Abstract:
SBA Mall is the largest shopping center in Aceh. The number of vehicles visitors reach 1.300 units of cars every day so it takes parking space that can accommodate visitor’s vehicles. Setting the parking is very important to produce parking space with a lot of capacity, as well as comfortable and safe for visitors. The problem that arises today is the application of the parking rules that have not been applied in the parking area of SBA Mall. Integer Linear Programming (ILP) in this research is used to model parking layout by planning three scenarios that is based on the actual condition, the width of alley according to the Decree of Directorate General of Land Transportation without pedestrian facility, and all the size of parking lot fully according to the Decree mentioned above. The result shown that the total unit of parking space (UPS) based on the first scenario is 119 UPS, the second scenario is 94 UPS and in the third scenario is 97 UPS.

Abstract:
The paper discusses the issues of normative and legal regulation for creation of drug lists (List of Vital and Essential Medicines, List of Medical Drugs for Certain Categories of Citizens, List of High-Cost Medical Drugs (Seven Nosologies list). It also considers historical aspects, current state and planned changes of these rules. The stages of expertise, evaluation criteria, and rules of decision making in the process of inclusion of medical drugs (MD) into the lists according to the RF Government Decree no. 871 on 28 August 2014 and the project on the amendment of this decree are thoroughly considered. The proposed changes address the terms of submission of proposals for the inclusion and exclusion of MDs into the lists, and the terms of expert procedures. Changes in expert procedures (complex evaluation) of MD are proposed; a new stage (analysis of methodological quality of pharmacoeconomic studies and budget impact analysis) is introduced. Integral scales of clinical and pharmacoeconomic evaluation of MD are substituted with complex evaluation scales. The requirements for ethodological quality of pharmacoeconomic studies and budget impact analysis are created. A further stage of the development of the rules for creating the lists can be the performance of complex evaluation within a single expert body with the participation of expert organizations and leading specialists.

Palavras-chave: Educação Especial, Necessidades Educativas Especiais, Decreto-Lei Abstract Societies have, over time, developed diverse practices and concepts in relation to what they consider as "the different". The way in which "different" people have been viewed at various historical moments translates in some way into social, cultural, religious and economic factors characteristic of the various eras (Pereira, 1999). In the last decade, significant changes have been introduced in support for pupils with Special Educational Needs (SEN) in regular schools. Decree- Law no. 3/2008, of 7 January, revoked Decree-Law no. 319/91, of 23 August, which determines the specialized support to be provided to students with SEN. This diploma generated much controversy on the part of the national researchers, for limiting the target audience of specialized supports and to defend a model of evaluation of the SEN with reference to the International Classification of functionality, incapacity and health (CIF). A decade later, the diploma that regulates Special Education was again revised, and Decree-Law 54/2018 emerged. Through a questionnaire with open and closed questions, it was our intention to obtain information regarding the perspective of teachers of regular education about the inclusion of students with SEN in the regular teaching rooms and the changes provided for in the new Decree- Law that regulates Special Education and the support to these students. Keywords: Special Education, Special Educational Needs, Decree-Law

