Abstract:
Founding documents are parsed, revered and preserved but they can also be misread, mythologised and overlooked. This article examines the entangled fates of the Scots Declaration of Arbroath (1320) and the US Declaration of Independence (1776) at a moment between the seven-hundredth anniversary of the one in 2020 and the two-hundred-and-fiftieth anniversary of the other in 2026. It shows that the two ‘declarations’ were both diplomatic texts, rhetorically shaped, and part of sequences of similar documents that have otherwise been largely overlooked. Some recent commentators have suggested that Arbroath influenced the US Declaration; on the contrary, the article argues that the Declaration influenced Arbroath, at least in its reception and its construction as an alleged charter or ‘declaration’ of Scottish ‘independence’. I conclude by presenting fresh evidence for the presence of Arbroath in Philadelphia in 1776, to reflect on the sometimes surprising ways in which documents become, or do not become, foundational.

Abstract:
The Declaration of Independence commands a special status in American culture. For this reason, it has often been called mythic by Revolutionary historians and scholars of the Declaration alike. Such characterisations tend to be hastily made and pejorative, but the Declaration of Independence takes on a new significance when the characterisation of the Declaration as myth is studied seriously. For Americans, the Declaration serves both a specific and beneficial function which the mere naming of it as myth fails to identify. This identification of the Declaration as myth is one that draws specifically on ideas of the birth of the American nation and the role its authors had in creating that nation. Nowhere is this more obvious than the Declaration's continued use in American political rhetoric today which demonstrates its ever-constant presence as a living document. This understanding of the Declaration has heretofore remained unexplored. By taking the Declaration of Independence seriously as myth, this study looks to both identify the story of the myth of the Declaration and its function in American society by applying to it a theory of myth.

This paper analyses three of the dominating discourses Anders Behring Breivik used in his compendium, the official title of which is 2083 – A European Declaration of Independence, also known as Breivik's Manifesto. It is believed Breivik posted his Manifesto on the Internet shortly before the attacks in Norway in July, 2011. The number 2083 stands for the year when the "Western European Civil War" was expected to be completed, all traitors executed, and all Muslims deported from Europe. This article will discuss dominating discourses in the Manifesto, seen from a background of a European multicultural backlash, in which the political far-right movement is increasing. Furthermore, this article will end with a discussion of education and the importance of analysis of such phenomena within different subjects.

Abstract:
The relation between the Catalan nationalist forces as well as the other sub-nationalisms and the Spanish Government has been a matter discussed throughout all the Spanish democracy. In recent years the challenge to the Spanish state set by the Catalan government when taking a unilateral approach on Independence has resulted in the imprisonment and exile of political leaders. The aim of this thesis is to analyse the events that occurred in Catalonia after the Catalan elections of 2015 and the unilateral approach on self-determination taken by the Catalan Autonomous Government with the promise of a binding referendum. The laws passed by the Catalan government which were rejected by the Constitutional Court, as the law itself denied the authority of the Constitutional Court and declared independence. This resulted in the application of the 155th article of the Spanish Constitution, suspending autonomous government, to enforce the Constitutional Court’s resolutions by the Spanish government. The essay will focus on the discourses given by politicians to criticize or justify these actions, analysed through theoretical and political normative perspectives.

Abstract:
The purpose of this essay is to examine why some countries in the world decided to support Kosovo’s declaration of independence in 2008, while others did not. The essay is a type of case study, with Kosovo’s independence as the main focus. For the purpose of the essay, main focus will be on the United States of America, Russia, China and Serbia. The countries’ actions will be examined through the theoretical perspectives presented in the book Essence of Decision: Rational Actor Model, Organizational Behavior and Governmental Politics. The conclusion drawn is that countries put their own interests before the good of the international community, sometimes putting other countries at risk of conflict or war, to achieve their own goals. This can be seen in the cases of Russia and China especially, as they did not accept Kosovo’s independence partly because they have similar conflicts in their own states to that of Serbia’s with Kosovo.

