Full textThe aim of this study is to investigate the population structure and dynamic of Mediterranean endemic plants, at different spatial and temporal scales. The influence of historical biogeographic patterns and the current ecological patterns is examined. Three endemic species are studied. Phylogeographic data of Gentiana ligustica combined with glacial history suggest the presence of peripheral microrefugia and the existence of several postglacial migration routes. Recent habitat fragmentation of Acis nicaeensis decreases population viability, which induces an extinction vortex. On the other hand, disturbances characterized by intermediate intensity and frequency, among which cattle grazing and fire favour population persistence. Within a global change context, it appears necessary to propose some specific conservation strategies, including the preservation of intermediate disturbances, habitat conservation, or an assessment of population history and of their ecogeographical variability

Full textWe aimed to determine the factors of the anthropisation involved in the mouse commensalism, using both phylogeographical and historical approaches. The quantification of the variability in the molar shape (Fourier analyses) of Mediterranean mice species showed that it is possible to separate species and sub-species of the genus using dental morphology and that this variability might be a marker of genes flow. Zooarchaeological analyses allowed us to identify the emergence of Neolithic farming practices (seeds storage, cultivated fields. . . ) in the Near East as the determining factor for the adaptation of the mouse to the commensal niche. Finally, we showed that the house mouse colonized the western Mediterranean during the intensification of both exchanges and urbanization in the first millennium BC, allowing it to overcome the ecological and genetic barriers which, previously, prevented its invasion

Full textWithin the financial globalization context, developing countries are called to follow the developed ones by opening their capital account. Many theoretical arguments support the relationship between financial liberalization and economic growth. While proponents of capital account liberalization cite the channels conducting the benefits of cross-border capital flows, opponents mention recent crisis that it directly or indirectly caused in many developing countries. Empirical studies refer to a controversy. Aware of risks associated to the disorderly financial liberalization, we try through this paper to answer the following question: how to conduct a capital account liberalization that is able to lead to an optimal economic growth? In this paper, we focus on the effects of capital account liberalization along with testing them with reference to the nine Mediterranean countries that took part to Euro-Mediterranean partnership over the period 1984-2005. We also try to identify the requisite financial conditions that lead to a financial integration success. We show that the effects of capital account liberalization on growth depend on the financial environment in which that policy occurs, and the banking system fragility in particular, that can explain the negative prior effect of financial liberalization found by our estimations

These strategic stakes can be distinguished as follows : a) those who represent the hard core of the existing regiional conflicts whether these conflicts are "hot" or not at the present time - which are : the arab-israeli conflict, in all its dimensions ; the lebanese conflict, including its inter-arab aspect ; the greek-turkish and cypriot conflicts ; and the yugoslav conflict. B) influence exerted in the region by certain big powers as well regional and local powers with the common denominator being the quest for hegemony, correspondent to the concerned actor's power. C) those which represent new causes of regional conflict, such as the sharing of water in the near and the middle east, or major factors of regional destabilisation like the proliferation of weapons of mass destruction, islamic fundamentalism or the nationalism expressed by revisionist policies

Full textThe choice of an exchange rate regime is the subject of an old debate in international economy. Two sets of developments have put this issue back on the agenda. Firstly, the adoption of insustainable exchange rate regimes can be seen as one of the causes of the succession of severe currency crises in recent years, among which the crisis of the European exchange rate mechanism in 1992, the Mexican peso in 1994-1995 and the Asian crisis of 1997-1998. The second element is the launch of the euro in 1999 that, undoubtedly, should be considered as one of the most significant developments in the organization of the international monetary and exchange systems since the beginning of the 21th century. From fundamental theories to modern issues, there is no consensus on the choice of the optimal exchange rate regime. Capital mobility, pricing to market, shocks, are decisive factors. Hence, the choice of exchange rate regime depends on the weight of these elements (i). Meanwhile, it is assumed in the literature that the choice of exchange rate regime is crucial to realise the macroeconomic objectives, and this choice has potential implications for economic growth (ii). For several authors, the difficulty to identify this relationship is due to the official exchange rate classification, Levy-Yéyati and Stuzenegger [2000a], Bénassy-Quéré and Coeuré [2001] and Bailliu, Lafrance et Perrault [2001] present alternative methodologies of de facto classifications. We conclude that the use of both kinds of methodologies (de facto and de jure) is imperative. In order to test propositions (i) and (ii), we follow static and dynamic analysis. The factors emphasized in the optimum currency areas theory are probably the major determinants in the choice of an exchange rate regime in Maghreb countries. The exchange rate regime has an impact on economic growth, both through trade and public consumption in the economies of the ten Mediterranean countries of the Mediterranean. Finally, the presence of a sound monetary policy, rather than regime change in itself, constitutes a determinant of economic performance of countries in the Mediterranean Area

