparency literature focuses on the effects of information disclosure—( using transparency)–the empowering effects of constituting and debating transparency are, for the EITI in Myanmar, much greater. While civil society organizations (CSOs) hardly use the EITI report as it lacks actionable information, the EITI has given CSOs a previously unimaginable role through their involvement in designing and implementing the EITI—i.e., in constituting transparency—and in EITI-related awareness-raising activities and debates, or debating transparency. Though in unequal ways, the processes of constituting and debating transparency empower CSOs to request, collect, and use more actionable information than through the EITI alone. This article argues that transparency initiatives could benefit from focusing attention on not only what information to disclose but also through which processes.

Abstract:
This paper sets out to assess the state of the academic, and policy and practice, debate around leadership in the UK voluntary sector context. There has been a lack of sustained academic interest in the notion of leadership in the UK, and equally a lack of dialogue between academia, policy and practice. As a result, it is often far from clear whether there is any agreement about what leadership consists of, and the difference that ‘improved’ leadership might make. The paper considers what is meant by leadership in the voluntary sector, and considers three dominant approaches that have been used to frame leadership in debates within the sector. The three themes we identify in existing literature are person-centred approaches, process approaches, and debates that are concerned with issues of representativeness. In particular, it draws attention to the over-reliance on individual or person-centred accounts of leadership in the sector. The paper posits instead the promise of accounts that draw attention to collective notions of leadership, and the implications of a more widespread adoption of such frames for leadership development practice and research.

AbstractAccording to some evolutionary theorists human prosocial dispositions emerged in a context of inter-group competition and violence that made our psychology parochially prosocial, ie. cooperative towards in-groups and competitive towards strangers. This evolutionary hypothesis is sometimes employed in bioethical debates to argue that human nature and contemporary environments, and especially large-scale societies, are mismatched. In this article we caution against the use of mismatch theories in moral philosophy in general and discuss empirical evidence that puts into question mismatch theories based on parochial prosociality. Evolutionary mismatch theories play at best a rhetorical role in these moral debates and may misrepresent the status of relevant evolutionary research. We finally recommend that moral philosophers interested in the evolutionary literature also engage with dispositions such as xenophilia and social tolerance to counterbalance the focus on psychological mismatches adopted so far.

Today’s sustainability challenges have major implications for human health and health care. At the same time, the way health care is organized and conducted has major sustainability implications. Sustainable health and sustainable health care approaches in research, which engage with health and sustainability as intertwined phenomena, feature increasingly prominently in various literatures, i.e., (i) literature based on the premise of ‘(un)healthy environments result in (un)healthy people’ (e.g., planetary health); (ii) literature on the implications of ecological change for the sustainability of healthcare systems; and (iii) literature on healthcare systems’ sustainability in view of a range of socio-economic factors. However, an integrative elaboration of the manifold relationships between health and sustainability challenges in these literatures is currently lacking. This review paper therefore maps how these three literatures represent intertwinements between health and sustainability challenges, as well as their suggestions to address these challenges. In addition, we explore which themes and questions are pertinent, meaning they have remained largely unaddressed. By performing a qualitative mapping review, we find that calls for structural attention to inequality, to in-and exclusion, and to stakeholder needs and perspectives cut across these three literatures. Furthermore, we identify three cross-cutting key questions that require future research attention. First, how do divergent ideas on what is and divergent ideas on how can that be known give rise to different health- and sustainability visions and pathways? Second, what do abstract problem statements and solutions presented in agenda-setting work look like in practice in specific and diverse empirical contexts across the globe? And third, how are diverse health and sustainability dynamics historically and spatially interconnected? Moreover, we observe that some voices have so far remained largely silent in scientific debates on health and sustainability intertwinements, namely non-expert voices such as patients and citizens, voices from a variety of social scientific and humanities disciplines, voices from relevant domains beyond (environmental) health, and voices from the global South (from non-experts, social scientific and humanities researchers and domains beyond health). We conclude that a focus on inclusive and equitable engagement with intertwined health- and sustainability challenges is imperative. This requires moving away from developing universal knowledge to address generic problems, to foregrounding plurality in terms of problem statements, knowledge, solutions, and the values embedded therein.

