Abstract:
The study examines the concept of decentralised composting of bio-waste as an alternative approach to current waste management practices, using the Łódź Agglomeration (Poland) as an exemplary case study. Consequently, the aim of the presented research is to compare and discuss the sustainability of the functioning biowaste management system (status quo) against an alternative solution based on decentralised composting. Combined application of process-based life cycle assessment (LCA) and life cycle cost analysis (LCCA) was selected as the methodology to compare the sustainability framework for the waste management practices under analysis. The study has made it clear that decentralised composting of bio-waste offers broader environmental, economic and social benefits, albeit with the level of that benefit being very much correlated with the type of local government area (commune or in Polish gmina). Regardless of the impact category, rural and urban–rural gminas achieved the greatest savings, reaching >90%, and thus are seen to offer the greatest potential for decentralised composting to be put into effect, on the basis of household/backyard composting. In consequence, decentralised composting can constitute a fundamental form of bio-waste management in 20 out of the 28 gminas of the Łódź Agglomeration. The results obtained from the research facilitate the implementation and wider utilisation of decentralised composting, as an important element of the transition to a circular economy, where bio-waste is concerned.

Timely Fault Detection and Diagnosis in complex manufacturing systems is critical to ensure safe and effective operation of plant equipment. Process fault is defined as a deviation from normal process behavior, defined within the limits of safe production. The quantifiable objectives of Fault Detection include achieving low detection delay time, low false positive rate, and high detection rate. Once a fault has been detected pinpointing the type of fault is needed for purposes of fault mitigation and returning to normal process operation. This is known as Fault Diagnosis. Data-driven Fault Detection and Diagnosis methods emerged as an attractive alternative to traditional mathematical model-based methods, especially for complex systems due to difficulty in describing the underlying process. A distinct feature of data-driven methods is that no a priori information about the process is necessary. Instead, it is assumed that historical data, containing process features measured in regular time intervals (e.g., power plant sensor measurements), are available for development of fault detection/diagnosis model through generalization of data. The goal of my research was to address the shortcomings of the existing data-driven methods and contribute to solving open problems, such as: 1) decentralized fault detection and diagnosis; 2) fault detection in the cold start setting; 3) optimizing the detection delay and dealing with noisy data annotations. 4) developing models that can adapt to concept changes in power plant dynamics. For small-scale sensor networks, it is reasonable to assume that all measurements are available at a central location (sink) where fault predictions are made. This is known as a centralized fault detection approach. For large-scale networks, decentralized approach is often used, where network is decomposed into potentially overlapping blocks and each block provides local decisions that are fused at the sink. The appealing properties of the decentralized approach include fault tolerance, scalability, and reusability. When one or more blocks go offline due to maintenance of their sensors, the predictions can still be made using the remaining blocks. In addition, when the physical facility is reconfigured, either by changing its components or sensors, it can be easier to modify part of the decentralized system impacted by the changes than to overhaul the whole centralized system. The scalability comes from reduced costs of system setup, update, communication, and decision making. Main challenges in decentralized monitoring include process decomposition and decision fusion. We proposed a decentralized model where the sensors are partitioned into small, potentially overlapping, blocks based on the Sparse Principal Component Analysis (PCA) algorithm, which preserves strong correlations among sensors, followed by training local models at each block, and fusion of decisions based on the proposed Maximum Entropy algorithm. Moreover, we introduced a novel framework for adding constraints to the Sparse PCA problem. The constraints limit the set of possible solutions by imposing additional goals to be reached trough optimization along with the existing Sparse PCA goals. The experimental results on benchmark fault detection data show that Sparse PCA can utilize prior knowledge, which is not directly available in data, in order to produce desirable network partitions, with a pre-defined limit on communication cost and/or robustness.

