Abstract:
This article discusses the effect of the political division between Fatah and Hamas on the level of generalized trust in Palestine. It argues that the level of trust in Palestinian society has been shaped and influenced by the ongoing political division since 2007. As the level of trust has been declining since 2007, this research suggests that distrust in the political system, the deteriorated healthcare and education services, the high level of unemployment, corruption, and the violation of human rights in the Gaza Strip and the West Bank have led to the decline of the level of generalized trust in society at large. This study uses statistical test results to support the main argument. Data available from 2007, 2011, 2014, and 2017 from the Arab Barometer are used to examine how institutional and contextual factors affect the level of generalized trust in the Gaza Strip and the West Bank. The article discusses the results and how creating a hybrid society has contributed to lowering the level of trust generally. It seeks to understand the change in social trust among Palestinians over the years of the ongoing division, and examines how the political division, directly or indirectly, has led to the current low level of trust that has left remarkable changes and deep polarization in Palestinian society.

Abstract:
Objective: To examine the reasons contributing to the physician shortage in the country’s medically underserved areas using the state of Delaware as a focus state. Method: A literature review regarding the shortage of physicians with data compilation from Delaware Department of Public Health (DPH) and Delaware Health and Social services (DHSS) was performed. A review of the “Conrad 30 J1 VISA waiver program,” the most important and primary supplier of physicians to underserved areas of the state was performed. A survey interviewing the physicians recruited through this program to identify any challenges faced by them was designed and conducted. Results: The number of primary care physicians providing direct patient care in Delaware in 2018 had declined about 6% from 2013. The average wait time to see a PCP was 8.2 days in 1998 as compared to 23.5 days in 2018. Forty-six percent of physicians serving in HPSAs in Delaware are IMGs recruited through the J1 VISA waiver program. Eighty percent of these IMGs are actively considering leaving the United States due to anxieties around physician immigration policies, mainly “Immigration backlog.” Conclusion: The existing programs to recruit physicians to underserved areas seem to be inadequate. The state and the hospital systems should be able to utilize the J1 program to its full potential and focus on retaining these physicians after their assigned services. As the challenges of IMGs continue to worsen every day; the medical societies, hospitals, the state and federal government should advocate for policies that resolve these challenges.

Abstract:
An assertive community treatment (ACT) program was established in the Delaware correctional system in 1990, designed to ease the transition of drug-involved prison releasees into the community by providing both treatment and case management services. Studies to date, however, have found few direct outcome improvements for ACT clients. This article uses panel data collected from a sample of 300 drug-involved Delaware prison releasees, randomly assigned to either the ACT program or to regular probation/work release supervision. A multivariate path model predicts frequency of illegal drug use 18 months after release from prison. Analyses find no direct effects of the ACT program, but suggest indirect effects of ACT assignment on subsequent illegal drug use through intermediate outcomes. By looking at proximate outcomes of the ACT program in the context of other variables, this model suggests areas where case management with seriously drug-involved offenders can be most effective.

