Abstract:
Holistic defense is a model of public defense rooted in the early 20th century recognition that lawyers and social workers should cooperate to advocate with and for individuals and communities in need. Prior work on holistic defense highlighted its potential to transform the lives of public defender clients by transforming the legal practice of attorneys. Comparatively, social workers’ roles in these transformations have been neglected. Yet many holistic defense programs begin by integrating social workers onto legal teams. In this article, I describe and evaluate a social work centric holistic defense model piloted in Santa Barbara, California. My research supports recent findings that holistic defense improves case outcomes and substantially reduces incarceration without negatively affecting public safety. I discuss my results in the context of prior research and the potential for holistic defense to reform criminal justice. I then make recommendations for the design of future holistic defense evaluations.

This article responds to Tibor Machan's criticisms of government provision for needy citizens. It argues that although charity may be morally worthy, private charity is inadequate to the task of providing our fellow citizens with the security they deserve; the tremendous social good of secure access to a life of dignity can only be produced by a public social safety net. Moreover, individual rights to property do not stand in the way of providing a public social safety net. Since there are social inputs in wealth creation, reasonable levels of taxation do not violate people's rights to their wealth.

In order to ensure the public safety of residential areas, starting with the urban public safety of Xi'an, the construction environment of defense safety, fire safety and traffic safety, and the public safety environment of residential areas are investigated. Abstract:
State Defence awarenessis is the collective awareness of the Indonesian nation that is needed by the state to defend its sovereignty, territorial integrity, and national safety in the face of every threat. The aim of the research is to analyze influence variable social strategy and public policy in the State Defence Awareness Management of organization performance of the Ministry of Defense mediated by strategic change management. This study uses quantitative approach with study expanatory. Data analysis using Structural Equation Model (SEM) with using Smart PLS 3.0 for analyze connection or influence variable dependent with variable independent. Research results show that by general there is influence direct social strategy and public policy on organizational performance, as well as there is influence direct strategic change management towards organizational performance as well as there is influence non direct social strategy and public policy to organizational performance mediated by strategic change management. Implication theoretical from this study is strategic change management as mediating social strategic and public policy able for increase organizational performance Ministry of Defense in implementation coaching State Defence Awareness Management. Objective of the study: The study aims to clarify the role of social responsibility for public relations in facing crises in the Kuwaiti civil defense sector. The problem of the study: revealing the social responsibility of public relations in the Kuwaiti civil defense sector in the face of crises related to the conditions of nature, the disasters that may be exposed, the problems related to the human element, the lack of environmental sanitation and the role of the civil defense sector in facing these crises. Study methodology: This study is one of the descriptive analytical studies, which was applied to the selection of a representative sample of some public relations publications in the Kuwaiti civil defense sector. Language and the use of these tools in the face of crises. Study community: The study community is represented in the Kuwaiti civil defense sector. The researcher relied on a sample of the sector’s publications that could be obtained. The available sample of the study is the analysis of 5 booklets and 3 brochures representing a safety guide for civil defense emergencies and guiding instructions for early attention to achieve the safety of citizens. Results of the study: The study reached many results, including the commitment of the public relations publications of the Kuwaiti civil defense to social responsibility by providing theoretical and practical advice and advice that must be followed to confront natural or human disasters and urging the public to adopt voluntary social work. Recommendations: It is necessary to update the public relations publications in terms of the published topics periodically, without prolonging the period between the update and the other. Training those in charge of designing and issuing public relations publications to use the latest design programs to keep pace with the developments of the times. - Conducting a periodic and sequential analysis of the public relations publications in the civil defense sector, knowing the priorities of attention and addressing the shortcomings in the following preparations based on the reflection of the communication message on the receiving audience. - The necessity of diversifying the persuasive methods to make an impact and effectively persuade the public to achieve societal safety.