Abstract:
Introduction. At present, there are a large number of obsolete regulatory requirements, including those dating back to the USSR. The President and the Government of the Russian Federation decided to implement the “regulatory guillotine”, within the framework of which, by 1 January 2021, the totality of regulations imposing mandatory requirements must be replaced by new ones, including in the field of education. This goal requires the monitoring of existing laws, identifying their particularities, possible conflicts and gaps. Monitoring Tools. The authors of the paper applied methods of analysis, scientific and regulatory material analysis and synthesis as well as formal and legal, systemic and structural, functional, specific and sociological methods and the method of interpreting legal norms. The object of the study was the decrees of the President of the Russian Federation, decrees of the Government of the Russian Federation, orders of the Ministry of Education and Science and the Ministry of Education of Russia as well as regulatory legal acts of other federal executive bodies adopted on the basis of the federal law on education. Results. The system of legal regulation of education is a structured system of acts of varying legal force, regulating a wide range of public relations. The monitoring results of this legal framework are systematised and presented in a table. Based on the analysis of the data obtained, the following suggestions are made: 1) to merge Order No. 462 of the Russian Ministry of Education and Science dated 14 June 2013 and Order No. 1324 of the Russian Ministry of Education and Science dated 10 December 2013 regulating the field of self-evaluation of educational organisations; 2) to merge Order No. 844 of the Ministry of Education and Science of Russia dated 28 July 2014 and Order No. 1304 of the Ministry of Education and Science of Russia dated 3 October 2014 regulating public relations in the field of granting foreign citizens and stateless persons the right to obtain various levels of education; 3) in terms of defining the measures of state support for students and postgraduate students in higher professional education institutions – to incorporate Presidential Decree No. 1556 of 16 November 1996 into Presidential Decree No. 443 of 12 April 1993; 4) to merge Presidential Decree No. 1198 of 14 September 2011 and Presidential Decree No. 181 of 13 February 2012 establishing scholarships for undergraduate and postgraduate students; to create a new act regulating the procedure for granting state academic scholarships and/or state social scholarships to students. Conclusion. Improvement of the abovementioned specific laws will qualitatively improve the legal regulation of certain aspects of education in the Russian Federation, which will contribute to better legal regulation of the education sector as a whole. The results of the study will also be helpful to lawyers and academics who apply the legislation governing the education system in their professional or academic work.

Evaluation of the effectiveness of scientific research produced, as the rule, by using the bibliometric instruments of the analytics of research publications (level of publications, measured by its reference with the quartiles of research journals in main bibliometric international bases of knowledge Web of Sciences, Scopus, Google Scholar, etc.; exploration of its attributing to the lists of leading international publishing houses; citation indexes of publications). The analytics of research publications in first line is used for the purposes to find, are researchers are fulfilled their KPI, or not, are their research is valuable for scientific community. Same time, other instruments of the effectiveness evaluation of research exists, that are taking into account its complexity, its scientific and educational nature. Such evaluations are mostly integrated into the evaluation of effectiveness (research excellence) of universities and other research organizations. Combination of expert, bibliometric evaluations of research, its usage in educational programs is the specific feature of the complex evaluation of effectiveness in the terms of research excellence evaluation procedures. Unfortunately, economic (applied) instruments of research effectiveness evaluation are not introduced properly yet, it is mostly evaluated as the part of resource base of universities and scientific organizations (resources obtained from research-based innovative products are considered as the part of general resources). Due to the recent establishing of Research-educational Centers (REC) in Russian Federation, the necessity to explore complex multi-component evaluations of REC, including not 2, but 3 main components, as effectiveness of research in REC itself, as their educational programs economic effectiveness, and the research outcomes for real sector of economy. Unfortunately, 2nd and 3rd components evaluations are underdeveloped right now. In the article the indicative instruments for evaluations of research are analyzed with the purpose to apply it for REC and for the quality of educational programs evaluation takin in mind its input into the economic effectiveness of REC. Such an instruments are capable to provide the accurate measuring of economic effectiveness of research and educational programs of REC. We are propose the instruments that are allows to integrate the indicators of regional effectiveness introduced by President of Russia Decree (2019) with some from indicators of effectiveness of REC that are introduced by Government of Russia (2019) and can be attributed to economical effectiveness of REC and of educational programs that are realized in the Centers of Competency Development (CCD) belonged to REC.

After a study of case histories relating to work accidents followed by admittance to hospital, the authors then closely examine the question of temporary disablement and eventual consequences. The most common and interesting forensic findings are connected with traumatology of the urethra, the external genitalia and the kidney. With reference to President's Decree No. 1124 of 30.6.65 and to Italian law No. 457 of 8.8.72, it is pointed out that evaluation of disablement must always be carried out in relation to the general working capacity of a factory or agricultural worker and not to the specific working capacity. An annuity payment for the disabled worker also exists when there is permanent disablement of over 10%; evaluation of consequences becomes definitive only 10 years after the annuity has been established. Percentages relating to the loss of a kidney, bladder complications, urethral strictures and genital injuries are given.