INTRODUCTION A major gap in US care for Sickle Cell Disease (SCD) is a dearth of healthcare providers with expertise in adult SCD management. In 2014 TOVA Community Health launched a community-based primary specialty care clinic in Delaware (DE). The Delaware Department of Health and Social Services found that 96 individual adults in DE with Sickle Cell Disease (SCD) utilized hospital services 99.5% of the time for sickle cell crisis (Anderson et al., 2014). The majority of those adults lived in New Castle County, DE. The dearth of sickle cell hematologist/oncologists for adults in this county may drive them to seek recurrent care through the hospital system. Recognizing this as a nationwide public health crisis, the Delaware Department of Health and Social Services (DHSS) partnered with TOVA Community Health in 2014 to establish an adult primary specialty care clinic medical home in New Castle County, DE. This report describes the progress/impact of an integrated primary specialty clinic for adults with SCD METHODS Prospective/ Retrospective tracking of best practices for SCD are featured in the NIH 2014 guidelines. The staff included a hematologist with expertise in SCD, a primary care provider, an advanced practice nurse, a Social Worker (MSW), a nurse care coordinator, and a community health worker, were funded by Sickle Cell Disease Association of America (SCDAA) and Health Resources and Services Administration (HRSA). From 2014 to 2018, integrated primary specialty care services were provided for 33 discrete patients. RESULTS This first cohort of patients was notable for health complications that may be attributed to the lack of coordinated primary specialty sickle cell care access. Therapeutic counseling, support groups and preventive health maintenance services were measured by: outpatient visits to the clinic, access to disease modifying therapies (hydroxyurea therapy or chronic transfusion therapy), immunizations (Pneumococcal), Depression Screens and Personalized Sickle Care Plans (Table). 21 % percent of the patients had no sickle cell provider and/or hematologist/oncologist other than ED or inpatient care for the 12 months preceding their first visit to our clinic. 48% of the patients received a pneumococcal vaccine (Pneumovax 23 val - n=16/33 and Prevnar 13 - n=7/33) and three (n=3/33) received both Pneumococcal vaccines. 30% percent of the patients (n=10/33 patients) seen were offered access to HU but were not on the drug and 42% (n=14) were prescribed HU. All patients did not have a Personalized Sickle Cell Care Plan prior to receiving services at the Primary Specialty Care clinic. 12% (n=4/33) patients had a diagnosis of Substance Abuse Disorder, 15% (n=5/33) had a diagnosis of Opioid Use Disorder and 3% (n=1/33) had both Substance Abuse and Opioid Use Disorder. 70% (n= 7/10) were male and 30% (n-3/10) were female with a diagnosis of Substance Abuse and/or Opioid Use Disorder. 45% (n=15/33) had a Pain Management Agreement established within the time period at the primary specialty clinic. CONCLUSION The creation of an integrated practice primary specialty care clinic for adults with SCD in New Castle County, Wilmington, DE demonstrates the successful leverage of regional networks that engages an academic institution for telehealth consultation, public health, and community-based organizations to develop an adult SCD primary specialty care model. This safety net clinic provides team based primary specialty care to adults whose only option previously was the hospital and/or emergency room. Unique challenges in managing adult SCD acute and chronic pain were addressed. Overall, this is one model for access to integrated primary specialty care and behavioral health services for persons with SCD across their lifespan. Figure 1. Business development in the financial services sector improved competition among companies to give the best service to their customers. Having reliable services with a good communication network in the organization is the critical success of the company. This study aims to find the actors or people who influence organizations through formal and informal communication networks using Social Network Analysis (SNA). Information on casual and formal communication networks can be used by the HR department to measure the level of the social relationship of all employees that can improve their performance in the company. The author researched PT. BFI Salatiga. The results showed that tissue density was below 50% so that relationships were considered weak. The most dominant actor in degree centrality, closeness centrality, and betweenness centrality is the actor id#24 and id#29 from the collection division, actor id#27 from the operation division and actor id#30 from the credit division.

Abstract:
The College of Occupational Therapists' recent document, A Strategy for Modernising Occupational Therapy Services in Local Health and Social Care Communities - a Consultation (COT 2002), has provoked debate within the profession on the future delivery of occupational therapy services across health and social care. This seems an appropriate time to reflect on events of 30 years ago when, following the initial separation of health and social services, the profession was faced with the dilemma as to where occupational therapists should be located. This paper looks at the events and issues influencing the profession's decisions then, using a grounded theory approach and drawing on literature and documentation. At that time, discussions raised concerns about the division of skills, adherence to the ethical code and the status within the profession of occupational therapists working in local authorities. The profession's immaturity, lack of autonomy and medical orientation were key factors in influencing its response, which focused on drawing all occupational therapists into the health service. Despite lengthy discussions and consultations, the profession could not influence events and some local authority occupational therapists automatically became part of the newly set-up social services departments. Analysis reveals a possible missed opportunity to establish a firm foundation for occupational therapy in social services, the consequences of which are still evident today.

Those of you who have been around for more than ten years will remember her. She once said that what we need is a range of flexible services. Being rather young and believing I knew it all I thought at the time that this was a load of simplistic rubbish. How could something so simple be true. The field likes to make these things complex. However, looking back I feel she had made a key point that is perfectly obvious now.

