It explains the (re)establishment of power alliances and traces power shifts through oil price fluctuations on the global market, laying out the concomitant instability of systems of co-option based on the distribution of rent. In times of power crises, the state class is prepared to make concessions, such as economic and political liberalizations. Since February 2019, however, an unprecedented mass social mobilization has been underway. The Hirak movement disrupted the order within the state class and forced President Bouteflika to step down, but the regime, under military leadership, tried to reconfigure the political system once again by eliminating old clans and striking new alliances. This is the story of a political system’s re-configurations that seek to sustain the old order by building new alliances.

This chapter traces the evolution of e-Government concept from the first state program “Electronic Russia” (2002) to the latest “Government as a Platform” (2018) concept. Analyzing the digital transformation of government through the lens of public administration, the chapter demonstrates procedural, infrastructural, and political challenges that shaped the Russian version of electronic government. Emphasizing the discrepancy between plans and reality, we show how the “Russian style” of unrolling e-Government from above in combination with the focus on infrastructures have created a situation where further development of the reform has stagnated. Finally, the tensions between transparency and control accentuated by digitalization in Russian public administration are discussed.

AbstractThis chapter traces the evolution of Russian thinking on deterrence and makes three arguments. First, the Russian approach to deterrence differs from the Western conceptualization of this term. Deterrence a la Ruse is much broader than the meaning that Western experts have in mind. It stands for the use of threats to maintain the status quo, to change it, to shape the strategic environment within which the interaction occurs, to prevent escalation and to de-escalate. The term is used to describe activities towards and during military conflict, and spans all phases of war. Second, the peculiar usage of the term deterrence in the Russian expert community reflects the imprint of Russian strategic culture, and of the Russian military transformation that has been ongoing since the Soviet collapse. Finally, the unique Russian conceptualization of deterrence has implications for both practitioners and theoreticians of international security policy.

The challenge of representing movement in literary texts involves not only a knowledge of the physical, affective, and cognitive aspects of motion, it also needs to engage with movement’s medial transformation in the act of writing. Thus, this article draws attention to the largely unnoticed importance of writing in its visual and spatial dimensions within the field of literary movement studies. The article explores the dynamic aspects of the concept of the ›figure‹ and traces its relation to the literary ›scene‹ or ›scenario‹. Drawing on contemporary literary and cultural theories of the ›scene‹ as a cognitive operation (Rancière) and engaging with examples of texts on movement (Pierre Rameau’s ‚Le Maître à Danser‘ and Jean- Georges Noverre’s ‚Lettres sur la danse‘), the aim of this article is to introduce the concept of the ›scene‹ as a (transdisciplinary) hermeneutic category for literary studies of movement in modernity.