Abstract:
In this dissertation, we consider differential games for multi-agent systems under distributed information where every agent is only able to acquire information about the others according to a directed information graph of local communication/sensor networks. Such games arise naturally from many applications including mobile robot coordination, power system optimization, multi-player pursuit-evasion games, etc. Since the admissible strategy of each agent has to conform to the information graph constraint, the conventional game strategy design approaches based upon Riccati equation(s) are not applicable because all the agents are required to have the information of the entire system. Accordingly, the game strategy design under distributed information is commonly known to be challenging. Toward this end, we propose novel open-loop and feedback game strategy design approaches for Nash equilibrium and noninferior solutions with a focus on linear quadratic differential games. For the open-loop design, approximate Nash/noninferior game strategies are proposed by integrating distributed state estimation into the open-loop global-information Nash/noninferior strategies such that, without global information, the distributed game strategies can be made arbitrarily close to and asymptotically converge over time to the global-information strategies. For the feedback design, we propose the best achievable performance indices based approach under which the distributed strategies form a Nash equilibrium or noninferior solution with respect to a set of performance indices that are the closest to the original indices. This approach overcomes two issues in the classical optimal output feedback approach: the simultaneous optimization and initial state dependence. The proposed open-loop and feedback design approaches are applied to an unmanned aerial vehicle formation control problem and a multi-pursuer single-evader differential game problem, respectively. Simulation results of several scenarios are presented for illustration.

This master thesis analyses and implements a stand-alone photovoltaic system based on decentralized Multi String topology. The proposed system is composed of a set of DCDC converters linked to the PV arrays of panels, a bidirectional converter to perform the control of the charge/discharge process of the battery bank and ensure the specifications of DC link and a full-bridge inverter that feed the AC loads. Therefore, all operation modes that the stand-alone PV system can work are presented and analyzed. As the chief aim is to ensure the energy balance of the stand-alone PV system, are presented independents control loops for each converter of the PV system and a propose of a supervisory control that, based on information about the conditions of the DC link and the bank of batteries, defines each operation mode should be active, in order to maximize the power extracted from the PV arrays, the life cycle of the battery bank and ensuring the uninterrupted feeding of energy to the loads. Finally, simulation and experimental results validate the operation of the proposed system under different load and solar radiation conditions.
Este trabalho analisa e implementa um sistema fotovoltaico autônomo baseado no conceito de topologia descentralizada do tipo Multi String . O sistema proposto é constituído de um conjunto de conversores CC-CC vinculados aos arranjos de painéis, um conversor bidirecional para controle da carga e descarga do banco de baterias e um inversor de saída que fornece a alimentação CA as cargas. Todos os modos de operação em que o sistema PV autônomo proposto pode funcionar são apresentados e analisados. Com o objetivo principal de assegurar o balanço de energia do sistema PV autônomo, são apresentadas malhas de controle independentes para cada conversor do sistema PV e a proposta de um sistema supervisório o qual, de posse de informações sobre o estado do barramento CC e banco de baterias, define qual modo de operação deve estar ativo, maximizando a potência extraída dos arranjos PV, a vida útil do banco de baterias e garantindo um fornecimento contínuo de energia às cargas. Por fim, resultados de simulação e experimentais validam o funcionamento do sistema proposto em diferentes condições de carga e radiação solar.