This paper introduces the topic of the internal coordination of regional and local social security schemes in Spain. In the field of social security, the constitutional framework imposes different solutions in terms of the division of competences between State and Autonomous Communities, depending on the branch of (public) social protection. In the provision of long-term social care, for instance, both the State and the Autonomous Communities participate. Healthcare services are mainly provided by the Autonomous Communities without prejudice to certain aspects of the role played by the State. Social assistance through cash benefits or social services are exclusively provided by the Autonomous Communities, with the deep participation of local entities, especially in the case of social services. The paper outlines the extent of devolution and decentralisation, and the adjudication of competence and financial arrangements. The final section addresses some specific questions in healthcare, long-term social care and social assistance.

EnglishThis paper explores the differences and similarities in three social work processes as viewed by social workers in Norway and Cuba. Contrasting social work processes in these exemplars of de-familialized and familialized welfare contexts offer insight into where social work practices can be governed by international and universal policy, and where context specific national policies may be more appropriate. A qualitative study and thematic analysis based on four focus group interviews (two in each country), with a total of 19 social workers from the respective contexts, were conducted. An international validated vignette of a typical social work case was employed as a tool to help facilitate a group interaction and discussion. The first is an engagement process: how social workers make their decisions on how, or if, to engage with clients. Both Cuban and Norwegian social workers will respond to a client in need, prioritizing children in particular. A second process related to the social worker is needing to obtain a considered overview of the case. Norwegian social workers rely heavily on information about the case coming from the client, and formal rules restrict information flows between services. In Cuba, clients are important and the participation of the family is obligatory, with social workers drawing on a wide group of stakeholders to gather information. The final process is one of distributing responsibility for care and support among the appropriate services and actors. In Cuba, social workers emphasize the family`s role in resolving the case. There is a cultural element here based on the role of the family, but a lack of state services and resources available for social workers in practice is also relevant. In Norway, the Welfare State presents more resources, although social workers refer instead to difficulties in coordination between services. Professionals are held to account in Cuba, whereas institutions take responsibility in Norway. SpanishProcesos de división del trabajo en Trabajo social con familias en Cuba y Noruega. Este artículo explora las diferencias y similitudes en tres procesos del trabajo social a partir de la visión de trabajadores sociales de Noruega y Cuba. A partir de contrastar los procesos del trabajo social en estos casos ejemplares de contextos de bienestar de-familiarista y familiarista respectivamente, el artículo ofrece una visión de hasta dónde la práctica del trabajo social puede estar gobernada por políticas universales e internacionales, y hasta dónde lecturas más específicas según el contexto de las políticas nacionales puede ser más apropiado. Fue desarrollado un estudio cualitativo con un análisis temático basado en cuatro entrevistas a grupos focales (dos en cada país), con un total de 19 trabajadores sociales en ambos contextos. Par el estudio temático se utilizó una viñeta que valida un caso típico para el trabajo social, como herramienta que facilitó la interacción grupal y la discusión. El primer proceso identificado fue el de comprometimiento con el caso: este alude a cómo los trabajadores sociales toman sus decisiones sobre cómo se involucran, o incluso si lo hacen o no, con los clientes. Trabajadores sociales de ambos países responderán a un cliente que lo necesite, priorizando en particular a los niños. Un segundo proceso se relaciona con la necesidad de los trabajadores sociales de obtener una descripción adecuada del caso. Trabajadores sociales de Noruega se apoyan fuertemente en la información proveída por el cliente y en las reglas formales que restringen el flujo de información entre los servicios. Para el caso de los cubanos, los clientes son importantes, y la participación de la familia es vista como obligatoria, pero se apoyan en un amplio grupo de posibles interesados para recopilar información. El proceso final tiene que ver con la distribución de responsabilidades de cuidado y apoyo entre los servicios apropiados y los actores. En Cuba los trabajadores sociales enfatizan en el rol de la familia para la resolución de los casos. Aquí se aprecia un elemento cultural que refuerza la intervención de la familia, pero a la vez la escasez de servicios públicos o recursos para la práctica del trabajo social en familias. En Noruega, el Estado de Bienestar ofrece más recursos, pero los trabajadores sociales refieren en cambio dificultades para la coordinación de la variedad de servicios disponibles. Los profesionales en Cuba retienen más responsabilidad, mientras que en Noruega las instituciones toman más responsabilidades.