One of the village that get first priority in slums handling in in Semarang City based on mayor decree of Semarang’s number 050/801/2014 is Jatibarang Village. According the Ministry of Public Works through the KOTAKU (Kota Tanpa Kumuh) Program, in 2017 Jatibarang Village received funding for road and drainage construction. This research is to evaluate the slum reduction of road and drainage construction in a neighborhood. The method of research is quantitative and comparative through data calculation on 2 (two) criteria after handling and compari ed with baseline data. Based on the results of the research it can be seen that the slum handling of 2 (two) slum criteria did not give big impact to the slum value that is 40 before the handling and 30 after handling with the difference of 10 points. The results of this research indicate that there is still a need for handling slum reduction in this area. It is also necessary to evaluate the value of slum periodically of slum areas that have been set in order to know the changes that occur. involving the local community in the maintenance of settlement environment is necessary as well, so it is expected that the slum reduction increases, insteade of decreasing..

Abstract:
In The Netherlands, agricultural activities are one of the major diffuse sources of nutrients and crop protection chemicals. A national legal and regulatory framework has been developed to combat the environmental burden from the agricultural industry. This resulted in the implementation of a government decree (AMvB) in the year 2000. Under pressure from NGOs, the Hollandse Eilanden en Waarden Water Board worked on a regional regulation in advance of this national legislation. ZHEW followed an approach of research, communication and partnering prior to implementing the national decree. The most important result of the chosen approach is that compliance with one of the most important measures, the crop-free zone, is close to 100%. There has been little improvement in the amount of pesticides in the open waters. Both water board and farmers are positive about the approach followed. Monitoring and evaluation proved to be essential when communicating with the agricultural sector. The results of attempts to influence behaviour must be recorded in order maintain the motivation to change behaviour. Information on the effects of the approach adopted to combating diffuse agricultural sources is gathered from a number of sources.

Only 15% of the industries in Citarum Watershed, specifically in Bandung Regency, West Bandung Regency, Sumedang Regency, Bandung City and Cimahi City, are registered as PROPER industries. They must comply to indicators as set in the Minister of Environment and Forestry Decree No. 3 In 2014 concerning Industrial Performance Rank in Environmental Management, as a requirement to apply for PROPER. Wastewater treatment and management, referencing to Minister of Environment and Forestry Decree No. 5 In 2014 concerning Wastewater Effluent Standards, must be performed to be registered as PROPER industries. Conducting only physical-chemical parameter monitoring of wastewater is insufficient to determine the safety of wastewater discharged into the river, therefore additional toxicity tests involving bioindicator are required to determine acute toxicity characteristic of wastewater. The acute toxicity test quantifies LC50 value based on death response of bioindicators from certain dosage. Daphnia magna was used as bioindicator in the toxicity test and probit software for analysis. In 2015-2016, the number of industries that discharged wastewater exceeding the standard was found greater in non-PROPER industries than in PROPER industries. Based on the toxicity level, both PROPER and non-PROPER industries have toxic properties, however PROPER industries of 2015-2016 is more toxic with LC5096 value reaching 2.79%.

Abstract:
This study evaluated the engagement of staff regarding infectious healthcare waste management, in two case-study universities in Tunisia. Using a questionnaire survey, it was found that the most significant reported factors that influenced engagement were the availability of technical sheets and posters, training and education programs, and the age range of the staff. While there was some accordance with the Tunisian Decree application n° 2008–2745 of July 28th, 2008, as well as international guidelines and best practice (e.g. the use of color coded bins, waste management teams, and infection control measures), there were also limitations in the provision of training. This limitation in training and, to a lesser extent, awareness impacted on the beliefs about infectious healthcare waste management of staff and their practices. Recommendations for addressing these issues are suggested.

