Abstract:
Background and aims In the context of historical tensions from different epistemologies and traditions, and contemporary needs for guidance and clarity, the DCP has noted `an emerging consensus' on the desirability for career long engagement in clinical supervision for clinical psychologists. The study attempts to measure this consensus and investigate current practices and beliefs. Design and participants A three-round Delphi survey was used, initially gathering semi-structured accounts of panelists' views and subsequently inviting more precise responses to a questionnaire derived from those accounts. The participants were 53 clinical psychologists, selected on the basis of their presumed interest or expertise in supervision. Measures Materials were developed for the study: - PPI collected personal and professional information, - DQI collected semi-structured accounts of opinions concerning various aspects of supervision, - DQ2 was a 62-item questionnaire derived from DQI material. Results Most panelists were both giving and receiving supervision. There was broad agreement on most issues, including the desirability of universal engagement in supervision for clinicians, the primacy of the supervisory relationship, the need for preparation for the roles of both supervisor and supervisee, and the necessity to identify supervision as an activity distinct from both management and therapy. In contrast there was little agreement on how supervision is most appropriately related to either management or therapy, nor on the relative importance of personal therapy and supervision in the training of competent therapists. Implications Most panelists were deeply engaged in both the provision and the receipt of supervision, which supports current DCP policies, but the culture is not yet strong enough to guarantee that all clinicians will he offered it routinely. More theoretical research is needed to develop models of supervision which will not assume that psychotherapy is its only legitimate focus, but will pay due heed to the wide range of tasks undertaken by both clinical psychologists and their supervisees.

Abstract:
The increasing use of health information technology (HIT) is due to a rising interest in improving the quality of health care. HIT has the potential to reduce cost and transform services. Proper clinical support systems will contribute to the meaningful use of HIT systems by providing a wide array of data to clinicians for the diagnosis and treatments. Clinical guidelines, created by a consensus of experts, can be put in place to assist physicians in making clinical decisions. Delphi methods are commonly used to create consensus from surveys completed by a team of experts. Image-based studies could create guidelines that standardize severity, deformity or other clinical classifications. As these studies were traditionally conducted using paper-based media, the cost and time requirement often make the process impractical. Using state of the art Web 2.0 technologies, a web-based system can aid medical researchers in conducting image-based Delphi studies for improved clinical guidelines and decision support.

Abstract:

This dissertation utilized a Delphi methodology in discovery of the perceived outcomes and teaching strategies that are common for art history survey courses taught at higher education institutions throughout the United States. A group of art history faculty, chairs, and current researchers focused on studying teaching and learning within art history weighed in on their perspectives through three mixed method survey rounds, ranking the importance of various themes developed through the responses. The results discover that there is still a strong preference for a Socratic seminar teaching strategy, while the participants also highlighted other outcomes and strategies that are important areas for future research in the discipline.

Objective Recovery has become integral within mental health service delivery in the past decade. However, much of the policy on recovery has been based upon research with adults, specifically clinical populations with severe mental health difficulties. There is very little empirical research on young people's recovery from mental health difficulties and little guidance for staff on implementing recovery within Child and Adolescent Mental Health Services (CAMHS). This study aimed to explore how staff conceptualise and support recovery in their work with young people. Design A mixed-methods Delphi survey was used, conducted over a series of three rounds. Participants In total, 36 NHS health care professionals with expelience of direct clinical work with children and young people with mental health difficulties took part. Results A high level of consensus was provided on a number of elements that define recovery and how it may be supported for young people. There was high consensus that recovery for young people related to self-empowerment and hope, as well as young people's identity, separate from mental health difficulties. There was no consensus for aspects of recovery related to service user involvement. Regarding how recovery can be supported for young people participants placed emphasis on recovery as an ongoing process, the therapeutic relationship, and working with families and the network around young people. Conclusions/lmplications Further research is needed to explore staff views of service user involvement in CAMHS, as well as to investigate how staff might understand recovery across the developmental range in CAMHS. The findings form the beginnings of a conceptualisation of what recovery is for young people and how it can be implemented, however, this is the first study of its type and research is required to further investigate the implementation of recovery-Olientated practice in CAMHS.

