Public service management reforms have not yet contributed to poverty eradication and generally socio-economic development of many African countries. The reforms suggested and implemented to date still prove to be weak in addressing the many challenges faced by the public service in delivering goods and services to the population. The failure of the current public service management calls for a consideration of business-driven approaches and practices that facilitate effectiveness, efficiency, competitiveness and flexibility in goods and services provision. The critical social theory methodology and the literature review technique described and raised awareness on service delivery chaos in South Africa. A public service reform that focuses on operations and quality management is one of the ways of improving and sustaining service delivery in South Africa. Operations management is an essential tool for the planning, execution, control, monitoring and evaluation of production processes. Quality management, in the other hand, is essential to ensure best quality of goods and services produced by the public service within acceptable time and available resources to meet or exceed people’s expectations. The operations and quality management framework proposed in this article is a potential alternative to the current service delivery crisis in South Africa.

It is well documented that road infrastructure is an important catalyst of the South African economy because of the interchange of people, goods and services which are dependent upon transport. The purpose of this study was to investigate the perceived impact of public sector leadership on road infrastructure service delivery. A qualitative methodology approach was employed using a purposive sampling technique. Twenty in-depth face-to-face interviews were conducted with respondents from both the public and private sectors. Data were analyzed using thematic analysis and the findings of this research indicate that public sector leadership is ineffective in driving road infrastructure development. The results also suggest that the lack of accountability and corruption hinders the delivery of infrastructure. Keywords: accountability, corruption, engineering, government, South Africa. This article looks at the social fundamentals in Africa’s political governance in relation to basicleadership and its system of administration regarding public office holders vis-a-vis political leaders. In anattempt to address the research question, it conceptualizes the dynamics of having a transparent government,in the changing pattern in leadership in relation to good administration of governance and the managementof public goods and delivery of services to general public, a system for which the discourse changes in Africa’slegislative issues. This article focuses on the structures of interaction from the national to local level it thenbrings up development of events that seem to be basic to all African politics, which may have been inciting thechanges in the original patterns. It identifies socio-political and economic policies as bedrock that is central toa country’s stability and development. Inevitably, a properly established economic policy is needed to ensurethe sustainability, strength, development, and delivery, of public goods efficiently. This article contributes tothe political discourse in Africa, which may have continued to this day and findings shows the obvious failureson the part of political leaders’ and their inability to manage public resources, thereby making them deviatefrom their campaign manifestos or become detached from people-centred fundamental issues of governance.Qualitatively, this article is conducted and guided by Stewardship and Corporate Governance theory. Itobjectively looks at the keys of good governance as its objective in the post-independence African publicsector in providing an enabling environment and effective regulatory framework.

Public procurement fulfils an important role in the economy and public expenditure of a country and can be regarded as a critical indicator of the effectiveness of a government, because it is a central aspect of public service delivery. Notwithstanding various reforms made to date to public sector procurement in South Africa and the application of Supply Chain Management as a strategic policy strategic instrument, the South African public procurement system still faces several challenges and has been strongly criticised. This paper aims to understand the current public procurement environment in South Africa, its dilemmas and challenges, and to propose that public procurement be refocused towards a strategically placed business process, implemented by well-trained and competent procurement officials. The purpose is to provide a theoretical foundation as well as practical guidance regarding the role of public procurement in the South African public sector. The methodology involved an intensive literature study and document analysis to evaluate various official policy documents and official publications to determine the status of South African public procurement. The study found that the majority of challenges faced by public procurement in South Africa can probably be attributed to the implementation of the system, rather than to the system itself. In the shorter and longer term, the public procurement system in South Africa will have no choice but to emerge as a stronger, more resilient, streamlined and efficient provider of goods and services for the greater good of all.