This study aimed to conclude about the performance and effectiveness of co-anaerobic digestion solutions applied to decentralised management of residual flows of livestock production, agricultural and agro-industries. Therefore, it was considered the anaerobic co-digestion of two waste streams produced in the same geographic area within an intensive pig production region, with a logical approach to industrial ecology. For the working base model of co-digestion with pig slurry (ChS), it was chosen the waste stream of pears and apples (RPM) from the rejection and selection processes of centralised fruit storage and distribution facilities, and the oily exudate from the industrial cooking process of sardines (ECS) of a sardine cannery factory. A comprehensive study of water use and production of manure on pig farms was conducted in order to conclude about the average quality of pig slurry produced in Portugal. From the several trials developed, it was concluded that residues of pears and apples after a bioconversion pre-treatment (BRPM) are an excellent co-substrate. With a composition (v/v %) BRPM:ChS of 30:70 and 66:34, it was increased respectively 3 and 3,6 times the productivity of the digester, when compared with the performance achieved only with pig slurry. The anaerobic co-digestion of BRPM in with ChS resulted in a national patent. From the experiments that used wasted sardine oil (ECS) as co-substrate it was concluded that a mixture composition (% v/v) ECS:ChS of 5:95, could increase in a 3,7 fold the productivity of the digester, when compared with the one achieved only with pig slurry. In order to transpose these studies to more realistic conditions, a mobile pilot plant was designed in order to develop in natural operation conditions similar assays in a pig farm. This anaerobic digestion mobile unit was also patented. The pilot study demonstrated the technical feasibility to develop anaerobic co-digestion processes using the waste stream of pears and apples and the exudate from the industrial cooking process of sardines with pig manure, and to manage it in a decentralised model throughout the year.

Cooperação intermunicipal, é parte integrante da Cooperação Descentralizada que se consubstancia nas relações que se estabelecem entre dois ou mais municípios ou entidades equiparadas, de acordo ao sistema organizativo de cada país podendo assumir diversas formas, tais como, geminação, acordos de cooperação, protocolos e redes. A actual legislação portuguesa, lei 159/99 sobre a cooperação intermunicipal permite e dá autonomia aos municípios portugueses de cooperarem com vários municípios da União Europeia e, também, com os seus congéneres dos países da CPLP, bem como as instituições que promovem a cooperação. Por outro lado, em relação à Angola, desde que o país alcançou a independência, produziram-se várias iniciativas legislativas no sentido de autonomizar cada vez mais os municípios, e de estabelecerem cooperação com outros municípios. Ora a lei mais recente, que regula a cooperação, é a Lei 4/11 (Lei sobre os Tratados internacionais) de Janeiro de 2011. Esta lei é supervisionada pelo Ministério da Administração do Território, MAT que, por sua vez, em coordenação com o Ministério das Relações Exteriores homologam todos os acordos rubricados ao nível local. Fizemos uma resenha das câmaras portuguesas que têm acordos com os municípios da faixa litoral da província de Benguela, nomeadamente, as administrações municipais de Benguela, Lobito e Baía-Farta. Uma vez que a cooperação se realiza entre dois estados, Angola e Portugal, com diferenciados níveis de desenvolvimento, esta cooperação pode ser vantajosa para ambos os países desde que bem explorada e incentivado o potencial dos mesmos, sobretudo nos domínios em que já foram rubricados os acordos. Estes acordos circunscreveram-se, nomeadamente, na cultura; na técnica; na economia; nos serviços; na agricultura; no saneamento básico; na ciência e tecnologia; nas ajudas humanitárias; na formação; no desporto; nas obras e infra-estruturas. Para tal será necessário efectuar o balanço da prática das geminações, bem como analisar as vantagens e desvantagens que estas geminações têm trazido aos municípios envolvidos. Através de um inquérito, realizado em Portugal e em Benguela, verificamos que pouco ou nada se fez em torno dos acordos assinados. A geminação entre as câmaras portuguesas com as administrações municipais em Benguela, apesar de terem sido rubricadas em 1997, não teve grandes progressos, pelo excesso de burocracia em Angola e pela centralização do poder.
Inter municipal cooperation is an integral part of the Decentralized Cooperation which consists in the relations established between two or more municipalities or entities, according to the organizational system of each country can take many forms, such as twinning, cooperative agreements, protocols and networks. The current Portuguese law, law 159/99 on the inter-municipal cooperation, enables and empowers Portuguese municipalities to cooperate with several cities of the European Union and also with their counterparts in the CPLP countries, as well as the insights that promote cooperation. On the other hand, in relation to Angola since the country achieved independence, were produced several legislative initiatives in order to empower more and more municipalities, and establish cooperation with other municipalities. But the more recent law that regulates the cooperation is the law 4 / 11 (Law on International Treaties) January 2011. This law is supervised by the Ministry of Territorial Administration, MAT, in turn; in coordination with the Ministry of Foreign Affairs endorse all the agreements signed at the local level. We did a review of the Portuguese Cameras that have agreements with the municipalities in the coastal province of Benguela, namely, the municipalities of Benguela, Lobito and Bafa-Farta, respectively. Once that cooperation takes place between two states, Angola and Portugal, with different levels of development, this cooperation may be advantageous to both countries if well explored and encouraged the potential of them, particularly in areas that have already been initialed the agreements, namely, culture, technology, economics, services, agriculture, sanitation, science and technology in humanitarian aid, training, sports and the works and infrastructure. This needs to make a balance of the twinning, and analyze the advantages and disadvantages that they have brought to the twinning municipalities involved. Through a survey conducted in Portugal and in Benguela, we found that little or nothing was done about the agreements signed. Twinning between the chambers with the Portuguese municipalities in Benguela, although they have been initialled in 1997, had no great progress, for excessive bureaucracy in Angola and the centralization of power.