Abstract:
Through the application of the Delphi technique, this study draws on the expertise of British child protection academics and practitioners from a wide range of disciplines in seeking to develop a consensus opinion on possible early indicators of child abuse and neglect. Underpinned by children's rights theory the study reflects an ideologically oriented mode of inquiry. The literature on childhood and research findings from work undertaken with adult survivors of abuse forms an important part of the background. The search for early indicators is described in the context of a secondary preventative approach to the problem of child maltreatment. The Delphi study was conducted through three rounds of data collection. Consensus was defined as 75% or more of the panel agreeing (or 75% or more disagreeing) that an item was a possible early indicator of child abuse and neglect. A total of 73 items were generated. Of these 46 reached a consensus of agreement, four reached a consensus of disagreement and the remaining 23 items failed to reach consensus. The findings from the Delphi study were then examined in the context of a retrospective case-notes review of 20 families known to have had a child protection concern. Although, it is well recognised that inter-agency working is a crucial component of child protection practice, secondary analysis of the Delphi data suggested a number of significant differences in the strength and extent of inter-agency agreement on a number of the possible early indicators. The implications of this finding are discussed in light of contemporary policy and practice. A very tentative conclusion arising from the study is that the early indicators of child abuse and neglect that achieved consensus of agreement may help in diagnosing child abuse and neglect at an earlier stage, although they are not necessarily diagnostic. Alternative explanations, differential diagnoses and information gathering are paramount, as is a willingness and ability to act on concerns. Although great caution is urged, it is suggested that the findings from the study are credible and of interest to those who are working towards more timely recognition and referral of abused and neglected children. Possible applications of the findings in practice, education and further research are suggested.

Abstract:
The research objective for this dissertation study was to build a preliminary survey that would, in its final form, allow educators and administrators to establish baseline information on individuals’ global competence characteristics prior to instruction, cross-cultural experience, international study or collaboration. A secondary aim concerned length: The intent was to keep the eventual final survey at 15 minutes or less to make it adaptable to a variety of settings. The researcher extracted terms and phrases from existing global competence definitions (e.g., Boix-Mansilla, Jackson, Asia Society & Council of Chief State School Officers, 2011; Hunter, 2005), related literature (e.g., Lambert, 1994), and previous research (Todd, 2013) to develop a definition and theoretical framework for this competence. Central to the developed definition and framework were the disposition/affective realm, knowledge, skill, and action elements, and a clear connection to cosmopolitanism (e.g., Appiah, 2006). Currently, a global competence definition and survey tied directly to cosmopolitanism do not exist. The learning theories of Vygotsky (1986), Bandura (1977), Lave (1993), and Kolb (Kolb, Boyatzis, & Mainemelis, 1999) also provided insight into global competence development for measurement purposes. The four-step study method included building a draft survey from the developed global competence definition, field testing the draft survey with a purposive sample (e.g., Babbie, 2007b; Teddlie & Yu, 2007) in order to make initial revisions to the instrument, conducting a Delphi review (e.g., Cyphert & Gant, 1970; Fogo, 2014; Helmer, 1967) of the revised draft survey to further refine the instrument, and describing the field-test sample using data from items retained in the resulting survey from the Delphi review. The outcome of each of the four steps constituted the findings for this research. Future research could involve adding new items and then field-testing the survey once again to examine the statistical structure of the developing instrument.

Abstract:
Software development work undertaken by virtual teams dispersed across time, space, and organizational boundaries is referred as Global Software Development (GSD) with emphasis on “globalization”. In GSD, teams within same organization (off-shore) or different organizations (outsource) from multiple geographic locations are involved. GSD is becoming a norm and more software projects are undertaken in GSD setting due to the benefits associated with it. However, there remain many challenges that can adversely affect the ability to realize those benefits. One of the challenges is to overcome the problems faced during integration of the functional components developed by different teams at different geographic locations. Incompatibilities and hidden issues surface during functional components integration which is very costly to fix at this stage and can lead to delay, lower product quality or even failure of a GSD project. In this regard, this study investigates integration problems that occurred due to different reasons during different phases/stages of GSD, along with successful integration practices with their relative importance. The study produces lists of failure and success factors, and then further prioritized that failure and success factors lists through Delphi experts. Failure and success factors present an extensive knowledge of integration problems and practical solutions. In addition, their relative importance highlights the severity and importance of each failure and success factor. The results of this study not only help to understand integration issues and solution, but provide a platform to develop a solid strategy at early stage of GSD.

Abstract:
Objective To undertake Health Technology Assessment (HTA) in maternal and perinatal medicine for tests and treatment in the areas of pre eclampsia, preterm labour, epilepsy and congenital heart disease (CHD) in newborn. Methods The work undertaken in the thesis is divided into 4 sections: Delphi survey of practice; Systematic review of reviews; Systematic reviews of therapeutic effectiveness; Systematic reviews of test accuracy Results The Delphi survey identified blood pressure to be the best predictor of complications. A significant benefit of progestational agents was observed in reducing preterm delivery before 37 weeks (OR 0.42, 95% CI 0.31 to 0.57). The combined rate of seizure deterioration was 0.40 (95% CI 0.26 to 0.55) in pregnant women with epilepsy on lamotrigine dosage based on serum levels compared to 0.73 (95% CI 0.56 to 0.86) in those managed by clinical features only. The abstracts of 19,500 citations were reviewed to identify the studies of accuracy of tests in pre eclampsia including proteinuria, uric acid, liver function tests, symptoms and blood pressure. The sensitivity and specificity were 0.63 (95% CI 0.39, 83) and 0.998% (95% CI, 0.99, 100) respectively for detecting CHD in the newborn by pulse oximetry. Conclusion Through the HTA of tests and treatment in priority areas of maternal and perinatal medicine, the thesis has led to the generation of clinical recommendation where there was clear evidence of benefit and for further research where there were gaps in evidence.