It is a global concern that most local spheres of government are usually faced with a major challenge of meeting the basic needs of citizens, particularly in the developing countries such as South Africa, where majority of people depending entirely on public services. It is observed that the local spheres of government are unable to carry out their constitutional mandate to provide public goods and services such as education, housing health, water and sanitation. This situation, among others, is mainly exacerbated by ineffective innovative management practices. This article sought to navigate innovative management practices in the local spheres of government in South Africa and suggests strategies that can be applied for service delivery improvement. The article used conceptual framework to analyse innovative management practices in the context of the local spheres of government. In the process, literature has revealed that most of local spheres of government are mainly characterised with ineffective innovative management practices. These management practices include, strategic planning, operational plans and performance management systems. It is evident that the current state of affairs, drastically affects service delivery improvement. This article suggests collaborative approach as mechanism to enhance service delivery in the local spheres of government.

Craft producers in South Africa (SA) face many challenges including supply chain challenges. There is no existing study that has investigated the supply chain management of the craft industry in SA. There is also dearth of literature on supply chain management of small businesses. The purpose of this study was to investigate the supply chain practices and challenges of craft producers in South Africa. A survey was conducted among 199 craft producers in Gauteng, South Africa. A convenience sampling method was adopted owing to the difficulty of accessing a reliable database of craft producers. Craft producers rely mainly on phones for customers to place orders. However, they use variety of methods for order placement. Customers are allowed to also visit the factory to buy products and they can buy at the exhibition. They use a variety of production methods. Due to transportation challenges, craft producers also make use of public transport to deliver goods and keep some products at the warehouse.

On gaining independence, one of the first steps it took was to open its doors to various socio-economic dynamics. It is fair to say, therefore, that South Africa’s neo-liberal approach was necessitated by the nation’s desire to diversify its economy in multiple sectors and, therefore, permit foreign direct investment into the country. To most researchers, this has resulted in near deindustrialization leading to gross job losses and reduced standards of living. Essentially, this paper, relying on realist theory, delves into one of the issues, i.e., the demise of the manufacturing sector in South Africa to deliver the poignant explanation pertaining to South Africa’s sociopolitical economy. The authors find that the presence of China’s finished products in South Africa’s market has emboldened and continues to debilitate its manufacturing industry. A major concern is that South Africa’s attempts to soften this effect on its manufacturing sector through its protectionist policy – precisely the application of the quota system on imported goods – will not go too far considering the limitations placed on South Africa by virtue of its membership in organizations such as WTO and BRICS.

The South African Government evaluates municipalities on how well Integrated Development Plan in terms of service delivery are met. This study aims to examine whether a positive correlation exists between the service deliveries of district municipalities across six indicators: water provision, sanitation, weekly refuse removal, electricity, housing, and economic development; and the audit outcomes of each municipality. The purpose is to establish whether good governance leads to effective service delivery as well as to establish an accountability mechanism for which municipalities can be measured against. The result was a moderate correlation between audit outcomes and service delivery. In terms of establishing an accountability framework, this paper concludes that an examination of audit outcomes and service provision together would be beneficial.

Purpose This paper aims to develop a framework for incorporating implementation indicators of corporate governance for municipalities in South Africa. In South Africa, there is a corporate governance framework (King III report) that is regarded as a seminal work applicable to both the public and private sectors. Despite its existence, municipalities still struggle to provide services to the citizens due to poor implementation. The poor corporate governance implementation in municipalities led to several issues such as loss of credibility for local government, little interests from investors to invest in municipalities, service delivery protests from communities, maladministration and unexpected change of leadership in municipalities without succession planning in South Africa. Design/methodology/approach The study conducted literature review to demonstrate the need for a framework to implement corporate governance in South Africa. Findings It is evident from the study that the municipal sector could improve its performance and practices of corporate governance, if the underpinning framework is adopted and implemented as a sector framework. The integration of governance elements during the development of the municipal sector integrated development plan (IDP) will facilitate a coherent base for good governance implementation practices. Research limitations/implications This research would go a long way in bringing out the anomalies that paralyse municipalities, the root causes of inefficiency and possible ways to rectify them. Practical implications This study offers a framework that can help the local government sector to improve on service delivery. Implementation of the framework can also assist municipalities in obtaining clean audits from the supreme audit institutions in their respective countries. Social implications The study has a huge social impact as it would help municipal officials take notice of the issues raised and act accordingly thus improving the life of citizenry. Originality/value This study adds value to the existing theoretical and conceptual issues that form the ongoing discourse on the implementation of corporate governance in local government, especially in South Africa, as the country is characteristic by corruption and maladministration.