Abstract:
The thesis examines the political development in Southern Rhodesia 1960-1962 when two processes, the 1961 Constitutional process and the 1962 General Election, had far-reaching consequences for the coming twenty years. It builds on a hypothesis that the Constitutional process led to a radicalisation of all groups, the white minority, the African majority and the colonial power. The main research question is why the ruling party, United Federal Party (UFP) after winning the referendum on a new Constitution with a wide margin could lose the ensuing election one year later to the party, Rhodesian Front (RF) opposing the constitution. The examination is based on material from debates in the Legal Assembly and House of Commons (UK), minutes of meetings, newspaper articles, election material etc. The hypothesis that the Constitutional process led to a radicalization of the main actors was partly confirmed. The process led to a focus on racial issues in the ensuing election. Among the white minority UFP attempted to develop a policy of continued white domination while making constitutional concessions to Africans in order to attract the African middle class. When UFP pressed on with multiracial structural reforms the electorate switched to the racist RF which was considered bearer of the dominant settler ideology. Among the African majority the well educated African middleclass who led the Nationalist movement, changed from multiracial reformists in late 1950‟s to majority rule advocates. After rejecting the 1961 Constitution they anew changed from constitutional reformists to supporter of an armed struggle. Britain‘s role was ambivalent trying to please all actors, the Southern Rhodesian whites and Africans but also the international opinion. However, it seems to have been its own neo colonial interests that finally determined their position and its fault in the move towards Unilateral Declaration of Independence and the civil war was huge. On the main research question the analysis points to two reasons. Firstly, the decision by the Nationalists to boycott the election and the heavy-handed actions they took to achieve this goal created a white back-lash against the ruling party and the loss of the second vote advantage. Secondly, when the ruling party decided to make the repeal of the Land Apportionment Act a key election issue they lost not only indifferent voters but also a major part of its normal electorate. They threatened the Settler State‟s way of life for the white minority.

“There never will be complete equality until women themselves help to make laws and elect lawmakers.” – Susan B. Anthony Women’s struggle for equality is an issue that has persisted in the United States from its inception. At the first Women’s Rights Convention in Seneca Falls in July 1848, Elizabeth Cady Stanton proposed a revision to the Declaration of Independence stat¬ing “We hold these truths to be self-evident: that all men and women are created equal.” This statement was included in “The Declaration of Rights and Sentiments” signed by 100 of the 300 attendees to the convention. One of the most conten¬tious and debated articles in the document they signed was women’s suffrage. If this was the beginning, it certainly wasn’t the end. For the next 54 years Stanton fought for the right for women to vote along side her long time colleague Susan B. Anthony. Neither one would see the day when their life’s work on the part of the women’s suffrage movement would come to fruition.

Nowadays, secession, seen as a peaceful or violent process by which a part of the territory of an existing state breaks away from that state, seems to be a tendency of a global nature. The legal discussion regarding Kosovo's declaration of independence, as well as the act of "integration" of the Crimean peninsula into the Russian Federation, raises a whole series of questions, starting from the issue of the legality of secession, the process of state formation, the role international recognition and the extent to which the international community can intervene in such a process, the effectiveness of the present UN system. This article will be limited to the examination of some theoretical and practical aspects of secession, by reference to positive international law.

Abstract:
In this paper I examine an open letter known as the “Letter of 66”. According to the dominant interpretation of the letter, its publication in 1988 triggered the movement for national liberation of Romanians from Eastern Moldavia, which was then part of USSR, and that culminated with the declaration of independence and founding of Republic of Moldova. I argue that in addition to triggering the national liberation movement, the “Letter” represents the birth certificate of Moldovan democracy and offers a model of governance based on scientific expertise and moral and civic values. In support of this thesis, I show that the demands made in the “Letter” rejected the official Soviet view on the Romanian identity of the language spoken by Moldovan from USSR. In this way, the demands are affirmations of fundamental human liberties, which represents a first democratic exercise.

The article discusses the results of the study of governance problems in the Kyrgyz Republic in the period after the declaration of independence. The lack of consistency in the organization of governance has actually led to the destruction of its integrity and reduced its effectiveness to zero. Therefore, taking into account various alternatives and options for organizing governance, the ways to overcome the accumulated problems are shown, which can open the way to a broad discussion in society and organize a systemic improvement of the process of improving the effectiveness of governance, designed for the long term. The system approach to governance is the cornerstone of the optimization of the country's economy as a whole and the implementation of a stable economic policy, in particular. Also, the system approach creates a firm basis for strengthening and mobilizing the executive power as a single organism, providing the development and growth of the state economy.