This study was conducted to examine whether large publicly listed companies in Sweden have any demands regarding their customers’ codes of conduct as well as how business-to- business collaborations are affected by the presence of codes of conduct at the customer in this relationship. The business-to-business relationships were investigated in their three essential relationship-stages (pre-relationship stage, established/mature-relationship stage and ending-relationship stage) that are introduced in previous business-to-business research. Theories about contract theory and external accounting helped illustrate the complications surrounding codes of conduct in regard to customers. It was found that codes of conduct are important for companies’ business to-business relationships. However, the code of conduct is still not included in the contractual agreement with customers in most cases. The study was conducted through a survey and a content analysis in cooperation with KPMG and the Swedish law firm Delphi.

Face à l’engouement de la presse professionnelle pour l’innovation logistique (IL) et à une profusion de solutions logistiques innovantes émanant du terrain, nous avons constaté une production scientifique limitée sur ce champ de recherche, des incertitudes demeurant sur la définition du concept d’IL et sur sa gestion. A partir de ces observations, nous avons tenté d’éclairer le concept d’IL à partir d’un état de l’art et de différentes méthodes qualitatives (analyse scientométrique et bibliométrique, enquête Delphi). Ensuite, nous avons analysé le processus d’adoption de l’IL sur la base de quatre études de cas. Le dispositif empirique offre une variété dans le choix des cas, avec des IL à dominante technologique ou organisationnelle adoptées dans des organisations issues de secteurs différents (prestataires de services logistiques, distributeur, industriel, clinique privée). Sur le concept de l’IL, nous avons proposé un bilan de la production scientifique actuelle ainsi qu’une définition et une caractérisation de l’IL. Notwithstanding the enthusiasm of the professional press for logistics innovation (LI) and the number of innovative logistics solutions accessible to firms, we observe a limited scientific production on this field of research, leaving uncertainties as regards the definition of the concept of LI and its management. From these observations, we tried to clarify the concept of LI using a state of the art and different qualitative methods (scientometric and bibliometric analysis, Delphi survey). Then we analyzed the process of LI adoption on the basis of four case studies. The empirical setting offers variety in the selection of the cases with technological or organizational oriented LIs adopted in different organizations (logistics service providers, retailer, manufacturer, private hospital).As for the concept of LI, we proposed a review of the current scientific production and a definition and characterisation of LI. As for the process of LI adoption, the research resulted in the identification of determinants related to the adoptive organization, the adopted LI, the strategic management of the adopting organization and the adopting personnel, as well as obstacles

Bakgrund: Smärta är mer vanligt förekommande hos vuxna personer med flerfunktionsnedsättning jämfört med normalbefolkningen. Vuxna personer med flerfunktionsnedsättning är helt beroende av att personer i omgivningen uppmärksammar och kontinuerligt kartlägger deras smärta. Valida och reliabla bedömningsinstrument för smärta på svenska framtagna för vuxna personer med flerfunktionsnedsättning saknas. Syfte: Att undersöka innehållsvaliditeten hos den svenska preliminära versionen av San Salvadourskalan för vuxna personer med flerfunktionsnedsättning. Metod: I en Delphistudie med två rundor undersöktes innehållsvaliditeten för den svenska preliminära San Salvadourskalan. En enkät skapades och skickades via e-post till tretton experter i kliniskt arbete med vuxna personer med flerfunktionsnedsättning, vilka skattade relevansen av frågor i basfrågeformulär, smärtbedömningsskala samt texten tillhörande skalstegen i den. Item content validity index (I-CVI) beräknades för frågorna och Scale content validity index universal agreement (S-CVI UA) samt Scale content validity index average (S-CVI Ave) beräknades för skalan som helhet. Resultat: I-CVI för basfrågor, smärtbedömningsfrågor samt texten tillhörande dess skalsteg låg över 0,78 för flertalet frågor. S-CVI UA låg under 0,80 för alla delar. S-CVI Ave låg lika med eller över 0,90 för alla delar utom för texten i skalstegen i runda två. Slutsats: Utifrån experternas skattningar hade frågorna ett övervägande utmärkt I-CVI. Fortsatta studier av skalans innehållsvaliditet behövs för att kunna bedöma om den svenska preliminära San Salvadourskalan kan anses som valid för att bedöma beteenden som kan bero på smärta hos vuxna personer med flerfunktionsnedsättning.
Background: Pain is more common among adults with severe cognitive and physical impairments than in the overall population. These persons are often nonverbal and therefore dependent upon people in the vicinity to detect and continuously chart the presence of their pain. Validated and reliable pain observation scales for the group is scanty. Aim: The aim of this study was to assess the content validity of the Swedish preliminary version of the San Salvadourscale for adults with severe cognitive and physical impairments. Method: A modified Delphi in two rounds examined content validity of the Swedish preliminary version of the San Salvadourscale. A survey was distributed over email in 2 rounds. 13 clinically experienced experts estimated the relevance in the baseline-chart, the pain questionnaire and the different degrees in it. Item content validity Index (I-CVI) was calculated for the questions, Scale content validity index universal agreement (S-CVI UA) and Scale content validity index average (S-CVI Ave) was calculated for the scale. Result: The I-CVI for the questions in the baseline-chart, the pain questionnaire and the text for the different degrees was above 0.78 in most cases. S-CVI UA was below 0.80 in every domain. S-CVI Ave was greater than and or equal to 0.90 in five out of six domains. And below 0.90 for the different degrees in the pain questionnaire in the second round. Conclusion: Based on the experts ratings of the questions I-CVI showed mostly excellent result. Further studies on the content validity of the Swedish preliminary version of the San Salvadourscale is needed to investigate whether the content validity is sufficient to measure behaviors that can indicate pain in adults with severe cognitive and physical impairments.

