Abstract:
Section 256 of the Local Government Act 1993 (Tas) is a curious provision. It indicates that, at any given election for a municipal area in Tasmania, any given voter µhas no more than 2 votes’. This provision is designed to facilitate a franchise based partly on property qualifications, and in which plural voting is explicitly allowed. It may seem extraordinary, in the 21st century, that such a franchise may be found in Australian law. But Tasmania is not an outlier. Indeed, in five of Australia’s six states, local government franchises include property qualifications, votes for corporations,

Abstract:
Permaculture is a creative design process that is based on ethics and design principles. It guides us to mimic the patterns and relationships we can find in nature and can be applied to all aspects of human habitation, from agriculture to ecological building, from appropriate technology to education and even economics. (permacultureprinciples.com)This paper considers permaculture as an example of counterculture in Australia. Permaculture is a neologism, the result of a contraction of ‘permanent’ and ‘agriculture’. Abstract:
Introduction For some time now there has been a strong critical framework that identifies a significant shift in the politics of homosexuality in the Anglo-oriented West over the last fifteen to twenty years. In this article I draw on this framework to describe the current moment in the Australian cultural politics of homosexuality. I focus on the issue of same-sex marriage as a key indicator of the currently emerging era. I then turn to two Australian texts about marriage that were produced in “the period before” this time, with the aim of recovering what has been partially lost from current

Abstract:
Introduction The counterculture that arose during the 1960s and 1970s left lasting social and political reverberations in developed nations. This was a time of increasing affluence and liberalisation which opened up remarkable political opportunities for social change. Within this context, an array of new social movements were a vital ingredient of the ferment that saw existing norms challenged and the establishment of new rights for many oppressed groups. An expanding arena of concerns included the environmental damage caused by 200 years of industrial capitalism. This article examines one as

Since World War Two the world has undergone a profound economic and political transformation, from an international economy and internationalist politics to a global economy and globalist politics. The Bretton Woods international financial institutions have 'structurally adjusted' Third World countries, and similar structural reforms have occurred in First World countries. The environmental consequences of globalising economic activity have been severe and also global; the social consequences of the structural reform process are equally severe. National sovereignty has been radically compromis

Abstract:
In a democracy, a constitutional separation of powers between the executive and the assembly may be desirable, but the constitutional concentration of executive power in a single human being is not. The book defends this thesis and explores ‘semi-parliamentary government’ as an alternative to presidential government. Semi-parliamentarism avoids power concentration in one person by shifting the separation of powers into the democratic assembly. The executive becomes fused with only one part of the assembly, even though the other part has at least equal democratic legitimacy and robust veto powe
