Includes bibliographical references.<br>The focus of the dissertation was to provide an in depth investigation towards the fatigue performance of Carbon Fiber Reinforced Polymers (CFRP) which were externally bonded onto concrete beams as a repair and strengthening technique for internally corrosion damaged RC beams. It was identified that more research concerning the fatigue performance of externally bonded CFRP laminates used as a composite material for originally damaged concrete structures was required. Therefore, there was a need to study the failure mechanisms between the externally bonded CFRP, corrosion damaged internal steel, and patch repaired section and the original substrate concrete with respect to the long term performance, whilst treating the system (CFRP, substrate concrete, patch repair and bonding agents) as a composite material. The methodology of the dissertation included the introduction of accelerated corrosion techniques to degrade the internal steel reinforcement. The damaged RC beams were repaired by removing the damaged concrete, treating the corroded internal steel reinforcement, replacing the damaged concre te section removed with a rapid-hardening high strength patch repair mortar, and finally externally bonding CFRP laminates along the patch repaired section and entire tensile face to restore the bending capacity lost due to the reduction of internal steel and subsequent patch repair. Two of the six RC beams which were patch repaired and CFRP strengthened, were subjected to a monotonic load in order to establish the ultimate static load at failure for the RC beams. The ultimate static load at failure was then used to derive the maximum imposed cyclic fatigue loading that was applied. The remaining four RC beams were then subjected to constant sinusoidal cyclic loads at varying amplitudes, the range of amplitude dependent on the corresponding static load at failure for the identical RC beam. The aim of the cyclic load tests was to determine the long term behaviour of the repaired and strengthened RC beams at different degrees of loadings . The test specimens were tested until fatigue failure was reached. At utimate fatigue failure, the RC beams exhibited excessive concrete cracking, but eventual fatigue failure was determined when the CFRP finally delaminated along a portion or the entire length of the tensile face. It was evident that once fatigue failure occurred due to concrete cracking, the fully laminated CFRP would then withstand a large majority of the tensile stresses still being applied. The CFRP momentarily restored the overall strength of the repaired and strengthened RC beam until ultimate failure occurred at the point of CFRP delamination. The outcome of the dissertation observes and describes the failure mechanisms during RC beam and CFRP fatigue failure. The results obtained from the extensive testing plot a failure curve for each RC beam which had been corroded, patch repaired and finally CFRP strengthened. The cumulative results captured display a predicted failure curve graph. This graph indicates the percentage of ultimate cyclic load applied which was a function of the corresponding ultimate static load applied for an identical RC beam versus the number of cycles applied until failure. This curve can be used as a guideline to predict the number of cycles until failure for a repaired and CFRP strengthened RC beam of similar dimensions for a specific percentage of static loading, this loading being dependent on the increased ultimate static load at failure for a patch repaired and externally strengthened CFRP reinforced concrete beam. The predicted failure curve clearly indicates that for repaired and CFRP strengthened RC beams experiencing low fatigue cyclic amplitudes equaling 45% of the corresponding total static loading at failure, the fatigue performance is significantly increased versus the identical test specimens with increased loading of approximately 55 % and 67% of the corresponding ultimate static loads, these beams exhibit considerably decreased long term performance. The static load tests also indicated that the influence of the accelerated corrosion on the ultimate capacity of the RC beam is minimal since the addition of the externally bonded CFRP doubled the ultimate static capacity of the identical RC damaged beams. The experimentation was also able to capture the failure mechanisms for each tested beam throughout the cyclic loading phase. Identifying the failure mechanisms was useful when conducting on site investigations which focused on the long term performance of either the reinforced concrete beams that were patch repaired and strengthened or not As expected, the combination of combining a high strength patch repair mortar and external CFRP strengthening scheme significantly increased the long term performance of the RC structure. Finally, due to the investigations performed in this dissertation, the increased long-term performance of a patch repaired and CFRP strengthened RC beam can now be empirically quantified and the failure mechanisms physically observed.

Abstract:
Manufacturing firms are driven by competitive pressures to continually improve the effectiveness and efficiency of their organisations. For this reason, manufacturing engineers often implement changes to existing processes, or design new production facilities, with the expectation of making further gains in manufacturing system performance. This thesis relates to how the likely outcome of this type of decision should be predicted prior to its implementation. The thesis argues that since manufacturing systems must also interact with many other parts of an organisation, the expected performance improvements can often be significantly hampered by constraints that arise elsewhere in the business. As a result, decision-makers should attempt to predict just how well a proposed design will perform when these other factors, or 'support departments', are taken into consideration. However, the thesis also demonstrates that, in practice, where quantitative analysis is used to evaluate design decisions, the analysis model invariably ignores the potential impact of support functions on a system's overall performance. A more comprehensive modelling approach is therefore required. A study of how various business functions interact establishes that to properly represent the kind of delays that give rise to support department constraints, a model should actually portray the dynamic and stochastic behaviour of entities in both the manufacturing and non-manufacturing aspects of a business. This implies that computer simulation be used to model design decisions but current simulation software does not provide a sufficient range of functionality to enable the behaviour of all of these entities to be represented in this way. The main objective of the research has therefore been the development of a new simulator that will overcome limitations of existing software and so enable decision-makers to conduct a more holistic evaluation of design decisions.