This article examines debates, scholarly studies, and literary representations of the phenomenon of racism in socialist Yugoslavia and Yugoslavs’ relationship to whiteness in the 1960s and 70s. I argue that the persistent activism of black African students helped provoke official, scholarly, and public discussions about the thorny question of racism in Yugoslav society during this time. The salience of black students’ accusations eventually made something that was taboo in the 1950s and early 1960s—namely, entertaining the prospect that anti-black racial prejudice existed in non-aligned, socialist, and anti-racist Yugoslavia—into an active subject of debate by the end of the decade. Importantly, the relative candidness with which academic studies and popular literature addressed racism indicates a reflexivity about “racial” questions on the part of socialist Yugoslav society, something that scholarship has largely neglected in favor of focusing on the suppression or elision of race and the inadequacy of state socialist responses to the problem of domestic expressions of prejudice.

Abstract:
The study of al-Jahiz among researchers and historians of the classical Islam has shed more light not only on the man and his intellectual engagement but also on the general Islamic intellectual history, especially in the ninth century Bagdad, the capital city of the ‘Abbasid kingdom. This article examines how al-Jahiz, as an enthusiast debater, dialectician, and polemicist, engaged himself in debates concerning the virtues of ‘Ali ibn Abi Thalib and his caliphate status. This is a literature study of al-Jahiz’s works, complemented by secondary relevant sources. This study reveals that in debating this particular issue which had been highly controversial by his time, al-Jahiz differed from both his fellow Mu‘tazila thinkers and hadith transmitters, and even argued against ijma’,the consensus argument, which was and is still regarded as undisputed argument by many Islamic law scholars. His intellectual bravery then allowed him to freely articulate his ideas and stand as an independent and original thinker.

This article delves more deeply into the prophet Ibrāhīm's art of debating: an analysis of ma'nā maghzā's approach to Q. 2: 258. The difference of views is a fact that cannot be denied. The debates that occur often lead to the presence of further conflicts, both at the regional, national, and international levels. Two points are outlined, first, how to use Q. 2: 258 in its language and socio-historical manner; Second, what is the significance of Q. 2: 258. This article is a type of qualitative research in the form of library research. The primary data source in this study is Q. 2: 258. While secondary data sources include literature that is directly or indirectly related, both in physical and online libraries. To see it, this article uses the ma'nā cum maghzā approach offered by Sahiron Shamsuddin. As a result, in language, Q. 2: 258 is a verse that specifically speaks to a debate that took place between the Prophet Ibrāhīm and King Namruż. Q. 2: 258 hints at a system of "debate" in the context of "inclusive dialogue". The argument used by the Prophet Ibrāhīm is a type of argument a fortiori, which is an argument that has an analogical affirmation value between two different things but is closely related in a logical corridor.

Abstract:
Sheikh Aḥmad Dīdāt, the awardee of King Faisal award in 1986, was a enthusiastic, self-educated Muslim preacher from South Africa, most prominent for engaging Christian missionaries in open debates. Although he was famous for his sharp and impassioned debating style, he also published more than 20 books and wrote numerous articles and pamphlets, many of them were translated into different languages. He settled a specific discourse on the nature of relations between Muslims and followers of other religions through dialogues, public debates and written literature. This research aims to identify Dīdāt’s approaches in his literature, the impact of his methodolgy on Islamic-Christian dialogue, the methods used by him in this regard and the guidelines from his approches to improve Islamic-Christian dialogue in future. The study concludes that dialogue is one of the basic means to achieve peace and peaceful coexistence in the modern era. Moreover, Dīdāt adheres to the original and authentic sources of the Christians, and promotes the calm dialogue based on the principles of sober scientific research, in order to achieve security and peaceful coexistence. The researchers recommend establishment of an active international Islamic body for dialogue, far from political influences and directives, to prepare scientific and intellectual cadres of Muslim interlocutors at all levels.