Abstract:
The role of water freight as a sustainable mode of transportation often receives special attention in logistics and transportation. Due to rising environmental concerns UK national policy supports an increase in the amount of freight movements on commercial waterways. Within this context this research investigates the potential for water freight in the South West (SW) UK especially in Cornwall and Devon (CAD). This study is exploratory and following literature searches Delphi methods were selected with which to gather primary data. The research required three rounds of Delphi surveys. Following this, a focus group with the members of the 'Maritime and Waterborne Innovation Group' in the SW UK was conducted to measure the trustworthiness of the Delphi findings. The Delphi study achieved consensus on eight statements. Results indicated that the presence of an extensive coast line with accessibility to several coastal ports is conducive to the effective management of water freight movements in the region. The focus group discussion provided fuller explanations, suggestions and statements of issues which require further exploration for the development of water freight. This study reveals the latest information and possibilities and helped to articulate the importance of using water freight in SW UK. The results of this research also have many implications for the rest of the world where water freight is either in its infancy or aiming to increase its usage. The suggestions, observations and information collected during the Delphi study and from the focus group participants will assist in formulating strategies to improve the efficiency and effectiveness of water transportation within a region or a country.

Abstract:
Climate change, with the possibility of an ice free Arctic ocean by 2015, has generated a renewed interest in the Arctic. This interest is being driven by the possibility of easier access to the abundant supply of resources such as oil, gas, minerals, and fisheries. Interest in Arctic tourism is also growing. Retreating sea ice will provide opportunities to avail of shorter routes for maritime traffic to and from Asia, North America, and Asia via the Arctic Ocean and Northwest Passage. In addition, the rate of population growth of local inhabitants in the Canadian Arctic is the fastest in Canada and one of the fastest in the world. A growing population will increase the demand for sealift resupply to Canada's northern communities. This work presents the first attempt to examine the role of privatization of icebreaking services in light of the present and projected shortages of infrastructure to support development in the Arctic. A unique combination of multiple methods within marine transportation, comprising of Delphi, grounded theory, and quantitative survey, is applied to investigate the potential for private involvement in the delivery of icebreaking services in the Canadian Arctic. This includes a novel application of Strauss and Corbin's Grounded Theory approach to develop hypotheses and relationships grounded in expert opinion. Although the Arctic Ocean may be ice free during the summers, there is still the issue of winter freezing and the threat of lingering multi-year ice which will impede marine transportation especially during periods of darkness and fog. The research shows that the future growth and development of the Canadian Arctic will undoubtedly require the use of designated icebreakers and ice strengthened vessels. However, Canada's fleet of Arctic icebreakers is ageing and considered unsuitable for future demands. While Canada has earmarked CAD $750M for the construction of one new icebreaker scheduled for delivery in 2017, the research shows that Icebreakers can be built outside of Canada for considerably less money and in less time. Also, the management and operation of the Canadian Coast Guard is under considerable security by the Auditor General of Canada. The research shows that not unlike others Arctic nations, there is potential for the creation of private-public partnerships in the delivery of Canadian Coast Guard services, principally icebreaking, in the Arctic.