Full textThe thesis we defend can be summarized as follows: the success of an energy development based on sustainable energy is strongly linked with a real will and implication of the socioeconomic actors in the decision making processes. Indeed, the decision making concerning energy for a sustainable development, especially in the South shore of the Mediterranean region, must be sought-after while articulating the technical expertise and the involvement of representative actors of the social demand. As a consequence, this leads to a new shape and more efficient governance, the so-called "participative governance", of which one of the essential ingredients is an increased involvement of all actors to the decision making processes. The "participative governance" can be, then, considered as a management way of complexity and uncertainties, feature of the present energy system, which would allow many actors to meet and to think together about energy problems and their resolutions, while justifying and adjusting their positions according to their experiences and know-how. It encourages the transparency of information, the setting in debate of the data, the setting in light of the uncertainties and a pluralistic expertise. Indeed, only a social dialogue and cooperation between the different actors can allow the circulation of information and the transmission of know how and therefore efficiency in the decision making. Our thesis also demonstrated that the scenarios approach often represents the method of "participative energy forecasting", often the most interesting according to the point of view of the three criteria that we considered in our research, since it can integrate the expertise the creativeness and the involvement simultaneously of the various implied actors. They are not "finished" products but appear as powerful instruments of involvement. The scenarios allow indeed stimulating the discussion before the decision making while encouraging the action. This represents the objective of our empiric approach applied in the Southern Mediterranean shore

Full textFreshwater has very specific features (non substitutable, exhaustible, continuously moving) which in turn lead to sharp management difficulties both quantitative and qualitative. These are especially sensitive in the Mediterranean area where hydraulic stocks are threatened by random climatic events, poverty, increasing urbanisation and high densities. Because of these elements, there is a growing need to establish a legal position for water in a sustainable development perspective. In this framework, this study raises first some of the legal lacks by evaluating the relevance of the existing legal implements available for both the owners and the managers of the resource. Second, this work proposes new implements adapted to the characteristics of this resource. Such implements imply several actions on the organisation of public water management at the level of internal, European, international laws. These measures impacts also on public/private relationships which partnerships may play a key role on a sustainable regulation of the water resource

Full textPalynological analyses carried on four middle and upper pleistocene mediterranean caves brought new palaeoenvironmental and palaeoclimatic data in this area. Sterility and inconsistency cases in the pollinic spectra were encountered, due to several taphonomic processes, such as the granulometry, deposition mode or physicochemical instability of the sediments. The majority of the valid results come from speleothems, which seem to be most favorable for palynological analysis in archaeological context. They form closed systems, thus preventing any contamination. The evaluation of the taphonomic factors affecting the pollen fall underlines the limits and potentials of this support. Their formation pattern makes complementary multidisciplinary analyses possible, by resetting them chronologically and by specifying the new palynological data obtained, mostly from local sources

Full textThe main aim of this thesis throws light on the active and positive roles of government, in the process of economic liberalization, and in the determination of economic growth. The "optimal government" invented by endogenous growth theories has an important role in constituting the economic supply. In other words, the structural role of government in accumulating human capital, technological capital and public capital and in adding some accompaniment policies, stresses the permanent influence on economic growth. Financial development policy has an important role in the mobilization of scarce resources to productive employment. According the rise in globalisation, the regionalism phenomenon has marked the global economy these last years. The MENA (Middle East and North Africa) countries hope to constitute a regional integration zone where the European union is the principal partner in their strategies. The economics policies to reinforce productive capacity in the economy have positive effects on economic growth. Hence it is very interesting to study this policy or auxillary variables in the determination of economic growth. The choice of the panel data method is justified for studies in Mediterranean economics. The results show that public investment in education, wealth and infrastructure and the openness variable positively affects the growth rate in our sample