This address was given at a forum in November J999 for practitioners in the juvenile justice, alcohol and drug, mental health and child protection services in Victoria as part of the Department of Human Services’ Working Together Strategy’ (WTS). The WTS is a quality improvement initiative of the DHS in partnership with adolescent mental health and drug treatment service providers.WTS provides an organisational framework for the Community Care Division, the Aged, Community and Mental Health Division and the Public Health Division (specifically in reference to the mental health, child protection and care, juvenile justice and drug treatment services programs) to achieve better outcomes for shared clients. WTS is a response to perceived deficits in cross-program collaboration and communication in cases involving high need adolescent clients.

Abstract The health care system should offer and provide a variety of services without undue delay. Due to numerous technical, financial and human resource constraints, not all services can be offered both without restrictions and in equal measure in places of different sizes of residence. As a result of qualitative and quantitative research, a map of accessibility to social and health services was drawn up, taking into consideration the division of the country into voivodeships with different population. Spatial analysis showed great diversity in terms of service availability. Voivodships with the highest accessibility of health and social services are Dolnośląskie, Opolskie and Świętokrzyskie, while the worst situation is in Wielkopolskie. Moreover, the article identifies the main problems that people with limited functionality encounter when using health and social services.

A national survey of the job responsibilities and educational backgrounds of athletic advisors and counselors representing NCAA Division I institutions was conducted. Of the 274 counselors contacted, 134 returned completed questionnaires, representing a 49% return rate. Results of the survey indicated that the majority of advisors and counselors were male, held a master’s degree, and were former athletes in revenue-producing sports. They were employed primarily by athletic departments and provided counseling services, for the most part, to male college athletes involved in revenue-producing sports. Counseling services for college athletes focused primarily on academic matters, with considerably less attention devoted to personal-social or vocational counseling. The implications of these findings toward the provision of future counseling services for college athletes are discussed.

Over the past several years the Buick-Oldsmobile-Cadillac Group in Lansing, a division of General Motors, has been a leader in providing comprehensive health care services to employees. These services were developed in response to a combination of forces including rising benefit costs, legal requirements, social responsibility, and the realization that employees constitute a valuable resource. Disability management is one service, featuring a coordinated approach to rehabilitation. An overview of the division with implications for human resources and disability is outlined. The rehabilitation model developed at B-O-C, Lansing is presented. This is a new evolving program, integrating existing human services within B-O-C. Discussion of developmental issues, implementation strategies, and areas for expansion conclude the article.

There has been a remarkable shift in the relationship between market and state responsibilities for public services like health care and education. While these services continue to be financed publicly, they are now often provided through the market. The main argument for this new institutional division of labor is economic: while (public) ends stay the same, (private) means are more efficient. Markets function as ‘mere means’ under the continued responsibility of the state. This article investigates and rejects currently existing egalitarian liberal theories about this division of labor and it presents and defends a new theory of marketization, in which social rights and democratic decision-making occupy center-stage.

AbstractDistribution of public resources has always been a central issue in public policy. The question of spatial variation in resource allocation as a reflection of differing local conditions is particularly important in decentralised countries with a large number of subunits. On the local level, studies have shown variations in distribution of local welfare but have usually focused on single social policy fields and/or target groups, and often ignored territorial structures. By taking Estonia as a case, this study investigates whether and how the distribution of a range of social services and the structure of disaggregated local social spending corresponds to local socio-demographic conditions. We identify municipal clusters and analyse service provision and social spending on vulnerable groups within them. We use a spatial perspective by taking into consideration the distinction of rural-urban and core-peripheral settings. We show that resource allocation in Estonian municipalities mirrors quite well local socio-demographic structures but the division of municipalities between towns and rural municipalities used in the common discourse of local social policy is too simplified.

