This Knowledge Creation Project [KCP] is aimed at small countries with unitary governmental structures that include local authorities responsible for delegated functions. The five countries included in the exercise are Costa Rica, Dominican Republic, El Salvador, Panama, and Trinidad and Tobago, which is the subject of this study.