China’s logistics spending was roughly 14.5% of its GDP, higher than other developing countries like India and South Africa. With economic growth slowing, there was a need for more efficient logistics systems to move production resources at lower costs so that Chinese firms could remain competitive. Kerry Logistics, a third party logistics service provider, had grown rapidly in China and by now had established business centres in 32 provinces. Although it had many foreign clients who wanted to move goods in and out of China, it had difficulty gaining the trust of local clients who wanted a logistics firm with extensive local network. Kerry also wanted a share of the booming e-commerce delivery business but the market situation here was chaotic, unregulated and in a cut-throat price war. As its business was trade driven, there was an urgency to start extending its network along China’s “Belt and Road” initiative.

Introduction and Relevant Details: This research investigates the impact of inbound logistics' activities on the operational performance of the business within the branches of the South African Post Office (SAPO) in the Eastern Cape Province. The study basically hypothesises a statistically significant positive correlation between inbound logistics' activities and the operational performance of the business with regards to revenue generation and operational costs in particular. A sample of 100 branch offices was randomly selected. A 50-item questionnaire was administered by mail to the branches to collect the data during September 2005, and statistical tests for correlation were conducted on at least five dependent variables; stock procurement costs, effects on revenue, number of stock variation occurrences, order variation occurrences and the stock holding effects. Results of Data Analysis: The results of 88 respondents (88%) showed the existence of the significant positive relationship between the inbound logistics activities and the operational performance of the business at the South African Post Office branches as proposed by the study. The Spearman Rank Correlation tests were above 0.7 for most of the tested variables, showing a strong relationship. The inbound logistics' activities were also found to be positively correlated to revenue generation as well as to the operational expenses of the business. Conclusion and Recommendations: The findings allowed the researcher to conclude also that whatever improvements are made to the inbound logistics will also impact on the operational performance of the business, while failures in the inbound logistics will do so negatively. Business endeavours to maximise revenue and minimise costs are directly affected by the inbound logistics' activities. The branches of the SAPO seemed to be dissatisfied with most of the services rendered by the Supply Distribution Centre (SOC) of the SAPO, and such services have negatively affected the achievement of revenue targets at the branches as well as the operational costs. Holistic approaches to developing positive perceptions in the branches together with improving service activities at the SOC are recommended. Collaborative initiatives between branches and the SOC, reviewing the lead-times and the establishment of proper structures to handle supply chain queries, enhanced by information system technology to provide accurate and up-to-date information to branches and related parties about stock order issues are required . Areas of further research highlighted include the inbound logistics' activities of the SOC and the effectiveness of company policies as a guide to Supply Chain Management (SCM).