Voluntarism has undergone many changes in time, receiving external impulses and expressing internal needs tied to the services and work required. Voluntary service has gone from being a-specific and professionally general, to requiring a more specialized work division. The logic of «pure gratuity», that guided volunteers in the past, is ever more frequently substituted by a principle of reciprocity. This essay offers a vast critical historical reconstruction of the events of this phenomenon in Italy, and proposes an analytical examination of the main orientations that have characterized voluntarism in Italy throughout the years. Voluntarism has undergone many changes in time, receiving external impulses and expressing internal needs tied to the services and work required. Voluntary service has gone from being a-specific and professionally general, to requiring a more specialized work division. The logic of «pure gratuity», that guided volunteers in the past, is ever more frequently substituted by a principle of reciprocity. Abstract American Indian and Alaska Native (AI/AN) Peoples are among groups continuing to experience health disparities. Eliminating health disparities, a national priority in the United States, requires addressing structural forces, also known as structural determinants of health. This case study examines linkages between health disparities, structural forces, and colonial trauma relevant to care services and AN Peoples in Alaska. It centers on an Inupiaq Elder with leadership experience in AN tribal care services. Guided by a conceptual lens based on division–unification processes, this study yields the following findings as represented by five in vivo themes: severing of relationship, aftereffects of colonization, striking alliances, overcoming these divisions that keep people apart, and growing together in relationship. Colonial legacies continue to linger and have a multidimensional impact on AI/AN communities, including tribal care services. Healing from colonial trauma requires collective effort among AI/AN Peoples and people from the wider community. Practice implications emphasize trauma-informed approaches to promote reconciliation and a larger collective commitment to reconciliation in a global reality of increasing interdependence.

This contribution shows that the development of both female employment and the service sector is heavily influenced by social conditions and that politics can play a decisive role. A comparison between different pathways to the service society shows that the individual breadwinner and the public service models are conducive to a high level of female employment at relatively favourable working conditions, whereas in the market service model both quantity and quality are lower. Yet so far the integration of women into the labour market and the transformation of informal household work into paid employment seems to be reproducing the hierarchical gender-specific division of labour in new forms. Genuine gender equality and the reconciliation of career and family made necessary by increasing paid employment by women imply the need for a revision of the still predominant conception of ‘standard employment', particularly with regard to working time.

Also distribution of services centers and how to access them is very important. This is why that the present study was aimed to study the spatial distribution of urban services at urban neighborhood level in the city of Piranshahr in order to actualize the social justice. This study is a descriptive-analytical research. In order to collect the research data, library, field study, statistical yearbook, and city comprehensive plan have been used. Also analytical hierarchy process (AHP) has been used for scoring the research criteria and the TOPSIS has been used for ranking the urban neighborhoods. On the other hand, Geographic Information System (GIS) has been used for drawing maps and analyzing the spatial distribution of urban services. The results of this study revealed that a large part of the urban services are located in the central and northeast area and the some of them is located in the west and southwest area of Piranshahr city.

Little is known about the role of surgery in pre-modern medical practice in general, and in the lands under Muslim dominance in particular. There is an acknowledged gap between theoretical knowledge and medical practice, but evidence of the latter is difficult to find. Many fundamental questions therefore remain unanswered. For example, was there a division of labour between surgeons and physicians? We are also mostly ignorant about who practiced surgery, the legal context surrounding this practice, and its financial aspects. This article offers an analytical edition of two documents from the Syrian town Hamah dating from 1212/1798, which can help answer some of these questions. They concern a respected and learned physician who also personally performed the removal of bladder stones and was paid well for his services.