To disseminate the culture returned for administration and planning of the water resources, providing to the presents and future generations well-being and the maintenance of the water becomes vital as there is the indiscriminate use of the water resources for the society. In this perspective, this study presents and discusses the problem regarding the use of the waters and its scarcity. Focus was given to the superficial waters, elucidating the proposals of conservation of this natural resource through its administration in Brazil. It was also verified the reality of the State of Goiás, detaching the River Basin of Meia Ponte, the more densely town and where was created the first basin committee of the State. The used method is the bibliographical research as rising instrument and analysis of information. The result that is reflected in the current study is the search for the transformation of the traditional concept of the water as inexhaustible resource for a strategic vision, that incorporates in its bulge the modern instruments propitiated by the administration of the water resources. However, it is fact that the concern with the preservation of the water still doesn't come as a total reality in Brazil and in Goiás, but the present analysis suggests as measures that object to transform the current situation, the decentralized, participatory and integrated administration of the water resources. Finally, the proposal of this research opens doors for future understanding possibilities with respect to the rational use of the water.
Disseminar a cultura voltada para gestão e planejamento dos recursos hídricos, proporcionando às presentes e futuras gerações bem-estar e a manutenção da água se torna vital à medida que há o uso indiscriminado dos recursos hídricos pela sociedade. Nesta perspectiva, este estudo apresenta e discute a problemática referente ao uso das águas e sua escassez. Foi dado enfoque às águas superficiais, elucidando as propostas de conservação deste recurso natural através de seu gerenciamento no Brasil. Verificou-se também a realidade do Estado de Goiás, destacando a Bacia Hidrográfica do Rio Meia Ponte, a mais densamente povoada e onde foi criado o primeiro comitê de bacia do Estado. O método utilizado é a pesquisa bibliográfica como instrumento de levantamento e análise de informações. O resultado que se reflete no atual estudo é a busca pela transformação do tradicional conceito da água como recurso inesgotável para uma visão estratégica, que incorpore no seu bojo os modernos instrumentos propiciados pela gestão dos recursos hídricos. Porém, é fato que a preocupação com a preservação da água ainda não se apresenta como uma realidade total no Brasil e em Goiás, mas a presente análise sugere como medidas que objetivam transformar a atual situação, a gestão integrada, descentralizada e participativa dos recursos hídricos. Por fim, a proposta desta pesquisa abre portas para futuras possibilidades de conscientização no que tange ao uso racional da água.