Supply Chain Management is a well recognized managerial tool and government initiative, primarily aimed at improving all the aspects of the procurement activities in government organizations or any type of the sector. It focuses on meeting the needs of the service providers as well as of the customers. In 1994, South African Government came up with new initiatives to manage its budget and finance resources to meet the needs of the people. One of the new initiatives that the new Government introduced was the Supply Chain Management (SCM). The Constitution of the Republic of South Africa, Act No.108 of 1996, as amended regulates procurement through Section 217. The statutes states that “217(1) when an Organ of State in the national, provincial or local sphere of government, or any institution identified in national legislation, contracts for goods or services, it must do so in accordance with a system which is fair, equitable, transparent, competitive and cost-effective The procurement reform processes were supported by the introduction of a number of legislative measures, including the adoption of the Public Financial Management Act (PFMA) and the Preferential Procurement Policy Framework Act (PPPFA). Public Finance Management Act (PFMA) is a financial act that was developed in 1999 to reform the public financial management of South Africa. The Act promotes the objective of good financial management in order to maximise delivery through the efficient and effective use of limited resources. Public Financial Management Act (PFMA) emphasizes on efficiency, transparency and economic utilization of public funds. The Treasury Regulations 16.5.3 states that, ‘when procuring goods and services, the procurement procedures must be in accordance with a system that is fair, equitable, transparent, competitive and cost-effective. Even though government departments have started implementing the Supply Chain Management strategies, there are still some challenges and deficiencies that hinder appropriate implementation. There are some deficiencies in tender award systems, ineffectiveness of SCM training materials, lack of communication between management and SCM or implementing staff as a result the implementing staff is not aware of the organization’s goals regarding supply chain management activities. Lack of monitoring, evaluation and reporting is also another challenge. Due to these challenges, the Head Office of the Eastern Cape Department of Health had incurred some expenses in trying to address these yet the Supply Chain Management has little impact in improving the service delivery. The key research objective of this study is to investigate and evaluate the implementation of Supply Chain Management in service delivery with specific focus in procurement processes of goods and services in Head Office of Eastern Cape Department of Health. The study intends to establish and highlight the challenges that the Head Office of the Eastern Cape Department of Health is presently faced with in regard to implementation of the Supply Chain Management and the impact it has in service delivery. Data gathering techniques which include interviews and questionnaires had been used. The objectives, methodology and results of the study are presented. The conclusions and recommendations had been made with the basis that they will assist the department in improving the implementation of the Supply Chain Management which will have a positive impact in the service delivery. Further steps needs to be taken by the Provincial Treasuries in assisting department to improve in the implementation of the Supply Chain Management. Further research conduct is recommended for all the institutions of the department of Health as this study was focusing on Head Office only.

Construction delays are a global phenomenon. Factors causing construction delays in construction projects differ from country to country, due to different prevailing conditions. The prevailing conditions that could exert an influence on project delivery time are: political, economic, and physical factors as well as level of technological development; management style, and construction techniques. The construction industry is a major player in the economy, generating both employment and wealth. However, many projects experience extensive delays and thereby exceed initial time and cost estimates. This study aims at determining the causes of delays in project delivery in South Africa; evolving interventions, and developing a model for the delivery of projects on time. Inferential and linear regression statistical tools were used in the analysis of data for the study. The sample population consists of architects, builders, quantity surveyors, structural engineers, and clients, and the metropolitan cities of five provinces constituted the geographical delimitation of the study. The provinces are: Eastern Cape; Free State; Gauteng; KwaZulu-Natal, and Western Cape. The metropolitan cities are: Bloemfontein; Cape Town; Durban; Johannesburg, and Port Elizabeth. Findings which negatively influence project delivery time in South Africa include the following: lack of adequate planning; management style; the lack of constructability reviews of designs; inadequate motivation of workers; economic policies; lack of prompt payment to contractors, and quality of management during design and construction. Recommendations include: (1) The introduction of the following courses in built environment tertiary education � quality management competences; operational planning; design management, and generic management; (2) pre-qualification of suppliers; (3) inclusion of the following in tender documentation � human resource schedule; plant and equipment schedule; quality assurance plan, and work schedule; (4) appointment of materials specialists on a large projects; (5) the model developed should be adopted for use in the South African construction industry for the delivery of projects on time, and (6) the linear regression equation: Y = 13.1159 + 1.1341x or 35.3 percent addition on time for the estimation of project delivery time.