The recent advances of remote sensing technology development can support government needs including cadastral related purposes. One of the purposes is to supply geospatial data especially land parcel maps for land and tax value inventory. This research tries to evaluate the utilization of Quickbird Satellite image for updating land and building (PBB-P2) block maps in Bantul Regency, Yogyakarta Province of Indonesia. The image was recorded in 2014 with resolution of 0.6 meter and has been ortho-rectified. Evaluation is conducted by analyzing the utilization of the image as the base map for deriving land parcel maps according to the Decree of Tax Director General number: KEP-533/PJ/2000. The process was firstly done by digitizing land parcel boundaries on Quickbird image to produce block maps. The process was done by the community through participatory mapping. The resulting block maps then were compared with land registration map from National Land Agency. The evaluation was focused on the accuracy of land parcel position as well as the resulting land areas. For this purpose the land registration map is regarded as the reference data. By focusing on the 51 sample data in Triharjo Village, statistical test was conducted to evaluate the accuracy of the resulting areas of the digitized land parcel map. The results show that 47 samples comply with a tolerance requirement of 10% according to the Decree of Tax Directorate number KEP-533/PJ/2000’. In addition, the t-test analysis with a significant level of 5% indicates that there is no significant difference of area between the digitized land parcel data with land registration map. Based on the results, it is concluded that ortho-rectified QuickBird image is sufficient for producing of land and building tax (PBB-P2) block maps.

Abstract:
The major theme of this paper is to evaluate policy impacts. This paper aims to evaluate the impact of the determination of the Watu Ata Nature Reserve using the evaluation criteria proposed by William N. Dunn: Effectiveness, Equity, Responsiveness and Appropriateness. As defined in RI Government Regulation No. 28 of 2011 Article 1, a nature reserve is an area which, due to its natural condition, contains unique plants and/or plant diversity along with natural phenomena and whose ecosystem requires protection and preservation efforts so that its existence and development can grow naturally. The Watu Ata Nature Reserve is one nature reserve area in the Ngada regency based on the Decree of Minister of Forestry No. 432/Kpts-II/92. The research method used is a descriptive qualitative study that employs a field study approach conducted in two villages, namely, Heawea Village and Inelika Village. These two villages have the biggest community’s land in the Watu Ata Nature Reserve. The findings suggest that the Watu Ata Nature Reserve policy has had a negative impact on people living around the nature reserve area, particularly with respect to their loss of access to the cultivated land and cultural sites where they have built relationships with their deceased ancestors.

Abstract:
Possible threats on the environment and human health by the leaching of new building materials and composites in contact to water should be prevented from the outset. It is therefore necessary to assess and ensure their environmental compatibility. For irrigated construction elements this is a challenging task, as there is no general correlation between known testing methods and outdoor emissions. A feasible assessment concept is needed for these conditions. In this work the German assessment method for permanently wet building materials is applied on different carbon reinforced concrete (C3) leaching data. Furthermore, emission prediction approaches of the Dutch building Materials Decree and the software COMLEAM are tested. The established methods are not yet suitable to determine the complex long term outdoor emissions of irrigated C3. In order to achieve realistic results in time saving testing methods and to define reasonable release limits, it is necessary to determine and verify the relevant influencing parameters on leaching through intermittent water contact. This research works out leaching patterns and correlations between inorganic substances. It is shown that the input parameters time of exposure, contact time, air temperature, air humidity, runoff and background concentration should be considered to predict the leaching processes from irrigated concrete phenomenologically.

Abstract:
In order to obtain a product with agronomic characteristics and biological stability consistent with the EU fertilizer decree for the market of EU fertilising products three different mixtures obtained from sludge digestate from municipal wastewater treatment plant, fresh compost and mature compost have been studied and characterized. For the experimental activity, the raw samples and three mixing ones were collected for the analytical characterization. The biological stability was then assessed for all samples using different stability criteria such as Specific Oxygen Uptake Rate, Rottegrad self-heating factor, Residual biogas potential. Specific enzymatic tests provided information about the status of nutrient cycles (C, P and S) and to overall microbial activity. Physical (bulk density, particle density, air capacity and water content), nutritional (C, N, P, K, Mg, and Ca) and toxicological properties (seedling growth tests on Lepidum sativum L., Cucumis sativus L., Lolium perenne L.) were also evaluated in order to assess the feasibility of agronomic use of the digestate-based mixtures. All the digestate-based mixtures responded to the main characteristics of compost quality requirements proposed in national and international regulations. The evidence found in this study highlighted that the strategy of mixing of sludge digestates with the composts allowed to mitigate the environmental risk posed by each starting material and to valorize their nutrient content.