Background: There is a growing awareness of the importance of mental health care in National Collegiate Athletic Association (NCAA) student-athletes; however, there is a lack of literature on mental health resources in collegiate settings. Identifying current practices can set the stage to improve the delivery of care. Hypothesis: There is great variability in resources and current practices and no “standard of care” exists. Study Design: Observational, quantitative. Level of Evidence: Level 5. Methods: One hundred twenty-seven (36% response rate) head athletic trainers at Division I NCAA member colleges completed a web-based survey. Questions assessed several aspects of mental health clinicians, perception of care coordination, and screening. Results: Seventy-two percent of respondents noted that counseling took place in a counseling center, and 20.5% of respondents indicated that they had a mental health provider who worked in the athletic training room. Mental health clinician credentials included marriage and family therapist, psychologist, clinical social worker, and psychiatrist. The majority of athletic trainers (ATCs) noted that they are satisfied with the feedback from the mental health provider about the student-athletes’ mental health (57.3%) and believe that they would be able to provide better care to student-athletes if mental health services occurred onsite in the training room (46.4%). Fewer than half (43%) indicated that they use screening instruments to assess for mental health disorders. Conclusion: There is wide variability on how mental health services are provided to NCAA Division 1 student-athletes. Some mental health care providers are located offsite, while some provide care in the training room setting. Also, there are inconsistencies in the use of standardized screening tools for mental health evaluation. There is no standard collaborative or integrated care delivery model for student-athletes. Clinical Relevance: Opportunities exist for standardization through integrated care models and increased use of validated screening tools to deliver comprehensive care to student-athletes.

We first built the DEA model for the evaluation of producer services efficiency, and empirical researched the efficiency evaluation of the western producer services industry on this basis using the data from 2000 to 2011 year; then we analyzed the influencing factors by using the TOBIT model. The result shows that the producer services in western China are increasing returns to scale, and technical progress is the main force driving the development of the producer services. In addition, the technological level and government support have important impacts on the efficiency of producer services; the degree of specialization and division of labor, the economic level also play pivotal roles.

The purpose of this study is to analyze the social-personal guidance and counseling program at Ar-Rahmah Orphanage in making teenage self-concepts. The method used in this research is descriptive qualitative. Data collection techniques carried out by observation, interviews, and documentation. The results shows that: personal-social guidance and counseling program at the Ar-Rahmah Orphanage had not yet been found in a structured and systematic written form. The form of activities of the personal-social guidance and counseling program at the orphanage consists of basic services and responsive services. Basic services include recitation, division of duty picks, muhadarah, learning English, habituation in worship and learning to knit. The form of responsive services is a face-to-face meeting between caregivers and orphanage children once a week and provides guidance for children who have problems</em>.</p>

AbstractThe idea of predistribution has the potential to offer a valuable and distinctive approach to political philosophers, political scientists, and economists, in thinking about social justice and the creation of more egalitarian economies. It is also an idea that has drawn the interest of politicians of the left and centre-left, promising an alternative to traditional forms of social democracy. But the idea of predistribution is not well understood, and stands in need of elucidation. This article explores ways of drawing the conceptual and normative distinction between predistribution and redistribution, examining those general categories when considering the roles of public services and fiscal transfers, and looking at the ways in which government policies can empower and disempower different individuals and groups within the economy. This article argues that the most initially plausible and common-sensical ways of drawing the distinction between predistributive and redistributive public policies collapse when put under analytical pressure. It concludes that the distinction between predistribution and redistribution is best seen in terms of the aims or effects of policies rather than a deeper division of policy types, and argues that, once seen in those terms, predistribution is a central concern of social justice.

The results revealed select demographic characteristics, social support, and health disparities as predictors of compliance. Background: ASHAs were appointed by NRHM to provide preventive, promotive and curative healthcare services in the rural including tribal villages in Meghalaya. However, their social acceptance and job satisfaction remain less studied. Hence our study aimed at it.Methods: A cross-sectional study was conducted among 140 ASHAs from randomly sampled 142 villages across 15 PHCs in five districts. To collect data, we used a semi-structured back-translated and validated questionnaire consisting socio-demographic profile of ASHAs, level of perceived social acceptance and job satisfaction. Data were analysed using SPSS version 22.0.Results: Mean and median age of ASHAs were 33.29 and 32.00 years respectively. Over 63% belonged to Garo tribes, 67% studied high school, and 91% married. Village elders selected 76% of ASHAs, and 81% were as ASHAs for at least eight years. About 86% were trained in a minimum of three modules and all found their training effective. While 92% had the medical kit always filled, 100% had registers updated, and 94.3% facilitated VHND and FHD meetings. About 97% accompanied the pregnant women, 96.4% attended PHC meetings regularly and 83.6% organized VHSNC meeting. Though 93.5% reported a high acceptance of ASHAs' services, social acceptance of ASHAs was rather to some extent for 36.4%. Almost 52% of ASHAs were dissatisfied with job and 61% were unhappy with their performance-based remuneration.Conclusions: Community must be aware of ASHAs’ role, and their job satisfaction has to be increased with a corresponding increase in incentives while developing strategies to ease the process of payments.