Full textLocated our analysis within the countries of the southern shores of the Mediterranean (CSSM), while largely considering a case study on growth and financial system development as well ason small and medium enterprises/industries (SMEs/SMIs) in Algeria. In the first chapter, we studied the evolution of financial liberalization policy and its effects on the development of financial systems. Next, we analyzed the limits of this policy, which has been and is still the basis of the restructuring process of the financial systems, directly related to the financing of SMEs/SMIs. In the second chapter, we studied the content of what is meant when talking about internal financial liberalization, which is at the core of financial system restructuring in the CSSM. At the same time, we explained what external financial liberalization is by examining changes in foreign capital flows bound for the CSSM. In the last chapter, our research has focused, on the one hand, on a statistical and econometric study regarding the growth and the competitiveness of SMEs/SMIs in the current context of globalization and trade, and on the other hand, on business financing and growth in the restructuring programs implemented in the Maghreb countries. Full textThe first part of this thesis (Chapter 1 and 2) is the theoretical and methodological basis. The first contribution of this thesis is to highlight the most efficient indicators of poverty and inequality, and decomposition dynamics of poverty (Chapter1). The EHII database is selected and is extended in this thesis. The second chapter tests the main theories of the growth-distribution relationship. It appears that MENA countries are still too far from the turning point of Kuznets to hope that growth alone is reducing poverty, thereby highlighting the need to promote the “inequality effect” in these countries. In the second part of this thesis (Chapter 3 et 4) the emphasis is on the need to fight against injustice in the MENA and report the problem of intergenerational persistence of inequality. An empirical test applied to MENA highlights the importance of quality of education and of governance in those countries (Chapter 3). We also verify empirically the existence of inequality traps at the international level (Chapter 4). These first four chapters, and recommendations to which they lead are put into perspective through the study of the impact of openness on the wage and income distribution (Chapter 5), and a partial specialization of countries Mediterranean in the particular sector of textile and clothing industry. It assesses its impact on the ability of countries to have a pro-poor growth (Chapter 6)

Full textThis work consists in a palaeontological study of middle and late pleistocene felids, especially the genera felis, lynx, panthera and hyenids, genus crocuta, in the mediterranean europe. It is based on major sites such as arago cave, orgnac 3, portel west cave, hortus and crouzade in france, cova de l'arbreda in spain and karaïn e in turkey, in addition with other contemporaneous or older sites for comparison. Theses sites cover the whole pleistocene. The first aim is to define the species encountered in the sites, to present their evolutionary stage and trends, and finally to locate them in the general biostratigraphical context of this geographic area, in order to precise the evolutionary process inside each phylum. The study highlights the fact that l. Spelaeus is not the ancestor of l. Pardinus, and that these morphological features still exist on recent populations. Felis seems to be represented by different lineages which are not related, in the area for the period concerned. It has been assumed that pyrenean populations of crocuta could develop some particular trends

The goals of this research were to estimate the effects of recurrent fires on the resilience of soil microbial properties, to identify the key factors involved in microbial resilience and to assess the efficiency of compost addition to support the restoration of soil chemical and microbiological quality. The recovery of mineralising activities of C and N cycles, enzymes activities and catabolic diversity of microbial communities and their stability under additional water stress, were estimated after frequent and infrequent fire regimes. Organic matter (OM) was characterised by FTIR and NMR 13C CPMAS techniques. The addition of sewage sludge and green waste composts on soil quality were examined in-situ in frequently burned soils by crossing three levels of maturity and three times since the last fire. The results showed that repeated wildfires improve the recovery after fire of net nitrification and catabolic profiles but affect most other microbial functions for a long time. Respiratory activity in recently burned soil happened to be more resistant to water stress but also less resilient under recurrent wildfire regime. The results reveal the limiting role of the degree of aromaticity of OM on the stability of microbial functions. The addition of compost on frequently burned soils is an efficient restoration procedure but needs to select a maturity degree of compost adapted to wildfire history.