Abstract:
The essay presents the author's subjective perception of a number of state institutions’ activities regarding their implementation of the directives of the Decree of the President of Ukraine «On the Development of Sociological Science» dated 25.04.2001 for twenty years from the date of its publication. The author's subjective point of view, in particular, is a consequence of the fact that he was a member of the working group on the development of this decree, and the beginning of the 21st century was a time when the Ukrainian society, state, political, public figures, scientists were expecting the decisive development of various spheres of life. However, in fact, these expectations met with latent resistance from shadow structures, the essence of which was to avoid publicly disclosing their intentions through science and education. So, because of the Ministry of Education and Science order No. 642 of July 9, 2009 «On the organization of the study of humanitarian disciplines at the free choice of the student», the active part of youth, namely students was given a very narrowed way of social development understanding; primarily it have happened in technical universities, where the members of executive branch of the power will have been taught en masse. It is when the financial interests are embodied through the implementation of large-scale technical and economic projects, for example, the construction of highways, and not the protection of public health. However, in the leading universities, where sociologists have been taught, the initiative of teachers to show their will to improve the quality of the students’ preparing and evaluation does not subside.

Abstract:
Competence approach in the training of future occupational therapists makes it possible to determine the degree of readiness of students for purposeful professional activity. Assessment of the acquisition of competencies by university students remains a serious problem that requires discussion after the application of various assessment methods in the educational process. The purpose coverage of the component of professional competencies and criteria for their evaluation in the teaching of occupational therapy based on the French experience. Material and methods. In this paper we studied professional competencies of a French occupational therapist to obtain a state diploma "Occupational Therapist". We used the following methods: analysis, generalization and systematization of information of scientific and methodical literature. Results and discussion. Training in occupational therapy is carried out at the departments of physical therapy in the specialty 227 – "Physical Therapy, Occupational Therapy", which provides two specializations: 227.1 – "Physical Therapy" and 227.2 – "Occupational Therapy". Thus, the component of professional competence is a structural component of the educational program for the training of competent professionals who are able to use the acquired knowledge, skills and abilities in practice. In 2019, the Commission of Specialists at the Ministry of Education and Science of Ukraine developed a draft educational and professional training program for occupational therapists. In this project, professional competencies are divided into 5 professional competencies of the specialty and 14 professional competencies of the specialization. In order to receive a state diploma in occupational therapy, the Decree of the Ministry of Social Affairs and Health of France prescribes ten professional competencies that must be mastered by a future specialist. At the same time, this document contains criteria for assessing the student's acquisition of these competencies. This Decree contains the following criteria for assessing professional competencies: “What allows us to say that the skill has been mastered? What exactly do we want to check? What visible signs of a student's acquisition of competence can be observed? What are the signs of good results?” Conclusion. Professional competencies and criteria for their evaluation, which form the basis of training occupational therapists in France, can be considered a complex multidimensional education, which was formed in the process of acquiring professional education and is a powerful motivating factor for training competitive professionals, which direct the perception of goals, values, content, results and features of this activity. This experience of the French school can be useful for the preparation of educational and professional, syllabus and work programs in occupational therapy

Abstract:
Discourse has been pointed as a site of struggle for power. However, when analyzing the teachers’ discourse of resistance to educationalreforms has been privileged an orientation that prescribes discourse-power relations to mere relations of protest and opposition. This paperexplores the relationship between subject, discourse and power in the Foucaultian perspective to make clear a relationdiscourse-power that enables the teacher to constitute himself as subject for practices of self-knowledge. As a context for theanalysis of these relationships is used the speeches of teachers organized in the FECODE against educational reformaround evaluation of learning and students promotion in Colombia, Decree 1290 of 2009, to identify ways of subjectconstitution, forms of resistance and delegitimation, revealing relationships between the state’s reform discourse andthe collective subject teacher’s anti discourse. In this setting is important to note how discourses become spaces for theconstruction of subjectivities. Particularly, I am interested in analyzing the speeches of FECODE to analyze knowledgepower-resistance as a way teachers think of themselves collective subject of actions and knowledge to fight for their field ofknowledge: evaluation of learning.

