Full textHaving "geoplitics" and "geomatics" as double sources of inspiration , the present thesis offers a reflexion on the contribution of the tools of geomatics' to the analysis of the evolution of Tunisian administrative boundaries. It divides into three main parts. The first part, entitled "territory changes and politics of geographical data", exposes the stakes of territorial organisation which, as is the case with other countries, is a matter of an "unconscious rationality of compromises" among different actors. The second part is devoted to the "conception of a temporal geogaphical information system for the study of the evolution of the Tunisian administrative boundaries". The approach adopted consists in a systematic formalisation of administrative boundaries by analysing the administrative unit in its different contexts (horizontal and vertical). Formalisation assigns an important place to the notion of change which allows for the temporal reconstitution of boundaries. The third part is empirical in nature and proposes a "dynamic cartography approach applied to demographical data". It doesn't restrain itself to the logic of cartographic mono-representation and supplies differentiated ad adapted answers to the various questions which the planners and decision-makers might pose

Full textQuebec City offers a lot of different residential environments, leading to several housing sub-markets since its foundation, in 1608. Administrative delimitations have become questionable for urban studies. There is no such thing as a perfect spatial segmentation. Nevertheless, some methods exist to delineate homogeneous spaces, regarding to a given type of problem. This paper presents an historical-morphological (HM) spatial segmentation approach for generating residential sub-markets using historical, social and morphological criteria as an alternative to the usual administrative segmentations used in real estate studies. For this study, we compare HM segmentation with two sets of administrative limits, before and after amalgamation. Overall performances of the tree segmentation for the Quebec single-family housing market are compared using multivariate discriminant analysis. Then, three hedonic pricing models are used to estimate the extent to which segmentation affects the sale price, and to test their relevance for assessing local variations of implicit prices. Findings suggest that HM segmentation is more efficient than administrative boundaries, but still perfectible.

Full textThe creation of municipalities, in a context of decentralization, reveals an original process that articulates both bottom-up and top-down approaches. The Malian government designed a partnership that associates the population with the operation of munipalities boundaries setting. The divisions operated are different when the social space is taken into account in the making of "territoires". The division is a mechanism that participates in the "territorialisation" (process of making "territoires"). In Kayes area, lived space is structured by mobility and social networks at different scales, so the action of sharing space is related to the social sphere. Once people's representations of space and spatial practices have been integrated in the making of institutional territories, what appears is that created centralities and emerging delimitations do not correspond with the general territorial model. My PhD. Research focuses on the very nature of these municipalities, that questions the interrelations between the division process, space and "territoire"

Full textThe purpose of this thesis is to analyze the process of construction and delimitation of communal territories in Senegal. Indeed, in Senegal, the communes constitute the basic territorial collectivities. They have legal personality and financial autonomy. They are created by decree, which must be concretely translated into a territorial division. However, the creation of new territories in Senegal is very rarely accompanied by a materialization of their spatial limits. This phenomenon creates a great deal of uncertainty around the boundary and causes various conflicts that hinder the management and development of communities whose physical territory remains more or less poorly known. It is in this context that we are interested in the process of administrative divisions to understand how territorial boundaries are defined and set up ? What roles do they play in the management, ownership, cohesion and development of the territories they contribute to create and of which they constitute a determining component ? What is the real existence of these territories ? What do they represent for the actors? It is to these concerns that this thesis has tried to answer, through the example of 5 communes in the Saint-Louis region.This research was conducted on the basis of a systemic approach, the conduct of semi-structured interviews and the use of mind maps. Full textThe French area is organised in such a way that a great number of territorial divisions are available for the use of community political and administrative powers : the competences territories or power territories. To apprehend the demo-economic graduations and trends, the French area is also divided in statistical territories named information territories or knowledge territories set up by the INSEE. But economic activities do not care much about these territories and develop where they find benefits. Therefore, these several territorial divisions are not (no longer) adapted to the observation and study of planning issues such as, for example, people mobility or corporate real estate. The planning researcher and the consultant are increasingly confronted to the difficulty of territory adaptability to the issue to analyse. This professional thesis brings them and those interested in the issue of geometrical and temporality changing territories (Community, Business, economic development and town planning companies, etc. ) a methodological answer – a decision helping tool – allowing them to determine a valuable territory adapted to every topic. Full textThis thesis is based on issues concerning the changing landscape of higher education globally and its implication at the local and national levels of the organization of universities. Drawn from the neo-rationalism perspective on the interactions between actors and higher education systems, the ‘gigogne’ concept of the academic arenas and coupling / decoupling processes, the analysis focuses on the case study of the development, implementation and adjustment of academic workload model. The methodology applied is based on long-term participant observation, action research and case study approaches. It is mixing quantitative analysis of the transformation of the academics’ performance and structure with the university’s achievement. On the other hand, this quantitative approach is complimented with the qualitative analysis of data gathered through formal interviews and focus groups, conducted with academics, senior management of the university and as well as experts of the higher education system in Malaysia and globally.Conclusions from the findings demonstrate – at the organizational level of the university - the capability of negotiation of the academics and senior management with regards to their roles and conditions of career advancement is central in the instrumentation of the academic workload system. At the national level, it highlights the complementary action between public and private higher education institutions. At the international level, it stresses on the capability of adjustment of the university organization system and the Malaysian higher education policy to redefine itself in regulating its position at the arenas of international bodies in higher education

Full textC'est ainsi que l'objectif qui a déterminé la démarche de notre étude a été d'essayer de dépeindre la configuration spatiale antérieure et actuelle de l'Algérie à travers sa partie orientale qui est "l'Est Algérien". Pour tenter d'y parvenir, nous avons pris en considération trois types de maillages qui sont les territoires (wilayas et communes), le réseau urbain (toute taille confondue) et le réseau des voies de communication avec la trame routière et le réseau ferroviaire. Pour chaque type de réseau (territoires, réseau urbain et voies de communication), il a été à chaque fois nécessaire de présenter son évolution depuis presque l'antiquité, d'étudier sa configuration actuelle puis de la confronter avec des modèles théoriques en utilisant des outils d'analyse et d'investigation mis au point dans ce contexte.
Il ressort cependant que quel que soit le réseau ou le maillage pris en considération, l'Est Algérien s'est toujours montré comme un exemple typique d'un espace qui présente des formes opposées identifiables quelle que soit la méthode d'analyse utilisée. Il en résulte ainsi que la région, c'est à dire l'Est Algérien, est dominée par deux systèmes spatiaux dualistes :
+ un système classique traditionnel caractérisant les régions périphériques (partie occidentale du Tell, sud des Hautes Plaines ou la Steppe, les Nememcha, la région du Hodna et l'Atlas Saharien) qui accusent souvent des retards et des décalages négatifs dans tous les domaines;
+ un système spatial hérité légué principalement par le pouvoir colonial et qui se présente globalement comme une région polarisée linéairement le long des principales voies de communication en reliant les villes les plus importantes.
Il s'agit en fait du modèle de la région anisotropique qui se présente sous la forme d'une succession de sous-régions polarisées autour de grands centres urbains et bien connectés par les voies de communication suivant un axe préferentiel. De part et d'autre de ce premier système hérité subsistent des sous-systèmes spatiaux marginaux.