Coastal governance in Indonesia is entering a new phase with new administration mechanisms, following the changes of political, administrative and fiscal framework resulting from decentralisation policy. For the first time provincial and district governments have mandates, resources, and responsibilities to manage their coastal zones. To this point, only a few studies have been conducted that focus on the analysis of effective coastal zone management (CZM) at district level in Indonesia under the decentralisation setting This dissertation presents a study of decentralized CZM in eastern Indonesia based on case studies of two districts in Sulawesi Island, Kabupaten Konawe in Southeast Sulawesi and Kabupaten Pangkajene dan Kepulauan (Pangkep) in South Sulawesi. The dissertation focuses on these district local governments’ responses to decentralisation policy in managing their coastal zones. This new shift is very significant in the sector of marine and coastal governance in Indonesia. This research applied qualitative methods through in-depth and semi-structured interviews as well as field-site observations. I argue that the dynamic of the local socio-political context and the interaction of local actors, such as Heads of District (Bupati), determine the effectiveness of decentralized coastal zone management. … The findings of this research indicate that the signs and seeds for effective decentralized CZM implementation in Konawe and Pangkep exist in some aspects, and can be built upon to achieve more successful practices in decentralized CZM. This dissertation holds several implications for decentralization studies on CZM issues, such as whether decentralized CZM is linear with improving accountability mechanisms. It calls for better understanding of role of various forms of accountability in decentralized CZM, and its linkage with local-central governance arrangements. Replicating this study in other parts of Indonesia could provide a more complete comparison of decentralized CZM implementation. The degrees of variation in research findings are important to canvass in order to add to the lessons learnt from decentralized CZM implementation.

A presente dissertação descreve um simulador que permite implementar e avaliar o desempenho de técnicas de gestão de tráfego. Para o referido simulador foram desenvolvidos/integrados diversos métodos de posicionamento, tais como, sistemas de navegação inercial, sistemas de navegação por satélite, odometria, fusão sensorial e fontes de informação auxiliar tais como medidores de distância laser e marcadores magnéticos. Uma vez que a comunicação entre veículos e entre veículos e infra-estruturas constitui um importante avanço na área dos sistemas de transportes inteligentes, este aspecto foi também contemplado no simulador de forma a proporcionar uma maior versatilidade e capacidade de expansão. Por forma a tornar o simulador o mais abrangente possível, foram incluídas duas das situações mais comuns usadas para regular intersecções, os cruzamentos e as rotundas. Foram ainda desenvolvidos métodos de gestão descentralizados para cada uma destas situações e os respectivos desempenhos foram avaliados através de diversos cenários simulados. Esta dissertação foi realizada no âmbito do projecto EVSIM09 – Modelos para a simulação de tráfego de veículos eléctricos com comunicações e capacidade de decisão dinâmica (Projecto PTDC/SEN-TRA/099413/2008, 2010-2012) financiado por Fundação para a Ciência e Tecnologia (FCT).
This work aimed to the realization of a simulator that allows the implementation of traffic management techniques and evaluates their performance. To achieve this purpose various methods of positioning are simulated, such as inertial navigation systems, satellite navigation systems, odometry, sensorial fusion and auxiliary sources of information such as laser range finders and magnetic markers. Since the communication V2V (vehicle-to-vehicle) and V2I (vehicle-to-infrastructure) are an important advancement in ITS (intelligent transport systems) area, this feature was also included in the simulator in order to provide a higher versatility and expandability. In order to make the simulator as comprehensive as possible, two of the most common methods used in the regulation of intersections, the crossings and roundabouts were included. Decentralized gestion methods are developed for each of these situations and their impact was evaluated through several simulated scenarios. This thesis was performed under the project EVSIM09 - Models for Traffic Simulation of Electric Vehicles with communications and dynamic decision capacity (Project PTDC/SEN-TRA/099413/2008, 2010-2012) funded by Fundação para a Ciência e Tecnologia (FCT).