The problem of state management of security risks in the context of a special military operation and conducting a hybrid war against Russia by NATO forces is actualized; an analysis of individual conditions and factors that form a critical possibility of harming life safety and, in general, the national interests of the Russian Federation is carried out.
 The current state of security risk management is revealed through the analysis of such strategic state documents as the Federal Law «On Security» as amended in 2023, «The Concept of Foreign Policy of the Russian Federation» in 2023, «Strategies for the development of civil defense, protection of the population and territories from emergencies, fire safety and human safety on water facilities for the period up to 2030», the state program of the Russian Federation «Protection of the population and territories from emergency situations, ensuring fire safety and human safety at water bodies» 2023, the Federal Law «On Voluntary Fire Protection» of 2011 with amendments and additions made to it in August 2023.
 Attention is focused on the risks of wartime.
 An express analysis of scientific research in recent years has been carried out. The joint opinion of scientists and experts in the field of civil defense on the existence of problems in legislative activity requiring prompt resolution has been revealed.
 Using the example of the Ministry of Emergency Situations of Russia, some practical results of the state's management activities are shown, as well as the importance of changes in the Federal Law «On Voluntary Fire Protection" to activate the volunteer movement and minimize fire safety risks with the participation of the population.

Abstract:
Abstract In the summer of 2009, Tampa General care providers met with Hospital Administration to express concern that violence on care units was a growing problem and making it difficult to provide quality care. Nurses stated that such violence was one important reason many of their peers choose to retire. Administration took this situation seriously and formed a committee to gather information and submit suggestions to reduce the violence. The committee consisted of representatives from several nursing units, human resources, risk management, security, and administration. Duties assigned included investigation of the actual number of reports on all units and trends. The committee was also charged with the production of a report regarding reviewing other hospital data, literature review, and developing recommendations. Internal reports indicated that the total prevalence of reported violence as well as the incidence per patient had increased annually since 2005. The hospital reports contradicted the national literature regarding the emergency department (ED) and psychiatric unit (Psych) being the two hospital units with the highest number of violent events. One possible reason for the difference is that these departments require all care providers to attend de-escalation and self-defense classes annually. Based on these findings, the researcher developed and adapted training similar to that of the ED for other units reporting aggressive, abusive, and violent patients. The committee approved a draft plan for implementation. Following presentation to Nursing Administration, some modifications were made, and the Internal Review Boards of the hospital and University of South Florida (USF) approved the project. The hypothesis tested in this study was whether training in de-escalation and self-defense modifies providers' behaviors to prevent or reduce aggressive, abusive, or violent behavior by patients and visitors. The independent variable was training. The dependent variable was requests for assistance with unruly, angry, or violent patients or visitors. Event reports of the year prior were used for historical comparison. Event reports for the experimental period were assembled subsequent to the training for comparison. Nursing Administration selected two units to receive the training intervention. The two units selected were neither the worst nor the best in numbers, but rather the middle. Nursing required that all training be scheduled in normal department meetings and that Nurse Managers of the units agree to participate. The research design presumed that at least 85% of care providers on a unit would attend the training. Schedules were developed to accommodate all care providers. The training was presented during June of 2010. Experimental and comparison units were monitored each month for the number of reported violent events (Code Grays) on each unit. During the fourth months of monitoring, there was a data spike in the Cardiac Care unit. No action was taken until another spike occurred during the sixth month. It was determined that an error had occurred that partially invalidated the data from the Cardiac Care unit: the 85% participation rate among staff had not been reached. Monitoring continued for 12 months after the training. The Eldercare unit showed reduced requests for assistance. Overall, the Cardiac Care unit increased requests for assistance from the year before. Results were adjusted for patient census. Wilcoxon Signed Ranks Testing was performed and displayed using box plots to show how far the median changed during the research from one group to the next. The analysis compared prior year with the year following the interventions, and indicated that there was a movement toward a reduction of Code Grays. To determine if there was a difference between comparison units and experimental units 12 months after the training, Poisson Regression Analysis was utilized. When the comparison units were set as the reference, Poisson analysis indicated the events were decreasing on both units. The Cardiac Care unit did not have a statistically significant p value. The Eldercare unit had a p value of .019. In conclusion, the results are mixed and statistically inconclusive. From the care providers' perspective, any reduction in violence is significant. The data regarding the training interventions indicates that there was an empirical, albeit not a statistically significant, change in Code Gray reports. Training may have reduced the violence on the Eldercare unit by nearly half.