Abstract:
As stormwater flows over roads, sidewalks, and other impervious surfaces, it picks up pollutants that are deposited on these surfaces. One common pollutant transported by stormwater is road salt. While the application of road salt is crucial for wintertime public safety, road salt has a host of negative environmental impacts. Road salt has been linked to increasing levels of dissolved solids in groundwater, vegetation damage, and behavioral changes in aquatic organisms. Studies have shown that these impacts are concentrated around salt storage facilities. As a result, the United States Environmental Protection Agency issued many state departments of transportation municipal separate storm sewer system (MS4) permits. In Utah, road salt is stored at Utah Department of Transportation (UDOT) maintenance stations, which are regulated by a Phase I MS4 permit. To comply with their MS4 permit, UDOT constructed retention ponds to capture salt-laden stormwater and truck wash water. However, without information and established maintenance and management plans informing pond design, these retention ponds suffer from design issues such as overflow throughout the winter season. Through pollution prevention assessments, pond and tap water analysis, pond sediment analysis, and surface water quality modeling at 11 UDOT maintenance stations, this project provides UDOT with site design guidelines and best management practices to ultimately reduce the impact of UDOT road salt facilities on the environment.

Abstract:
The political transition in South Africa had a dramatic effect on the broader public service and specifically on local government. The Constitution of South Africa Act 108 of 1996 and the White Paper on Local Government, 1998 provided the framework according to which the transformation of local government was realised and it was further directed by key legislation such as the Local Government: Municipal Systems Act 32 of 2000, the Local Government: Municipal Structures Act 117 of 1998 and the Local Government: Municipal Demarcation Act 27 of 1998. This legislation, along with the presidential appointed Demarcation Board's reduction of South Africa's 843 municipalities to 284, had a radical impact on the Klerksdorp, Orkney, Stilfontein and Hartbeesfontein municipalities due to the fact that it was legally compelled to amalgamate into a single local municipality. A complicated restructuring process followed to enable the newly amalgamated Klerksdorp City Council to meet its constitutional mandate and local government objectives. In this study an analysis of the statutory framework for the South African public service and resulting local government transformation processes is done in conjunction with a literature study of the phenomena transformation, restructuring and resistance to change as organisational change processes in order to analyse the Klerksdorp City Council's transformation and restructuring process as well as its effect on the employees and managers of the Department Civil Engineering as role-players in the process. THE INSTITUTION RESEARCHED Research was done at the Potchefstroom University for Christian Higher Education and the Department Civil Engineering of the Klerksdorp City Council was chosen for the empirical research. THE RESEARCH METHOD This is mainly a literature study aimed at establishing a theoretical basis and all information on the subject was gathered by studying relevant legislation, reports and literature. Empirical research was done by means of questionnaires completed by and semi-structured interviews conducted with the respondents. The relevant legislation and information obtained were discussed, analysed and evaluated in accordance with the research objectives.<br>Thesis (M. Abstract:
This thesis investigates public access to environmental information, starting with the examination of environmental information and environmental information systems (EIS). This examination demonstrates that term “environmental information” holds a wide range of meaning, and while it is possible to describe “core environmental information”, the full range of environmental information is open for wide interpretation. In regard to environmental information systems, the thesis demonstrates the importance of Geographical Information Systems (GIS) as a major component of most EIS, and the influence of the institutional settings within which they operate on these systems. To better understand the requirements and needs of likely users of environmental information (those with interest in environmental issues and with access to the technology), the thesis contains two empirical studies – a web-based survey of requirements and needs from a public environmental information system for London, and a public participation workshop in which representatives of local interest groups explored the use of GIS for local planning purposes. The analysis of these studies (using the framework of Soft Systems Methodology) leads to the development of conceptual models and criteria set for public access to environmental information. These models and criteria are then compared to existing web-based information systems, a comparison that reveals gaps between the desired system and the current state of the art. The thesis ends with some suggestions about how to improve information systems to improve public access. The thesis is based upon a wide array of topics, including aspects of Human-Computer Interaction (HCI) in the context of Geographical and Environmental Information Systems (GIS/EIS). Information Systems Design methodologies, Public Participation GIS (PPFIS), Public Understanding of Science (PUS), social aspects of Information and Communication Technologies (ICT) and Philosophy of Technology.

Mobile technology is becoming more and more pervasive within the consumer industry. Devices such as Smartphones and Tablets are able to relay information effectively and affordably either with or without an accompanying cellular connectivity plan. The effect of this technology is slowly making its way through the corporate world. Recognizing that this technology has the potential to affect workflow practices within a Department of Transportation, this thesis first presents two mobile applications to address specific areas of concern identified within the Utah Department of Transportation maintenance division. The first application creates a living directory that provides specific information regarding employees, equipment, and location within maintenance shed locations throughout the state of Utah. The second application provides a seamless method of information transfer as it relates to traffic signs from the field directly to central servers in an effort to reduce data loss and corruption.