The purpose of this thesis was to develop a method by which economic value can be imputed from an economic activity to a non-market ecological function or service which contributes to that economic activity. The Knysna River in South Africa was chosen as the ecological function which supported three economic activities from which value was to be imputed; these were the Knysna Municipal Water Supply, Fish Production in the Knysna Estuary and Production of Indigenous Forest within the Knysna Catchment. Three underlying assumptions and two functional operations were required in order to implement the suggested method. The underlying assumptions were: - The ecological and economic activities considered are within a single catchment. - The allocation of value imputed for a specific economic activity to the ecological function or service under consideration (in this case the Knysna River) is proportional to the total contribution of ecological functions or services contributed to the economic activity. - The valuation of the economic activity for the purposes of obtaining a price-quantity point on a demand function is to be full cost pricing with no producer surplus. The two functional requirements were: - Diagram or map the linkages between an economic activity and the supporting ecological functions. - Determine the consumer surplus related to an incremental change in quantity under a demand function where the original price and quantity are known. A value from each of the economic activities was imputed to the Knysna River. However, the method was not tested. Nonetheless applying the equations and collecting the required data allowed several methodological needs to be clearly pointed out. The most acute deficiency was difficulty in obtaining secondary data from governmental agencies, commercial representatives and existing published academic research to ensure a robust price. Also, scientific information was not sufficiently available for allocating ecological contributions to the economic activities. Even with the shortage of credible data the method appears to allow non-market ecological functions to be valued in context of an existing economic system.

The performance management system has been introduced in the South African public service with the intensions of monitoring, reviewing, assessing performance, developing underperformers and recognising and rewarding good performance. This study was undertaken as an attempt to assess whether the Lukhanji municipality performance management systems contribute to the improvement of service delivery and employee productivity. The literature review undertaken in this study, shows that there is a general poor understanding of performance management systems in Lukhanji municipality. The literature review further establishes that there are several challenges that hinder the effective implementation of a performance management system in the municipality. Other findings of the study include that there is a challenge in setting the unrealistic performance targets which are unrealisable by employees. These are the reasons why productivity levels are not always realised and targets not achieved by Lukhanji municipality. The main findings of the study are that, although performance management systems play a significant role in the improvement of service delivery, it has not contributed in the improvement of employee productivity of the Lukhanji municipality. The main recommendation on the basis of this finding is that there should be thorough and regular training of officials within the Lukhanji Municipality about the performance management system and how it influences productivity and service delivery. In conclusion, the Municipal Executive Mayoral Committee should demand verifiable evidence to justify a higher rating during quarterly assessments, and that punitive disciplinary measures be taken against those who do not comply with the provision of the performance management system framework, particularly failure to submit performance instruments.

National Centre for Nano-Structured Materials (NCNSM), one of the National Department of Science and Technology’s nanotech innovation centres houses a characterisation facility which provides a wide array of high-tech materials characterization techniques used in nanotechnology research, to any researchers from any part of South Africa, whether from higher education institutions, government institutions or private firms. In this study the operational review was conducted to identify if the NCNSM Characterisation Facility is delivering on its implementation intent. With operational review organisations are able to explore their internal operations and seek recommendations as to how they can manage and operate more economically, efficiently and effectively. Given that they perform appropriately, allocating their resources properly, and performing within time frame set and using cost-effective measures. BPR was used as a framework to conduct the operational review. BPR is a framework for analysis and design of workflows and process within an organisation. It is an improvement initiative that provides radical change of the business processes in an organizational process. The findings of this study indicated that the NCNSM-CF did not entirely meet its implementation intent but it is striving towards the intention. One of the main reasons for the facility not to meet its intended implementation was the difficulty of the researchers/clients to get access to the facility. The current booking system process contributed significantly to the access problem.

In spite of the obvious benefits from project management, research has shown that more often than not, the traditional practice of project management does exist within organisations. This then may lead to service failure; thus impacting adversely on the efficiency and image of the organisation. This dispensation also applies to projects undertaken by the Eskom, which will serve as objective of this research study. The primary research objectives of this study are the following: To improve the quality of goods and services through the application of project management. To emphasise the importance of project management within an organisation. To demonstrate that project management, if used in conjunction with a quality management system, can improve service delivery. It is anticipated that the research will lead to an improvement of the control of processes and the overall service or product quality delivered by Eskom.