Abstract:
This two years master’s thesis is a review and exploration of the Swedish debate concerning children’s literature from the 19th century to the present, as well as the evaluation and analysis of four adaptations of the tale Red Riding Hood. The aims are to identify how ideas and values regarding the role of children’s literature in society have developed over time and to contribute with a knowledge base for continued reflection and discussion on the subject of children’s reading and mediation of children’s literature in public libraries. The theory and method used in the thesis, is primarily based on the discourse analysis of Michel Foucault. I have identified four main discourses: the educational discourse, the liberation discourse, the politicized dis- course and the popular discourse. To explore the tension between contingency and permanence within the dis- cursive field I have revolved the analysis around key concepts such as ”pedagogy”, ”children” and ”childhood”. The four different adaptations of Red Riding Hood illustrate how beliefs about children and children’s reading have been revised over time. The study shows that the debate and the literature have evolved from a didactic and instrumental point of view to a more liberating and aesthetic approach. But the movement is not linear and uni- vocal. The current debates and the range of children’s literature today exhibit tendencies both of protective mo- rality, expressive and imaginative aesthetics and political awareness. The predominant view of children is still as human “becoming’s” rather than “beings”, and the value of reading literature is thus regarded as extrinsic and as a tool for language development. This continuous and ongoing educational discourse takes little interest in the children’s own ideas and opinions about books and reading. It is my conclusion that children’s libraries, as me- diators of children’s literature, have an enhanced role to play in today’s technologically based society; providing and encouraging book discussions and other literary activities where not only the literature is in focus, but the children’s own reading experiences as well.

Abstract:
This thesis is a discursive investigation of contested political discourse. Using Discursive Psychology, I analyse broadcast political debates on the European Union to explore how politicians advocate and defend their political positions in an argumentative context of justification and criticism. Past research in social psychology and cognate disciplines has investigated ideology from a multitude of views. Following a move away from mainstream approaches I demonstrate how some qualitative approaches treat it as a live matter in broadcast political debates. For my data I have chosen the controversial political battleground that is the European Union and what it means for Britain. The contribution of Discursive Psychology comes in highlighting the contested, rhetorical, nature of ideology . In this thesis I draw upon Discursive Psychology to explore how this contestation unfolds as situated practice in multi-party conversations about the EU. Politicians will argue in favour or against the EU, often on the grounds of what the implication is for Britain. In this thesis I argue that Discursive Psychology is best equipped to allow us to study this as an activity; an observable, and contextual, social action. The analytical chapters focus on three interrelated aspects of political argumentation: the construction and use of factual claims (including demonstrations of knowledge statuses ) and counterclaims, the role of overlapping talk, and the function of laughter and derision. The first analytical chapter seeks to elucidate some of the ways in which facts and situated knowledge displays of them are oriented to as an argumentative matter and how they can be challenged. The second analytic chapter illustrates the role played by overlapping talk and challenges in managing the argument at hand. The last analytic chapter focuses on the accomplishment of derision in broadcast political debates, particularly on how derision can be used as form of counterclaim. Ultimately, this thesis demonstrates the usefulness of Discursive Psychology in understanding the discursive dynamics of mobilisation, contestation, and defence of contrasting viewpoints in the service of political argumentation. Discursive Psychology can help social psychologists get a much deeper appreciation of the situated, and discursively dynamic, nature of political argumentation and conflict in talk.

The purpose ofthis paper is to advocate Conflict Navigation as a new pedagogy aimed at uniting co-curricular debate educators in the United States. Contemporary collegiate debate demonstrates a crisis in pedagogy as seen in a history of "fractionation through structural fortification". This lack of a sustainable pedagogical community has proven to critically strain the resources and curricula of academic debate. Conflict Navigation (CN) represents a behavior-based approach to conflict with an emphasis on ethical rhetoric. The primary mission of argument within a CN framework is inquiry, cooperation, and engagement.

AbstractIn 2022 worldwide military spending peaked largely due to the invasion of Russia in Ukraine. This paper provides an overview of the world’s military spending over the last three decades where we clearly see an influence of the geopolitical situation on the budgets. On a more theoretical note, models on military spending have traditionally focused on the aspect of burden sharing between allies. By giving a synopsis of this academic literature on burden sharing, we set the frame for a discussion on the current differences in worldwide military spending. We highlight the caveats one should keep in mind when comparing military expenditure data and debating defense burdens.