Abstract:
Performance has aroused considerable interest both nationally and internationally. Only with the 150/2009 Legislative Decree the term performance was introduced in the practice of the Italian public administrations (PA). These institutions are used to operating in a context where the performance measures have primarily focused on inputs rather than on results and impacts; moreover, managerial processes follow a mere compliance logic. The introduction of measurement systems and performance includes elements of absolute novelty in particular with regard to the effectiveness of the measurement and to the impact of public actions on the community. The research aims to assess the extent to which municipalities have started using the system of performance measurement and evaluation and, in particular, what the distribution of "Piano della Performance 2011-2013". This is to determine the Italian municipalities susceptibility regarding the performance management, make a first reflection on good practices and problems that emerged.

Abstract:
Coronavirus disease 2019 (COVID-19) has spread rapidly worldwide. This study aimed to assess and predict the incidence of COVID-19 in Thailand, including the preparation and evaluation of intervention strategies. An SEIR (susceptible, exposed, infected, recovered) model was implemented with model parameters estimated using the Bayesian approach. The model’s projections showed that the highest daily reported incidence of COVID-19 would be approximately 140 cases (95% credible interval, CrI: 83–170 cases) by the end of March 2020. After Thailand declared an emergency decree, the numbers of new cases and case fatalities decreased, with no new imported cases. According to the model’s predictions, the incidence would be zero at the end of June if non-pharmaceutical interventions (NPIs) were strictly and widely implemented. These stringent NPIs reduced the effective reproductive number (Rt) to 0.73 per day (95% CrI: 0.53–0.93) during April and May. Sensitivity analysis showed that contact rate, hand washing, and face mask wearing effectiveness were the parameters that most influenced the number of reported daily new cases. Our evaluation shows that Thailand’s intervention strategies have been highly effective in mitigating disease propagation. Continuing with these strict disease prevention behaviors could minimize the risk of a new COVID-19 outbreak in Thailand.

Abstract:
In this paper, we focus on the disclosure of pension liabilities for entities referred to in Italian Legislative Decree 30 June 1994 no. 509 (also called “old funds” for professionals), which is crucial for a suitable communication. After illustrating the limits of current statutory financial statements’ in relation to the information they provide on pension benefit obligations, we propose three potential solutions to bridge the gap. Each of these proposals helps ensure the completeness and clarity of financial reporting and improves upon the informational capacity and quality of disclosure. In our opinion, one of these approaches, in particular, would be preferred because of its ease of adoption. Indeed, the disclosure in the explanatory notes allows for the quantification of pension benefit obligations, and hence a more proper evaluation of entities in the medium/long- term, with no impact on annual economic-financial results as reported in the balance sheet and the income statement.

Abstract:
Abstract In general, air quality is determined from the concentrations of pollutants in ambient air. Air quality criteria (limit and target values, margin of tolerances, upper and lower assessment thresholds) are based on the current legislative framework. In Slovakia, the air quality criteria are imposed by Decree No 360/2010 Coll, on air quality, of the Ministry of Environment [1]. In relation to the implemented measurements, it is necessary to choose effective tools needed for the pre-processing and post-processing of overall air quality assessment. The article aims at applying suitable GIS tools in the assessment process of air quality in the Košice agglomeration for the selected period 2008-2010. In the overall assessment of the area in question, the processing of information on emissions declared as particulate matter (PM) was considered in terms of a conservative approach to the assessment of air quality for PM10. For the assessment, the yearbooks and reports on air quality in Slovakia in 2008-2010 of the Slovak Hydrometeorological Institute (SHMI) and professional publications were used