The underlying objective of this research was to assess the extent to which an efficient supply chain can help retail businesses; particularly liquor businesses to manage their business risks. The case study firm for the research was Big Daddy’s Group, one of the leading independent liquor distribution and retailing firms in South Africa. In order to achieve the objective of the research, a review of relevant literature was done. It began with literature review of retailing in general, highlighting on the major roles they play and the modern trends in the industry. Afterwards the literature was narrowed down to liquor retailing. This was done to ascertain the unique characteristics of that aspect of retailing including the regulations guiding the industry and the specific business risks in that business. The final part of the literature review was on specific concepts and management models such as value chain, supply chain as well as business risk and its management. The literature highlighted the means by which the retailer creates value for the customer and the inherent risks in the industry. There was the indication of supply chain being a key component of the value creating activities (value chain) of the business, and serving as a tool in mitigating possible risks. The literature provided the theoretical proposition (hypothesis) for the assessment of the case study findings from the Big Daddy’s Group. The data collection exercise was done by means of a questionnaire complimented by personal interview. Due to the nature of the firm, in terms of structure and operations, two persons, with considerable insight into the business, the director and the sales/area manager were interviewed for the exercise. The questions posed were categorised into seven key areas of retail operations such as product range, imports, customer awareness, marketing and advertising, supply chain and human resource. The findings were compared with the theoretical propositions developed in the literature review, and the pattern matching logic technique was used to determine the existence or not of any similar predictions or differences. The risks identified in the findings were analysed with the logic of an efficient supply chain as the mitigating tool. The conclusion was that supply chain management is key to the value creation activities and hence the survival of the business. The recommendation therefore is that the retailer should ensure the efficient management of the supply chain network since it has the potential to reduce the inherent risks in their operations.

Thesis (MBA)--University of Stellenbosch, 2011.The South African clothing and textile industry has historically benefited from import substitution industrialisation which protected the industry through tariff and non-tariff barriers from foreign competition. Factors such as the impact of globalisation, our accession to the World Trade Organisation and the associated effects on trade liberalisation changed South Africa‟s trade policy to move towards export lead growth at the threshold of South Africa‟s democracy, which paved the way for increased imports from foreign countries. The opening up of the South African economy to foreign competition negatively impacted on the competitiveness of these industries. The clothing and textile industry has been plagued by various challenges, amongst others, cheap imports especially from China (often illegal), South Africa‟s accelerated tariff reduction programme and currency fluctuations (especially the appreciation of the Rand), which culminated in factory closures and huge job losses. South Africa has since 1994 developed unstructured and uncoordinated sectoral responses to these challenges in the absence of a comprehensive industrial policy. The government‟s response to deal with the challenges facing the clothing and textile industry was to re-impose protectionist measures via import quotas on certain categories of products from China. These measures were intended to protect the industry and provide it with breathing space to reposition itself and regain its competitiveness, retain existing jobs and create additional jobs. The quest to regain global competitiveness should be founded on a combination of measures (e.g. the legislative and institutional environment, infrastructure, skilled workforce, innovation and networking) designed to satisfy consumer tastes and preferences that aims to improve the potential for growth in the medium to long-term. The objective of this research report was to assess whether the introduction of import quotas on Chinese goods positively contributed to the South African clothing and textile industry in regaining a measure of competitiveness and growth. The basis of the study is informed by a series of personal interviews with the key industry stakeholders which focused on examining the state of the industry, especially the impact of import quotas of certain categories of Chinese goods. The results revealed that the impact of import quotas on Chinese goods failed to provide any significant benefits to the clothing and textile industry since: (i) although there was a reduction in imports from China into South Africa in the quota categories, importers merely sourced their products from other low cost countries (e.g. Pakistan, Vietnam, Mauritius); (ii) there was no significant increase in local output and purchases; and (iii) there was no significant reduction in the number of jobs lost and none created during this period. These results although supported by business and other academic literature are contested by both labour and government. One conclusion was that a comprehensive approach should be pursued to arrest the challenges faced by the clothing and textile industry to reposition itself within the global environment to regain its competitiveness. This requires the active participation of all industry stakeholders and the implementation of appropriate strategies and tactics which is sequenced and coordinated to enhance their collective outcomes.

