Dzisiejszy ustrój terytorialny Francji kształtował się przez dziesięciolecia. Cezura określona w temacie pracy obejmuje okres przed wprowadzeniem reformy decentralizacyjnej w 1982 roku, ponieważ po II wojnie światowej wiele symptomów świadczyło o rozpoczęciu procesu decentralizacji przed początkiem lat osiemdziesiątych i nie kończy się umownie z upływem XX wieku, ale przekracza tę granicę o trzy lata. Proces decentralizace veřejné správy patří ke klíčovým procesům přechodu od centrálně řízené ekonomiky k ekonomice tržní. Práce uchopuje postavení obce, jakožto základního kamene územní samosprávy, vymezuje její právní postavení, působnost, orgány a majetek. Detailněji se zaměřuje na finanční hospodaření obce, charakteristiku rozpočtu, rozpočtový proces, rozpočtovou skladbu a samotný obsah rozpočtu. V praktické části je finanční hospodaření obce analyzováno na konkrétním případu obce Proboštov s důrazem na věcná doporučení.

Práce nejprve vymezuje podstatu územní samosprávy a popisuje vývoj krajů na území českého státu od jeho vzniku.