The process of creating the Macedonian state begins with the disintegration of the SFR Yugoslavia and the Referendum for Independence on September 8, 1991.As a geographically integral part of the Western Balkans, the Macedonian state was exposed to challenges of a different nature. Since the day of the declaration of independence, the country has been facing with certain issues that in the past period have proven to have the potential to cause serious internal political and security crises.Today, the dilemma is whether after full NATO membership we can hope for a more secure future from a political, and at the same time from a security and economic point of view, or still the challenges, primarily interethnic relations, remain as such. In that regard, the potential for the existence of hybrid threats that the Macedonian state could face as a NATO member should be considered.The perception and forecasts for the future of the Republic of North Macedonia are different. Through this paper we will try to answer some of the questions and challenges that the state would face in the coming period. In particular, in this paper we will present the possible positive changes that may occur in the country, but at the same time we will address the potential risks with which the state is facing, relating to the change of political i.e. state governance of the country as a consequence of a possible new interethnic conflict. Abstract:
The Republic of North Macedonia in 2021 marks not only 30 years since the Declaration of Independence and the peaceful separation from the former SFRY but also 20 years since the signing of the Ohrid Framework Agreement (OFA). Next year Bosnia and Herzegovina (BiH) will also mark the 30th anniversary of the Independence Referendum, which in turn was an introduction to the three-and-a-half-year civil war (1992-1995), which ended with the signing of the Dayton Peace Agreement (DMD). With both agreements, in the Republic of N. Macedonia and BiH, elements of consociational democracy were introduced in their constitutional order and political system. The two countries in science are categorized in the group of consociational democracies of the new wave, even though BiH is a “complex” and the Republic of N. Macedonia is a “minimalist” consociational model. The theoretical literature dealing with the consociational model of democracy has long focused on several issues. One of them is the question about the needs of certain favorable conditions for its application. The following can be pointed out as favorable factors for the application of this model of democracy: relative equilibrium among the segments; the existence of moderate multi-party and representative party system; small country size; crosscutting cleavages; overarching loyalties; segmental isolation and federalism; traditions of elite accommodation. Some authors rightly note that the assumed favorable conditions for consociation should be further explored by analyzing some successful and unsuccessful examples of consociation. The purpose of this paper is to make such an analysis, which will be done by comparing the favorable conditions for the application of the consociational model in countries such as BiH and the Republic of N. Macedonia. It is necessary to emphasize that certain consociational elements were present in the political system of BiH while it was part of the SFRY and in the Republic of N. Macedonia the same were nurtured in the first decade of Macedonian independence (until the signing of the OFA in 2001), but more through political pragmatism than through systematically guaranteed solutions. Abstract We report on a case study representing, in an evolving design repository, the design essence of new encasements for the United States Charters of Freedom (CoF) — namely the Constitution, the Declaration of Independence and the Bill of Rights. Specifically redesigned for the purpose of housing and preserving our national documents, the nine encasements each consist of three principal systems — a sealing system, a placement system and a safeguarding system. The encasements were needed to replace the ones manufactured in the early 1950s, because of glass deterioration; these newer encasements are designed to last 100 years. To populate the design repository, we represent engineering geometry, function and associated behavior. We model geometry with digital photographs and Virtual Reality Markup Language (VRML) models of actual Computer-Aided Design (CAD) drawings, and represent function with linked textual descriptions. Design rationale is represented explicitly. Through an evolving user interface, this representation serves to capture the more than 50 parts and systems of the encasements in such a way that the information relating to form, function, behavior and rationale is accessible and browsable to interested parties via the Internet. We conclude that such a representation, or ones similar to it, can provide the basis for a generic design repository, in which specific information — including design rationale — can be readily accessed by interested parties.

