This paper considers the problem of single-machine batch delivery scheduling with an assignable common due date where all jobs have identical processing times. Finished jobs are delivered in batches and the cost per batch delivery is fixed and independent of the number of jobs in the batch. For our problem, the penalties of earliness-tardiness are assumed to be arbitrarily weighted but the holding costs are equally weighted. The objective is to determine the common due date and find an optimal schedule to minimize the sum of total weighted earliness, tardiness, holding, due date, and delivery costs. We present some basic properties of the structure of the optimal schedule for the problem, and provide a polynomial dynamic programming algorithm.

Abstract:
Skilled attendance at delivery is one of the key indicators to reflect progress toward the Millennium Development Goal of improving maternal health. This paper assesses global progress in the use of skilled attendants at delivery and identifies factors that could assist in achieving Millennium Development Goals for maternal health. National data covering a substantial proportion of all developing country births were used for the estimation of trends and key differentials in skilled assistance at delivery. Between 1990 and 2000, the percentage of births with a skilled attendant increased from 45% to 54% in developing countries, primarily as a result of an increasing use of doctors. A substantial proportion of antenatal care users do not deliver with a skilled attendant. Delivery care use among antenatal care users is highly correlated with wealth. Women aged 35 and above, who are at greatest risk of maternal death, are the least likely to receive professional delivery care. Births in mid-level facilities appear to be a strategy that has been overlooked. More effective strategies are needed to promote skilled attendance at birth during antenatal care, particularly among poor women. Specific interventions are also needed to encourage older and high parity mothers to seek professional care at delivery.

Abstract:
We consider a single parallel-batching machine scheduling problem with delivery involving both batching scheduling and common due date assignment. The orders are first processed on the single parallel-batching machine and then delivered in batches to the customers. The batching machine can process several orders at the same time. The processing time of a production batch on the machine is equal to the longest processing time of the orders assigned into this batch. A common due date for all the orders in the same delivery batch and a delivery date for each order need to be determined in order to minimize total weighted flow time. We first prove that this problem is NP hard in the strong sense. Two optimal algorithms by using dynamic programming are derived for the two special cases with a given sequence of orders on the machine and a given batching in the production part, respectively.

Abstract:
In this thesis we present ReDaR, a software and hardware environment for reliable data retrieval from multiple remotely located wireless sensor networks (WSNs). The software is programmed in Java and NesC over TinyOS, and allows for direct interaction with individual sensors using a graphical user interface running on a remote client. The hardware platform includes a WSN deployed with Telos wireless sensors. ReDaR implements a control algorithm over a real WSN, which allows to keep under control the overhead communication bandwidth between the sensors and the remote client. Specifically, we implement a control algorithm based on the extremum seeking control theory, which enables an adaptive forward error correction mechanism to ensure reliable real-time data retrieval. The amount of redundancy is controlled via a switching controller that uses a feedforward and a feedback mechanism. The switching controller ensures an optimal trade-off between maximizing the bandwidth and maximizing the quality of service. Experiments performed in our environment confirm theoretical results about performance of the controller, i.e. the feedback mechanism provides a robust controller that finds the optimum without model reliance, while the feed forward one improves the transient behavior.

Abstract:
Network infrastructures often need to stage content so that it is accessible to consumers. The standard solution, deploying the content on a centralised server, can be inadequate in several situations. Our thesis is that information encoded in social networks can be used to tailor content staging decisions to the user base and thereby build better data delivery infrastructures. This claim is supported by two case studies, which apply social information in challenging situations where traditional content staging is infeasible. Our approach works by examining empirical traces to identify relevant social properties, and then exploits them. The first study looks at cost-effectively serving the ``Long Tail'' of rich-media user-generated content, which need to be staged close to viewers to control latency and jitter. Our traces show that a preference for the unpopular tail items often spreads virally and is localised to some part of the social network. Exploiting this, we propose Buzztraq, which decreases replication costs by selectively copying items to locations favoured by viral spread. We also design SpinThrift, which separates popular and unpopular content based on the relative proportion of viral accesses, and opportunistically spins down disks containing unpopular content, thereby saving energy. The second study examines whether human face-to-face contacts can efficiently create paths over time between arbitrary users. Here, content is staged by spreading it through intermediate users until the destination is reached. Flooding every node minimises delivery times but is not scalable. We show that the human contact network is resilient to individual path failures, and for unicast paths, can efficiently approximate flooding in delivery time distribution simply by randomly sampling a handful of paths found by it. Multicast by contained flooding within a community is also efficient. However, connectivity relies on rare contacts and frequent contacts are often not useful for data delivery. Also, periods of similar duration could achieve different levels of connectivity; we devise a test to identify good periods. We finish by discussing how these properties influence routing algorithms.

AbstractOver the past two decades, prominent researchers such as Greenhalgh [1], Plsek [2], Leykum [3], Lanham [4], Petticrew [5] and Hawe [6, 7] and their colleagues and teams have promoted using complexity theory to describe and analyse the various dimensions of healthcare organisation [8–12]. Internationally, in parallel, governments have recognised the need to ‘think differently’ about healthcare policy and service delivery, but without much traction on how that might be done and what it might mean. Nevertheless, it has now become more common—but by no means universal—to apply a complexity lens to understanding healthcare services and to improving them. This involves greater appreciation of elaborate, intricate, multi-faceted care networks, healthcare ecosystems, layered parts in composite settings, contextual differences across care settings, clinical cultures, multi-agent environments, and the convoluted, challenging, wicked problems [13] these systems throw up. However, with some relatively limited exceptions, the quality and safety fields’ interest in complexity has, to date, been largely superficial, both theoretically and empirically [1].