The die- and mold-making industry can be characterized by small and medium enterprises (SMEs), sophisticated technologies, and highly skilled employees who have to cooperate in order to fulfill orders of customers with which they are engaged in an intensive process of knowledge exchange. The knowledge-intensive production process of die and mold makers consequently requires an integrated organizational and technical solution to support the sharing of documented knowledge as well as collaboration. Standard knowledge management systems (KMS) primarily target the organization-internal processes and documented knowledge of large organizations. Know-CoM intends to overcome the limitations of these solutions and explicitly targets SMEs as well as knowledge processes that cross organizational boundaries. Know-CoM is a European Commission-funded CRAFT project that provides an advanced concept of decentralized management of access privileges to personal, protected, and public knowledge spaces. An easy-to-use solution supports the capturing of experiences. A joint knowledge structure brokers context across organizational boundaries and eases discovery of knowledge and experts. Finally, a knowledge management certification technique allows for a coordinated reuse of knowledge that is integrated with the daily work practices of die and mold makers.

The present study examines the complexities of global CRM strategy using the case of a leading financial services company. Interviews are conducted in 20 countries. Global Head Office and external IT consultant perspectives are also considered. Our findings confirm that a hybrid approach has wide practical appeal and that subsidiary orientation towards centralisation/decentralisation is moderated by firm/market size and sophistication.

Abstract:
This chapter attends to three main modes of crisis governance: centralization, decentralization, and collaborative crisis management (CCM). While the first two modes focus almost exclusively on government actors, CCM goes beyond them by involving private sectors and civil society. CCM is a more robust form of crisis governance since it combines knowledge and resources from multiple actors, which is a key to managing the more complex nature of modern crises. This chapter uses the case of Indonesia in dealing with the COVID-19 pandemic to show the dynamics of crisis governance. Indonesia moved from a centralized mode of crisis governance toward a more decentralized one. Simultaneously, there were several collaborative initiatives involving multiple stakeholders to deal with the crisis, such as in the case of SONJO. The case illustrates that while CCM provides a more effective response, it has some limitations as it has a smaller scale, may create internal conflict, lacks sustainability, and has a nonbinding character. The experience of Indonesia lends the lesson that for CCM to be robust crisis governance, and there needs to be a clear arrangement to boost its scale, manage internal conflict, improve sustainability, and induce a more permanent and binding framework.

This chapter asserts that the organizational genesis mechanism behind the emergence of the Renaissance Florentine partnership systems was “transposition and refunctionality.” Transposition in this case means that master-apprentice relational protocols from the world of guilds were imported into the previously patrilineage world of Florentine international finance. Here, partnership systems, which were an important innovation in the history of commercial capitalism, became one constitutive network in a new multi-network republican-cum-merchant open elite. The Florentine partnership system was a legally decentralized “network star” organizational form for doing diversified business in international trade and finance and in domestic textile manufacturing. The dominant relational language within this new Renaissance elite, in politics, in marriage, in business, and in art, was patronage.

A arquitetura C-RAN (Centralized Radio Access Network) é uma proposta para atender à alta demanda das redes de quinta geração (5G). Devido o tráfego de comunicação possuir um comportamento dinâmico em decorrência do “Efeito de Maré” (fenômeno responsável pela movimentação do fluxo de rede), a arquitetura atual, o D-RAN (Decentralized Radio Access Network) não garante o fornecimento eficiente de recursos. Este trabalho apresenta uma heurı́stica para o dimensionamento de recursos de hardware considerando o Número de Usuários Atendidos e Vazão Agregada. A abordagem atendeu a variabilidade do tráfego, maximizando a eficiência da BBU (BaseBand Unit) e quantificando as SC’s (Small Cells) necessárias para cobrir a demanda da rede.