Primary data was obtained from Islamic financial institutions (BMT) as social intermediaries in the community, namely the management and members of BMT. Purpose Division of motor vehicle (DMV) offices serve a wide swath of Americans in all states and can therefore serve as excellent vehicles to study the quality of public services in the country. However, relatively little attention has been devoted in the academic literature to studying operations in DMV offices, especially as it relates to service quality and productivity. In an attempt to address the same, this paper aims to present the results of a study of DMV offices across the USA through a nationwide survey about vehicle titling and registration services, that received response from 31 of the 50 states and District of Columbia. Design/methodology/approach The authors use a mixed methods approach – a sequential unequal weight mixed methods approach starting with a quantitative analysis of DMV operational data followed by a qualitative case study approach. The primary data collected for this study were with a nationwide survey of the highest DMV office in each state, conducted through the American Association of Motor Vehicle Administrators. Out of the 50 states, 31 states and District of Columbia responded to the survey. In addition to descriptive statistical analysis performed to glean nationwide findings, Data Envelopment Analysis was used to determine efficiency of operations. Finally, extensive in-person interviews with senior managers of DMV offices in Ohio and Indiana were conducted to get more in-depth information for case studies and identification of best practices. Findings States exhibit significant variations in labor and capital productivity and based on Data Envelopment Analysis, Texas and Minnesota DMVs are the most efficient in terms of using their labor and capital inputs to maximize the number of transactional services rendered. The authors also find that while operational performance of vehicle titling and registration services is monitored by most DMV offices across the nation, assessment of customer satisfaction received much less attention. Among the states that do well on both are Indiana and Ohio; the case studies presented based on interviews with their officials that also identify best practices. Research limitations/implications This research was limited to the USA as are its findings. Additionally, it focuses only on vehicle titling and registration at DMV offices because that represents the bulk of services performed by a DMV and the output is standard across all states. Nonetheless, a future study should be extended to other DMV services. Practical implications Given the finding that assessment of customer satisfaction is not widely practiced in DMV offices, DMV officials should address this by putting appropriate systems in place. Additionally, practitioners and state officials can use the findings of this study to develop best practices for their operations and also determine the most appropriate ways to structure the provision of those services that result in enhanced efficiencies and customer satisfaction. Social implications DMV services are among the most widely used services offered by the government in the USA and the overall size and scope of services provided by them across the country is immense. Thus, any improvements in productivity and service quality has significant implications in terms of improving public satisfaction with government services. Originality/value To the best of our knowledge, this represents the first nationwide comparative study of DMV offices in the USA that focuses on service quality and analyzes productivity across the states. Additionally, the case study provided at the end of the paper identifies best practices from two states that have received national recognition for service quality which could be adopted by all DMV offices across the USA. The findings also conform/strengthen numerous hypotheses espoused in existing models and theories from service operations literature by providing evidence in their favor.

Care is an important analytical concept in social policy because of what its social organisation reveals about social formations and the nature of welfare states. To date, social policy analyses of care have focused on the social (re)organisation of care within nation states, which are largely treated as ‘sealed’ entities. Consequently these analyses neglect to examine the impact of transnational processes on the socio-organisational shifts observed. This article outlines the contours of a global political economy (GPE) of care with a view to elucidating the transnational dimensions to care restructuring. It focuses in particular on domestic care labour because of the extensive internationalisation of domestic services and its significance for the social relations of production and the division of labour. The discussion reflects on analytical issues for the academic study of social policy and care raised by a GPE approach.