Abstract:
Self-concept is the perception that individuals have of themselves across different aspects of life such as academic performance or appearance. The Self-Concept Feedback Loop proposed for this research program conceptualised self-concept as developing through an interactive and iterative process involving social experiences and the cognitive processes of individuals. Through this process, individuals evaluate their behaviour or attributes against their internal standards. Subsequently, this evaluation influences their self-concept. In the general population, low self-concept has been linked to a range of negative outcomes, including poor academic achievement, and behaviour and mental health problems. However, research into the self-concept of children with cerebral palsy (CP) is rare. The motor and accompanying impairments associated with CP limit participation opportunities for children with CP, creating a unique social experience for these children that are likely to differ from typically developing (TD) children. Given this unique social experience, children with CP may perceive their self-concept differently from TD children as well as be at potential risk for low self-concept. The overall aim of this research program was to examine the self-concept of children with CP after identifying or developing a CP-specific self-concept instrument suitable for this purpose. In Study 1, a systematic review was undertaken to identify self-concept instruments suitable for children with CP. Five studies that measured the self-concept of preadolescent children with CP that had population-specific psychometric data were identified. Examination of the psychometric properties of the instruments utilised in those studies identified no CP-specific self-concept instruments, whilst existing instruments developed for TD children did not have strong psychometric support for their use with children with CP. In Study 2, a three-round Delphi consensus survey was conducted to identify self-concept domains relevant to children with CP. Three groups were recruited: professionals working with children with CP (n=21), caregivers of children with CP (n=18), and children with CP (n=12, 7 boys). Findings demonstrated that children with CP generally conceptualise self-concept using similar domains to TD children. However, several CP-specific domains were identified. Based on these findings, it was determined that the construction of a population-specific instrument which incorporates CP-specific domains was necessary in order to provide a comprehensive evaluation of self-concept for children with CP. The myTREEHOUSE Self-Concept Assessment (myTREEHOUSE) was developed using classical test theory based on the rational-empirical approach. Self-concept is measured by the child’s appraisal of their performance for 26 items across eight domains. The child’s appraisal is rated from three perspectives: Personal, Social, and Perceived. In addition, children also complete an Importance Rating. The discrepancy between the Importance Rating and the Personal Performance Perspective for each item is summed to achieve a Personal Concern Score which indicates the presence and severity of self-concept concerns. In Study 3, the validity and reliability of myTREEHOUSE was examined. Support for face and content validity was ascertained through semi-structured interviews with seven experts. myTREEHOUSE demonstrated strong internal consistency assessed with 50 children with CP (29 boys). Moderate test-retest reliability was demonstrated with a subset of 35 children (20 boys). Study 4 explored the profile of self-concept using myTREEHOUSE for 50 children with CP (29 boys) in relation to age, gender, and motor, communication, and cognitive function. Children with CP in this cohort reported high self-concept. Findings also demonstrated that self-concept was not associated with age, gender, motor function, or communication function. Cognitive function was found to be associated with the self-concept domains of Social Skills and Learning Skills. Study 5 investigated the relationship between self-concept and quality of life measured using two population-specific instruments; myTREEHOUSE for self-concept and CP QOL-Child for quality of life. Higher self-concept was associated with higher quality of life in this cohort of 25 children with CP (13 boys). The relationships between self-concept with child-reported quality of life were stronger than proxy-reported quality of life. Through this research program, it was ascertained that existing self-concept instruments are not suitable for children with CP, given their weak psychometric data and the absence of CP-specific domains. In response, the myTREEHOUSE Self-Concept Assessment was developed and preliminary validation undertaken. Findings from this research program present the first self-concept profile of children with CP and provide a deeper understanding about how these children perceive their self-concept and quality of life.

Water quality has been an issue of concern since the settlement of man and continues to be of great concern today in many locations around the world. In the United States, to address the issues of water pollution, the U.S. Congress passed the Clean Water Act (CWA) in 1972. This study examines the implementation and prioritization of impaired water bodies listed on the Illinois CWA section 303(d) list between 1992 and 2004. This study used the Delphi survey method to obtain opinions from water quality/management experts that reside in the state of Illinois. The goal of this study was to determine if a consensus could be reached amongst water quality experts on the severity of individual water pollutants for a given designated use of a water body by assigning weights, determining if any prioritization trends exist within the current Illinois 303(d) process, as well as identifying any shortcomings of the process and suggesting possible modes of improvement. The survey identified four major shortcomings of Illinois' current approach to water quality management: 1) limited funding and manpower, 2) lack of coordination/monitoring, 3) failure to regulate point sources, and 4) lack of biological monitoring. The survey respondents indicated that the entire state needs attention in terms of water quality improvement and that agriculture and urban runoff are the most important sources of water pollution and water body impairment. They rated the current prioritization system as being between "average" and "good" and identified that development of a weighting scheme could be feasible as long as it received adequate funding and adequate stakeholder support. The measure of consensus among respondents regarding weights for individual pollutants and designated uses varied significantly; however, the overwhelming majority of consensus values improved after participants were asked to revise their original responses in an effort to move towards central tendency in the distribution of assigned ranks.

Following the establishment and outline evaluation of the “scenario based Delphi-Study” as a medium of examination and presentation of research design, knowledge management concepts were put into context in alignment with the current research status by means of a literary review. This inventory of present conditions is primarily based on scientific publications on the subject of knowledge management in general and those of the LIS commu-nity in particular. What is the current role of knowledge management in the practical operation of public libraries in the two countries that provided the study focus? Which areas in the application of knowledge management in public libraries show similarities, and where can we identify specific differences? Whilst verification of the status quo is part of the study, the main focus is on looking into the future. Does knowledge management actually have a future within public libraries? If so, what does this future look like and what does it hold for the intended application of knowledge management? Will knowledge management become more than an instrument aimed at optimising organisational potential, and as a result develop into a quasi-education tool to be passed on directly to the end consumer? Will it serve to assist public libraries in achieving a sense of systemic, communal legitimacy? Through the application of the Scenario-technique and Delphi-study concept trend projections were established for both countries based on the statements by selected ‘knowledge experts’ of public libraries in both Germany and the UK, and subsequently fused into a conclusive consensual scenario. Along the way, practical and adaptable application options for the public library of the future were generated and integrated with a view to best practice examples and ideas from the selected expert testimonials.

