Abstract:
En 2001, le Department of Defense (DOD) des Etats-Unis a décidé de développer un "système de systèmes" de défense, désigné sous le nom de Ballistic Missile Defense System (BMDS) destiné à protéger les Etats-Unis contre une attaque limitée de missiles balistiques provenant d'Etats incertains et la prolifération des armes de destruction massive. La Missile Defense Agency (MDA) développera progressivement un système intégré de défense multicouches contre les missiles balistiques (BMD) pour intercepter toutes les gammes de missiles dans leurs différentes phases de vol -initiale, mi-course et terminale. Nous explorerons une approche géostratégique et économiques des nouvelles menaces et nous examinerons les réponses américaines qui sont fondées sur la réaffirmation de leur statut d'hyperpuissance par la maîtrise technologique face à une abscence de réponse européenne. L'Europe se contente de développer principalement des innovations incrémentales et suit une politique de croissance smithienne alors que les Etats-Unis donnent la priorité aux innovations radicales et à une politique de croissance d'inspiration schumpétérienne
In 2001, the Department of Defense (DoD) of the United States decided to develop a "system of systems", under the name of Ballistic Missile Defense System (BMDS) intended to protect the United States against limited ballistic missile attacks coming from the rogue States and the proliferations of weapons of mass destruction. The Missile Defense Agency (MDA) will develop incrementally and integrated Ballistic Missile Defense (BMD) System that layers defenses to intercept ballistic missiles of all ranges in all phases of flight -boost, midcourse, and terminal. We shall investigate a geo-strategic and economic approach of the new threats and we shall also examine the American answers which are based primarily on the reaffirmation of their status of hyperpower by their technological supremacy and the absence of European answer. European Union is content with the traditional means of creation of richness whereas the United States understood that innovation will be the key of economic survival and maintaining their hegemonic domination during the new millennium