CHDS State/Local<br>The Medical Reserve Corps (MRC) was formed to provide a cadre of trained medical volunteers to support and strengthen the public health infrastructure and improve its' emergency preparedness level. Training policies and standards are left to the discretion of the local MRC coordinator so the program maintains its flexibility to meet community needs. Training varies from unit to unit, and there are no protocols in place to measure or evaluate the effectiveness of that training. According to recent studies and surveys, disaster operations are an unfamiliar role for most MRC volunteers and the public health workforce in general. Evidence also suggests that few medical and public health workers receive this important preparedness training. In 2005, MRC working group members developed a list of core competency recommendations to provide training guidance, but specific educational content to satisfy those competencies were not defined. This thesis offers specific training content guidelines and strategies for achieving competency. The MRC must be able to integrate into the disaster environment while working safely, effectively and efficiently. Standards will set the mark for success, enabling the MRC to respond in a coordinated manner and at a consistently higher level to any public health emergency.<br>Captain, Texas State Guard-Medical Rangers

Abstract:
The purpose of this study was to assess the extent to which community colleges have implemented major post-Virginia Tech campus safety recommendations. In addition to gaining a comprehensive overview of the safety policies and practices in place, this study assessed if campus safety policy implementation levels at the community colleges correlated with institutional characteristics, and the internal and external forces that helped drive the implementation of these policies. Focusing specifically upon the Virginia Community College System, data on the policies and practices in place at each of the 23 Virginia community colleges were collected from institutional websites and through follow-up telephone calls. Interviews were then conducted with a small group of administrators from various Virginia community colleges. Analysis of the data indicated that large variance exists across the community colleges, as some have implemented most of the major campus safety recommendations that currently exist, while other have only implemented far less. The results also revealed potential support for larger community colleges with more resources and more campuses implementing more campus safety recommendations. Interview data detailed that external mandates and internal college leadership are the most important forces driving campus safety policy change among the community colleges. A number of policy implications arose regarding where community colleges need to improve their campus safety and how to best drive campus safety policy changes in the future.

Abstract:
The literature suggests that neighborhoods with organized criminal networks would have lower crime rates than other neighborhoods or communities, because of the social control their organization exerts on residents and visitors. The strictly organized Italian-American Mafia seems to have characteristics that would translate throughout the neighborhood: People will not participate in overt illegal behaviors because they do not know who is watching, and the fear of what the Mafia might do keeps residents and visitors to the neighborhood relatively well-behaved. Using crime statistics from the NYPD and census data for neighborhood characteristics, four linear regressions were calculated. The results indicate that low socioeconomic status is the main factor explaining neighborhood crime rate variations in New York City. The percent of the population under 18 and density were also listed as influential factors for some variables. The percent of foreign-born Italians was noted as significant in the correlation models, though it is not yet clear what this might truly indicate. The proxy variable for Mafia presence was not significant, and this can either be due to inaccuracies of the measurement of the variable or a true decrease in the influence of Mafia presence after the string of RICO arrests in the 1980s and 1990s. The results imply that Mafia presence does not influence neighborhood social control, but they do reinforce social disorganization theory. The foundation of this theory is neighborhood stability; the more unstable a neighborhood is, the more susceptible the neighborhood is to crime and dysfunction. Factors like low socioeconomic status and density influence neighborhood stability. It is impossible to open a newspaper, turn on a television, or visit a news website these days without being barraged with cybersecurity related news. Every domain is being attacked, penetrated, and impacted by cyber-crime and the range, complexity, and frequency of attacks is expanding daily. Across the board we face a wide range of adversaries from disgruntled employees to nation states that are bent on taking our critical systems down temporarily or permanently. Avionics systems are not immune from this and over the past several years, cybersecurity policies and the Risk Management Framework (DoD 8510.01) approach to securing US cyber systems, have been maturing and rapidly growing in adoption. However, many in the avionics community remain uninformed regarding the impacts of these new policies and initiatives to their systems nor how best to ensure they are taking a practical and efficient approach to implementing them. Gone are the days of a magic box that all of the security requirements are allocated to. Modern Cybersecurity is a systems discipline and cuts across the entire avionics suite. This paper will introduce the Risk Management Framework (RMF) and Cybersecurity and discuss what they are, how we got here, how they are related, and how they are impacting and will impact legacy and future avionics systems on tactical military aircraft. The paper will present some observations and best practices associated with application of Cybersecurity and RMF to avionics. It will also include some benefits of safety critical designs toward cyber-hardening and where safety and security are mutually exclusive. It will touch briefly on some impacts to avionics systems related to hot Cybersecurity topics such as HBSS (Host Based Security System), STIGs (Security Technical Implementation Guides), Static code analysis, DoD PKI (Department of Defense Public Key Infrastructure), electronic delivery, and insider threats. The paper will include a perspective on the development environment, the deployed systems, and deployment sites and how RMF and Cybersecurity impact both the contractor and the DoD customer related to these perspectives.

