Full textMorocco experiences many problems due to dangerous industrial waste The damages done to the citizens and natural resources have been serious because no adequate means have been but forward to overcome such problems. The reasons for this lack are of social, political, economical, technical and legal nature. The household rubbish has been the only waste that held the attention of the Moroccan legislator who handed over the responsibility of rubbish collection to the communes. This district approach does not make the coordination task easier among the different administrations. Nor does it favour reconciliation among the different interests that are at stake. There's no law to organise the collection, recycling and disposal of toxic and dangerous wastes. The law project relating to the management of waste goes back to the classified legislation of institutions dated since 25th August 1914. This latter law needs reviewing. On the other hand, delegating, the management of waste the Ministry of interior is likely to be a handicap. It is desired to create a specialized institution to hand waste. The general public awareness is likely to be beneficial for both the environment and the future generations

Full textAfter an awereness on the field of economy, science and politics, non radioactive hazardous waste turned out to be serious and complex problem. The 22d march 1989 based convention drew up international definition at last. The u. N, regional and non governmental international organizations contributed to this mobilization. Positive law applied to hazardous waste shows a two continuous basic principles : prevention an reparation. The first principle has many aspects. Guidelines, specific conventions concerning some transnational activities, together with technical rules regarding some hazardous waste, can be driven from the following types of direct prevention : strategy, sector and category rules. The action of indirect prevention appears before and after the disposal and reeyeling of hazardous wastes. The second principle is more restricted. The reparation which means clearly defined hability and compensation procedures, is necessary and difficult in theory. Most of the time, the existing solutions depends on domestic law and practice. A provisory analysis unable us to make the distinction between intinsic and extrinsic forces and weaknesses of this legal system. Despite their notable progression, the rules of soft and hard law can only meet the urgency of the matte. The present setting-up of legal standarts is divided in too many areas to show some unity and strictness. Moreover, this system is highly dependent on extrinsic pararameters as for its application, which leads to uncertain scientif and economic realities. The role played by the different members of the international community (states, internaional organizations, including transnationals) have someinfluence upon the state of law in this particular field. This system should to put and end to contradictions and the lack of efficitivity. The future of the next generations depends on the way the hazardous wastes will be managed

Full textWith more than 345 million tons produced in France in2012, waste supply chain management is an important economical and ecological issue for our society. In this thesis, we focus on optimizing waste supply chain on both the tactical and operational decision levels. In order to optimize an existing waste logistic network in medium term, we first solve a multimodal flow problem where products are transferred and transformed in sites of various size, in a mono-periodic then multi-periodic horizon. At an operational level, we study the planning and routing of vehicles used for voluntary drop-off waste container collection by solving a complex inventory routing problem with intermediate facilities. We use a large neighborhoods search metaheuristic to solve both the deterministic and stochastic approaches, where waste supply quantity is also subject to uncertainty. We obtain competitive results on instances coming from the literature on classical routing problems close to our rich case. We also develop an optimization software used by a French waste management company and significantly improve routes in a real application

Full textThis thesis studies the household waste management in the Moroccan cities. It explores the subject, identifies some anomalies and offers some cures. It is structured in three big parts. The first one is a global approach and it analyses the social and environmental deficits of Morocco today. It underlines the lack of the household waste management. This critical analysis of these two dimensions of “sustainable development” finds its deepening in the second part (territorial approaches) which approach is both empirical and territorial. Two large territories, those of Rabat, the capital of the Kingdom, and Agadir, South Morocco metropolis are analyzed with empirical inquiries and observations. The approach adopted aims at identifying better the failures of the local public policies in waste collection and processing, as well as the modes of reactions of the actors with respect to their social environment. This research wants to be close to the actors and the territories. It highlights the importance of the peculiarities of each site, because the future reforms and projects must be based on them. This is the only way to obtain a better adhesion of the actors concerned : the inhabitants, the local communities, the entrepreneurs and the associations. This form of participative governance is the center of the demonstration. The third part (theoretical approaches) deepens the theories of the territory and of the site. And it reinforces the scientific relevance of the empirical demonstration proposed

Full textCurrent challenge of Municipal Solid waste Incineration (MSWI) bottom ash management lays in its valorization, mainly to be used in road construction projects. The process must take into account environmental regulations and conduct rigorous monitoring from production to utilization. One constraint in the assessment of MSWI bottom ash is related to quality criteria which is becoming more restrictive. Among potential pollutants that can cause environmental use restrictions are metal trace elements (MTE), whose behavior based on weathering and grain size is not yet well known and represent one of greatest concern. In this thesis, the developed research approach defined the favorable conditions for Cu, Cr, Pb, Sb, Ni and Zn release. The aforementioned approach is based on three pillars: The first pillar focuses on the development of a pertinent characterization method for bottom ash (including the polluting organic and mineral fraction) aiming at a better assessment of its properties. The initial study matrix, taken from an industrial site, was carefully analyzed from both, physico-chemical and environmental performances. Geochemical modeling based on physico-chemical and leaching data, allowed to identify the main mineral phases and to simulate material behavior with the purpose of predicting the evolution of MSWI bottom ash in specific storage or valorization conditions. The second pillar describes the impact of weathering conditions and size partitioning on MSWI bottom ash quality evolution. Three different weathering conditions (natural on industrial scale heap; accelerated on small heap; and forced) were studied. The results showed that changes in the chemical and mineralogical composition of MSWI bottom ash as well as in its size fractions are more significant when the weathering proceed. The natural accelerated weathering and the forced carbonation limited the leaching of Cu, Pb and Zn, whereas, the leaching of Cr, Sb, Cl and the SO42- increased as pH decreased. The third pillar focuses on the study of MSWI bottom ash alternative utilization as secondary raw material for the typically practiced road sub-layers construction. It consisted of incorporating MSWI bottom ash in a self-compacting material used for pavement sub-layer or coated road shoulders structures. A formulated material was obtained by mixing MSWI bottom ash, water and cement as a hydraulic binder. The results of the mechanical, geotechnical and environmental assessment are promising for MISWI bottom ash potential use in road construction

Full textThe mass of waste that remained negligible during the early millennia of human experience, dangerously increased with the industrial revolution and the advent of the consumer society. Wastes can henceforth destroy the laws of nature. They cause serious and irreversible degradation of the environment and major technological risks.Given this reality, the community law of the waste and the jurisprudence of the Court of Justice had implemented three immune systems. They can be designated by the terms of metaphysics immunity, representing a system of values, legal immunity, corresponding to coercion, solidarity, information and participation, and biological immunity ensuring the maintenance of corporeality.This environmental advance has been partially undermined by the merchandising of waste. Indeed, the dominant feature of the merchandise is the abstraction, which extends to everything surrounding the merchandise form. Thus, the abstract merchandise value is only capable of quantitative differentiation as opposed to the qualitative of the environmental advocates. This abstraction allowed exceeding legal and metaphysical thought that disdains the residues, but it imposed a spatiotemporal process that determines the forms of thought harmful to the balance of the natural environment