In Engineering, the construction of informed, persuasive and convincing arguments is at the very core of everyday practice. However, in taught postgraduate education there is often an excessive focus on assessment of these skills through written arguments or oral presentations that are usually in the form of long uninterrupted monologues, where the construction of the arguments themselves is almost never challenged. To change this status quo, we have successfully pioneered the use of oral debate as a dynamic and engaging mechanism to develop and assess this skill in our Chemical Engineering MSc students. Debate is an ideal mechanism to assess our students’ ability to construct arguments as it actively encourages them to (1) think about both sides of an argument, (2) consider how they can persuade others and (3) express their viewpoint professionally but with conviction. For this reason, the debates undertaken were linked to important engineering ethical dilemmas, by discussing topics such as “should developing countries prioritise the shift to clean energy over economic growth”. The development of this debate-based training and assessment has had numerous positive outcomes on the students’ learning experience and vital skills development. Importantly students found the debates to be both an interesting and enjoyable method of assessment and noted that the skills learned would be useful in their future careers. In this concept paper we present our experiences in delivering debate assessments to engineering students along with recommendations for practitioners wishing to implement similar styles of performative assessments in their own pedagogy.

This paper presents initial experiences in using online debates as an innovative academic learning technique in multicultural and multilingual communities. The purpose of the paper is to illustrate the potential of creative and critical learning through debates, and to demonstrate the use of new technologies in achieving such learner outcomes. Description is provided of participant experiences in debates regarding actions and values. The debates were conducted in the Karl Popper format by means of Skype, with audience questions. The debaters were journalism students of the Faculty of Philosophy at the university of Novi Sad, Serbia, and of the University of Bratislava, Slovakia. The following research methodologies were employed: a) theoretical analysis; b) descriptive method; c) group surveys as scientific discussion; e) modelling method, in which a model is offered of Skype-based debates as an innovative distance-learning technique in the context of international exchange of experiences. Analysis of the group surveys, which were completed by the student debaters and audience, revealed that this form of learning is exceptionally dynamic, creative and demanding. Teams present constructive arguments for and rebuttals against, asking cross-questions in order to identify and resolve inconsistencies, flawed arguments, insufficient data, ambiguities and any other impediments to clear communication and learning. The debate programme has enabled the Department of Media Studies in Novi Sad to conduct quality debates using new digital technologies, and to organise international and bilateral debate tournaments in virtual time and space. Debate tournaments as a form of intellectual competition require the participants to prepare, to analyse cause and effect, to gather data, to recognise topics of social significance, to formulate arguments, to predict social consequences if a problem remains unresolved, to identify human actions which contribute to the problem, and finally to propose solutions to conflict situations. The same type of analysis is employed by journalists in their investigative work. Therefore it is clear that such debating skills serve as useful tools in learning the process and techniques of analytical journalism. With the addition of the international aspect, the benefits are even greater. This study of the online debating experience of students from Serbia and Slovakia is a modest initial contribution to a new model of learning which merits further attention by researchers.

Class debates have grown in popularity during the last decade. Educational scholars found that dialogic debates are more instructive than oppositional debates. The movements are made during a disagreement when two parties try to reason together. It compares new ideas to old ones and looks at a topic or issue from several aspects. Education needs dialogic as it allows students to reconstruct personal knowledge and advances scientific understanding. Previously referred to as knowledge building and then now referred to as knowledge creation since its similarities to the literature on innovation and knowledge generation. Knowledge building forum would encourage discourse rather than argumentation, according to the literature on this approach, encompasses a more extensive range of methods than the language-driven ones generally linked with argumentation. Students conducted a class discussion and writing through a knowledge building approach in this study. Their dialogue took place in an online learning environment called a Knowledge Building Forum. The ultimate objective of the research study is to investigate how would teacher include scaffolds into their knowledge building forum note writing and how would they incorporate them into their teaching.