Findings summary were that the South African construction industry exists in a very dynamic and volatile environment with common challenges as evident in other countries. This challenge, necessitates the use of collaborative means of managing the various phases of the supply chain. It was also found that the use of collaborative models such as Public Private Partnership (PPP) can prove rewarding when stakeholders involved in a project have an understanding of the model and its dynamics. This chapter contributes to the use of PPP collaborative models in construction project delivery in South Africa.

This article presents challenges facing higher education in South Africa and how knowledge management can be applied to ameliorate the situation. Some of these challenges include internal and external pressures for accountability and transparency in the management of the institutions; declining state subsidies; stiff competition from global counterparts; low graduate throughput; declining enrolments; inadequate facilities (e.g. space, ICTs and equipment); ill-prepared graduates for the job market; limited partnership with industry and government; brain drain; bureaucracy and general poor service delivery. The authors submit that South African universities have largely not embraced knowledge management practices and argue that KM integration within the universities’ strategic processes and operations can help address the challenges facing them. The paper is largely based on authoritative secondary and primary sources complemented by the authors’ experiences working within university environments in Southern Africa.

The global development of information and communication technologies (ICT) has created a new agricultural development paradigm that promises to transform the performance of the agricultural sector and improve rural livelihoods in developing countries. Over the past five years, South Africa has witnessed a swift ICT-led transformation of its public service delivery with major innovations in key development sectors. The growth of e-agriculture is seen as an engine to accelerate agriculture and rural development, promote food security, and reduce rural poverty. This chapter examines e-agriculture initiatives in South Africa. It describes ICT applications in improving the quality of on-farm management decisions, agricultural market information system, e-packaging, product traceability, and online marketing to access lucrative global wine markets. The chapter also highlights key constraints, and identifies considerations to enhance the future prospects for e-agriculture. Given the strategic importance of agriculture in supporting the livelihoods of the majority rural population in South Africa, the successful deployment and effective utilization of ICT is pivotal for sustainable agriculture development and raising the standards of living of marginalized communities. The results of the paper demonstrate that South Africa has made significant strides in e-agriculture and tangible benefits have accrued to the agricultural communities.

The following research questions premise the study: What are SMTs' views on managing curriculum delivery and assessment strategies at primary schools? The study applies a qualitative research methodology, which is explorative and descriptive. Five primary school SMTs based on their managing teaching experiences in the Germiston area, at Ekurhuleni District are purposefully selected for interviews. The study's findings summarized as strategies that contribute to the effective management of curriculum assessment, the role of the school assessment teams in managing curriculum assessment, and teacher competencies and attitudes to the effective managing of curriculum assessment in classrooms.

Travel agencies remain important points of call for tourists wishing to travel locally or abroad. In South Africa, the Association of South African Travel Agencies (ASATA) drives the travel agency sector. The primary aim of ASATA is to maintain and further improve a sustainable and profitable sector of its members by ensuring the delivery of a professional service to the travelling consumer. This service is achievable by the travel agency or tour operators through a strong relationship and open dialogue being present with all stakeholders in the travel and tourism value chain. Since tour agencies operate in dynamic, continuously changing environments, the concept of service quality is an important strategic tool that can be used by a tour agency to retain its clients and attract new clients. Word of mouth is an excellent tool that can create brand awareness and build customer loyalty towards a tour agency. Travel agencies that provide superior quality service in those service offerings to their clients can be leaders in the travel agency sector. This chapter employs the qualitative research approach and looks at unpacking literature on the travel agency sector. Service quality in the sector in South Africa is another key theme explored.