The evolution of supply chain management has made significant and continuous contributions to logistical processes. This is highly relevant to crude oil logistics in Nigeria, because both indigenous and multinational oil companies who distribute crude oil from Nigerian ports are yet to adopt an integrated export logistics operation. Besides, the study explores the philosophy of supply chain management applying theoretic frameworks of supply chain process management, demand variability, and vertical integration to encourage integrated export logistics for the distribution of crude oil from Nigeria to China. In addition, the research objectives are: to identify the components of crude oil exports; to review the principles of integrated supply chain management; to analyse crude oil demand in China; to evaluate the efficiency of oil distribution, and to propose strategies that will raise the efficiency of crude oil exports to China from Nigeria. A conceptual model was developed to identify relevant issues that guide the synergy of China’s requirement for energy security and Nigeria’s crude oil supply capability. Also, both a Delphi survey and an archival research method’s were adopted to elucidate on the characteristics of the research population, the shipment frequencies between the two countries, and the sources of competing crude oil exports to China. Measures of central tendency from respondent feedback and non-parametric tests support the study’s findings. Furthermore, recommendations for strategic, operational, and tactical organisation of resources were identified to raise integrated crude oil export efficiency from Nigeria to China directed by the theoretic framework. Moreover, their implications for sustainable logistics practice in the short, medium, and long-term are considered. Finally, it was found that adopting vertical integration in a crude oil supply chain will ensure responsiveness to support export efficiency, and enhance the geographic characteristics of Nigeria for increased export shipments to China.

This study examines the extent of the impact of proficiency and language use on sociophonetic variation in Indian English (IE). It is based on an oral corpus using the methods and tools of the PAC project and derived from a pool of South Delhi-based highly proficient speakers. The investigation was conducted using quantitative and qualitative methods and focused on two understudied variables: (1) the fricative realisation of th, and (2) the realisations of the vowels in words of the NORTH and FORCE lexical sets. First, the results demonstrate that a significant amount of variation which cannot be accounted for by the traditional age, gender and social class factors can be explained by the language use parameter. A degree of correlation was found between the volume of use of English in a range of domains, and how speakers take advantage of the sociolinguistic potential of prestigious forms. This offers indications on the location of the leaders of the linguistic change. The second central feature of this study is derived from the investigation of the NORTH versus FORCE distinction. It is argued that the general maintenance of this distinction in IE provides evidence for the endo-normative nature of this variety. In the light of these findings, issues ultimately relating to the debate over nativeness are discussed.

The objective of this study is to design a computational thinking curriculum standard for K-12 education. The Delphi technique was employed to collect different views and derive consensus from a panel of thirteen experts, including computer scientists, computer science educators, K-12 computer teachers, and industry experts. The first draft of Delphi survey questionnaire consists of nine themes (problem solving, problem decomposition, algorithms, data representation, data analysis, modeling and simulation, abstraction, automation and others) and 60 competence indicators, was developed based on our investigation of the nature of computational thinking. After three-rounds of survey and a final round-table discussion, the expert panel derived 49 essential competence indicators (13 for grades K to 6, nine of grades 7 to 9 and 27 of grades 10 to 12) and eight optional competence indicators (one for grades 7 to 9 and seven for grade 10 to 12). The results serve as useful references for developing Taiwan’s new K-12 computing curriculum.

Organ transplant coordinator is a front-line practitioner who facilitates patient care throughout all phases of transplantation. However, a lack of consensus on role definition, essential job functions, and licensure and education preparation of these important practitioners results in role confusion. This role confusion was evident from the event of HIV-infected organs mistakenly transplanted into five patients in Taiwan back to year 2011. Based on Bucher’s framework on the natural history of health care occupation, this study aimed to survey the viewpoints on role definition, essential job functions, and licensure and education preparation of organ transplant coordinator from field experts, using a Delphi survey design. The results show that the survey participants (n=81) have a high consensus on essential job functions and licensure and educational preparation of organ transplant coordinator. Based on the findings, we defined the role of organ transplant coordinators as "health care practitioners, responsible for obtaining, verifying, and completing necessary documentation for the transplant patients including donors and recipients; assisting multidisciplinary team members to provide care of the transplant patients and their family pre-transplant or post-transplant; coordinating transplantation process when a donor is available including communication between physicians, organ procurement organization, patient/families and the medical team involved including ER, OR, and histocompatilbility labs; organizing educational activities about transplantation and organ donations for the hospital system and local community; and enhancing the professional competences through self-learning and growth. We hope by delineating the role of organ transplant coordinator in Taiwan, public discussion and rigorous research can be initiated leading to a pathway for professional role development.

