Full text@This study evaluates the effect of local employment policies in the province of Quebec, with the aim of assessing how an active employment policy and a local development policy are reconciled. The employment policies of the OECD countries initially favoured unified interventions at the national level. The trend towards decentralisation in the 1980s supported targeted local actions within a process of regionalisation in the area of active employment policies. In Quebec, the decentralisation of employment policies, developed as a result of a transfer of powers from the federal Canadian level to the provincial level of Quebec in 1997-1998, has been directed towards the local authority, the regional county municipalities (MCR). This geogrpahical analysis focuses on the social aspects of development :. The first part considers approaches to employment and unemployment, to job insecurity and to its social consequences. The second part considers the historical context of decentralisation in Quebec and evaluates the effects of the measures taken upon the unemployed. The final part, based on interviews with local individuals concerned, assesses the dynamism of local activity in the Greater Quebec Area. It examines the new theme of a social, solidarity-based economy aimed at integration, social justice and balanced local development. The thesis adopts both a local approach and a comparative approach : for the local approach, we compare the impact of decentralised measures for employment taken in the Quebec area community (the central urban district, Quebec being the provincial administrative capital)and in the Charlevoix-Est region, a rural and touristic peripheral zone. The comparative approach contrasts the opportunities offered to the local participants by decentralisation in a federal state with a liberal economy to those offered by the decentralisation of the unitary French state since 1982

Full textThe purpose of the study was to contribute to the understanding of school administrative teams and to shed some light on the nature and function of these teams through a study of their administrative team meetings.
As a qualitative descriptive study, this research involved 24 secondary school administrators. Data collection techniques included postal surveys to gather initial descriptive data, followed by telephone interviews that allowed for more in-depth discussion of issues faced by the principals and their administrative team.
The findings provide strong evidence of the complexity of the nature of secondary school principals, work and the importance of working collaboratively with their administrative colleagues.
The study has implications for the preparation of aspiring educational administrators, as well as those who currently hold these roles in today's schools.

Full textNurse shortage in the province of Quebec is a growing concern for stakeholders and policy makers in the health care and social services domain. Remote areas are particularly affected by this workforce imbalance because of specific challenges they face relatively to their geographical isolation and recruitment problems. Newly graduates from nursing programs in Quebec universities’ represent a recruitment pool of choice for recruiting nurses that are willing to go rural. The main objective of this project is to explore factors that influence final-year nursing students’ intention to choose a rural area as first employment location. A secondary objective of this study is to explore the links between the intention to work in remote area and the availability of information and communications technology (ICT) in these areas. To meet our objectives, a transversal observational study was conducted. A survey based on the theory of planned behavior to which we add the two fallowing constructs: personal identity and telehealth was build and validated for data collection. Different analyses were performed according to the respondent’s background (rural or urban) and this survey allowed the identification of factors linked to the intention to settle in rural area after graduation. For rural background respondents, personal identity, perceived behavioral control and social norm were identified as determinants underlying the intention to settle down in a rural setting. For urban background respondents, personal identity, perceived behavioral control and affective attitude were significantly associated with their intention to settle down in a rural setting. This project contributes to a greater understanding of the elements that could influence the choice of a place of practice for newly graduated nurses.

The comparative study has proved that it could be aduled on other wean that the part of system is based on the concept called "dejudiciarisation" which privilege the precedence of social action before the jurisdiction thowever, in the two systems, the news foots have to be consdered by social welfare services and juridictions. The united nations conventioin of the child heralding the new area in the development of the children's rights. They have to tatk into account the right of the child to be heared in the proceedings and welfave of the child with child's parents

Full textThe modernization of the state and the emergence of new sociocultural actors from the 1980s onwards originated the current process of participative decentralization in Bolivia. The reformed constitution confers a multiethnic and multicultural character on the Bolivian nation. Nearly two hundred laws have been passed, aiming at a thorough reorganisation of the country. Two of them will particulary support the development of new strategies on the part of the indigenous groups or the groups in the process of indigenisation. The Popular Participation Law (1994) has generated a wide movement of municipalization based on the principles of participative planning and has thus opened civic and political spaces to all local actors. The Law of the National Institute of Land reform (1996) explicitly acknowledges cultural diversity by granting the native populations the ownership of collective land. Based on three case studies carried out in Chiquitania, an area located in the Lowlands of Bolivia, this research work evaluates the strategic capacity of the local indigenous organizations within the framework of participative decentralization, and tries to measure the extent of the reforms of neo-indigenist type. It highlights the progressive democratization of the local societies, the indigenous territorialisation as well as the ethnicisation of the actors and the social relationships

Full textThis thesis is about the study of the statue of Morrocan local administration. The preliminary part which was didacted to the historical evolution would show that the local administration does exist before the protectorate. Moreover, the "jemaa" institution reflected a local autonome. Reorganizaded by the protectorate authorities, these traditional local institutions lost some of their force after the independance adding the setting of local administrative structures based on the new technics of the local administration : the decentralization et the deconcentration. The structures of territorial deconcentration are better surrounded than in the past with the creation of new territorial administrative executives. However the foreign department who has a technical efficiancy did not tend to a better territorial division. The process of territorial decentralization was advanced by the "commune" according the reform of its own statue of 1976, it remains limited at the second local collectivity : the province in which the governer has double functions. The financial constraints, the problems of under-developpement of local arias made us wonder about the reality of territorial decentralization in other African countries. So with our analysis we end with the following conclusion : the morrocan experiment of decentralization is logic regarding the oder cases which were studied, and the principle is also moderated. Finally its effectivity is reduced to African countries under-developpment context

Full textIn the regional analysis, sociocultural interrelations – particularly the psychologic links between man and his space – take a fundamental importance. Likewise the local development implies an expansion of regional power, for the region is also perceived as a social and cultural community which desire a self- government since 1945 the german speaking and ladine populations have struggled for their autonomy. A first statute has been insufficiently applied. The second statute of autonomy, brought in effect since 1972 gives to the german and ladin minorities a large power of self-government. The first part of the work presents the territorial frame and the ethnic and historic roots of South Tyrol particularism. The second part studies the two successive statutes of autonomy and their application. The third part analyse the policy of self development and the results in regional planning agriculture, tourism, industry, cultural policy and protection of the mountain. The South-Tyrol knows an original development. The agriculture has succeeded his modernisation without depopulation of the mountain. The province us the first touristic region of Italian Alps. But the relations between the linguistic groups stay delicate