ABSTRACT Background: A pandemic potential Covid-19 spread rapidly worldwide. Ministry of Health, Republic Indonesia recommended one of the Covid-19 treatments with combination of hydroxychloroquine/ chloroquine and azithromycin. However, the effectiveness and safety of antimalaria regime remain debating topic. This study aimed to investigate the role of chloroquine and hydroxychloroquine in prophylaxis of Covid-19. Subjects and Method: A systematic review was conducted by searching from PubMed, SpringerLink, and Cochrane Library databases. The keywords were “prophylaxis”, “chloroquine” OR “hydroxychloroquine” “SARS-CoV-2” OR “Covid-19”. The inclusion criteria were phase IIb clinical trials, double masking, comparative observational studies, open access articles published until August 2020. The exclusion criteria were inaccessible and duplicate articles. The quality of selected articles was critically appraised. The data were reported by PRISMA flow chart. Results: Three articles out of 117 articles met the criteria inclusion. The findings showed that hydroxychloroquine could not prevent Covid-19 compatible disease or confirmed infections when used as post-exposure prophylaxis. High dose chloroquine was not recommended for critically ill COVID-19 patients because of its potential side effects, especially when administered with azithromycin and oseltamivir. Covid-19 patients with the need for oxygenation were not suggested to use hydroxychloroquine. Conclusion: There is scarce evidence to support prophylaxis and treatment effects of chloroquine or hydroxychloroquine in COVID-19 patients. Further research on the safety and use of chloroquine or hydroxychloroquine is required in the management of Covid-19. Brazilian livestock farming stands out worldwide as a leader in the production and export of meat, driven by a significant herd of approximately 234.4 million head, according to IBGE data from 2023. The beef cattle production cycle comprises three distinct phases: breeding, rearing and finishing, each culminating in the production of weaned calves, lean steers and fat steers, respectively. This activity, predominantly based on pasture due to tropical climatic conditions, faces challenges such as pasture degradation and forage seasonality, requiring the use of technologies such as growth-promoting additives to optimize production results. These additives, including antibiotics such as ionophores and non-ionophores, as well as essential oils, improve feed efficiency and contribute significantly to the national economy, although they raise debates about microbial resistance and environmental impacts

Tras exponer las visiones de las economías neoclásica y ecológica sobre la relación entre crecimiento económico y sostenibilidad medioambiental y la propuesta de conciliar ambos fenómenos mediante un desarrollo sostenible, se analiza la posibilidad de que el desacople posibilite tal conciliación, desde una perspectiva teórica y empírica. A continuación, se exponen y debaten los tres grandes posicionamientos existentes en la literatura sobre el crecimiento económico: los partidarios del crecimiento, los partidarios del decrecimiento y los agnósticos ante el mismo; y se presentan las políticas que desde esas posiciones se propugnan, bien orientadas a la eficiencia y soluciones técnicas o bien a la suficiencia y cambios en los niveles y patrones de producción y consumo. Finalmente, se apuntan una serie de gaps de la literatura, que convendría corregir para realmente hacer operativas y eficaces las políticas que se proponen. Abstract This paper has carried out a literature review to answer the question of whether safeguarding the environment currently requires the adoption of degrowth policies. After presenting the neoclassical and ecological economic views on the relationship between economic growth and environmental sustainability and the proposal to reconcile both phenomena through sustainable development, the possibility of the decoupling that could make such a reconciliation possible is analysed from both a theoretical and empirical perspective. Next, the three main positions in the literature on economic growth are presented and debated: those in favour of growth, those in favour of degrowth and those agnostic towards it; and the policies advocated from these positions, whether oriented towards efficiency and technical solutions or towards sufficiency and changes in the levels and patterns of production and consumption. Finally, a series of existing gaps in the literature are pointed out, which should be corrected in order to make the policies proposed operational and effective. This rapid review explores linkages between climate justice and losses and damages, and the inclusion of climate justice ideas in donor policies. Both climate justice and losses and damages are complex issues with large, diverse and growing literature bases, touching on a huge array of interrelated issues. Yet the meaning, scope and practical implications of both concepts are still contested. Hence, this rapid review only provides a snapshot of the ideas discussed and the literature available. It is recommended to explore the references for more detailed debates and discussions.

