Abstract:
This is a thesis on the political economy of decentralisation. Part one analyses the effects of fiscal and electoral decentralisation on the accountability of public officials. Chapter 2 introduces a model of repeated elections to public office. The interaction between voters and officials is seen as a principal-agent relationship. Within this framework, two potential justifications for political decentralisation are provided. It is shown that voters may strictly prefer to limit the funds they allocate to a public office by setting up more than one office (fiscal decentralisation). A smaller b

This paper analyzes the utilization of repression and democratic institutions by a non-democratic government striving for political power and private rents. We find that economic development has different impacts on policy choices, depending on whether it appears in the form of rises in income or in education: A higher income level reduces democracy, whereas more education leads to both more democracy and more repression. These theoretical findings are corroborated by panel data regressions.

Abstract:
While the virtues of social capital in democracies are widely recognized, previous studies have repeatedly shown that social capital is in short supply in heterogeneous communities with ethnic minorities. Against the view that levels of social capital are culturally predetermined, I argue that it is possible to generate social capital by carefully formulating political institutions. Drawing from theories of institutional management of ethnic conflict and theories of institutional learning, I construct an integrated theory of social capital which hypothesizes that citizens learn to trust one an

Abstract:
This research examines the impact of formal democracy on the construction of an effective civil society in Ghana. The theoretical and policy role of civil society has received a great deal of attention in the literature. Especially for democratization theorists, the focus has been on the democracy enhancing qualities of civil society—qualities often credited with playing key roles in democratic transitions in Africa. However, the question of what happens to civil society after a democratic transition has not received much attention in the literature. Using a historical institutionalist approac

This PhD researches the development of political parties in Egypt between 1981 and 2000 under the presidency of Husni Mubarak. The starting point of this investigation is the failure of Egypt's parties to develop into politically-relevant organisations with strong constituency support in society. What we find instead are parties that - since the inception of multipartism in 1977 - remain characterised by their marginal role within the polity and politics of the state, that are little entrenched in society and that expose an underdeveloped and oftentimes fragmented internal structure. The topic of this dissertation is the democratic deficit of the European Union and the normative and empirical assessment of the likelihood that the existing forms of institutionalized transnational civic engagement would act as the point of anchoring democratic practices at the EU level. If the democratic deficit reflects the apparent lack of legitimacy and accountability of EU institutions and a lack of influence of its citizens, the question the project attempts to answer is why the existing democratic innovations within the EU constitutional framework fail to attract political allegiance a