Abstract:
Although the basic safety concerning control of reactivity, residual heat removal and confinement, was assured in the Kashiwazaki–Kariwa Nuclear Power Plants at the time of the Chuˆetsu-Oki Earthquake (2007), the accident caused great public concern as to the seismic safety of NPPs. The earthquake resulted in severe economic impacts, far exceeding the actually negligible environmental effect. The public is calling for a reassessment of the seismic safety of NPPs, as they are unable to understand the basic safety approaches of the Japanese seismic design practice. The earthquake significantly exceeded the design basis ground motion in all units. Due to this the seismic consequences, especially those malfunctions and damages in the lower seismic class items, are not surprising. The following three topics are highlighted from the lessons learned and the author’s reappraisal of the current seismic safety approach, namely: (1) Prevention of seismic consequences of the lower seismic class items, (2) Measures to ensure the seismic safety by including defense-in-depth, and (3) Reduction of seismic safety risks as low as reasonably achievable referring to ‘safety goals for seismic events.’ The author believes that ‘reduction of seismic risks as low as practical (S-ALAP)’ should be a new guiding principle for lower safety class items, in line with the new concept (gensai) developed in light of the Great Hanshin-Awaji Earthquake (1995), acknowledging difficulties of coping with earthquakes just by conservative design. For a reasonable reduction of seismic risks, it is necessary to answer to question of ‘how safe is safe enough.’ The author developed a safety goal for seismic consequences by integrating the International Nuclear Event Scale (INES) and Farmer’s probabilistic siting criteria. It is an extension of the author’s quantitative safety goals for non-seismic events already published in a series of previous papers (including RESS Vol. 80-2, pp. 143–161, 163–172; PSA’05-139985, 139989, 139990: ICONE14-89351).

Attracted by the impressive power of Multimodal Large Language Models (MLLMs), the public is increasingly utilizing them to improve the efficiency of daily work. Nonetheless, the vulnerabilities of MLLMs to unsafe instructions bring huge safety risks when these models are deployed in real-world scenarios. In this paper, we systematically survey current efforts on the evaluation, attack, and defense of MLLMs' safety on images and text. We begin with introducing the overview of MLLMs on images and text and understanding of safety, which helps researchers know the detailed scope of our survey. Then, we review the evaluation datasets and metrics for measuring the safety of MLLMs. Next, we comprehensively present attack and defense techniques related to MLLMs' safety. Kansas has a constitutional obligation to provide counsel to any arrested person who cannot afford to hire a private attorney. But attorney shortages in Kansas threaten this core constitutional right. According to the American Bar Association, there are an average of four attorneys per 1,000 people nationwide. However, only six of Kansas’s 105 counties have two or more attorneys per 1,000 people. In 44 counties, there is just one attorney or fewer per 1,000 residents. The situation is particularly worrisome in rural Kansas. In 2023, nearly half of Kansas’s population lived in rural counties, but 80% of its lawyers lived in its six largest counties. Two rural counties— Wichita County and Hodgeman County—had no attorneys at all.