A computação em nuvem possibilita o armazenamento e o compartilhamento de arquivos sob demanda com alta taxa de disponibilidade para aárea da saúde. Contudo, utilizar um provedor de nuvem para armazenar um arquivo de saúde significa confiar a ele a segurança do arquivo. Ao mitigar isso, as abordagens da literatura preocupam-se apenas com a confidencialidade e o controle de acesso, não tratando adequadamente a integridade dos dados. Esse trabalho apresenta o protocolo Decentralized Sharing of Health Records (DSHR), que utiliza criptografia baseada em atributos e redes descentralizadas para o compartilhamento seguro de arquivos de saúde, tratando a confidencialidade, o controle de acesso e a integridade dos arquivos. Uma prova de conceito do DSHR foi implementada e testes de carga foram executados para demonstrar a sua viabilidade prática.

Com objetivo de tornar o usuário dono absoluto e exclusivo de seus dados pessoais, novos modelos de gestão de identidades digitais emergiram, baseados no conceito de Identidades Descentralizadas (DID - Decentralized ID) e estimulados pelo advento das blockchains. O presente trabalho busca entender os reais benefícios e custos de um sistema de identidade digital baseado em identidades descentralizadas. Para isso, propoe-se a avaliar uma transição suave entre os modelos de gestão de identidades federadas e descentralizadas, baseada no uso de um sistema de autenticação híbrido que combina os dois modelos. Assim, é possível conhecer melhor os riscos, vantagens e desvantagens de uma forma de autenticação em relação à outra.

As Organizações Autônomas Descentralizadas Baseadas em Blockchain (Blockchain-Based Decentralized Autonomous Organizations - BCDAO) são sistemas que realizam tomadas de decisões visando a segurança. A estrutura organizacional é um aspecto que pode contribuir para a eficiência (e.g., reduzindo gastos redundantes de recursos, esforços e tempo), no entanto, este aspecto não é explicito no desenvolvimento de BCDAO. Neste estudo é apresentado um levantamento das estruturas organizacionais baseadas na literatura de Sistema Multiagente (Multiagent System - MAS) BCDAO, que incluem hierarquia, holarquia, sociedade e mercados. O estudo descreve cada uma das estruturas organizacionais e como elas são empregadas em BCDAO, com o intuito de facilitar a avaliação comparativa de estilos organizacionais. Com isso, objetiva-se permitir a projetistas conhecer o espectro de possibilidades atual e, então, guiar a seleção de uma estrutura organizacional apropriada para um domínio de aplicação particular.

Este trabalho apresenta uma análise de resposta dinâmica de microrredes trifásicas operando ilhadas através de um controle apropriado, cuja função é controlar a tensão e a frequência no caso de ilhamento a fim de manter o perfil dessas duas grandezas em patamares operativos semelhantes de quando conectadas. Para isso, uma proposta de controle decentralizado é apresentada. Nesta microrrede, os inversores fazem a conexão de sistemas de geração e armazenamento de energia. O controle droop empregado na operação de geradores síncronos é utilizado para que estes inversores conectados à microrrede compartilhem a potência demandada pelas instalação ou pelas cargas operando de duas formas: na primeira o inversor mede a potência ativa e reativa do sistema e com esses sinais gera a frequência, bem como a referência de tensão, e na segunda a tensão e a frequência são medidas e assim, determinando o quanto de potência ativa e reativa é injetada por este inversor. Para avaliar a resposta dos inversores operando ilhados, uma curva de carga é considerada. Resultados mostram a operação dos dois inversores em paralelo compartilhando potências ativas e reativa de acordo a variação de carga, garantindo eficiência ao controle utilizado.