In the latest years, academics have talked more and more about the creative economy, as a cause of a different classification and division of the economic activities, including in its area all those activities which are based on the human resource, its talent and intellectual capital. The creativity seems to be a too special feature, having its own ways to flourish and to be exploited, so it has to be treated separately from the sectors of manufacture, industry or services. The Romanian culture is transmitted and exploited in various ways, starting with the commercialisation of handicrafts and ending with the organisation of events with artistic or symbolic expression. We will focus on the performing arts, organized as events for different communities. These events appear as leisure activities and have an important social feature because they have the attribute to develop the sense of identity, belonging to the group and social cohesion. These aspects are crucial for the development of a creative habitat or cultural center. The festivals attract people for different reasons; some of them are looking for an environment where to socialise, others come being interested exactly in enjoying the event or the specific goods and services which are offered there. Another type of the festival consumers is represented by the ones who only look for something new to experiment, exploring the unknown, this segment not representing loyal customers, but whatever the reason are, each participant comes for the emotional stimulation offered by the enjoyment of the festival.

Through access to regional autonomy, the desire of various regions to formulate Islamic law into their laws and regulations in order to fulfill rights and obligations and respond to various problems of society becomes more open. Therefore, the purpose of this research is to reveal how the function of Sharia Regional Regulations in the implementation and fulfillment of basic service duties of local government, especially from the aspects of education and socio-culture in Gorontalo Province. This type of research includes normative legal research supported by empirical data, which examines comprehensively and analytically the primary and secondary legal materials, using statute approach and case approach. The result of the research indicates that the existence of these regional regulations is one of the provisions ensured in Law no. 23 of 2014 on Local Government and Government Regulation Number 38 of 2007 on the Division of Government Affairs, between the Provincial Government and Regency/Municipal Government. The regional regulations drafted and compiled by the Gorontalo provincial government actually assure harmony of life, security, and order. As it is in the field of one's religious education. The existence of the Regional Regulation of Reading and Writing Al-Qur'an in Gorontalo is able to embody the desire of students to develop their education to higher level, as a condition for entering the next school level. Meanwhile, from the socio-cultural aspect, the existence of Regional Regulations on the Prohibition of Gambling, Prostitution, and Liquor, helps the government create order and tranquility in people's lives, maximize regional potential and development, especially with regard to local wisdom. Therefore, the Regional Government requires to implement and maximize the provisions of sharia regional regulations in order to support development, especially those related to basic services in various aspects, in order to maximize the regional potential and local wisdom.

The division between home and market has long been a key dimension of family life and shifts across the home/market boundary are important for both gender inequality and the family. Two shifts across this boundary occurred in the twentieth century: women’s movement into paid labor and a decline in household labor. One stylized conception suggests that as women moved into paid labor, they used their new resources to purchase replacements. This article takes up this question, asking whether women’s movement into market labor led to the commodification of the home. It does so by combining evidence from primary and secondary sources about women’s reliance on services to offer a picture of how services have been used. The article argues that household labor is infused with emotional and relational content which has made it difficult to replace.

This article explores a number-based comparative logic unfolding around a particular kind of meeting in a social work setting: a daily and short gathering referred to as a “pulse meeting”. At such meetings, staff gather around a whiteboard visualizing individual statistics in terms of the number of client meetings performed or assistance decisions made. The statistics function as a basis for further division of work tasks. As such, it is a particular way of representing what social workers do at work. Ethnographic fieldwork conducted in the social services revealed how such openly exposed individual performance and the related number-based comparative logic can trump alternative logics ranging from the overall collective performance, competing views on clients’ needs and efficiency, and the social worker’s sense of professionalism. When participants of the study compared themselves to each other and in relation to standards and goals, certain conclusions were drawn about what should be done by whom and in what order. Such conclusions became embedded in an objectivity status difficult for anyone to argue against. Finally, the number-based logic also found its way into the counter-practices formulated by social workers unsatisfied with what was visualized on the whiteboard.