The women, peace and security (WPS) agenda in peace operations has had myriad successes as well as setbacks in implementation. The rise of ‘gender-sensitive’ or ‘gender-responsive’ approaches to peacekeeping signals progress in policy language, but in practice, peacekeepers can struggle to comprehensively implement gender analyses or deliver on WPS tasks. Based on a review of existing academic and policy literature, this paper identifies five strategic debates central to WPS agenda implementation: participation beyond numbers, men’s roles, defining ‘gender’, balancing gender ‘inside and outside the fence’, and non-traditional security challenges. It then identifies six key operational challenges to implementation: resourcing, accountability, recruitment barriers, scale, siloing versus mainstreaming, and securitization. With the approach of the 25th anniversary of the WPS agenda in 2025—possibly the most significant yet for the integration of gender and peace operations—stakeholders should step up efforts to ensure the sustainability of the agenda’s implementation, in line with its most progressive reading.

New language technologies are coming, thanks to the huge and competing private investment fuelling rapid progress; we can either understand and foresee their effects, or be taken by surprise and spend our time trying to catch up. This report scketches out some transformative new technologies that are likely to fundamentally change our use of language. Some of these may feel unrealistically futuristic or far-fetched, but a central purpose of this report - and the wider LITHME network - is to illustrate that these are mostly just the logical development and maturation of technologies currently in prototype. But will everyone benefit from all these shiny new gadgets? Throughout this report we emphasise a range of groups who will be disadvantaged and issues of inequality. Important issues of security and privacy will accompany new language technologies. A further caution is to re-emphasise the current limitations of AI. Looking ahead, we see many intriguing opportunities and new capabilities, but a range of other uncertainties and inequalities. New devices will enable new ways to talk, to translate, to remember, and to learn. But advances in technology will reproduce existing inequalities among those who cannot afford these devices, among the world’s smaller languages, and especially for sign language. Debates over privacy and security will flare and crackle with every new immersive gadget. We will move together into this curious new world with a mix of excitement and apprehension - reacting, debating, sharing and disagreeing as we always do. Plug in, as the human-machine era dawns.

This rapid literature review collates available literature on South-South cooperation (SSC) (including the origins of the concept and how is it explained by different developing countries). It draws on a diverse range of sources including academic and grey literature. Given the breadth of debates regarding SSC, this review should be considered as indicative of broad narratives. SSC, both the theoretical notion and its practical application, is a commonly accepted component in discussions of international development policy. However straight forward the concept of SSC might appear, the term is not without ambiguity and many commentators highlight that there is no agreed definition. SSC is broadly understood as the transfer and exchange of resources, technologies and knowledge between developing countries and has grown exponentially in recent years as a result of the increased engagement of ‘new’ or ‘(re)emerging’ development cooperation ‘providers’ from the South. However, the notion of SSC is neither new nor static, rather it has evolved in response to global developments.

This paper begins by locating the Global Open Data for Agriculture and Nutrition project (GODAN) in the context of wider debates in the open data movement by first reviewing the literature on open data and open data for agriculture and nutrition (ODAN). The review identifies a number of important gaps and limitations in the existing literature. There has been no independent evaluation of who most benefits or who is being left behind regarding ODAN. There has been no independent evaluation of gender or diversity in ODAN or of the development outcomes or impacts of ODAN. The existing research on ODAN is over-reliant on key open data organisations and open data insiders who produce most of the research. This creates bias in the data and analysis. The authors recommend that these gaps are addressed in future research. The paper contributes a novel conceptual ‘SCOTA’ framework for analysing the barriers to and drivers of open data adoption, which could be readily applied in other domains. Using this framework to review the existing literature highlights the fact that ODAN research and practice has been predominantly supply-side focused on the production of open data. The authors argue that if open data is to ‘leave no one behind’, greater attention now needs to be paid to understanding the demand-side of the equation and the role of intermediaries. The paper argues that there is a compelling need to improve the participation of women, people living with disabilities, and other marginalised groups in all aspects of open data for agriculture and nutrition. The authors see a need for further research and action to enhance the capabilities of marginalised people to make effective use of open data. The paper concludes with the recommendation that an independent strategic review of open data in agriculture and nutrition is overdue. Such a review should encompass the structural factors shaping the process of ODAN; include a focus on the intermediary and demand-side processes; and identify who benefits and who is being left behind.