Abstract:
Abstract Heat pipe cooled traveling wave reactor (HPTWR) is a newly proposed heat pipe reactor. The HPTWR can achieve the low enrichment of loaded fuel, high power density, and long-term continuous operation for the power supply of decentralized electricity markets. Due to the excellent breeding capability of the HPTWR, the Th fuel is also added into the breeding fuel region of the reactor to achieve the Th-U fuel cycle in this work. The Monte Carlo code RMC is used to obtain the reactivity swing, propagation of axial power peak, burnup and the productions of bred fissile nuclides for the HPTWR with Th and U fuels. The study shows that the HPTWR with 14.3% 235U enrichment of ignition fuel and 20% 235U enrichment of breeding fuel can continuously operate for 41 years without refueling when the mass fraction of 232Th in heavy metals of breeding fuel region is 50% at the initial time. The propagation velocity of axial power peak and total burnup for the HPTWR with the Th and U fuels is about 0.3659 cm/years and 89.32 GWd/THM during the 41 years operation respectively. The productions of the bred 239Pu, 241Pu and 233U in the HPTWR with Th and U fuels are about 356.40 kg of 239Pu, 1.57 kg of 241Pu and 199.94 kg of 233U at the end of life respectively. The obtained results in this study demonstrate that the HPTWR can achieve the Th fuel breeding in the case of the low 235U enrichment loading (≤ 20%) and long-term continuous operation (> 40 years).

As transformações que afectaram a economia mundial a partir de meados dos anos 70 têm conduzido a uma nova geografia na distribuição espacial de actividades e emprego, sobretudo nas sociedades ocidentais (FONT & VESCLIR). Este tem sido um tema de debate em que são apresentados argumentos que relacionam os processos de globalização e de crescente regionalização da estrutura produtiva, com as dinâmicas urbanas em curso. (ASCHER, VELTZ, SASSEN). Na transição do modelo de cidade industrial, ou "fordista", para "pós-fordista", a estrutura - antes compacta, contínua e funcionalmente dependente das redes de transportes colectivos - reconfigura-se, dando lugar uma estrutura urbana descontínua, fragmentada. À semelhança do que sucede noutras regiões urbanas, como Barcelona (FONT & LORENA, 2007), as mais recentes paisagens construídas no território metropolitano de Lisboa evidenciam uma crescente polarização, com o surgimento e progressiva consolidação de novos padrões locativos de actividades e de áreas funcionalmente especializadas. A envolvente à Estrada Nacional 10 (EN10), até algumas décadas particularmente marcada pela indústria pesada, evidencia a reconfiguração territorial com alterações de uso e de forma, depois de um processo de desindustrialização que levou inicialmente à reconversão de anteriores zonas industriais em armazéns e posteriormente à substituição por complexos logísticos de cadeias internacionais ou por novas áreas de consumo. A especialização funcional e polarização estão inter-relacionadas com a melhor conexão à rede metropolitana de estradas de alta velocidade onde a EN10 possui uma ligação cada vez mais complexa. The changes that have impacted on the world economy from the 70’s onwards have led to e new geography of the special distribution of activities and employment, above all in the western society (FONT & VESCLIR). The relationship between the processes of growing globalization and increased regionalization of the productive structure and the current urban dynamics has brought into this debate (ASCHER, VELTZ, SASSEN). Some authors argue that we are faced with a new urban cycle and a new type of city, decentralized and consistent with the social, economic, technological and cultural processes normally associated to the process of metropolisation (INDOVINA, SECCHI, PORTAS, DOMINGUES). In the transition from the industrial or “fordist “city to the “post-fordist” city the structure (that was previously compact, continuous de functionally dependent on the public transport networks) is reconfigured and replaced by a discontinuous and scattered urban pattern. As in other urban areas, as Barcelona (FONT & VECSLIR, 2007), the most recent landscapes built in Lisbon metropolitan territory shows a growing polarization, with the emergence and gradual consolidation of new standards activities, functionally specialized. In the 70’s the EN10 area was characterized by heavy shipyards, steel and chemical industry. The deindustrialization process led to abandonment but also to the conversion of former industry into residential areas, warehouses and logistical infrastructures, some recently replaced by multinational corporations or new specialized commercial areas. The polarized and functional specialization feature is interrelated with the improved connection to the metropolitan network of high-speed roads where the EN10 upholds an increasingly complex connection.