The objective of this research is to design a curriculum for information technology program in comprehensive high school. The Delphi survey technique was employed to collect different views and derive consensus from a panel of fifteen experts, including experts in information technology education and information industry. The Delphi survey questionnaire, consists of 49 disciplines and 215 topics, was developed based on our investigation of the nature of information technology, the MOE guidelines for setting up information technology program in comprehensive high school, and information technology curriculum for high schools and colleges. After a three-round Delphi Survey, we obtained 12 core courses, 31 elective courses, and 204 topics which are considered important for implementing information technology curriculum in comprehensive high school. Based on the survey results, we proposed five types of coursework for students with different career needs in information industry.

The Yu-Li Model which has been developed in Yu-Li township, Hualien county over a half century is a famous psychiatric rehabilitation in the world. The psychiatric rehabilitation model has been studied by many scholars whom applied field study method to survey not only development histories but also rehabilitation effects and used statistic method to research mortality of patients. But they did not focus on about major success factors of Yu-Li Model with distinctive local features. The psychiatric rehabilitation and teaching hospital medical team of Yu-Li Veterans Hospital (YLVH) which has been constructed of Yu-Li Model is object of the study to use literature review and analytic method to sum up the major success factors that are affected Yu-Li Model. We use Delphi Process (DP) to re-organize the subjective perception from internal member of YLVH including high-level managers, middle-level administrators, and clinically medical personnel and practically social works and so on. and from psychiatric rehabilitation team members, outside member of YLVH. We apply the Analytic Hierarchy Process (AHP) to re-architecture the hierarchy structure between the success factors and major principles approaching the optimal goal of Yu-Li Model and to screen success factors and importance of major success factors. The study finds that we obtain some consistent opinions from all experts whom deal with or participate in Yu-Li Model. The consistent opinions are that the psychiatric rehabilitation and teching hospital medical team of YLVH makes full use of Yu-Li Model has to have major success factors including a team leader with specific responsibility, the team with a vision and goal, and exerent leadership etc. Those factors have been embodied the characteristics into Yu-Li township around by long term occupational therapy of localization to establish Yu-Li Model about psychiatric rehabilitation of deinstitutionalization approach. We view YLVH’s document files find that “Yu-Li Model” maybe derived from the military culture characteristics of “Army farming”. Because all psychiatric patients were veterans in initial building hospital stage who had characteristics of obeying military degree in nature and they reclaimed uncultivated land in East Taiwan. They did regularly cure all psychiatric patients of carer rehabilitation who are used to environment of rehabilitation without hospital fence based on occupational therapy in past traffic difficult period to verify that they can live normally in this environment of psychiatric rehabilitation. Let community people heart down by this really result and be provided opportunities of work to psychiatric patients whom lives at YLVH. Yu-Li Model is a psychiatry service paragon at Yu-Li township around from back to forever. It is shown that One successfully flew over the Cuckoo's Nest while many psychiatric patients participated in Yu-Li Model.

The new computing curriculum for Taiwan secondary schools is scheduled to launch in 2018. To provide teachers with great flexibility, the curriculum only outlines themes and topics for students to learn, without further details on key concepts to be covered. It will certainly be a challenge to the textbooks writers and the computing teachers to decide which concepts to teach and which to skip. This study intends to give suggestions for the "key learning concepts" to be included in the curriculum. The Delphi technique was employed to collect different views and derive consensus from a panel of twenty-one computer science education experts, including computing teachers in schools and professors in universities. The first draft of Delphi survey questionnaire consists of six themes (programming, algorithms, data representation, processing and analysis, IT applications, IT and human society) and 117 learning concepts developed from the computing curriculum. After three-rounds of survey, the expert panel derived 92 key learning concepts. Concepts which are not yet get consensus from the experts had been examined and provided recommendations for when included in learning. The results serve as useful references for computing teachers and textbook authors when implementing the new curriculum.

Meeting observations, literature review, document analysis, and Delphi surveying are used within a “mixed methodology” to tease out emerging patterns of thought in an effort to provide an urban forestry coalition, “Trees for Life” with critical information that could be used to help shape future projects. The purpose of this research is to identify key themes to help direct future Trees for Life (TFL) projects, and to also recognize stakeholders and possible new players to establish more productive partnerships within the coalition. Specific barriers that impede the success of TFL are also outlined. Ecological degradation of the Greater Toronto Area (GTA) watershed continues, despite the many initiatives carried out by the Toronto Region Conservation Authority (TRCA) to protect and conserve ecosystem health. Social change is critical in addressing this issue. The TFL coalition is an umbrella group beneath Green Infrastructure Ontario (GIO), another coalition working towards establishing green infrastructure technologies and practices as required components of urban planning and development to address ecological degradation. This coalition is overseen by a steering committee that includes TRCA. The overarching goal of TFL is to increase tree canopy cover in the GTA to 40%. The TFL is comprised of several urban forestry groups, each with unique roles and perspectives, but all striving to achieve the 40% goal. This research will help TFL to build adaptive capacity and may lead to the adoption of adaptive environmental management techniques. Ultimately, this study will provide some valuable insight into TFL and other programs involved with enhancing social-ecological resilience of the TRCA and the GTA.