Abstract:
Despite its beginnings in the 19th century, Slavic archaeology developed relatively late in the Soviet Union because of the generally hostile attitude of the Bolshevik regime towards Slavic Studies, in general, which were perceived as a tool of imperialist (and tsarist) propaganda. The attitude changed in the 1930s, when Stalin revived the idea in order to use Slavic Studies against the Nazi propaganda and its claims about the civilizational inferiority of the Slavs. The paper traces the explosion of interest in the Slavic ethnogenesis and the archaeology of the early Slavs between 1950 and 1991. Several key personalities of Soviet archaeology (Iurii Kukharenko, Irina Rusanova, Valentin Sedov and Volodymyr Baran) are highlighted, but the main focus is on the tensions between migrationist and autochtonist models for explaining the emergence and early developments of the Slavs on the territory of the Soviet Union. After Ukraine’s declaration of independence and the collapse of the Soviet Union (1991), migrationism was discarded in both Ukraine and Russia in studies concerned with the Slavic Urheimat, but adopted in those concerned with the presence of the Slavs as far into the forest belt as northwestern Russia and as far east as the Middle Volga region. The article ends with an examination of the political implications of the research on the early Slavs in northwestern Russia and in Tatarstan.

Everyone wants to be happy. Over the ages, tracts of the ancient moral philosophers – Plato, Aristotle, Confucius – have probed the question of happiness. The stirring words in the preamble to the Declaration of Independence that established ‘Life, Liberty and the pursuit of Happiness’ as ‘unalienable Rights’ served as the inspiration that launched a nation, the United States of America. Yet, more than 240 years later, the relationship between government’s objectives and human happiness is not straightforward, even over the matters of whether it can and should be a government aim. We approach this question not as philosophers, but as social scientists seeking to understand happiness through data. Our work in these pages is intended to enhance understanding of how the well-being of individuals and societies is affected by myriad forces, among them: income, inflation, governance, genes, inflation, inequality, bereavement, biology, aspirations, unemployment, recession, economic growth, life expectancies, infant mortality, war and conflict, family and social networks, and mental and physical health and health care. Our report suggests the ways in which this information might be brought to bear to rethink traditional aims and definitions of socioeconomic progress, and to create a better – and, yes, happier – world. The popularity of local craft beers in the US is growing, as is the desire for beers made with all-local ingredients. Maryland breweries have been able to use locally grown ingredients, including hops, but have not been able to claim use of a hop native to Maryland. 'Monocacy' hop was discovered in Maryland on a farm that was part of the original Carrollton Manor, once owned by Charles Carroll, a signer of the Declaration of Independence, in what was likely a cottage garden between the house and barn. Molecular fingerprinting established it as unique and clustering with hop accessions native to North America. Compared with cultivars currently grown in Maryland, 'Monocacy' is very large and vigorous, late maturing, and tolerant of of two-spotted spider mites, potato leafhoppers, and hop downy mildew. 'Monocacy' produces high yields of large open cones with an herbaal-floral aroma and abundant lupulin. Most hops have more alpha acids than beta acids, and contribute a bitter flavor to beers. The 'Monocacy' alpha acid content was lower than the beta acid content, with alpha to beta acid ratios ranging from 0.54 to 0.59 and could contribute to a beer that is not overly bitter. High myrcene (12.85%) and caryophyllene (38.13%) suggest a spicy-floral character. 'Monocacy' added an earthy and spicy note to lighter beers, and in some beers when used as a dry hop it added a light fruity note on the pallet in the finish. The most recent beer using 'Monocacy' had a medium-light body with a bisquity malt aroma and delicate "spicy/hoppy" nose. Maryland breweries are anxious to use this hop in their beers.

SACC is an independent group of researchers working on climate change in the past constituted in Kiel. The aim of SACC is to bring together international scientists and representatives of important international organisations in the fields of archaeology, paleoecology and heritage management to discuss and evaluate the contribution of archaeological and paleo-ecological research to understand the link between social, c ultural, ecological and climatic change; and to highlight how archaeology, through the study of past adaptive behaviour, is able to enhance socio-ecological resilience of societies as well as their adaptive capacity to current climate change; furthermore, to contribute to the understanding of the impact of climate change on archaeological and heritage sites as well as on cultural landscapes, museums, collections, and archives. SACC will hold its summit every second year with a declaration at the end of each summit. SACC is organized by a steering committee chaired by the SACC 1 organisers.