Globally, governments are investing considerably in technology in the public sector. This intense investment in the use of technology is primarily aimed at enhancing public sector effectiveness and efficiency in delivering public goods and services. South Africa is fast-tracking the assimilation of technology in its service delivery mechanisms. However, despite the enormous investment, delivery of basic services is still dissatisfactory. Certainly, monitoring and evaluation use of technology has not also improved results as expected due to a range of challenges, ranging from varying digital literacy capacities of public servants tasked with monitoring and evaluation responsibilities, uncoordinated data flow from the various government units, as well as uneven application government policy where the use of technology for monitoring and evaluation is concerned. The chapter argues that there is a need for the government to revisit its strategy concerning the use of technology in the public sector and specifically in monitoring and evaluation.

While teaching and learning are underway, the world is still grappling with the COVID-19 pandemic and its impact on educational systems, particularly curriculum delivery across the globe, on both developing and developed countries. As a result, collaboration and partnerships with primary, secondary schools, and higher education institutions are more vital than ever. Unfortunately, many schools have yet to show real leadership when it comes to this. This chapter foregrounds the school management team voices to depict collaborative initiatives and ways to improve curriculum delivery in a rural context of two secondary schools in Free State, South Africa during the crisis. In so doing, the chapter considers collaborative initiatives that are inclusive and provide much-needed practical information for curriculum delivery and sustainable leadership.

Globalization has permeated our personal and professional lives and careers over the past two decades, to a point where communication, product development, and service delivery now are globally distributed. This means that the globalization of engineering practice is in effect. Large corporations tap into the global market for recruitment of engineers. However, the education of engineers occurs within the context of individual Higher Education Institutions. Engineers are educated with varying pacing and scoping of higher education programming with varying methods and pedagogy of higher education teaching. The expectations for engineering practice normed from the corporate side within the engineering marketplace, therefore, often do not match the widely dispersed educational experiences and outcomes of engineering education delivery. This gap brings challenges for all stakeholders, employers, higher education and the engineering graduate. But particularly, university education systems which traditionally are slow to respond to shifting market trends and demands, are expected to realign and restructure to answer this shortfall. A response to this shortfall has been prepared independently in different regions and countries. This paper discusses the response from Europe, USA, South Africa and Philippines. The European Commission started building a European Higher Education Area (EHEA) with the intention of promoting the mobility and the free movement of students and teachers in European tertiary education. US universities are introducing a design spine and strengthening students’ systems thinking and problem solving competencies. Philippines is trying to be aligned with ABET system from US. South Africa universities are evolving to a solid core undergraduate engineering curriculum with a limited set of electives available to students which include project-based learning. This is intended to address the education-workplace gap as well. This theoretical paper will provide a comparison study of the differences between the Engineering Education in USA, EU, Philippines and South Africa. The authors will compare current trends and initiatives, aimed at improving the readiness and competitiveness of regional engineering graduates in the workplace. Given that several worthwhile initiatives are underway, it is possible that these initiatives will remain as disparate responses to the need for the globalization of engineering education. Lean performance management systems are widely used in engineering practice internationally and represent one possible rallying concept for the globalization of engineering education in order to address the education-workplace gap. Therefore, this paper examines whether the introduction of a Lean Engineering Education philosophy is a worthwhile global curricular innovation for engineering courses.

It is common to find final or near final year undergraduate Information Technology students undertaking a substantial development project; a project where the students have the opportunity to be fully involved in the analysis, design, and development of an information technology service or product. This involvement has been catalyzed and prepared for during their previous studies where the students have been told and shown how to develop similar systems. It is the belief that only through this ‘real’ project do they get the chance to experience something similar to what is expected of them when they embark on their chosen profession; that is, as an information technology professional. The high value of ‘near real life’ educational experience is recognized by many universities across the globe. The aim of this paper is to present examples from three countries - Australia, United Kingdom and South Africa, of the delivery of these team, capstone or industrial experience projects; their curricula and management processes. Academics from institutions in each of the countries share experiences, challenges and pitfalls encountered during the delivery of these information technology projects within their institutions. An overview of each institution’s strategies is provided and highlights specific issues such as the selection of projects, allocation of teams to projects, legal requirements, assessment methods, challenges and benefits.