Abstract:
Provision of water services is a critical strategy for addressing worldwide poverty, and this is one of the most pressing challenges of current times and is linked to population growth and climate change. Progress has been slow in achieving even the Millennium Development Goals aimed at improving coverage of adequate water services and professionals are struggling to cope with the diversity and scale of situations. Water services provision is a context-dependent process and many types of situations are very challenging, such as that of small developing towns. This thesis addresses the problems of urban centres in Pacific Island Countries and the aim is to provide formal explanations of difficulties in these locations to support recommendations that recognize local constraints and opportunities to best practice management. This is achieved largely by employing a perspective based on the science of Complex Adaptive Systems. This perspective has been chosen in recognition that water management incorporates complex interactions between social, technical and natural systems. The research is case study based, focusing primarily on Tarawa in the Pacific Island nation of Kiribati. The methodology includes historical review of the case study, and the use of historical review, as well as interviews and observation in the field as well as a cross-cutting email-based Delphi survey. This has generated qualitative and quantitative data to allow for the formulation of scientific models, an Agent Based Model describing the complex interactions involved in water service delivery; and Bayesian Network models describing the factors impacting on the chances of successful management interventions. With improved explanation of the complex situation, this has been used to support the formulation of a strategic and adaptive governance framework; aiming to introduce much needed organisational memory, and a consistent strategic direction set on the basis of the effective stakeholder interaction. By recognising weakness in capacity, it is possible to turn these into strengths by building and utilising local knowledge and commitment.

Abstract:
High-performance athletes are known to be at risk of adverse physical and mental health outcomes related to the extreme performance demands they face. Australian high-performance sport has traditionally been reactive to the healthcare needs of athletes who present having experienced compromised health, whether that be in the form of an illness, an injury, or a mental health challenge. Recently, there has been a move toward implementing limited health promotion approaches addressing identified health risks in the current athlete/sport environment. At present, there is no theoretical framework to help those working with this highly selective group to promote the development and maintenance of optimal holistic health. Moreover, the early and ongoing development of optimal holistic athlete health has not commonly been viewed as a performance requirement within sporting organisations. This research aimed to understand health and its determinants for Australian high-performance athletes from the perspective of a representative sample of expert health practitioners who currently work or have recently worked in high-performance sports healthcare. Determinants of health are factors that influence how likely we are to stay healthy or become ill/ injured. Understanding these determinants will help researchers and practitioners develop a theoretical health promotion framework that may be applied broadly across Australian high-performance sport. This study used a mixed-methods approach, including a Delphi survey and subsequent semi-structured one-to-one qualitative interviews to derive a consensus on athlete health determinants and the factors which influence these. The purpose of the qualitative interviews was to explore, more deeply, the experiences, beliefs and thinking behind participant responses to the questions posed in the Delphi survey, to add both nuance and context to those responses. The Delphi survey was conducted at two time points over a period of three months. Descriptive statistical analysis of the Delphi survey results demonstrated that there was general recognition of the relevance of the World Health Organisation definition of health and its determinants to the health of high-performance athletes, a finding that is not usually evident in the literature, nor reflected in the provision of health services to this population cohort. Thematic analysis of the Delphi survey data, using a socio-ecological theoretical lens, revealed a need to consider a broader range of influences on athlete health than those that relate specifically to participation in high-performance sport. These include geographic isolation, access to appropriate health services, ethnicity, and socio- economic status. The interview findings revealed that there is a need to apply additional consideration to factors that can be categorized as social determinants of health in healthcare planning for, and management of, Australian high-performance athletes. This study's findings will help form a theoretical framework for Australian high-performance athlete health. Specifically, this framework would address the need for sporting organisations to create and provide health-promoting environments for their athletes and to support athletes in developing their capacity to manage better the impact of the health stressors to which they are exposed, as identified by the high-performance healthcare experts surveyed in this study.

Abstract:
This study investigates the usability of the South African Super 14 Rugby franchise web sites. Web site usability is a measure of a web site user’s experience when visiting a web site. A web site user’s experience will determine how well a web site’s goals are achieved. The relevant web site goals are, having as many visitors as possible, both unique visitors and repeat visitors, and ensuring that those visitors stay on the web site for as long as possible. This study uses data generation method triangulation to enhance the validity of the findings. The data generation methods are an e-mail questionnaire survey and an expert group consensus method called the Delphi Method. This study shows that within each web site and across all five web sites, there is poor usability consistency. Management guidelines and recommendations for improvements to these web sites are presented, so that the web site goals can be achieved.
